INTRODUCTION Kaolin clay, consisting largely of the mineral kaolinite, is widely used as a white pigment. In the United States, for instance, pigment kaolin production was nearly 6,000,000 tons in 1976 (1). Production for this year should be significantly above this level. Current prices for kaolinite 'pigments range from about $20.00/ ton to$260.00/tony,depending on the amount of processing needed to make the final product. Although much of this pigment kaolinite is used as an inert filler where product specifications are not very rigid, a large quantity of kaolinite is converted to products where very restrictive specifications exist. These specifications set severe limits on such properties as viscosity in a water suspension, particle size distribution, color, and brightness. This discussion will concentrate on methods available to improve the color and brightness of pigment kaolin and will review the advantages and problems associated with these various methods. The term "brightness" refers to the reflectance of the pigment to blue light (2). Since even the brightest commercial kaolins have a somewhat yellowish color, the blue reflectance (or brightness) is a reasonably good measure of their nearness to a perfectly white material. DURING the past ten or twelve years, the average reader of newspaper and magazine articles has been led to believe that enormous deposits of high-grade coal exist in the northland and that these can be mined for practically nothing. But much of the reputed glitter and attractiveness of Alaskan coals disappears when viewed at close range. Many areas of coal-bearing rocks are widely distributed geographically from Cape Lisburne, on Bering Sea, to Admiralty Island south of Juneau. Bituminous coal is found at Cape Lisburne, on the Bering Sea, at Five Finger Rapids on the upper Yukon, and at Herendeen Bay and Chignik Bay; lignite is found on the Kobuck River, along the Yukon River from points near the mouth to Tonakat, near Rampart, at Dawson, on the east shore of Cook Inlet, and in the Tanana Valley, 50 mi. south of Nenana. The Susitna and Matanuska Valleys contain coal ranging from lignite to anthracite, and in the Bering Lake district, there are coals ranging from semi-bituminous to anthracite. No effort will be made to describe all of these fields, but the writer wile confine himself to the four principal fields, namely, the Nenana field, in. the interior of Alaska, tributary to the Fairbanks district; the Matanuska, field, in the Matanuska Valley; the Kachemak Bay field on the east shore of Cook Inlet; and the Bering River field, east of the mouth of Copper River.

The energy required for dry grinding of phosphate rock in ball and roller mills has been analyzed by the method suggested by Charles and others. The findings are not wholly in agreement with Charles' predictions; but, nevertheless, the method of analysis is shown to be sound. Some of the deviation is probably attributable to the characteristics of a dry grinding system. Many laboratory and pilot plant scale experiments have been made to determine the energy requirements for size reduction. This topic was recently reviewed by Agar and Brown' and it was apparent that very little if any data exists in the literature which permits one to apply the Charles 2-Holmes3 analysis to industrial size systems. More recently, the idea has been put forward that the postulate of comminution by impact used by Charles and others was not sufficient to explain size-reduction throughout the grinding operation. The opportunity exists in the grinding operations of International Minerals and Chemical Corp. (IMC) to analyze the energy-size relationship for dry grinding phosphate rock in both ball and roller mills. This situation arises because the mills are used for custom grinding and make products from 50% to 85% minus 200 mesh. Rock bolts are commonly used to support and stabilize the rock around excavated openings. The assumption is made that the less competent rock near the surface can be supported by bolting it to more competent rock away from the surface. Naturally, a rock bolt can be no more effective than its anchoring mechanism which induces a stress field into the surrounding rock. Details of various types of bolts have been described e1sewhere.l The purpose of the present investigation is to study the stress distribution around an expansion-type rock bolt anchor, using the theory of elasticity. The elastic stress distribution provides some insight into the behavior of rock bolt anchors which may eventually lead to improved designs. Very little information is available on the induced stress field which is rather complex; consequently, photoelastic techniques have been used to obtain a qualitative picture of the stress ditribution.2 The present work provides quantitative information on the stress field induced by an idealized distribution of surface tractions, provided that the assumptions of the linear theory of elasticity are approximately satisfied. FORMULATION OF THE PROBLEM Consider an elastic region which extends to infinity and contains a circular cylindrical hole as shown in Fig. 1. Pneumatic stowing is commonly employed in European coal mines, but is not used in the United States. This paper reports a study conducted to analyze the conditions under which pneumatic stowing might be advantageously used and the techniques and costs involved in order to effect this. Although stowing may reduce the subsidence in a mining area, this does not entirely eliminate the surface damage. Besides, the cost of stowing will run about $1.50 to $3 per ton of coal mined not including the cost of fill material, if it has to be bought and transported to the mine. Stowing my, however, be economically viable under special circumstances such as in thick, steep, or contiguous seams.

GENTLEMEN : It is my privilege to transmit herewith the reports for the calendar year 1932 of your Treasurer and the Chairmen of the following Standing Committees: Finance, Admissions, Membership, Papers and Publications, Library, and Mining and Metallurgy. To these reports you are referred for additional details of the year's activities. Finances.-Continuation of depressed conditions in the mining industry (in common with other industries) caused the income of the Institute to decline from $168,274 in 1931 to $138,331. However, economies were effected so as to reduce expenditures from $171,198 to $135,977. As a consequence the net result of the operations for the year was a-surplus of income amounting to $2,354 compared with a deficit of $2,924 in 1931. This gratifying result is accounted for in large measure by the foresight of the Finance Committee in anticipating a substantial decline in income and preparing the budget accordingly. Incidentally, the tentative budget for 1933 has been balanced at $125,000.

Discussion of the paper of Godfrey T. Vivian, presented at the Cleveland meeting, October, 1912, and published in Bulletin No. 76, October, 1912, pp. 1103 to 1109. COURTENAY DEKALB, Tucson, Ariz. (communication to the Secretary*) :--Mr. Vivian's paper is interesting as an evidence of renewed attempts to solve the problem of adapting the centrifugal machine to the uses of the metallurgist. It would not seem that the Gee machine has solved the problem, because it is manifestly of use only with quite high-grade material, since low-grade pulp could not stand the cost of treatment by a discontinuous process. The mechanism, however, would seen to accomplish grading more perfectly than the ordinary centrifugal basket. This is an entirely different thing from concentration, which is intended to yield a finished marketable product. The real problem is to design a successful continuous centrifugal machine. Ten years or snore ago a machine, which might be described as having an inverted step-basket, offered much promise, and was constructed and tested at considerable cost, but it presented insuperable difficulties. The construction of a successful continuous centrifugal would be welcomed by the whole industrial world, since its uses would be most extensive. Mr. Vivian suggests the utilization of the centrifugal machine as a substitute for slime filters in the cyanide process, but he, has apparently not tried the experiment. I tested the efficiency of centrifugal machines for this purpose in 1897-8, having to extract the cyanide solution from a highly argillaceous slime of the sticky kind which the Mexican call ?lama." Our filter-presses yielded cakes containing usually :30 per cent. of moisture, and so dense as to preclude washing. The centrifugal machine readily Brought the moisture content down to 9 per cent. and permitted fairly successful washing. THIS paper is a brief report of experimental work undertaken to determine whether barium oxide in any quantity increases the desulfurizing action of blast-furnace slags. Industrial furnace operation with slag containing small quantities of barium oxide, referred to later, interested S. A. Sanford of the Commercial Chemical Co., Youngstown, Ohio, to conduct experiments to furnish comparative results on desulfurization with normal slag and slag containing small quantities of barium oxide. The U. S. Bureau of Mines agreed to assist on the problem because of the possible saving in fuel if the desulfurizing action of blast-furnace slag can be substantially increased, also because the experiments would yield new information on sulfur elimination in general, a matter of economic importance in furnace practice. A more complete and fundamental study of desulfurization of iron by slag is in progress.

The world experience shows that the tremendous potentialities of the computers and other technical means in improving management efficiency are not fully utilized. One of the causes is the tendency to solve the problems of management automation divorced from the management methods and schemes which demand continuous improvement in view of the steady progress of the social production. It may be safely affirmed that making decisions on management improvement divorced from management schemes or on both divorced from management automation problems cannot lead to success. The grave and sometimes unsuperable difficulties encountered in management automation arise from copying traditional management methods and schemes without solving the problems which exist both in management and automation fields. The system solution of management problems has unquestionable advantages and is not proposed for discussion. What is proposed to discuss is the difficulties emerging in developing a methodology of the system approach to management improvement and automation. Though aware of the fact that the questions proposed for discussion are not new, we think it advisable to briefly review them, first because they fall in the "chronically unsolvable" category, and, secondly, as it will enable us to illustrate the method of solving them in the framework of the proposed system approach.

Cutter roof failure is a specific type of ground control problem which frequently results in massive roof failure. It is a common occurrence in coal mines of the Northern Appalachian Coal Basin, causing delays in production and posing a safety hazard to mine personnel. The Bureau of Mines is conducting research on the causes of cutter roof failure to gain a basis from which to prevent its occurrence and to support such roof when failure does occur. Research conducted in a coal mine of central Pennsylvania has revealed a correlation between the occurrence of clastic dikes and formation of cutter roof failure. In-mine mapping of ground conditions showed an increase in roof failure in areas of high frequencies of clastic dikes. Rock pressure monitoring around clastic dikes registered the greatest amount of roof loading near the intersection of dikes with the rib. Load cells measuring horizontal pressure changes in the roof indicated that the greatest pressure changes were occurring perpendicular to entry headings when clastic dikes were present. Analysis of rock pressure monitoring shows that the roof behaved as two cantilever beams when severed by a clastic dike. Additional roof supports such as trusses and cribbing were found to effectively support the roof in areas of clastic dikes and prevent cutter roof failure. However, these methods were only successful when employed shortly after mining.

Development of a continuous drill-and-blast excavation capability in mining and high-speed tunneling has been a long recognized goal. Ideally, a machine to meet the challenge should simultaneously perform drilling, explosive loading, initiation, mucking, ventilation, and other functions while remaining at the face, since the elimination or modification of the cyclic nature of the system would significantly improve the advance rate and economy of drill-and-blast tunneling. The Rapidex continuous spiral drill-and-blast concept, one of the continuous excavation schemes presently under evaluation in the US Bureau of Mines' Bedded Deposits subprogram, utilizes an unusual blasting pattern that provides effective fragmentation and involves a partially self-shielding geometry that permits a lightly shielded machine to remain at the face during blasting.

The trend toward utilization of low grade iron ores means that more efficient methods must be developed for their concentration. The collecting ability of fatty acids derived from fish oils has been extensively investigated by Cooke.' Tuna oil, a byproduct of the tuna canning industry, is one of the lower priced fish oils. Utilization of tuna oil fatty acids as collectors in the flotation of iron ore might be economically feasible under certain market conditions, especially if their efficiency were high. Crude or unfractionated tuna oil fatty acids, and five fractions derived therefrom, were tested for their ability to concentrate a commercial specularite ore from northern Michigan. A commercial fatty acid derived from tall oil, and commonly used in nonsulfide flotation, was used as a reference. The crude fatty acids were obtained by simple saponification of tuna oil. Fractions A and B were obtained by acetone precipitation of the crude acids at -5O and -2S°C, respectively. Fraction C was obtained by a partial fractional distillation at 12S°C and at a pressure of 3y in a centrifugal molecular still in order to remove the shortest and longest chain fatty acids of tuna oil as well as oxidation products present in the original mixture. Fractions D and E were prepared by a chilling process in order to precipitate the unwanted saturated fatty acids. Yields and iodine values of the materials used are listed below: The seven samples were used as collectors in a laboratory procedure patterned after the commercial process for flotation of Michigan specularite ore. Viewed from the standpoint of an economist, the task which faces the petroleum producing industry is one of intelligent adjustment so that technology can perform the job of efficient exploitation, while at the same time the interests of producers and consumers remain adequately protected. The crux in the task of making this adjustment lies in the difficulty of arranging the instrumentalities of production to accord with the physical characteristics of oil. For example, oil is exploited under a competitive economic system based on private ownership and contract, with the hope that profits will attract capital and enterprise, and with competition supposedly acting as the regulative factor. Whether such a scheme of industrial organization works is partially dependent upon the ability of the producer to withold or produce his commodity as he sees fit, in accordance with market demand. But in the oil industry, the enterpriser does not have complete control over the expansion and contraction of production, for, because of the decisions of the courts that ownership in oil depends upon its possession, desire for immediate output becomes the controlling force in production. Consequently, the theoretical commands and restraints of free enterprise are not operative because there is no security of property, and the result is loss due to the following economic maladjustments: (1) Production not completely responsive to price control. (2) Production at excessive cost. (3) Loss of oil, a highly exhaustible natural resource. If economic maladjustments are to be eliminated, there should be a change in the organization of production so as to provide efficient exploitation of the oil and at the same time to insure individual property interests. The latter is necessary if economic considerations are to become primary factors in regulating production. To attain these ends, the entire pool should be developed as one big engineering project and some scheme

After months of negotiations, the U. S. has agreed to buy between 6000 and 7000 long tons of Bolivian tin now stockpiled at Peruvian and Chilean ports, at $1.175 per lb, f.o.b. South American Ports. Harry A. McDonald of the Reconstruction Finance Corp. signed the contract with Victor Andrade, Bolivian ambassador. The Mercantile Metals and Ore Corp., of New York City, acted as the agent of Bolivia's Banco Minero in negotiating the deal. The contract is a short term one. Throughout the talks, the U. S. refused to make a long term agreement because of the possibility that Bolivia will soon nationalize its mines. The Bolivians desired to sell the U. S. 18,000 tons during a one-year pact. The price agreed upon is roughly the same as with Malayan producers. In the meantime, American Smelting & Refining Co., signed over control of its operations to the Bolivian Government. The formal act of leasing the mines to the Bolivian Government follows the announcement last July by the company that it was closing operations because of high costs. Contract terms were not disclosed.

Many a geologist or driller has wished he could somehow climb into a borehole to see for himself what fractures looked like. Or why recovery was poor. Or how the bit was actually lost. Now it is possible to do the next best thing to climbing into the hole. TV cameras are being used for a close-up look at borehole conditions. Ever since television was invented, geologists and others interested in subsurface conditions have wanted a TV camera that could be used in the narrow confines of a borehole. But development of such a camera was slow, mainly because of the need for compact size. Not until the late 1950's did the technology of electronic miniaturization develop to a point where a camera satisfactory for the purpose could be put together.

All acid mine drain waters, regardless of source, share certain characteristics; but they do differ in exact chemical composition, degree of acidity, and total solids content. Any serious program to treat such waters must recognize these differences and apply to each specific case the technique which offers the best promise of each specific case the technique which offers the best promise of technical and economic success. The Pennsylvania Dept. of Mines and Mineral Industries has originated and funded studies of many different treatment means. Neutralization with lime is now being used on 200 different polluted streams in Pennsylvania, and multistage flash evaporation has been selected for a particularly large and troublesome outfall near Wilkes-Barre, Pa. A 5 x 106 gpd plant for this latter site is now being designed by Westinghouse Electric Corp. which developed a concentration process based on multistage flash evaporation as part of the State's research program.

The two-phase distributed-parameter kinetic model for flotation has been wed as the basis for a digital simulation of flotation plants of arbitrary configuration. Ores that contain any number of minerals can be handled. The effects of incomplete liberation and particle-size distribution are specifically allowed for. The simulator allows the investigation of variations in throughput and in the slurry density of the feed, and of variations in stage volumes and aeration rates. It can handle cell behavior even under conditions of hindered flotation. The requirements for data preparation are completely documented so that the computer program is suitable for general-purpose use. The program is written in Fortran. The output from the simulator consists of the complete material flows in the plant, as well as the grade, recovery, and particle-size distribution in each stream.

THE present paper is a continuation of the work on the relationship between the magnetic and the phase transformations in carbon steels during quenching. An account was given by the author in a previous paper1 of an investigation of this relationship during a continuous quench. The experimental difficulties then encountered prevented a conclusive proof of the existence or absence of such a relationship. The conclusions of the previous paper were derived indirectly. The present paper deals with the same problem, but the method of attack is modified. The technique developed by Davenport and Bain2 in their well-known study of austenite transformation at subcritical temperature was adopted in the present investigation.. They have shown that the austenite to martensite transformation can be caused to proceed at a relatively slow rate by quenching steels into a hot metal bath. Slowing down of the rate of transformation, together with an observation by Lewis3 that a eutectoid steel can be preserved in the nonmagnetic state by such quenching, pointed out a possibility of a study of both transformations .under more favorable conditions than previously described. The preliminary steps were connected with the technique of the hot bath quench. To study this phase of the present work a modification of the apparatus previously described1 was used. The modification consisted in the use of a hot quenching bath instead of brine, and in fixing the secondary and the primary coils of the apparatus in a stationary position in and around the bath. PRIOR to 1934 all haulage of ore and stripping on the Mesabi Range was by rail. Early rail systems had small narrow-gage locomotives with correspondingly small dump cars. These trains were replaced with larger standard gage rail systems powered by steam locomotives ranging up to 224 tons in weight, which have in turn been replaced by diesel electric locomotives. Along with this development cars have been increased to 30-cu yd capacity. Improvement of cars includes alloy steel construction for lower over-all weight and use of roller bearings to decrease rolling resistance. Despite all of these developments, the total material hauled by rail on the Mesabi Range has decreased every year. Yet, this is no reason to believe that rail haulage is becoming obsolete. Its adaptation to small mine operation has become impractical, but in large mines where normal railroad grades are possible or where hauls to plants or dumps are long, rail haulage is still one of the most economical methods of transporting large quantities of material.
