Although the Pressure Acid Leaching (PAL) of nickel laterites has been conducted at Moa Bay, Cuba, since the early 1960s, the commissioning delays generally encountered by the æsecond generationÆ of PAL lateritic nickel producers in the late 1990s have demonstrated the potential complexity of the PAL process and the importance of technical risk management in maximising the realised project value. This paper describes some of the strategies used by the Ravensthorpe Nickel Project (RNP) to manage the technical aspects of the Ravensthorpe project risk. Central to these strategies is the use of Front End Loading (FEL) to deal with issues early in the development phase, when changes to the project structure can be made most effectively and cheaply. Such an approach requires a management philosophy that recognises risk as a potential cost, which accepts responsibility for dealing with risk, and which is prepared to provide adequate resources for risk management.

The removal of sulfur from steel has been studied by many investigators, but the quantitative relationships between the factors involved have not been determined. This is undoubtedly due to the number of variables encountered in practice, an attempt to study any one reaction or relation being affected by other reactions the relative importance of which cannot be estimated. The factors that affect the extent of removal of sulfur in the basic open-hearth process are generally considered to be: 1. Basicity of the slag: (a) Iron oxides in the slag; (b) carbon in the metal or carbide in the slag; (c) temperature. These factors affect the reactions: FeS + CaO = CaS + FeO FeS + CaO + C = CaS + CO + Fe. 2. Amount of sulfur in the gas. 3. Amount of manganese in the metal. The factors which affect the rate of removal of sulfur include, in addition to these: 4. Fluidity of the slag: (a) Normal changes in fluidity with temperature; (b) changes in fluidity because of the addition of special reagents such as fluorspar. 5. Agitation of the bath. Within the past two years, two papers have been presented dealing with the influence of sulfur in the gas on slag and metal. The Loma Prieta earthquake occurred on October 17, 1989 at 5:04 PM, Pacific Daylight Time. It measured 7.1 in magnitude and was felt from Los Angeles north to the Oregon state line and east to western Nevada. The epicenter of the earthquake was located along the San Andreas Fault, in the Southern Santa Cruz Mountains just north of the City of Watsonville, California. It was the largest earthquake to occur in the San Francisco Bay area since the 1906 earthquake. A total of 87 aftershocks of Magnitude 3.0 or larger were recorded within 21 days after the seismic event. As a result of this earthquake thirteen State-owned and five locally-owned bridges were closed to traffic. Three of the most publicized State-owned structures closed to traffic were Struve Slough Bridge, San Francisco-Oakland Bay Bridge and Cypress Street Viaduct. Struve Slough Bridge was twin slab bridges that collapsed and were rebuilt and open to traffic three months after the earthquake. San Francisco-Oakland Bay Bridge experienced collapse of upper and lower spans at Pier 9 and was reopened to traffic one month after the earthquake. The Cypress Street Viaduct experienced collapse of 48 bents that resulted in the upper roadway falling onto the lower roadway.

The Massachusetts Highway Department awarded the Porter Street Outfall Project to the J.M. Cashman Company in November 1991. Timely completion of the Project in one and one half years is critical to the start of the subsequent Third Harbor Tunnel North Approach project. Existing subsurface conditions and the Project's location at Boston's Logan International Airport significantly increases the difficulty of construction. The major contractual work involves relocating a reinforced concrete double box culvert supported on a continuous wood pile foundation. This existing culvert crosses and interferes with the future Third Harbor Tunnel North Approach alignment. Two parallel culverts constructed approximately 20 feet from either side of the future Third Harbor Tunnel alignment replace the existing double box culvert structure. Under the original contract design, approximately 3,100 feet of 14 ft. by 15 ft. reinforced concrete culvert is cast in place adjacent to the west side of the Third Harbor Tunnel and is located in the center of the Airport's main service roadway, Harborside Drive. This culvert is the Porter Street Combined Sewer, PSCS, which handles a combined flow of sewerage from the East Boston community and storm water runoff from Logan Airport. In addition, approximately 2,230 feet of 17 ft. by 15 ft. reinforced concrete culvert is cast in place adjacent to the east side of the Third Harbor Tunnel and is within 20 feet of an active aircraft taxiway and heliport. This culvert is the Bird Island Flats Storm Drain, BIFSD, which handles storm water runoff from the Logan Airport airfield. The existing outfall, on the west side of the Third Harbor Tunnel alignment is to remain in service and is to be connected to the new PSCS and BIFSD culverts. Therefore, a portion of the BIFSD culvert is designed as a bridge to span 128 ft. across the Third Harbor Tunnel excavation during construction.

A number of impending and actual pit wall failures have been observed and documented, which have been interpreted to initiate on newly generated structural features. This infers failure through intact rock. Failure mechanisms have been postulated resulting from circumferential stress, extensional strain and brittle flexure. These will be discussed in the context of the failures and the associated monitoring. The implications of failure initiating on ?unknown? features has a significant impact for deep open pit mines where designs are based on the expected structural regime. Being able to anticipate such failures is important for design. Equally important is management of such changes as they arise. In this context, monitoring using high resolution microseismic techniques will be discussed as a means of providing early warning of such failures.

The separation performance of a raw coal sample from South Africa based on the dense gas-solid fluidized bed beneficiation technique was investigated. Analysis showed that the raw coal sample distributes mainly in the -50+6 mm size range with the -1.6 g/cm3 density fraction accounting for 78.20% of the cumulative mass distribution. A flow sheet of the sequential coal beneficiation technique was introduced. The experimental and simulation results of the hydromechanical and density distribution stability indicate that the dense gas-solid fluidized bed could provide a stable separation environment with uniform density fluctuations under suitable operating conditions. With the application of this technique on the raw coal sample, the separation results show that three products, consisting of 73.25% clean coal with an ash content of 9.59%, 11.31% middlings, and 15.44% gangue were effectively separated at two different densities of 1.82 g/cm3 and 1.57 g/cm3. This study provides an effective flow sheet for achieving the high-efficiency separation performance on raw coal from arid areas. Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. Safe underground mine backfilling with hydraulic fill requires efficient fill drainage and stable fill retaining walls or bulkheads. If any or both the above two requirements are not satisfied, such a backfilling operation creates unsafe conditions and may lead to backfill retaining wall failures. Mine backfill retaining wall failures are always associated with economic losses, fatalities and interruption to mine production. Mining industry wants to either reduce or eliminate these fill retaining wall failures. The fill retaining wall failures could be effectively avoided through the use of fibre reinforced shotcrete fill retaining walls and engineered drainage systems through the retaining walls. This paper presents the experience of the author in developing, implementing, and monitoring several hundred fibre reinforced shotcrete fill retaining walls at a mine in Australia with the highest safety standard. The details on the mine backfill drainage system and fibre reinforced shotcrete fill retaining wall designs are also presented.

Requirements to produce a higher bulk concentrate grade have necessitated extensive use of on-stream analyser data and computer programming to obtain the targets set for Frood Stobie Mill as required by overall milling considerations.A brief history of milling process changes associated with the changes from a low grade (3% Ni) bulk concentrate in the sixties to a high (6 to 8.5%). Nil bulk concentrate currently will be presented.The heart of the presentation will be the computer control schemes for ""self optimisation"" of the distinct flotation sections in the plant within certain restraints to achieve targets set by the mill metallurgist.

This report is one of a series being prepared by the Bureau of Mines on exploration, development, mining methods, and costs at various open-pit mines in the United States. These reports have been prepared in cooperation with various mining companies. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed to improving the efficiency of mining operations. The purpose of these reports is to promote development and conservation of our mineral resources by disseminating technological information on mining methods and practices. This report describes exploration, development, equipment, and mining by open-pit methods of the remainder of an ore body that had been previously worked by underground methods. The Tripp pit of the Consolidated Coppermines Corp. is located at Kimberly, Nev., a small mining company town having an elevation of 7,250 feet, 9 miles by road west of Ely, Nev. (fig. 1). The pit extends over the area formerly mined by underground methods from the Morris and Brooks shafts.

Determine the advantages and operational limitations of water-let-assisted cutting used with mining equipment. Approach The Bureau of Mines con-ducted a research study to evaluate water-Jet-assisted cutting both in the laboratory and in underground mines. Earlier research on water-jet-assist was limited to laboratory studies where bit speeds and penetration depths were very low and large cutting force reductions were reported. For the past years, research by the Bureau of Mines and others has been concerned with the application of water-jet-assisted cutting under more realistic mining conditions. Study Results Water-jet-assisted cutting employs a mechanical cut-ting bit combined with a moderate to high-pressure water jet directed just in front of the bit tip to assist in the cutting process. Recent Bureau findings show that the addition of the water jet to the cutting bit can improve cutting in harder materials, significantly reduce respirable dust and bit wear, and increase product size. Some of these findings are presented as follows.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

"PRACTICAL SAMPLING TECHNIQUESIt is important to achieve reliability when sampling heterogeneous materials where there is a difference in composition, and non random distribution of the constituent particles. Throughout the design, construction and installation of sampling systems it must be borne in mind that the sampling point must be capable of:-allowing each particle in the stream an equal opportunity to be sampled.-accepting and collecting as large a volume or mass of material as necessary to satisfy the requirements of particle counting statistics.-establishing a sampling plan so that the sample is representative of the whole to a defined standard of accuracy.Design ConsiderationsFactors that may influence the design of the sample point include:-the mass, or volume flow rate of the material being sampled-the size and shape of the material or flowing stream-the physical condition of the material being sampled (i.e. temperature, wetness, size consist, density).-the chemical composition of the material being sampled -the location of the sample point and the space available for installation, extraction, reduction where necessary, secondary sampling, and return of the sample rejects downstream.-whether the process to be sampled is in an existing plant or one yet to be designed and built.-ease of access for servicing and maintaining the equipment.-whether the sampled material must be collected continuously or intermittently.-whether an existing sampling method is likely to be adequate or whether a new technique has to be developed."

The Southern Peru Copper Corp. (SPCC) recently built an integrated copper project consisting of dump- and heap-leaching operations at its mine complex in Peru. The pregnant leach solution (PLS) containing the solubilized copper from the leaching operations is processed in a new solvent extraction/electrowinning (SX/EW) facility to produce high-purity cathode copper. The dump leaching and SX/EW facilities are located near the Toquepala mine site. The crushing and heap-leaching operation is located at the Cuajone Mine. The pregnant leach solution from Toquepala and Cuajone is pumped 35 km (22 miles) to the SX/EW plant at Toquepala. The SX/EW plant consists of three trains of solvent extraction (SX), a tank farm area and an electrowinning (EW) facility. The solvent extraction plant has a total PLS flow capacity of 3,210 m3/hr (113,360 cu ft/hr). The electrowinning facility has an expected long-term production capacity of 97 t/d(107 stpd) or about 35 kt/a (38,500 stpy) of cathode copper. However, present production exceeds the expected long-term by about 20%.

Crushing and grinding account for the major portion (60 to 80 percent) of the overall expenses for ore processing. Autogenous (AG) and semiautogenous grinding (SAG) have been considered a step forward in comparison to conventional grinding circuits with several stages of crushing and using ball (and/or rod) grinding mills (Bassarear, 1982, MacPherson, 1989, Pithois, Casalis, 1983, Maripuu et al., 1983). However, there remains room for improvement to existing AG and SAG technologies and both technologies have immense economic benefit potential. Experience gained by the Technics & Technologies of Disintegration Ltd. (TTD) in the research of grinding processes shows that grinding in AG and SAG mills can be performed in a more effective way. The company's approach comprises the following elements: ? Novel mill design. ? New liners and lifters. ? Novel discharge grid design. ? Technique of treating material of critical particle size. Comparative tests that demonstrated the usefulness of these innovations are described in this article. Currently, there are hundreds of AG and SAG mills in operation throughout the world. Application of new internal elements of the mills and reconsideration of the circuit design of the existing grinding equipment using present technological solutions would significantly increase the throughput rate and diminish power requirement.

The Allen Park Sanitary Sewer Overflow (SSO) Tunnel and relief sewer project, located in the city of Allen Park, MI, is a long-term corrective action designed to bring Sanitary District One?s sanitary system into compliance with its 2005 consent order and service contract with the Detroit Water and Sewerage Department (DWSD). The $20 million project is intended to reduce Allen Park?s wet weather discharges to DWSD, reduce bypass pumping to the Ecorse Creek and limit the future risk of basement flooding by providing storage during wet weather events and eliminating hydraulic bottlenecks in the sanitary sewer system.

A new process comprising metallizing reduction, magnetic separation, and electroheat melting separation is proposed with the aim of achieving high recoveries of iron, vanadium, and titanium from vanadium titanomagnetite. The effects of magnetic intensity, reduction temperature, reduction time, carbon ratio, and coal particle size on the efficiency of reductionmagnetic separation were investigated, the reaction mechanisms elucidated by SEM and EDS analysis, and the optimal process parameters established. Recoveries of up to 80.08% for titanium, 95.07% for iron, and 71.60% for vanadium were achieved. The reduction sequence is shown to be: Fe2O3 ? Fe3O4 ? FeO ? Fe; Fe2TiO5 ? Fe2TiO4 + TiO2 ? Fe + FeTiO3 ? Fe + FeTi2O5 ? Fe + TiO2.
