In June 1914, one week before I was to be awarded my sheepskin in upper New York State, I received a telegram from New York City which read "Can offer you position as engineer in Chile at $115 a month contract for one year. (signed) Chile Copper Co." That night, Friday, I took a sleeper to New York and arrived at the Guggenheim Brothers' company office at 165 Broadway, just as it was opening up on Saturday morning. Saturday was no holiday in that era. Presenting the telegram at the office, I was ushered into a sub-executive's office and shown a mimeographed contract which 1) agreed to pay me $115 per month from the date of leaving New York until I returned, and with travelling expenses both ways, 2) fixed a charge of $46 per month for board and lodging in company quarters, and 3) stipulated a contract term of one year with the right to retain my services for another year if the company so elected. While a bit huffed at the year's "kicker" I nevertheless accepted. I was then told to prepare to leave the following Wednesday (June 17) on a United Fruit Co. steamer for Panama. NOT much data are available in the literature on textures in cross-rolled metal sheets. Among the body-centered-cubic metals, a few investigators have studied the preferred orientations developed in cross-rolled and in subsequently annealed molybdenum specimens.1-4 Semchyshen and Timmons5 onstructed complete pole figures for the cross-rolled and subsequently annealed arc-cast molybdenum. They used the conventional photographic method. Similar data on cross-rolled iron are still lacking. In view of the fundamental importance of iron as a basic metal for magnetic alloys and many industrial steels, the present investigation was undertaken in an attempt to understand more about its properties. The material selected for the present work was of high purity, and the textures were determined by the Geiger counter spectrometer technique, which permits the construction of quantitative pole figures. Experimental Procedure The material used for this investigation was NRC (National Research Corp.) high-purity, gas-free iron. The total gas content (N2 + O2 + H2) given was less than 0.026 pct, and the carbon content, less than 0.005 pct. Spectrographic analysis of a 2 in. cast ingot showed the percentage of metallic impurities as 0.0004 pct Cu, 0.0002 pct Mg, 0.001 pct Mn, 0.01 pct Ni, and 0.006 pct Si. A 1 in. thick slice was cut off from the 2 in. cast ingot. It was hot-forged at 850 °C to destroy most of the cast structure. Surface scale was removed by milling the forged piece to a size 2 in. long, 1½ in. wide, and ¾ in. thick. After normalizing at 915 °C for 15 min, the piece was alternately cold-rolled 40 pct and annealed at 750°C in hydrogen to a final thickness of 0.165 in., with a resulting uniform grain size of 0.1 mm.

The consistent upward trend in crude oil production prevailing in California throughout the greater part of 1929, was effectively checked in November by a curtailment program instituted by mutual agreement between operators in four of the major fields. This program artificially reduced daily production to approximately the same daily figure as prevailed in December, 1928. The large amount of deep drilling during the later part of 1928 and during 1929 has established a potential, however, which is far in excess of refinery needs in the state. Low prices for crude oil which prevailed in California during 1928 continued during 1929. General curtailment continued in the older fields in San Joaquin Valley. The number of wildcat and exploratory wells drilled throughout California was materially increased, but no major field was discovered unless the recent bringing in of the Ohio Oil Co.'s Recreation Gun Club No. 1 well, near Venice in Los Angeles Basin, during the closing days of 1929 results in such a field. Significant developments during 1929 were: (1) The discovery of three deeper zones in the Santa Fe Springs field known as the O'Connell, Clarke, and Hathaway; (2) Kettleman Hills development and unanimous agreement to restrict production; (3) developments along the Santa Barbara Coast and the drilling of tideland permits; (4) extensions of some of the older producing areas in the San Joaquin Valley; (5) the Lawndale and Santa Barbara Mesa structures, the former discovered in Los Angeles Basin in 1928, the latter in Santa Barbara County in 1929, proved to be failures; (6) intensive exploration throughout the state and the drilling of a large number of deep wildcat wells; (7) discovery of oil by the Ohio Oil Co. in the Los Angeles Basin at Venice; (8) Long Beach and Ventura Avenue fields maintained steady production throughout the year. As a natural sequence to the discovery of high-gravity oil fields in Kettleman Hills and at Elwood in 1928, a tremendous amount of exploratory work was done in 1929 in areas underlain by rocks of lower Miocene age, particularly along the Santa Barbara Coast area, the San Joaquin Valley, and the Salinas Valley, where the Vaqueros and Temblor sands were considered to hold possibilities for production.

The amount of published literature in the field of mechanical properties of magnesium alloys is not great; particularly with respect to rolled alloys. Haughton and Prytherchl have summarized most of the articles to 1937, including their own work on sheet. Although many papers can be found dealing with the technology of magnesium and the alloys now in commercial use, there does not seem to be any work dealing exclusively with the variation in properties of rolled alloys as caused by changes in alloy composition. Comparison of published data reveals considerable discrepancies in properties of alloys of the same composition, probably due to differences in the details of working and heat-treating followed by different workers. The purpose of this paper is to study the properties of alloys in conditions where the effects of such differences have been eliminated. It is well known that the strength and ductility of metals are functions of the working and heat-treating they have received, as well as of their chemical composition. In comparing alloys with respect to these properties, therefore, all possible combinations of the variables of the fabrication procedure ought to be carried out on each alloy. One or more of these treatments mill produce the highest ductility, or strength, or both. These highest properties would then be selected as characteristic of each alloy, and alloys would be compared on the basis of those properties. Thus a separation of the effect of composition and that of workiiig and heat-treating would be achieved. In this paper, however, a compromise with completeness has been made by carrying out a restricted number of treatments. As a consequence, the properties obtained are not necessarily the best that the alloy is capable of exhibiting; but since all alloy3 have been treated by the same method, the results ought to be comparable. The elements selected for the study comprise a class that will alloy easily with magnesium, and that are reblatively cheap. Each was added in different amounts, up to a limit that varied with the element.

With the extensive deposits of potash minerals which have been discovered in the southwestern states, and their rapid development, a permanent American supply of potassium compounds is now assured. The 325-year history of the potash industry in this country has been told by H. I. Smith1, of the U.S. Geological Survey, and the more recent activities of the Survey and of American potash companies were described last year by the same author2. In fact, it may be stated that so great is the productive capacity that two mines in New Mexico and one in California are able to supply more than half a million tons of crude and refined salts over and above that produced for agricultural purposes. The era of scarcity has given way to an era of superabundance. This situatiori makes it desirable for the potash producer to look for other applications for his product, and it is with this in mind that the writer presents some information pertaining to present and possible future uses for potassium compounds in the ceramic industry. Ceramic Products Ceramic products are essentially solid materials containing one or more oxides such as SiO2, Al2O3, CaO, MgO, FeO, K2O, Na2O, TiO2, which are the oxides of greatest abundance in the earth's crust. The typical ceramic process is that of firing or burning the batch, and the product may be glassy, crystalline or mixed. In the glassy or vitreous group come glass, porcelain enamel and glazes; in the crystalline group, refractory materials such as silica brick, or chromite or magnesia; and in the mixed group, porcelain, chinaware, stoneware, tile, brick, etc., which contain both a vitreous and a crystalline phase, in variable proportions. The ceramic industry of the United States is a billion dollar industry, and is important not only because of its magnitude but also because of the key position occupied by certain ceramic products in the whole manufacturing structure. MANY requests for information as to the possibility of washing coals to some predetermined percentage of ash or sulfur have suggested that the producers aim to satisfy some degree of purity set by the user of the fuel, rather than to attain the greatest economic benefit to all concerned. This paper is written to show that the highest economic purity of washed coal can be determined from washability studies of the raw coal, costs of mining and washing coal, and data on the effect of ash and sulphur on the value of the coal for the particular use for which it is intended. COKE FOR BLAST-FURNACE USE For purposes of illustration, we take the case of coal washed for coke to be used in the iron blast furnace. The method outlined can be made general in its application by substituting for the figures used here the actual operating figures for the particular case under consideration. In general, it costs the blast-furnace operation from 8 to 25 c. per ton of pig iron to slag out each 1 per cent. of ash introduced into the blast furnace by the coke. This figure depends on which one per cent. of ash is removed, and decreases with decrease in ash: When blast furnaces and coal mines are considered as a whole, the figure decreases to zero and then becomes negative, on account of low recovery of washed coal. Various figures1 have been given by different investigators: These figures necessarily differ, not only on account of the differences in operating costs but on account of the difference in the respective fuels as well. For the purpose of this paper, which, as explained, is to point out a method of attacking a certain problem, the figures used in the exposition of the method are of secondary importance. It is apparent that no universally applicable figures can be used, because there are none. Each plant has its own coal,2 its own operating cost, and its own conditions.

Isothermal annealing of quenched Fe3Al reveals that the superlattice forms by the nucleation and growth of ordered domains. The activation energy for isothermal ordering and initial domain growth is -29 keal per mole, which is thought to he the activation energy for vacancy migration. Domain growth, in the absence of excess vacancies, has an activation energy of -100 keal per mole. A maximum in the hardness is observed when the structure consists Of ordered domains, -35-4 in size, growing into a short-range ordered matrix and, also as a function of degree of order, S, with an infinite domain size at S = 0.4 to 0.5. It is proposed that both maxima are due to a transition from deformation by unit dislocations to deformation by superdislocntions. FE-AL alloys containing more than -23 at. pet Al, when quenched from above the critical temperature for the Fe3A1 type of order, always contain the maximum possible amount of FeAl (B2) type of order' (see Fig. 1). Thus when the Fe3A1 superlattice forms, in a 25 at, pet A1 alloy, it does so from an imperfect FeAl structure. The formation of the Fe3Al superlattice has been the subject of several recent X-ray,1, 2 electrical-resistivity,3"6 and dilatometric3 investigations. McQueen and Kuczynski3 concluded that the isotherma1 ordering of Fe3Al, after quenching from 800°C (T,, the critical temperature for order, is 55O°C), takes place by the nucleation and growth of ordered domains. However, Feder and Cahn4 found that the isothermal ordering was complex but more like a homogeneous nucleation process than a nucleation and growth process. Lawley and Cahn2 reported that the degree of order is a continuous function of temperature which is a characteristic of a homogeneous nucleation process. Thus, the evidence is conflicting as to the nature of the Fe3Al ordering reaction. Lipson7 was the first to suggest that ordered domains should exist in the Fe3A1 structure since, as

The formation tester, as the name implies, is a tool built for testing the contents of sands encountered in drilling Wells Without actually cementing casing on the sand. The tester was developed in the Mid-Continent and has been in use commercially there since about 1926. However, some two dozen patents have been issued on formation testers dating back to the seventies. The method apparently was an outgrowth of the old Mother Hubbard grain or bean packer, used around casing before the days of cementing casing. These packers were also seated in a tapered hole and if the formation tested was not satisfactory the casing was pulled loose and the hole taken down to another formation. A great deal of experimental work has been done in its development, and as a result of this work the formation tester became an accepted integral part of the petroleum development in California. The formation tester was introduced into California some three years ago by M. 0. Johnston. Months of discouraging and expensive work followed its introduction into this state, but one organization after another tried the tool and its use is now fairly general. Shortly after Johnston began testing in California, the Halliburton tester was also introduced into the state and now another tool is being introduced, the Shaffer-Roles tester. Principle and Operation of Testers The principle employed in all formation testers is that of packing off the fluid in the hole above the formation to be tested and thereby prevent,ing it from having access to the testing tool. This permits the fluid contained in the given formation to have unrestricted access to the tool. It is accomplished by running the tool and packer on the bottom of the drill pipe; the valves in the tool being closed while going into the hole to prevent fluid from entering the drill pipe. The packer is then seated at the desired point, trapping the drilling fluid above it. When this has been done, the valves in the tool are opened and the fluid from the formation is allowed to enter the empty pipe through the tool. If the

While the installation of mine bulkheads to retain water under high pressure is by no means a rarity, the following points which arose in the designing and placing of two of these bulkheads may be of interest: The Hibernia magnetite mine, located about 40 miles west of New York, in the State of New Jersey, is partly fillcd with water. This mine is located on an ore lens, the outcrop of which is over a mile long. The ore has been mined from this lens from the surface to a depth of more than 1,500 ft. It was held desirable to separate the old workings from the new, and to allow the former to fill to the 850-ft. level. Two weak places existed between the new and old workings below this Ievel: namely, a temporary bulkhead on the 10th level and a rock bulkhead of indeterminate thickness on the 16th level. When the matter of allowing the old workings to fill was investigated, the fact was developed that if these old workings were filled, the bulkhead on the 10th level would be subjected to a water pressure of about 50 lb. per square inch, and that 200 lb. per square inch would act on the 16th-level bulkhead. As the above-mentioned barriers were not deemed of sufficient strength to permit of these pressures, it became necessary to design and install new bulkheads. Design As the 16th-level bulkhead was required to withstand a pressure of 200 lb. per square inch, it presented some difficulties. A careful consideration of the various types of mine dams now in use led to the adoption of a design of the form of a truncated wedge. In this, the pressure side of the dam is of greater area than the hack, so that the resultant action is similar to driving the wedge. By cutting generous skewbacks in the walls, roof, and floor, this type in reality becomes an invisible arch. The wedge feature tends to compress the materials in the bulkhead, thereby adding to its imperviousness.

The lead smeltery at East Helena, Mont., controlled by the American Smelting & Refining Co. since 1899, has been in continuous operation for the past 25 years. Most of the old smelting and roasting practices have been superseded by newer and more modern methods, but on account of the difficulties involved in changing the original construction, some of the methods in use of handling materials are not the most modern. This plant, however, is particularly interesting as being one of the few essentially lead smelteries in the United States. At Federal, Ill., Collins-ville, Herculaneum, and possibly other places, similar work is being done, but it is doubtful whether any of them produces as much lead as the East Helena plant, whose monthly production averages 6,500 tons. The situation, 5 miles east of Helena, is convenient to both the Great Northern and Northern Pacific railroads, while the electric power is obtained from Canyon Ferry, 12 miles east on the Missouri river. Local quarries supply the requisite amount of lime rock, which the contracts require to be crushed to 5 in. Of the 450 men on the monthly pay roll, a census showed 200 Austrians, 110 Americans, and 30 Italians, the balance being made up of miscellaneous nationalities. The ore supply is mainly derived from the Coeur d'Alene mines in Idaho, and consists of crude ore, coarse and fine concentrates, middlings, and slimes. About one-half of the total output of the Coeur d'Alene camp is sent to East Helena. An average analysis of these ores gives approximately 40 per cent. lead and 11 per cent. sulphur. Local shipments, varying from month to month, are mostly highly siliceous gold and silver ores carrying little lead. Small shippers, leasers of old mines, and prospectors are very numerous throughout Montana, and it is the policy of the company to encourage these men by every possible means, including the free sampling and analysis of their ores and aid in the development of their mines and prospects, whenever their results show promise.

As we understand the functions of the A. I. M. E. Petroleum Division, they are to discover and promote knowledge for the benefit of society on the mining of oil and gas. To the individual member of the Petroleum Division, there are certain advantages of social and professional contacts, but the collective purpose is that described. And the individual is benefited by membership only as the Division measures up to the purposes of its existence. Consequently, the welfare of this Division and that of its members depends upon the extent to which it keeps pace with the needs of society on matters relating to the mining of oil and gas. To some extent, A. I. M. E. activities must be determined by the changing current needs of society. The great problem ahead of the world for some time is to evolve equitable types of production control in many industries, and especially is that true of the oil industry. Production control in this industry is as much an engineering function as is production development, notwithstanding it also involves the lawyer, the economist and the politician. It must be built on and around suitable engineering planning enforced by public opinion and legislation. We believe the prerequisite to any satisfactory solution of the oil industry's ills is an educational campaign establishing a better public understanding of the needs and merits of production control, by which we mean the maximum yield at the minimum cost coordinated to society's current needs. The underlying causes of the oil industry's ills are well known and generally agreed upon. In like manner there is general agreement among students of the industry that the first step toward their correction would be general adoption of oil-field developing and operating methods that would permit most efficient use of reservoir energy; that would provide for equitable distribution of oil and gas among the several owners in the pool; and also for the extraction of these products in response to market demand. It is now found, however, that general adoption of such developing and operating methods unfortunately cannot be brought about without changes being secured in certain basic laws of oil and gas, and perhaps also in the anti-trust laws. These legal changes are difficult to secure because of the widespread fear that they would tend to place the oil industry more exclusively in the hands of the major companies, and that

I. The Property. The Homestake Mining Co. has acquired through consolida tion the ground and equipment of the Father De Smet Con solidated Gold-Mining Co., the Deadwood-Terra Mining Go., the Caledonia Gold-Mining Co. and the Highland Mining Co., at and near Lead, Lawrence county, South Dakota, in the northern portion of the Black Hills. The company owns or controls 250 claims, comprising 2,616 acres and covering about 8,000 ft. along the strike of the lode. At the surface there are several veins, of which three have united in depth, where the main vein ranges from 300 to 500 ft. in width. The 1,100-ft. level is the lowest at present. The rock of both walls is, so far as known at present, carboniferous alate, and the country is penetrated by a system of porphyry dikes, and in some places capped with porphyry. The output of the company up to January, 1903, has been, approximately, $70,000,000. II. The Ore. The oxidized, open-cut ore is nearly all treated in the three mills on the northern part of the property, which are as follows : The Mineral Point (formerly the De Smet), of 100 stamps, the Monroe (formerly Caledonia), of 100 stamps, and the Pocahon tas (formerly the Deadwood-Terra), of 160 stamps. A cyanide plant, to treat the leachable portion of the tailings from these North End mills, has recently been installed and put into oper ation at Gayville, or Blacktail as it is now known. THIS paper is not intended as a scientific discussion of the combustion of oil but is written from, the standpoint of an operator who has the experience and qualifications necessary to guide others in producing the most economic results in the use of liquid fuels. Oil, in this paper, usually, means petroleum or its products but incidental reference is made to other liquid and gaseous fuels, so that the term may be considered, as referring to all liquid and gaseous hydrocarbons in comparison with solid fuels, as coal and. wood. However, only a few of the principal factors in the use of oil as a fuel can be given. The present, and prospective, high price of coal is causing users of fuel to renew inquiry as to the merits of other forms of fuel for industrial purposes. Crude oil (petroleum) is proving to be one of the world's most valuable mineral resources. The recent discovery that oil underlies a considerable area of the United States, Mexico, and other parts of the world to a greater extent than was formerly believed and the large production of some of the wells in these areas shows the probable quantity of fuel oil that may now be available. Through the energy of Lord Cowdrey, who was one of the pioneers of the oil industry in Mexico, oil has been discovered in England; some prominent geologists believe that it may be found yet, in quantity, in Great Britain. For years, oil has been known to be of great value in the manufacture of metals. It has proved incomparable in forge shops, steel foundries, heat-treating furnace s, and wherever accuracy of temperatures is essential, or where a maximum output is desired as well as quality of metal. In some types of equipment, the output produced with oil as fuel is double that obtained with coal and, at a reduction of 50 per cent, in the cost of the fuel. For example, in drop-forging plants, the metal is always waiting for the man when oil is used as fuel, whereas with coal, the man must wait for the metal to become sufficiently heated.

In many iron, coal and copper mines where large tonnages are known before starting operation and proper provisions can be made, the problems of electric traction by trolley locomotives are not very different from those of surface plants. In such installations the gauge of the track, the radius of curves, and the clearances, both vertical and horizontal, can be made to suit the conditions of the traffic. It is more difficult to install electric traction in mines which were started with hand tramming and where no consideration was given to the possibility of mechanical traction being used. The writer having had some experience in the installation of electric traction in copper mines, the following remarks apply more particularly to these mines. With the gauge of track usually 18 or 20 in., the weight limit of locomotives obtainable from manufacturers in this country varies from 3 to 6 tons. The full-load speed varies from 49 to 6 miles per hour. These locomotives, being made to run on very small radius curves, have a short wheel base and a long overhang from axle to coupling, which necessitates a coupling' with a good deal of lateral motion to avoid derailing the cars on sharp curves, especially if couplings are of the standard railroad automatic type. Although 3-ton locomotives will run on 12- or 16-lb. rails, it has been found more satisfactory to use 25-lb. rails, as the track keeps in much better shape, it is easier to maintain the bonding in good order, and fewer derailments from dirt on the track occur with the larger rails. Where 6-ton locomotives are used the 25-lb. rails are satisfactory, but 40-lb. rails have proved cheaper where the traffic is heavy and the ground is soft, as the track maintenance is considerably lower with the heavy rails. The locomotives will run on 15-ft. radius curves, but on through runs it is advisable not to go below 40-ft. radius. The voltage used should not exceed 250 to 275 volts, and the trolley wire should be protected, to prevent accidental contacts, in front of chutes and at all points where it is low. (New York Meeting, October, 1918.) THE problem of increasing blast: furnace efficiency through diminution of flue-dust production while operating with burdens consisting largely of fine ores has of recent years attracted the attention of metallurgists, whether directly or indirectly interested in the economies of iron smelting, and the various methods evolved from theory or practice have been submitted to wide discussion. After the very thorough and, at that time, exhaustive view of the whole subject, which was afforded to the industry by the meeting of this Institute in February, 1912, the subject was again taken up at the meeting of the Verein deutscher Eisenhüttenleute at Diisseldorf in December, 1912. While American and German conditions are not entirely identical, it may be of interest to give here the words of the gentleman summing up the discussion at the Diisseldorf meeting: ' The chief advantage offered by the use of briquettes lies in the fact that disturbances in the furnace, caused mostly by the presence of fine ores in the burden, are avoided, and that blast pressure can be considerably reduced. The resulting economies cannot be overrated, as, with lower blast consumption per ton of product, the installation will be able to take care of increased production. In consequence of lower pressure and speed of blast, heat is more efficiently utilized, flue gas temperature is lowered, and coke particles are less liable to be carried along with the flue dust, of which considerably less is produced. Finally, by increased regularity of operation and higher . temperature in the lower parts of the furnace, the quality of the product is improved. The question of briquetting iron ores has grown to be one of the most important in the iron industry, and, it is not any more a question of what is the cost of briquetting ton of ore, but what, in using ore briquettes, is the cost of production of a ton of iron.'

MANY of the studies of intermetallic compounds containing uranium were performed during the early 1940's under the aegis of the Manhattan Project. Subsequently, much of this work was declassified and published after 1949. In some instances this early work, completed with relatively impure materials, represents the only source of X-ray diffraction powder data available in the literature. In the case of the intermetallic compound U,Fe some discrepancies in the powder pattern exist in the literature. Since this compound has been prepared in this laboratory, it is believed that the publication of the indexed powder pattern would help clarify the conflict in the literature. In studies of the U-Fe system, Gordon and Kauf-mannl and Grogan and Clews2 independently reported the intermetallic compound U,Fe in 1950. The crystal structure was described by Baenziger, Rundle, Snow, and Wilson3 in 1950. It is isostructural with U,Mn, U,Ni, and U,Co and crystallizes in a body-centered tetragonal lattice. The lattice constants determined by Baenziger et al. are: giving an X-ray density = 17.7 g cm-3 for 4 mol per unit cell. The compound used in this study was prepared by melting a stoichiometric mixture of the constituent metals in an argon-arc furnace using a nonconsum-mable tungsten electrode. Before the argon of 99.98 pct purity was introduced into the furnace, it was passed through CaC1, to remove water vapor and afterwards through a stainless steel tube containing calcium turnings heated at 600°C for the removal of nitrogen and oxygen. The purity of the uranium used was better than 99.9 pct and that of the iron was 99.97 pct. Before and during melting a zirconium getter was used to further purify the argon atmos-

(written discussion?).- We are indebted to Captain Lucas for an interesting contribution to the literature of the salt-dome oil fields, and especially for his suggestion that a more aggressive method -of prospecting be adopted. The occasional discovery of new fields on, the Gulf Coast is in itself sufficient to show that the oil possibilities of the region are by no means exhausted, and those who have studied the area most thoroughly are the most optimistic regarding its future. Nevertheless, the search for new fields, according to present methods, involves the expenditure of great sums of money annually, for the proportion of dry holes to producing wells drilled yearly in the Gulf Coast region is much' greater than in most areas, even if all the wells drilled in what is commonly regarded as proved territory are included. Not only are the present methods of locating new domes very uncertain, but when a dome is discovered there is no assurance that it will be oil-bearing; or, if so, whether the oil occurs in the cap-rock, in the sands above it, or in some small isolated lens of sand far down on the flanks of the salt mass. As Captain Lucas points out, about all we positively know is that the domes are there and that some of them are oil-bearing; their origin is a matter of controversy and the original source of the oil is conjectural. Under these conditions, it is not surprising that the search for oil is conducted more or less blindly and that dry holes are common. Many wells are drilled each year in an endeavor to find oil at depths of 2000 or 3000 ft. (609 to 914 m.) or less, in locations which most geologists would condemn without hesitation. As Captain Lucas suggests, the money spent in this way might be used to far better advantage in, drilling one deep well in a carefully selected locality. Opinions may differ as to whether such a, well would find oil, and many geologists will probably believe that the chances are against it, yet all will agree that the boring, whether it finds oil or not, will probably throw light on the origin of the domes and on the source and mode of accumulation of the oil, and will therefore be of great interest, not only to the scientist, but to the oil operator.

For an account of the discovery and the determination of chromite on Port au Port Bay I am indebted to Mr. Obalski, Government mining engineer for the Province of Quebec. He writes: " In June, 1894, with the authorization of our Government, I went to Newfoundland to examine some asbestos property. Passing through Halifax, I had interviews with some gentlemen who told me that besides the asbestos there was in the same district a big deposit of iron-ore. They handed me some specimens, and, after ascertaining that they were not magnetic, and learning that they were found in serpentine, I said they were chromic iron. I visited the place on June 27, 1894, and confirmed my opinion, pointing out at the same time the importance of the deposit, as appears in my report of July 9, 1894. I do not claim any credit for the discovery of chrome-ore in Newfoundland; but, as a matter of fact. when I came in contact with the Halifax gentlemen they did not appear to know the nature or the value of the mineral until I mentioned to them that it was chromite. "' Mr. Obalski's report was mainly devoted to the asbestos-deposits. That portion relating to the chromite was as follows: " On the right side of the creek there is a show of chromic iron of good quality, which appears scattered through the serpentine in several places on the face of the cliff for 40 to 50 feet. A few boulders are found farther up at a distance of 100 feet, and also in the ckeek itself. From this point the deposit exists on a relatively large area, the widest exposures being from 6 to 7 feet. Chromic iron deposits in serpentine rock have no regularity, and are merely pockets. In the case of the property in question this rule is not changed, but the pockets look to be of large extent, and could be easily worked." My own preliminary investigation of the property was made

THE term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. "Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper.

The existing large stocks of raw materials have induced misgivings in the minds of many as to near-view prospects for a return to higher commodity price levels. Until stocks are materially reduced—and this operation will probably extend over a protracted period—a buyers' market will continue. Meanwhile the matter of production cost becomes more and more a factor of consequence to industrial management, finance and the investing public. With many commodities a general level of costs exists with which the public has been made familiar. Certain conditions surround these industries which, at the outset, determine whether there is a basis for sound commercial results. In other words, it can generally be determined in advance whether or not the cost of production is sufficiently below the normal average price to return a reasonable profit over the years. With all domestic agricultural products there are available exhaustive Government studies in the field of production costs. Such figures as the average cost of wheat, cotton, sugar, etc., are reiterated constantly. There are many products of foreign origin such as coffee, rubber, raw silk, etc., the production costs of which are to most of us matters of deep mystery. Forest products also are so diversified that few but specialists know what a thousand feet of lumber really cost at the mill, especially where remotely located. However, with respect to products of mines, production cost information has been widely disseminated. The literature is replete with such data. Here we find that without any special help from outside agencies the industry itself has given publicity to a large variety of cost figures. For example, we know, or know where we can ascertain, the cost of producing a pound of copper from Chile, Arizona or the Lake Superior district. In many cases we can secure from the company reports a vast amount of detail leading up to the cost per ton of ore and the cost per unit of the metal yield. These records are of great assistance to the mining industry as a means of estimating on new exploitations. This industry has been production-cost-minded almost from the beginning.
