The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. Approximately 2,500 tons of low-grade uranium ore were used to conduct a field-scale heap leaching test as well as throe column leach tests. The ore used to construct the field-scale heap leaching test had a grade 0.023% U308 while the ore used fur column leach tests had a grade of 0.027% U308. The ore was crushed to minus 4 in. The field-scale heap was constructed on a clay base with parallel effluent lines running under the heap spaced 7.5 ft apart. The heap was leached for 45 days, drained, washed, and dismantled. Based on residue analysis, approximately 205 tons of ore were leached with a final U308 extraction of 96%. The heap was 17.9 ft in height and leached in a near-vertical pattern down to approximately 1 ft, at which point the leached zone become bell-shaped. Two 8-ft column charges and one 18-ft column charge were leached for 36 and 45 days, respectively. Based on residue analyses, all U308 extractions were greater than 96%. The conclusions generated by the studies showed that (1) flow rates were similar for column leaching and field-scale leaching, (2) final U308 extractions were the same for both types of leaching; however, the deeper ore beds tended to require longer leaching times, and (3) the reagent requirements were reduced with increased bed depth.

"Copper electrodeposition from synthetic and authentic acid mine drainage (AMD) is inhibited by ferric iron (Fe(III)), through re-oxidation of copper. Polarization to –2.5 V versus standard hydrogen electrode prevents the dissolution of predeposited copper from the cathode. Above pH 1, copper deposition is independent of Fe(III) concentration to approximately 25 g/L. Fe(III) is reduced to ferrous iron (Fe(II)), with a high combined current efficiency for iron and copper reduction. In a divided cell, the conversion of Fe(III) to Fe(II) is almost quantitative, with efficient transfer of acidity from catholyte to anolyte. Prospects for developing electrochemical technology for complete remediation of AMD are discussed.RÉSUMÉ En raison de la réoxydation du cuivre, le fer ferrique (Fe(III)) nuit à l’électrodéposition du cuivre à partir de drainage minier acide (DMA) véritable et synthétique. The U.S. Bureau of Mines conducted a field study of mines and prospects of the Black Canyon RARE II area (No. 5061), Inyo County, California, from June to October 1981. Geological) geochemical, and geophysical studies were conducted by the U.S. Geological Survey. The Black Canyon RARE II area is east of Owens Valley and 6 mi east of Bishop, California. The principal mineral commodities are gold, silver, lead, zinc, and tungsten. Properties with resources in and adjacent to the area are listed in table 1; the locations are shown on figure 1.

A report on location, sampling, assays, mineral examination, amenability leach tests, and evaluation of certain mine dumps in Mohave County, Arizona. Extractions of greater than 30 percent of the gold and silver were achieved during simulated heap leaching of selected mine dump material. Consumption of reagents was relatively low and results suggest leaching of prepared heaps is technically viable and could be economically attractive.

The small-scale surface mining operation in northern regions is typically located in a remote, ungaged basin. With the recent increase in the economic potential of mining, the number of small operations is increasing. The year-to-year variability in precipitation in this region under study is of great concern to mine operators. Some years may yield only 5 to 6 inches of precipitation, while others may yield in excess of 15 inches. Such variability makes placer mining operations difficult to plan, since low water years may result in too little run-off for gravel washing and high water years may result in flooding of mining developments. There are no official streamfloaw records in many watersheds in the northern region containing placer mining claims. However, information from other streams permits calculation of an estimated discharge for a watershed under consideration using average flows per square mile of drainage. It is to be emphasized that these are average or expected figures in reality, one water year may be significantly wetter or drier than another. This high variability of annual precipitation is significant in relation to placer operations because of the large quantities of water required for this type of mining. Some operations can not operate in low water years. In the larger watersheds, operations may continue in low water years but at a slower pace because of longer water collecting times. The high variability of available run-off rakes placer mining in many parts of Alaska difficult to plan on a long range because of the unpredictability of water supplies.

The Kaiser Aluminum Company Smelter, one of several in the Pacific Northwest, was built in 1942 and operated by the Olin Company during World War II and then purchased by Kaiser Aluminum after the war. At its height, the facility employed over 350 workers and was capable of producing 73,000 tons of aluminum per year. It was closed in 2000 through a combination of rising electrical and labor costs, and the inability to compete with more up-to-date foreign facilities.

"This paper describes the implementation of model-based predictive control (MPC) on a vacuum heat exchange network at Alcan's Jonquière Complex. The plant produces alumina from bauxite ore using the Bayer Process.The MPC system was commissioned in 2000, by Alcan personnel and an Advanced Control Engineer from Matrikon. The application has achieved an uptime of about 97%.The benefits were:• Energy savings : 0.5% - live steam reduction• Reduced variation: standard deviation of key temperatures reduced by 50%• Plant throughput increase: via the automated use of surge tanks• Decreased supervision time: by plant operations• Faster and easier diagnosis of problems and plant constraintsThe benefits were higher than expected with a payback time around 12 months.The purpose of the vacuum heat exchange network is to recover energy from a hot stream (pregnant liquor) by transferring it to a cold stream (spent liquor). The system is very tightly coupled, and the main constraints of the multivariable control system are: • to control the many tank levels involved in the process (8 tanks)• to maximize the temperature of the heated streams (spent liquor)• to prevent cooled streams (pregnant liquor) from cooling to below a minimum temperatureThe system includes 9 manipulated, 14 controlled and 2 feedforward variables.The advanced control implementation runs under an expert system environment and provides added flexibility to the overall control strategy."

Let’s start off with your assessment of the mining industry. Today, the status of the mining industry is stronger than it has been over the previous few years. While mining continues to be a major part of the world’s economic foundation, the industry is gaining strength due to rebounding metals and minerals prices. And now, with these rising prices and the changes the industry instituted during the years when mining-related commodities were selling at low prices, our stronger, more productive and internationally competitive industry should flourish. Mining remains an essential business and the industry is far ahead of the game when it comes to the trend of globalization as a key to sustained growth. Also, the industry continues to realize increased productivity through technological innovations. And an increasing number of countries are moving towards capitalism, which opens doors for exploration and mining within their borders. After looking at all of these factors, I believe that the mining industry will only continue to gain momentum in the future.

I now have the temerity to offer a discussion to an article that recently appeared in the journal, namely ?The evaluation of rock brittleness concept on rotary blast hole drills? by R. Altindag (J.S. With the depleting iron reserves and difficult market conditions, precision in separation efficiency is of utmost importance. Classical local control options are predominant in the industry, but their inability to adjust to resolve application problems of interest has furthered the need of developing and implementing continuous control methodologies.This paper highlights the recent development in control of Outotec SLon&#174; vertically pulsating high gradient magnetic separator (VPHGMS) including programmable logic controllers (PLC) coupled with distributed control system (DCS), on-site human–machine interface (HMI) control panel, advanced process control, continuous online sampling using Courier&#174; 8 and additional modernisation packages including level control and cooling monitoring. "Improving mill grade recovery relationships is always good business. INCO’s Clarabelle Mill has just undergone a $16 million process upgrade that was designed to improve nickel recovery by 2%. The “Mill Redesign Project” was completed on time, under budget and delivered the promised improvement in recoveries.This paper describes the methodology of the Mill Redesign Team, details of the process improvements and the critical success factors that helped the team deliver on its promises.With a payback of under one year, the Mill Redesign Project will play a key role in ensuring a competitive edge as INCO embarks on its second century of operation.INTRODUCTIONIt is not uncommon in milling operations to encounter a crisis. That is the point when the process does not behave as expected and fails to respond to the increasingly desperate efforts of the metallurgists and operators. Flowsheet and process changes are attempted and abandoned. With luck, one or more of the changes achieves some mitigation of the original problem or more usually, the original cause of the problem disappears. Regardless, the metallurgist can sit back and bask in the apparent success of his or her endeavours.Less common is when a problem is carefully diagnosed, a team put together to explore all avenues and recommend a path of action that is implemented on time, on budget and immediately delivers on the promises which are sustained over time. This is one such story. It is the story of the Mill Redesign Project at INCO’s Clarabelle Mill in Copper Cliff, Ontario.BACKGROUNDThe Clarabelle Mill was built in 1971 on the southern rim of the Sudbury basin. At that time it was one of four mills operated by INCO in the Sudbury area. During the 1970’s, 80’s and 90’s, the need for increased process efficiency, higher levels of sulphur rejection to tails and the concurrent development of high capacity mills and flotation cells, resulted in the consolidation of INCO’s Sudbury area milling operations into a single, expanded facility at Clarabelle."

Recent studies on the physico-chemical properties of molten slags and oxide solid solutions of interest is reviewed. The review covers redox and phase equilibria in slags, viscosity, diffusivity, electrical conductivity, kinetics of interfacial reactions between slags and CO-CO2, interfacial properties and phenomena. Some highlights from ongoing work on modelling phase diagrams, component activity, viscosity and electrical conductivity of multi-component slags will be presented and results compared with published experimental data on slags with or without suspended solid phases.

The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) amended the Federal Mine Safety and Health Act of 1977 to improve the safety of mines. The MINER Act established a Technical Study Panel (the Panel) to provide independent scientific and engineering review and recommendations with respect to the utilization of belt air and the composition and fire retardant materials in underground coal mining (1). Because frictional heating is a common cause of belt fires, the Panel recommended that the Mine Safety and Health Administration (MSHA) evaluate the drum friction test to determine if such a test would contribute to conveyor belt safety beyond that provided by the Belt Evaluation Laboratory Test (BELT). This paper compares the results of the drum friction test to results from the BELT and large-scale tests for six different conveyor belts. The results are used to evaluate the drum friction test as a method to determine the fire resistance of conveyor belts.

The pjPocesses of polygonization and subgrain growth were followed in slightly stretched 99.99 pct A1 single crystals heated for cumulative times at 400°, 500°, and 600°C. Changes in sub-grain size and boundary angle were determined from measurements on X-ray micrographs. CAHN1, 2 studied polygonization in stretched and heated aluminum single crystals of 99.99 pct A1 using various techniques, including etch pits, Laue patterns, and a slight restretching of heated specimens to reveal small changes in lattice orientation by the direction of new slip lines. He found that kink bands, which had well-defined boundaries lying in a plane perpendicular to the slip direction (at least in the early stages of deformation), formed during stretching. Also, he noted that bending occurred about the <211> axis lying in the (111) slip plane perpendicular to the <110> slip direction. His studies of polygonization were largely confined to the kink bands rather than to the weakly bent matrix regions between bands. The minimum temperature required to bring about polygonization was established at about 450 "C. Guinier and Tenevin used a focusing Laue X-ray diffraction technique to study polygonization in aluminum single-crystal specimens of 99.99 pct purity. Stretching the crystals 5 pct in tension caused a widening of the focused Laue spots. After heating for 4 hr at 450°C, their method revealed no change in the specimen. Above 450°C polygonization was detected and further annealing near 600°C led to subgrain growth. They concluded that the orientation of the crystal relative to the axis of deformation had no marked effect on polygonization. Gay and Honey-combe4 using an X-ray microbeam technique found that polygonization did not occur in a stretched aluminum crystal heated at 250oC, although some decrease in the yield strength occurred. Until not so long ago most ring geared mills were operated with fix speed motors only. By using the latest generation of medium voltage frequency converters, new possibilities have arisen to improve the grinding process. Beside all the direct and indirect advantages, several dedicated functions have now been implemented for ring geared grinding mills in the minerals industry. The sophisticated operational functions ensure a smooth, safe and reliable operation with minimum stress for the mechanical equipment and therefore utmost availability of the mill. Several papers have already been presented concerning the benefits of using this state of the art technology for mill drives. Now this paper is focusing on the experiences gained with this kind of sophisticated ring geared mill drive system rather than only show and explains the operational benefit of the different functions. Several measurements of different operating conditions, starting, frozen charge remover, controlled roll back, backlash, etc., made on an installed and commissioned 2 x 5 MW dual pinion ring geared mill drive system will be shown and discussed. The accuracy of the load sharing between the two 5 MW motors during starting, normal operation and stopping will be demonstrated using real measurements from an operating system. Finally the inherent features of these drive systems are briefly discussed.

"The Williams Mine, Canada's largest gold mine, processes over 6,000 t/d of ore utilizing SAG/ball milling, leaching and CIP, carbon stripping, electrowinning and refining to produce gold dare bullion.Grinding accounts for over 50% of milling costs with grinding media, power and mill liners making up over 75% of grinding costs. Since 1991, several changes in these areas have been made which have significantly reduced costs, while fineness of grind and mill recovery have both been increased.This paper discusses the changes made in the grinding circuit over the past few years and assesses their impact on operating costs and mill operations.IntroductionThe Williams Mine is located in the Hemlo area of northwestern Ontario, about 40 km east of Marathon. It is operated by the Williams Operation Corporation, which is equally owned by Teck Corp. and Homestake Canada Inc. Canada's largest gold mine, the Williams Mine commenced operation in October 1985 at a rate of 3, 000 t/d. Mill throughputs have typically exceeded design, averaging 3, 397 t/d in 1986, and 3,380 t/d in 1987. In August 1988, production was increased to 6,000 t/d. Throughput averaged 4,212 t/d in 1988. Production increased over the next few years averaging 5,477 t/d in 1989, 6,248 t/d in 1990, 5,987 t/d in 1991, and 6,283 t/d in 1992. With a recovery of over 95.5%, production for the first three quarters in 1993 is averaging 6,408 t/d.GeologyThe main ore body is a steeply dipping conformable zone of microcline-quartz-muscovite rock. It occupies the contact zone between hanging wall metasedimentary rocks and foot wall felsic quartz feldspar porpyritic rocks of possible volcanic or subvolcanic intrusive origin. The ore body is enveloped by muscovite schists which are thickest on the footwall side. The schist is enriched with tourmaline, pyrite, and green mica containing vanadium and barium. The ore body contains pyrite and barite which occurs mostly in laminae and bands to veinlets and breccia fillings. The gold occurs as free (native) grains, 20 to 30 µm in size at grain junctions of the microcline and quartz. Visible gold is rare in the main zone. There are commonly two or more discernable layers of economic value which are separated by weakly gold mineralized material which usually consists of muscovite schist, barite rich zones or sulphide poor-microcline-quartz rock and in the upper and western fringes by biotite rich schist with feldspathic fragmental characteristics. Molybdenite is a common constituent as very fine disseminated grains in the microcline-quartz rock and is most prominent with gold enrichment. Stibnite and realgar are two of the more common accessory sulphides."
