MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. Controlling natural-water drives to effect efficient and economic production of petroleum, through wells, from reservoir sands and rocks is a problem of major importance in the oil-producing industry. Water-drive fields are characterized by large quantities of mobile water under high pressure immediately below the oil in the flanks or extraneous parts of reservoir formations, Hence, the water, which is in fluid connection with the oil and a source of a large proportion of the energy available for moving it, advances up-structure to replace it. This phenomenon of water moving crestward into the oil-bearing parts of the reservoir and replacing oil is termed edgewater encroachment. The mechanism by which oil is flushed out and continually replaced by water as the hydocarbon content of the field is depleted must be understood if natural-water drives arc to be used successfully to, induce efficient recovery of oil from its reservoir rocks. Until recently, the function of water in the production of oil has been somewhat obscure and was not given the consideration it deserved in early petroleum production-research programs because of the greater importance associated with and the effort devoted to investigations concerning the relations of natural gas to production of oil. Thus, with virtually no fundamental information at hand, it is not surprising that at first edgewater was considered a necessary evil, and the manner in which it was dealt with depended largely on the experience of the operators. During the intervening years, however, practical information on encroachment of edgewater in oil sands has been widely disseminated as a result of studies of oil-field depletion, and many theories pertaining to petroleum-reservoir energy and performance have been advanced; these theories necessarily included consideration of edgewater as an integral -art of the reservoir fluids and a source of energy for propelling hydrocarbon fluids through the reservoir and to the surface of the ground.

The Brenneman oil field in Grant District, Hancock County, W. VA., was selected for study by Bureau of Mines engineers because it was typical of many of the smaller petroleum reservoirs in the Appalachian region. In 1906, E. W. Marland & Co. discovered the Brenneman field by drilling a well that readied the oil-bearing .Berea sandstone at a depth of 750 feet and initially produced 200 barrels of oil a day. Most of the oil-productive area (348 acres) of the field was developed in a comparatively short time, and the initial daily production rates of some of the wells were as high as 1,000 barrels of oil a day. Although the field was a prolific producer of oil for several years, it was abandoned in 1923 when the production rate was less than 1,000 barrels of oil a year and 705,000 barrels of oil had been produced. Secondary-recovery operations were started in the Brenneman field in 1927 after useable old wells had been repaired and unsatisfactory wells had been plugged; drilling of new wells was started in 1929. The peak of the redevelopment program was reached in 1942 when 92 oil-producing wells and 26 injection wells were in use; both air And mixtures of air and natural gas were used for injection purposes. It is estimated that approximately 357,000 barrels of oil, equivalent to 1,030 barrels per acre, 105 barrels per acre-foot, 8.5 percent of the total pore volume, or 11.9 percent of the original oil in place will be produced as a result of gas-injection secondary-recovery operations. Engineers of the Bureau of Mines Petroleum Field Office, Franklin, Pa., are studying secondary-recovery projects in the Appalachian region as a part, of the Bureau's secondary recovery research and are reporting these studies so that others: can profit by the experience gained from the operations. In common with most of the other Appalachian oil fields, there was no natural water drive in the Brenneman field. The estimated oil saturation in the Brenneman reservoir at the end of economic gas-injection operation indicates that additional oil might be recovered economically by water flooding and that a pilot flood would be warranted.

DOMESTIC OUTPUT of white arsenic, As2O3, was derived entirely as a byproduct of smelting arsenic-containing copper ores by The Anaconda Company at Anaconda, Mont., and American Smelting and Refining Company at Tacoma, Wash. Arsenic metal was not produced. Consumption, and Uses.-Most of the white arsenic produced in 1964 was consumed in manufacturing lead and calcium arsenate insecticides. In the 12 year period since 1951 the production of lead arsenate insecticide has varied between 7,800 tons and 4,900 tons, indicating that lead arsenate has maintained its position in competition with organic insecticides.

This paper has been written to aid the owner of a small gold mine or prospect in preparing a report on his property for the purpose of interesting capital. If an owner can afford to do so, he should employ a mining engineer of recognized standing and experience to examine and report on his property, but many owners of small -mines and particularly of prospects cannot make the expenditure required for this. Further, many of them do not know how to prepare a description which will cover those features of a deposit on which a potential investor promises his opinion as to its worth. If such an owner is convinced that he possesses an orebody of sufficient grade and size to warrant the required expenditure for a thorough investigation and wishes to present his property to prospective investors, then the following suggestions concerning the proper way to sample his deposit, estimate the tonnage of developed and probable ore, and prepare a report may be of assistance.

The reversal of smoke products-of-combustion (POC) from a mine fire was determined in a mine section with the airway connectivity of an electrical Wheatstone bridge. Four diesel-fuel fire experiments with fire heat-release rates between 504 and 771 kW were conducted in the Safety Research Coal Mine (SRCM) located at the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Research Laboratory (PRL). Smoke reversal propagated upwind from the fire with significant leakage into the upwind diagonal airway and without causing a complete reversal of airflow in the diagonal airway. A control measure consisting of a brattice suspended half entry height from the entry roof was determined to abate the smoke rollback. Computational fluid dynamics (CFD) analysis of the smoke movement agreed with the measurements.

This report is the fourth in the series, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants. The initial work, Bureau of Mines In- formation Circular 7516, was published in October 1949 in conjunction with the synthetic liquid fuels program authorized by Public Law 290, 78th Congress. It included references to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. A supplemental bibliography, Bureau of Mines Information Circular 7705, was published in January 1955 to cover the period September 1948 through June 1952; and Supplement 2, Information Circular 7751, published in September 1956, covered the period June 1952 through June 1954. This report describes the design, and development work performed to reduce the volume and weight of the miners caplamp battery, as well as a headpiece with a swivel mechanism containing a halogen bulb with two filaments. Work was also conducted in the development of a maintenance free battery. The design concept is based on non-sintered Ni-Cd technology, with an energy density of 22 Wh/lb. The cap lamp system developed has been approved by the Mine Safety and Health Administration (MSHA) and can be manufactured for mine use.

Economic Importance of Gasification of Fuel and Brief Outline of Development of Underground Gasification of Coal in the U.S.S.R. The underground gasification of fuel offers a number of economic and social advantages, principally the following: 1. Full automation of labor-consuming coal-mining processes, which resist complex mechanization and automation, particularly shaft mining. 2. Elimination of hard, dangerous, and often unhealthful mining work. 3. Creation of hygienic conditions for personnel employed in gas production, as well as for those in boiler rooms using the gas. 4. Possibility of automation of complex production processes of thermal-electric powerplants using underground gas with economic installations for steam production. 5. Economic operation of thermal-electric powerplants constructed in the areas of underground-gas production. 6. Release of railroads from the burden of transporting fuel. 7. Extension of the power base of some areas in need of fuel and of the economy as a whole due to use of fuel deposits not amenable to normal mining practices. 8. Reduction of capital investments per unit of energy produced in the form of fuel. 9. Substantial increase in general labor productivity. 10. Possibility of substantial reduction in the cost of fuel produced and of electric power produced from underground gas.

One of the best methods by which the results of accident-prevention work can be measured for any particular period is to keep an accurate record of the accident experience, which may then also be compared with the experience of others. The purpose of this report is to compare records of the salt-mining companies operating in Louisiana, and their assistance in making available their accident records is gratefully acknowledged. PRODUCTION Four companies produce salt in Louisiana -Avery Salt Co., Avery Island; Jefferson Island Salt Mining Co., Jefferson Island; Myles Salt Co., Weeks; and Carey Salt Co., Winnfield. Three of these companies operate within 30 miles of each other in the southern part of the State, and the other operates in the central part.

"INTRODUDTION Investigations by the Bureau of Mines have shown that the carbonizing properties of splint and bright coals may differ greatly. In a study of 55 coal columns selected from representative coals of the Appalachian region, Sprunk and coworkers 10/ compared various chemical and physical properties of splint and associated bright coals. Carbonization tests in the Fischer retort at 932°F. (500°C.) showed that, except for bright coals of high oxygen content, the coke residue from bright coal was much more swollen and cellular than that from splint. ·with one exception, agglutinating values determined by the Bureau of Mines test, were lower for splint than for associated bright coal.Because sorting of coal in quantity is tedious and time-consuming, separate types have not been carbonized by the Bureau of Mines-American Gas Association (BM-AGA) test, which requires 85- to 200 pound charges. However, this method has been used to determine the carbonizing properties of samples 0f bed layers that are composed largely of either splint or bright coal.4/ In these earlier tests, which were made at high temperatures on layer samples from the Elkhorn bed, Letcher County, Ky., the splint coal yielded more coke than the bright coal, and this coke was slightly stronger than that from the bright coal. The cokes from samples with large proportions of bright coal were more cellular or porous, as were the low-temperature cokes obtained from carbonization of separated samples of bright coal in the Fischer retort."

In June 1933 the Bureau of Mines, in cooperation with the State of Oklahoma and the Oklahoma City Chamber of Commerce,, published a report of the gas reserves in the Oklahoma City oil field3/ based upon data as of October 1932, at which time there were 43 classified gas wells in the field, The estimates were obtained by the ?porosity-area" method. There are two general methods of estimating natural-gas reserves. The porosity-area method, as used by Hill and Rawlins, is used when a gas field is comparatively new but after enough drilling has been done to determine the average thickness, porosity, and areal extent of the producing horizon. The "pressure-volume? method of estimating gas reserves, the method used in this report, may be used after a sufficient volume of gas has bean withdrawn from the reservoir to cause an appreciable decline in reservoir pressure.

Regulatory processes associated with development of major mining operations in Alaska and British columbia were evaluated using specific case studies. Included were one hard rock mine in Alaska (Red Dog Mine), one hard rock mine In British Columbia (Snip Mine), and one offshore gold dredging project in Alaska (WestGold SIMA). Based on a comparison of the three case studies, it became clear that the primary incentives for cost effective permitting are: 1) early and continuing coordination of proposed project plans, designs and schedules with key regulatory agencies and local area residents and 2) development of a sufficient level of baseline information on air quality, water quality, wetlands, endangered species, fish and wildlife, and socia-cultural conditions to support the required permit application. The U.S. permitting process worked in much the same way as the Canadian permitting process. Disincentives of mine permitting include high initial costs for baseline data gathering. However, a relatively high early investment resulted in more efficient permit acquisition and reduced long-term monitoring requirements. A common problem Identified was the inadequate supply of trained agency personnel with the requisite technical and permitting experience. This sometimes resulted in poor decisions and unnecessary changes in project plans and schedules.

This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objective and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the following material is presented: (i) review of related literature, (ii) mathematical models to perform quantitative analyses of accident/ injury experience data using the tools and techniques of risk analysis, time series analysis, and the Markov process, and (iii) descriptions of the HDBSEL and ACIM programs which are used to perform accident/injury experience analyses and cost analyses, respectively.

This report describes a method of measuring and analyzing the initial deformation which occurs in the medium surrounding a mine accessway as the opening is created. Discussed are (1) the hypothesis upon which the research is based; (2) the in situ rock-deformation measuring equipment developed; (3) the field tests, consisting of measuring the deformation of the medium around two 4-foot-diameter raise bores as the boring progressed; and (4) a finite-element technique to correlate theoretical with experimental results, using elastic theory. Described also are the raise-bore operation and performance. The instrumentation developed proved to have the sensitivity and resolution necessary to measure rock deformation around a full-scale raise bore during excavation. Tests show the relationships of rock deformation to progress of the raise boring and to time. The initial deformation of the opening appeared to be elastic. Using the deformation records and an estimated field stress, the modulus of elasticity was determined for the rock mass. In addition, the importance of this type of measurement in assessing support-problem areas is discussed.
