Goldfields (Tasmania) Limited operates a small, high-grade underground gold mine on the West Coast of Tasmania, 30 kilometres north of Queenstown. The main orebody, Zone 96, was discovered in 1989, with major development work commencing in 1993. The mine was officially opened in July, 1996. Initial production came from a shallow orebody known as the Sill Zone, some 50 - 150 m below surface, which was accessed by a 1 in 8 decline. Zone 96 lies between 350 m and 550 m below the surface and is accessed by a 402 m deep, 3.2 m diameter internal shaft from the collar level located 100 m below surface. The main ore extraction system in Zone 96 is mechanised cut and fill, using high density paste fill. Run of mine ore and waste are hoisted in a single 5.5 tonne overturning skip, then trucked from the underground collar to the gold plant ROM pad or waste dump, respectively. Ground conditions in the mine vary with orientation and proximity to major faults. The gold is contained in a sequence of strongly altered volcanic rocks adjacent to the Henty Fault. Most of the gold is contained in massive quartz, ranging in width from 0.5 m to 7 m, which has been subjected to substantial faulting. Average mineable grade is about 27 grams gold per tonne. Ore reserves in 1996 proved an initial mine life of approximately 4.5 years at 90 000 ounces gold per annum, with significant potential for additional resources from extensions to Zone 96 and adjacent zones. The lease is located in an environmentally sensitive area and a very high standard of environmental management is an essential part of the operation. This paper describes the relevant aspects of mining at Henty including grade control, ground support, backfill placement and environmental management.

A multistoreyed residential complex was at the penultimate stage of construction by ONGC at Nazira, Assam. The site was situated at high earthquake zone. The subsoil was very weak and contained soft to medium clay with water table almost at the ground level. The bearing capacity of soil was quite poor particularly with predicted settlement beyond permissible limit. In this situation, the conventional shallow and deep foundations were found uneconomical and ground improvement with granular piles was considered as the viable solution. ONGC approached the Central Building Research Institute with the request to design granular piles along with R.C.C. foundation and other suitable cost effective measures. CBRI collected relevant geotechnical informations and supplimented the data by conducting field tests at site and laboratory tests at Roorkee. Rational design of 30 cm dia. and 5.00 meter deep granular piles were suggested with isolated and combined RCC footings over the reinforced soil. In addition to several structural and geotechnical advantages, the granular pile foundation provided considerable economy in the cost of construction. The paper presents the salient geotechnical and structural informations of the challenging project and provides the design details of the innovative granular pile-system. It also furnishes the design approach of the RC footings and other elements of the foundation.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

"INTRODUCTION The First Supplemental National Defense Appropriation Act, approved August, 25,, 1941, authorized the Bureau of Mines to investigate sources of raw, material for western production and appropriated funds for that purpose. Numerous iron deposits and prospects in the Western States were investigated. Among those selected for more detailed investigation were tile Apache and Chodiski deposits in Arizona.The United States Geological Survey had examined these deposits in 1929 3/ and estimated that ""the quantity of minable ore reasonably to be expected in this locality will reach 10,000,000 long tons, but it will require prospecting by core drill to demonstrate this quantity with certainty"". C. H. Johnson, a mining engineer of the Bureau of Mines, made a preliminary examination in October 1941 and proposed exploration of the Apache deposit Canyon Creek.A trench sampling project was set up, and work at the Apache deposit commenced in November 1941. Mapping, trenching, and sampling of outcrops was completed in March 1942. Trenches were laid out at approximately 200-foot intervals for about 9,200 feet along the iron outcrop east of Canyon Creek, and channel samples were taken across the iron formation. The outcrop also was explored by trenching and sampling along a 1,900-foot outcrop on the west side of Canyon Creek.The first diamond-drilling campaign at Apache was initiated in May 1942 and continued to January 1943, when work was suspended owing to depletion of funds. Six holes spaced at approximately 500-foot intervals and, 500 feet back from the outcrop on the east side of Canyon Creek were drilled through the iron formation during this period.While this drilling was in progress, the Chediski deposit was mapped, trenched, and sampled. The trenches were spaced at intervals of approximately 800 feet along 10,000 feet of the iron-ore outcrop."

This paper outlines the recent process improvements and plant expansions that have resulted in a capacity increase from 40 000 to 60 000 tons per annum of metal production.

The literature of explosives and blasting consists of a great variety of printed materials. These materials include technical papers, books, and articles by individuals and organizations; manufacturer’s product catalogs and brochures; handbooks offering guidance for the field blaster; complete encyclopedias on the subjects, and short entries in general-interest encyclopedias; government publications; proceedings of organizations devoted to the subjects; magazines specific to the subjects; articles in general circulation magazines; and other miscellaneous sources. In short, there is a multitude of literature on the subject, some well indexed for retrieval, but most not. This presentation will be a broad-brush look at some of the most important or interesting literature on the subject, since in no way can all the various references be mentioned, much less covered in depth. To illustrate the presentation, interesting materials from the author’s collection will be shown.

Having so many norms and technical content of legislation to deal with is a problem that an explo-sives engineer has to face, especially when working at an international level. Each country has its own norms and legislation, sometimes even each other region or state, as if the physics of explo-sions, rock, concrete, and masonry characteristics would change across the borders. Both norms and laws are frequently out of date, being mainly developed at the beginning of the previous century and adjusted, piece by piece, to a technical and political context that is constantly changing, with adjustment being frequently adopted in a hurry, due to a problem arising such as that of internation-al terrorism. Sometime also, norms are not harmonized with those they intend to amend, so required explanations and new adjustments lead to a vicious circle that increases confusion, complexity and depresses the explosive industry.

Introduction Research has shown that when an emergency occurs, work-ers often do not get the information they need to take appropriate action. Important information about incidents is either not com-municated effectively or not at all to those affected by the event. The "Emergency Communication Triangle" safety talk focuses on the content of emergency warning messages. It presents a procedure using mental cues that can be used by senders and receivers of emergency warnings. The talk includes graphics for use during the presentation, as well as references for more information. Background Interviews with 48 miners who had escaped one of three different underground mine fires revealed that warning information provided to them was inadequate. Either insufficient information was provided to miners inby the fire areas or they failed to ask the questions needed to let them plan and execute an effective escape. Most of the miners who evacuated from these three mines did not have information that would allow them to make decisions about efficient escapes. The communication breakdown came from two directions: (1) the individuals providing the warning did not offer details about the situations even though some were known and (2) the individuals who received the warnings did not ask for clarification of the situation. The lack of information allowed miners to continue attempting to place cues into normal frameworks after they should have evaluated the situation as abnormal and threatening. The uncertainty created by the lack of information influenced their decision-making and therefore their actions. Approach Researchers at the NIOSH Pittsburgh Research Laboratory have developed a training intervention that can be used by senders and receivers of warnings during a mine emergency. This material was developed for use in short safety training sessions such as start-of-shift safety talks. The information can be presented in about 15 minutes. Although the illustrations were taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. How It Works During the safety talk, miners learn about the six categories of critical information that should be provided during emergency communications: Who, Where, What, Miners, Event, and Response. • Who: When reporting an emergency or receiving a warning, the first thing a miner must do is identify himself or herself. This is important because people react differently based on who gives them information. • Where: Giving or finding out the location of the problem is important. Of the 48 miners interviewed about their escape, only 2 knew where the fire was located. However, this information was known by either the dispatcher or the person who discovered the fire. • What: Miners must tell or ask exactly what is happening. At one mine fire, miners near the phone heard the message to evacuate and went to gather the others on their crew. One worker shouted to a machine operator: "Come on down to the mantrip. We're going out." Because it was close to quitting time, the machine operator thought they were just leaving the section a little early and went through his normal end-of-shift routine, wasting valuable time. After giving or obtaining the three initial pieces of critical information, miners can then give or obtain details about the response in progress. • Miners: Is anyone hurt? Has everyone been accounted for? When and where was a missing person last seen?

One of the major changes in the resource industry in the nineties has been the re- internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in tum, has led to a new generation of exploration and mining projects.   InSouth America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by RTZ - BHP at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.   Although Canadian and USA exploration appears to be in decline, the mining industry, particularly in gold, is buoyant in North America. Interestingly, a number of listed and unlisted Australian companies are active, particularly in United States exploration.   Australian-based companies have dominated the South-East Asian exploration scene, especially in the Vietnam region. To date, the combination of political and legislative uncertainties have failed to lead to significant resource developments in this region. The area remains one of great potential, as exemplified by the exciting developments in Indonesia.   The Philippines has a history of mining, and this has been dominated by both local and North American operators. Both large and small Australian resource companies have a presence in the Philippines, and the development of the copper-gold potential could be impressive over the next decade.   The tales of the undeveloped mineral potential of China are probably rivalled only by the supposed strings of virgin Russian orebodies! Many Australian companies appear to have looked but few have chosen to proceed with Chinese developments. There seems little likelihood that China will, in the foreseeable future, rival South America as a target for Australian and North American resource capital.   Papua New Guinea has had an active, albeit chequered history in mining, with Australia long being the predominant source of exploration and development funds. The developing nation status of PNG has generated extreme uncertainty, with the current exploration scene all but dead. Most recently, the international flotation of Lihir Gold has tested the international and Australian investment community's commitment to PNG resource development.   The Australian exploration scene continues buoyant, although dominated by gold. The base metals scene is generating, on average, one significant base metal mine developed every couple of years. This is probably the fastest rate of significant base metal development in Australia's history.   The gold scene has been one of incredible dynamics, and there is no evidence that this momentum is waning. The development of new exploration techniques, together with a number of the companies reaching a critical size, has added to the momentum in the industry.

Most supergene copper heap leach operations today employ forced-aeration, irrespective of ore grade. Unfortunately, there is little published quantification of its benefit. There is a natural desire to strive for the ideal chemical kinetics. The reality, however, is that physical mechanisms control the commercial extraction rate. This paper presents the performance of a number of operations, their operating conditions and physical ore characteristics, which contribute to non-ideal solution distribution and variable extraction rate. Regardless whether one uses forced-aeration, commercial experience to date suggests it is prudent to design for longer leach cycle times to ensure the production target is met.

The authors were involved in the Trial Blast work at Chek Lap Kok, the site of the new Hong Kong Airport. As part of that work a series of computer programs including 3x30, QFRAG, DESIGNER and 3DMUCK was employed to predict various aspects of the trial blast programme. These aspects included fragmentation and muckpiie shape. This provided an excellent opportunity for these programs to be calibrated, verified and compared under controlled conditions. The results indicated that computer simulation has reached a high level of sophistication and good correlation between prediction and measured results was found.

Pictured on these pages are the seven RMCMI Scholarship Award Winners for the 1992-93 year followed by a brief profile. All winners were present as guests of the Institute at the June convention in Beaver Creek, Colorado to receive recognition at the Institute Awards Luncheon Monday, June 28. 1993. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the member state. (3) That the recipient have good academic standing, be pursing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship pro- gram and the various vice presidents contribute the travel expenses to convention for these outstanding young collegiates. "In an environment of rising energy prices and mining at greater depths, cost-efficient loading and hauling equipment is essential. Conducted at an underground mining operation, this study analyzes the energy consumption and gas emissions of diesel and electric load-haul-dump machines (LHDs) with similar bucket capacities. Based on energy prices from the first quarter of 2014, results of discrete event simulation show that energy costs for diesel and electric LHDs are US$0.24/t and US$0.07/t, respectively. Also, diesel LHDs emit 2.68 kg CO2 per litre of diesel fuel, whereas using electric machines reduces the need for ventilation to mitigate engine heat and emissions and reduces energy costs.RÉSUMÉ Dans un contexte de croissance des prix de l’énergie et d’exploitation minière à des profondeurs de plus en plus grandes, il est essentiel d’avoir des équipements de chargement et de transport les plus rentables possible. La présente étude, effectuée dans une mine souterraine, analyse la consommation énergétique et les émissions de gaz de chargeuses-navettes (LHD) au diésel et à l’électricité ayant des capacités de godet similaires. En se basant sur les prix courants de l’énergie, les résultats d’une simulation d’événements discrets montrent que les coûts énergétiques pour les LHD au diésel et à l’électricité sont respectivement de 0,24 $US/t et de 0,07 $US/t. The contents of gangue minerals, such as A1203, P205, crystalline water and so forth in the iron ore imported to Japan tend to increase year by year, Though the increments of such gangue contents are approximately 0.1-0.2 mass%, some problems for the blast furnace operation in ironmaking process have already been reported, In order to clarify the mechanism of harmful effect caused by the small increment of gangue minerals, mainly A1203, on the blast furnace operation, the dripping behavior of FetO-CaO-SiO2-AI2O3-MgO slag from the iron funnel, which simulated the micro-porosity in sinter ore, has been observed with the wide range of basicity, Al2O3, FetO and Mgo contents. The effect of MgO on the dripping behavior of slag has been summarized in this paper, It was found that the addition of 2mass% MgO resulted in large increase of hold-up on the most of the conditions. When FetO content was less than 20mass% and the basicity was lower than 0.8, MgO lowered the hold-up even if the slag contained 10mass% Al2O3. Every slag hold-up showed the minimum at the basicity of less than unity on the conditions of constant FetO and A1203 contents. This trend became remarkable when the slag contained 2 mass% MgO.

"Preliminary examination of the Khayyam mine indicated that greater reserves of copper might be found by trenching, sampling, detailed geological and topographical mapping, and diamond drilling. The deposit seemed to be a potential source of sulfur, also, for use in the manufacture of paper pulp.Formal examination of the Khayyam mine by the Bureau of Mines was a follow-up of a preliminary examination made by W.S. Wright and the author on October 19-21, 1944. John Reed and W. S. Twanhofel, of the Geological Survey, visited the property during the summer of 1943 and suggested that the prospect be examined further.Preliminary examination of the Stumble-On claim was made July 1-3, 1945, concomitant with the formal examination of the Khayyam mine 11/2 miles to the west.In its program of exploration of mineral deposits, the Bureau of lanes has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy, It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts pre¬liminary examinations, performs the actual exploratory work, and prepares the final report, The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches arc under the supervision of Dr. R, S. Dean, assistant director.Special acknowledgment is due Robert S. Sanford, acting chief, Alaska Division, Mining Branch, for his help in the preparation of this report and during the project work.The Khayyam property is situated at 550 18’ north latitude and 1320 24’ west longitude on Prince of Wales Island in Southeastern Alaska. (see fig. 1.) The mine adit is 2,350 feet above sea level, near the summit of a mountain ridge, and 2.8 miles in an airline southwest of the head of McKenzie Inlet, a southern branch of Skown Arm. Skowl arm is navigable by ocean-going vessels .to the mouth of McKenzie Inlet, where reefs and rocky islands limit the channel width to 50 yards. Beyond this point the inlet widens to nearly half a mile. Coast and Geodetic Survey chart 8142 indicates from 12 fathoms of water at this narrow neck to more than 30 fathoms throughout the remainder of McKenzie Inlet, The old ore bunker and dock at the head. of the inlet are beyond repair. A new ore bunker and dock would have to be built if a large-scale mining operation were established.The mine can be reached by trail along the western ridge that lies on the west bank of Omar Creek. The trail is approximately 4 miles in length. The grade is rather steep to an elevation of 1,500 feet, but the last 21 miles can be traveled over gentle slopes along the crest of the ridge.Ketchikan is 30 miles by air and 42 miles by water from the head of McKenzie Inlet. Feed, hardware, fuel oil, lumber, and explosives can be purchased at Ketchikan and delivered by boat to McKenzie Inlet. By using an airplane, all small equipment and camp supplies could be using an airplane, all small equipment and camp supplies could be dropped with cargo parachutes near the mine."

M.D.B.M. 27.5 miles south of Eureka, the county seat.The partly explored deposits, locally known as the Black Iron or Gibellini property, were examined in May 1944 by an engineer 3/ of the Bureau of Mines, who recommended that the deposits be explored further by means of core drilling. The proposed program called for drilling six diamond—drill holes, or eight if necessary, and for trenching at two places — 200 feet northeast and 280 feet west of the shaft on the main deposit.In 1946 the project was set up, and In July, of that year diamond drilling as started. Six holes were drilled for a total length of 1,198.5 feet. No trenching or other exploratory work as done. Work on the project was stooped. October 30, 1946.OWNERSHIPAccording to county records, the property comprises a group of 13 unpatented lode claims, and ownership is divided among Louis P. Gibellini,Louis P. Gibellini and wife (both of Eureka, Nev.), and the International Smelting & Refining Co., of Salt Lake City, Utah. Five claims of the group - the Black Iron No. 1, Black Hill No. 2, Manganese No. 3, Flat No. 1, and Flat No. 2 - are owned by Gibellini. Three claims - the Black Hill No. 1, Black Iron No. 3, and Manganese No. 4 are owned jointly by Mr. and Mrs. Gibellini, and the International Smelting & Refining Co. owns the remaining five - the Black Iron No. 4 and No. 5, and Black Hill Nos. 4, 7, and. 9."
