The last decade has seen an enormous increase in the use of contractors right across the Australian mining industry. So much so that contractors now operate 33 of the 68 underground metalliferous mines around Australia and are making significant inroads into iron ore in the west and coal in the east. Safety used to be a low priority for many contractors. The picture has changed dramatically in recent years as most contractors take a far more professional approach to safety management. This paper examines the changes that have occurred and the requirements for effectively managing safety in a contracting environment.

Manipulation of hand-held objects in 3D space is a complex task. Understanding how individual digits interact with a hand-held object provides helpful information for hand tool designers, researchers, clinicians, and occupational therapists. At the object-digit interface, the contact mechanics can be represented by three force and three torque components. Six-component force/torque transducers can register all the three forces and three torques at the digit-object interface, and therefore are advantageous in the study of manipulation mechanics. The large number of force and torque signals from multiple force/torque transducers are difficult to interpret and therefore making experimental research of manipulation a challenging task. The purpose of this study was to develop a 3D visualization tool for the investigation of the contact mechanics at the object-digit interfaces during manipulation tasks. Methods A 3D stick-figure hand model was created based on digitized 23 anatomical landmarks of the hand. Five miniature 6-component force/torque transducers (4 × Nano17 for the fingers, 1 × Mini40 for the thumb, ATI Industrial Automation, NC) were used to record force and torque data at the tips of individual digits. Thirty channels of force/torque signals from the transducers were collected by a 16-bit analogue-digital converter (PCI-6031, National Instrument, Austin, TX) installed in a computer. The transducers were mounted on a custom-made rectangular aluminum handle for object manipulation. Coordinate frames were established at each transducer, on the handle, and at the base of the MicroScribe digitizer. To visualize the force vectors at the digit-tips, the coordinates of the hand landmarks in the MicroScribe coordinate frame and the force vectors in local transducer coordinate frames were transformed to a common coordinate frame defined on the handle. One healthy right-handed, male subject participated in the experimental study. During the tests, the participant sat in a chair by a testing table. The forearm was strapped to an arm holder in neutral rotation position. The instrumented handle was fixed on the testing table by a C-clamp through an adapting plate. With the hand of the subject gripped on the instrumental handle, the landmarks of the instrumented handle and the transducers, as well as the anatomical landmarks of the hand were digitized using the MicroScribe digitizer for the purpose of coordinate frame establishment and transformation as described above. The subject performed three different maximum isometric voluntary contraction tasks: (1) grasping, (2) rotating in pronation, and (3) lifting. Results The 3D hand model and representative force vector clusters in a single trial of grasping, rotating, and lifting tasks are shown in Figure 1. In concrete lined tunnels, formwork removal timing may be controversial. Contractors seek to strip the form as soon as possible, and designers seek to keep the formwork in place as long as practical to protect the fresh concrete. Formwork removal timing is normally specified as a function to its insitu concrete strength. This approach may work for smaller diameter tunnels, but fallacy occurs when applying this approach to larger diameter tunnels, since a larger diameter would experience more displacement than a smaller diameter tunnel from its own weight. Excessive deformation may fail a tunnel to meet its roundness criterion and overstress the lining causing cracking or falling from the crown. This paper presents a contractual mechanism to mitigate this issue.

An experimental and numerical study was conducted on the geomechanical behaviour of oil sands during penetration tests in which a steel wedge with an apex angle of either 20 degrees or 30 degrees was forced into compacted oil sands. The boundary conditions simulated in the laboratory tests are similar to shovel penetration into oil sands. The objective of the laboratory tests was to measure the force required to push a steel wedge into compacted oil sands. A wedge penetration test differs from conventional triaxial tests in that much more shear is generated. The laboratory data was needed to improve calibration of micro-mechanical input parameters for a two-dimensional discrete element model of oil sands constructed with Particle Flow Code (PFC). Initial model calibration was performed with triaxial test data and then a PFC model of the wedge penetration test was constructed. The measured force-displacement behaviour of the steel wedge was compared with PFC modelling results. It was found that different combinations of PFC particle and bond parameters could equally well replicate the laboratory triaxial compression data for bitumen-rich oil sands. When the wedge model was run, it was found that the resulting force required to penetrate the wedge into the oil sands was about four to six times higher than that measured. This clearly indicates that further research is required to improve the predictive capability of PFC models of oil sands.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Major mechanical components in the hoist and mechanical drive train are considered. Design and specification criteria based on American standards and practices are developed as they apply to typical mine hoist arrangements.

This paper presents a case history on mitigating vibration problems associated with the installation of steel sheetpiles. The project in-cludes installation of steel sheetpiles for a utility trench within 40 feet (12.2 meters) of a very sensitive manufacturing facility. Numerous production line quality control instruments and manufacturing processes within the manufacturing facility are extremely sensitive to vibrations. To minimize the impact to the owner, we specified that the contractor perform a vibration study using different types of pile hammers. The results and conclusions of the vibration study are presented in this paper.

Increasing depths and mechanization of underground mines have led to the production of large amounts of gaseous and particulate contaminants. Over 100 000 lives have been lost due to methane gas and dust explosions in coal mine workings in both the United States and Canada since 1900. There is, therefore, the need to constantly assess and evaluate the performance of existing mine ventilation systems to maintain safe and acceptable mine environmental conditions. This paper advances research initiatives in the control of methane gas in underground mine environments. It uses the results of continuous monitoring of methane gas concentrations conducted in selected coal mines in North America to assess the effectiveness of existing auxiliary ventilation systems to control methane gas concentrations. The results show that the average quantities of fresh air required to dilute, disperse and remove methane gas concentrations within set levels of one minute varied from 5.43 m3/sec. to 27.97 m3/sec. in the development headings. The average dilution times in the headings studied were less than eight minutes. The calculated dilution efficiencies of the auxiliary ventilation systems in the headings varied from 12% to 139%. These efficiencies ranged from poor to excellent. This implies that the auxiliary ventilation systems were capable of controlling the methane gas concentrations below statutory levels but may not be able to cope with large and unusual methane gas concentrations in the headings. This study is significant in the control of methane gas and coal dust explosions in coal mines.

Highland Valley Copper (HVC) is a large open pit copper mine in the southern interior of British Columbia. Machine guidance technology using GPS has been utilized at the mine since 1996 for blast hole drill navigation and since 2000 for shovel and dozer navigation. Since 1997, rock recognition has been part of the drilling process. This allowed the mine to develop a Mine to Mill strategy using the rock hardness information from drill monitoring systems to both refine drilling and blasting parameters as well as downstream crushing and grinding strategies. Although this preliminary effort has been very successful at HVC, the current intent is to gain further benefits through better use of existing information while also deriving an enhanced data set from monitoring production drills. In the latter case, the objective is to acquire and process drill variables in such a manner as to permit more detailed definition of rock mass characteristics. The subsequent focus will be to use the derived geotechnical and geological information as part of a practical process to more prescriptively blast the rock mass. Through the definition of domains based on drill monitored derived rock mass properties, the intent will be to enhance blast outcomes that lead to optimized downstream (from blasting through to concentration) processes in a more proactive and timely manner. This paper examines a proposed approach to be able to derive more accurate and consistent rock mass properties from production drilling. In addition, the discussion will identify potential benefits to be gained from process improvements that result in enhanced productivities, and crushing and grinding optimisation due to blasting strategies that are more closely matched to identify rock mass characteristics.

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

"This paper discusses the variation of coal strength based on the megascopic coal lithotypes for Central Appalachian high-volatile A coal beds. The composition of coal beds is complex and variable, depending on the depositional environment associated with original plant material, inflow of clastic material, and water level fluctuations in the original swamp/mire environment. Thus, different types of coal and sediment are formed within each coal bed. These differences in coal composition were first classified by Marie Stopes, a paleobotanist, in 1919. The classic coal megascopic lithotypes are vitrain, clarain, and durain, which correspond to bright, bright banded, and dull coal, respectively. Stopes also identified that the lithotype fusain, which is mineral charcoal, has no inherent strength and can act as a plane of discontinuity. In this study, two other coal-bed lithologies are also considered—bone and carbonaceous shale. This makes for a comprehensive suite of coal-bed stratigraphic components apart from rock partings. A total of 1,000 uniaxial compressive strength (UCS) and 440 indirect tensile strength (ITS) tests were conducted on cores from southern West Virginia that were specifically logged and described using the megascopic coal lithotype nomenclature. Statistical analysis is presented showing the results for each lithotype group with mechanical properties correlated to the lithotype. Previous studies have analyzed the mechanical breakage properties associated with coal lithotypes, which correlate well with these results. However, coal rank does appear to be a contributing factor, and this study is confined to only high-volatile A bituminous rank. Application of these results would be well suited to a rock mass classification system to address coal pillar rib stability. This would allow for rib support design and implementation to consider relative coal strength by visual observation of the seam stratigraphy through ongoing observations within a mine. Changes in seam composition can be readily identified, allowing the adjustment in rib support design. Another application would be for the determination of numerical modeling inputs based on detailed seam stratigraphy. However, these results, even with the standard strength reduction criteria, may not be applicable to currently accepted empirical coal pillar design procedures."

Building and Maintaining Community Relationships   In mining terms, the town of Waihi is distinctive with the Martha mine situated right in the heart of the town. MarthaÆs central location and other mining activity nearby means there is an increased community focus on the happenings at the mine and the effects and impacts of mining. While WaihiÆs proximity to the mine is unique, all mines have a community context that they operate within.   Issues of proximity simply heighten awareness and emphasise the need for building and maintaining good community relationships. In the three years we have been working alongside the Waihi community, we have worked together with concerned and supportive residents, representatives of Newmont Waihi Gold and representatives of Hauraki District Council, to develop a collaborative framework for addressing the economic, social, environmental, cultural and spiritual wellbeing of the people of Waihi. This could not have occurred without the genuine commitment of all participants.   This collaborative focus has resulted in some tangible progress in Waihi which, in part, stems from people taking an interest in the town because the town is taking an interest in itself. As we have worked and learned within the process of building and maintaining a collaborative and sustainable community environment, we have tried to adhere to a philosophy and a set of basic principles. We believe that this approach, combined with a teachable skill set, helped to create the opportunity to develop a truly collaborative community environment which continues to grow. Our paper will describe this philosophy, these principles and the skill set that we have applied.   The application of the process in Waihi has resulted in a series of outcomes unique to Waihi. These outcomes include formation of the Waihi Community Vision committee, the Vision Waihi Trust and the subgroups set up to further the interests of particular groups, for the collective benefit of all the community.   Based on our experience of other situations, and on the way the Waihi process has developed, we believe that the identified principles and skills can be transported and used in other cultures and contexts. While the resultant outcomes may differ, the underlying principles will still apply. Progress will come from creating a sustainable environment within which the community (including residents, industry and regulatory authority) can determine its own internal relationships and the vibrant growing sense it has of itself.

Brazil is a major mineral and metal producer, has magnificent fauna and flora, and superb architecture. In 1693 gold was discovered in Ouro Preto and Brazil produced about half of the world's gold. In 1726 diamond was discovered in the region of Tijuco in the Province of Minas Gerais, 150 km east of Bello Horizonte. The country became independence from Portugal in 1822 as the Brazilian Empire. In 1876, an Englishman succeeded in obtaining from the Amazon region seeds of rubber trees and secretly transferred them to England, where they were planted in the royal gardens at Kew. Some of the seedlings which spouted were sent to Ceylon and Singapore. Thus, began the rubber industry in the East. Today, Brazil is the largest producer of niobium, and produces a large number of other metals. The Mineral Research Center in Rio de Janeiro is the countries main Government establishment for mineral research. The country has been a republic since 1889 with its capital in Brazilia.

"Although CO2 content indicates the quantity of carbonate in altered basaltic rocks, it does not measure the intensity of carbonate alteration. CO/CaO molar ratios, which correlate with the relative proportions of individual carbonate species, measure the intensity of carbonatization. The Timmins gold area is characterized by pervasive carbonatization, with large parts of the area having CO2/Ca0 ratios greater than 1, representing C02 supersaturation relative to CaO. The mean CO/CaO in the Timmins area is0.67, compared to 0.13 in two unmineralized control areas. Regional arsenic abundance in the gold-bearing area averages 4 ppm, compared to about 0.35 ppm for the non-mineralized areas. The average K20 and Rb abundances are similar in both mineralized and non-mineralized areas (about 0.30% K20 and 7 ppm Rb). Although there appears to have been no wholesale addition of K20 or Rb to the mineralized area from external sources, these alkalies have been redistributed internally, resulting in patterns of local enrichments and depletions which are characteristic of the mineralized region.Local target anomalies associated with known mineralization consist of CO2/Ca0 > 1.5, As > 10 ppm and K2O > 0. 75%. Not all three values are required to be above these thresholds in order to identify local targets. Combinations such as C02/ Ca0 > 1.5 and As < 10 ppm, CO/CaO 1-1.5 and K20 > 0. 75 or K20 > 0. 75 and As > 10 ppm are equally indicative of proximity to gold occurrences. Gold-bearing veins and associated anomalies occur throughout the entire volcanic succession and are not restricted to any particular stratigraphic horizons. The levels and patterns of alteration and occurrences of gold appear to be structurally controlled."

In arid and semi-arid areas evapotranspiration (ET) cover systems are often used to mitigate contaminated seepage from hazardous mine waste into the adjacent environment. The theory of ET covers is based on the water balance equation with the aim of minimising seepage. While cover systems are commonly trialled, the influences of variability in climate and cover structure on water balance equation parameters are seldom investigated.Water balance equation parameters and their variability were analysed for two ET cover trials constructed from benign waste rock in semi-arid Australia. Seasonal and inter-annual variations in rainfall critically influence cover performance. For successful cover system operation, the average return periods for higher than average rainfall should be taken into account. In addition, failure of ET covers has a higher probability in areas with marked rainfall seasonality. Water holding capacity and plant available water content are low in covers constructed from waste rock. Changes in water holding capacity due to variation in particle size distribution are likely and critically influence cover performance. The application of topsoil can be beneficial for water ingress control through run-off, but a balance has to be struck between run-off, erosion and plant available water. Changes in vegetation composition only influence evapotranspiration water losses at plant coverage exceeding 50 per cent, which is unrealistic in semi-arid areas. This study showed that the capacity of ET cover systems to hold and dispose of received rainfall is often lower than assumed by industry practitioners. Furthermore, in order to improve reliability of long term cover performance, the variability of rainfall and water holding capacity of the cover has to be included in water balance models.CITATION:Schneider, A, Baumgartl, T, Doley, D and Mulligan, D R, 2012. This report, authorized under Contract Number H0220065, Amendment Number Six, documents the results of an investigation of lighting system modifications and designs for working place illumination in high and low coal entries of underground coal mines. The portable and machine mounted system designs, both modified and prototype, represent a continuation of work performed under Contract Number H0111403, Amendment Number One. See the Final Technical Report dated May 26, 1972 for detailed information concerning this prior Contract. All modified and prototype systems met the performance requirements of Bureau of Mines Specification 2G, as proved by test. In addition, the systems met the requirement for illumination, as specified in the Contract and in the proposed standards which were generated in response to Public Law 91-173.
