An absorption-desorption model of particle reactivity was employed to describe the observed relationship between two apparently diverse phenomena which have been the subject of considerable study at the U.S. Bureau of Mines: (1) coal-rock dust reflectance and (2) coal-rock dust explosibility. The model accounts for heterogeneities in particle-size and material properties; however, in the present report, only particle-size distribution is considered. A mean particle-size parameter, appropriate to the explosion extinction process, is derived, and then taken as appropriate to describing optical reflectance. The derived form-to-function relationships for the two processes, when compared with experimental data, suggest that a problem exists with previously derived theory relating optical reflectance to rock dust concentration. A reexamination of that theory leads to a new theoretical expression, changed by a factor of 2, for the variation of rock dust concentration with reflectance which is in quite good agreement with experimental results. The current work offers justification for measuring and establishing rock dust requirements for specific coal dust size distribution(s) found in the mine-distributions that undoubtedly depend on the mining method and the type of coalbed.

The Chairman declared the meeting open and, on behalf of the Branch, thanked the President for coming from Johannesburg to attend. MINUTES OF THE PREVIOUSGENERALMEETING As the Minutes of the General Meeting held on June 18, 1969 had not yet been published in the Journal, the Chairman moved that their adoption and the discussion thereof be deferred to the next General Meeting. This motion was adopted unanimously. CHAIRMAN'S ANNUAL REPORT 1968/69 At Mr Kirchner's request, Mr. R. C. J. Goode took the Chair during the presentation of the Chairman's Annual Report. (This report was published in the August 1969 issue of the Journal.) OFFICE BEARERS AND COMMITTEE MEMBERS FOR THE YEAR 1969/70 The Chairman announced that the outgoing Committee had elected the following office bearers for the coming year: Chairman: N. A. Honnet; Vice-Chairman: J. N. Saunders; Immediate Past Chairman: J. G. Kirchner. The Chairman then read a letter from the scrutineers reporting that the following had been elected to the Committee: M. S. Grobler, W. R. Lawrie, L. O. W. Leimer, A. T. Lewis, R. S. Pearson, T. Zadkin. The Chairman thanked the scrutineers for their services, and congratulated Messrs Lawrie, Leimer and Zadkin on their re-election and Messrs Grobler, Lewis and Pearson on their election to the Committee. The Chairman announced that he had heard, with regret, that Mr. T. Zadkin would be leaving the O.F.S. at the end of August, 1969. Mr Zadkin had served on the Committee continuously since the inception of the O.F.S. Branch and records showed that he had only failed to attend three General Meetings in over nine years. The Chairman expressed the gratitude of the Branch for Mr Zadkin's invaluable services to the Institute, congratulated him on his well earned promotion and wished him well in his new position. INDUCTION OF CHAIRMAN The Chairman introduced Mr N. A. Honnet to the meeting by briefly outlining his past career and, after congratulating him on his election, called upon him to take the Chair. In congratulating the out-going Chairman on a very successful term of office, Mr Honnet said that due to the absence of many Committee Members for a large portion of the year Mr Kirchner had carried a heavy burden, and he moved a vote of thanks and appreciation for Mr Kirchner's efforts. This was carried unanimously. GENERAL BUSINESS There were no points raised under this heading. MINING AND METALLURGICAL CONGRESS The Chairman called on Mr W. R. Lawrie to give his talk on aspects of the Mining and Metallurgical Congress recently held in Britain. This presentation was illustrated with photographic slides and proved of great interest to Members. Mr D. D. Waterman proposed a vote of thanks to Mr Lawrie and the Chairman then asked Mr R. C. J. Goode to contribute to Mr Lawrie's address. Mr Goode thanked Mr Kirchner for his efforts during his very successful term of office and congratulated the in-coming Chairman and Vice-Chairman on their election. He then gave a brief talk on aspects of the Congress not dealt with in Mr Lawrie's address. These included the industry's requirements of graduates, the necessity of their rapid advancement and the desirability of sending such young men to attend future Congresses. Mr Goode announced that two symposiums will be sponsored by the Institute next year, one on Tunnelling and the other on Open Cast Workings.

"Blasting is a principal step in the surface mining process for breaking and, in the case of overburdencasting, moving rocks and minerals. As many surface mines are coming to the end of theiroperational life, blasting can once again play an important role through the earthmoving operationsrequired to rehabilitate the minesite. Since blasting is such an energetic and destructive process, itis difficult initially to envisage its use in rehabilitation. However, blasting has found applications inmany civil engineering projects aimed at rehabilitation, including well digging, channelling and soilcompaction. For surface mine rehabilitation, the main purpose of earthmoving operations is toproduce a stable landfonn that will sustain revegetation. In particular, blasting can be applied toreducing the slope of steep walls left by quarrying and open pit mining through a modified form ofthe overburden casting technique. Blasting can also be applied to breaking up pit floors andbenches to speed and improve revegetation of these areas (subsoiling)."

Approximately half of all the fuel energy used in the United States is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal/and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

This paper, which describes the milling practice at the Britannia concentrator, Britannia Beach, B. C., is one of a series being prepared by the Bureau of Mines. The concentrator treats copper ore at the present rate of 6,000 to 7,000 tons of dry ore daily and produces copper concentrate and pyrite concentrate by selective flotation methods. The copper concentrate is smelted and the pyrite product is utilized for acid manufacture.

Evidence of hydrothermal activity on two Mid-Atlantic Ridge oceanic core complexes (OCCs), at 13º30’N (the Semyenov 1 through 5 fields) and 13º20’N (the Irinovskoe field) (Fig. 1) were studied using CTD casts, dredges, TV-grabs and SP surveys during previous research cruises to these sites (Cherkashev et al., 2013, McLeod et al., 2009). In late 2013, the Semyenov and Irinovskoe fields were revisited, this time with an autonomous underwater vehicle (AUV) and a remotely-operated vehicle (ROV) during the ODEMAR (Oceanic Detachments at the Mid-Atlantic Ridge) cruise on the French research vessel "Pourqoui Pas ?". Here we present the first visual surveys and direct sampling of these vent sites. High-resolution (~2 m) bathymetry of the 13º30’N and 13º20’N OCCs and their associated vent fields was collected during 4 and 5 AUV dives, respectively, using the GEOMAR AUV "ABYSS" (Fig. 1). These surveys were flown between 70 m and 100 m above the seafloor, typically at a constant height to reduce vehicle movement. The AUV was equipped with Eh, turbidity, and temperature sensors in order to detect active hydrothermal venting. Over twenty ROV dives with the ROV "VICTOR 6000" allowed for the visual exploration of the OCCs and collection of 59 hydrothermal rock samples from the vent fields. As a result of these exploration activities, the first robust estimates of the size of the deposits, and the geologic controls on sulfide accumulation at these sites can be determined.

"INTRODUCTIONIn partnership with California Department of Transportation (Caltrans), Federal Highway Administration (FHWA), and with support from International Association of Foundation Drilling (ADSC), Deep Foundations Institute (DFI) organized a workshop on quality assurance (QA) practices for acceptance of post-grouted drilled shafts in conjunction with DFI’s 40th Annual Conference on Deep Foundations. The 1½-day workshop was held on October 15-16, 2015 at the Oakland Marriott City Center in Oakland, CA.Post-grouting, in the context of this workshop and report, refers to the alternative design and construction of base-grouted drilled shafts wherein a grout distribution system is installed during construction and used to grout the base under pressure after the drilled shaft concrete has gained adequate strength, resulting in a stiffer axial-compression load-displacement relationship and additional possible ground improvement effects. The primary goals of the workshop were to•?Identify and summarize the state of the practice for design, construction, inspection, verification, acceptance criteria, reliability and performance of post-grouting.•?Identify gaps and needs in quality assurance that should be addressed for successful use of post-grouting.This report is structured to follow the workshop program: workshop presentations outlined the state of practice and views from owners, engineers and contractors on acceptance of post grouting methods for drilled shafts; and subsequent workshop discussions attended by a small invited group of participants focused on identifying areas of agreement and disagreement on post-grouting best practices, acceptance criteria, design and verification procedures, and inspection requirements. A partial list of attendees of the open and closed sessions is provided as Appendix A, and copies of presentations are included as Appendix B.FHWA and Caltrans are the primary audiences for this report, and its content will be used to develop a roadmap for deploying the findings into policy and practice. The secondary audience is the broader industry group, and the report content will be disseminated in a variety of formats."

Exxon Minerals Company, a division of Exxon Corporation, has been exploring for base metal deposits in the Precambrian volcanic rocks in northern Wisconsin since 1970. Aerial electromagnetic surveys of the area, conducted in 1974, reported an anomaly, near Crandon, in Forest County. In the summer of 1975, the first diamond drill entered the anomaly, representing the 25th prospect Exxon had drilled in Wisconsin. This first hole revealed significant mineralization containing zinc and copper. Subsequent drilling confirmed the discovery of a sizeable zinc-copper massive sulfide are body. 1.1.2 Location The deposit is located in northeastern Wisconsin within a topographical high called the Northern Highlands region. The deposit lies about 5 miles directly south of Crandon and about 2 miles east of State Highway 55 on Sand Lake Road (see fig. 1). Other local communities include Rhinelander 28 miles west, Antigo 45 miles south, and Iron River and Iron Mountain, in Michigan, 75 and 44 miles east and north of Crandon respectively. In relation to the lakes and streams, the deposit lies 0.25 miles north of Little Sand Lake, and about 1 mile south of Swamp Creek.

This Bureau of Mines report describes the unit cost procedure for estimating direct development costs within a cave block in an undercut block caving mine. Costs of supervision, labor, equipment, and supplies are combined to build a unit cost for each type and size of mine development opening in the block. These costs are then combined to estimate the direct cost for developing a ton of ore. Operating data from several domestic metal mines are combined with a hypothetical mining system to illustrate the costing procedure.

TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. J., summarized and reviewed the available statistics of fatalities in metalliferous mining in the United States. Mr. Hoffman's report was published in the Engineering and Mining

The Special Committee for Iron and Steel was formed by the OECD to study trends and problems in the steel industries of member countries. The paper begins with a summary on the Organization, including an historical sketch, its structure, member-ship and objectives. The steel industry of the entire OECD is briefly described before proceeding to a more detailed discussion of various aspects of the steel industries of European OECD members, emphasizing practices and conditions that differ from those in North America. Controlling unwanted ground movement is critical in mining as well as many other highly hazardous environments, such as construction and tunnelling. Sharing knowledge about effective hazard management is paramount to improving health and safety and operational outcomes across industries, and some industry sectors have embraced this openness as part of the way that they do business. In 2010, the Australian Coal Association Research Program funded the RISKGATE project to build a body of knowledge for managing a broad range of hazards across mine sites, lease areas and mine infrastructure within a mine-life or product life cycle perspective (eg from exploration through to decommissioning, or design through to operation). The RISKGATE body of knowledge was assembled from Australian coal industry experts through a semi-structured bowtie analysis-based action research workshop cycle. By capturing operational knowledge from industry experts, RISKGATE serves to provide a cumulative corporate memory at a time of high personnel turnover in the coal industry.This paper presents an overview of RISKGATE topics within the geological and geotechnical domain (strata underground, ground control open cut, outburst, coal bumps and bursts, tailings dams and inrush) with a summary of individual topic structures, as well as showing the contrasts and inter-relationships between these ground management topics. The Bureau of Mines has devised and demonstrated a process for recovering Ni and Co from low-grade domestic laterites. The process consists of four major steps: (1) reduction roast, (2) ammoniacal leach, (3) solvent extraction, and (4) electrowinning. Several solid-liquid separation steps are required that affect the economics of the overall pro-cess. In this study, two techniques for solid-liquid separation, centrifugation and thickening, were investigated. This report presents the results of (1) laboratory and pilot plant studies to determine parameters for sizing centrifuges and thickeners and (2) an economic study of the two techniques, based on the requirements of a commercial-size (5,OOO-tpd) laterite processing plant. Sizing and other equipment-related recommendations, based on data from the Bureau's studies, were obtained from commercial manufacturers. The costs of thickening and centrifugation, including all the unit operations affected, were determined by the Bureau's process evaluation group. The total operating costs ~or separation using the two techniques (including depreciation on the capital cost of equipment) were found to be quite close: $17.26 per ton of laterite for centrifugation and $18.15 per ton of laterite for thickening. For centrifugal separation, the greatest cost was found to be the initial capital cost for the separation equipment; using thickeners, the greatest cost was for re-agent recovery.

In 1960, the Secretary of the Interior, acting under the provisions of Public Law 454, 80th Congress, appointed a Lignite Advisory Committee to aid in programming research on coal (lignite) of the north-central area. The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. [Introduction The critical surface tension of wetting of hydrophobic materials has been investigated extensively by Zisman et al. (1973) and relates the spreading of a liquid on a solid to the surface tension of this liquid. Thus, the Zisman ap¬proach shows that a plot of Cos 0 versus ?LV where, 0 is the contact angle and ?LV is the surface tension of that liquid in contact with its own vapor at equilibrium, produces a straight line which can be extrapolated to Cos 0 = 1. The intercept corresponds to a given ?LV, termed the critical surface tension of wetting. In instances, however, Cos 0 - ?LV plots show deviations from linearity. Alternative approaches have also included the plotting of adhesion tension (YLV COs 0) versus ?LV that can be interpreted in terms of critical surface tension data (Lucassen-Reynders, 1963). It has, on the other hand, been customary to correlate contact angle (0) with flotation data, although it is recognized that surface inhomogeneities and related contact angle hysteresis limit the interpretations pertaining to solid surface structures purely based on contact angle measurements. It is nonetheless true that 0 = 0, when the liquid is water, corresponds to a hydrophilic solid. Determination of ?c by contact angle measurements in conformity with the Zisman approach can encounter experimental difficulties, especially when solids are in a powder form. Following the reasoning that 0 = 0 corresponds to the hydrophilic state of a solid, froth flotation experiments can be expected to produce critical surface tension of wetting values for powders. The technique that consists of plotting recovery (% R) versus YLV data and extrapolating the linear part of the curve to % R = 0, has been described elsewhere (Yarar and Kaoma, 1984). This paper describes some of the results obtained by the extrapolation technique mentioned above, using various sulfide minerals. Experimental Materials Molybdenite (MoS2), sphalerite (ZnS), chalcopyrite (CuFeS2), chalcocite (Cu2S), and galena (PbS) were handsorted from massive samples and ground by mortar and pestle, and the -147 Fan fraction used in experiments; sulfur (S) was a C.P. Fisher Scientific Co. product. Method One gram powder samples were conditioned for three minutes in methanol-water solutions of predetermined surface tension values and the percents recovered by flotation using a Partridge-Smith Cell (Partridge and Smith, 1972), were plotted against each ?LV value. Results and Discussion The percent recovery versus ?LV for two naturally hydrophobic solids, i.e., natural molybdenite, MoS2 and sulfur are given in Fig. 1 where it is seen that ?c for sulfur is obtained as 31.5 mNm-1 whereas for MoS2, it is 26 mNm-1. Figure 1 also shows that the new flotation technique described, for estimating ?c is in good agreement with the Zisman method. Curves obtained by the same method for the minerals Cu2S, PbS, and ZnS are given in Fig. 2, where it is seen that for Cu2S, ZnS, and PbS, the extrapolation to % R = 0 produces ?c values of 36, 39, and 49 mNm-1, respectively. CuFeS2, on the other hand, gives a curve that does not permit such an extrapolation to obtain a ?c value with certainty. Nonetheless, treatment of the powder with 8.95 X 10-5 molar Na2S solution followed by washing with distilled water prior to flotation effects the curves as shown in the insert of Fig. 2. The type of curves given in Fig. 1 appear to be typical of hydrophobic solids as can also be observed in Fig. 3. The composition of solid and minute quantities of inclusions seem to play an important role as regards the surface properties of solids as reflected by the slope of the linear part of the % R - ?LV plot and thus the value of ?c obtained by this technique. The Fifth International Heavy Minerals Conference (HMC) was held Oct. 16-19, 2005, at the Marriott Sawgrass Resort in Ponte Vedra, FL. With SME as sponsor, the 2005 conference marked the first time that the HMC was held in North America. The conference is held every two years and provides an important forum for professionals in the heavy minerals and related industries to meet and discuss issues related to heavy mineral exploration, mining, processing and marketing. Previous locations included Australia and South Africa. The conference consisted of technical presentations, field trips to heavy mineral operations, a trade show and social activities. It was appropriate that Ponte Vedra was selected as the location for the conference. Ponte Vedra, located on the Atlantic Coast 17 km (10 miles) southeast of Jacksonville, FL, is the birthplace of heavy minerals mining in North America. Ponte Vedra beaches were mined from 1916 to 1929 in what was then called Mineral City. Though Ponte Vedra is now a golf and beach resort, there are still four heavy mineral mines operating within an hour’s drive. Today the Ponte Vedra Country Club and Golf Course is situated in the center of the former mining site.

This report describes a microcomputer-based instrumentation system for structural monitoring of the circular, concrete-lined Silver Shaft in northern Idaho, The 1-ft-thick concrete lining and surrounding rock mass were instrumented with a total of 12 multiple-point borehole extensometers, 16 pressure cells, 22 concrete embedment strain gauges, and 12 thermistors. The instruments were distributed among four test sites and installed immediately above the shaft bottom during sinking at the 2,414, 4,063, 5,191, and 5,955 levels. Limited access to the instruments prompted the development of a microcomputer-based remote data acquisition system that could be operated from the surface. The system scanned the instruments on a programmed schedule, printed out reduced data, and stored the data for plotting and recall. Data acquisition from off-site and uploading of data to mainframe computers were accomplished by the addition of modems to the basic system. The system is suitable for use in monitoring the structural behavior of any deep mine opening, especially in harsh operating environments and where access is limited.

"One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."
