Mining projects draw together stakeholders with various degrees of experience in managing and assessing financial risk. When this risk is not fully appreciated or quantified, the potential for making decisions not suited to investor requirements is significantly increased. A feasibility study provides key information on project development potential, requiring detailed technical investigations with thorough financial analysis. Centaur Mining and Exploration (CME) owned and operated Cawse Nickel Operations (CNO), one of three Australian projects to develop and process vast amounts of near surface nickel resources. A technical ædue-diligenceÆ and æbankable feasibility studyÆ confirmed the large resource base, newly applied yet tested technology and relatively low unit costs would produce nickel in the lower half of industry operating costs. A number of production variables including capital requirements, delayed start-up, nickel grade, processing, maintenance and product output were outside the feasibility estimate. This was combined with exchange rate fluctuations and lower Ni prices. The inability to generate adequate cash flow and service debt repayments ultimately led to receivership and liquidation of all assets. Following the sale of CentaurÆs gold and nickel divisions, $A 784 million remained outstanding to creditors. This paper aims to define key issues leading to CNOÆs collapse by reviewing feasibility parameters, valuation methodology and project development. Some methods of assessing project viability are discussed with the aim of increasing stakeholder risk awareness.

In Australian collieries, solutions to the outburst problem must be implemented in a highly competitive environment which has a low tolerance on negative productivity effects. Solutions are only applicable if the overall viability of the operation remains sound. Minimum time must be spent on alleviation and control measures. This is favoured by simple geology, advanced warning and efficient alleviation and control procedures. Research requirements in support of this include 1. an improved means of predicting the nature and location of outburst zones ahead of the face and, 2. an improved means of measuring the effectiveness of gas drainage. For additional safety at the face, a means of continuously monitoring outburst proneness is required. In general, greater emphasis is required on improved instrumentation.

Engineered soil covers are used for final closure options for both waste rock and tailings disposal facilities. Currently, cover construction requires excavation of appropriate cover material from a nearby site. If no suitable materials are available, the mine operation may have to ship appropriate materials long distances to the site before the construction of the cover can even begin. This has led to the proposal to engineer cover materials using existing waste materials from the mining operation. The paper presented here describes the results of a laboratory scale testing program to evaluate the potential for blending waste rock, smelter slag and tailings for the creation of a suitable cover material at a site in Canada. Tailings from the local mill, waste rock and slag were collected in the field and blended to create a material with an air entry value similar to the tailings and with physical strength similar to the waste rock. Testing indicated this mixed material could be blended at a consistency of a paste and was suitable for pumping. It can also be compacted to a high-density material. The preliminary results show that it may be possible to blend waste rock, slag and tailings into a material that can be utilised in the construction of a water retaining cover.

Fluid inclusions and sulfur isotopic compositions were studied in a possible extension of the Toyoha polymetallic vein deposit. The objective of this work was to gain a better understanding of the ore depositional conditions, sources of ore constituents, and distribution of mineralizing fluid in the region. Fluid inclusions in sphalerite and quartz show that most homogenization temperatures range between 190¦ and 290¦C. Most salinities range from 0.0 to 3.4 wt per cent NaCl equiv. Sulfur isotopic compositions of ore minerals (pyrite, sphalerite and galena), determined by a conventional technique, range between 1.3 and 7.7 per mil. The mineralizing fluids were characterized by relatively low and various temperatures and low to moderate salinities compared to those at the southeast region of the main ore bodies (Izumo and Shinano veins) where rare elements such as tin, tungsten and indium occurred. Obtained temperatures and salinities were attributed to the mixing of hydrothermal fluids with groundwater. Sulfur isotopic data suggest sulfide sulfur was of magmatic origin. Isotopic temperatures, estimated from the isotopic fractionation factor between sphalerite and coexisting galena, are between 195¦ and 322¦C. The temperatures are only consistent with fluid inclusion homogenization temperatures in sphalerite or coexisting quartz when sphalerite was a honey-yellow coarse crystal lacking conspicuous colored growth bands. This suggests the detailed classification of mineral pairs growth textures will be necessary for precise in situ measurements to obtain reasonable eothermometric results.

The past century has seen the development and commercialisation of many new pyrometallurgical processes based on gas injection. The driving force behind this trend in smelting and refining technology was the increased productivity and resulting increase in capital utilisation achievable. However, measurement of system variables is not easy and their effect on the rate of the reactions involved is not well characterised. One of the critical parameters is the gas-liquid interfacial area produced by gas injection. Related variables such as bubble size and velocity, and gas hold-up fractions in aqueous systems have been measured using combinations of physical (visual, audio and electrical) and chemical techniques. Models have been developed relating interfacial area to physical properties and operating variables and attempts made to extrapolate these to high temperature, liquid metal systems. The only attempts at validation of these models have used either low temperature liquid metals, such as mercury or WoodÆs Metal, or operating plant data. This paper reviews existing knowledge of the effects of system variables on total interfacial area in gas injection systems. Interfacial area is calculated from a range of published experimental aqueous and liquid metal systems and used to assess existing models. An operating region diagram was developed to assess dynamic similarity between experimental and industrial systems. It highlights areas where further research into both measurement techniques and experimental system variables is required in order to extend knowledge and guide further technical and design advances into the 21st century.

There are many critical nodes along the mine value chain, from orebody to mineral product, and inter-disciplinary input is required to analyse the variability and uncertainty at each node in order to identify and mitigate areas of risk. Mining differs from many other industries in that the variability in the product is dictated largely by the inherent nature of the input material (the orebody). The true characteristics, including the variability of the orebody, are never known exactly and are instead based on estimates derived from sample data. A further difference is that bottom-line gains are largely controlled by world commodity prices, which can vary with time, rather than by local supply and demand issues. Methods for identifying, reporting and responding to this inherently variable raw material are discussed. These include analytical and reporting methods, equipment and software, risk analysis and reality checks (eg reconciliation). Sampling results, mineral resource and ore reserve estimates and economic assumptions are a function of the variability of the orebody. Risk quantification should be expressed as a level of confidence, which takes into account the scale or period over which the risk is being assessed (life-of-mine, annual or shorter production periods) and should convey the likelihood, severity and consequence of occurrence of a given event. The future generation of mining specialists needs to understand the entire mine value chain to better manage risks and maximise mine dollar-value.

The Writer's knowledge of this region began in 1912, while he was with the Geological Survey of South Australia, and, investigated the principles governing the occurrence of fresh and saline ground waters in the area then being opened for closer settlement by the railways under construction from Port Lincoln.These field investigatons for water were extensive rather than intensive, but other examinations covered certain mineral aspects. The Writer also has' had the benefit in the preparation of this paper, of later work done by others, as well as of the monumental earlier work in South Australia by the late H. Y. L. Brown.AREAThe area dealt with, approximately 21,000 square miles, lies to the south of the latitude of Port Augusta.TOPOGRAPHYAs a whole the region is one of low relief, but the Olinthus Range, west of Cowell and north of Cleve, reaches an elevation of 2,000ft., while there is als0 a high area west of Port Lincoln and Tumby Bay. At the north end of the region the Gawler Ranges are formed by the dissection of a thick sheet of felspar porphyry extending over two degrees of longitude, by a width of 20 to 70 miles, with fairly uniform maximum elevations of the undissected portions of the order of 1,000 ft. above sea level. Climate change and global warming present a significant challenge as unsustainable levels of greenhouse gas emissions arising from human activities continue to be emitted. The cement industry is responsible for between five and ten per cent of annual world carbon dioxide emissions; most arising from the manufacture of Portland cement (PC). An effective way of reducing emissions is by incorporating supplementary cementitious materials (SCMs) as partial PC replacements. SCMs are silicate or aluminosilicate based pozzolanic materials which, in finely divided form, combine with water and calcium hydroxide (lime), liberated by cement hydration, to form compounds exhibiting cementitious properties. Pitchstone is such an aluminosilicate and has the potential to act as an effective pozzolan for partial replacement of PC. In North Queensland, Australia, a vast deposit of pitchstone is mined and processed for expandable perlite aggregate. During the classification stage of the excavated natural material, waste pitchstone fines (PF) less than 0.5 mm in size are generated. This study evaluates the waste PF as a viable, eco-friendly pozzolan for the partial replacement of PC. The reactivity of the PF is compared to fly ash (FA), using the pozzolanic compressive strength activity index (SAI) after seven, 28, and 91 days ageing at 20 per cent and 40 per cent PC substitutions. PF was found to be comparable to FA as a pozzolan at 20 per cent PC substitution at all ages tested. However, for the 40 per cent substitution blends significant strength was only achieved at 91 days ageing for the FA blend. The pozzolanic reactivity was also investigated using thermogravimetric analysis to determine the degree of free lime present after 91 days. In all cases where an SCM was added, the free lime was observed to be consumed with increasing age.

During the course of an investigation into the fundamental chemistry of the cyanide process, it became evident that the usual method of determining protective alkalinity was not completely satisfactory. T.he routine method for the determination of protective alkali by first removing free cyanide by the addition of silver nitrate, followed by titration of alkali with dilute acid using. phenolphthalein as indicator, can be shown to give correct results only when the alkali is a strong base. For other sUbstances, the alkali so determined is not the protective alkali. In view of the complications associated with the presence of zinc in cyanide solutions the discussion will be restricted in the first place to solutions free from zinc. Until the chemistry of simple cyanide solutions is placed on a quantitative basis it will be difficult to elucidate the behaviour of complex mill solutions.By the use of physico-chemical theory, it is possible to treat certain aspects of 'the chemistry of cyanide solutions in a manner which not only illustrates the important variables involved, but which also shows the need for care in interpretIng results obtained by conventional methods.In the following, comparatively simple systems are discussed; the principles established should be of use in interpreting the behaviour of more complex solutions. The methods described are not intended for routine work, but may be regarded as supplementary to the usual analysis carried out for the control of plant solutions, or as alternatives to be used when the latter do not appear to be satisfactory.

The management of safety has undergone a number of radical changes in the past 100 years. The most important paradigm shifts occurred through the work of Heinrich, followed by the advent of the safety systems era and, more recently, the behavioural safety approaches that have become increasingly popular around the world. Each of these æapproachesÆ to safety has left an indelible mark on the way we target safety improvements, helping decide which interventions are deployed and how they will be measured. They have also resulted in a number of æmythsÆ about safety management, each of which will be discussed, analysed and challenged in this paper. This paper highlights the complex problem of æcomplacencyÆ, that has arisen out of the increased levels of regulation and consequent perceived protection that workers enjoy in the work place. It also looks at a phenomenon called æaccident migrationÆ which results from a superficial treatment of accidents with changes to rules and procedures. The most recent approach to safety is generally known as behaviour-based safety, which flowed from the human sciences and quality management era. This approach has had a dramatic impact on the way safety is managed around the world, but still falls short in a number of key aspects, most notably the area of risk awareness and risk understanding. Many workplace accidents occur simply because the risk is unidentified, underestimated, not understood or ignored. This paper proposes a new direction for safety, called competency-based safety. It is based on cognitive psychology aimed at combating the consequence of modern protection. A case study is presented detailing the deployment of this approach throughout Placer Dome.

A comprehensive understanding of the rocks associated with coal seams, and also of the coal itself, is essential in assessing the likely behaviour of the materials before, during and after the mining process. The nature of the rock materials involved in coal mining can give rise to risks from adverse geomechanical properties, create problems in coal quality control and produce difficulties with environmental impacts, all of which may affect the profitability, impact and safety of the operation. Examples of issues associated with rock composition include slaking and degradation leading to roof, floor, pit wall or spoil pile instability, ignition of methane in mine atmospheres by frictional processes, liberation of quartz-rich dusts into ventilation systems, production of coal with unfavourable preparation or marketing characteristics, and escape of suspended solids or potentially toxic leachates from spoil piles and other types of emplacements. Methods for evaluating rock composition include microscopic examination, chemical analysis and X-ray diffraction, with the latter being especially useful for fine-grained rocks or for clay-bearing materials. Other techniques, such as geomechanical testing and down-hole geophysical logging, are also useful, but give less direct information about the actual composition of the materials involved. Indeed, understanding of rock composition, through microscope or quantitative X-ray diffraction studies, provides a basis for checking information from other sources, explaining different aspects of rock behaviour, and an essential link in relating geophysical or geotechnical data to broader-based geological models as part of the risk assessment process.

The application of single liquid cement for fracture grouting in base rock may have history more than 120 years. The disadvantage of it is difficult to increase the grouting efficiency, because the jelling time of it is very long and hard to control. The double liquid grout, such as chemical grouts and cement water glass grout was developed at the end of 1960.'s Although the jelling time of this kind of grout can be controlled, it mast adopt double liquid grouting technology, use complicated equipment and is not easy to control component's ratio of the grout. Another disadvantage for chemical grout is high price, and have pollution to environment. OCE series single liquid grout is the effective grout material developed recently by making large efforts in Ohina. Main feature of it is that the jelling time is easy to control, materials from cement and clay are very cheap and without pollution to environment, and the grout can be injected by single liquid technology. The effect of QCE series grout has been proven by its application in China. It can be believed that QCE grout has great economic efficiency and will give a push to develop grout material.

In this climate of increasing demand for commodities, it is becoming necessary to expand and optimise existing bulk material handling facilities in order to increase capacity to satisfy demand. Production capacity in these facilities is often adversely impacted during the expansion process. A successful and proven strategy to reduce this impact is to bring the additional capacity online in stages coinciding with routine maintenance or other short shutdowns. Compatibility of the automation systems with staged upgrades in capacity is the key to achieving a successful outcome. Since 1994, Hatch has been researching a generic, highly configurable product transport control system that can be reconfigured to cater for plant expansions or modifications without incurring significant risk to production capacity. In 2002, BHP Billiton Iron Ore (BHPB IO) recognised the need for such a generic Route Selection and Sequencing (RSS) system and engaged Hatch to build a generic RSS system as part of the $US351 million BHPB IO Products and Capacity Expansion (PACE) project. In 2004, Hatch successfully deployed such a generic configurable control system at BHPB IO Port Hedland Ore Handling Facility. This generic system is known as the Hatch Product Transport (HPT) System.

"In this paper, the reduction and separation behaviour of iron and slag in carbon composite iron ore pellets has been investigated experimentally using an electric resistance furnace simulating a rotary hearth furnace process. The factors that affect the formation of iron nuggets, such as temperature, holding time, molecular ratio of C/O and basicity, are discussed. Results show that the reduction of iron ore, carburisation of reduced iron and the composition and quantity of slag are very important for producing iron nuggets. Through optimisation of process parameters, iron nuggets can be formed below 1300¦C when holding time is 20 minutes, C/O is 0.7 and basicity less than 0.5. The Carnilya Hill Mine, a joint venture project between Western Mining Corporation Limited (WMC) and The Broken Hill Proprietary Company (BHP), is a nickel sulphide deposit being developed by the Kambalda Nickel Operations (KNO) of Western Mining Corporation. Seven months elapsed from the time a decision to proceed with the project was taken until the first ore production. During the first month of operation a new KNO record for decline development was set. Equipment used includes an electro- hydraulic drill jumbo, 4 cubic metre front end loaders, and 35 tonne haulage trucks.

Mr. P. F. THOMPSON said this matter was one of very great importance to producers of lead. His association with the matter was that he happened to be the Institute representative on the Committee of the Standards Association of Australia charged with formulating a standard for chemical lead, that is, lead used in technical chemistry for acid chambers and the like. The British standard had this test incorporated in it, but those on the committee felt that it should not be included in the specification. The main objection was that in an accelerated corrosion test one was endeavouring to do in a few seconds what in natural conditions would take years; and it was now being recognised that such tests were of little value in assessing the corrosive properties of a metal.The flash point test was carried out with boiling hot strong sulphuric acid; but no chemical manufacturer would be likely to use such in contact with lead. There were many factors such as the formation of steam, the chemical reduction of sulphuric acid, the evolution of hydrogen, the catalytic effect of the surface lead, affecting this test, other than the presence of the segregated impurities upon which this test throws the onus of the whole imperfection of the lead. Mr. Russell had shown that lead which had stood the test of time often gave a low flash point. They were endeavouring to find rapid methods of estimating minute amounts of the more important impurities, which would eliminate the labour and expense of a full analysis.Mr. H. St. J. A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. The æStarting at Both EndsÆ combination is deemed extremely useful for any continuous improvement blasting program.

The excavation of sandstone of generally medium strength for the Liverpool Link Line by Dosco Mark 2A Roadheaders has demonstrated the versatility and good performance of road- headers in suitable rock formations. A description is given of the strata traversed by the tunnels together with descriptions of equipment and crews, excavation sequences, operating difficulties and the results achiev- ed. In addition tunnel construction is des- cribed for a difficult section where there was only O.Sm clearance between invert and a four lane vehicular tunnel below, and O.5m clearance between tunnel crown and a century old sewer above.

Although laterite ores already provide a significant proportion of the world's nickel and cobalt production it is anticipated that they will surpass sulphide ores as a source of nickel in the next century. The most recent period of greenfield nickel project construction was during the 1970s when it was notable that all of the eight new plants were based on treating laterite ores. This was because of the relatively large selection of available high grade laterite ore deposits amenable to cheap open cast mining and a paucity of high grade sulphide ore prospect alternatives. Of the three processing options for treating laterite ores: 1. smelting for the lower horizon saprolite ore, 2. ammonia; and 3. acid leach for the upper horizon limonite ore, smelting currently accounts for about 80 per cent of nickel production. In the future, as saprolite ore grades decline because of relatively high exploitation rates, the incentive to process the large untapped reserves of limonite ore will increase. The high cobalt content of limonite ore also makes it ideally suited to processing by a hydrometallurgical rather than smelting route. With only two exceptions, all saprolite smelting operations have a Class 2 nickel end product (largely ferronickel) and do not produce a cobalt by-product. As a result of technological advances, the modified ammonia leach process for limonite and transition ore as undertaken at Yabulu, now allows the production of pure nickel metal as a Class 1 product, along with significant tonnages of cobalt by-product. The mixed Ni-Co sulphide intermediate product of the pressure acid leach processing of limonite ore at Mon is converted to Class 1 nickel and cobalt metal at Fort Saskatchewan, Canada.
