I have a hectic schedule in the Mabo legislation process but it is important not to lose sight of the bigger picture and to attend today to talk to you about the Government's role in the development of our country.More importantly, I hope over the next couple of hours to get some feedback on developments in this area from people very much involved on a day to day basis.

Fluidised Bed Combustion technology has expanded since the first fluidised bed boiler steamed in 1974 with 58 companies currently supplying units. In Australia the market has been in small boilers and the goal of a limited attendance coal fired boiler has been achieved. On the world scene, the major incentive for development has been emission control with sulphur capture and low NOX. The potential of significant reduction in plant size is encouraging development of pressurised fluidised bed combustion.

The C.S.A. concentrator of Cobar Mines Proprietary Limited was expanded in 1974 to treat 80 000 tonnes of copper-lead-zinc ore per four week period. Jaw crusher product is fed to two par- allel primary autogenous mills followed by a secondary ball mill. Each mill operates in closed circuit with cyclones. Improved control of grinding rate and product sizing has been obtained from this circuit compared with the system of two parallel single stage autogenous mills. The studies of pulp electrochemical flotation separation of pyrite and arsenopyrite were made from the thermodynamics, mineral natural oxidation rate, property of mineral surface oxidised material and pulp electrochemical flotation tests. The results showed that although pyrite and arsenopyrite possessed similar thermodynamic stability, significant differences of two minerals were observed in natural oxidation rate, property of surface oxidised material and its influence to dixanthogen formation on the oxidised mineral surface. Based on the non-thermodynamic differences, the pulp electrochemical flotation technology was successfully used to separate arsenopyrite from pyrite in pilot test.

This paper is related to the problems of the mathematical modelling of vibrating screening process and to predicting the screening operation results. The authors propose a model of screening based on the interpretation of granular material segregation on a screen surface as an instantaneous process. Results show an agreement with laboratory and pilot plant tests. Derived formulae can be used for screen sizing and screening result estimating.

In June 1996, Nord Resources Pacific (Nord) decided to work towards obtaining all necessary approvals from the government of PNG for a mine on Simberi Island in the Tabar Island Group, New Ireland Province. On the 9th of September 1996, Nord submitted a Proposal for Development and an application for a Mining Lease to mine the oxide gold deposits on Simberi Island. The Mining Lease was granted on the 3rd of December 1996 in a signing ceremony on Simberi Island. This was achieved in the extremely short time frame of less than 3 months and this paper attempts to explain the processes which made it possible.

The conversion relationship between the Bond Work Index W1, specific output of mill and the energy efficiency of grinding were developed using dimensional analysis. These relationships were validated and the value of the conversion coefficient ~ was also obtained using a new installed device for measuring grindability of ores. With the new simulating algorithm the mill specifications, output and size distribution of grinding products of industrial mills can be calculated based on laboratory measured results. In September 1980 the N.S.W. Environ- mental Planning and Assessment Act was gazetted. This legislation created a new arena of government involvement in the procedure for obtaining approval to open a new mine, or expand an existing mine in N.S.W. Since 1980 the legislation relating to environmental protection requirements, the procedure for obtaining Development Consent and the nature of relevant government policies have caused considerable confusion on the part of many potential developers. Implementation of the legislation has now become systematic and relatively predictable. However, certain aspects can be improved and require urgent government action.
