Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. The compliance sampling method for coal mine dust in the United States has not changed appreciably in the last 30 years. A call for more frequent sampling with immediately available results is leading to new instruments that may supplement or replace the existing sampler. This report discusses two such instruments that provide immediate results of dust levels. The first, called the Respirable Dust Dosimeter (RDD), is designed to supplement the existing U. S. cyclone compliance sampling method. It uses the pressure drop across a filter to provide an inexpensive screening type of measurement. The RDD has been tested in the laboratory and a limited number of coal mines. Side by side testing has compared the RDD performance with personal coal mine samplers in triplicate area sample measurements. Results show that the differential pressure of specific filtration media can be an effective surrogate for respirable mass. Data show that there is a dependence on coal type and an effect of relative humidity. There also appear to be two distinct responses related to coal type. For specific coals the coefficients of determination, R2, are better than 0.9. For general use the detector tube, using laboratory generated calibration curves, can be used to estimate respirable dust levels. However, a calibration to a specific coal type may substantially improve the accuracy. Another sampler in development is called the Personal Dust Monitor (PDM). Designed to give compliance quality accuracy, the PDM uses the frequency change of a vibrating element to measure dust and give immediate feedback of results. Results of laboratory comparison of the prototype PDM sampler to personal gravimetric samplers indicate R2 values of better than 0.99 for three different coal types. Work is in progress to package the components into a person-wearable unit combined with a cap lamp system with a total projected weight of less than 1.4 kg (3 lbs).

The early history of the mine is traced from the beginning of shaft sinking in 1886 to the purchase by the Broken Hill Proprietary Co. Ltd. in 1949. A necessary preliminary to mechanisation of the Borehole Seam was development of the Young Wallsend seam, andthis development is described. Surface reorganisation and coal handling arrangements are dealt with in detail. Then follows a description of the Borehole Seam mechanisation, the provision of power supply for this purpose, arid pumping arrangements in themine.INTRODUCTIONStockton Borehole Colliery is in the Parish of Teralba, between the townships of Teralba and Boolaroo, and about 12 miles from Newcastle. The colliery holding, a freehofd area of 2,560 acres, was apparently an original land grant when acquired by Teralba Co-operative Coal Company who decided to mine for coal and named the mine "Teralba Colliery." Shaft sinking was commenced in 1886 but was delayed by financial and water troubles to such an extent that it was not until 1901 that the Borehole Seam was reached.Coal was won until 1904 using a single 16 ft. diameter shaft, ventilation being achieved by means of a wooden boxing down one side of the shaft. This collapsed, and operations ceased until the mine was taken over in 1906 by a company known as "Borehole Colliery Limited," the principal stockholder being the Stockton Coal Company. It renamed the mine "Borehole Colliery." This new company immediately commenced sinking a 13 ft. diameter air shaft. In 1908 the Stocktol1 Colliery at Stockton was abandoned, and during the following year much of its equipment was transferred to Borehole Colliery. A state of the art CFA instrumentation and data management process has been developed in the UK. The key components of the instrumentation, GSM data service and the central database are described. Many benefits to the business have been realised and, where possible, these are quantified.

This report presents engineering drawings for six material handling devices for underground coal mines. The devices were designed under a U.S. Bureau of Mines program to reduce injuries from material handling during mine and equipment maintenance. The six devices are (1) scoop-mounted 1411: boom, (2) swing-arm boom, (3) heavy-component lift-transport, (4) mine mud cart, (5) container-workstation vehicle, and (6) timber car. Each device is described briefly, and recommendations are made concerning the design of new devices.

THE choice of a pumping plant for the drainage of a mine is a matter of such importance that it is obvious that in a short paper it is impossible to go fully into the reasons governing the adoption of any particular type. The author, therefore, proposes to briefly discuss the methods.in vogue, and, as far as possible, to point out the advantages and disadvantages of the numerous systems. The probiem is of extreme importance to the mining engineer, and it appears that in the past sufficient thought has not been given to this branch, as shown by the numerous failures which are encountered.When water is met with in large quantities, the development of the mine depends upon the pumping plant to such a great extent that the most careful consideration should be given before deciding on any particular scheme for drainage. The pumpingplant in a mine should be looked. upon in the light of an insurance policy, and should be treated as such, care being taken that the premium is as low as possibl~, and to ensure this it is necessary that the most efficient plant be secured. Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

"Stringent environmental performance criteria and regulations, and the desire to minimize water use have made membrane-based treatment and separation processes an attractive option. This has lead to many advances in all aspects of the technology. Membrane separation processes have found application in sea water desalination, brackish water treatment, decontamination of ground water, and wastewater treatment. Development of membranes with better resistance to harsh feed conditions has created new opportunities for the broader application of membrane separation technologies to mineral processing streams. There are examples in mineral processing operations, including treatment of acidic drainage, pre-concentration of pregnant leaching solution in heap leaching operations, separation of acids and metals from waste streams and intermediate process streams, as well as gold and cyanide recovery from a heap leaching operation. This paper provides a brief overview of membrane technology principles, followed by a discussion of current membrane technology applications relevant to the mining and mineral processing industry. The paper further explores the potential for the application of membrane separation as an integrated component in mineral processing operations.INTRODUCTION Increased regulatory pressures, emphasis on water conservation, and scarcity of water in arid regions have resulted in substantial changes in industrial practices in recent years. As a result, many industries have become more open to adopting innovative technologies such as membrane separation. The mining industry, which is typically very conservative, has adopted membrane separation as an effective end-of-pipe solution for effluent and acidic drainage (AD) treatment; however, its use as an integrated component in plant operations has progressed more slowly. With increasingly stringent environmental regulations coupled with the desire for low- and zero-discharge operations, the use of membrane separation technology for achieving acceptable environmental performance may be unavoidable in the future. The relatively small footprint requirement, versatility, and modular construction of membrane separation units facilitate their introduction into existing processes with a suitable feed stream. Membrane separation is not a stand-alone process that provides the ultimate solution to water and wastewater treatment; however, it can often be economically added to conventional waste treatment plants to increase throughput and/or decrease contaminant output (Mortazavi, 2008). Although membrane separation technology has become an established separation technique that is widely used in drinking water production and other industries, it is still considered an emerging technology within the mining and mineral processing industry. This technology offers many potential benefits such as clean water recovery from wastewater, significant reduction of volume requiring conventional treatment, decreased usage of reagents, and acid recovery, all of which lead to increased treatment efficiencies and lower reagent consumption. This could translate to smaller and more efficient plants with lower capital and operating costs and lower environmental impacts. Plant expansion may be facilitated by incorporating a membrane separation unit operation in order to utilize existing treatment systems at higher throughputs."

Any value addition to the mineral sands in the Murray Basin (Australia) will generate waste that needs to be disposed of safely. For example, conversion of ilmenite and synthetic rutile to titania (TiO2) pigment would generate large amounts of environmentally undesirable elements. Processing of U+Th containing zircon sands to zirconia or to higher purity zircon would generate a low-level radioactive waste. In this study it is proposed that one way to circumvent the waste problem could be to contain such waste in magnesium-based (Sorel) cements. Containment of waste in magnesium cements is an attractive idea especially for the mineral sand processing companies that could operate in the Murray Basin in the future, because the required magnesium oxide and magnesium chloride may be made cheaply from the saline waters encountered during mining operations. The magnesium cement production process is also far less energy intensive than the Portland cement production process. The results of this study indicate that mixing a waste stream with a slurry of magnesium cement before being discharged to the disposal area would contain the waste in a æconcrete-likeÆ structure, resistant to dispersion by wind and moderate rain. However, some loss of strength and increased leaching of impurities, Mg and Cl could take place in wet climate areas. Ongoing research is being concentrated to develop a new process for making water-resistant magnesium cement.

The characteristics of alloyed anodes and their influence on the products of electrolysis and power consumption have been noted previosly ously in the literature.' This paper presents data in continuation of the subject given in an earlier paper by the authors.2 As noted in the authors1 previous paper, the objectives of this work are the reduction in the cell voltage and the purity of the cathode product resulting from the use of alloyed lead anodes. The fundamental facts developed in the previous paper were: (I) that the presence of a small amount of calcium lowers the anode potential approximately 50 per cent. below that of pure lead; and (2) that thallium when present to the extent of 4 per cent. rendered the anode practically stable, thereby lowering the contamination of the cathode by lead to a very insignificant amount. The specific features determined in this recent work are as follows: 1. The lowest limit of calcium in the lead which will still give maximum lowering of the anode potential. 2. The characteristics of the thallium-calcium-lead anode. 3. The characteristics of the silver-calcium-lead anode. 4. The characteristics of the thallium-silver-calciurn-lead anode. It was determined that 0.1 per cent. calcium in the anode was sufficient to lower the anode potential approximately 50 per cent. Table 1 shows the characteristics of alloyed anodes tested. The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

Traditionally, bottle roll tests have been used to optimize the extraction process for best gold extraction and recovery. Such tests typically involve exposing the ore to defined reagent concentrations (lime, cyanide and sufficient oxygen) and balance the gold input with recoveries and losses. With mounting pressures to accommodate sustainability issues during development work, it became apparent that much more information would be required on the interactions and kinetic behaviour of solid and solution species during the entire leach process. This information is vital to enable proactive management of critical issues such as cyanide, arsenic, water and tailings management. Inadequate management of these aspects has led to temporary closures and, in cases of non-compliance, to the dynamically changing regulations. MINTEK?s advanced leach facility (ALF) is being developed with the aim of bridging the knowledge gap between the gold leach process and the predictable environmental impacts upon discharge. The facility aims to monitor all parameters of relevance such as pH, Eh, dissolved oxygen, metals, cyanide species, and viscosity during the entire process to enable more informed decisions on practical interventions. The presented set of data reflects first experiences gained from processing a refractory gold ore concentrate. Attempts at optimizing the process were limited due to the developmental nature of the work. Data relating to leaches with differing preoxidation conditions and cyanide staging is presented.

In metalliferous mining operations, subdrill is that portion of the blast hole that is drilled below the target grade elevation, and in most cases loaded with explosives. Its primary aim is to enable efficient excavation down to the target floor level. Subdrill is often described as being expensive and that excessive subdrill should be avoided, as it can result in damage to the subsequent floor, lead to difficult drilling conditions and higher vibration levels. As a result, many operations aim to apply the bare minimum amount of subdrill in order to excavate to the target floor. At a large open cut copper operation, challenging geological structure resulted in slabby and blocky fragmentation in the stemming region, resulting in poor crusher throughput due to bridging. To overcome the poor fragmentation in the top of the bench, longer than conventional subdrill was used to precondition the top third of the bench. The technique significantly improved the run of mine fragmentation and resulted in feed to the in-pit crushers that is more consistent, which produced less crusher downtime due to bridging. A new method of quantifying the energy in a blast has been created. Termed the linear powder factor, or energy factor, the calculation considers the energy contributed by the subdrill of the upper bench and its impact on the energy in the lower bench. The technique enables blast designs to be optimised to deliver finer fragmentation and more consistent blast outcomes. To support the layer of preconditioned rock at the top of the bench, an innovative new device was developed. The device is inserted into the drill collar immediately after drilling and remains in position throughout the subsequent steps of hole depth measurement, priming, loading and removed prior to stemming. The device not only supports the broken rock at the top of the bench, but also minimises the amount of drill cuttings that fall back into the hole. Furthermore, the device helps protect the hole from damage by external factors such as weather events, drill tracks, vehicle tyres and movement around the collar during measurement and loading of the blast hole.

With some notable exceptions, marine placers located just below, or just above, present sea level, are responsible for much of today's production of detrital ilmenite, rutile, zircon, and other minerals of value. The purpose of this paper is to discuss the paleogeographic and paleo-oceanographic factors which may have determined the location of presently submerged marine placers. These factors include changes in sea level, burial by recent marine sediments, stream capture and other changes in drainage patterns, and recent changes in climate. Selected geologic situations in the Yellow Sea off the coast of Korea, in the Atlantic Ocean off the coast of Portugal, in the Bering Sea off the coast of Alaska, and in the Arabian Sea off the coast of India, will be used to illustrate the author's point of view.

Transportation accounts for some 26% of all mine accidents in South Africa. Although this figure may not be as prolific as fall of grounds accidents or accidents caused by seismic events, the enormity of transportation accidents demands attention, especially as many of these accidents are avoidable. This paper investigates vertical (i.e. shaft), horizontal (i.e. haulages), and in-stope transportation systems and their function as it applies to safety. Recent transportation accidents are discussed looking at current trends within the three transportation areas. In the shaft area, discussions will focus on handling of material cars, loading and off-loading of the workforce and management of shaft orepass systems. The horizontal component will focus on personnel transportation, safety around trains and hoppers, and handling of material in the cross-cut. The discussion on in-stope transportation will focus on the general congestion of the stope environment and how it affects the overall movement of personnel, material, and rock. Of concern are the large numbers of material handling and scraper winch accidents that occur and which will be discussed in some detail. The paper will conclude with a section on proposed guidelines within the three above-mentioned systems for mine engineers to consider in mine design and life of mine planning and scheduling. Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 13, 2008 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. This will be the 21st Annual National Mining Museum and Induction Banquet. The four inductees are Lew Eklund, 76, Carrie Jane Billings Everson (1843-1914), ?Colonel? William C. Greene (1851-1911) and Arthur L. Hawkesworth (1860-1905). Lew Eklund founded Eklund Drilling that is now based in Elko, NV. He invented many designs that play a major role in today?s mining industry. His Cyclo Blower and various sampling devices he designed helped to revolutionize gold deposit exploration by allowing mining companies to effectively sample microscopic gold. Carrie Jane Billings Everson discovered and proved a method for bulk oil flotation concentration of mineral ores, the precursor to modern froth flotation methods of minerals concentration. She patented her process in 1886. In the early 1890s, coworkers built and operated demonstration plants incorporating her bulk oil flotation process. ?Colonel? William C. Greene was responsible for the development of the great copper mining properties of Cananea, Mexico. In seven years, he went from ragged cattleman and adventurer to the greatest captain of industry the borderlands have ever seen. Arthur L. Hawkesworth was a master mechanic for Anaconda Copper. He invented the detachable drill bit. His invention generated tremendous savings for the mining industry in time, in dollars and in safer operating conditions underground. His bit?s long lasting contribution to improved mine economics is immeasurable. The 21st Annual National Mining Museum and Induction Banquet will begin with an open house and reception at 5:30 p.m. followed by the dinner and program at 7 p.m. The inductions will bring to 201 the number of mining ?greats? whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Stope support systems, typically consisting of props and packs, are used extensively in the gold and platinum mining industry to stabilize the rock mass in the excavation vicinity and to reduce the hazard associated with rockfalls and rockbursts. The design of stope support systems was historically based predominantly on past experience and practices, and cost considerations. The recent development of a new and improved support design methodology, has led to the potential for significant increases in worker safety and support cost savings. This paper reviews some of the fundamental rock mass and support criteria that form the basis of the improved support design methodology. The considered design criteria are the height of potential fall; quasi-static stope closure rates; dynamic stope closure rates; compressive hangingwall stresses; discontinuity spacing, orientation and interface properties; effect of support length (stoping width); effect of compression rate; consistency of support performance; a real coverage; support spacing; and zone of support influence. The proposed support design methodology combines both the zone of influence and key block stability theories, resulting in optimized support systems for rockfall and rockburst conditions. The site-specific methodology consists of two stages: (i) a tributary area analysis, and (ii) a zone of support influence and a stability analysis, considering hangingwall failure due to buckling, shear and block rotation, which gives maximum safe spacing of individual support units. The methodology is suitable for designing support systems for both blocky hangingwalls and hangingwalls fragmented by face-parallel extension and shear fractures.
