Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. The Bureau of Mines conducted an investigation to determine those factors that are significant in affecting the velocity of flames propagating along the boundary separating gaseous fuel and air. In addition the aerodynamic motion of the gases in the vicinity of such interfacial flames was delineated. Parameters in the study included flammable zone thickness, flammable zone concentration of gradient, fuel type, and position of the flame relative to various environmental surfaces. Of all these factors, the flammable zone thickness and burning velocity of the stoichiometric mixture were found to have the most significant effect on the flame speed. Notion of the gases in the vicinity of the interfacial flames was examined by particle track and interferometric techniques. The relative velocity of the interfacial flame with respect to the unburned gas on the central streamline was found to equal the burning velocity of a stoichiometric homogeneous fuel-air mixture. In addition, it was observed that the composition of the lean fuel-air mixture at the boundary of the combustion zone appears to be less than that defined as the fuel's lower flammable limit.

The application of thickened/paste tailings for surface disposal has been practiced for many years but has recently started to gain wider international acceptance. With tailings ponds coming under increasing environmental scrutiny, there is growing momentum towards mine/tailings plans that greatly reduce the size or even eliminate tailings ponds completely. This paper provides examples from the author's own experiences of the application of thickened/paste tailings for surface disposal in different countries, under different climatic conditions and in different industries. The paper will also comment on current research initiatives and future trends.

O2, NaCl03, H202, NaOCI and Ce+4 have been examined as oxidants in an alkaline carbonate system for uranium in situ leaching. The South Texas and New Mexico ores contained up to 2.6 meq/g of reducing compounds that consume oxidants in the leaching operation. Leaching rates did not increase linearly with the oxidation potential of the oxidants. A mild oxidant can be used to maximize uranium oxidation selectivity and oxidant efficiency. 02 can oxidize most of the uranium mineral with an adequate rate and high oxidant efficiency.

Gnome shaft, situated about 24 miles southeast of Carlsbad, N. Mex., was designed and sunk by the U.S. Atomic Energy Commission for conducting a peace- time experimental nuclear explosion in the thick salt beds of the Permian Salado formation. Excavation was started July 1, 1960, and completed July 26, 1961. The 10-foot diameter shaft, lined with concrete through the rock section, was sunk 1,216 feet. A drift was driven approximately 1,140 feet on the 1,200- foot level terminating in a shot chamber. On completion of 100 feet of shaft, by means of a truck-mounted crane, facilities were installed for conventional sinking. About 709 feet of rock and 506 feet of salt were encountered in the shaft. Salt beds at this place are reported to be over 1,200 feet thick. The overlying rock section varies greatly in composition and thickness of beds and contains a 28-foot bed of water-bearing dolomite. The aquifer was sealed to facilitate shaft sinking and to prevent water-seepage damage in the salt section of the shaft. Sealing was accomplished by grout injection through holes drilled into the aquifer and by grouting behind the concrete liner.

The Juneau Office of the U.S. Bureau of Mines has undertaken a study of the environmental permitting process for major mines in Alaska to identify the effects ecosystem management has had or could have on the permitting process. To date, ecosystem management affects major mine permitting in Alaska primarily through the NEPA environmental assessment process. In Alaska, only the Forest Service has instituted ecosystem management in an overt and organized manner, while other agencies are doing so less directly. In recent Bureau of Mines publications, the mine permitting process has been described using case studies of several recently permitted mines in Alaska. The insights into the permitting process and the conclusions of these reports are reviewed and summarized. Several ecosystem management issues were identified in the case studies, including the need for: effective communication between agencies; standardization and coordination of NEPA environmental impact assessment and environmental monitoring programs among agencies, and assessment and selection of alternatives based on risks to ecosystems regardless of jurisdictional boundaries or environmental media-specific regulations. Ecosystem management could be used as a way to systematize, organize, standardize, and coordinate permitting and monitoring requirements and management perspectives among government agencies and project proponents.

Two series of laboratory flotation tests were carried out to study the treatment of Faraday ore by two-stage flotation. First the acid-consumers and then the uranium minerals were floated. On ore ground in the Faraday mill grinding circuit, and using Faraday mill water in the flotation step, a recovery in the flotation concentrate of from 91 to 93 percent of the uranium was obtained in 45 to 50 per cent of the weight at a grade of 0.24 per cent U30s. The saving of acid in leaching the uranium-bearing flotation concentrate, as compared to leaching the whole ore, ranged from 30 to 46 per cent. The average over-all extraction resulting from flotation and leaching of the flotation concentrate was 88.1 per cent. The best collector for the acid-consumers was sodium oleate. Acintol F A-1 emulsion was the best collector for the uranium minerals, and, in the uranium flotation step, an acid pH in the slurry was found to be necessary. The reagent costs were estimated to be 22 to 26 cents per ton of ore.

INASMUCH as galena and sphalerite flotation concentrates are being produced that contain over 95 per cent galena or sphalerite, it is not unreasonable to believe that a flotation concentrate assaying at least 80 per cent of native gold can he secured provided the gold is free. As yet, little if any fundamental information has been published concerning the flotation of free gold either alone or in the presence of sulfides. So far, we are unable to make as complete a separation of gold from sulfide minerals by flotation as is possible in, the separation of one sulfide from another by this method. An introductory study of the flotation of several free gold ores has been made in our Utah laboratories. For this study three general types of gold ores were chosen, namely: (1) Quartzite containing 0.26 oz. gold per ton in which no base metals are present; (2) sulfide ore (2.04 oz. Au; 1.31 oz. AO containing pyrite as the only sulfide present and the gold free; and (3) oxidized ore (1.10 oz. Au; 0.70 oz. Ag) from an oxidized zone of the vein from which sulfide ore (No. 2) was taken; little sulfide iron was present.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

The U.S. Bureau of Mines established a wire rope research laboratory to examine the factors that affect the safety and the useful life of wire rope. In the most recent work, two 32-mm 6x27H flattened strand ropes were degraded on a bending fatigue machine. The two tests were run at constant loads of 285 and 347 kN or safety factors of 2.5 and 2. Nondestructive and tensile strength tests were performed on samples of the ropes to determine the relationship between rope deterioration and rope breaking strength. Neither the area loss nor the number of broken wires measured from nondestructive tests could be used as clear indicators of the loss of strength. However, it was found from the tensile tests for both rope specimens that the strength loss was associated with the reduction of breaking strain. This suggests that measuring the strain of many short sections of a rope in the elastic region may locate the high stress sections and thus delermine the condition of the rope.

Major accidents that occur within our industry are often tragic and expensive, damaging reputation and threaten the livelihood of the business. There isn’t anything in them that can be seen as positive for those that experience them. They undertake what are usually very painful, detailed and time consuming investigations to discover how the incident occurred and what needs to be done in the future to prevent similar incidents occurring. Many admirably choose to share the lessons learnt through industry organizations such as SAFEX International so that we can all have the opportunity of preventing similar incidents from occurring within our own organizations.

"INTRODUCTIONWestern Mines' copper-lead-zinc operations are located in Strathcona Provincial Park, near the geographic centre of Vancouver Island. This park includes Buttle Lake, which flows into the Campbell River water system. The latter provides domestic water for the Town of Campbell River, approximately fifty-eight miles from the mine site.Operation of the concentrator commenced in December 1966, at which time the tailings were discharged into a small tailings pond near the plant. On May 8, 1967 Permit No. 185 was granted to the company, allowing discharge of the tailings, through a submerged outfall, to the bottom of Buttle Lake.Needless to say, the concept of operating a mine within a park, and the discharge of tailings into Buttle Lake generated considerable controversy. However, this has all but been eliminated over the years by the proven effectiveness of Western Mines' pollution control program. In 1973 this program was further upgraded with the addition of an alkaline chlorination plant. Effluent treatment by this method became necessary as a result of process modifications, and has been effective in maintaining the levels of characteristics in the tailings within the ever increasing pollution control requirements imposed on the industry."

A study of the combustion emission products of rigid ventilation ducting was completed by the U.S. Bureau of Mines. The ducting was composed of fiberglass-reinforced polyester resin. Four properties of the ducting were evaluated: (1) propensity to ignite, (2) smoke characteristics, (3) gas emissions, and (4) heat release. Particle sizes, obscuration, optical densities, and production constants for gas and smoke were also calculated. These results provide comprehensive data about the emission products, detectability, and relative hazards of fiberglass-reinforced plastic ducting and other mine combustibles under realistic fire conditions.

The Palabora open pit is scheduled to cease operations in 2002. While the ore body continues below the bottom of the final pit shell, the stripping ratio precludes further economic open pit mining. Palabora Mining Company has investigated various means of continuing copper production, and has determined that an underground mine is the best solution. Board approval to commence construction of the mine has been granted and shaft sinking is underway. First production is planned for the year 2000 and full production of 30 000 t/d will be achieved by the end of the year 2002. [ ] Mechanised block caving will be the mining method employed at Palabora. The cave will be initiated by excavating a thin horizontal slice known as the undercut. Removal of the undercut will induce stresses which cause the rockmass overhead to fracture. Fractured rock will gravitate through drawbells to drawpoints on the production level, and be loaded by LHDs for transport to crushers.

The Gekko InLine Pressure Jig (IPJ) was unleashed on the World gravity separation market in 1996 and has since sold over 150 units in applications including tin, diamonds, silver, coal, garnet and gold. During the past twelve years the knowledgebase of the best applications and capabilities of the IPJ has greatly increased. Improvements to the original IPJ design have included engineered ceramic ragging in specific gravities from 1.6 to 5.0, full automation and improved designs of feed presentation and tailings and concentrate handling systems. The IPJ has been found to be able to handle a wide feed size range and recover mineral at liberation size without significant addition of water to the mass balance. Test work carried out during full-scale operation of the IPJ has shown the IPJ can recover diamonds down to 0.5 mm, sulfides down to 0.3 mm and gold down to 0.1 mm which greatly expands its application in the mineral processing industry. A significant volume of data now supports the symbiotic benefits of an IPJ and flotation circuit combination to pre-concentrate an ore and minimise downstream processing requirements.

High-pressure waterjet technology is proposed as an alternative tool for selective underground mining of high-grade ore sections in stratiform orebodies showing a preferred ?bottom? or ?top? enrichment such as the Witwatersrand reefs and the Bushveld Complex platiniferous reefs. This technique, utilizing known mining technology together with more advanced machinery and additives as used in industrial and cleaning applications, may lead to an increased life-of-mine (LOM) for mining operations. A series of experiments was successfully carried out in a laboratory on Witwatersrand quartzite material, indicating acceptable cutting performance. Mining volumes by selectively cutting of reef portions are considered to be comparable to traditional drilling and blasting. Economic advantages of waterjet mining include energy savings due to the lower quantity of gangue rock to be hoisted to surface, as well as savings by a decrease in the usage of blasting materials. Capital expenditure of waterjet cutting, if applied on a broad scale, could be lower in the long term than that of conventional drilling and blasting methods. Mining by the application of high-pressure waterjet technology could become a competitive ?green technology? improving the economics and safety of labour-intensive mining operations. This paper suggests that waterjet cutting at an industrial scale can become a routine hard-rock mining technique in the future. Criteria applicable to noise in coal cleaning plants are presented, and the generally applicable noise control principles and approaches are discussed. The operating characteristics and equipment of coal cleaning plants are described. Considerations entering in the selection and design of noise control means are delineated, and specific means for equipment noise reduction are described. The limited utility of acoustically absorptive materials in plant spaces is indicated, administrative means for reducing worker noise exposure are pointed out, and ear-protective devices are described briefly. The reduction of plant noise reaching nearby communities is discussed. Programs leading to quieter machines an coal cleaning plants are suggested.
