Rock slope stability assumes different roles in decision making as a mining venture develops and, accordingly, geological investigations vary in thought and in deed according to the project stage. During exploration, stability questions bear on the decision whether or not to mine, because their resolution affects the cost of mining. During the mine lay-out stage, stability is a key factor in deciding how to mine. Finally, during mine operation, stability affects safety and operating costs, and therefore, pit productivity. Among the many considerations influencing stability, rock mass classification and geological environmental factors count heavily. The rock mass behavioral class depends upon the rock character and its degree of fracturation. The loads on the rock are derived from the environmental factors of initial state of stress and the water regime. Of course, stability is also tied to a host of non-geological factors such as the pit geometry, mining style, relative wealth, philosophy of mine operation, and accident history. METHODS OF STABILITY EVALUATION AND CORRESPONDING INVESTIGATORY TOOLS The purposes of the geological investigation are to identify and evaluate the geological factors influencing stability so that the vital questions can be analyzed. The tools selected for stability analysis reflect the stage of development of the mining scheme and therefore the geological investigations, which must furnish data for the analyses and must vary with the project stage. For exploration and mine planning, the methods of resolving stability questions must meet the need to evaluate numerous parameters in limited time; examples of such methods are stereographic projections (1, 2, 3) charted solutions(4) and simple physical models (5, 6). An investigation program that employs geological mapping tools and aids to mapping, such as geophysics, with relatively few rock tests, is in balance with these analytical methods. First data about the water regime are obtained from observed piezometric levels, and the initial state of stress is queried simply through geological inference and experience. In the layout stage more elaborate physical scale models (7) and perhaps finite element models (8, 9, 10, 11, 12), will be relevant to the design process and therefore much more detailed geological investigation is required. AMONG the many newer disclosures that have accompanied the petroleum industry's progressively deeper exploratory drilling is the increased frequency with which the operators are encountering reservoirs of which the products at the time of discovery exist wholly or predomi-nantly in the gas phase. The popular term "distillate pool" is most often used within the industry when referring to this type of reservoir, and in this paper the term is used in that sense. These pools have been observed in many different surroundings. In some places the entire reservoir is filled with the wet gas containing its water-white condensible products in the gas phase but apparently with no dark oil or other hydrocarbon liquids in the reservoir. The 8200-ft. horizon in the Big Lake field in West Texas is a good example of this type. At other places the wet, or distillate-bearing, gas may form a large gas cap directly overlying and in contact with an extensive reserve of dark oil. Oklahoma City, Kettleman Hills, the 8500-ft. horizon in the Big Lake field, and many others are examples of this type. There are also many places in which the wet distillate-bearing gas fills nearly the entire reservoir space, while the dark oil occupies only a narrow, bandlike zone, which marks the boundary of the reservoir along its lowest productive contour. The heavier components of these deep pool gases are generally water white in color, a large portion of which are condensible in a conventional oil and gas separator, when operated under pressures of the order of 400 to 800 lb. per sq. in. Although the water-white products recovered in the separator sometimes have end points of 650° F. and higher on standard Engler distillation, they occur only in the gas phase in the reservoir. It is entirely possible that even some small amounts of dark colored reservoir components may occur in the gas phase when the temperature is 300° F. and pressures exceed 6000 lb. per sq. in. Close approaches to these conditions have been encountered in the deepest producing wells. The condensible content of the deep reservoir gases of the many pools that have been tested or produced to date shows a wide variation in both condensible content, per 1000 cu. ft. of gas, and physical character.

At intervals during the past several years the oil industry has been confronted with the problem of forestalling crises in its affairs. These crises have been reduced to periods of depression which, fortunately, the industry has been able to survive. Under the existing competitive practices which control the producing division of the industry it apparently has been proved that the best efforts logically to curtail development and producing operations are inadequate for effecting a true production balance and the consequent stabilization of prices. The industry is awakening to the fact that the situation warrants revolutionary thought and at this time it is looking for a permanent solution of its problem in a general plan for unit development and operation such as the one first proposed by Henry L. Doherty. Mr. Doherty's proposal was designed not only as a means for stabilizing the industry as a whole, but its principles involve very definite potential benefits for the average individual operator and royalty owner as participants in pooled projects. The benefits to these individuals would be derived from maximum recovery, the maximum utilization of natural energies, the minimization of development and operating costs, enhanced values of leases and royalties through improved efficiencies and ultimate yields, improved earnings through stabilized crude oil prices, etc. This plan was revolutionary to the industry's practices and at the time was rejected, but it now appears that the development and operating policies for new properties are continually approaching the ideal of the original plan. Oil companies are constantly extending their efforts to improve all factors that have a bearing on the costs and efficiencies of their operations. These efforts may, in some degree, be a normal outgrowth of the industry's progress, but the forced consideration of market conditions, the growing appreciation of the importance of regulating operations for maximum ultimate economies and the depreciation of the old principle of maximum flush at any cost, come from a new school of thought which has been stimulated by the immediate pressure of overproduction and

The question of preserving the forests in this country is an impor tant one, not only to trades using wood but to the whole nation, and though agitated for many years has not received that general consid eration which its broad bearing demands. Those who are interested in and working for reform in the treat ment of American forests are looking to the government for help, suggesting the creation of a commission to study the conditions of forests at home and abroad, and hope that a sound system of manag ing the woodlands will be thereby inaugurated. This reform will cost time and money, all the more because the government can bring to bear upon private owners hardly any power but that of good example and encouragement. There is, however, another aspect of the question to which I wish to draw your attention, namely; the more economical use of the valuable material which our forests offer, a more careful and ex haustive utilization of its constituents in all cases where wood or its products are applied. The wasteful consumption of wood in the United States is in every way so enormous as to justify the statement that by merely adopting an economical husbandry in this particular the destruction of forests might be delayed for many years, while the neglect of this imperatively needed and immediately practicable reform deprives legislative remedies of much of their value. In this regard I wish to draw the attention of metallurgists, especially those who are in terested in the manufacture of charcoal iron, to a more economical and profitable use of wood in iron manufacture. For thousands of years of human history wood was the main, nay, the only material used for fuel. Mineral coal came into use only in the fourteenth century, and it is only recently that it has largely displaced its less carbonaceous predecessor as fuel. The art of concentrating carbon in the form of charcoal for easier transportation and readier use in distant places was, according to Pliny, known to the ancients long before Christ., and was practiced in all countries, especially in connection with the iron-manufacture.

THE term "electrocapillary amalgamation" is used in this paper to designate amalgamation processes that depend upon electrocapillary phenomenon; i.e., the action of an electric current upon the surface tension of mercury at the contact with aqueous solutions. Electro-capillary amalgamation is selected as a name for these processes because the electrocapillary phenomenon has been found to be the effective agent in the use of sodium amalgam, as well as in the various processes using an electric current from a source outside of the amalgam. Amalgamation processes that depend upon supplying an electric current to the amalgam from an outside source, such as batteries and generators, have previously been called electrical amalgamation processes. There has been a tremendous amount of experimental work done on amalgamation processes involving the use of an electric current, as shown by the large number of patents issued on these processes: the earliest in 1885 and the latest in 19341. Regardless of all the experimental work, the fundamental principles causing the operation of electrocapillary amalgamation processes have not been described. The explanation usually given is that an electric current keeps the amalgam bright and clean. Patent No. 328532 states: It is well known that when amalgam plates are used for collecting gold and silver from their ores the surfaces of these plates are liable to become tarnished or sickened by certain substances contained in the ores or in the current of water which is employed to carry the ore over the plates, and that in this condition they are unfitted for amalgamating the particles of gold and silver. To prevent this and to keep the surfaces of the amalgamation plates always bright and in a better condition for catching and amalgamating the particles of gold and silver I employ electricity in the following manner:. . . A similar explanation is given 49 years later, in patent No. 1953364: The sodium (Na) ions lose their charge at the cathode becoming sodium atoms, which do not react with the electrolyte, but follow the grounded electrical current through the mercury body producing in their passage sodium amalgam and liberate themselves in the amalgamation compartment when brought in contact with the fed

THE practice of drying phosphate in Florida is as old as the industry, which began a little more than half a century ago. The methods, however, have changed considerably. At first, the natural process of exposure to the sun and air was used, later supplemented by wood fires beneath open-air stationary dry kilns and drying towers of various designs. It was not until the early nineties that rotary driers came into use, and at first they were of very small design and fired with wood. As the industry grew and tonnage increased, so likewise grew the number and size of rotary driers, until today the largest installations are 6 ft. up to 7 ft. 6 in. in diameter, and 55 to 60 ft. long, fired with crude oil. The reasons for drying phosphate rock are: (1) to eliminate freight on water in the shipment and (2) to facilitate the good grinding qualities required by the buyers in their acidulation. Phosphate pebbles vary materially in natural characteristics and each property has a direct bearing on the processing. In making comparisons of cost and operating conditions, the following are usually taken into consideration: 1. The hard dense pebbles, which contain very little interior moisture and 6 to 8 per cent total moisture, usually produced from the low-grade deposits. 2. The lighter, porous pebbles, which contain 4 to 5 per cent interior moisture and a total moisture ranging from 9 to 15 per cent. 3. The product of recovery operations using oily reagents, containing from 15 to 25 per cent moisture. 4. The size of the pebbles. Usually the plus 5-mesh material is considered as "coarse rock"; the minus 5-mesh plus 24-mesh is "fine rock," and the minute particles below 24 mesh are called "concentrate." 5. The amount of moisture allowed in the dried product. The practice is generally to dry down to 1.5 to 2 per cent moisture. There is, however, an actual range in guarantee of from 1 per cent maximum to 3 per cent maximum.

The need for mechanization in coal mining wherever it can be successfully introduced is evident when we take into account the fact that during recent years the coal-mine employee's wages have increased and his hours have been shortened. Coal is no longer King, and a brief study of statistics covering the production of coal, petroleum and natural gas and the development of water power will convince anyone that coal has had very powerful competitors during the past 10 years. Petroleum production in the United States between 1918 and 1936 increased from 100 per cent to 309 per cent. Water power increased from 100 per cent in 1918 to 270 per cent in 1936. Bituminous coal slipped from 100 per cent in 1918 to 75 per cent in 1936. The anthracite industry slipped from 100 per cent in 1918 to 50 per cent in 1932, but climbed to 55 per cent in 1936. In 1918, the State of Washington produced a little over four million tons of coal and the production of California oil, at that time, was a little less than one hundred million barrels per year. By 1929 the production of California oil had increased to a little over 292,000,000 bbl. or nearly 300 per cent as compared with 1918. By 1934 the production of coal in the state of Washington had dropped to about 1 1/3 millions of tons per year. Our neighbors in British Columbia had their coal production reduced from a little over 2 1/2 million tons in 1920 to less than 1 1/3 million in 1933. The North western Improvement Co., a subsidiary of the Northern Pacific Railroad Co., owns coal properties in various parts of Washington and Montana. The Northern Pacific is one of the very few railroads using any considerable quantity of coal in its operations. Practically all of the American railroads in the Pacific Northwest, except the Northern Pacific, are using cheap California fuel oil or electricity. This problem, of course, is not a new one in coal mining, and all of the progressive coal companies in the country have tried to meet competition from an overproduction of petroleum and an overproduction of natural gas as well as enlarged developments of hydroelectric plants.

The Ottawa river, the northeastern boundary of the Province of Ontario, and the dividing line between the latter and the Province of Quebec, has long been famous for the rafts of timber floated over its waters from the depths of the forest, and other poets besides Moore, have immortalized its beauties in verse. But with the ad vent of the railway which now pierces the forest solitudes, the days of rafting were numbered ; and the boat song is now heard no more on "Ottawa's tide," or at such long intervals only, that, when heard, it seems an echo of the past. The lumber trade is fast leav ing Ottawa City, the old headquarters of the business; and such square timber as is now cut is gradually finding other outlets than shipment to Great Britain, and other channels of transportation than the Ottawa river. Skirting the northern shore of this great river runs a vast chain of hills, assuming at times the altitude of mountains. Their geological character marks them as remnants of the earliest land of this conti nent. Following the course of the St. Lawrence from the Gulf of that name to the confluence of the river with the Ottawa, the course of which latter they then pursue, the range has been styled " the Lau rentians." Rolling in long undulations, with rounded, rather than rugged or pointed summits, they leave a margin of 8 or 10 miles, dipping in a gentle slope to the water's edge, rich for agricultural use, and dotted here and there with farms and settlements. Beyond this margin bold hills stretch northerly to blue mountains, rich in iron, lead, plumbago, and other minerals. The Apatite District.—One of these minerals is apatite, or phos phate of lime, the use of which as a material for the manufacture of superphosphate as a fertilizer has become the basis of the industry bidding Fair to prove ere long one of the chief elements of Canadian trade. So rapid has been the growth of this new industry that if the lumber business were to disappear from this mineral district, its void would be filled by that which has sprung up in connection with phosphate.

IT is now generally recognized that the gravitational method of geophysical surveying is a valuable aid in elucidating the geological structure of the subsoil and enables the practical geologist to deduce the presence of useful deposits. The particular suitability of the torsion balance to the location of large and important subterranean structures has given rise to a wide application of this method by many of the important oil companies in their search for future supplies, and so intense have been these efforts that little has been heard of the method in other connections, with the exception of occasional references to its application in the location of hidden deposits of metallic ores, salt and lignite, and a number of accounts of its use in the elucidation of geological structures. Its success in the location of salt domes is well known, and establishes it as one of the most important of the geophysical methods, especially for the indirect location of oil. In the British Isles, however, no large occurrence of oil is likely to be revealed, and here the practical application of the gravitational method has been restricted almost entirely to the search for ores. This type of survey possesses well marked characteristics, and presents a gravitational problem that has necessitated the development of a special and probably unusual plan of campaign, full details of which it is hoped will shortly be published. The problems and difficulties encountered in this work are of necessity fundamentally related to those met with in the search for oil by means of the torsion balance, but they also possess several special and distinctive features which undoubtedly differentiate them from the obstacles confronting the oil prospector, and which call for special consideration and treatment.

In some research work carried out by the writer, certain results have been obtained which bear on the fundamental nature and origin of coal and the relationship between coal and petroleum. Without entering into a discussion of the details of the experiments, which were conducted on petroleum and derived bitumens, there are given here, by way of definition, some of the relations that the writer has established between certain classes of bitumens of petroliferous origin. Bitumen.—-A natural organic substance, gaseous, liquid, or solid, consisting of hydrocarbons and the oxy-or thionic derivatives of the same, or of a mixture of all three. Diaspha1tenes.—-Those portions of bitumens that are soluble in ether or carbon disulfide, but are insoluble in a mixture of equal parts of ether and alcohol. Diasphaltenes are produced by the oxidation or thionization of petroleum oils; they have, as the name indicates, twice the molecular weight of asphaltenes, into which they are converted when subjected to moderate temperature. For example, an artificially produced diasphaltene, which was readily soluble in pentane and ether, was quite insoluble in either of these solvents after heating for three weeks at a temperature of 100" C., and was converted into an insoluble asphaltene. Aspha1tenes.—Those portions of bitumen that are insoluble in ether or ether alcohol but are soluble in carbon disulfide. Aspha1tites.—Those solid or semisolid natural bitumens that are composed, for the most part, of asphaltenes or diasphaltenes. A pure asphaltitel would be composed wholly of asphaltenes and diasphaltenes, but most asphaltites contain small percentages of oil and wax, which have not yet been converted into asphaltenes; they may also contain A small percent.age of kerotenes, which represent the next stage of the metamorphosis of asphaltenes. Among the naturally occurring oxyasphaltites may be mentioned grahamite; and among the thioasphaltites, gilsonite.

Restriction programs in important raw-materials industries in foreign countries have been abandoned after lengthy trials. Presumably, failure has been a logical consequence of the attainment of objectives of the restrictive schemes in the early periods of their administration in defiance of economic law. In general, the chief objective has been the elevation of prices of the products of these industries. More conservative plans have sought the maintenance of a price structure that was in jeopardy at the time restriction was initiated. The course of the administrat'ion of restrictive measures can be traced by the result's of restriction, viz.: the creation or maintenance of highly profitable prices; the over-expansion of productive facilities; the accumulation of inventory; and finally, by the collapse of the price structure, which invariably has led to abandonment of the restrictive scheme. The theory and practice of restriction as applied to industries that have tried it are too well known to need detailing here. Restraint of Production of Crude Oil Regardless of the record of the catastrophic outcomes of restrictive measures in other industries, our industry has not been deterred from attempting restriction of crude-oil production. The assumed bases for success of our restrictive plan are clear. They follow from the fact that the physical characteristics of the petroleum industry differ from those of other industries that have tried restriction. Its raw material is a highly essential substance, a natural, exhaustible resource. The extent of its reserves is unknown, a fact that arouses the cooperative spirit of conservationists. At no time before the inauguration of restriction had its developed reserves been sufficient to supply more than the requirements for a few months without the help of new drillings. To a considerable extent its discovery involves the element of chance. Its economic production seems to require an unnatural relationship; namely, cooperation among competitors, because it is a fugitive resource, capable of moving from under one owner's property to underlie another's. Thus its recovery presents intricate legal questions concerning property rights.

The lead district of Southeast Missouri covers an area of over 3000 square miles, including Maries County on the west, Jefferson on the east, Franklin on the north, and part of Madison on the south, or parts of ten counties. A general section of the rocks of the southeast part of this region would be about as follows, numbering from the top: 1. Sandstone (the second of Missouri geologists),.... 20 feet. 2. Chert beds—beds of passage below,...... 126 " 3. Magnesian limestone, chert, and quartzite,. .. 100 to 300 " 4. Lower magnesian limestone,......100 to 150 " 5. Gritstone and lingula beds,....... 50 " 6. Ozark marble beds,........5 to 20 " 7. Sandstone and conglomerate,. .. .. 5 to 90 " 8. Porphyry, Archæan 9. Granite, The thickness is approximate, for it is not possible to obtain the correct thickness of the various beds. No. 1 may be seen as detached outliers or loose masses of a hard sandstone or quartzite, and is found on the hilltops in the southern part of Madison County, in like topographical position in Reynolds County and the western part of Washington County. No. 2 consists of alternations of chert, clay, and quartzite. It is the formation which contains most of the limonite deposits of Central and Southern Missouri. In Reynolds County shafts have penetrated it 75 feet. Outcrops there and in Madison would indicate it to be at least 125 feet thick. Fossils obtained in various places prove it clearly to be of the age of the calciferous saudrock of the New York system, and Nos. 1 and 2 may also be referred to the age of the second sandstone of Missouri. No. 3 consists chiefly of thick beds of ash, drab and flesh-colored magnesian limestone, both coarse and fine-grained. These beds, where they occur, in Washington, Jefferson, and the southern part of Madison Counties, contain a good deal of quartz in drusy cavities. In Washington County the limestones are beautifully ramified by a system of connected drusy cavities generally lined with minute quartz crystals arranged in botryoidal and mammillary forms, and called " mineral blossom " by the miners. This is the lead-bearing rock of Washington County, but in the southern part of Madison it does not appear to be galeniferous. It is also undoubtedly the equivalent of

In most instances the fluids produced from underground reservoirs have been described as they appear at the surface, and usually it has not been necessary to distinguish between surface and reservoir phases. More recently it has become imperative to recognize the fact that changes in phase may occur between the reservoir and the receiving unit. The simple terminology of "wet" and "dry" gases and "crude petroleum oil" served our needs fairly well in the shallow, low-temperature and low-pressure fields. It has been left to the legislatures, regulatory commissions, and courts to decide whether a field is or was a gas field, an oil field, or both. This they have done by direct definition and also by implication. For example, in Texas:' (d) The term "gas well" is any well (a) which produces natural gas not associated or blended with crude petroleum oil at the time of production, or (b) which produces more than one hundred thousand (100,000) cubic feet of natural gas to each barrel of crude petroleum oil from the same producing horizon, or (c) which produces natural gas from a formation or producing horizon productive of gas only encountered in a well bore through which crude petroleum oil is also produced through the inside of another string of casing. (e) The term "oil well" is any well which produces one (1) barrel or more of crude petroleum oil to each one hundred thousand (100,000) cubic feet of natural gas. In the state of Louisiana, the same general result is achieved largely by the following paragraph :* Wells producing both oil and gas shall not waste or blow into the air an amount of gas of more value at three cents per thousand cubic feet, than the market value of the oil recovered. The Commissioner of Conservation shall allow a reasonable time to determine the status of any well. Introduction One of the requirements of processing oil shale or other energy bearing rocks is to optimize particle sizes and permeability distributions in fragmentations as indicated by Hommert (1984). Basic to the understanding and planning of in situ fragmentation and ex situ mining of oil shale are the mechanical properties. During the past six years, an innovative and unique program was established by Chong et al. (1979, 1980a, 1980b, 1982a, 1982b) that developed an efficient methodology for standardized and simplified mechanical testing of the western oil shale. The experiments include precise, representative, and duplicable sample preparation; uniaxial static compression testing; "modified" split cylinder testing; uniaxial creep and relaxation testing under extended periods of time; dynamic testing with varying strain rates; and 3-D constitutive relationships. However, as far as the fracture mechanics is concerned, as Edl (1980) pointed out, there is still a lack of understanding "of the fundamental explosive rock breakage mechanisms," which "has necessitated extensive reliance on very costly empirical approaches." Fracture mechanics of rocks and oil shale (Costin, 1981; Schmidt, 1977; Abou-Sayed, 1977; and Barker, 1977) has been based on conventional fracture mechanics using regular notched samples with limited variations of oil yields and assuming the material to be isotropic and elastic (Kobayashi, 1975; Caddell, 1980). A cylindrical double cantilever beam (DCB) specimen with a "V" slot, known as a short rod specimen, has been used by Barker (1977) to determine fracture toughness of rock materials. The inherent geometric stability of the reinforced DCB specimen makes it suitable to be used with all brittle materials. Due to its remarkable stability for the initial crack growth, the DCB specimen can be used for dynamic fracture toughness testing as well. This specimen is more suitable for the evaluation of fracture toughness at high strain rates than most other fracture specimens. However, Barker's DCB specimen is not very well adaptable for short cores or layered rocks since the specimen contains numerous layers (say in a 100-mm (4-in.) long specimen), and the rock properties change from layer to layer. The two most widely used methods of measuring hardness are the Brinell and the scleroscope. In the Brinell method a hardened steel ball is pressed into the steel under a definite load and the area of the resulting depression is measured. The load in kg. per sq. mm. of the area of the depression is taken as a measure of the hardness. Within certain limits the hardness number so determined is independent of the load or the size of the ball. In the scleroscope method a small weight carrying a diamond point is dropped through a glass tube upon the steel and the amount of rebound is taken as proportional to the hard-' ness. In both methods the scale of hardness is an arbitrary one; however, they agree in a comparative may, that is, a steel showing 50 per cent. increase in hardness by the Brinell test mill show approximately 50 per cent. increase in hardness by the scleroscope test. Yet upon consideration of the two methods it appears that, upon a steel which has been carbonized, this should not be the case ; for the scleroscope method gives almost exclusively the surface-hardness, and the condition of the material below the surface has but a slight bearing upon the hardness number. The results given by the Brinell method should, however, be the exact opposite; for the depth of penetration 'of a ball pressed into the steel would be dependent to a large extent upon the condition of the material below the surface. This is particularly obvious when it is considered that the size of the ball ordinarily used in the Brinell method is 1 cm. (about 8 in.) in diameter under a load of 3,000 kg., while the diamond point of the scleroscope is in the neighborhood of 0.01 in. across, fitted in a hammer of about 0.5 oz. weight and dropping from a height of 10 inches.

INTRODUCTION Banks are being asked to assume more and more of the project risk in connection with project financings and, as a result, they are seeking to become more sophisticated in the way that they approach these kinds of financings. For example, a large number of banks that are active with the mining companies have established mining groups which typically will include mining engineers, economists, and bankers, in order to specialize their service to the mining industry. These banks have geared up these special service staffs so that they will be better equipped in their lending activities to analyze, measure and evaluate the project risk. The hope is that a team of these specialists will be able to predict the potential success or failure of these new "green fields" mining ventures that the banks are asked to finance. This paper shall focus on this subject and try to determine just how successful these specialists can hope to become as they analyze these various projects that are brought to them for financing. The approach that shall be taken in this paper shall be to examine how successful the mining companies themselves have been in the past with this same problem. These mining companies should be the most sophisticated in their approach to the analysis of the potential for success of a new mine because they have had the most experience in evaluating these projects. After all, who knows more about developing a mine than the companies that have developed similar mines in the past? For the purposes of this paper, the writer has selected a sample of 18 mines that have been developed over the years and measured the actual performance of each of these sample ventures against the original projections. All of these cases have involved the development of large projects where the sponsors or partners in the venture are substantial and sophisticated companies and where the feasibility studies have been prepared by engineering firms that are considered very professional in the industry or alternatively where the feasibility has been done by a comparable in-house staff. The sample cases have been chosen from a period which starts in 1965 and continues through 1981 with the cases distributed over that period as indicated below: [ ] Fourteen of the projects are open pit mines, three are underground mines and one mine starts on the surface and gradually goes underground. Seven of the mines are in the the far east with the remaining three in either South or Central America. The following four specific questions were examined for each project:

Beginning the year 1938, the East and East Central Texas district comprised 48 counties, which is equivalent to the Texas Railroad Commission districts 5 and 6. At the close of the year there were 46 oil and gas fields in this district. Eight other fields, seven oil and one gas, have been abandoned. Exploratory Drilling During the year, 113 exploratory wells were drilled. Nine discoveries were made, five of which proved to be oil fields, three distillate, and one gas. Completions for the district were 2043 oil wells (distillate wells included), 36 gas wells and 163 dry holes. Exclusive of the East Texas field, the Marion County extension of the Rodessa field led the district in the number of completions during the year. Production and Proration All fields in the district produced a total of 182,369,484 bbl. of oil, a decrease of 12.57 per cent compared with the 208,594,453 bbl. produced during 1937. The East Texas field produced 148,189,913 bbl., which was 81.6 per cent of the district's production for 1938. November daily average oil production for the East and East Central district was 469,102 bbl. The estimated cumulative production to Jan. 1, 1939, for this district was 1,753,894,802 bbl. It is estimated that the East and East Central district produced 38.9 per cent of the state's total production for the year, which was 468,781,632 barrels. The decrease in 1938 production, as compared to that of 1937, in this district was partly due to the Saturday and Sunday shutdowns, 71 days for the year, which is equivalent to 19.45 per cent of the year. All fields in this district were affected by shutdowns except the Texas portion of the Rodessa field, which was shut in only during January and February. The classification and preparation of non-ferrous scrap mctals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accurnulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to indivitluals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost whicli with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. The Mineral Resources of the United States for the year 1925, the latest issue available (Part 1, page 221), gives the secondary non-ferrous metals of certain classes recovered in the United States for the year 1924 to 1925 as shown in Table 1. The figures are tabulated simply to give the reader some idea of the scope of the secondary non-ferrous metal industry. Approximately 900,000 tons of an annual value of $244,000,000 were recovered in the year cited. In 1916 (again using thc Mineral Resources of the United States as authority) the tonnage reclaimed was approximately 632,000 tons and the value, because of the high prices for metals prevailing at that time, amounted to $265,000,000. It is not the purpose of this paper to discuss smelting and refining operations or the feasibility of an organization, primarily engaged in some other activity, conducting smelting and refining operations to convert its own non-ferrous scrap metals and alloys. The classification and preparation of these non-ferrous materials is a preliminary step, regardless of what subsequent operations the material may pass through or where these operations may be conducted. For that reason the subject can he readily discussed without any reference to subsequent activities. Space must be provided, with suitable handling facilities, scales and the necessary storage bins where the material may be accumulated. The scope of the activity, the nature of the industry and the tonnage handled will determine, in a large measure, what preparation, if any, it rrlay he desirable to give these scrap materials to put them in the best niarketable condition. INTRODUCTION In recent times the continuing depletion of high grade mineral deposits and the massive increase in raw material consumption have forced the metal mining industry to exploit ore bodies of lower and lower grades. To obtain a satisfactory financial return from these deposits, there has been the concurrent and evident trend towards increasing the size of operations to obtain benefits from the economies of scale. The evaluation, planning, and design of these large scale open-pit operations, so as to yield the maximum possible return on investment, is an extremely complex, iterative procedure. With profit margins trimmed, "small" errors can become much more significant and with exploration costs spiralling, accurate and rapid evaluation is essential. It demands a sophistication and precision in the evaluation process unheard of ten years ago. What follows attempts to describe the need to thoroughly plan the overall evaluation programme such that duplication of effort is avoided and all relevant information is systematically recorded from the outset of exploration. The final section of the paper takes a realistic case study to illustrate the significance of pit slope angles on the design of the final pit and the economics of the total project. THE EVALUATION PROGRAMME The team, (for a team effort it must be), that is charged with the responsibility of conducting the evaluation exercise, has the difficult task of placing values on a multitude of independent and inter-related variables. Each variable has some economic significance; the degree of significance varying according to the metal sought, the environment in which it occurs, the vagaries of the market place, to name but a few of the problems facing the project team. From this maze of variables, the team must identify those that have the most critical influence on the overall economics of the proposed venture. Investigations must then be set in motion to quantify these controlling factors more precisely. It is important to recognize that such investigations form part of the evaluation programme and require monitoring for both timing and cost as the whole exercise of evaluating the project continues. To add to the difficulties, the economic significance of any particular variable may change during the course of the programme.
