EARLY in 1917, it became evident, owing to existing and pending market conditions, that a substitute for crude petroleum must be found for firing the smelter furnaces. After a review of the plants then existing, it was deemed advisable to depart from their practice and to adopt the following described system of distributing pulverized coal to the furnaces. The principal advantages of the proposed system, which influenced this decision, were: (1) Equal safety; no pulverized coal is stored at the furnaces; (2) greater ease of operation, furnace fires being controlled by regulating valves in burner branches, as in gas firing; (3) better organization; all machinery, including pulverized coal feed, is under one roof, and the organization is separate from the furnace department; (4) greater cleanliness; all machinery is under vacuum; (5) greater flexibility of application; the coal and air mixture can be piped where needed. The design of the plant is the result of the combined efforts of the local engineering staff and of the machinery manufacturers. Many new features were embodied in this design to insure greater safety, cleanliness, and efficiency of handling. After 14 months of continuous operation, the plant has proved entirely satisfactory. The building is of structural steel, covered with corrugated steel, with many windows and is painted light gray inside and out. The building floor is of concrete with ample drains to the sewer, and the building is equipped with fire and service water piping. Fig. 1 shows the east side of the building and the incline conveyor from the raw-coal bins.

Owens Lake is at present a source of important nonmetallic minerals, sodium carbonate (soda ash, Na2CO3); sodium sesquicarbonate (trona, Na2CO3.NaHCO3.-2H2O) and borax, (Na2B4O7.10H2O). Owens Lake is a closed basin in the southern part of Inyo County, California, at the southern end of Owens Valley, east of the Sierra Nevada Mountains and west of the Coso and Inyo Mountains. Broadly considered, it is in the Great Basin area, but at no time was it a part of Lake Lahontan. Closed Basins Closed basins are phenomena of arid or semiarid regions where outflow is considerably less than inflow and where accordingly soluble salts concentrate in residual liquid. When inflowing waters originate in areas where the rocks are predominantly marine sediments, the residual basin liquid is primarily a chloride, brine; if the rocks are largely igneous, the residual brine tends to be alkaline containing carbonates, and sometimes borates as well. Since normally, both types of rocks occur in regions contiguous to closed basins, residual liquids do not often fit into the two broad divisions mentioned. No two residual brines are exactly alike, just as no two ore deposits are exactly alike. Even out of the same closed basin, it is possible to get widely different analyses of liquids since underground and surface flows, as well as local evaporation rates and other conditions might have a marked influence on residual-liquid compositions. At Searles Lake, The American Potash and Chemical Corporation is building a plant to process a lower-level brine which is considerably higher in sodium carbonate and borax, and lower in potassium chloride, than that company has processed for many years. F. W. Clarke1 has classified waters of closed basins as follows: I. Chloride type; largely sodium chloride (NaC1) and of oceanic type, such as Great Salt Lake. Related is -the Dead Sea, a bittern residue of magnesium, potassium and sodium chlorides. a. Sulphate type; largely sodium sulphate (Na2SO4) with considerable sodium chloride such as Sevier Lake, Utah; Laramie Lakes, Wyoming; Dale Lake, California. 3. Carbonate type; high in carbonates and fairly high in sulphates, such as Moses Lake, Eastern Washington; and the Nebraska Potash Lakes. 4. Carbonate—chloride type; lower in carbonates than type 3 and about equally rich in sulphates, such as Pyramid Lake, Nevada. 5. Sulphate—Carbonate type; quite high in sulphates and carbonates, such as Pelican Lake, Oregon. 6. Triple type; considerable quantities of carbonates, sulphates and chlorides

Gravitational measurements made by means of the Eotvos torsion balance over any area enable a representation to be obtained of the total gravitational effects over the surface of that area arising from the combination of all sources of gravitational disturbance. The investigation of gravitational anomalies occurring in the upper layers of the earth's crust, in this way, has been attended with considerable success, and, especially in areas in which no undesirable disturbing factors were present, it has been possible to locate geological structures and mineral deposits with remarkable accuracy and also to delineate their confines and to indicate their depth below the surface with a certain amount of precision. Before this can be done successfully, however, it is necessary to determine the gravitational effect arising from all other extraneous anomalies in order that these may be satisfactorily eliminated. Disturbing features giving rise to these gravitational anomalies may be divided into two classes, according to whether they are situated at or below the surface. The former are determined readily by a detailed leveling of the ground surface, and may be satisfactorily eliminated provided the specific gravity of the terrain material is known, but the latter are generally unknown, and can only be ascertained with difficulty. When, therefore, the observations obtained by means of the Eotvos torsion balance have been corrected for all surface irregularities, known as terrain and topographical effects, there remain residual gravitational values which are due entirely to subterranean conditions. The. task of interpreting these results consists in disentangling the various subsurface anomalies, and subsequently in computing and recombining the effects of these various masses in order to verify the interpretation. When the gravitational anomalies are due to large and comparatively simple structures it is a matter of little difficulty to arrive at a satisfactory interpretation of the subterranean conditions, but in more complex areas, where the geological conditions are more complicated and several irregular features exist, the process of disentangling the various constituents of the complex mass arrangement is more difficult and requires the expenditure of considerable time and labor. The regular, bottom-blown Bessemer converter of the present day is a modification of previous forms, and most of the latest proposed modifications of it are merely returns to former types which Ressemer discarded. That he tried almost every conceivable method of blowing iron, with tuyeres at almost every possible position or angle, is well known; and it is to be supposed that he was familiar with the advantages of each type, since he finally settled on that form which has not been improved upon hitherto, for the purposes for which converters will generally be used. Modifications have been tried along two lines: In the arrangement of tuyeres, and in the manner of carrying out the process with tuyeres still blowing vertically upward through the bath. While they have all failed in general competition with the regular modern type of vessel, some of them have found special fields in which they have held their own. The most notable example is in the steel-casting industry, and especially in that part of it concerned with the manufacture of castings which require very hot or very fluid metal, or supply a demand of constantly varying physical or chemical requirements. In this industry the small converters occupy a field between that of the crucible-process and that of the open-hearth process, arid have won a place for themselves in France, England, America, Russia and other countries, which they bid fair to retain until either a new method is discovered of producing cheaply very hot, fluid steel, or the open-hearth process is so improved that very hot steel may be made with it at lower cost of repairs to lining arid roof.

Fluid flow strongly influences ingl structure and the columnar -to-equaaxed transition. Artificial flow patterns siwzilar to the nuturul ones act to induce this transition, while dampening forces act to suppress this transition. It is shown here how simple mechanical forces can be applied to a systerrz in order to induce or slipPvess relative fluid flow and the change both the structure transition and the exact structures obtained. The example used is the effect of slow rotations and oscillations 012 a cooling- ingot (of laboratory scale). The details of rotution and oscillation for various cooling rates, lenlperal~ire gradients, and sizes of ingot are related to other solidzfication variables. THE grain structure of a casting can be changed by altering the fluid motion during solidification. Just how important these changes are depends directly upon the degree to which the fluid motion can be controlled. An early step in understanding the nature and influences of fluid motion was taken by studying natural thermal convection; when a static mechanical device was used to suppress natural flow the result was opposite to that obtained when an electromagnetic device was used to augnlent flow in a pattern similar to the natural one. ''2 Suppression allowed more columnar growth to occur, but "augmented natural convection" brought about an earlier columnar-to-equiaxed transition (CET). Since the solidification of a free ingot must have characteristics somewhere between those displayed during suppression and augmentation, we know that natural convection must influence the CET. Further, since heat transfer in the liquid is always some time-dependent combination of convection and conduction, it can easily be guessed that the temperature gradient in the liquid is the vital factor affecting the CET.1,2 It is obvious that the structure arising from the unadulterated solidification of an ingot, without external influence, is rarely if ever the best possible one. The application of the cyanide process to complex sulphide ores for the extraction of the gold and silver is no longer a novelty; but, as an example showing modern teudencies in this direction, the following description of the new milling process at the Lucky-Tiger mine is offered: The extraordinary richuess of the ore in the upper workings of this mine made any thought of milling in its early days seem unnecessary. Its location in an almost inaccessible part of the rugged mountains just south of the Arizona boundary-line, and 60 miles from the town of Douglas, made the expense of bringing in machinery and sopplies a very serious consideration. But, after the property had been shipping high-grade ore on mule-back for a few years, there remained in the mine a considerable tonnage of vein-matter that mas too low in value to ship, but which it wag thought could be milled near the mine at a profit. The first milling-experiment consisted in the installation of Nissen stamps in conjunction with concentrating-tables and Frue vanners, but, as the ore from the upper workings contained most of its silver in the form of cerargyrite, this type of mill mas not successful. The proximity of the mine to the great copper-concentrating mills of Cananea and Moctezuma naturally made the influence of copper-milling ideas felt in the company's next instdlation. At considerable expense a stage-crushing concentrating-mill, with a capacity of 100 tons per day, was built. This mill was modeled along the lines of the most approved practice in copper-concentrators at that time, the main idea being that crushing by stages .in rolls was necessary in order to prevent losses from " sliming." THE etching effect which is produced on a piece of polished iron or steel when it is heated in hydrogen or in a vacuum seems to have been observed first by Osmond,1 who believed that he could distinguish four systems of grain boundaries on a piece of steel which had been heated in hydrogen. In a number of other investigations, samples of pure iron were found, after heating, to have complex networks in which two or three systems of grain boundaries could be detected. It was further noticed that samples that had been polished plane before being placed in the furnace were, after treatment, roughened and undulating over their entire surfaces. From a comparison of the temperature of heat treatment with that of the A 3 transformation, it was concluded that the changed appearance of the samples was definitely related to the latter phenomenon. Certain other deductions were made but these are not of importance here and only observations on the appearance of the samples will be reviewed. Ewen2 heated a strip of polished iron in a vacuum in such a way that one end was maintained at a temperature of 1000° C. and the other at 580° C. On the cooler end there was outlined a simple polyhedral network, and at the hotter there appeared the complex system of lines and the undulating surface characteristic of iron which has passed through the A3 transformation. He found that in going from the cooler toward the hotter end the sample maintained much the same character of surface up to the beginning of the transformed area, but that near this region double grain boundaries were of frequent occurrence. Rawdon and Scott' concluded that the simple type of network brought out by heating a sample of pure iron in a vacuum was of the same type as that developed by ordinary etching methods. JIGGING is the stratification of a mass of solid particles in upward pulsations of water or in alternating upward and downward pulsations. The stratification usually is effected in a rectangular open-top container having a perforated bottom through which the pulsations of water are applied to the materials to be separated; in separating coal, to a mass of coal and refuse. Jigging usually is a continuous process involving three steps: (1) the reception of the raw coal, (2) the stratification of the coal and refuse so that the refuse settles to the screen plate, and (3) the overflow of the cleaned coal and the withdrawal of the refuse collected on the screen. The jig is the most universal washer ever devised. It is handling in practice a wide range of closely sized coals and ores, mixed sizes of coal from 8-in. to 0 through ¾ -in. to 0, and mixed sizes of ores down to 7/32-in. to 0 and even smaller. It is treating materials ranging in specific gravity from that of gold at 19 to that of coal at 1.30. It is handling feeds in which the proportions of high-gravity materials range from 90 per cent or higher, as for some iron ores, to 10 per cent or less for some coals. It is handling feeds containing all shapes of particles-round, rectangular, and , flat. It is handling simple separation problems and difficult separation problems. Thus, it is an almost universal separating device. One might add that it has been one of the most misunderstood types of washers, from both a theoretical and a practical point of view. Although considerable progress has been made in coal jigging in the past 10 years, the jig probably has more unexplored possibilities than any other type of washer. In this chapter the object has been to treat the jigging process in a practical manner and to give information that will help the reader to improve his particular operation. Inasmuch as performance data from operating plants would contribute little of value, none has been given. Instead, the emphasis is upon jigging principles as a foundation for attacking the problems that arise. These principles are in reality tentative conclusions from research in the field of jigging during the past 10 years and most of this chapter should be regarded as a progress report on an investigation still under way. THE purpose of this study is to investigate the effect of agitation upon the flotation of chal-cocite. It is believed that the concentration of collector which is required to produce a water-repellent surface upon the mineral is determined among other things by the rate of collector diffusion through an impeding film of more or less stagnant fluid. Its thickness depends upon the intensity of agitation. In the first part of this study a method is developed for determining the thickness of the fluid film upon a polished surface of synthetic chalcocite. The film thickness is then determined as precisely as possible under three readily reproducible condi-tions of agitation intensity. These determinations serve as a quantitative evaluation of agitation. In Part 2 it is demonstrated that in solutions of lime at PH 10.5 and in the absence of air or dissolved oxygen the concentration of collector required to develop water-repellency upon the surface in any given time is a function of the fluid film thickness, and that after about 10 min the relation becomes linear. This points to the possibility that the collector ions may be involved in a diffusional process through the fluid film. In Part 3 it is shown that where air is present more collector is required to produce water-repellency than for the case in which air is excluded. Next, it is shown that for the latter case the most minute amount of sodium sulphide suffices to preclude development of water-repellency. Both oxygen and sulphide are in a sense, therefore, depres- sants for chalcocite in a lime solution at PH 10.5. When oxygen and sulphide are present simultaneously there is a region of minimum critical collector concentration for water-repellency which is very markedly lower than the concentration where oxygen alone or where sulphide alone is present. Moreover, this minimum appears to be identical with the collector concentration which is required where sulphide and oxygen are both excluded. This would appear to indicate that in certain ranges of concentration of oxygen and sulphide, each cancels the effect of the other. The range of concentration of solution for this effect in solutions saturated with oxygen is a function of the agitation intensity. Thus we are led to believe that a chemical reaction involving sulphide and oxygen occurs at the surface of the chalcocite. Part 4 of this study is a further development of this idea and some of its consequences from an electrochemical standpoint, while in Part 5 the disappearance of sulphide from pulps of several minerals is noted with an indication that both dissolved oxygen and the mineral are necessary, the reaction being catalytic or pseudocatalytic. Part 1. Determination of Fluid Film Thickness The Fluid Film Concept: The hindrance to the diffusion of collector to the surface of the chalcocite is a barrier of stagnant fluid in the vicinity of the surface. It is the same barrier that limits the rate of transfer of heat, the rate of solution of dissolving crystals, or any of the other rates pertaining to chemical engineering unit operations in which the film resistance to diffusion plays a principal role.' Fluid films are present upon the surface to an extent which varies with the geometry and intensity of agitation. They result from the fact that in the region within the fluid near a surface, motion is entirely parallel to it. From the standpoint of transfer to or away from the interface the effect is as though the fluid were stagnant. Outside of the film, movement of the fluid may be streamline or turbu-

The first plans were made in 1930 for the mining by open-pit methods of the low-grade disseminated ore body now known as the Morenci open pit. It was not until 1937, however, that final plans were completed and the decision reached to go ahead with the actual development. Many advances were made in open-pit mining equipment during that period of seven years, therefore the ways and means of attack actually used were very different from those originally contemplated. Diesel-operated bulldozers, big trucks, full-revolving electric shovels and electric churn drills constitute the major equipment finally purchased for this modern stripping operation. Neither the bulldozers nor the big trucks were considered in the early operating plans, for at that time bulldozers had not been used in mining operations and the trucks as yet were undesigned. The full-revolving shovel and the churn drills were not new developments in open-pit equipment, but both had undergone remarkable manufacturing transition, emerging far more efficient and far more dependable than their predecessors. Even the ordinary drilling steel had been fundamentally changed. It was now threaded so that the dulled cutting bits could be detached and replaced, thus eliminating the costly transportation of long bars to the drill shop for resharpening. The decision to use trucks in the preliminary stripping operations was based on the desirability of this type of transportation to economically prepare the pit for rail haulage, coupled with the success that the contractors had had with them on other big excavation jobs. There are at present no plans for the use of trucks beyond the preliminary work, inasmuch as rail haulage will give lower costs after roadbeds and benches are once established. For many years to come, both ore and waste haulage will be over favorable grades. The average length of ore haul between the pit and an assembly yard will be about two miles. From there the crushers will be 1? miles with a connecting track grade of 0.4 per cent. The upper ore benches of the pit will be reached from the yard by a series of four switchbacks over a ruling grade of 4.0 per cent compensated for curvature. Tracks to the dumps will be on 0.2 per cent grades.

The quality of sheet and strip products made of rimming steel is closely related to the structure and chemistry of the ingots. The variation in composition throughout the ingot, as affected by segregation, is of great importance, as are also the form and distribution of the voids that result from the gases evolved. It is because of this importance that the considerable literature in this field has accumulated. No attempt is made in the present paper to compile a bibliography of the excellent work that has already been done, as this has been adequately covered in the many excellent reports on the heterogeneity of steel ingots prepared by a joint committee and published by the Iron and Steel Institute.' From time to time, in any field of investigation new tools and new technique are developed, which make further progress possible. In the field with which this paper is concerned, this is true. The development of the vacuum-fusion method as a means of following oxygen segregation, and a technique for obtaining the volume and composition of the gases evolved during solidification, have opened the way to obtaining data by means of which some considerable progress has been realized in developing more of the detailed mechanisms of solidification and segregation in rimming-steel ingots. General Theory of Segregation The basic cause of segregation lies in the fact that the impurities are less soluble in solid than in liquid iron. The solid that forms from the impure liquid is more nearly pure than the liquid itself. If solidification proceeds slowly enough, or if the liquid and solid phases are maintained in contact with one another for a sufficient time, a condition of equilibrium is set up, which may be represented by a phase diagram. In the last few years, much study has been devoted to increasing stoping efficiency. The reasons for this are shortage of manpower, shorter working hours, operating regulations, and shortages of essential materials. More efficiency in mining methods is needed to offset these adverse factors. In the past, attention has been centered upon haulage, hoisting equipment, mill flowsheets, etc., but recently the spotlight has been focused on the cost of stoping and the cost of handling materia,ls. Scrapers and scraper hoists have thus assumed greater importance. In order to make it possible for certain ore bodies to be mined at a profit, it has been necessary to apply assembly-line practices to the streamlining of mining methods. All cycles of the mining operation must balance, and the sooner broken ore is removed from the working face, the sooner another round can be started. Since the introduction of scraper hoists in metal mines more than thirty years ago, much progress has been made in their design and application. Alert operators are now constantly watching for methods in which to apply scrapers. The saving of: manpower in development work and the changing of mining methods that once employed manual handling of materials are increasing vital wartime tonnages. Essential ores from newly discovered ore bodies are moving rapidly from stopes to reduction plants—because it is now possible to develop an ore body and place it in production with a minimum of manpower and development work. Today, speed is one of the prime essentials of mining. Everywhere, there is a concentrated effort to use experienced miners in breaking rock, in timbering, and in carrying out the various phases of mining that require many months of training. Much effort is being made to mechanize the working places because experienced men naturally prefer to work where the majority of materials are handled mechanically. In line with this policy, many new men are being taught the details of scraper work, because even green men can quickly become acquainted with scrapers and thereby release older heads to perform the more skilled phases of mining. In some places it has been found economical to change from .one system of stoping to another that more readily allows the application of mechanical muck-handling equipment. Where blocks are worked faster, the cost of materials, time, and labor is cut drastically. This favorable situation allows more manpower to remain on straight breaking and timbering—or straight production mining. Moreover, when blocks are mined faster, more floors can often be mined vertically before the mucking or wheel floor is moved. This results in several direct savings. There are cases where it has been proved that by working a given block faster more area, longitudinally or vertically, could be mined at one time, thus permitting the reduction of development cost. Much of the ground to be covered by this paper was ably covered by a paper presented by Messrs. Morrow and Jordan1 before a joint meeting of the Iron and Steel Section of the Engineers Society of West-ern Pennsylvania and the A.I.M.E. Pitts-burgh Section at Pittsburgh in the spring of 1940. As that paper was not published, the present authors have availed them-selves of Mr. Morrow's kind permission to use information given therein. Similar figures for the latest years available have been added to many statistics originally presented. It is unfortunate that Mr. Jordan's death removes his stimulating guidance and help, which the authors would have welcomed and have found invaluable in the past. One interested in the Pittsburgh seam should not fail to read the exhaustive and authoritative paper by Eavenson2 presented in 1938. As Allegheny, Fayette, Greene, Washington, and Westmoreland Counties contain practically all the reserves and furnish nearly all of the production from the Pittsburgh seam in Pennsylvania at the present time, this area only is intended when reference is made to the Pittsburgh seam in Pennsylvania. On much of the seam in Greene and Washington Counties, which contain a large proportion of the total reserves, insufficient data are available to determine the detailed characteristics of the seam with any degree of finality. It is hoped that the data presented here will fairly well indicate the probable characteristics. Economic Importance of the Pittsburgh Seam The Pittsburgh seam in Pennsylvania is of primary importance as a coal resource, not only because of its substantial reserves but because it contributes such a large proportion of the coal used in the country and an even larger proportion of that used in the manufacture of coke. Mr. Ashley3 placed the estimated recoverable reserves (1935) of the Pittsburgh coal bed in Pennsylvania at 7,500,000,000 tons.* Although a considerable portion of this tonnage is not now suitable for coking coal, because of its high sulphur content, undoubtedly the supply of coking coal will last for many years and that not suitable for coking will furnish industry with an ample supply of energy. In attempting to assess the contribution of the Pittsburgh seam to total coal production and to that of coal used in making coke, one finds that the statistics published annually by the U. S. Bureau of Mines, Minerals Yearbook, do not give tonnages classified as to seams but only as to districts or states and counties. However, it happens that, at present and during much of the

There are at present no plans for the use of trucks beyond the preliminary work, inasmuch as rail haulage will give lower costs after roadbeds and benches are once established. For many years to come, both ore and waste haulage will be over favorable grades. The average length of ore haul between the pit and an assembly yard will be about two miles. From there the crushers will be 1? miles with a connecting track grade of 0.4 per cent. The upper ore benches of the pit will be reached from the yard by a series of four switchbacks over a ruling grade of 4.0 per cent compensated for curvature. Tracks to the dumps will be on 0.2 per cent grades.

Ti-Mn alloys were studied in order to determine the factors affecting the mechanical properties of &stabilized titanium alloys. The principal compositional factors have been found to be solid-solution strengthening, the martensitic transformation, and instability of the P phase. Structural factors, such as grain size and shape, were found to have more influence on ductility and toughness than on strength. THE alloys of titanium with the &stabilizing elements offer the chief hope for developing useful heat treatments. Conversely, the heat-treatment response possible with the p-stabilizing elements causes difficulties such as weld embrittlement and thermal instability during service at elevated temperature. Therefore, it is of considerable technical importance to understand the factors that govern the heat-treatment responses in these alloys, so as to be able to soften the alloys if they are embrittled by an adventitious heat treatment, to render them stable in service, or to harden them while maintaining adequate ductility and toughness. The Ti-Mn system is a good example with which to demonstrate the factors that govern strength and heat-treatment response in. a P-stabilized system. The region of the a-j3 transformation, after the work of Maykuth, Ogden, and Jaffee,' is shown in Fig. 1. The a solubilities are low. This means that, in the two-phase a-p field, partition of manganese between the two phases occurs practically only to the P phase. The solid-solution effects are therefore chiefly the result of solution in the ,8 phase. The eutectoid occurs at 20 pct Mn and 550°C, and proceeds very sluggishly. It can be ignored in heat treatments in hypo-eutectoid alloys, except for long-time storage at low temperatures below the eutectoid temperature. Even here, there is some question that diffusion proceeds far enough to involve eutectoid decomposition. Three compositional factors bear on the mechanical properties and structure of titanium a-P alloys. These are: 1—solid-solution strengthening, 2—mar-tensite transformation, and 3—P instability. Combined with the purely structural factors of grain size and shape, these govern the properties of the alloys. Perhaps the most important factor is solid-solution strengthening. The facts that manganese dissolves in a titanium to a maximum of only 0.5 pct and most of the manganese partitions to the p phase dominate the structure and properties of the a-/3 alloys. Because of the overwhelming preference of manganese for the ,3 phase, the P phase is harder and the a phase is softer. The relative amounts of both phases may be modified by heat treatment in the a-P field as application of the lever rule in the two-phase field clearly shows. A critical temperature in the Ti-Mn diagram is 800°C. This is the P transus temperature of the 6.4 pct Mn alloy, which has the lowest manganese content which will form all retained-P phase on quenching to room temperature. Any quench performed from below 800°C will produce a structure consisting of only a, a plus retained P, or retained p, for alloys of the compositions used in this work. THIS paper deals principally with investigations undertaken by the Welding Research Sub-committee of the Welding Committee of the Emergency Fleet Corporation. The general object of the investigations has been to extend the use of welding in the construction of merchant ships and, specifically, to provide a definite basis for obtaining the best economy and efficiency in employing welding in place of riveting in the construction of the hulls of such ships. Composition of Ship-plate Steel The chemical composition of the steel employed in such hull construction varies with the thickness of the plates. Through the courtesy of Mr. H. Jasper Cox of Lloyd's Register of Shipping, the following information may be given concerning the kind of steel plate employed in American Shipyards in 1918 for the hull construction of merchant ships. Lloyd's requirements do not relate to the chemical composition. They require a tensile strength of 58,000 lb. per square inch (40.75 kg. per sq. mm.) for their lower limit and 72,000 lb. per square inch (50.59 kg. per sq. mm.) for their upper limit. For the information of the Committee, Lloyd's obtained from their surveyors at various works data of the carbon content, which is as follows:

A STUDY of the mechanical properties of the alloys of copper and silver led to the discovery that the solubility of silver in copper was greatly different from that generally supposed, therefore some work was done to determine the solubility with greater accuracy than had previously been achieved. After the work had been completed, two papers were published1 giving solubility figures which agreed closely with one another and with the work described herein. A detailed comparison of that work with the present will be given later. PREPARATION OF ALLOYS The copper used in making the alloys was electrolytic ingot of high purity. The silver was prepared by precipitation as chloride from nitric acid solution, followed by fusion of the washed precipitate with sodium carbonate and potassium nitrate. This method gives metal containing at least 99.99 per cent silver. The copper was first melted under charcoal in a small electric resistance furnace and the silver added as pure silver, it being unnecessary to make any intermediate alloys. After thorough stirring the metal was poured into a mold of suitable form. The alloys contained between 0.008 and 0.015 percent of oxygen. Small amounts of oxide were visible under the microscope, but it is not believed this would have much effect on the results. Copper-silver alloys are notorious for segregation, consequently a few experiments were carried out to find a form of casting with as little segregation as possible. A mold 6 in. long and 1/2-in. dia. was first used, and an alloy nominally containing 5 per cent silver was cast in it, while some of the same alloy was poured directly into water to obtain the maximum rate of cooling possible. Minerals long have been important commodities in international trade. As an inevitable result, the governments of the world have employed a wide variety of programs that affect the flow of trade. Roughly speaking, we may distinguish between the desire of more developed countries (MDCs) like the United States, western Europe, and Japan to control imports of minerals and the concern of less developed countries (LDCs), like India, about exploiting and exporting their minerals. The terminology used to describe different countries and the classification of specific countries into groups is unsettled and often changing. The poorest countries have been characterized as backward, undeveloped, underdeveloped, and developing. The problem seems to be in selecting a term that is both accurate and polite. Less developed seems, for reasons outlined by Hagen [pp. 51-57], the most convenient term. The borderline between an LDC and an MDC is always open to dispute. Objective measures are difficult to develop because of deficiencies in basic data, and enormous conceptual problems arise in making valid comparisons from even good data [see Hagen, pp. 7-28]. Thus, policies of the MDCs can be evaluated chiefly by using a few basic arguments for protectionist attitudes towards international trade. In dealing with the LDCs, a more far-ranging evaluation that covers general economic policy goals, the role of foreign investment, and the indirect effects of trade is required. This duality breaks down when trying to deal with the depressed areas in an MDC; here the issues are more akin to those associated with problems in an LDC. Similarly, variants of arguments used in LDCs appear in debates about foreign investments in MDCs. The whole discussion of minerals in LDCs, moreover, has obvious implications for MDCs like Canada and Australia. They, too, must face problems about the best utilization of their resources. Y.-Immediately after the creation of the Naval Consulting Board, Admiral Strauss, Chief of the Bureau of Ordnance of the Navy, told members of the Board that the most important problem for the scientists to solve was erosion in large guns. The Navy, for years, had been working on the problem with marked suceess, but there was much yet remaining to be accomplished. As Chairman of the Committee on Ordnance and Explosives of the Naval Consulting Board, I communicated with several experts in the manufacture of steel, principal among whom was Prof. Howe. He generously agreed to help in every way possible, and the work that he has done and the time that he has spent upon it can he appreciated only by reading his paper. Prof. Howe asked for some rings. from a, certain 14-in. gun which Admiral Strauss had mentioned in particular, and in which, he had informed us, at each shot the bore of the gun, was enlarged about 0.001 in.,' and that after a relatively small number of rounds it was considerably eroded. It has puzzled scientists for a long time to account for the peculiar erosive effect produced by the powder gases in a gun, arid: what Prof. Howe has done in his paper is worthy of Sherlock Holmes. He is a veritable Sherlock Holmes of science.
