IN considering the valuation of industrial properties in general, and of developed coal properties in par-ticular, it is assumed as fundamental that they have but one true value regardless of the object for which they are appraised. As regards developed coal lands, this value is only very approximately indicated by the recent sale price of neighboring lands, for the reason that it is rarely possible to find a sale of a coal property sufficiently similar in essential mining conditions to the one under consideration to serve as a measure of its value; and if such a one is found there are frequently incidental conditions peculiar to this particular transaction which invalidate the use of the sale price as a measure of general values. The true measure of the value of a coal mining opera-tion is the amount and rate of earnings it will afford with intelligent and experienced management. Prac-tically all of the features of a property which are gen-erally recognized as affecting its value relate either to the cost of producing the coal, or to the price it will bring, and so are intimately associated with earnings. In practice it is customary to appraise those portions of a developed coal property which are produced -by the industry of man-mine plant, equipment, development, town, etc.-at their cost of replacement at prevailing prices of materials, machinery, and labor, with such deductions for age, condition, obsolescence, and lack of usefulness as conditions warrant. History.—The making of iron and steel from the ores of northern Mexico was for years a favorite project of the late Don Patricio Milmo, upon whose estate large deposits of coal and iron were known to exist, and with whom Mr. Eugene Kelly, of New York, was associated. Several expert examinations of the property mere made for them; and when failing health forced Sr. Milmo to retire from active part in the matter, Mr. Kelly carried on the project and associated himself with Messrs. Vicente Ferrara, of Monterrey, Antonio Basagoiti and Leon Signoret, of the City of Mexico, and other leading citizens of Mexico, Monterrey and New York, who, in May, 1900, organized the " Compania Fundidora de Fierro y Acero de Monterrey," with a capital of $10,000,000. The main reason for locating the plant at Monterrey was, that a circle drawn with Monterrey as a center, and the distance from Monterrey to Laredo as a radius, will contain all the known Deposits of iron-ore of Bessemer quality, and the greater part of the available coal, in the Republic. Moreover, Monterrey is connected with all the Mexican trunk railwaylines, and thus with the Gulf of Mexico, and supplies, therefore, the conditions necessary for prosperous manufacturing, namely, cheapness in assembling raw materials and means for wide distribution of product. It also has a number of enterprising citizens, who have been successful in mining, smelting and manufacturing operations, and a sufficiently large population to supply the necessary labor. A plasticity theory for anisotropic geologic media has been applied to the problem of quasi-static wedge penetration of rock under confining pressure. Numerical evaluation of the governing system of stress equations in the transversely isotropic and orthotropic cases using representative material properties shows that the consequences of initial anisotropy for the penetration process are by no means trivial. In the transversely isotropic case, a threefold increase in the vertical force required for penetration to a unit depth occurs as the inclination of the axes of anisotropy are rotated through 90° with respect to the penetration path. The horizontal force required varies from zero to a maximum at approximately 60° then back to zero as the axes of anisotropy are rotated. The maximum is of the order of magnitude of the force required in the isotropic case. Similar results are observed in the orthotropic case. Practical aspects of the post-elastic phenomena associated with anisotropic rock indentation within the context of drilling problems include: bit yaw, hole deviation and bending stresses in the drill rod, all of which vary with strata dip but which can be quantitatively evaluated given the bit geometry, interface friction and rock properties. In a broader context, the analysis reveals the necessity for well conceived experimental work and sound theoretical research concerning post-elastic behavior of geologic media as a function of confining pressure, the effects of induced anisotropy, and the variation of strength parameters with loading path changes in the post-elastic range.

Oil production and activity in northern and central Pennsylvania was slightly less in 1939 than in the previous year, but owing to higher average prices 1939 was undoubtedly a better business year. The last quarter showed markedly increased activities throughout all of the Pennsylvania fields. Production, Stocks and Price Storage of Pennsylvania crude oil at pipe lines and refineries totaled 5,413,000 bbl. on Dec. 31, 1938, and declined during the year 1,124,000 bbl. to a total of 4,319,000 bbl. at the end of 1939. The stocks of crude at the end of the year represent the lowest point reached in Pennsylvania-grade crude storage in recent years. Stocks increased slightly during April, May and June, but decreased during all other months of 1939. The Bradford field production within the state of Pennsylvania averaged 35,340 bbl. per day throughout 1939, which represents a decrease of 1419 bbl. a day from the 1938 average. The production in central and southern Pennsylvania increased 1176 bbl. per day, averaging 12,159 bbl. throughout 1939. Table 1 includes annual production for the part of Bradford field situated within the state of Pennsylvania, for central and southern Pennsylvania, and for the entire state of Pennsylvania. A definite segregation of production between the Bradford field and central and southern Pennsylvania is slightly ambiguous because a portion of the oil from the newly discovered Music Mountain pool is included statistically in each area. In all probability the entire increase and some small addition to the production from southern Pennsylvania can be attributed to oil produced from the Music Mountain pool. Within the Bradford field, six price changes occurred throughout the year. At the beginning of 1939 the price of Bradford crude oil was $1.80 per barrel, whereas by the end of the year it had risen to $2.50. The weighted average price for Bradford crude during 1939 was $2.059 per barrel.

INTRODUCTION Nuclear waste has been generated since the time of the Curie's and continues to be generated worldwide at an ever-increasing rate as the world will (and should) rely more and more upon fission (and hopefully fusion) for power. Also, the needs for strategic weapons will also generate so-called defense wastes. The largest class of high level nuclear waste (HLW) is spent fuel, the tail end of the nuclear reactor fuel cycle. At present, spent fuel is stored at the reactors producing it or at a few accepting places for away-from-reactor storage. All such storage facilities, as presently constructed, will begin to run out of usable storage space during the next decade or so. Congress enacted and President Reagan signed into law in early 1983 the National Nuclear Waste Policy Act of 1982. This law provides for the permanent isolation of nuclear waste in deep geologic repositories. The Act sets 1998 as the date at which the first repository should be operational. This date is extremely ambitious, and the Department of Energy (DOE), which is charged with the responsibility of constructing and operating repositories, admits that this date will slip by at least a few years. The Act also provides for licensing of repositories by the Nuclear Regulatory Commission (NRC) in a fashion very similar to nuclear power generating reactors. This requirement imposes a very special rigor on the analyses, investigations, designs, construction, and operation of repositories so as to assure the protection of the public and the environment from radioactive contamination. In addition the states and affected Indian Tribes must be consulted, especially concerning siting, and, needless to say, no one wants a HLW repository in their back yard.

ONE of the gravest problems of the iron foundry today is the accumulation of sulfur in commercial scrap and its effect on the castings made therewith. The ordinary jobbing castings today show a sulfur content of 0.18 per cent., and occasionally as high as 0.22 per cent. The product of the foundry during the war is undoubtedly .to blame for this rapid increase and conditions will become worse as the millions of tons of gray-iron castings of the war period return to the foundry in the form of commercial scrap. In the ordinary cupola remelting of pig and scrap, at least 0.02 per cent. sulfur is taken up; often double that amount. The high cost and difficulty of obtaining pig iron during the war period compelled the use of considerable scrap in the mixtures; frequently charges containing. 90. per cent. of bought scrap were melted. Naturally the sulfur content of the castings increased. Until the advent of the basic-hearth electric furnace, the only method of holding the sulfur within reasonable limits was to use high percentages of pig in the foundry mixtures. Pig iron seldom contains over 0.05 per cent. sulfur, if well made. With pig iron forming 60 percent. of the .charge and the gates, runners, rejections, and bought scrap the other 40 per cent., the sulfur content of the castings can easily be held down to 0.10 per cent. Pig iron, however, costs more than scrap even when melting loss differences are considered, hence as small a percentage as possible will be used.

Despite its inherent low Btu content, western coal's low sulfur content may provide a near-ideal answer to satisfy US goals for clean air and energy self-sufficiency. Vast reserves, amenable to low-cost strip mining, serve as a powerful economic basis for its viability as a primary and dependable source of energy for the coming decades. A major consideration, the solution of which may not be obvious, is the transportation cost. These deposits are remote from the utilities of the heavily populated eastern regions of the US (Fig. 1). A coal mine in Montana is likely to be more than 1500 miles from its utility market, while an eastern coal mine may be situated only 200 miles away. Thus, the question raised is: how can the haulage cost of western coal be substantially reduced to an acceptable level?

THE first practical treatment of wood to prevent decay was devised early in the 19th century. At that time the oaken navy of England, when the nation was fighting for its very existence, seemed doomed to annihilation by the swift ravages of decay. The acute situation inspired a desperate search for preventive measures and resulted in the development of the Burnett, Bethel and Kyan processes for impregnating wood with zinc chloride, coal-tar creosote and mercuric chloride, respectively. In the century that has elapsed, their use has spread throughout the world and the three original preservatives are used today in enormous quantities. Meanwhile, improved processes have been developed, new preservatives discovered, and the practice of impregnating wood to make it last longer has attained a position of major importance in the field of structural materials. USE OF PRESERVATIVES BY THE RAILROADS In the application of wood preservatives in the United States the railroads have been the leaders for the past 50 years or more. Having found that decay is the chief cause of the early destruction of wood and that preservative treatment is the remedy, they have treated their ties and timber in increasing amounts(1)?-in 1925 about 220;000,000 cubic feet. By preservative treatment the Santa Fe Railroad saves annually 1,500,000 ties in its 18,000 miles of track, and many other railroads effect similar savings. (2) In like manner the life of wooden bridges and trestles,(3) poles, marine piling, water tanks and other wooden railroad structures has been greatly increased, reducing the amount of timber required annually to maintain them.(5),(7)

THE importance of ground water control in glacial drift overlying mines is widely recognized. Adequate handling of the problem results in consider- able saving in overall pumping costs, as the cost of pumping the larger quantity of water under low heads from surface wells is more than offset by the decrease in the quantity of water to be pumped from the mine under high heads. Eliminating or partly reducing seepage of water through the ledge reduces moisture content of the ore, a factor especially important in iron ore mines, where a reduction of 1 pct in moisture effects a very material saving. An important though indeterminate saving is also brought about by the elimination of water in the working places underground. The Homer and Wauseca mines of Hanna Coal & Iron Co. at Iron River, Mich., cover 480 acres. When these mines were started it was possible to operate on only one 40-acre tract, as the depth of water over the remainder of the property was too great to permit operation. Although the average depth of the ground water over the area being mined at that time was less than 50 ft it was necessary to pump 1200 gpm from the mine, the greater part from a depth of 750 ft. The slate footwall and graywacke hanging wall are almost impervious, and it was apparent that seepage into the mine was mainly through the iron formation in which the orebodies were located. Analysis of the water in the iron formation showed it to be of the same character as that in the glacial drift, while the water in both walls was heavily mineralized, also indicating that the water passed much more freely through the iron formation.

OF the western European countries, only England has made any extensive use of equipment developed initially by the coal preparation industry of the United States. About 20 years ago, the Chance sand flotation process for cleaning coal was introduced in England, and it has had a fairly wide adoption, particularly in the South Wales coal fields. In recent years, particularly since 1946, a considerable number of Denver flotation cells have been installed throughout the English coal fields for the cleaning of slurry. Until the advent of the Denver cells, the flotation of coal slurries in Western Europe had been done largely with the Mineral Separations cell or its modifications. Kleinbentik of Dutch State Mines had developed a cylindrical cell used in Holland and occasionally in Belgium and France. In England, the establishment of the National Coal Board to control the planning and operation of all coal production has retarded somewhat modernization of properties. A considerable period of study was required before definite long-range plans could be formulated. It was soon recognized that stopgap measures were needed in many cases to bridge the period until final plans could be developed and consummated. One of the stopgap problems in coal preparation was providing plants of small and medium capacity that could be used for a few years at one site and yet could be moved economically to another site so as to reduce depreciation charges per year and per ton. Such plants are being installed but the most satisfactory answer probably has not yet been found. One such installation uses a Norton Baum jig to wash 6 in. to 0. The equipment is in a steel structure rather than in a reinforced concrete frame with brick curtain walls, which is the normal structure for permanent plants. Since England has between 700 and 800 preparation plants for an output of 200 million tons per year, one of the long-range objectives is a consolidation of mine output which will require fewer coal

In a general way, the situation in copper smelting is quite similar to that of lead smelting. In other words, the introduction and successful flotation of copper ores has tended to decrease greatly the tonnage to be handled by the smelter and therefore has resulted in curtailed smelter operation. However, copper production has increased rather than decreased. The general effect of flotation has been to decrease the number of furnaces operating, but it has also increased to a considerable extent the difficulties in handling the material, just as was outlined in the case of lead smelting. In copper smelting, the flotation concentrates must be roasted and prepared for the reverberatory furnace. Handling Flotation Concentrates The handling of copper flotation concentrate, which is more or less wet and mucky, is more difficult than was the handling of the old gravity concentrate. Also, the roasting of the concentrate and the handling of the calcine produced is more difficult. That is mainly because the material is extremely fine and the tendency to higher dust losses is greatly increased. The draft in the roasting furnaces must be kept as low as possible, and the feeding of the calcine into the reverberatory furnace must be done carefully, so that dust losses may be kept at a minimum. Transition Stages oF Concentration and Smelting The general process through which the copper smelter has gone as a result of flotation has been somewhat as follows: In the relatively old days, when copper ores of low grade were first treated, a large number of furnaces were required, and naturally comparatively poor recoveries were made. Also, the profits on low-grade ores were small and the handling of those ores was possible only because of the large tonnages. Then came gravity concentration, which was a great improvement but which only incompletely removed the gangue material, the insoluble and the iron, from the copper ore, and made comparatively poor copper recoveries. This still left a considerable amount of insoluble and iron, as well as the copper itself, to be treated at the smelter.

INTRODUCTION Engineered structures such as mines, shafts and tunnels, and storage caverns for hydrocarbons, chemical s and brine are being built in natural rock salt formations in increasing numbers. In addition, salt formations are being considered as potential hosts for mined, nuclear waste repositories. The popularity of these formations for engineering purposes stems from the many favorable commercial, physical, and thermal characteristics attributed to the material itself. Not only have the formations been stable and free of dissolution for hundreds of millions of years, but the salt is fairly easily mined and has very low permeability, low water content, and high thermal conductivity. Another characteristic of salt is its tendency to flow or creep when subjected to a shear stress. Although this behavior may be desirable in certain instances, it may be detrimental in other instances since the creep rate may be large enough to produce deformations that tend to reduce the volume of storage caverns or to restrict access to mining operations. In either case, the engineer is faced with the problem of accurately predicting the long-term structural deformations under various combinations of stress and temperature and is required to compare these deformations with long-term design criteria. In the laboratory, deformation-versus-time curves obtained at constant stress and temperature show that creep of salt is similar to creep of many other crystal line solids. Figure 1 shows a typical deformation-versus-time curve for salt. When a shear stress is first applied, the rate of deformation is high, but decreases monotonically. This initial behavior is called transient or primary creep. At some time, the deformation rate no longer decreases but continues at a constant rate. This behavior is called steady-state

The general drift of the discussion as to the relative merits of pressure- and exhaust-fans has resulted, if we may judge from the prevailing practice, largely in favor of the latter. The subject has been hitherto treated, however, with special reference to highly gaseous mines, the effect of the form of ventilation upon dust-explosions having been too little considered. Even in mines containing practically no gas, dust-explosions may occur; and if, as I believe, pressure-fans are to be preferred for their effect upon dust, it may be worth while to reopen the debate, and to challenge the advisability of exhaust-ventilation under certain conditions. There are several forms of colliery-ventilation, which may be described as follows: Plain or simple pressure-ventilation, in which the fan acts as a pressure-fan, and the movement of coal is unobstructed at the surface by doors or equivalent devices in drifts or shafts, the traveling and haulage. thus being in the return-current. Plain exhaust-ventilation, in which the fan acts as an exhaust-fan, the movement of coal being likewise unobstructed at the surface, and the traveling and haulage being in the intake.

Oil is found in commercial quantities in the islands of Sumatra, Java, Borneo, Tarakan and Ceram. The oil deposits of the Dutch East Indies and Sarawak are with one exception of Tertiary origin and as a rule are bound to anticlinal structures. The number of layers varies in most fields and in some of them asmuch as 14 oil-producing levels have been established. The crude oil varies rather much in composition. Some of it, particularly from North and South Sumatra, has a gasoline content up to 50 Per cent. Borneo produces mainly wax oil, while the Tarakan oil can be used directly as liquid fuel. In Java both wax and wax-free oil are produced. ' In all important fields installations have been erected to treat the wet gas. The lean gas is used for gas-lift purposes, Marietta process, and as fuel for boilers and motors, either in the fields or in the refineries. Formerly only percussion systems (Canadian, Californian and a drilling system devised especially for the purposes of the Royal Dutch Petroleum Concern) were applied in the Dutch East Indies, but in recent years the rotary system has been predominant and good results have been obtained with it. The deepest producer has recently been struck in South Sumatra at a depth of 1624 m. (5328 ft.), with a daily production of about 350 cu. m. crude oil. The crude is brought by an extensive system of trunk lines to the refineries, of which one is in North Sumatra (Pangkalan Brandan), two arc in South Sumatra near the town of Palembang, two in East ,Java (Tjepoe and Wonokromo), one in East Borneo (Balik Papan) and one in Sarawak (Miri). Mining employment in the United States declined from 986,000 employees in 1948 to about 600,000 employees today. This has occurred even though the Index of Physical Volume of Mineral Production (1957-59=100) has increased from 88 to 111 and the value of mineral production measured in constant(1957-59) dollars has increased from $14.7 billion to approximately $19.3 billion. Average unit mine value has increased 24% as compared with a 34% increase in prices in general. Apparent consumption has increased more than domestic production, indicating an increased dependence on imports. The mineral economy presents a complex pattern of development factors in the post-war period. This article presents a technique by which the various forces that have been acting on the market for a mineral commodity may be sorted out and by which the extent of the impact of technological change in use as well as the technological change in production can be measured. If one is interested in delineating fully and completely the impact of technological change upon the mining industries, it is not sufficient to describe the increase in productivity reflected by the above employment and production figures. What is reflected there is only the effect of technological change in the production function of the commodities under concern. These effects are obviously very substantial and have major implications for labor, capital and supplying industries. However, they are not the only effects of technological change and, in fact, may be relatively minor when the impact which arises because of changing technology in the using or consuming industries is considered.

The energy and force of interaction between a crack and a slip band have been calculated. When the distance between the crack and the slip band is greater than the dislocation spacing of- the slip band, the force on the cgrack is perpendicular to the slip band. The energy needed to propagate a crack against this force can be lawe enough to pevmit crack propagation parallel to noncleavage planes. SEVERAL recent experiments have demonstrated the occurrence of crack-slip band interaction in ionic crystals having a NaC1-type structure. Stokes, Johnston, and Lil have studied the nucleation and growth of cracks in MgO. From their observations, they conclude that slip bands have the ability to halt and stabilize cleavage crack nuclei. Gilman2 has shown that a crack, propagating along a (100) cleavage plane in a previously deformed LiF crystal, tends, at certain points within the crystal, to switch to (110) planes. He reasons that plastic deformation reduces the cohesive energy of the (110) planes below that of the (1130) planes, making possible (110) crack propagation. Keh3 has demonstrated that when indentations are made in MgO, crkcks form along (110) planes at the indentations. Gilman2 attributes the formation of these cracks to plastic cieformation. There is some doubt as to the formation of cracks on (110) planes. Kuznetsov4 in his discussion of crack propagation in rock salt, shows that splitting along (110) planes requires 1.76 times as much energy as splitting along a stepped (100) surface. IN spite of considerable study,1-5 the nature of slime coatings in flotation is still not completely understood. However, phenomena that control flocculation and dispersion of colloidal systems are now interpreted in terms of electrical double layers."' Colloids will flocculate even though the particles carry the same charge, but when two dispersed colloids of opposite charge are mixed, flocculation ensues even more rapidly. Analogous phenomena seem responsible for slime coating on minerals in flotation systems. To shed new light on the issue it was considered desirable to devise a tool that would measure slime coatings. The usual method has been to examine photographs of presumably representative surfaces, after an intervening washing in running water. But such an examination is non-quantitative, and the changes in chemical environment represented by the washing may have removed the slime coatings that existed during flotation. To provide the possibility for a correlation with electrical double layer phenomena, the experiments were made with quartz, corundum, and iron oxide, for which electrokinetic data are available.8-12 Since the properties of the electrical double layers of these oxides depend on the pH of the solution, pH will be the most important variable. Furthermore, because the zero point of charge for silica, iron oxide, and alumina occurs at pH 3.7, 8, and 9.5, respectively, the relative charge on the slime and mineral can be changed over wide ranges. Because of its practical importance in quartz flotation, iron oxide powder was chosen as the slime. Also, its uniform composition, contrasting color, and ease of analysis make experimentation simple.

The zinc-lead blast furnace process has been installed by two smelters in Japan. In 1966 a unit was commissioned at Harima in Hyogo prefecture by Sumitomo Metal Mining Co. Ltd. and in 1969 a consortium of other Japanese zinc and lead smelters completed their unit at Hachinohe in Aomori prefecture, managed by Mitsui Mining & Smelting Go. Ltd. , the major shareholders. The special characteristics of these two plants are described with particular emphasis on their location and operation. Reference is also made to the processing of a wide range of raw materials, including residues from other processes. Both plants pay scrupulous attention to plant and environmental hygiene to meet the high standards set by the local prefectural governments; the ways in which this has been achieved are discussed. General performance data on each furnace is included, showing that this pyrometallurgical process is supplying 16% of Japan's zinc and refined lead consumption. Under the auspices of the Atomic Energy Commission, the Lawrence Radiation Laboratory of the University of California analyzed an experiment to provide information as to whether the chimney of broken rock produced by a deeply buried nuclear explosive could be "drawn" by conventional techniques. Since many low-grade disseminated ore-bodies occur in a granite media, the experiment took place in a granodiorite-quartz monzonite intrusive porphyry in the Nevada Test Site as a follow-up to the Department of Defense's Hardhat detonation in February 1962. For emplacement of the nuclear device, a 12 ¼ - in. pilot hole was reamed to a diameter of 44 in. and a depth of 950 ft in one pass using a Hughes multiple-cluster rotary bit. It was then cased to 36 in. ID. The center of the explosive device was located 938.85 ft below the collar. The yield of the device was predicted to be 5 kilotons, or an equivalent of 5000 tons of TNT; the yield was later confirmed by chemical means to be 5.4 kilotons.

INTRODUCTION The Climax Mine is located on the continen¬tal divide, on Fremont Pass, about 145 Km south west of Denver, Colorado. Molybdenum, along with the by products, tungsten, tin, and pyrite are produced from both the open pit and under¬ground operations. The underground operation utilizes a panel caving mining system, and produces in excess of 27,000 mt per day. In the mid 1930's, the Climax mine began changing from a grizzly level layout to the slusher drift system which is still in use to¬ day. Over the years, the slusher drift layout has been refined to correct, improve, and sim¬plify minor operational problems. In common with most older hardrock mines, the development equipment used at Climax was the standard rail mounted, pneumatic mining machinery.
