Voyageurs National Park in northern Minnesota, and a 30-mile radius area of influence on the United States side of the International Border, was examined for hardrock (nonferrous metallic minerals and diamonds) mineral potential and environmental sensitivity by the U.S. Bureau of Mines. The investigation also included an analysis of current Metallic Minerals Leasing Rules of the State of Minnesota, and the probable effects of changes proposed to the current rules by the State of Minnesota in order to "encourage mineral exploration and development." The study has determined that the proposed changes to the Minnesota State Leasing rules will have minimal, if any, impact on the likely, foreseeable levels of mineral-related activities in the State as a whole, and particularly, in the area of influence to the Park. Voyageurs National Park management was advised on the extent and character of the proposed rules changes, and on those items of concern meriting a specific and timely response by the National Park Service.

"A computerized cost estimating program developed with the use of the Lotus 1-2-3 spreadsheet program has produced dramatic savings in preparing estimates for operating costs, equipment fleet size and manpower requirements for underground mines.The program is used by Dynatec to support its consulting engineering projects, particularly feasibility studies. The 'first principles' approach is used to prepare detailed estimates under direct labour and supplies categories and maintenance costs for each mining operation . User notes have been developed to guide the estimator and ensure appropriate consideration is given to the specifics of the particular mine.A typical case history is illustrated and the ease by which alternatives and sensitivity analyses can be prepared is demonstrated. IntroductionHistorical MethodsMining engineers have used one or a combination of methods to prepare operating cost estimates for new or existing mine s. Operating companies have access to historical cost data and generally use this for preparing estimates. Consulting engineers do not usually have direct access to such information and must rely on mining companies (the present or previous clients); publications (text books, equipment manufacturers manuals, CMJ reference manual, etc.); annual reports (applicable to public companies); previous studies (to be used with caution as conditions change from mine to mine); and first principles (the subject of this paper), for cost information:Definition of First PrinciplesA first principles approach to cost estimating considers individual primary work elements of an operation. Quantities of work items are developed from the mine plans, production rates, geographic and physical layouts etc. The knowledgeable estimator, assisted by experienced operations personnel, can assign appropriate resources (equipment, labour, supplies and services) to each work element and establish productivities. Completion of the cost estimate is then largely arithmetic."

Development during the year 1941 on the Texas Gulf Coast resulted in the dis covery of 27 new fields as compared to 26 fields for the year 1940. Drilling.—During the year, 1405 wells were drilled. Of this number, 1031 were completed as oil wells with 375,000 bbl. daily of new production; 50 were com pleted as gas wells and 324 were failures. The most active area was Jackson County, where 375 wells were drilled and 336 of them accounting for 190,000 bbl. daily of new production. Types of Fields.—Of the 2 7 new fields, 14 are considered to be oil fields, 8 are listed as gas-distillate fields and 5 as gas fields. This may be compared to 26 fields found in 1940, of which 14 were oil fields and 12 gas-distillate fields. Producing Sections.—Frio discoveries retained their predominant position by having 10 Frio fields discovered in comparison to 6 fields in the Wilcox, 4 in the Yegua, 5 in the Miocene and 2 in the Jackson. In the previous year 15 Frio fields were found, 4 in the Wilcox, 2 each in the Yegua, Cook Mountain and Miocene, and I in the Jackson. Production.—Production increased over 1940 approximately 10 per cent, being 113,726,893 bbl. for the year 1941 and 104,127,247 bbl. for 1940. The statistics in Tables I and 2 include distillate and condensate as oil production because no separate reports have been compiled. It is hoped that this separation may be possible some day, but as a great many fields produce both oil and distillate and these arc commingled in pipe lines, separation of statistics will be more difficult than for other areas. New Fields Big Hill, Jefferson County.—Stanolind Oil and Gas Company's No. I George D. Anderson was completed as a gas well from a Frio sand at 8705 to 8720 ft., on Dec. 24, 1941, after having been drilled to a depth of 9500 ft. Additional development is being carried on but it is not possible to evaluate this discovery at this time. Brushy Creek Field, Lavaca County.— Shell Oil Corporation's No. I D. G. McManus was completed as the discovery well in the Brushy Creek field on Oct. 29, 1941, from a Wilcox sand through perforations at 7225 to 7230 ft., making gas and 180 bbl. of 59° gravity distillate. This well was bottomed at 10,998 ft. in the Wilcox. No statement can be made at this time as to the importance of this discovery. Chenango Field, Brazoria County.—J. N. Rayzor et al. completed their No. I Sarah J. Christian through perforations at 8564 to 8572 ft. in a Frio sand, for 453 bbl. of 37.7° gravity oil, on Feb. 6, 1941, after having drilled to 9564 ft. Several wells were drilled in this area during the year but failed to establish important production. This is considered a minor discovery. Clodine Field, Fort Bend County.—Providence Oil Company's No. I Hatfield was the discovery well of the Clodine field, being completed through perforations at 7499 to 7502 ft. for 108 bbl. of 51.2° gravity distillate, on June 19, 1941. Massive sulphide ZnPbCuAg deposits in the Halls Peak district of north-eastern NSW are of the submarine volcanogenic type. They occur as a number of small lenses enclosed in shale and epiclastic rocks, in association with felsic volcanics of early Permian age. The deposits crop out in steep terrain near the eastern edge of the New England plateau. Local relief of 700 m and slopes up to 50¦, coupled with an average annual rainfall of about 1000 mm has led to local severe land sliding in previously mined areas. Mining from the 1890s to the 1960s has also resulted in unconstrained drainage of heavy metal-bearing acid waters and physical dispersion of finer grained metalliferous sediments into the Chandler River. Waters emanating from the main landslide area, from underground workings and draining scattered unconfined stockpiles of massive sulphide ore have pH values of 3 to 4 and contain elevated contents of Zn, Cu, Pb, Cd and Fe. Chemical mobility of heavy metals into streams occurs under low pH conditions with Zn exhibiting the greatest dispersion. Increasing pH conditions downstream cause precipitation of Fe phases and coprecipitation of heavy metals. Physical dispersion of secondary metal-bearing minerals into the surrounding creeks results in wt% levels of Cu, Pb and Zn in the stream sediments thereby exceeding the regional background values by one to three orders of magnitude. Areas disturbed by mining are characterised by lack of vegetation, biomagnification of heavy metals into algae and lower plants, and partial recolonisation by metal-tolerant grass species (Snow Grass, Poa sieberana; Blady Grass, Lomandra longifolia). Rehabilitation measures will have to include landslide stabilisation, impervious sealing or removal of sulphidic materials, import of topsoil and revegetation by metal-tolerant, slow-growing native grass and shrub species.

It is important to know the breakage mechanism in materials since this knowledge influences the results of subsequent grinding operations. There are two distinct failure mechanisms in breakage: one is tensile micro crack generation at low stresses, which leads to macroscopic failure by disintegration, and the other is formation of shear zones under heavier dynamic impact forces, which generates more fines as seen in crush zones in blasting. Tensile fracturing simply breaks the material into fragments. It is seen as the disintegration of the specimen into two or more separate fragments. This happens under the absence of lateral stresses and the material is free to expand. On the other hand, compressive-shear breakage produces finer fragments due to shear stresses. The first mechanism is observed in laboratory tensile and bending strength tests and the second mechanism is observed both in laboratory brittleness tests and in situ blasting operations under dynamic impact forces. The friability of rocks and ores can be determined by a brittleness test. A test apparatus to determine the friability value has been designed to suit limestone strength characteristics used in cement production. The friability and stored strain energy values of barite, marble, limestone and bauxite have been determined and compared with the corresponding Bond work index (Wi) and grindability index (G) of these materials. The physico-mechanical properties of the tested materials have also been determined to investigate their effect on friability and grinding. The relationships obtained between the indices were in surprisingly good agreement, with high correlations (0.99 and 0.97). The Bond work index and grindability index can therefore be estimated from the friability value, which can be determined more rapidly than the Bond test. But for certain rock types such as andesites the relationships does not hold. Key words: comminution, tensile stress, shear forces, brittleness test, strain energy.

"Sulphuric acid treated with hydrogen peroxide to destroy organic contaminants could conceivably show increased corrosivity toward carbon steel shipping and storage vessels, caused by the persistence of a peroxide residual. This paper describes work performed to determine the effect of 0-200ppm hydrogen peroxide on the corrosion of carbon steel by 93% and 98% sulphuric acid at room temperature (23ºC) and 50ºC.Steel electrodes were exposed to acid containing several peroxide levels (0. 45, iOO and 200 ppm) for up to two weeks. Specimens were removed at intervals and weight loss, open circuit potential, depth of metal loss and residual peroxide concentration recorded.Hydrogen peroxide decomposes considerably over two weeks in iron-contaminated sulphuric acid. initial peroxide concentrations > l00 ppm suppress corrosion, but the effect is lost when concentration decays below about 60 ppm. Sustained peroxide levels in the range below 60 ppm may increase corrosion rates. These phenomena are interpreted by analogy with anodic passivation."

Human-caused global warming has become the environmental cause celebre of the early 21st century. The strong warming alarmist camp currently includes the United Nations, most Western governments, most of the free press, many large corporations (including Enron, before it failed), the major churches, most scientific organisations and a large portion of general public opinion. This phalanx of support notwithstanding there is no scientific consensus as to the danger of human-induced climate change. There is, therefore, a strong conflict between the level of public alarm and its scientific justification. How can this be? In a democracy, the media serve to convey to the public the facts and hypotheses of climate change as provided by individual scientists, governmental and international research agencies, and NGO and other lobby groups. In general, the media have promulgated an alarmist cause for climate change; they have certainly failed to convey the degree of uncertainty that is characteristic of climate science, or a balanced summary of the many essential facts that are relevant to human causation. Climate change is as much a geological as it is a meteorological issue. Natural climate changes, both warmings and coolings, are indeed a societal hazard. We usually deal with geological hazards by providing civil defence authorities and the public with accurate, evidence-based, general information about events like earthquakes, volcanic eruptions, tsunamis and floods, and then by adapting to the effects when a damaging event occurs. As for other major natural disasters, the appropriate preparation for extreme climate events is to mitigate and manage the negative effects when they occur, and especially so for dangerous coolings. Attempting instead to æstop climate changeÆ by reducing human carbon dioxide emissions is a costly exercise of utter futility. Rational climate policies must be based on adaptation to dangerous change as and when it occurs, and irrespective of its sign or causation. The issue now is no longer climate change as such, the reality of which will always be with us. Rather, the issues are, first, the failure of the free press to inform the public about the true facts of human-caused climate change and of the dangers posed by natural climate change. And, second, the vested interests held by many of the groups of warming alarmists. These interests include not only the obvious commercial ones, but also the many scientists and science managers who have discounted or remained silent about the huge uncertainties of the human-caused global warming hypothesis because it suited them to do so. Public opinion will soon demand an explanation as to why experienced editors and hardened investigative journalists, worldwide, have melted before the blowtorch of self-induced guilt, political correctness and special interest expediency that marks the sophisms of global warming alarmists.

For engineering applications, magnesium is usually alloyed with one or more elements which include aluminium, manganese, rare earth metals, lithium, zinc, and zirconium. Under normal environmental conditions, the corrosion resistance of magnesium alloys is comparable or better than that of mild steel. The oxide film thickness on pure magnesium after exposure for only ?10 seconds at ambient temperature is 2.2 ± 0.3 nm. Exposure to humid air or to water leads to the formation of a thick hydrated amorphous film that has an oxidation rate less than 0.01 pm/ y. E-pH diagram and high temperature corrosion are discussed. The pH values between 8.5 and 11.5 correspond to a relatively protective oxide or hydroxide film that is more stable at higher pH. Structural applications of magnesium alloys are limited by creep strength rather than by oxidation. Active and active-passive behaviours of magnesium alloys are discussed. The pilling Bedworth Ratio values of oxide and hydroxide are 0.79 and 1.77 respectively and so the formation of Mg(OH)2 inside the oxide film could lead to the development of cracks. Microbiologically influenced corrosion and rational biodegradation of magnesium alloys are discussed because of their interest for medical care.

In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

In different parts of the world the term epithermal is commonly used for a variety of deposit styles. Using the redox state of the ore-forming fluid (inferred from mineralogy and alteration), the metal assemblage of deposits, and other characteristics, at least five different styles of epithermal deposit can be distinguished. Most of these different deposit styles appear to be related to magmatic fluids, with differences resulting from different compositions of source magmas. The most common style of epithermal deposit (low-sulfidation gold-silver deposits associated with calc-alkaline volcanic rocks) remains the most difficult to explain; the metals in these deposits may be derived by basement leaching without magmatic input, or they may come from magmatic volatiles, with contaminated I-type or S-type magmas as the most likely source.

Some low grade South Australian iron ores were classified on the basis of their physical characteristics. Ores from Mount Christie and Billeroo are coarse grained mixed ores; Mount Christie ore could be concentrated by gravity or dry magnetic separation at 10 mesh, but Billeroo ore needed to be crushed minus 36 mesh. Ores from Razorback Ridge and Wilgena Hill are fine grained mixed ores; ore from Wilgena Hill could be concentrated by flotation, but poor results were obtained on Razorback Ridge ore. Malcolm Creek ore is non-magnetic and crystalline, and can be concentrated by flotation, but the deposit is small. Ores from Grants Quarries and Peeralilla Hill are nonmagnetic and earthy and could not be satisfactorily concentrated.INTRODUCTIONThe Geological Survey of South Australia has for several years been undertaking a systematic study of the iron ore resources of the State (excluding the Middleback Ranges) in relation to their geology, reserves, and beneficiation. As part of the latter phase of the investigation samples of the ores have been submitted to The Australian Mineral Development Laboratories (AMDL), and it was the study of these samples which provided the material for this paper.The mineragraphic and metallurgical work was undertaken by several officers of AMDL and the results are contained in unpublished reports submitted to the South Australian Department of Mines. Field data published here was obtained from unpublished reports by G. F. Whitten, Senior Geologist, Iron Exploration, of the Geological Survey of South Australia.

Exposure to mineral aerosol is an occupational health hazard in mining and mineral processing industries because of the risk of developing pneumoconiosis. Agricola (1556) described this hazard for metal mining in Carpathia. He described shortness of breath and consumption, conditions that are now associated with asthma and emphysema. By the end of the nineteenth century, several respiratory diseases were known to affect miners, including silicosis and coal workers' pneumoconiosis (Fletcher, 1948; Seaton et al., 1981). For example, silicosis, not tuberculosis, was clearly recognized as the hazard in the Vermont granite quarries and stone-cutting sheds (McFarland, 1927). The Gauly Bridge Tunnel disaster in the mid-1930s caused the deaths of an estimated 700 workers by acute silicosis and focused the nation's attention on this disease (Cherniack, 1986). By the mid-twentieth century, it was clear that risk of simple pneumoconiosis is associated with a miner's cumulative exposure to mine aerosol in the respirable size range and that prevention lies in reducing that exposure through regulation (Seaton, 1986). In the United States, regulation of mine worker exposure to airborne mine dust is the responsibility of the Mine Safety and Health Administration (MSHA) in the U.S. Department of Labor. The key legislation relating to improved mine worker health was the Federal Coal Mine Health and Safety Act, enacted in 1969 (U.S. Congress, 1969) and subsequently amended as the Federal Mine Safety and Health Act of 1977 (U.S. Congress, 1977). MSHA receives technical assistance from the National Institute for Occupational Safety and Health (NIOSH). NIOSH also provides recommended exposure limits (RELs) for contaminants to MSHA. MSHA's regulation of mines includes the establishment of a dust standard administratively based on the these RELs. Some mine operators must submit a dust control plan designed to meet the dust standard. Periodic mine inspections determine if mines are com- plying with both the dust standard and the dust control plans (MSHA, 1991). The most common dust measurements are those for respirable dust (according to the definition given in Fig. 26-7), that is, the fraction of aerosol particles able to reach the gas exchange region of the lungs. The other health-related size fractions (inhalable and thoracic-see Fig. 25-1, and "total" dust) are also occasionally measured. A "total" dust measurement is defined by the common practice of the last 30 years or so, using 25 mm or 37mm plastic cassettes (e.g., from PAL, MIL, SKC ). The types of mines have been categorized

The size distribution of the muck for various grooves was determined through sieve analysis. A statistical search showed that Weibull distribution describes the size distribution better than other available functions. Results indicate that fineness modulus, chip population, and dimension of the largest chip can be used as indicators of cutting efficiency. The results correlate with those obtained from the boring machines and other lab experiments. Evidence of metallogenic activity in an area dominated by Upper Precambrian and Palaeozoic metasediments was partially explained in the 1980s when drilling and a geophysical survey detected hidden intrusions, but questions remained to be answered about the nature of the fluids. Sb mineralisation at El Juncalon vein-type deposit was selected for geological, geochemical and fluid inclusion studies as a model with a relatively simple quartz-stibnite-pyrite paragenesis. Many of the characteristics were those of Chinese-type vein Sb deposits, which can be regarded as atypical of the epithermal type as they are hosted by clastic rocks
