"Recent concerns over the availability of many mineral raw materials, and newly available technological developments, produced renewed interest in deep-sea mining. However, environmental concerns, with variable degrees of justification, are raising opposition to the concept. The forecast for the behavior of consumption versus availability of many raw materials, nearly all critical metals, arguably show that consumption will grow much faster than resource discovery onshore. Finding new sources of raw materials seems inescapable. The deep seafloor stands out as the only likely candidate.Sea Floor Mining and the EcosystemMarine mining has already started, decades ago, for diamonds, currently up to depths near 400m. Although the industry recognizes there is a footprint, it considers the footprint quite minor, because the area mined is small: in Namibia, where offshore diamond mining is now 70% of the country’s total, only 3% of the concession of 3,700 sq miles (9600km2) have been mined. As plans to mine deep-sea massive sulphide deposits and polymetallic nodules progress, the environmental concerns grow. INTRODUCTION Hydrothermal vents that form seafloor massive sulfide (SMS) deposits represent unique biodiversity hotspots that host many species that are found only at these sites. The destruction of these habitats remains one of the greatest environmental risks associated with proposed mining of SMS deposits. For this reason, there is a growing movement to protect active vent sites from direct and indirect effects of seafloor mining (Van Dover et al., 2018). Mitigating the adverse effects of mining on these ecosystems may prove to be one of the greatest challenges facing the marine minerals industry. At the same time, there is increasing evidence that inactive or extinct hydrothermal systems, which do not host the density or diversity of animals typical of active vents, may constitute a significant proportion of the SMS resource potential on the seafloor. Mining inactive SMS deposits may therefore present an extractive opportunity that does not necessitate the disturbance or destruction of active vent habitats. However, if mining of SMS deposits is to take place only at inactive vent sites in order to protect active vent ecosystems, a clear definition of what defines a site as active or inactive is necessary. ACTIVE AND INACTIVE SEAFLOOR MASSIVE SULFIDE DEPOSITS Our understanding of the number of inactive deposits, their size and grades, and how they are preserved on the seafloor remains limited, largely due to the challenges associated with finding these deposits. Over 90% of all hydrothermal vent fields discovered so far are hydrothermally-active. Almost all of these sites were discovered through the detection of chemical anomalies associated with active hydrothermal venting via water column surveys. Inactive sites have no associated hydrothermal plume, and thus the well- established plume survey exploration method is not effective. As a result, very few truly inactive sites inactive sites have been discovered. Alternative exploration methods, such as spontaneous potential (SP) surveys, magnetic surveys, and high-resolution mapping are required (Cherkashev et al., 2013; Jamieson et al., 2014; Tivey and Johnson, 2002). As methods for locating inactive deposits continue to develop, our understanding of the distribution and resource potential of these deposits will increase, and the focus of resource exploration will shift from active to inactive vent sites. However, for now, most exploration and deposit development activities remain focused on active vent fields.

"The underwater search for the passenger aircraft MH 370 produced rare high resolution datasets of the ocean floor of extraordinary size and detail. The survey design and operations were for sole purpose of finding the aircraft debris field. The aircraft was not found in the detailed search area and the survey was suspended. As planned, the data are now being made available to scientists and researchers. The large survey area includes geologic settings that might be prospective for seafloor minerals. A review of the data can provide insights to seafloor mineral prospectivity in the Southern Indian Ocean and is a large dataset that can be used to calibrate object detection for the design of dedicated mineral exploration surveys.Economic minerals in the Southern Indian OceanOceanographic research and scientific drilling cruises have assembled geologic and geophysical data points in the Southern Indian Ocean. These, together with satellite derived bathymetry and gravimetric data, earthquake mapping, and mapping of magnetic anomalies have, even if they lack detail, produced a general understanding of the main tectonic features and plate movements in the Southern Indian Ocean as well as contributed some marine mineral data.The Southeast Indian Ocean Manganese Pavement, a large manganese nodule field south of Diamantina Fracture Zone was discovered in 1970. Dredging and photographic data from the discovery cruise determined that dense nodule accumulations cover 900,000 sq. km."

This paper discusses operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable underwater activities. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources in international waters is coming closer. Presently regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

The GeoERA Co-Fund action is a joint contribution of 48 national and regional Geological Survey Organisations from 33 European countries “Establishing the European Geological Surveys Research Area to deliver a Geological Service for Europe (GeoERA)”. This is an ERA-NET action under Horizon 2020. The aim of GeoERA is to fund transnational projects contributing to the best use and management of the subsurface, addressing the following four themes: Geo Energy, Ground Water, Raw Materials and Information Platform. The European Commission recognises the significance of raw materials through its Raw Materials Initiative (RMI), the European Innovation Platform on Raw Materials (EIP-RM) and Horizon 2020 funding, specifically through Societal Challenge 5 – Climate Action, Environment, Resource Efficiency and Raw Materials. The GeoERA Raw Materials Theme will contribute to research and innovative developments for minerals inventory, minerals yearbook, exploration, mapping, modelling, metallogeny and critical raw materials in the pan-European framework including the sea. A major element in Europe’s long term economic strategy is to ensure security of supply for strategic and critical metals as part of the Blue Growth Strategy developing sectors that have a high potential for sustainable jobs and growth as seabed mining. The project MINDeSEA results of the collaboration between eight GeoERA Partners and four Non-funded Organizations at various points of common interest for exploration and investigation on seafloor mineral deposits. The Geological Surveys of Spain, Germany, Greece, Ireland, Norway, Portugal, Sweden and Ukraine are organisations with responsibility for coastal, marine geological investigation and mineral resources studies and mapping in their respective countries. The Non-funded participants: the Instituto Português do Mar e da Atmosfera; the United States Geological Survey; the All-Russia Scientific Research Institute for Geology and Mineral Resources of the Ocean; and the Geosciences Institute, host important databases, they have an international reputation for excellence in both science and technology, and are internationally-known experts on seafloor mineralisation and hydrothermal systems. This project addresses an integrative metallogenetic study of principal types of seabed mineral resources (hydrothermal sulfides, ferromanganese crusts, phosphorites, marine placers and polymetallic nodules) in the European Seas. The work program includes all the regional seas around Europe comprising the Atlantic Ocean, the Mediterranean Sea, the Baltic Sea and the Black Sea (Fig. 1). The MINDeSEA working group has both knowledge of and expertise in such types of mineralisation, providing exploration results, sample repositories and databases to produce innovative contributions. Bottom sediment sampling by means of a box corer, as a direct method of deep seabed exploration for polymetallic nodules, is the most comprehensive way to obtain various types of geological information on points forming a network of stations. However, direct information is lacking from areas separating those stations and has to be approximated by interpolation or extrapolation, which leads to uncertainties. Sediment sampling with a gravity or piston corer can provide information on the superficial, up to 4 m thick, part of the sedimentary cover. As opposed to box coring, gravity or piston coring provides no information on nodule abundance. Information for unsampled areas can be gained by application of remote techniques of exploration. The techniques of choice in visualising nodule-rich fields, nodule-free areas, hard rock outcrops and other obstacles for seafloor mining involve using sonar and continuous deep sea (CDS) camera. Seafloor mapping can be rendered with two major sonar types: the side scan sonar used to obtain seafloor imagery and multibeam sonar for bathymetric data; the two types are usually combined and work with an intermediate frequency profiler. Photo-profiling by means of a deep sea towed camera provides a series of seafloor photographs, each supplemented with information on the area covered by each frame, including the nodule abundance. Remote techniques have been quite frequently applied by the Interoceanmetal Joint Organization (IOM) in nodule field exploration. Recently, geoacoustic techniques (side scan sonar + profiler) and CDS were applied for exploration of IOM?s first prime area H11 (5372 km2) on 6 transects. During the IOM-2009 cruise, a total of 295 km of geoacoustic transects and 344 km of photo-transects were surveyed. The data obtained were processed with the aid of earlier information produced by multibeam sonar surveys. The aim of this paper is to demonstrate the advantages of remote techniques, particularly with regard to application of the towfish device, for geological and geotechnical applications in exploration for polymetallic nodules.

This is a framework study financed by the Maritime Innovation Programme of The Netherlands and several institutions actively involved in the research of the environmental impact of deep sea mining; IHC Mining, MTI Holland, Delft University of Technology, NIOZ, IMARES, Boskalis Westminster, AllSeas and TNO. For this framework study the following mining activities have been identified to be relevant to assess the ecological impact of a deep sea mining operation: a) excavation, b) tailings return, c) vertical transport, d) vessel operations, e) ore transport and f) general operations. For this paper, only one mining activity has been selected as an example for the assessment of ecological effects. This is one of the main activities introduced by the new technology envisaged for developing deep sea mining: tailings return.

"The exploitation of marine resources has enjoyed renewed interest with a completely new sector, that of the Deep Sea Mining of mineral resources in the seabed, that is now gaining momentum. Nevertheless, the significant environmental constraints represent a challenge for initiating these new activities, whether this is in terms of the knowledge of the concerned ecosystems or in terms of monitoring and minimizing the impact of these new activities. This paper presents 2 technologies that aim to respond to the expectations of the stakeholders in this area. The first consists of the real-time monitoring of installations/operations and their impact on the environment using the most modern underwater technologies and especially long-term deployment AUV based on AUV docking station solution and autonomous long term observatories. The second consists of a membrane allowing the confinement of an area, the reduction of the emission of particles in suspension and noise reduction.IntroductionDeep ocean environments have been explored since the mid-1800s. As the land-based reserves of hydrocarbons and minerals become depleted, increasing numbers of resourcebased projects are being proposed for shallow then deepwater environments. The Government of India started its deep seabed exploration programme during 1982. This programme was started as one of national importance and several national laboratories were involved to realize the development of requisite technologies for deepsea mining and processing. After a concentrated effort on surveying, using its own as well as hired ships, India succeeded by mid 1980s in identifying a prospective site in the Indian Ocean as an exclusive claim for development. India was registered as a Pioneer Investor and became the first country to obtain this status on 17th August 1987. India has been allocated an exclusive mine site of 150,000 km2 in the Central Indian Ocean. Our country also developed considerable expertise in the metallurgical processing for extracting metals from these nodules. The Department of Ocean Development, Government of India, the organization which is designated as the nodal agency responsible for implementing the deep seabed mining programme has drawn up a long term plan which will enable it to fulfill its obligations as a Pioneer Investor. The work toward the design and development of a mining system has been entrusted to the Central Mechanical and Engineering Research Institute, Durgapur. As a part of this programme they have developed a nodule collector and a riser system which have been tested in very shallow waters only. Since this technology development for deep sea mining applications is highly time consuming and very expensive, this programme is also being used to develop components for intermediate applications. In view of the long timeframe required for perfecting a deepsea nodule mining technology, the Government of India is also keen on developing shallow water mining systems for utilizing the placer deposits. One of the richest heavy mineral deposits in the Indian Exclusive Economic Zone is available on the west coast of South India in the state of Kerala. The coastal stretch between Kanyakumari, on the southern tip of India, and Alleppey along the west coast at a distance from the tip of approximately 210 km, there is a good multimineral reserve. The initial survey indicates that the estimated reserves in the surveyed areas are approximately as follows: Ilmenite 1.4 million tonnes Rutile 0.14 million tomes Zircon 0.13 million tomes Sillimanite 0.53 million tonnes

While there is no immediate worldwide shortage of hard minerals, the consumption of natural resources is constantly increasing, and there are ominous predictions of shortages to come. Means of meeting rapidly increasing demands are being implemented. These include such methods as exploration and discovery of new ore bodies, development of new mines, increasing production at existing mines, working or reopening known deposits of lower grade ore and tailings, recycling old materials, and developing more efficient and less wasteful processes to convert ores and metals into useful products. The United States, although itself mineral-rich, depends in large measure on imports for many key minerals and basic materials derived therefrom. According to the Department of the Interior, the U. S. depends upon imports for more than half of its supply of six of the basic thirteen raw materials required by any industrialized society - aluminum, chromium, manganese, nickel, tin, and zinc. By 1985 the country will also depend upon imports for more than half of its iron and tungsten, and by the year 2000 imports will have to supply more than half of the copper, potassium, and sulfur that it requires.

From an interesting and intriguing scientific research topic, deep sea mining has altered into an interesting mining prospect over the last years. Ten years ago most of the focus was on geological investigations, searching for typical deep sea deposits and getting answers on where we can find them and how these deposits were formed. At this moment we know much more about the interesting deposit possibilities and with our quest for minerals, metals and other materials to feed global economic growth, answers as to the technical and economic feasibility to mine these deposits are sought. This is not a new phenomenon as we already witnessed such question late 1970?s and early 1980?s. Most of the focus was on mining manganese nodules and brines in the Red Sea driven by the report of the Club of Rome that predicted shortages in near future at that time. Development went different, but later in the 1990?s a rival of interest could be noticed for mining deep sea deposits.

In the last two years, C-CORE has developed a new seabed sampler directed specifically at obtaining samples from hard or compacted bottoms such as are typical of marine placer deposits. Samples are required for appraisal of concentrations of saleable commodities, and for determination of levels of biological indicators in the deposits. Recently C-CORE and the University of Victoria have been comparing the performance of the Scott/C-CORE sampler with that of the Van Veen sampler often used for biological sampling. Initial trials of the Scott/C-CORE sampler in 1992 at the WestGold mining site, Nome, Alaska, were described by Jewitt et al. at the 1993 UMI. Since that time the sampler has been modified to prevent overfilling, and to limit turbulent flow of water across the top of the sampler buckets when the sampler is recovered with partly-open buckets. The modifications included shoes to prevent sampler overfill, and flexible rubber shielding over top and sides of the sampler to prevent water circulation. Samples have been taken with both samplers in two field areas, one at Pine Cove, Baie Verte, Newfoundland, and the other near Long Pond in Conception Bay on the Avalon Peninsula, Newfoundland. In each area multiple samples were taken with both sampler types, and the samples processed immediately to establish the types and quantities of marine organisms that were present. Species identification is expected to be complete by late August.

Meaningful and real time environmental monitoring of marine tailings placement is a clear sign of deeper commitment to the people of PNG in regard to impacts of mining on coastal environment and marine life. Today daily mine wastes and tailings are increasingly being delivered to the seabed offshore of project sites in Misima and Lihir islands. Ramu and Simberi mining projects also plan to dispose tailings out at deep sea. As tailings leave the tailings pipe and come out into the seabed, concentrations of the cations and other potential harmful particles in the tailings stream need to be quantifiably monitored each day during the life of the refinery. For continuous monitoring of the tailing?s true chemical characteristics submarine cables connected with ocean floor observation systems consisting of deep-sea underwater video, and cation sensors and electrodes will be laid. Power transport to the tailings site and data transfer from the tailings site will be via opto-electric cables. Various data center instruments will record and manage the collected data. Observation data will be transferred in real time to stake holder?s data centers via a dedicated line from on-land stations, and then distributed to company offices and government establishments. Japan Marine Science and Technology Center, Telikom PNG, and Australian Institute of Marine Sciences will be the key advisers in this project. The main role of the observatories is to monitor and collect background seabed geochemical data prior to start of tailings disposal, during tailings disposal period, and after the life of the refinery.

INTRODUCTION Germany has a long history in marine research in the Indian Ocean. The first German scientific cruise started in 1964, followed by a series of state-sponsored research cruises between 1983 and 1995 leading to the first finding of polymetallic sulfides in the Indian Ocean. The research included regional bathymetric, geological, structural, volcanological, petrological and hydrothermal investigations along the Carlsberg Ridge and the Central Indian Ridge (CIR). Early environmental base line studies covered oceanographic and sedimentology aspects. In 2010, BGR took the initiative for the preparation of a license application for the exploration of polymetallic sulfides with the International Seabed Authority (ISA), and prospecting started in 2011 along the southern Central (CIR) and the northern Southeast Indian Ridge (SEIR) in the southwestern Indian Ocean (cruises INDEX 2011 on board R/V Sonne), INDEX 2012 (R/V Fugro Gauss), INDEX 2013/1-2 (R/V Sonne) and INDEX 2014 (R/V Pelagia). After three years of resource-oriented and environmental base line studies, BGR, in order for the Federal Ministry for Economic Affairs and Energy (BMWi), applied for an exploration license which was approved by and subsequently signed with the ISA in 2015. The license gave permission to start a detailed exclusive resource-oriented exploration program in the license area. The program includes the outline of potential ore deposits and a resource assessment but also extensive and detailed base line studies for the sustainable protection of the marine environment in the license area. The license contract has a fifteen years lifetime and may allow the application for a subsequent mining license. The exploration aims at the identification of inactive polymetallic sulfide deposits, formed below former discharge zones of hot hydrothermal fluids on the ocean floor (“black smoker” systems), by advanced and modern exploration techniques.

The Offshore Technology Conference (OTC) was founded in 1969 when a group of scientific and technical societies organized an annual conference and exhibition dedicated to technologies used in the offshore oil, gas and mining industries. Currently, OTC is sponsored by 12 industry organizations and societies. These include: American Association of Petroleum Geologists (AAPG); American Institute of Chemical Engineers (AIChE); American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME); American Society of Civil Engineers (ASCE); ASME International Petroleum Technology Institute; Institute of Electrical and Electronics Engineers/Oceanic Society (IEEE-OES); Marine Technology Society (MTS); Society of Exploration Geophysicists (SEG); Society for Mining, Metallurgy, and Exploration (SME); Society of Naval Architects and Marine Engineers (SNAME); Society of Petroleum Engineers (SPE); and The Minerals, Metals, and Materials Society (TMS). OTC also has two endorsing organizations, the International Association of Drilling Contractors (IADC) and the Petroleum Equipment Suppliers Association (PESA), as well as 6 supporting organizations that include the American Petroleum Institute (API), the Independent Petroleum Association of America (IPAA), the Institute of Marine Engineering, Science, and Technology (IMEST), the International Association of Geophysical Contractors (IAGC), the National Ocean Industries Association (NOIA), and the United Kingdom Offshore Operators Association (UKOOA). From its earliest years, the OTC has been held during the first week of May in Houston, TX, initially at the Albert Thomas Convention Center where OTC?69 drew 4200 attendees and 200 exhibitors. As the conference grew and became established as the world?s foremost event for the development of offshore resources in the fields of drilling, exploration, production, and environmental protection, the venue was changed to the Astrodomain Complex, with technical paper sessions and most exhibits taking place in the Astro Hall. The numbers of attendees and exhibitors varied somewhat over the years, primarily in accordance with the fortunes of the international oil and gas industry. At its height in the early 1980s, OTC registered attendance exceeded 100,000 with more than 2500 exhibitors forcing expansion into the Astro Arena and even the Astrodome.

The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has been recognized these 30 years. The thin layer-type coverage and the micro-topographic undulation of basement affect not only the excavation efficiency but also the economy of mining venture. Because of these distribution characteristics, no economic feasibility has been recognized through the past economic analyses. On the basis of a recent geological study about seamount rocks, a possibility of by-product substrate recovery for phosphorous supply with cobalt-rich manganese crust mining has been highlighted. In the mining model, the substrate rocks are utilized as phosphates for agricultural and chemical usages. Under some preliminary technical and economic assumptions, the possibility of cobalt-rich manganese crust mining venture is examined. The results show a better economy of the venture including the substrate rock usage for phosphorous supply. Introduction Cobalt-rich Manganese Crusts and the Economic Feasibility Cobalt-rich manganese crusts on the Pacific seamounts received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and higher cobalt concentration than manganese nodules (Cronan, 1980; Halbach, 1982; Manheim, 1986). In the earlier stage, the geological distribution characteristics were reported (Cronan, 1984; Clark et al., 1984; Misawa et al., 1987; Pichocki and Hoffert, 1987) and a systematic feasibility of the mining was studied (Hawaii DPED, 1987).

One of the primary responsibilities of the International Seabed Authority?s Secretariat (the Secretariat) is to assess the quantities of metals present in seabed polymetallic nodules in the International Seabed Area under the Authority?s jurisdiction. To carry out this responsibility, the Secretariat periodically undertakes an assessment of the reserved areas in the Clarion-Clipperton region of the northeastern Pacific (CCZ) using the data submitted by the registered Contractors and maintained in the Authority?s POLYDAT database. The results of its most recent assessment demonstrated that the information submitted by the Contractors, though satisfactory for some purposes, does not permit the in situ quantities of metals in these areas to be estimated with a degree of confidence that is comparable to many land-based mineral resource estimates. Our strategy is to divide the work into two distinct but closely related efforts; one to draft a Prospector?s Guide that provides a narrative description of the key geological and oceanographic data that may be related to deposit abundance and metal content, and another that we call the Geological Model, that summarizes and documents the quantitative resource assessments accomplished in the project.

Exploring for minerals on the seabed is challenging and expensive – and the ability to collect representative sub surface samples is essential. The research project MarMine led by NTNU has together with Seattle based Williamson and Associates developed and tested an ROV-based drill rig for mineral (seafloor massive sulfides and crusts) and rock sampling. The ROCS system is a single stroke drill and is simple, robust and possible to use from various larger ROVs. For the vehicle to provide a stable platform, the vertical bollard pull of the ROV and the vehicle mass are important variables. The developed drill uses a thin wall drill bit and barrel and operates at high RPM to reduce the required down weight and drilling moments. The system also contains an emergency release to be used if the core barrel is stuck. The drill is hydraulically powered with cylinders operating the tower and a rotation unit. It can rapidly be modified to provide samples from softer samples like unconsolidated material. At the Arctic Mid Ocean Ridge, a work class ROV was deployed with the drill mounted for testing at 2700 m depth in basalt rock. The recovery from the system was above 80%. Such core samples can be used for chemical analyses of metal and mineral grades, mineralogy and rock mechanical testing. The system provides a probing tool for marine mineral exploration, with low cost, low operational complexity and low risk. Proper resource estimation requires drilling deeper into the deposit, but the short core samples provided by the ROCS provide valuable a priori information planning for more extensive drilling campaigns.
