"Effective January 1, 1990, mines in British Columbia are subject to a new provincial mining tax statute, the Mineral Tax Act. Under this Act, mines are subject to a two-tier tax system, with a minimum tax payable on ""net current proceeds"" and a higher tax paid on net income. For many mines, the present value of tax paid under the new rules should be comparable to the amount paid under the old rules. Earlier cash payments could pose difficulties, particularly for smaller mines, but existing producing mines could benefit in the short-term.IntroductionEffective January 1, 1990, British Columbia has replaced the provincial mining tax regime under the Mineral Resources Tax Act with a new system under the Mineral Tax Act. Mineral production was confined to out-put of cement and gravel. However, exploration was being conducted by the U.S.S.R. and the United Nations Development Program. Development of a domestic limestone deposit and crude oil from an offshore oilfield was underway. Benin's currency remained fixed to the French franc. The gross domestic product (GDP) was $977 million in 1981, the latest year for which information was available. 2 COMMODITY REVIEW Cement.-Construction of a cement plant with 500,000 tons per year capacity neared completion at Pobé. The operator of the plant, using locally produced limestone, was the Societe des Ciments d'Onigbolo, a joint venture between Benin and Nigeria. Nigeria was expected to utilize most of the cement produced. Equipment for the plant included a 1,600-ton-per-day, oil-fired pre-heater.

This paper describes the application of a three-dimensional finite element modelling tool to help assess the stability of a highwall at a Central Queensland mine following the weakening of its base due to highwall mining. With traditional stability assessment techniques, likely failure modes are identified on the basis of previous experience and structural, sedimentological and geomechanical data and a mechanistic analysis of these individual modes is performed. The value of the full three-dimensional model over these traditional techniques is that it provides a coherent approach to assessing highwall stability without the necessity of initially deciding upon the dominant failure mechanism and gives a useful adjunct to the traditional tools. The three-dimensional model assumes the rock mass is made of elasto-plastic blocks, incorporating possible planes of weakness, separated by near horizontal joints. The model includes the relaxation of stresses due to the excavation of the highwall and incorporates estimates of blast damage near the highwall surface

In a high pressure rolls crusher two force components: the pressurising thrust and the rolling force can be measured experimentally. Computer analyses have revealed regular patterns of stress distribution in the confined material between the rollers. Based on the computer analyses and experimental results a one-dimensional comminution model has been developed.

The response of calcite to flotation with saturated fatty acids and alkyl sulfonates of various chain lengths is presented. The amount of collector re-quired for flotation is shown to decrease systemati-cally with increasing carbon content from 8 to 12-carbon atoms per molecule. This systematic flotation response is correlated with the solubilities of the calcium-collector salts, which were established with a nephelometer. The 14-carbon collectors deviate from this systematic behavior, and no flotation is possible with the 16-carbon homologs. As determined by infrared analysis, the mechanism of collector adsorption involves a specific chemical reaction be-tween the collector and the surface. A reaction of the form CaCO3(s)+ 2 RCOO"=*=Ca(RCOO)2(s) + C03= is suggested. The pH of the system is also shown to be a most important parameter as it controls the carbonate, calcium, and collector ion concentrations in solution and thus controls flotation response. The importance of hydrocarbon chain length of collectors was recognized early, and various studies have been made on this aspect of flotation. Wilkinson, ' for example, noted that as the chain length of alkyl xanthates is increased, the amount of collector required for flotation of sphalerite is decreased. The same effect has been shown in the flotation of galena.2 Similar results were obtained when malachite3 and calcite4 were floated with various fatty acids. DeBruyn5 has shown that a similar phenomenon occurs when quartz is floated with amines at constant pH. Recently, Fuerstenau, Healy, and Somasundaran6 correlated this phenomenon with the van der Waals cohesive free energy of association of the hydrocarbon chains. It seems unlikely, however, that chain association could be involved in the sulfide and carbonate systems with the collector additions employed, especially with the short-chain xanthates. Rather, it would seem that the decrease in collector concentration with increase in chain length noted for flotation is related to the solubility of the metal-collector salt. The purpose of this investigation is to verify this premise and also quantify this phenomenon if possible. Calcite was selected for study with both alkyl sulfonates and saturated fatty acids as collectors. EXPERIMENTAL MATERIALS AND METHODS The collectors used in this investigation ranged from 8 through 14 carbon atoms per molecule. The fatty acids had a reported purity of greater than 99%. No true conception of the Park City mining district can be obtained without first giving consideration to the part it has played as a consistent producer of mineral wealth. Its position in this regard is almost unique in the annals of a lead silver camp. For over fifty years it has been a continuous producer of lead and silver and for twenty years it has added to the world's supply of zinc. Few camps with its productive history are so little known to the mining fraternity for the reason that its life has never been punctuated by periods of "boom" which serve to attract general attention, neither has it been the field of operation for promoters who temporarily focus attention upon their scene of action. Its history is one of legitimate mining operations. These were at first carried on by a number of smaller companies. A period of consolidation followed and at the present time the entire production of the camp is in the hands of two major companies and one smaller company. These are flanked by a number of prospecting properties, which are at this time actively engaged in the search for ores and later events will doubtless put some of them in the producing class.

The Yallourn North Extension (YNX) open cut mine ceased mining operations in early 1989. YNX may be used again for coal supply at the discretion of the Coal Corporation Of Victoria (CCV); this has resulted in the need for interim rehabilitation of the site which may last many years, or indeed, permanently.The site has suffered substantial surface erosion over the years with large areas of bare clay and coal batters remaining exposed. The first priority is to reduce the quantity and improve the quality of stormwater runoff from the site. This is best achieved by appropriate revegetation and the use of existing landform depressions as silt trap/wetland areas. Proposed rehabilitation needed to take into account the sensitive fire safety of the open cut and the option to re-open the mine if CCV deems appropriate.The authors detail the factors involved in the rehabilitation proposal and the multi-disciplinary approach to planning including engineers, scientists, a forester, landscape architects and community input. The rehabilitation design included early consideration of land use and ongoing maintenance issues linked to water quality improvement factors including vegetation. Engineering input was required for reshaping and clay covering exposed coal batters and the design of silt traps which will revert to wetlands in future. The integration of each discipline has produced a rehabilitation design pleasing to both the SECV and community alike.

Hazard analysis utilizes interaction mechanisms in combination with geologic, structural and mining conditions to delineate areas of potential damage in seams subject to interaction. Using characterizations of conditions peculiar to multi-seam mining, such as innerburden thickness, geology and structures, initial interaction contour maps can be constructed. Geologic hazard analysis is then carried out on roof, pillar and floor conditions in the affected seam using lower seam rock properties and layout geometries in the overlying seam. Either safety factors or damage ratings can then be developed representing degree of hazard in the lower seam. The final hazard map shows both the aerial extent and magnitude of potential damage from interaction.

The most frequent initiation of coal dust explosion results from the ig- nition of high methane volumes, often at low concentration close to the minimum flammability limit, by a weak ignition source, e.g. frictional sparks. Tests performed in the 400 m underground test gallery of 7.5 m2 cross section indica- ted the following: 1. Methane at 200 m3 volume and con- centration 4.0 - 5.0 % CH4 may initiate the coal dust explosion. 2. Suppression of explosions result- ing from such initiation is very difficult, even when employing triggered, barriers.

THE study of the plastic deformation and recrystallization of metals has been the subject of many investigations. In regard to the simple deformational processes, such as tension and compression, the early knowledge gained from studies of polycrystalline material has been supplemented by many significant researches on the behavior of single crystals. Unfortunately, this has not been true for more complicated deformational processes. As far back as 1927, G. I. Taylor1 wrote: It is impossible in the present state of knowledge to do more than give a possible reason why (face-centered cubic) crystals set themselves with a (110) direction in the plane of rolling, and at right angles to the direction of rolling. The explanation of why the orientation of the crystal axes round the transverse direction is what it is, must be left till the distortion of metals, and particularly single crystals of metals in the process of rolling, has been studied in greater detail. That this gap in the systematic study of deformation and recrystalliza-tion has not yet been filled was indicated by C. H. Samans,2 who wrote in 1934 that "only four investigations upon cold-rolled single crystals of any of the face-centered cubic metals have been reported in the literature." Of these four studies, only those of S. Tanaka3 and T. Sakao,4 both of whom worked with aluminum crystals, had quantitative significance. The other two, carried out by F. Wever5 and W. G. Burgers,6 were of a. qualitative nature. It is our hope that the present investigation may contribute some-thing to the knowledge necessary for a rationalization of the origin of rolling textures in terms of the known behavior of single crystals, and may add pertinent information concerning the recrystallization characteristics of deformed single crystals.

THE completion of the Linda incline man and supply haft at the Mount Morgan Gold Mining Oompany's mine led to an investigation of the various safety gears in general use in mining shafts. One of these gears completely fulfilled the necessaryconditions. This paper endeavours to give a description of the man car and safety gears now operating in the before mentioned shaft, together with the main considerations leading to their design and sub equent adoption. Fig 1 diagramatically shows a longitudinal section of this shaft.

Arsenic is classified chemically as a metalloid. That is, it has properties intermediate between those of metals and non-metals. Like non-metals, it combines with many metals to form arsenides (eg arsenopyrite FeAsS, niccolite NiAs, sperrylite PtAs2), but like metals it forms sulphides and oxides (eg realgar AsS, arsenolite As203). Arsenic is distributed widely in the Earth's crust at an average concentration of 1.5 mg/kg and is present in more than 150 minerals.

(written discussion ?).-The effect of reducing gases on hot solid copper has been known for many years in the copper industry, and precautions taken to guard against it in the general practice in copper heating and annealing. In view of the statement that Bengough and Hill, in 1910, were the first to suggest the possibility of the formation of gas within the copper itself, it is interesting to note that in Harper's Magazine for April, 1904, an article, "Life and Diseases of Metals," by Professor Heyn, illustrated the effect of reducing gases on copper by a photograph, which is shown in Fig. 1. This he entitled "Copper burst asunder by disease." After referring to the effect of hydrogen on steel, he makes the following remark: "Similar symptoms of poisoning, caused by hydrogen or gases containing hydrogen (as gas for lighting purposes), are apparent in copper when exposed to red heat. Not every kind of .copper is susceptible to this poisoning in equal degree. Copper per-fectly free of cuprous oxide is entirely exempt from poisoning. Most of the various coppers of commerce, however, contain cuprous oxide, formed during the smelting process while exposed to atmospheric influences. In such coppers, containing cuprous oxide, hydrogen causes a terrible disease on the copper being heated red hot. The copper bursts asunder and is permeated by cracks. This disease is practically incurable and can be eradicated by resmelting only. The results work destructively according to the amount of cuprous oxide contained in the copper." It must have been evident to Professor Heyn, as it was to us on reading this article, that the bursting asunder of the copper was clue to the formation of steam. Practical copper heaters have known for many years that it was quite possible to produce blisters, or large gas holes, in the interior of copper plates or bars by heating to a high temperature in reducing gases. These facts, of course, do not detract from the value of the study of the action of hydrogen gas that has been made by Mr. Pilling, but simply illustrate that the practical effect of reducing gases on furnace-refined copper has long been a troublesome factor in the heating or annealing of that metal.

The prediction of rock properties from indirect testing methods is important, particularly for preliminary investigations since indirect tests are easier and cheaper than the direct tests. In this study, we investigate the predictability of the uniaxial compressive strength (UCS) and Brazilian tensile strength (BTS) of rocks from the indentation hardness index (IHI) obtained using point load apparatus. Forty-six different rock types, 14 of which were igneous, 15 were metamorphic, and 17 were sedimentary were tested in the laboratory. The UCS and BTS values were correlated with the corresponding IHI values and the results were statistically analysed. The influence of rock classes on the relationships was also investigated. A strong correlation between UCS and IHI was found for all data. The correlation between BTS and IHI is not as strong as the correlation between UCS and IHI. However, it is in the acceptable limits. When the regression analyses were repeated for igneous, metamorphic, and sedimentary rocks, the correlation coefficients were generally increased. The results show the UCS and BTS can be estimated from IHI. In addition, the effect of rock classes on the relationships between IHI and both UCS and BTS is important.

Revised throughput rates, as a result of current mining methods and tight controls on mine dilution, have dictated a change in metallurgical philosophy at Renison Limited. Emphasis on throughput capacity increases has altered to a reduction in circuit complexity and operating costs. Extensive surveys of the gravity and cassiterite flotation circuits led to several plant modifications between August 1989 and March 1990. The coarse and fine gravity retreatment roughing tables were by-passed, the coarse gravity retreatment roughing tables were re-commissioned, the cassiterite flotation rougher capacity expanded and the gravity regrind cyclones re-configured.

INTRODUCTION The economic structures of industrialized countries require a continuous supply of reasonably priced and appropriately processed nonfuel minerals. As a result, national policy makers are sensitive to real or perceived threats to the effective operation of these commodity markets. Their most persistent concerns can be subsumed into the related political economy issues of supply availability and marketplace stability. These concerns are not new. For over a century the "global struggle" for mineral resources has influenced national policies and international relations (Eckes, 1979). During the past two decades the complexity of these issues, if not their place on national political agendas, has increased. Dramatic changes in the structure of mineral industries and in the nature of international economic relations have redefined policy needs and response options. This paper focuses on how selected OECD countries have responded to nonfuel mineral industry issues over the past twenty-five years. Particular emphasis is placed on the impact these policy decisions have had on the size and location of productive capacity and its utilization rates. The results, perhaps, are not surprising for this group of market- oriented economics. While individual cases of significant impact are easy to identify at various times in most countries, the overall importance of policy decisions has not been great. This is especially true for the past decade when excess capacity reached unusual highs of magnitude and duration. Macroeconomic forces and market structure changes played much more important roles. PERSPECTIVES ON THE ISSUES OECD nations dominate the international nonfuel minerals marketplace as producers, consumers and traders. In 1986, these twenty-four countries accounted for 75 percent of the Western world's export trade value in minerals, ores and metals. They imported 88 percent of the total value. During 1966, the respective percentages were 70 and 94. Japan was the world's largest importer in 1986 followed by the US, FRG, UK and France. The same five countries led the 1966 list except that, then, Japan was ranked fourth. Table 1 ranks the fifteen largest Western exporting nations in the two specified years. It also indicates the growth in current export dollars earned in 1986 compared to 1966.

IN recent years the domain theory of ferromag-netism has been put on a sound experimental and theoretical basis. But its application to one of the most widely used high quality magnetic materials, the cold-rolled grain-oriented 3 pct Si-Fe used in transformer cores, has been rather difficult because of the complexity of the domain structure of the poly crystalline sheet material. This paper presents some experimental data for this material, showing the relation between plastic and elastic stresses, 60-cycle watt losses, and the domain structure as observed visually. Only a very tentative qualitative explanation of the effects will be attempted. Some initial results were reported earlier.'

The results of full-scale fire tests are used to determine optimum distributions of fire sensors for the protection of conveyor belt haulageways in underground coal mines. Empirical relationships are derived that relate the spacing of fire sensors to the rate of development of the fire hazard. For this application, a critical fire size is defined as that size of fire for which belt ignition and subsequent flame spread down the belt is assured. Detection and alarm, regardless of sensor type or sensing methodology, must be achieved at some point in time before the critical fire size is reached. Based upon this approach, it is found that the horizontal spacing for products-of-combustion sensors is in the range of 300 to 600 meters, while the required thermal sensor spacing is found to be ~4 meters or less. Additional design criteria are discussed for product-of-combustion fire sensing systems.
