Public Law 91-190 - January I, 1970 states that, "The purposes of this Act are: To declare a national policy which will encourage productive and enjoyable harmony between man and his environment; to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man; to enrich the understanding of the ecological systems and natural resources important to the Nation; and to establish a Council on Environmental Duality." The administrative aspects of this National Environmental Policy Act of 1969 have in essence established the requirement that all agencies of the Federal government assess the consequence of their actions with an Environmental Impact Statement. Furthermore, five states have already enacted environmental legislation, and others will surely follow. The Environmental Services Project Director for Dames and Moore has stated in the June issue of that company's publication, "Elements," that, "The nuclear power industry has perhaps been most affected to date by the Act [NEPAL but recent court decisions, legislative trends and general public concern will accelerate the spread of the Act's impact on other industries. Mining and petroleum are already involved in environmental affairs." There can be little doubt that within a very short time all environmental aspects of the minerals industry will be strictly regulated and monitored by some agency of Federal and/or state government. Indeed, it is probable that any future effort to extract natural resources will be contingent upon a favorable review of an Environmental Impact Statement. It is also quite possible that continuation of present operations will have to be justified on the basis of proof of an acceptable environmental impact. It is the objective of this paper to present some ways in which remote sensing technology can be applied toward an efficient collection of environmental data necessary for the preparation of an Environmental Impact Statement.

"Available literature on the effect of re-entrainment on overall airborne dust concentration in mine airways or the fundamental mechanisms of coal dust re-entrainment in mine atmosphere is scant (Shankar and Ramani, 1991 ). Therefore, as part of the Respirable Dust Center's ongoing research, the following three-part study was undertaken:• a study of the re-entrainment phenomena of anthracite and bituminous coal dust particles in a wind tunnel under the influence of varying air velocities;• a study of the same in the Lake Lynn Laboratory Mine of the USBM with both air flow and walking by personnel causing re-entrainment; and• the mathematical modeling and computer simulation of the re-entrainment phenomenon.In this paper, results from the re-entrainment studies in the wind tunnel and the Lake Lynn Laboratory mine are presented. Comparing the results from the two studies,it was observed that increasing the air velocity increased the rate of re-entrainment ( Shankar and Ramani, I 994a) and the rate of re-entrainment decreased with the time of exposure of the source dust to the flowing air. In addition, when the source dust was composed of particles of different sizes, the airborne dust concentrations due to re-entrainment were higher than when the source dust was composed of particles of the same size. The contribution of airborne dust concentration due to air flow was negligible compared to the contribution due to walking. IntroductionIn underground coal mines, dust is produced primarily during the process of mining and during such activities as pillar spall, loading, belt transfer and roof fall. The generated dust is entrained and then collects on surfaces through dispersion, diffusion and eventual deposition. Removal forces, such as flowing ventilation air or turbulence caused by walking and moving vehicles, can re-entrain the deposited dust (Hall, 1955). A portion of the re-entrained dust remains airborne and increases the concentration of airborne dust in mine airways.The presence of airborne coal dust in mine airways in large concentrations can be hazardous. Health effects include coal workers' pneumoconiosis (CWP) and silicosis, and it can be a nuisance affecting visibility. In addition, as is common during methane explosions, if the concentration of airborne coal dust becomes significant, there could be a coal-dust explosion (Singer, Cook and Grumer, 1972; Singer, Harris and Grumer, 1974; Edwards and Ford, 1988). Through concerned research efforts over the last decade, significantprogress has been made in reducing the airborne dust concentration in mine atmospheres. However, secondary sources, such as re-entrainment, have not been studied in-depth. It is important to understand the phenomenon of re-entrainment and its potential contribution to the airborne dust concentration in mine airways for further decreasing airborne dust hazards in mines."

Mechanisms of bio-dephosphorization from iron ore was investigated in this Paper. The results show that there are two bio-dephosphorization ways from iron ore, the one is that Acidithiobacillus ferrooxidans directly derive phosphorus from the ore, the other is phosphorus is able to be leached acid produced during metabolizing of Acidithiobacillus ferrooxidans, and the latter is more important than the other. Adding suitable pyrite can enhance the bio- dephosphorization process through providing nourishment and producing acid directly due to S 3oxidized or indirectly due to Fe3 as oxidant. The potential varies in the range of 0.434~0.498V and pH is in the range of 2.5 ~ 1.25 during bio-leaching process. It can be founded that, according 2+to the E-pH graph of Fe-H2O system, Fe wouldn?t be oxidized under sterile system in this potential and pH ranges. It can be obviously concluded that the Acidithiobacillus ferrooxidans are 2+able to reduce the potential for the oxidization of Fe and make the oxidization occur in the above pH and potential zone, so the bio-leaching process can proceed. the investigation of E-pH graph of P-H2O system show that H3PO4 can exist steadily.

Serious exploration for carbonate-hosted lead/zinc deposits in the Pillara district commenced in 1971 when Trend Exploration acquired exploration tenements covering stream sediment anomalies in the Limestone Billy Hills area. Shell Minerals managed the project from 1974 to 1976, and BHP Minerals Limited assumed management during 1976. Carbonate-hosted 'Mississippi-Valley- type' Pb-Zn deposits most commonly occur in Palaeozoic shallow marine carbonate complexes. At Pillara upper Devonian (Givetian/Frasnian) reef complexes are preserved on the flanks of Precambrian basement 'highs'. Within platform and atoll facies limestones sphalerite-galena- marcasite-calcite mineralisation occurs as disseminations, veins and breccia matrix, mostly associated with fractures and fault zones. Early exploration concentrated on detailed surface geochemistry and IP geophysical surveys, with geological mapping and shallow target percussion and diamond drilling. Results were discouraging and did not indicate potential for a shallow base metal resource. During 1976-77 BHP adopted a grid diamond drilling exploration technique and commenced testing an area of approximately 50 sq. km, initially using an 800 m square grid. In 1978 high grade mineralisation was intersected in an area subsequently named Blendevale. This was in the seventh diamond drill hole in the 800 m grid drilling programme, and to date more than 400 holes have been cored in the Pillara area. Detailed drilling at Blendevale has defined a number of mineralised breccia zones within an area of 2.4 km x 0.5 km, at depths of 100 m to 600 m below surface. The breccia bodies are associated with a series of north-south trending normal fault zones, forming a graben structure. "THE LOCATION of Canada's present aluminum industry is determined by availability of hydroelectric power, and ready access to ocean transport facilities. The chief raw material for the production of the metal is imported by ship over several thousand miles of water. In times of freedom of shipping and uncontested movement this provides the industry with its cheapest method of operation. However, during the early part of the last decade the general conditions of ocean and rail transportation were such that interest in the treatment of materials other than bauxite was greatly stimulated. This was the case not only in Canada, of course, but in most other countries.Canada has no deposits of bauxite and much research was carried out on other aluminous materials, chiefly silicates, in an effort to develop more or less economic and feasible methods of treatment. In the United States, this research was considerably more extensive. Some projects were early shown to be of little or no value, whereas others, including the widely publicized lime-sinter and soda-lime-sinter methods, became important. In North America, however, apart from the application of the sinter method to the hitherto waste-product (red mud) of the normal Bayer plant operation, none of these processes contributed appreciably to the production of aluminum during the war. In certain European countries, on the other hand, largely because of their situation with regard to bauxite deposits, they had a more general application, and Germany, for example, produced alumina from clay, ashes, and slag by at least four methods."

This report summerizes the various studies made to determine the size and support of roofs in the upper shale formation, White Pine Copper Mine, Michigan. These studies were a cooperative effort of the White Pine Copper Company and the Federal Bureau of Mines. Before this investigation, the upper shale formation had been found to contain about 30 to 40 percent of the total mineralization in the ore zones. Investigators estimated that this shale could be economically mined by room-and-pillar methods, provided that the roof would stand over spans of 25 to 32 feet. The problem remained to determine the number of bolts required to safely support these spans. Unbonded fractures in the roof structure of the deposit complicated the use of laboratory methods for determining bolted roof support. Therefore, a method was devised to determine the in-place support which would consider the unbonded fractures. In this method the roofs of 3 rooms with spans of 20, 28, and 36 feet were intentionally overbolted as the rooms were mined. Following stability tests that sometimes exceeded 6 months, the bolts were selectively removed and roof sag, roof strain, and changes in bolt loads were measured concurrently. The number of bolts required for support of these spans was computed from these data.

"Abstract - Electromagnetic surveys were conducted over the Yava sandstone-hosted lead deposit in Nova Scotia to evaluate the usefulness of such surveys for detecting and mapping sedimentary­ hosted metallic ore deposits. Both transient and multifrequency systems were used for that purpose. The deposit consists of three zones of disseminated galena which also contain minor amounts of pyrite and sphalerite filling the interstices of the sandstone grains. Each zone overlies a basement depression and is separated from the adjacent zone by an intervening basement high. A conductive shale layer underlies the galena-rich sandstone formation at all three zones.Because the concentration of galena (3% to 4% ) and other sulfides is too low to affect the resistivity of the sandstone formations for detection by ground electromagnetic (EM) methods, the strategy for our survey was to look for areas of basement depressions and the presence of conductive shale in those depressions by EM depth soundings. The presence of the galena-rich sandstone formations could be inferred because of the close association of these two features with the deposits in the Yava area. Both transient and multifrequency EM systems were successful in mapping the basement depressions and detecting conductive shale at the three known mineralized zones. The technique, therefore, seems to offer good prospects for mapping similar stratabound sedimentary-hosted sulfide deposits."

Coal-fired power plants in the U. S. produce approximately 20 million metric tons of Hue-gas desulfurization sludge every year. The sludge mainly consists of calcium sulfite and calcium sulfate. This can be converted to synthetic gypsum, which in principle could be a marketable commodity. However, many Hue-gas scrubbers produce sludges that do not meet the quality requirements of the gypsum industry, and so their sludges must be landfilled as a waste. If a suitable method can be developed for removing certain objectionable impurities from the sludge, it will then be possible to market the material instead of landfilling it. A sludge from a natural-oxidation scrubber was characterized, and the main contaminant was found to be calcium carbonate from unreacted limestone. Based on the particle size and the characteristics of the material, froth flotation was considered as a method for purifying the material. Since no flotation studies have ever been carried out to separate calcium carbonate particles from calcium sulfite or calcium sulfate particles, it was first necessary to select a suitable collecting reagent. Based on Zeta-potential studies, the most suitable reagent was found to be an octadecylamine-octadecylguanidine complex. Results are presented for flotation of calcium carbonate from scrubber sludge using this reagent, in a reverse-flotation process. The best results were obtained when the sludge was first pre-cleaned using a water-only cyclone to remove unfloatable coarse limestone, followed by froth flotation to remove fine limestone.

PREPARATION CONTROL IN UNDERGROUND MINING Selective Mining According to district Depending upon the particular geographic loca- tion or seam characteristics, modern raw coal preparation practices can be used to obtain improved product quality and uniformity. Nevertheless, certain coal markets may require only marginal quality while others may require very high quality, and these objectives may be sought by commencing the preparation of coal underground at the "working face." Under- ground preparation involves choosing those portions of the seam which can be cleaned to satisfy predetermined market requirements involving ( 1 ) maintenance of uniformity in chemical quality, (2) elimination of removable impurities, (3) control of sizes and size ratios, and (4) control of moisture. The methods employed to attain these objectives vary widely with the (1 ) seam under development, (2) mining equipment available, and (3) changing trends in the consuming markets. When a mining property is opened and development progresses from one section to another, the (1) petrography of the coal in the seam does not remain uniform, (2) character of roof and floor are subject to change, and (3) character and prevalence of mineral impurities are subject to considerable variation. The quality of coal shipped to market from any mine depends upon intelligent foresight, planning, execution, and supervision. Mining becomes a highly technical art. The quality of coal as determined by chemical and petrographic analysis is without question one of the most important considerations in the development and life of any coal-mining property. Variations in such proper- ties as volatile matter, ash, sulfur, Btu content, and petrography are of considerable interest, and to a limited extent so are such properties as phosphorous content, free swelling index, plasticity, hardness, pressure formation during coking, and ash composition. The maximum and minimum specifications of these characteristics as established by competitive market conditions place definite limits on the marketability of a coal.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

The U.S. Bureau of Mines investigated the use of the Fe2+/Fe3+-SO2 (FFS) anode reaction in the copper leaching-solvent extraction-electrowinning circuit. The investigation revealed that six process variables, including anode type, Fe 21 concentration, current density, electrolyte temperature, degree of agitation, and manifold injection point were found to influence cell voltage and cell current efficiency. A 47% voltage reduction (0.8 versus 1.5 V) compared to conventional electrowinning with activated lead (ALE) anodes was achieved at a current density of 258 A/m2 (24 A/ft2) with an industrial electrolyte. Current efficiency was maintained above 90%, and S02 above the cell measured less than 1 ppm when activated carbon was used to assist the reduction of Fe" by S02 in the copper electrolyte. Solvent extraction tests showed that Alamine 336 is a stronger H2SO4 extractant than is needed to extract the excess acid produced by the FFS anode reaction.

Bases of National Power At a time when the economy of the world is in a particularly troubled state it is appropriate to examine some problems of the distribution of natural resources. I should like particularly to call attention to the remarkable increasing demand for natural resources, to give an analysis of the demand for certain mineral resources, and to direct attention to some problems in satisfying this demand. All industrial power is based on natural resources and the most basic of these are soils, energy resources, and mineral resources. There is a strong interrelation of these resources, more than is obvious, and I shall take up certain aspects from the point of view of a geologist. Few nations are well endowed with all three of the kinds of natural resources I have mentioned and much has been done by some small countries whose peoples are industrious and enterprising and where conditions for free world trade have been favourable. However, major industrial power is dependent on a substantial endowment of all three classes.

The techniques of reflected light microscopy and cathodoluminescence microscopy are uniquely suited to the study of the products from many important industrial problems. Ref1 ected 1 ight microscopy provides the means to rapidly identify the mineralogy of an industrial sample, determine the abundance of each phase, and examine the mineral intergrowths or textures. Cathodoluminescence microscopy is a relatively new instrument that provides the means to cause many minerals to cathodoluminescence under the microscopy. The cathodoluminescence of a mineral allows it to be readily distinguished from other phases that differ in cathodoluminescence but are similar in optical properties. Cathodoluminescence microscopy is especially useful to detect cathodoluminescence minerals that are present in only small quantities. Reflected 1ight microscopy and cathodoluminescence microscopy have been successfully applied in studies of beneficiation products, prediction of beneficiation and leaching problems, phosphatic iron ores and mill products, pyrometallurgical products, roasted refractory gold-bearing sulfides, ceramic build-ups, electric arc furnace and smelter dusts, and other industrial products.

Diasporic bauxite from the Mugla-Milas region was mechanically activated in a planetary mill for different activation times and the structural changes were examined by X-ray diffraction analysis (XRD), scanning electron microscopy (SEM) and specific surface area analysis (BET ? Burnauer, Emmett and Teller). Non-activated and activated bauxite samples were leached directly in alkaline (Na2O) solution at atmospheric conditions and the activation procedure led to the amorphization and structural disordering of the diasporic bauxite structure, which increased the dissolution efficiency. Effects of milling speed, liquid/bauxite ratio and leaching time on alumina extraction in direct alkaline leaching of diasporic bauxite were also studied. The Bahama's petroleum-dominated minerals sector constricted again in 1985. The declines were mostly the result of a soft market demand for crude oil and petroleum products. In early 1984, it was a growing unprofitability that prompted Charter Oil Co. to cease using the 350,000-barrel-per-day Bahamas Oil Refining Co. facility that it jointly owns with Chevron Oil Bahamas Ltd. After midyear 1985, because of poor petroleum economics, Chevron announced it would close the refinery, leaving only a maintenance crew. In 1984, the refinery exported less than 26 million barrels of petroleum products. Chevron's throughput was reported as averaging about 8,000 barrels per day at the time of the announcement. The crude oil transshipment terminal also registered declining activity and financial losses in 1984 and 1985. Transshipments of petroleum in 1985 amounted to about 100,000 barrels per day, one-half as much as in 1982.

1750 to 1850: The scene shifts westward across the Alleghenys to the young town of Pittsburgh; charcoal gives way to mineral coal as furnaces grow larger and the blast is heated; above all, Pennsylvania iron is adding strength to the new Nation and building an empire in the West. TWO names are inseparably associated with the Pittsburgh iron industry-those of George Anschutz and John Hayden. The iron ore deposits of southeastern Pennsylvania were found and developed early in the 18th century, and several forges and furnaces were built and operated. It was only after the revolution that the iron men crossed the Susquehanna River, built furnaces in the neighborhood of ore deposits of Franklin County, then along the Juniata River and its valley. Juniata Iron found a ready market in the Pittsburgh area. However, difficulty in transporting it across the Allegheny Mountains induced iron mas¬ters to seek ore and plant locations in the Pittsburgh district. One of the first to reach this area was George Anschutz, who migrated to America in 1789 at the age of 36, reaching Pittsburgh in the fall of 1790. Anschutz immediately set out to organize an iron company in Pittsburgh, and was able to interest some residents in his project. After being informed of an iron ore deposit located only three miles out of town (on the site of the present 26th St. and the Allegheny River) he decided to build there his blast furnace and foundry plant. Total cost of the installation was $300. When the furnace was put in operation, Anschutz, now known as Red George, found that the ore deposit was only an insignificant one and would last no more than a few weeks. A new deposit was found on Roaring Run, in the southeastern corner of Armstrong County. Anschutz transported some of this ore to the mouth of Two Mile Run, where it was loaded on horse wagons and transported to the furnace. Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.

DREAMS do come true at times, although it is evidently better to believe in engineers than to "believe in fairies" if most dreams are to be translated into fact. It was a fine dream that David H. Moffat had when he projected a railway directly west from Denver; a dream of opening a new empire in northwestern Colorado, and of quickening transportation from the Middle West to the Pacific slope. But Moffat had been a miner and had become a banker. He knew that dreams, untranslated into works, benefit no one and pleasure only the dreamer, so he employed an engineer, H. A. Sumner, to study and plan the route to be followed by the rails. Previous main lines had run to the north, the Union Pacific, or the south, the Santa Fe. The Denver and Rio Grande, it is true, wriggled its way bravely across Colorado but, in order to reach a point 74 miles in an airline west of- Denver, travelled 281 miles following two canyons and crossing Tennessee Pass at 10,240 ft. It is both an honor and a pleasure for me to be the keynote speaker for the Paul F. Kerr's Symposium on Applied Mineralogy. Professor Kerr was a man for all seasons to his students, and he treated all students as distinct individuals. Philip Bethke in his memorial to Dr. Kerr summed up our remembrance best by stating that "We have lost our most successful educator-administrator-scholar, who was our steadfast teacher-counselor-mentor-friend." His unique trait was the ability to bring out the best in a variety of individuals In order that their performance was at the peak of quality.
