The Bureau of Mines has constructed a special compression chamber for developing stress-strain relationships of mine backfill and simulating the high compressive ground pressures encountered in underground mines. A one-dimensional, or Earth-Pressure-at-Rest model is proposed for backfills subjected to these pressures. Results of the compression tests performed in the chamber indicate that reliable stress-strain relationships can be developed from these tests. The primary objective of the test series was to evaluate the effectiveness of compaction of common backfills in retarding ground closure. Analysis of the stress-strain data shows an eightfold reduction in relative strain in optimum well-graded, compacted backfills over poorly graded, loose backfill material. Analysis of the one-dimensional compression test data also indicates a significant retardation of transmitted stress in dense compacted samples of backfill and natural sands. Although not fully understood, a deformation mechanism is thought to occur at the intergranular contacts in cyclic fashion causing frictional heat loss and a reduction in transmitted stresses in the densely packed materials. The experimental values of transmitted stress are compared with theoretical values of effective stress calculated from the one-dimensional compression relationships developed by Hendron (4).3 These experimental values of transmitted stress compare very closely with the theoretical values of effective stress.

"During the past three years the Bureau of Mines has carried on an extensive research program at the Rolla Laboratory for the beneficiation of low-grade Arkansas baixites by ore dressing methods. As a result of this study a 50-ton pilot mill was designed and constructed at Bauxite, Arkansas, by the Bureau to continue the investigation on a semi-commercial scale. The built both to reduce the experimental work to practice and to obtain operating data that cannot be determined by laboratory or small scaleTen samples of bauxitic material were mined and stockpiled at the plant site to ensure an ample supply of material for milling in the pilot plant. These samples were obtained from various bauxite deposits in Saline and Pulaski Counties, Arkansas. The deposits were selected as typical of a wide range of bauxitic material which would necessitate treatment under different conditions and by various concentration methods. All of the samples contained a higher silica content than permissible in Bayer-grade bauxite and several contained so much iron oxide that the available alumina content of the ore was mate¬rially lowered. From data obtained by milling operations on these ten samples, milling characterietics of most of the ores in the district should be predictable. This paper summarizes the results obtained in the laboratory testing of representative samples of each stock pile, and the results of small scale continuous testing of the composite sample of the ten stock piles in the gravity-flotation pilot plant at the Rolla Laboratory."

The strategic minerals investigations of the bureau afford an example of this change in emphasis to problems of immediate and urgent interest, and during 1941 they comprised, upon the basis of appropriations and expenditures, more than 90 percent of the work of the division.

The primary objective of this program was to determine the toxic fume and fire hazard of materials used in the construction of mine stoppings and in the sealing and reinforcing of mine ribs and roofs. The materials investigated were: silicone, phenolic, and isocyanate-based rigid foams, as well as epoxy and acrylate mine sealants. Of the rigid foams tested, the X-156 urethane foam presented the greatest toxic hazard based on toxic load values hydrogen chloride was the main toxic species evolved by this foam. In 'lone of the isocyanate-based compositions was hydrogen cyanide the major component, but its contribution increased with temperature. The FS-24 urethane and Celotex Max-Seal isocyanurate foams had the lowest toxic load values, although these two foams have different applications for in-mine use. Of the two mine sealants tested, the latex /acrylic coating presented the greater toxic hazard with acetic acid being the main toxic species evolved.

THE INUNDATION of anthracite reserves in the Eastern Middle field of Pennsylvania affects the life of the anthracite industry in this field; it also influences the economic status of people, communities, and industries that depend wholly or in part upon anthracite for their livelihood. The trends of production and of employment in the anthracite-mining industry in this field are downward, and they probably will continue in this direction. The reserves have been depleted to the extent that the end of the active life of the industry as a. major economic factor is approaching. By removing the water in those pools where it can be done economically, the future of this industry may be extended somewhat.

This report describes the development of training materials for the operators of underground mining equipment in the underground metal and nonmetal mining industry. The objective was to determine the effectiveness and acceptability of these training materials and to provide the validated training materials to the industry. Ten modules were developed, based on industry need according to accident frequency, accident severity and exposure to the equipment. The final modules were an average of 20 minutes in length and used slides with synchronized narration on cassette tapes. Testing materials are included for use by the mines.

Electric shocks are a serious problem in the mining environment. Because of extremely wide ranging use of electrically powered equipment in the mining industry, the hazard to personnel due to electrical shock and related injuries are not restricted to any single area but cover the entire spectrum of mining activity. Electrical accidents, resulting in personal injury, due to im- proper or complete lack of grounding of electrically operated mining machines, form a significant percentage of the overall electrical accident picture. The object of this paper is to describe methods of detection of unsafe electrical conditions with respect to the grounding of electrically operated mining equipment. It also includes a discussion of prototype instruments which effectively monitor the condition of the grounding safety devices currently in use on mining equipment and warn of dangerous conditions as soon as they appear. The paper is based on work accomplished under USBM Contract Number 50357115. The contract was initiated under the Pittsburgh Mining and Safety Research Center Program. It was administered under the technical direction of PM and SRC with Mr. Roger L. King as the Technical Project Officer. Mr. Daniel B. Dawkins was the Contract Administrator for the Bureau of Mines.

In this the available information friction factors and leakage report, on characteristics are reviewed and summarized. The use of Penn State Mine Ventilation Simulator (Volumes II and III of the Final Report) to analyze the sensitivity of the ventilation system to the changes in leakage and friction factors is discussed with examples. In simple ventilation systems, the results of changes in leakage and friction factors can be easily solved and explained by the laws of air-flow. In complex systems, with fixed quantity branches and multiple sections, the effect of changes in leakage and friction factors cannot be generalized. This study points out the importance of good input data for obtaining reliable information from computer analyses and demonstrates the application of simulators to analyze the effectiveness of ventilation systems. An extensive bibliography on friction factors, leakage characteristics and ventilation economics is included.

The United States Bureau of Mines, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past several years the flow of natural gas through high-pressure pipe lines. This report deals with that part of the study involving the design off pipe-line systems consisting of lines laid parallel to each other. The lines are referred to as the original line and the parallel line. The paralleling line may or may not extend the entire length of the original line; however, the parallel line is connected at its two ends to the original line. As a result of the large expansion of the natural-gas industry almost all markets within economic distance from the developed gas fields have at least one pipe line supplying them with natural gas. Small increases in the consumers' demand for natural gas can be met usually by increasing operating pressures, but any marked increase in demand necessitates paralleling sections of the existing systems. The Bureau of Mines is investigating the technology of petroleum and its products, the investigation including well-drilling methods and the transportation, treatment, and utilization of petroleum and of natural gas, with especial reference to the prevention of waste and to increased efficiencyin the development of oil and gas resources in land belonging to or controlled by the Government. During. the winter of 1912-13 the enormous waste of the gas encountered while drilling for oil in the Cushing field, Oklahoma, called forth protests from various sources, and appeal was made to the President of the United States and to the Secretary of the Interior in behalf of the landowner and of the public in general. The facts were wanted regarding the amount of waste and the technical conditions that were responsible for practices causing it. An investigation was ordered and conducted under the direct supervision of the late J. A. Holmes, the first Director of the Bureau of Mines. R. S.Blatchley was sent to investigate the amount of waste going on in the Mid-Continent flelds.s In the latter part of March, 1913, J. A. Pollard and A. G. Heggem were sent to Oklahoma to study well-drilling methods with reference to the waste of gas from wells on Indian lands and to suggest means of preventing the waste of natural gas on such lands. Pollard and Heggem decided that the mud-laden fluid process, which had been used successfully for some years in Texas, Louisiana, and California was the method that would meet the situation most efficiently and economically. The method was accordingly demonstrated in Oklahoma. In 1914 Congress provided for the employment of six oil and gas inspectors to supervise oil and gas mining operations on lands of the Five Civilized Tribes in Oklahoma and to conduct investigations with a view to the prevention of waste. Positions under this appropriation have been held by William F. McMurray, James O. Lewis, Harry D. Aggers, Ralph R. "Weed,George W. McPherson, James C. Fowler, Louis W. Courtney, and Carl H. Beal, the technical work of these men being directed "byW. A. Williams, chief of the petroleum division, Bureau of Mines. After careful and impartial investigation of conditions in Oklahoma, these men also decided that the mud-laden fluid process was the one best adapted to prevent further wastes. In 1915 laws were passed by the State of Oklahoma that provide for the conservation of natural gas and oil, authority being given to the corporation commission to make rules and regulations and to employ agents to enforce them. After hearings and investigations, the corporation commission reached substantially the same conclusions as the Federal agents regarding the importance of the wastes and the best methods of conserving the gas. Technical Papers 66a and 68b were published by the Bureau of Mines in December, 1913, and January, 1914, respectively. Technical Paper 66 deals with the mud-laden fluid process in general and No. 68 with its application in Oklahoma. The interest aroused by these publications has been so widespread that within two years the first editions have been practically exhausted. Rather than reprint these publications, it has been considered advisable to replace them with the present report, which includes the results of more recent investigations. The methods of using the mud-laden fluid are an outgrowth of the rotary drilling system, which was developed in Texas and later employed in Louisiana and California. Some of the principles of the use of mud fluid had been observed and used to a limited extent for a long time in cable-tool drilling. So far as known it was first used successfully with a circulator and cable tools in the Coalinga field, California, in 1906,Harry D. Aggers, one of the contributors to this paper, working on the well. The part of the Bureau of Mines has been to call attention to its merits and to demonstrate its practical use in fields like those of the Mid-Continent.

Much has been written of the changes undergone by coal in storage and the deterioration of coal through exposure to the weather. In order to obtain definite information for the benefit of the Government departments and of all who store coal in large quantitieS', a series . of tests was begun in the fall of 1909 under the supervision of tT. A. Holmes, then chief technologist of the United States Geological Survey, and was continued by the Bureau of Mines after its establishment in 1910. The tests were confined to determinations of the loss in heating value of the coals and did not include a study of other deterioration; for exaIp.ple, in coking quality or the yield of by-products in coking. The Bureau of Yards and Docks of the Navy Department cooperated in tests of New R~ver (W. Va.) coal, a variety largely used by the Navy. A preliminary report presenting a brief account of the early results of these tests has been published by the Bureau of Mines as Technical Paper 16.a The detailed report is presented in this bulletin, which gives a fu11 account of the tests and the analytical data covering a period of five years' storage. Data of somewhat similar experiments for shorter periods with gas coal from the Pittsburgh bed, with Pocahontas coal on the Isthmus of Panama, and with Sheridan, Wyo., subbituminous coal, which is used for railroad and other purposes in the West, are included. The tests of New River coal, in cooperation with the Navy Department, were undertaken to determine the advantage to be gained by storing coal under water, and particularly under salt water. Small lots were used in order to make the tests of maximum severity, and parallel experiments were made with run-of-mine and crushed coal under one-fourth inch size. All of the small lots tested under the different conditions (except those tested near Key West, Fla.) were taken as representative portions from one large original lot. The tests of Pocahontas coal, which, like the New River, is semibituminous, were undertaken chiefly to determine th.e effect of the tropical conditions in Panama. They were made on an outdoor pile of 100 tons of run-of-mine coal. Pittsburgh gas coal, a high-volatile, bituminous type used at gas and by-product coke works, was exposed for test at Ann Arbor, Mich., in cooperation with the University of Michigan. The university agreed to make tests at successive intervals of storage to determine, in its illuminating-gas experiment station, the yields of gas and byproducts from the coal. The coal, screened lump, was stored in about 4-ton lots out of doors in open bins. Subbituminous coal, which is mined in Colorado, Wyoming, and other States, and is known also as "black lignite," is commonly supposed to deteriorate rapidly in storage, especially by "slacking" or crumbling of the lumps. The tests herein described were undertaken at Sheridan, Wyo., in cooperation with the Chicago, Burlington & Quincy Railroad Co., in order to determine the extent of this slacking and the accompanying loss of heat value. The tests were in open bins holding 4 to 12 tons.

THE INVESTIGATION of barrier pillars in the Western Middle field is part of the comprehensive study of the mine-water problem in the anthra¬cite region of Pennsylvania by the Federal Bureau of Mines (1, 2, 5, 6, 7, 8,9,10,11,1,2,15,16).8 The Western Middle field is in Schuylkill, Columbia, and Northumberland Counties in eastern Pennsylvania. It has an area of 120 square miles, is 42 miles long from Delano on the east to Trevorton on the west, and is 2 to 5 miles wide. In the Western Middle field are 58 underground water pools containing 38 billion gallons of water (5). Some of the pools overflow to the surface, and the water from others seeps into adjacent mines through permeable barrier pillars separating them from abandoned mines. Several active mines are interconnected to workings in abandoned mines, which are partly filled with water. These mines are separated by barrier pillars that are considered effective only below the altitude of the connections. In some abandoned mines, pumping stations maintain the water at altitudes where the hydrostatic pressure against the barrier pillars is not excessive and does not endanger adjacent active mines. If water in these abandoned mines is allowed to rise to where it can overflow into the active mines, it must be pumped from the active mines at lower altitudes; this materially increases the cost of pumping. It is estimated that from 1944 to 1948 approximately 30 percent of the water pumped to the surface was from abandoned mines.

Electrical resistance heating to effect thermal fragmentation of semiconductive rock was examined by the Bureau of Mines. Tests were carried out on copper-bearing ores of the Nonesuch Shale Formation in the laboratory and in the the field at White Pine, Mich. Fieldwork included primary and secondary breakage tests. Heating tests on in situ rock failed to produce thermal dam-age to an extent considered useful; however, boulders up to 30 ft3 were effectively broken by the method. Power input to the test rock was taken from a 50-kV, 5-amp dc power supply.

Research on the solid-fuel reduction of Knob Lake iron or was conducted to upgrade lean and high-grade ores and recover metallized products suitable for ironmaking or steelmaking. The program included bench-scale tests plus a number of continuous campaigns in a 34-inch by 36-foot rotary kiln. In the laboratory, metallizations in excess of 90 percent were achieved by reduction of crushed ore with lignite at 950° C. Subsequent grinding (to minus 200 mesh) and wet magnetic separation yielded concentrates analyzing less than 3.0 percent SiO2 and more than 90 percent Fe. Virtually complete recovery of the iron occurred. During early continuous tests the crushed ore created a serious ringing in the kiln which was solved by balling the fines with bentonite. Unfortunately, at this temperature (950° C) the bentonite militates against the concentratability of the metallized product. For example, a run on direct-shipping ore produced concentrates of 89.5 percent Fe and 4.5 percent SiO2. At 500° C the adverse effect of bentonite disappeared and concentrates of 88.4 Fe and only 2.5 percent SiO2 resulted. However, with comparable feed r Los, the metallization dropped to 73 percent.

The mineral industry of Benin contributed less than 1% of the 1977 gross domestic product (GDP), which was estimated at $500 million.' Other than limestone and salt, no exploitable mineral deposits have yet been discovered in Benin, which has been rated by the United Nations as one of the world's least developed nations. In 1977, the economy was further weakened by petroleum price increases and severe drought. The country continued to depend on foreign assistance, which averaged $20 million per year, to finance development projects. The country's first 3-year plan, which was put into operation in October 1977 after many delays, allocated more than $1 billion to projects in infrastructure, agriculture, and light industry. The most important infrastructure project was the expansion and modernization of the port of Cotonou, valued as an entrepôt port for the transit of goods to the neighboring countries of Niger and Nigeria. Plans called for an increase in handling capacity to 1 million tons of cargo annually, the improvement of port and cargo handling operations, and the upgrading of the efficiency of the Port Autonome de Cotonou (PAC) management system. The $46 million project was to be financed by a consortium led by the International Bank for Reconstruction and Development (IBRD) and including Canada, France, Nigeria, and Abu Dhabi. Construction was scheduled to begin in 1978 and be completed in 1980.

The innate variability of natural materials and processes causes uncertainty in the models representing the natural phenomena and uncertainty in estimating the parameters that are used in these models. Reliability analyses, in contrast to the traditional factor of safety approach, are well suited to a rational incorporation of uncertainty in design and exploration decisions. Probabilistic kinetic and kinematic analyses were developed and combined to form reliability analysis methods. With one method the reliability, i.e.) the probability of failure, of an individual 2-plane wedge in a slope can be determined. The other method is aimed at slopes with a single slope parallel set of joints. In each case two approaches were developed, an encompassing one relying on computer codes and a simplified or summary approach relying on charts or pocket calculator computation. A major contribution of these approaches is the treatment of joint persistance. Instead of having to assume a certain persistence, it is now possible to use exploration data on joint geometry and to include the persistence effect rigorously.
