The proposed classification scheme is based on two primary parameters, one for petrographic composition and the other for rank, both being determined with microscopic techniques. The scheme has been applied to a wide range of Australian coals and found to provide a useful means of relating their inherent properties to properties such as volatile-matter yield, crucible swelling number, and calorific value, which will determine how these coals might be used commercially.

While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

Within the first full year of BarrickÆs Cowal Gold Mine operation, the Lake Cowal Foundation Limited (LCF) has already been delivering results consistent with its goal to protect and enhance the natural environment of Lake Cowal and its catchment area. The LCF is a non-profit Environmental Trust established in June 2000 in conjunction with the development consent process for the construction of BarrickÆs Cowal Gold Mine. Its primary goal is to protect and enhance Lake Cowal, a nationally significant ephemeral wetland located 350 km west of Sydney, New South Wales, Australia. Significant concentrations of water birds visit the lake and the Australian Heritage Commission listed Lake Cowal on the Register of the National Estate in 1992. The LCF is managed by a Board of Directors from representative member organisations including the Total Environment Centre, National Parks Association, Nature Conservation Council and Barrick Australia Limited. Although largely funded by Barrick, the Foundation also attracts external funding and works in partnership with a diverse range of other groups and organisations, beyond the mine fence. The total value of currently approved projects is estimated to be in excess of $7.1 million, which includes æin-kindÆ contributions made by the local community and in particular the Lachlan Catchment Management Authority (LCMA) and local farmers. To date, LCF has been involved with the development and implementation of 30 projects with a total of 34 project partners. LCF has worked with over 60 landholders to improve Lake Cowal and its catchment, with 6180 ha of land now being managed for conservation or sustainable farming in the local area. Many landholders have been, or are involved in property planning or participating in other training opportunities. Sustainability of LCF programs and outcomes will be assured by commitments to projects within four key themes: conservation, research and research support, sustainable farming and community education and training. The LCF works independently from the mining company and has no responsibility for the environmental management within the mining lease. It is about capitalising resources generated by the mine to enhance environmental outcomes in the wider Lake Cowal catchment area by working collaboratively with the local community, industry and government authorities to ensure the long-term protection of a unique wetland ecosystem affected by landscape scale degradation.

Recent lignite investigations indicate their potential as a strategic long-term fuel resource. This potential however would be determined not only by lignite quantity and quality, but also by economic, physical and social resources required to support it. The following discussion uses the example of a typical lignite mining operation to review the major resource requirements. While recognising that the implications of supplying those resources may be as important as their actual existence, this paper has purposely omitted such discussion as this will be one of the main target areas for the next phase of investigations.

UNDER a contract relating to the sale of a Broken Hill concentrate, the differentiation between granular and slime concentrate is determined by the proportion of the material which will pass a 200-mesh (I.M.M. standard) screen, and this has led to considerable attention being devoted to the question of laboratory sizing tests with screens of this order.It was found that many of the screens turned out by the makers during the war, and also since its termination, did not conform with the I.M.M. specifications as closely as some supplied in pre-war days. A perfect screen is hardly to be expected, but when the above contract was framed the parties anticipated that, by special care being taken during manufacture, a screen at least as good as the best pre-war screens would be available. This, however, has not proved to be the case, and the large irregularities in screens recently supplied render them useless for sizing determinations under the contract. Future metal prices play a direct role in both the economic evaluation and short to medium planning of a mine scheduling sequence. It is difficult to predict with accuracy the future price of volatile metal commodities, however, it is possible to fix some future metal price, outside of long term contracts by the selling of futures contracts through a commodities exchange. The futures contract represents a fixed amount of a specified quality of a commodity for future delivery at a predetermined price. Several different types of hedging are possible, one in particular which is best suited for mining companies. There are relative advantages and disadvantages when trading in futures contracts and particular reference is made to gold contracts on the Sydney Futures Exchange.

The extent of regional stratigraphic and structural geological mapping so far carried out in Australia is likely to be greatly overestimated by uncritical inspection of the latest authoritative geological map of the continent-that so ably compiled by the late Sir'T. W. Edgeworth David. Vast areas geologically coloured on this map are in fact known only from the most meagre field data, some of Which even include observations of distant views from which the so-called "geology" has been indicated in' reconnaissance reports.This applies to large areas in Cape York Peninsula; the plateau of Arnhem Land, and its margins except on the west where the Pine Creek mineral belt is better known; to the Desert Basin of Western Australia, practically the whole of the western half of the Northern Territory, much of east-central Western Australia, and northwestern New South Wales. Other vast areas are, more happily perhaps, left blank. It is true that prospecting parties have, at various times and with varying degrees of thoroughness, traversedparts of these little-known regions, often, however, in the search for gold or the.more obvious types of metalliferous mineral deposits and, furthermore, too often without leaving any written account of their examination, or with very sketchy details supplied. Unpublished geological surveys also cover some parts of these regions, but, on the whole, the picture we can draw of the regional deployment of rock masses in Australia is far less full than even David's map, with its obvious blanks, presents to us.Lest the practical mineral seeker among us should be inclined to place too much reliance on the prospecting to which I have referred.as giving him a straight hint of what country to keep out of, we may point to the recent discovery of a major sedimentary basin in the east KimberllilYs on which Dr. Teichert will have more to say. And that there are new metalliferous mineral deposits to be foundin parts of these little-known areas no one can doubt, for, after all, new discoveries are made from time to time in areas so well-known as the Victorian gold-fields. I take it then that regional geological mapping is a necessary concomitant of the further development of Australia's mineral resources-but I am not of the school that places it first on the list of priorities, and furthermore I believe that there can be a royal road to regional mapping-an inspired approach based on knowledge already gained and led to fruition by field surveys in key areas, by which there may be obtained a result giving a significantly close approach to actuality with only a fraction of the work that would be required for detailed field surveys on a systematic basis. I believe that a policy of rapid reconnaissance of such a type should be adhered to, especially in view of present deficiencies in numbers of geologists available for all purposes in Australia. The details that must eventually be sought can, I believe, be filled in later as the whole country becomes more developed and amenable to detailed surveys.

The Australian metallurgical processing industry has shown great innovation and progressiveness over the past ten years. During the same period, exploration activity, particularly by Australian companies, has increased substantially in Indonesia. Following feasibility studies, the decision was made to establish a metallurgical laboratory and design facility in Indonesia. An Indonesian partner was selected, and legal and corporate matters were determined. The laboratory was established but proved far more difficult than a similar undertaking in Australia. Australian and Indonesian staff were recruited and training programs, including training of Indonesian staff in Australia, were implemented. Difficulties of operating in Indonesia included: ò language difficulties ò _ local pace of life ò culture ò communications. Rewards of the decision to establish the means to present the technology to Indonesia have included: ò a contribution to Australia's export of technology. ò an opportunity to expand Normet's client base. ò the opportunity to learn aspects of a foreign culture. ò the means to establish a sound long term investment. This export of technology from the Australian mining industry to Indonesia is an example of the initiatives and capabilities shown by the Australian mining service industry.

MetPlant conferences have focused on ensuring mining projects are well designed then optimised to operate safely and effectively at the top end of world’s best practice to ensure shareholders are not just happy but delighted. This assumes the MetPlant was built right the first time. However, reality is, too often Plant Metallurgists (PlantMets) find after commissioning they are faced with the expensive task of correcting errors or modifying shortcomings to achieve product quality at name-plate capacity, i.e. get it right the second time. Why do companies spend good money to engineer an excellent feasibility study then allow “wise men” remote from the project team to impose cuts in budget and schedule, often under the guise of value engineering? Since mining is full of uncertainties, such actions can increase the risks of failure with the result that some MetPlants do not work well. Can PlantMets influence the remote wise men who often are also imposing the rules for lending and the required returns to appreciate the uncertainties of mining and their associated risks then let the project team get it right the first time? PlantMets can negotiate with the wise men from the outset of the project and bring them into an outer layer of the team where they can understand the risks then share responsibility and accountability to achieve the common goal of building a MetPlant which works well the first time and deliver the forecast profits. Since shareholders are not in the business to make losses they appoint a Board of Directors to deliver the best outcomes for the shareholders. Online analysis of metal content can be used to optimise the grade and recovery of a flotation circuit. Compared to conventional laboratory analyses, the benefit of an online analyser is the speed of the measurement, therefore disturbances (eg changes in feed grade and decrease in recovery) can be reacted to in real time by an operator or automatic process control system. In some cases traditional X-ray fluorescence analysers can be applied to silica analysis in iron ore when the SiO2 grades are high enough and have a negative correlation with iron; however, generally a laser-induced breakdown spectroscopy (LIBS) analyser is more suitable for low Z elements.The Outotec Courier 8® analyser is a LIBS based analyser able to measure elements starting from lithium (Z = 3), thus being able to measure impurities; eg silica and aluminium directly in iron ore slurries. Besides online elemental analysis, the analyser can be combined with optical measurements for rapid continuous measurement of each sample line. On the more important mines it is almost essential to have a general plan of the surface. A special feature of this plan should be the indication thereon of a suitable arrangement of contour lines, either wholly over the surface of the property or at parts where may seem most useful. The importance of having these contours marked on the plan will be best appreciated by the engineer, in selecting the best available site for a proposed new plant, in locating a tramway, in connecting the surface with the underground workings to the best advantage, or in solving many similar problems that come within his province. The closer the contours are together vertically the better, the limitation being the trouble and expense of getting them on to the plan. They may range from five to fifty feet apart but a distance of ten feet will be found, in most cases, to be the most useful.In deciding the datum level from which these contours are to be measured, it is best to depart from the ordinary sea level datum, and use instead the highest available point on the property. This datum will be called zero and all levels will be reckoned so many feet below it; thus by a contour marked 160 on the plan, it will be understood that the level of the plane of the contour is 160 feet below the highest available point on the property. This system of measuring levels downward is readily suggested from measuring the depths of shafts from the brace or of excavations from the original surface.

Greywackes of the greater Auckland Region (Brynderwyn Hills to Hamilton), when considered on a regional scale, have characteristic ranges of physical, mineralogical and other properties. Some properties (eg density, porosity, crushing resistance, clay index) generally cluster and correlate with the basement greywacke facies, regions and terranes recognised by geologists, and their diagenetic/metamorphic level. Other local factors, particularly variations in mineralogical composition, nature of matrix cement, grain size, and degree of weathering may produce aberrant properties. Some of these local variations, when extreme, have the potential to affect the aggregateÆs performance in roading or the concrete industries.   Smectite and the zeolite laumontite are the major deleterious minerals occurring in fresh greywacke rocks of the Auckland region, although weathered rocks may contain halloysite, an expanding member of the kaolin clay mineral group. These minerals, when found in abnormally high levels in greywackes cause expansion effects in the aggregate. Currently there are inconsistencies in the detailed correlation of shrinkage, clay index, clay mineral content and intrinsic expansion data that need further research to resolve them.

At Sams Creek a gold-bearing, peralkaline granite pophyry dike intrudes Ordovician-Silurian metapelite and quartzite. These metasedimentary rocks have undergone three phases of folding: a first phase of recumbent folds (F1), a second phase (F2) of northerly-trending inclined folds with a prominent crenulation cleavage, and a third phase (F3) of steeply plunging folds. The granite porphyry dike has a thickness of up to 40 m and intrudes thin lamprophyre dikes along its contacts. Deflection of the crenulation cleavage around the granite dike, shearing within the dike and its sinuous outcrop pattern indicate that the granite dike has been deformed during F2 and F3. The granite has been hydrothermally altered, with a first stage of magnetite-ankerite alteration. This first stage is cut by a second stage of quartz-pyrite veins and a third stage of sulphide, quartz and ankerite veins, accompanied by pervasive silicification represented by quartz-perthite-albite-rutile¦pyrite-ankerite-sericite assemblages. Lamprophyre is altered to an ankerite-chlorite-sericite assemblage. The sulphide veins are composed of arsenopyrite + pyrite ¦ gold ¦ galena ¦ sphalerite ¦ chalcopyrite ¦ pyrrhotite. The altered granite and the veins have been deformed and recrystallised. The competent sulphide minerals pyrite and arsenopyrite are fractured and brecciated, with fractures locally filled by galena, a ductile sulphide mineral. Vein quartz shows local cataclastic and mortar textures and develops pressure shadows around arsenopyrite. Alteration and mineralisation are confined to the granite porphyry and adjacent lamprophyre. These features together with the style of veining and the sulphide mineralogy indicate that the mineralisation was formed from a magmatichydrothermal fluid that was sourced from the granite. Oxygen, carbon and sulphur isotope values of the vein minerals (quartz, ankerite and sulphides) are also consistent with a magmatic source.

Soon after the Rosebery concentrator commenced operations in 1936, an investigation was begun in an attempt to discover a substitute for cyanide in lead flotation. Cyanide is an excellent depressant for zinc and iron, but it also powerfully depresses the copper, silver and gold bearing minerals present in Rosebery ore, thus allowing them to pass through to the zinc concentrate or final residue where they are of little or no value.The investigation was not entirely successful, but it did indicate that sodium bisulphite or sodium sulphite could be used as a depressant for zinc without depressing the copper, silver and gold bearing minerals. The sulphites were, however, much inferior to cyanide as apyrite depressant.At about this time, I. W. Wark, using the captive bubble technique, had shown that, at the concentrations normally used, sodium aerofloat is not a promoter for pyrite or galena in alkaline solutions (see his book "Principles of Flotation", p. 188). Some preliminary tests on the production of a copper concentrate from Rosebery ore were therefore carried out using sodium sulphite as depressant and sodium aerofloat as promoter.The results of this work were promising but, since Rosebery ore usually carries only about 0·5% copper, there did not seem to be much incentive to carry the work further.
