THIS REPORT covers the third in a series of five projects into which the Conowingo tunnel system has been divided for geographical and practical reasons. It outlines the work constituting Project No.3 that consists principally of the following: (a) To sink the No. 15 shaft and extend the Alden, Sugar Notch, Baltimore No.2, and Laflin shafts from their present depths to tunnel level; (b) to drive a tunnel off these shafts to connect with the western end of the tunnel in Project No.1 (Lackawanna) and to a point 1 mile south of the No. 15 shaft; (c) to construct an emergency pumping plant at the No. 15 shaft, complete with 3 centrifugal pumps of 200-cubic-foot-per-second (c. f. s.) capacity each, and a discharge-water shaft and a discharge tunnel for conducting the water from the pumping plant into the Susquehanna River; and (d) to construct a lateral tunnel 1 mile long off the main tunnel in the vicinity of the No. 15 shaft, to be known as the Wyoming lateral. The project, as outlined, is a self-contained drainage unit that will permit unwatering inundated mines and safeguarding active mines in the Wyoming Basin of the Northern field and also will handle the water in the Lackawanna Basin, thus permitting the temporary pumping plant provided in Project No.1 to be discontinued. The pumps installed in the temporary pumping plant provided in Project No.1 can then be moved to the emergency pumping plants recommended in Projects Nos. 2 and 3, to be installed as the third or standby unit.

Correlations between mass spectra and molecular structures of 186 organic sulfur compounds are discussed. The olefinic ions, the alkyl ions, the CnE2n+1 ions, the m/e 61 ions, and the m/e 35 ions in the spectra of thiols are related to molecular structure. In the spectra of sulfides, the olefinic ions, the m/e 61 ions, the m/e 35 ions, the CnH2n+1S+ ions, and the CnH2n+1SH+ ions are correlated with molecular structure. For disu1fides, the correlations relate HSSF+& and RSSH+ ions to molecular structure. Base peaks of alkylthiophenes are correlated to their molecular structures. Some unimolecular reactions of sulfur compounds in the mass spectrometer are considered. A cyclic intermediate is suggested for the reaction which produces m/e 47, CH3S+, and m/e 48, CH4S+, ions in the spectra of sulfides. An expanded ring is suggested as a possible intermediate in the reactions of thiophenes. Heats of formation of sulfur-containing ions and their appearance potentials are presented in tabular form. Ionization potentials for sulfur-containing radicals and molecules are also given. Discussion of the spectra, tabulated in the appendixes, provides an insight into the relationship of the molecular structure of a compound to the mass-to-charge ratios and the intensities of the ions in its mass spectrum. Correlations of the mass spectra with molecular structures are empirically developed by observing regularities in the spectra of the reference compounds. Correlations extend the usefulness of mass spectra because they can be employed to determine the molecular structure of an unknown compound.

This report presents the results of a synthesis on the design and analysis of ground improvement for liquefaction mitigation. The synthesis included an industry survey concerning the practice of ground improvement for liquefaction mitigation. Participation in the survey was solicited by advertisements in several trade magazines and by e-mail for the DFI membership. The survey participants numbered 150. Their professional roles include consulting engineers, specialty contractors, design engineers, government engineers, and academicians. They represent a variety of geographical areas including North/Central/South America, United Kingdom, Middle East, Caribbean, Hawaii, Japan, India, Egypt, France, Australia and New Zealand. Upon completion of the survey, several professionals in the field of liquefaction and ground improvement were interviewed for them to elaborate on the survey results. The interviews are included in the Appendix of this report. Financial support for the project was provided by DFI and Dan Brown and Associates PC. The concept of the liquefaction mitigation synthesis was developed by DFI?s Ground Improvement Committee in recognition that: (a) The results of recent research and post-earthquake reconnaissance have challenged previously longheld beliefs about liquefaction and associated mitigation techniques, and; (b) The DFI membership and the engineering/construction industry are interested to know if and how engineers and designers are subsequently adjusting their practice in consideration of recent research and post-earthquake reconnaissance. For more detailed information on recent research and post-earthquake reconnaissance, presentations are available from the State-of-the-Art Forum: Liquefaction Consequences and Mitigation that was held in St. Louis in 2012. A commentary of the state-of-practice in ground improvement for liquefaction mitigation (prepared by DFI?s Ground Improvement Committee) is included in this issue of the DFI Journal. The author would like to thank the participants of the survey and especially Mr. Mike Jeffries, Dr. Les Youd, and Dr. Ikuo Towhata for their willingness to share their expertise in interviews. There will be 3 billion people moving into cities by 2050. Permitting is both the biggest obstacle and the biggest opportunity for mining. The problem is not if we have the right minerals, but how we can permit and produce it in a ?Sustainable? manner. A ?Permit? and a ?Sustainable Development Plan? may soon be the same thing. How do we produce the minerals we need with: 1. The lowest possible carbon footprint. 2. Social license from community outreach by being a catalyst and not a problem in a ?Green World.? 3. Enhanced water supply during all stages of production. 4. Meeting requirements of our customers for service, quality, & cost. How important is it to have a complete ?Sustainable Development Program?? First, no plan is complete!!! It is a work in progress subject to continuous improvement. We need to work together to get the results we want. The goal of the world communities is to become carbon neutral by 2050. What is the mining community?s goal? Do we have one???? When a Clorox, Colgate Palmolive, Wal-Mart, Toyota, or Caterpillar buys a product, what are your chances of getting an order without a good program in place? The answer is it will be difficult or impossible shortly and you will be requiring the same thing with your suppliers. This is an opportunity if you are in the lead and it soon will be a necessity for most mining and processing companies requiring much extra effort to catch up. For some mines it was a necessity to get most of the SD plan to get permitted. The number of companies in the extractive industries with a full Sustainable Development Programs is expanding rapidly as shareholder demands for transparency continue to grow.

Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

Mining is currently undergoing a progressive expansion into novel environments (such as the deep ocean), commodities (such as tantalum, rare earths, and other ‘green economy minerals’), and new methods (such as the autonomous underwater cutting machines required to operate in the deep ocean environment, or the use of expanding grouts to deliver a blast-free mining method). The advent of novel mining, environments and commodities heralds an era that will undoubtedly start with much discomfort on the part of regulators and stakeholders, due to a feeling of overwhelming uncertainty. These proposed mining scenarios have few precedents, few examples of successful implementation, short baseline monitoring periods, and few examples of legacy sites that may assist with understanding long term risk and exposure. The evolution of the environmental and social impact assessment (ESIA) process in many regulatory environments recognises stakeholder engagement in a formal and facilitated manner. This is a positive step, and allows stakeholders to be much more meaningfully involved in the permitting process than they historically were. However, with this advance comes the challenge of identifying and communicating with stakeholders; sharing information in a meaningful way, fostering relationships with what can be an extremely large group, and delivering on commitments that inspire confidence to permit operations that have never been permitted before. In order to meet this challenge, it is suggested that changes to collection of data, communication of data, the nature of commitments, and the reporting of performance need to be made in order to effectively communicate management of new technologies, and the impacts that mining may have in new environments (such as the deep ocean). The communication challenge is necessarily greater when describing technology that has never been used, or environments that have never previously been accessed by humans on an industrial scale. Conventionally, emulsion matrices (unsensitized) need to be sensitized to become detonable explosives. This is done either chemically or mechanically. Both methods have their advantages and disadvantages. Mechanical sensitization involves the addition of microballoons (plastic or glass) to the emulsion matrix, in order to create hot spots during detonation. This is usually done at the manufacturing site and poses a safety risk in terms of the storage, transportation and handling of a 1.1 type explosive. Many countries throughout the world make use of chemical sensitization as opposed to mechanical sensitization as this allows for the storage, handling and transportation of two 5.1 type products rather than the 1.1 type explosive. Chemical sensitization involves the addition of a small amount of a chemical that reacts with a component of the emulsion matrix causing the formation of gas bubbles that act as hot spots during detonation. The disadvantage of this is the lack of accurate density control (due to various factors affecting the reaction) and the lack of comprehensive understanding of the operators of the reaction. This can easily result in poor blast performance. Due to these disadvantages a pumpable, non-detonable (5.1 type) mechanical sensitizer was researched and developed. This product allows for pumping at a 50:50 volume ratio with the emulsion matrix, when loading into blast holes. The significance of this is that a 1.1 type explosive is formed in the blast hole. As such, the security and logistical issues of the transportation and storage of the 1.1 type explosive are eliminated. Another advantage is accurate density control of the final product, specifically in small diameter long hole applications. A cost effective, unique mini pumping system has been developed for the loading of this product. Moreover, this system can easily be used for secondary blasting applications and the on-site packaging of cartridged explosive products.

The need to provide better mine roof support and control in longwall tailgate entries prompted the Bureau of mines to search for a replacement product for wood cribs. Their search isolated steel-fiber-reinforced concrete (SFC) as the most effective replacement. Through successful laboratory and underground mine tests, handmade SFC cribs proved to be a viable and more effective roof support system. However, to ensure wider usage, U. S. Steel Mining Co. initiated a joint development and evaluation program with Burrell Construction Company in order to mass produce SFC blocks of reasonable dimension, weight, and cost. Small specimens and full-size cribs were evaluated during this program to determine their compressive strength and post failure characteristics. After considerable testing and adjusting of various concrete mixtures, a final formulation for the SFC crib blocks was selected. That formulation permitted the construction of SFC cribs possessing a nominal crib strength of 3200 psi (22.1 x 106 Pa) and a nominal modulus of elasticity of 1.0 x 106 psi (6894.76 x 106 Pa). These SFC cribs can support from 3.5 to 14.5 times as much load as a wood crib, depending on the size of the wood crib being replaced. Both laboratory and limited mine tests, conducted by U. S. Steel Mining Co. have shown the SFC crib to be an economical and effective means of roof control.

Climate change is pressuring industries and governments for decarbonization commitments, research, testing, and use of best practices to achieve the target of global warming below 1.5/2 °C. As it accounts for as much as 7% of all global CO2 emissions and 7% of energy consumption, the steel sector needs to address this issue with extended efforts. This paper provides information on the key potential of renewable biochar as an alternative fuel for pellet production. It also summarizes the successful application of biochar in a pioneering case study as the main fuel for a Grate-kiln pellet plant in Brazil, as well as the study of its use to replace coke and anthracite as an additive for iron ore pellets and other possible applications in the steel industry in COREM's precompetitive research & innovation program. The final discussion reveals the large quantity of biochar required by the Brazilian and Quebec scenarios for reducing CO2 emissions of iron ore pelletizing plants.

The alkalic igneous province of Montana consists of centers of laccolithic and stock-like intrusive complexes with associated sills, dikes, and breccia pipes (e.g., Judith, Highwood, Little Belt Mts.); isolated plug-like mafic bodies (e.g., Smokey and Eagle Buttes); and clusters of kimberlitic diatremes and ultrabasic dike swarms (Missouri River Breaks). The province extends in a belt throughout central Montana from the North Absaroka Range in the south to the Sweetgrass Hills on the Canadian border. Intrusive activity ranged in age from Late Cretaceous to late Miocene, peaking at about 50 m.y, ago. Diverse types of significant epithermal gold mineralization occur at many of the laccolithic centers. This mineralization took place in large part during the waning stages of, or following, igneous activity. Large remnant travertine blankets in the region attest to comparatively recent hydrothermal activity. The quartz-pyrite-gold mineralization ranges from igneous- hosted stockworks or fracture sets (Zortman-Landusky and Neihart districts) and breccia pipes (North Moccasin Mts.) to replacement zones in flanking and upwarped Madison Group limestone (Gilt Edge and Kendall districts). The latter are mostly localized by intraformational solution breccias in the upper Madison, notably near porphyry contacts. Gold mineralization in the province was accompanied by varying amounts of silver, base metals, sulfosalts, and tellurides, with quartz, fluorite, carbonate, and barite and gangue. Gold occurs as auriferous pyrite, sylvanite, or in native form. Since the 1880's, primary gold production from numerous scattered deposits in the Judith, Moccasin, and Little Rocky Mountains, along with byproduct gold from the Neihart silver district (Little Belt Mountain), has totalled around 2 million oz. The major deposits were in the 1-2 million ton range at an average gold tenor of 0.3-0.6 oz per ton. Most of the ore was mixed oxide or carbonaceous sulfide ore and was treated either by amalgamation or by roasting-cyanidation. Current activity includes heap-leach operations on bulk- tonnage low-grade (approximately 0.03 oz per ton) ores at Zortman-Landusky, and several small-scale, experimental leach or mining operations on carbonaceous replacement ores, as in the Kendall district and Spotted Horse mine. Current exploration efforts for gold are focused not only in the old established districts, but also in and around other alkalic centers, which have been unproductive to date, such as the Crazy Mountains, Sweetgrass Hills, and Bearpaw Mountains. Target concepts in these efforts are porphyry-hosted stockwork or disseminated gold ores and Carlin-type replacement lodes in the flanking Madison or other favorable carbonate units.

For all mineral resource-based companies, it is important to reach the right balance of investment between acquisition and exploration to allow the best chance of achieving long-term corporate goals. The Broken Hill Proprietary Company Limited (BHP) provides an excellent example of success from generative exploration and supports the belief that exploration can be justified, not only in terms of investment criteria, but also because it is essential to a company wishing to build a dynamic profitable growth path based on world-class deposits as cheaply as possible. BHP was incorporated in 1885 to mine a lead/zinc/silver discovery at Broken Hill. The Company has since gone through a steel development phase (1911-1965) and is now in a major phase of growth partly based on exploration success. This third phase was marked by decisions taken in the 1950's to search actively for mineral and energy resources above and beyond the requirements of the steel industry. The commercial successes of this period have been Bass Strait oil and gas, Groote Eylandt manganese, Deepdale iron ore, Gregory coal and Carnilya East nickel. In total at least 22 new resource discoveries have been made in the last 25 years, of which 11 have been developed and several are undergoing feasibility studies. A financial analysis shows that the real value of the returns seeded by discovery covers the real exploration cost many times over. Moreover, the major discoveries have had a spectacular impact on the growth and development of the Company. BHP's present exploration effort is directed towards geological targets which most frequently meet attractive financial criteria and also promote diversification from steel-related earnings.

The traditional measure of Lost Time Injury Frequency Rate (LTIFR) as a measure of improvement in safety performance is recognised as inadequate and misleading, lulling managers into believing that safety is improving. It is a reactive measure, and steadily declining LTIFRs around the world have failed to be accompanied by a similar reduction in the fatality rate. This paper confronts the industry with the attitudes of some mining managers, such as one that allowed fatalities to occur in the case of a gold mining company at a rate of one death per 150 000 ounces of gold produced while claiming their safety record has improved, as shown by a falling LTIFR, and viewing fatality reductions as a long-term goal instead of an immediate priority. A quantum shift in management attitudes is required to focus on proactive measurements to detect the indicators of an impending disaster, and to predict conditions conducive to fatalities. Corporate CEOs are challenged to attend the funerals of all workers killed in the workplace. CEOs who fail to attend such funerals send a message to employees that the CEOÆs priorities lie elsewhere, and that profits take priority over workersÆ lives. The dichotomy of whether mining companies are run for the benefit of shareholders or whether companies owe social responsibility to the community is examined. The role of individual responsibility for personal safety is examined, together with the psychology of employees in the mining industry. A number of proactive measurable indicators are suggested to stimulate discussion on developing robust measuring tools to predict and therefore prevent fatalities.

Acceptable working environments in production areas and service openings of Mindola Mine on the Zambian Copperbelt are currently maintained with an air volume of 1000 cu m/s and 5500 kW of installed refrigeration plant. It is planned to open up additional deeper areas of the mine for future production. Temperature problems, due to the increased heat generation from various underground sources are recognized as potential hinderances to efficient production. Findings of research work indicate that the present total heat output of 58,000 kW will inevitably increase by the second five-year period of the deepening program to 52,900 kW and by the fifth five-year period to 63,200 k\V. Estimated WB and DB temperatures, representing the total heat generation in stope faces and development headings during these same periods are predicted to increase to 53.8/40.2 °C and 35.5/42.1 °C respectively. It is assessed that the nominal refrigeration capacity needs to be progressively increased to 9,000 k\V This paper deals with the thermal problems in Mindola Mine, current heat output calculations, future prediction of temperature and heat load in various working areas of the mine with the application of computer programs and interpretation of data in order to find the effective solution for long-term planning of ventilation and air-conditioning.

The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

"During his presentation at the 2016 George A. Fox Conference about the history of public-private-partnerships (PPP) in the tunneling and underground construction industries in New York, Vincent Tirolo, Jr., told a story about how, as a young engineer in the late 1960s, he and others pooled money to purchase a calculator for $75 that had the ability to perform sine and cosine functions. That was a big deal in those days and would make their job much easier. Oh how far things have come. Tunnel and underground construction engineers can now virtually map out and plan entire projects before the first shovel ever breaks ground. And the machines that are used to build the tunnels have advanced in ways that could not have been imagined 50 years ago.The calculator is just one example of innovation in the industry and on Jan. 26, more than 400 industry professionals attended the George A. Fox Conference at the Graduate Center of New York (CUNY) to learn more about the next innovations, new tunneling technologies and what the future might hold for the industry. The conference included sessions on contracting models, rescue and fire life safety and new technological developments as well as an international project spotlight presentation from Nasri Munfah about the Eurasia Tunnel, connecting the European and Asian sides of Istanbul, Turkey.The project, also known as the Istanbul Strait Road Tube Crossing project, was named the 2015 Major Tunneling Project of the Year by the International Tunneling and Underground Space Association.The tunnel boring work for the 3,344-m (11,000 ft) long tunnel under the Istanbul Bosphorus Strait was completed in August, heralding a new era in tunneling.Tunnel boring work was launched in April 2014 with a ceremony with then Prime Minister Recep Tayyip Erdogan in attendance. The work was completed on Aug. 22, 2015 with Prime Minister Ahmet Davutoglu participating in the ceremony."

To reduce the frequency of mining incidents and improve safety and production efficiency, it is important to develop technology for the autonomous positioning and navigation of mining equipment, without the assistance of satellite navigation signals. In this study we review the current technological environment for positioning and navigation underground and present several integrated navigation strategies. Existing underground positioning and navigation technology is described, and the performances of different methods based on this technology analysed and compared. The combination types and positioning effects of underground positioning and navigation strategies are discussed. Recent research directions for filtering methods and positioning estimation algorithms for underground positioning and navigation are reviewed. Finally, we summarize the future direction of underground positioning and navigation technology and related algorithms.

Los Acuerdos de impacto beneficio permiten guiar el relacionamiento entre las partes, controlar expectativas y mitigar el impacto social. La firma de una AIB es el inicio de la licencia social para operar (LSO), lo que la convierte en un activo intangible del proyecto.

This report covers operations at the Crystal-Victory and Minerva No. 1 mines in Hardin County, Ill., which are operated by the Minerva Oil Co., Fluorspar Division, with offices in Eldorado. It describes the exploration, development, and mining practices, giving costs of each. Transportation, equipment, power, labor, and other influencing factors also are discussed. The mining methods employed are those most applicable to the flat-bedded replacement deposits common to the Cave-in-Rock section of the Southern Illinois fluorspar district. The fluorspar beds occur from surface exposures to 1,000 feet deep. In this district churn drilling is the method practiced for exploring flat-bedded deposits from the surface. Aerial photography and geochemical methods for indicating mineralization have been helpful in planning a drilling program. A program usually includes enough drilling to obtain only sufficient data on the value of the ore body and its structure to justify initial development and purchase of the mineral rights under option.

A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.
