Ban Houayxai is a gold-silver mine operated by Phu Bia Mining Limited in Laos since 2012. The first two years of operation processed predominately soft oxidised ore but subsequent years were expected to process more fresh hard ore. Fragmentation of the fresh primary ores was also expected to be much coarser than for the soft oxide ores. This coarser and harder ore is expected to significantly reduce mill throughput and mining productivity. The Ban Houayxai management realised the potential downside risk when processing fresh harder ores and implemented a blast optimisation project to deliver finer fresh ore to the mill without unduly increasing blast induced dilution and damage.JKTech and the Ban Houayxai drill and blast team began a joint blast optimisation project in April 2013 to achieve finer fragmentation from fresh ores. This was achieved by modifying the bench geometry, blast patterns and applying exceptionally high levels of quality control during implementation. Blast induced ore loss and dilution was controlled by adjusting the ore blocks for blast movement. Finer fragmentation from these modified designs improved mill throughput for the hard fresh ore by 46 per cent above design on average. Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. "The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. The variability and uncertainty of mineralisation, coupled with subsequent uncertainty in mining and processing, is often paid scant regard or overlooked during the evaluation of mining projects. In many instances, when the project transitions to the operational phase, the reality of feed or product variability and the consequences of unquantified uncertainties throughout the value chain become obvious. The outcome is the familiar picture of frequent ramp-up underperformance and failure to deliver on planned targets and objectives.Both mine and exploration geologists are expected to generate mineral deposit models that are based on an integration of diverse sources of data. These multifaceted deposit models already play a pivotal role in the design, development and optimisation of mining project value, and the trend to a fully digitally engineered future means that this importance is increasing. It is therefore vitally important that tools be made available to the geologist (as well as mining engineers and metallurgists) that enable them to characterise and assess variability and uncertainty via appropriate deposit models and thus articulate their impact on potential project configurations and decisions. Scenario-based project evaluation (SBPE) provides a framework for full and proper analysis of the downstream impacts of inherent deposit variability and uncertainty on project performance.SBPE has been developed by the authors over several years and aims to propagate geological uncertainty and variability through the mining value chain. The outcomes of SBPE can be tested against future external scenarios capturing financial, economic and socio-political factors that also drive project performance. Stochastic representations of the orebody (via conditional simulation (see Chilès and Delfiner, 1999)) that explicitly incorporate variability and represent uncertainty are propagated through the value chain on a block-by-block basis (ie on a much more granular basis than traditional project evaluation approaches).Conventionally, metallurgical processes are modelled with deterministic equations (eg regression models) based on limited data. The SBPE approach allows for the modelling of process performance uncertainty using geometallurgical sampling fully. Multiple outcomes of SBPE are passed through financial modelling, which can also incorporate stochastic components, thus allowing full quantification of the risks and opportunities of a set of project alternatives. The value of the SBPE system is that once a base case has been established, multiple engineered alternatives coupled with external scenarios are easily evaluated and compared in terms of incremental value.A new case study of SBPE is presented that shows how, by analysis of the various aspects of variability and uncertainty, project managers are able to focus on the areas that have the greatest ability to reduce risk and/or add significant value. Downhole Assay tools are a geophysical method to collect an instigated response from the material surrounding a drill hole and deliver a multielement proxy-assay. They were first tested in the Pilbara at the turn of this century, however since 2011 they have seen a more focused testing and implementation regime with multiple companies across multiple Pilbara mine sites. The increase in the volume of data has led to advances in the measurements and significant improvements to the efficiency of the calibration process. Pulsed Fast and Thermal Neutron Activation Analysis (PFTNA) downhole assay tools collect gamma photon spectra which are characteristic of elemental signatures. One of the key components of the technique is calibrating the spectral signatures to lab assays. Each tool is slightly different due to the organic nature of the crystal detector and therefore responds slightly differently. Environment and hole conditions as well as ore characteristics are among other external influencing factors. Thus, a unique calibration is required for each tool. In addition, not all elements are measured directly, but some are actually characterised by proxy, meaning that if the signal-to-noise ratio for an element is small, it may be easier to identify the mineral or geology in which that element is found and thus infer the concentration of the element. These proxies may differ for each site or geology type within a site. There is a large advantage to build a unique calibration per tool at each site rather than a universal one to be used across the whole province. This then delivers the accuracy and precision of measurements that mining companies require for modern operations. Early work with the tool required several thousand metres of calibration data and several weeks of analysis to build each calibration. This process has now been streamlined to significantly reduce the amount of data required and the analysis time to make it much easier to introduce new tools to a site with an existing model or to create new models. This paper details the calibration process, illustrating the increasing accuracy of the models as training data are acquired as well as the methods for transferring a calibration from one tool to another.

The diverse priorities, drivers and concerns of multiple stakeholders in the minerals industry complicate the integration of sustainable development considerations into mine design, as well as operational and strategic decisions. The ability of the industry to address all role-playersÆ needs, or indeed, to achieve consensus among all role players on the plethora of sustainable development issues seems a noble yet unattainable goal. One of the difficulties in assessing the relative importance of sustainable development issues across many stakeholders is the inevitable lack of impartiality in valuing these issues. Starting from a premise that transparency and fairness of the process are absolute prerequisites for progress, but that consensus is not, an approach has been developed in which all stakeholders are asked to assess the importance of all other stakeholdersÆ priorities, excluding their own. The approach recognises that stakeholders have different levels of contribution, understanding, vested interests, and perceptions of legitimacy and entitlement, across the diversity of sustainable development issues and decision criteria. Using Triangular Value Analysis, the relative weightings of each of the stakeholderÆs priorities are determined through a regression-like technique. The uniqueness of this approach is the manner in which self-assessment bias and overemphasis of stakeholdersÆ own priorities are avoided. The methodology can be used for both internal and external stakeholders, and in conjunction with other group decision making techniques, such as the nominal group or Delphi techniques. This paper will illustrate how Triangular Value Analysis may be applied in the minerals industry to determine priorities in various decisions relating to potentially conflicting sustainable development priorities within the industry.

The Concentrator 1 plant at Cadia transitioned from Cadia Hill open pit to the Cadia East block cave ore body in 2013. As a result of this change, major plant upgrades were required to achieve the desired throughput while treating more competent ore. The 40-foot (40’) SAG mill now receives a feed of predominantly high pressure grinding rolls (HPGR) product with a minor component of secondary crushed ore at a combined F80 of 17 mm. The significant reduction in feed size to the SAG mill has markedly changed the operating characteristics of the mill, which has been extensively studied since commissioning in 1998.This paper examines the operation of the 40’ SAG mill in its new configuration in the Concentrator 1 circuit. Operational stability is highlighted as a significant factor in delivering mill performance, which has been achieved through several key improvement projects utilising a theory of constraints framework. Five years of successful project implementation has progressively lifted the maximum processing rate of Concentrator 1 from the design estimate of 2455 t/h to above 3000 t/h. The mining industry uses many types of mineral and metallurgical plants to produce saleable product from ore mined. Plant design history has left current operations with a mixture of manual operation and various forms of automated process controls. Consequently, we typically see high-variability in the continuous operations together with a shortfall in the attainment of full capacity or higher utilisation of consumables.At a level of best practice, ‘operational performance excellence’ focuses on process control, using automation and control systems to deliver process optimisation. This more sophisticated delivery is a great deal more difficult than the first stage of equipment selection/installation. It includes the appropriate selection of the right instrumentation and control system, key process knowledge, individuals with a solid control engineering background/experience and the essential backing/support of the operations management team together leading to higher-value delivery. Robust solutions can be realised, considerably minimising process variation, thus leading to process optimisation. This approach results in an easier, efficient and safer process while providing considerable returns for the plant owners.How variable are your processes, and do you maintain optimised process performance with dedicated resources, modern instrumentation, ‘best practice’ control systems and performance monitoring tools? In this paper, these questions and their possible answers are discussed.I say we can do much more and be ‘more efficient’ in our efforts to remain competitive. Safety remains a critical priority for the Australian mineral resource industry and will receive increased focus in the future. This is particularly evident in underground coal mines where reserves are becoming deeper and more hazardous to extract. The CSIRO, through its Exploration and Mining Division, have recently delivered on two projects aimed at providing step-change capabilities in real-time risk management and hazard control. This paper describes the key outcomes of these projects.

The combination of new tools with a more rigorous approach to understanding the interaction of mill liners with overall mill performance and economics, forms the basis of an integrated approach to liner management. Based on accurate liner wear measurements, some (limited) physical mill inspections and surveys, accurate calibration of the mill load and analysis of process data, a whole new approach to liner selection, relining intervals and mill control is proposed. Collection and analysis of this information in operating mills illustrates the mill performance improvement which can be attained through this careful measurement and modelling approach.A more holistic approach to liner management is proposed, including a broadening of the current work to cover the potential benefits of improved relining technologies and predictive liner wear modelling. The ever increasing trend of the gold price has meant that ore deposits that were previously considered too complex, or unattractive by virtue of their low gold grade, are now being investigated more closely. These ore deposits present a greater risk of failure than previously was the case. To ensure that the risk of project failure is reduced and the maximum value is derived from the deposit, its mineralogy, as well as other characteristics, should be well understood such that the optimum process can be designed.Quite often the flow sheet design is assembled using individual process components, from various sources, and without consideration of the complete system. Test work programs require careful planning and an open viewpoint in terms of comminution circuit design particularly with respect to ever increasing power costs across the globe. As an example, high pressure grinding roll (HPGR) technology in many cases offers better mineral liberation than the more traditional comminution devices and it does so at a reduced energy input, and yet HPGR test work is often restricted in its scope due to the perceived novelty of the technology and the resultant lack of generally agreed and accepted test work routes.In this paper the authors outline a typical HPGR test work process route driven by the needs of different ore types and illustrate that to optimise the project value, any test work program should start from the premise that thorough understanding of the ore is vital.CITATION:Bookless, T, Meadows, D and Pownell, J, 2013. Failure of rock materials is a process of crack propagation. Crack initiation takes place when the crack tip stress intensity K reaches a critical value called fracture toughness, K1C. The rock fracture toughness is known to be affected by the surrounding environment such as temperature, confining pressure and humidity. In order to examine the effect of humidity, a series of semi-circular bend tests were performed under various water vapour pressures in a rock material that is known to be anisotropic. Water vapour promotes stress corrosion of rock and therefore the fracture toughness was found to have a decreasing trend with increasing water vapour pressure. The rate of decreasing the fracture toughness depends on the microcrack density that promotes the migration of water vapour into the rock. Also in an anisotropic rock, the fracture toughness depends on the direction of crack in relation to the anisotropy of the rock material.

The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

The Tonkolili banded iron formations (BIF), Sierra Leone, host extensive iron ore deposits which are of economic signifi cance to the seaborne iron ore trade. The deposits are dominated by a strategic JORC compliant mineral resource of 11.6 Bt grading 30.1 per cent Fe comprised of primary magnetite mineralisation in the form of a fresh metamorphosed BIF featuring a uniform mineral assemblage of quartz-magnetite ± ferro-silicate minerals. Pilot plant metallurgical test work has demonstrated that the production of a magnetite concentrate is achievable using the established beneficiation techniques of magnetic separation and flotation. The concentrates arehigh-grade, and suitable for blast furnace or direct reduced iron pellet feed. The major challenge facing the development of such magnetite deposits at industry competitive production rates is the significant capital investment required for process plant and associated infrastructure.Two well-developed weathering zones exist within the deposits, and are associated with the progressive development of a tropical weathering profile overprinting the primary BIF. These zones feature a near surface hard indurated duricrust up to 60 m thick, and a soft progressively developed saprolite between duricrust and fresh BIF. These zones have been found to be amenable to producing iron ore products including DSO lump and sinter fines from the duricrust, and concentrate from the saprolite. Mineral resources sufficient to support commercial production of such iron ore products were defined by an intensive exploration program in 2010.African Minerals Limited has developed a three phase production strategy to progressively self fund the development of the Tonkolili strategic magnetite project by:• commencing a Phase I 12 Mt/a DSO operation in Quarter 4 2011,• increasing production in Phase II to 35 Mt/a with the commissioning of a saprolite beneficitation plant and associated infrastructure upgrades, and• developing a 45 Mt/a Phase III operation producing high-grade magnetite concentrate.The comparatively low capital and operating costs of a duricrust DSO lump and sinter fines operation coupled with its proximity to ground surface make it highly attractive for the generation of early cash flow for the Tonkolili project. Revenue from this early production may be used to selffund the subsequent development of phases requiring progressively more significant beneficiation plant and infrastructure.

It is proposed that a waste rock dump be constructed on slopes consisting of soft colluvium and weathered Chim Formation mudstone at the Porgera Gold Mine, in Enga Province, Papua New Guinea (PNG). Geolog- ical, geomorphological and geophysical investigations were conducted in support of geotechnical studies to assess the physical character of the 6km2 site. Geomorphological studies focused on the extent and nature of colluvium cover and landslide activity. Detailed ground traverse mapping resulted in classification and delineation of eight terrains and seven material types. Seismic refraction and resistivity profiling, combined with drilling, provided subsurface data. Results were presented as standard profiles, coloured contoured sections and plans. Subsurface features, including deep colluvial channels, buried cliffs, slump blocks and buried alluvial channels, were identified. Results of the combined investigations allowed designers to model the colluvium/ bedrock surface and identify critical areas of deep, mobile colluvium and weak bedrock. A design approach was developed which accounted for the morphology of landslide systems and distribution of colluvium types.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

The Newcrest Mining Limited Cadia East Panel Cave mines near Orange, New South Wales, Australia commenced production 1200 m below the surface in May 2014. Understanding the mine-wide impact caving had on excavation stability was a primary objective to ensure a safe working environment as production ramped up in the Panel Cave 1 operation and establishment activities were implemented in Panel Cave 2. The impact of cave interaction between Panel Cave 1 and Panel Cave 2 and establishing monitoring systems to assist mine planning and production as both caves joined is explained in this paper. Monitoring tools such as a microseismic system, open holes, HI-cells, extensometers, fibre optic sensing, cave markers, closure monitoring, underground observations and damage mapping were used to characterise the performance and position of the cave back. The data and observations collected were compared to predictions from numerical and empirical methods and used to calibrate the numerical models for forward prediction and to develop site empirical design tools. The mining industry is faced with imperatives to improve worker safety and productivity, adapt to skills shortages, high worker turnover rates, and provide more effective maintenance to new and ever more complicated plant and equipment. While more effective use of data combined with advanced analytics offers opportunities for improvement, providing this information to the worker in the field, in real-time, has proven expensive, cumbersome and ineffective. New capabilities are now emerging which address some of the limitations experienced to date. Augmented reality (AR) provides a means to overlay interactive digital information on top of the physical world. Combining the latest visual display, mobile computing and ‘track and trace’ technologies, AR provides an experience similar to a heads-up display in a fighter jet through small, personnel devices, such as smart phones or wearable glasses. Applying AR would allow a mobile worker to ‘see’ all relevant information for a given task, in the context of their physical environment and at the time they require it. The technologies behind AR are rapidly maturing and becoming available at a price point that is viable for commercial applications. It is anticipated that AR will become ubiquitous at a consumer level within the next five years. The specific challenges faced by the mining industry make it an ideal early adopter of AR technologies. This paper examines a number of use-cases of how AR can be applied to the mining industry and the benefits that can be realised. The paper will identify areas of further work and viable opportunities for immediate adoption within the industry.
