This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. The great majority of stokers used in residential heating installations are of the clinkering type. Because of inherent characteristics of the under- feed combustion process as it occurs in these small stokers, and because of the wide range of operating conditions encountered in residential heating schedules, not all bituminous coals can be used successfully in residential underfeed units. The problem of providing consumer satisfaction has been attacked by the joint efforts of the stoker manufacturers and the coal industry; the stoker manufacturers have been concerned with improving their product to permit the use of a wider range of coals, and coal operators have made every effort to market selected and better prepared coals. In view of the wide range of physical characteristics and chemical properties of bituminous coals, the problems are real and are receiving increased attention.

The kinetic study on desulfurization of copper matte by gas bubbling was designed under the presumptions of lower FeO activity and of no slag formation, Copper matte with 59% Cu and 22.6% S in weight was oxidized at 1523K by bubbling of Ar + O2 gas through a submerged nozzle. The effects of oxygen partial pressure and flow rate of gas on the oxidation rate of matte were discussed. The desulfurization rate and the evolution rate of SO2 gas of copper matte were significantly influenced by the oxygen partial pressure, but the dependence on gas flow rate was rather complicated. The desulfurization rate and evolution rate of SO2 gas of copper matte were described by the mass transfer rate through the gas film around the rising gas bubbles. Thermodynamic correlation equations between the partial pressure of gaseous species and matte composition were incorporated to the kinetic calculation, The present model shows that the reaction path starts to transiently cross over an isobar line of PSO2 to asymptotically approach to the particular isobar line drawn in a matte composition plane of %S and %O.

- Introductory IN 1882, The Arizona Copper Co. Ltd., acquired producing copper mines at Metcalf and Morenci (locally called Longfellow). Metcalf is situated a distance of 7 miles, and Morenci a distance of 6 miles from the general office of the company at Clifton, Ariz. A reduction works with five blast furnaces was built in the center of the town of Clifton in 1884 and operated until January, 1914. Concentration of oxidized ores was begun in 1890-1891, in a mill built adjoining the smelter, and in October, 1893, a leaching process was started for treating tailings from the oxide mill. A sulphide concentrator with 300 tons capacity was built at Clifton and started treating chalcocite ores in July, 1896. This was the first mill to treat low-grade copper-sulphide ores successfully. Another concentration mill for sulphide ores was erected at Morenci in 1900. The, sulphide mills are now being remodeled to treat ores by concentration and flotation, with a capacity of 4,000 tons at Morenci and 500 tons at Clifton. The leaching plant has not been running since September, 1914. The average yearly production from this company&apos;s mines and reduction works from 1885 to date has been: Pounds 10 years ended 1894 6,864,902 10 years ended 1904 20,439,614 10 years ended 1914 : 32,665,905 Part of year 1915, to Sept. 12 30,206,106 4 months of 1916, to June 15,964,840 June, 1916...: ? 4,900,000 Construction on a new smelting plant was started in February, 1912, and finished in February, 1914. Horton Jones published "Unit Construction Costs from the New Smelter of the Arizona Copper Co., Ltd:," which fully describes the construction of this plant, with details of costs.

This knowledge is now being applied in China .

The Rødsand Gruber mining company is a subsidiary of the Norwegian industrial corporation Elkem AS, and its mine is situated in the northwestern part of southern Norway. The ore from this mine is a relatively low grade, magnetite ore with a small amount of vanadium. The ore bodies are very irregular in shape, resulting in a high amount of waste rock intrusion in the stopes. The annual underground production in the mines is approximately 1 million t. Because of varying dimensions of the ore bodies, both transverse and longitudinal stopes are employed. The inclination of an ore body is usually 1.04 to 1.59 rad (60 to 90°), and the horizontal width varies up to 100 m. Sublevel stoping has been the traditional mining methods in this mine. Until a few years ago, the ore was primarily blasted using horizontal blasthole fans drilled from Alimak raises. Recently, however there has been an increasing demand for a les expensive mining method. Alternate systems were considered, and finally a method based upon large blasthole stoping was found to be the most suitable. GENERAL LAYOUT The general layout of a stope is shown in Fig. 1 As with all the figures in this chapter, only the prin¬ciples of the method are emphasized and the details may not be valid for any particular site in the mine. In transverse stopes, the horizontal width of the ore determines the length of the stopes. The average length is approximately 50 m, the width of the stopes is 20 m, and there is a 10-m wide vertical pillar between. The distance between the main levels is 60 m. Usually a horizontal (sill) pillar 10 m thick is left below the mucking level. Each stope is first undercut along the entire stope length. This undercut is made with 50.8-mm (2-in.) diam drill holes in a fan pattern. At the moment this is being done by a trackless Atlas Copco Promec jumbo equipped with two Cop 130 pneumatic rock drills. The drill drift is 4 X 4 m, and the crater is 20 m high. This leaves a 36-m stope height to mine with large blastholes. To achieve a fair portion of vertical drilling withlarge blastholes, there are two parallel drill drifts at the top of each stope. These drifts are 4 m high and 9 m wide, separated by a 4-m wide pillar in the middle of the stope. To ease the drilling of perimeter holes, the drifts extend 1 m into the vertical pillar on each side of the stope. The pillar will thus be only 8 m wide on the drill drift level, but 10 m wide down the rest of the stope.

This Bureau of Mines study, part of a broad program of research in air pollution related to minerals, was conducted to determine the nature and extent of the poisoning of catalysts when used to remove certain air pollutants from exhaust gases. The poisoning examined in this investigation occurs when leaded gasoline is used as a fuel for automotive engines. This research was conducted in cooperation with the Public Health Service. The smog in the Los Angeles area is attributed to the effect of radiant energy on the mixture of hydrocarbons and nitrogen oxides found in the atmosphere there. A large portion of the hydrocarbons is believed to originate in the exhaust gases of automobiles. To prevent the escape of these hydrocarbons into the atmosphere catalytic mufflers have been proposed. In principle, these are simple and nonmechanical, consisting of a vessel charged with a catalyst capable of destroying the exhaust hydrocarbons by catalyzing their oxidation. However, these catalysts are severely affected by the particulate matter, mainly in the form of lead sulfate (PbS04), lead oxysulfate (PbS04.Pb0), and Lead chlorobromide (Pb(Cl,Br)2), contained in the exhaust gas. Deposition of lead on the catalyst as PbS04, PbS04, PbS0, and Pb(Cl,Br)2 restricts catalytic activity. As a result,after 20,000 miles of operation the temperature necessary to achieve 50-percent conversion of isopentane in a mixture of 0.2 percent isopentane, 2 percent carbon monoxide and 4 percent oxygen, and the balance nitrogen at 10,000 hourly space velocity has risen from 400° C. to 500° C. even with a catalyst taken from the exit portion of the catalyst bed. The rest of the catalyst was more severely affected. Therefore, it would appear that operation for 20,000 miles is near the limit for a catalyst.

In 1977, Congress enacted Title IV of the Surface Mining Control and Reclamation Act (SMCRA), providing for an "abandoned ml.ne reclamation fund". This fund, taken from a fee collected from operating coal mines, provides capital for the reclamation process. However, given the number and extent of abandoned mine sites in some states, the question of project selection is important. This paper describes a project in progress to create a Management Information System application for project ranking under multiple objectives. The benefit of this project for the need of new environmental control technologies will be discussed.

Central America is graduating this year into large scale mining with the start up of Inco&apos;s multi-million dollar nickel laterite processing plant in Guatemala. In the other extreme of the Isthmus in Panama Texas Gulf Sulphur is doing check diamond drilling and foundation test drilling at the Cerro Colorado copper porphyry. The higher price of gold and silver has spurred development and exploration of several small precious metal mines. The purpose of this presentation is to make a brief resumé of the most important mines operating in the area and a list of significant exploration projects. Also, tables will be shown to compare mining codes and taxes. Unfortunately these tables lack information on Panama. Before starting I like to express my appreciation to Kennecott Copper who permitted the use of some of the data compiled by the author on their behalf during the year 1975. Other persons which did not want to be named also have my gratitude.

Wastes in various forms have always been a part of mining, and management of mine waste has evolved from the early days of "push it over the side and down the creek" to today&apos;s highly engineered waste facilities. Changes have been brought about not only by technological advances in the ?3M?s? - mining, milling, and metallurgy - but also by environmental awareness and changing social values that have been manifested in an ever-growing maze of regulations. This is a dynamic era, and the debate goes on. So it is that planners have to anticipate permit and regulatory requirements in the site-selection process along with the traditional criteria. The McLaughlin gold project is an example of how one company, Homestake, has met this planning challenge. In August of 1980, Homestake Mining Company announced a major gold discovery in northern California known as the McLaughlin Project. The property is approximately 80 air miles northeast of San Francisco near the junction of Lake, Napa, and Yolo Counties. This is an area where mercury has been mined off and on for over 100 years; gold has never been mined in the area. The gold is microscopic and finely dispersed in a complex geologic setting. Reserves are estimated at approximately 20 million tons at a grade of approximately 0.16 ounces per ton.

"The city of Naples has one of the most ancient traditions of tunneling in the world, since Roman age until today. This was due to the softness of volcanic rock covering most of the city surface, this determined in centuries the excavation of many connected cavities, today still accessible. The building of metro lines promoted industrial tunneling construction: TBM, Raise Boring Machine, Vertical Shaft Machine and freezing technologies played a decisive role facing water pressure near the sea. MNspa is an advanced constructor with two lines built in parallel, mainly underwater. The planning of this infrastructure has been upgraded with the projects of international architects from all Europe, with installation of art masterpieces in station spaces while archeological excavations revealed artifacts since Paleolithic. The city expects to give a new image of the urban landscapes within the completion of all stations and consequent rehabilitation of interiors and external city spaces. A case study of Municipio square station, is chosen to explain the relevance of archaeological research in improving and developing the projects of Line 1 stations. In these pages, it will be explained how the engineering process required to deal with Art, Architecture and Archaeology to finally realize an extended urban renovation of Naples. 1 CITYSCAPE 1.1 Introducing the geological history of Naples In the evolution of the city, capital of the Magna Graecia and of consequent kingdoms, a new layer of buildings was added over the foundations of demolished walls of the precedent domination period: from the top of the Bourbons layer (the most common scenery of the city since 1734) to the Aragonese layer found just underneath it; then below stands the Angiovin city, which in turn is built above the Swabian traces; underneath the ancient traces of the Byzantine age are found just above the extended Latin age layer. The most ancient settlement, known as Parthenope, dates back to 1500 b.C. It sits below the Greeks remains of the city of Palepolis, which had been rebuilt under the name of Neapolis by Romans."

One of the major causes of accidents and loss of production in underground mines is falls of ground.As mines go deeper, higher stresses are encountered and strain energy stored in the rocks is more likely to be released dynamically. This results in bumping in the rock mass around a stope or development face. Such noises and increasingly difficult ground conditions are obviously a warning of more serious problems ahead. The activity is collectively referred to as rock bursting.In Australia the mining of metalliferous deposits is taking place at increasing depths at Mt Isa, Broken Hill and the Eastern Goldfields and ground control problems with rock bursts has already been experienced at all three sites.

The Yallourn North Extension (YNX) open cut mine ceased mining operations in early 1989. YNX may be used again for coal supply at the discretion of the Coal Corporation Of Victoria (CCV); this has resulted in the need for interim rehabilitation of the site which may last many years, or indeed, permanently.The site has suffered substantial surface erosion over the years with large areas of bare clay and coal batters remaining exposed. The first priority is to reduce the quantity and improve the quality of stormwater runoff from the site. This is best achieved by appropriate revegetation and the use of existing landform depressions as silt trap/wetland areas. Proposed rehabilitation needed to take into account the sensitive fire safety of the open cut and the option to re-open the mine if CCV deems appropriate.The authors detail the factors involved in the rehabilitation proposal and the multi-disciplinary approach to planning including engineers, scientists, a forester, landscape architects and community input. The rehabilitation design included early consideration of land use and ongoing maintenance issues linked to water quality improvement factors including vegetation. Engineering input was required for reshaping and clay covering exposed coal batters and the design of silt traps which will revert to wetlands in future. The integration of each discipline has produced a rehabilitation design pleasing to both the SECV and community alike.

Welcome to this 13th Congress of The Council of Mining and Metallurgical Institutions. It is twenty one years since The Australasian Institute of Mining and Metallurgy last hosted this congress and it is a privilege and a pleasure for The AusIMM to have that responsibility once more. The theme of this congress "The Twenty-First Century - Mining for Mankind" stimulates many thoughts. The first thought that it generates in me relates to the reference to the 21st Century. We are still 14 years away from it and already consideration of the beginning of the next millenium is becoming something of a cliche. If we feel like that about it now, how will we feel at the 14th Congress of the CMMI in 1990, or the 15th in 1994 or the 16th in 1998? If we do all the crystal ball gazing about the 21st Century this week, those poor devils in the 1990s will in fact have nothing to talk about. Of course that is not the case. This is a very appropriate time for those of us concerned with mining and metallurgy to contemplate the next century. Fourteen years is about the extent of forward planning necessary in the mining business. I sometimes feel that most people do not take seriously the need for long range planning in our industry. Politicians, investment fund managers, and others under severe short-term pressure to perform in our hyperactive world may nod in apparent appreciation of our long term plans but their actions in the interests of expediency often betray-them.

The hilly regions of Kerala are severely affected by excess rainfall, causing tremendous damage due to landslides and slope failures. It is necessary to strengthen the existing slope profiles to prevent such disasters and avoid their risk to human lives and civil infrastructures. This paper studies the effect of micro pile to reinforce the slopes in Idukki district of Kerala, where slope failures are frequent. Three-dimensional slope stability analysis is carried out on slopes from the Idukki to obtain safety factor values using the MIDAS GTS NX program. The slope is fully saturated herein by taking the model's piezometric surface at the ground level to simulate high rainfall intensity. The critical slopes are then modelled with micro piles to analyze their effectiveness in improving the stability under static conditions. Different micro pile arrangements are considered, and a series of slope stability analyses have been carried out to obtain the optimum configuration with the required safety factor. The FOS values increased by more than 50% with micro piles for all the slopes. The optimum micro pile arrangement obtained for each slope shows that micro pile distribution between the toe and middle of the slope is an effective location for reinforcing slopes.

The Bureau of Mines has investigated the availability of columbium from 19 deposits (3 producers and 16 nonproducers) in 7 market economy countries (MEC?s). Brazil has the largest recoverable columbium resource, posessing approximately 2.39 million metric tons Wmt), or 69 pet of the MEC total (3.47 Mmt). The Western Hemisphere countries of Brazil, Canada and the United States contain 3.14 Mrnt of recoverable columbium or 90 pnt of the MEC total. Columbium recovered as a byproduct of tin mining is not included as part of MEC resources in this study. Currently producing mines are Araxa and Catalao in Brazil, and Niobec in Canada, These three mines have 2.42 Mmt of recoverable resources or approximately 69 pct of the MEC total. It is estimated that these mines, operating at full capacity, could satisfy cumulative MEC demand (based on an annual growth rate of 5.1 pct) for the next 20 yr. The United States is totally dependent upon foreign sources for its columbium supply. The majority of U.S. columbium is imported from Brazil in the form of steelmaking- grade ferrocolumbium. Canada has been the sole source of pyrochlore concentrates since Brazil discontinued exports in 1981. The United States also imports small (but important) quantities of columbium as columbite concentrates from Nigeria and Brazil, as columbite contained in tin slags from Thailand and Malaysia, and as synthetic concentrates from the Federal Republic of Germany.

This Bureau of Mines report is the second of a series of process evaluations planned to determine the relative processing costs of producing metallurgical-grade alumina from low-grade aluminous materials. Included in these evaluations are recommendations for additional research and development to improve the processes and to lower their costs. The design for each process is based on published work. The processes considered in this report are designed to extract alumina as aluminum chloride from calcined clay with 20 percent hydrochloric acid and to remove the silica residue by filtration. Iron is removed by one of the following processes: Isopropyl ether extraction, in which iron chloride is extracted before decomposing the aluminum chloride; gas precipitation, in which the aluminum chloride is precipitated with hydrogen chloride while leaving the iron chloride in solution; gas precipitation-isopropyl ether extraction, in which the aluminum chloride from precipitation is extracted with isopropyl ether, if necessary; caustic purification, in which a crude alumina is produced and then purified by a modified Bayer operation; or sinter purification, in which a crude alumina is produced and then purified by a lime-soda sinter operation. Competing requirements for land usage sometimes make the correct all- ocation difficult. The decision can be complicated by many factors such as local resident pressure, previous government decisions, economic pres- sures and the duration or permanency of the competing land usages. This problem often confronts the extractive industries with consequent delays in granting leases and some- times considerable local dissension. A proposal to extend the high grade silica sand quarry of the Wamberal Sand Company Pty. Limited is a microcosm of these competing requirements. The sand quarry is located on the New South Wales central coast. It is an open pit operation on a near beach deposit of silica sand suitable for flint glass manufacture.

A progress report is presented on the development of a process for the removal of sulfur dioxide from flue gases. Catalytic oxidation of the sulfur dioxide in flue gases, with the production of recoverable sulfuric acid, has been demonstrated to be technically feasible. Problems associated with the process are discussed. The need for an inexpensive and efficient process for controlling sulfur dioxide emissions from utility plant stacks has been accentuated by the ever-increasing public demand for elimination of all man-made air pollutants. I would like to describe the results of an investigation of the development of such a process; more important, I would like to present a discussion of the problems associated with the process which remain to be solved. The research work on the BCR catalytic gas phase oxidation process has been jointly sponsored by the Association of Edison Illuminating Cos., Edison Electric Inst. and Bituminous Coal Research, Inc., since 1958. However, work on SO2-pollution abatement was initiated by BCR in 1953. Tieman and Clymer,1 working with ozone and simulated flue gases, evaluated a gas phase oxidation process for removing SO2 from flue gases. Their experimental data indicated that the use of ozone to oxidize SO2 in flue gas concentrations, with subsequent recovery of H2SO4, did not appear to be economical due to the large ratio of ozone to sulfuric acid produced (2.6 to 1). The cost of the ozone would be 6 to 10 times the cost of sulfuric acid produced. As a result of the ozone study, work on a catalytic oxidation process was developed. The following reactions are the basis for the catalytic oxidation process Reaction [I] normally occurs in the combustion of sulfur-bearing fuels. At the high temperature found in the combustion chamber, 95% to 99% of the sulfur in the fuel is oxidized to SO2 and 1% to 5% is oxidized to SO3. The concentration of SO2 in the combustion gases depends on the combustion efficiency and the quantity of excess air used. A commonly used rule of thumb is 0.1 percent by volume SO2 in the flue gas for each 1% sulfur in the fuel. Reaction [2] proceeds at a wide range of temperatures. The rate of the reaction is rapid above l,000°F; however, the equilibrium conversion drops rapidly above this temperature. 2 Reaction [3] occurs rapidly to completion at temperatures below 400°F; above this temperature some SO3 exists in equilibrium with H2SO4. Complete dissociation of H2SO4 occurs above 650°F.3 The simplicity of the proposed process provided added incentive to the development and evaluation of the various component unit operations. The advantages of the process were considered to be as follows: 1) no raw materials were required, 2) the unit operations were not radically new; and 3) a salable product, sulfuric acid, would be produced. The successful development of the process was contingent upon the solution of several major problems: 1) The development of a catalyst which would provide high catalytic activity at reasonable conditions of gas flow and temperature without causing an unacceptable increase in pressure drop. 2) The development of a high temperature dust collection system to provide clean flue gases to the catalytic reactor. 3) The complete recovery of the sulfuric acid produced in the process; the effluent gas must contain less than 20 ppm by volume of sulfuric acid. As of this date, the complete solution to these problems has not been achieved. EXPERIMENTAL Catalyst Development: The use of platinum and vanadium catalysts for the production of sulfuric acid by the treatment of dry gases containing 5% to 20% by volume sulfur dioxide has been known for many years.
