LATEST estimates of Russian steel production for 1951 give rise to the belief that on at least one vital front, the Western bloc of nations has maintained a definite advantage. On the surface, we are outproducing the Eastern bloc by more than twice. The United Nations Economic Commission for Europe estimates Russian output at 31.30 million tons, a 15 pct increase over the previous year. Production for the entire Iron Curtain is figured at 40.93 million tons. Western Europe alone produced 17 pct. more steel during the same period. The figures are misleading in one sense. We have no precise idea of how much steel is being used for arms. The Western nations are still expending much of their production for consumer goods, and you cant throw washing machines in a shooting war. It is significant to note that Russian production is well, beyond estimates made by world authorities prior to the current international situation. INTERIOR Secretary Oscar L. Chapman warns that the United States must make use of the resources of other nations or face mineral impoverishment once the time of struggle is over. He pointed out that the present struggle between two ideologies can leave the United States in such a state as to preclude anything but political' victory-with an accomp anying economic loss that will be irreparable. Chapman scored the attitude whereby conservation programs are looked upon as a luxury, pointing out that the nation faces an ever increasing need for action on that front. He also announced that the Bureau of Mines doubled its facilities for producing pure zirconium during 1950-51 at the request of the Atomic Energy Commission. Zirconium may be an important structural metal for atomic power devices. The Interior Secretary also said that the AEC has provided the Bureau with funds for the study of radioactive minerals and to help test and evaluate about 9000 ore samples believed to contain uranium.

Two Alco 3 ½ -ton motor trucks were used by Young Bros. while operating at the Mammoth Collins mine at Shultz, Ariz. One was equipped with an oil tank holding 1,075 gal. and was used for the transportation of "tops." The, other was fitted with a stake body and used to carry machinery, wood, rails, pipe and all classes of miscellaneous supplies. The bodies were made of oak with maple flooring and were attached to the frame of the chassis by U-bolts, to avoid drilling the main members of the frame. Most of the hauling was done from Tucson, a distance of 47;2 miles. During the first. 3 months, part of the road was in very bad condition and the tire cost was excessive. After this part was repaired the road was in fair condition, but never good. There were no excessive grades or bad sand, but wagon ruts, too narrow for the truck wheels and of a different gage, caused heavy tire loss; while chuck holes, sharp curves and stones, both imbedded and loose, were objectionable features. During wet weather the trucks could not get sufficient traction to climb some of the hills and were likely to stick in the mud in certain places, so that no attempt was made to run them unless they were on the road when the rain started. This lost time amounted to about 5 per cent. of the total, but, whenever possible, it was utilized in making minor repairs. The price of gasoline, was from 17 to 21 c. per gal. Rubber tires were used throughout. Drivers were paid $4.50 to $5 per shift, and a return trip to Tucson was counted as two shifts even when made in one day. Drivers were provided with a room in Tucson and were paid for all time lost due to causes beyond their control. Trucks were loaded one way only.

The problems and limitations encountered in the Physical beneficiation of the Appalachian Red Iron Ores are discussed. Two major problems are identified - the high phosphorus content and the fine dissemination or encapsulation of mineral impurities in the iron-bearing minerals. A process that combined extreme fine grinding techniques with magnetizing roasting or flotation-separation methods is suggested. By these methods, concentrates assaying 60-61 % Fe, exceeding the widely accepted upper limit of 56% Fe set for these ores, were produced with 75-90% iron recovery. Moreover, it was shown that the phosphorus content of these concentrates could be reduced from 0.25% to 0.03% phosphorus by acid leaching. A brief discussion on production costs based on current and future developments in iron ore processing is given.

IN view of the recent findings of a pronounced ordering of atoms in s phase alloys containing elements of the first long row of the periodic table (and including molybdenum),l it is of interest to resolve the question of ordering for s phases containing second and third-row elements. Examples of the latter have been provided recently by Greenfield and Beck2 and two of them, Re-Cr and Ru-Cr, would appear to be favorable for a study of ordering by X-ray diffraction methods because of the considerable differences in the scattering factors concerned. In addition, s phase is found to occur in the Os-Cr system, where the difference in scattering factors is even larger. Accordingly, X-ray powder intensities have been measured in an attempt to learn the nature of the ordering, if any, in these three v alloys. Since there is no reported work on intermediate phases in the Os-Cr system, an exploratory investigation was made in this system, and it was found that, in addition to the s phase, the phase with the A-15 or ß-W structure also occurs. Specimen Preparation—The alloys were prepared by compressing mixed powders of —200 mesh size and sintering in an atmosphere of pure dry hydrogen. All alloys were rapidly cooled from the annealing temperature to room temperature in a stream of cold dry hydrogen in a water-cooled chamber. Table I lists the sources and purities of the starting materials, as well as the details of processing for each of the alloys investigated. Intermediate Phases in the Os-Cr System—In the absence of information on intermediate phases in the Os-Cr system, it was suspected that this system would resemble that of Ru-Cr, where a s phase, RuCr2,2 and a phase with the A-15 structure, RuCr3,3,4 have been identified. ZINC is one of the effective elements introduced to enhance the strength of aluminum. This strengthening is principally attributable to the high solid solubility of zinc in aluminum and the pronounced variation of solubility with temperature. Consequently an accurate determination of the solid solubility curve is desirable. The solid solubility relations have been studied by numerous investigators. Shepherd' first established the existence of a solid solution region at the aluminum end of the diagram (y phase) by specific volume and microscopic determinations. Bauer and Vogel2 published a constitutional diagram which showed the limits of solid solubility as determined by thermal and microscopic methods. Hanson and Gayler3 presented the aluminum-zinc diagram which is now most generally accepted (Fig. 1). Chill-cast samples were given thermal treatments designed to obtain equilibrium conditions, quenched, and microscopically examined.. The solubility was placed between 15 to 20 per cent at 600 C., 20 to 22 per cent at 140° C. and 36 to 38 per cent at 270° C. Sander and Meissner4 decidedly modified the limits of they phase field of Hanson and Gayler's diagram by using similar methods on chill-cast specimens annealed for a shorter period of time. Tanabe,5 utilizing dynamic hardness, electrical conductivity and dilatometric measurements of specimens at temperature, obtained values comparable to Hanson and Gayler's at room temperature, but appreciably lower at higher temperatures. Nishimura6 concluded from age-hardening results of aluminum-zinc alloy chill castings, which had been quenched from 400° to 500° C., that the solubility of zinc in aluminum at room temperature is less than 5

In a recent paper,' a very early suggestion by Ludwik2 concerning the nature of the mechanical behavior of metals has becn reexamined and extended. In essence it was suggested that there exists, at least under certain conditions, a mechanical equation of state; that the stress required for flow depends upon the instantaneous values of the strain, strain rate, and temperature, and not upon their past values. It is proposed that under these circumstances thc stress does not depend upon past history of these variables, but is like the temperature of a gas that depends only upon the instantaneous values of the pressure and volume. This notion has not been applied to present-day studies of metals, though it is especially applicable to the study of creep. It is the purpose of this paper to analyze the significance and possible range of applicability of this idea and to determine how it influences the accepted ideas concerning creep. Stress-strain Relations It is wcll known that the stress-strain curves of metals are influenced by both train rate and temperature. For a fixed strain rate and temperature there is associated with each metal a stress-strain curve. If either the strain rate or temperature is changed a new stress-strain curve will be characteristic (Fig. I). ONE of the special uses to which the electric furnace has been put recently is the melting of an alloy of nickel and cast iron for the production of electrical-resistance grids. The metal sections of these grids, Fig. 1, are quite uniform for each pattern, but there is, among the various patterns, a variety of thicknesses. The cross sections vary from 1/2 by 3/16 in. to as small as 1/8 by 1/8 in. The electrical resistance f a perfect casting lies within 10 per cent. above or below the fixed listed resistance for each pattern. Good molding is essential to success in the making of these grids, for with absolutely correct metal, a variation of 0.01 in. in width and thickness of section on some of the patterns may mean as much as 12 or 14 per cent. variation in resistance. The service for which these castings are intended demands that the metal, even in the smallest castings, be very soft, showing an open, gray, highly graphitic structure in order that they may be resistant to shock, and stand up well under rough usage. The metal used for this purpose is a gray iron alloyed with 4 to 5 per cent. of nickel, which element, when the composition of the alloy is correct, imparts toughness and pliability to the metal and helps to overcome the tendency of metal to run white and become brittle because of the rapid cooling action of the sand mold. When cold, these castings can be twisted into various shapes, taking a permanent set without breaking. The alloy has approximately double the electrical resistance of ordinary cast iron. The metal specification is as follows: PER CENT. Silicon 2.40 to 2.60 Sulfur Under 0.05 Phosphorus Under 0.08 Manganese Under 0.40 Total carbon 3.60 to 4.00 Nickel 4.00 to 5.00 Copper 0.50 to 0.70

THE Institute assembled in the rooms of the Geographical Society at the Cooper Union, Tuesday evening at 8 P.M. President Raymond called the meeting to order, and introduced Mr. Abram S. Hewitt, who welcomed the Institute to New York. President Raymond, in behalf of the Institute, replied. The President then read the following report of the Council for the past year. The Council respectfully report that the American Institute of Mining Engineers has held four meetings-at Wilkes-Barre, Bethlehem, Troy, and Philadelphia, respectively-all of which have been well attended, and socially and professionally most successful. The proceedings of these meetings having been published in the Engineering and Mining Journal, and sent to all members and associates, are sufficiently well known. Forty-Bur papers, by twenty-six authors, have been read. These papers embrace a wide range of subjects, and prove the practical character of the proceedings of the Institute. The finances are in a satisfactory condition. By the report of the Treasurer it appears that $1290.10 have been received, $519.90 expended, and that $770.20 now remains in the treasury exclusive of fees for 1872. This fund, it is hoped, will be so increased by voluntary subscriptions as to enable us before long to issue a volume of our most important transactions in a permanent form. The Council has made a favorable arrangement with the Scientific Publishing Company, publishing the Engineering and Mining Journal, by which that journal became the organ of the Institute for the first publication of the proceedings, papers, and notices to members. This arrangement it is proposed to continue through the present year unless the Institute shall otherwise direct. I t is not intended to supersede the publication of an annual or occasional volume, but to maintain an interest in the Institute, and to serve the convenience of members while our funds do not permit a more ambitious publication.

IN the course of some experiments on the analysis of pig iron, I heated, in a platinum crucible, some borings of a graphitic pig iron with sodium carbonate. When the crucible was at a full red heat and the carbonate was thoroughly fused, I noticed a lively ebullition of the mass, and an escape of gas, which burned on the surface. On investigation this gas proved to be carbonic oxide, and on examining the borings in the bottom of the crucible after an hour or two, they were found to be perfectly malleable, although unchanged in general form and appearance. Analysis showed that the carbon was completely removed. I then repeated the experiment, to ascertain whether the silicon and phosphorus were affected, and found that these elements too were largely removed, and could be found in the fused mass as alkaline silicates and phosphates. In order to ascertain whether the removal of the silicon and phosphorus was merely a surface action or whether the reaction really extended into the mass of the iron, I tried the following experiments : A number of bars of pig iron were cast about one foot long and planed down-accurately to one inch section. These were immersed in a large wrought-iron pot full of molten sodium carbonate made by fusing the commercial bicarbonate of soda. Through the kindness of Mr. Frank Firmstone, Superintendent of the Glendon Iron Works, Easton, I was enabled to keep this pot at a reasonably constant high temperature for a long time in one of the hot-blast ovens. One of the bars was removed from the pot every twenty-four or forty-eight hours, according to the rapidity of the action, and after cooling was broken and the fracture examined. The change from pig iron to malleable iron was progressively inwards and always sharp and easily recognized, the rate of progression being in a decreasing ratio with the time. Complexity of Rock-Fractures.—The strains to which rocks have been subjected are manifestly very complex, and it is entirely safe to presume that every possible mode of deformation and rupture is exemplified. The most superficial inspection of any ordinary mountain region is sufficient to assure the observer that the rocks have been pressed, stretched, bent, buckled, twisted, and shorn. The study of torsional rupture cannot fail, therefore, to throw light on geological phenomena. The question is how areas which have been broken in this manner are to be distinguished from those which have yielded to other systems of forces. Phenomena of Joints.—It is well known that a large part of the more homogeneous rocks and some very heterogeneous rocks are intersected by partings often ailed joints. These partings are frequently flat surfaces even when seen in very large exposures, but are sometimes surfaces of moderate, single, or double curvature. Joint, usually occur in groups, in each of which the several partings are parallel to one another, and several such groups often intersect the same rock-mass. In such cases the different systems make large angles with one another. Nearly all students of the subject of jointing have reached the conclusion that joints are faulted surfaces, the dislocations usually being of small amplitude; and this conclusion receives abundant support from the study of thin sections under the microscope. The White Pine mine site lies five miles south of Lake Superior in Ontonagon County, Mich. Copper sulfide, mixed with some native copper, is mined by a room-and-pillar system from gently dipping Upper Kewee-nawan sediments. Depth of mining now varies from 700 to 1800 ft and the ore body continues to a depth of at least 3400 ft. An area roughly 21/2 miles square has already been mined. Mining height has varied from 61/2 to 22 ft. A rock mechanics program was set up in late 1963 to promote safety and mining efficiency. This note reports some of the findings. Rock Strength Compressive strength of small, dry specimens of sandstones, siltstones, and shales from the ore zone varies from 20,000 to 30,000 psi. This is intermediate between the softer coal mine sediments and the meta-morphic and igneous rocks of hard rock mines. Annual Cycle of Rock Failure Since 1963, every roof and pillar failure involving more than a few tons of rock has been examined and documented. Some 1500 stations have been installed for measuring convergence, -c1/1000 in., with Invar extensometers. When the suggestion was made by Major General Leonard Wood that the Institute assist in the formation of a National Reserve Corps of - Engineers, Dr. Drinker's name occurred first to the Board of Directors as the man who would be most capable of carrying out the proposed plan. Dr. Drinker has long been associated with work in connection with military training and is at present the Chairman of the Governing Committee on Military Training Camps Association which is having such important results at Plattsburg and other places in this country. As Chairman of the Institute's Committee on National Reserve Corps of Engineers, Dr. Drinker was a member of the Joint Conference Committee of the National Engineering Societies .on. this subject., He was an earnest worker in the movement, which, has finally resulted in definite legislation by Congress; whereby a Reserve Corps of Engineers is authorized in the new Army Bill which became effective July 1, 1916. Notice of the results of the work was sent to all the members of the National Engineering Societies early in July, and the and the Department of the United States has recently issued a circular which has been sent to all the members of the National Engineering: Societies, as well, as to many other engineers, outlining, the line, whereby engineers may enroll themselves in the Officers Reserve Corps. Dr. Drinker has, therefore, fulfilled the mission which he undertook when assuming the Chairmanship of the Institute's Committee. He now asks the permission of the Board of Directors to withdraw as Chairman and has requested that he be replaced in this position by Mr. Arthur S. Dwight, in; the belief that the Chairmanship of the Institute's Committee and, membership on the Joint Committee should be vested in a man ,located in New York City, for the better carrying put of the important work now before the Joint Committee. We are happy to say that Dr. Drinker has consented to remain a member of the Institute's Committee; but the completion of the first phase of his work; as,Chairman, should not be allowed, to pass without an expression of appreciation on behalf of the Institute for his services.

Laboratory-scale intact and jointed rock masses were tested in field and laboratory experiments to investigate tunnel response in high stress environments. In most of the experiments the tunnels were modeled by a rigid-plastic foam polyurethane with a crush strength of 3.4 MPa (500 psi) and emphasis was placed on jointed rock parameters: joint sets (single set of parallel plane joints versus a double set of orthogonal parallel plane joints), joint plane angle with respect to the direct loading direction, and joint spacing. Other parameters were loading stress, loading direction, and tunnel reinforcement strength. Results show quantitatively the increase in tunnel deformation in jointed compared with intact rocks, double versus single joint sets, and large versus small angle between the joint plane normal and the loading direction. A surprising result was the decreases in tunnel deformation with increases in the number of joints across a tunnel diameter. The efficacy of scale modeling with laboratory-constructed rock was tested by modeling complex reinforced concrete and steel tunnel reinforcements in jointed rock masses and comparing the results with large scale tunnels previously fielded in highly jointed granite. Tunnel response was reproduced in surprising detail, including concrete fracture, steel liner bending and fracture, and critical load to produce these responses. The scale models also allowed sectioning of the jointed rock masses to observe gross sliding along the joints that accompanied tunnel failure.

The convenience of mechanical arrangements for handling ingots, blooms, billets, bars, beams, etc., and feeding them to the rolls, is so universally recognized as to require no demonstration. In the rolling of heavy beams, such as are now coming into general use, such arrangements are practically essential, by reason of the difficulty and expense of the manual handling of the large masses of metal treated. I submit herewith the drawings of a rolling-mill feed-table, designed and patented by myself, which I think will be found simple in construction and operation, not likely to get . out of order, and efficient in performing the work for which it is intended. Fig. 1 is a sectional plan, taken on the line I I of Figs. 2 and 3. Fig. 2 is a vertical longitudinal section on the line II II of Figs. 1 and 3. Fig. 3 is a vertical cross-section on line III III of Figs. 1 and 2. As the details of the drawings are numbered throughout, and the same number always indicates the same part, I cannot more clearly describe the mechanism than by giving the following key to these numbers: Nos. 2 and 3 are the sets of rolls (here shown as three-high rolls, though that is not absolutely necessary). Nos. 4, 4 are the two feed-tables, one on each side of the rolls. The uide frames of the tables are made of parallel channel-bars. Nos. 6, 5 are the feed-rollers, journaled between the channel-bars and provided at their ends with beveled gear-wheels, 6, 6, which mesh with beveled pinions, 7, 7, on shafts, 8, 8, which latter are driven by elevated power-connections, to be mentioned presently. BEFORE me is a colored mining-claim map of the productive portion of the Robinson Mining district-sometimes called the Ruth-Kimberly area-that lies a few miles west of Ely, Nevada. It covers an area of 20 sq mi and at the end of 1954 had produced just under 2,000,000 tons of copper and about 2,000,000 oz of gold as a by-product. The three principal colors on the map and the meaning of each are: Red -Property of the Nevada Mines Division of Kennecott Copper Corporation, formerly known as the Nevada Consolidated Copper Company. Yellow -Property of the Consolidated Coppermines Corporation. Green --Consolidated Coppermines property under lease to Nevada Mines. The striking feature of the map is the crazy-quilt intermingling of the colors and the tendency of property lines to intersect ore bodies. For example, the westerly one-fourth of Nevada Mines' Copper Flat pit, source of most of the ore,up to date, is in Coppermines property. Nearly half of Nevada Mines' Veteran pit is on leased claims; and Nevada's new Deep Ruth shaft is on a right of way on ground originally owned by Coppermines. THIS paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordi-nary, nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel content is low enough to permit the slimes to proceed to the doré furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investi-gation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfactory slime resulted. One avenue of attack therefore was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. It may he mentioned here that nickel dissolving electrochemically and entering the electolyte pre-sents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed sepa-rately below.

The effect of a brior high-temperature creep strain on the low-temperature ductility of commercially pure nickel has been evaluated. The low-temperature (-196°C) ductility decreases linearly with an increase in prior high-temperature (920°C) creep strain. The effect is experimentally correlated to the formation of inter crystalline cracks and voids during the prior high-temperature creep strain. The magnitude of the effect is also believed to be a function of the notch sensitivity of the material. SEVERAL mechanisms have been presented to explain the process of inter crystalline cracking in metals undergoing high-temperature creep. zenerl has suggested that grain boundary relaxation of shear stresses could build up high stresses at ob- stacles to grain boundary shear and thereby nucleate a crack. Chang and rant' have experimentally demonstrated that cracks do form at obstacles to grain boundary shear such as lines where three grains meet. The ultimate test of a business strategy is whether it achieves the owner's objectives. Most shareholders are interested in growth and profits, and share values on stock exchanges are very often closely correlated with profit growth and profitability measured as return on equity (ROE). Strategic management, then, involves managing investments or resource allocations to optimize long-term growth and real return on equity, within reasonable limits of risk. Figure 1 shows a plot of the five year, weighted average ROE of a number of communications companies against their stock market valuations in 1983, measured as a ratio of market value to book value. The principal explanation of the differences in the relative valuations of the individual stocks is historical ROE, weighted toward the most recent years. Further analysis demonstrates the added importance of growth in explaining the differences in stock market to book ratios. [ ] Research conducted by Booz Allen and others in recent years suggests that the relationships between ROE and market to book multiples hold true in industry after industry. Furthermore, we have found that in assessing business strategies for companies in these industries, the analyses should focus on whether proposed strategies are likely to lead to consistent long-term growth in real ROE, without excessive leverage. Our research also reveals, however, that these approaches to strategy assessment are not consistently applicable in the natural resource extractive industries. Figure 2 shows a similar comparison of market to book values against five year average ROE for a group of nine mining companies in 1983. Market value of the shares shows little correlation with ROE. One of the special uses to which the electric furnace has been put recently is the melting of an alloy of nickel and cast iron for the production of electrical-resistance grids. The metal sections of these grids, Fig. 1, are quite uniform for each pattern, but there is, among the various patterns, a variety of thicknesses. The cross-sections vary from 1/2 by 3/16 in. to as small as 1/8 by 1/8 in. The electrical resistance of a perfect casting lies within 10 per cent. above or below the fixed listed resistance for each pattern. Good molding is essential to success in the making of these grids, for with absolutely correct metal, a variation of 0.01 in. in width and thickness of section on some of the patterns may mean as much as 12 or 14 per cent. variation in resistance. The service for which these castings are intended demands that the metal, even in the smallest castings, be very soft, showing an open, gray, highly graphitic structure, in order that they may be resistant to shock, and stand up well under rough usage. The metal used for this purpose is a gray iron alloyed with 4 to 5 per cent. of nickel, which element, when the composition of the alloy is correct, imparts toughness and pliability to the metal and helps to overcome the tendency of metal to run white and become brittle because of the rapid cooling action of the sand mold. When cold, these castings can be twisted into various shapes, taking a permanent set without breaking. The alloy has approximately double the e1etrical resistance of ordinary cast iron.
