The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. This report and associated deliverables is the culmination of a comprehensive literature survey, data collection and identification of over 500 metal/nonmetal active mines/mills/smelters (over 50,000 tons per year, TPY, production) in the contiguous 48 states. The main purpose was to compile an inventory of the mine/ mill/smelter waste tonnages, thus forming a data base for future research and development in improving waste management and waste disposal techniques in the metal/nonmetal mining industry. The study specifically excluded sand and gravel, sulfur, granite and any commodity that leaves basically no waste when mined and/or milled. The coal waste inventory is the subject of another report. The study provided for locating, mapping. encodating and digitizing all the mine/mill/smelter information made available throughout the nation as well as the climatological, land use, topographical, ecological and vegetative data. Mine/mill/smelter information also included (where possible) acreage and/or volume, mining methods, primary ore and gangue minerals, waste composition and haulage methods and distance hauled. Finally, a discussion is provided concerning present and potential uses of various types of tailings, as well 8S recommending possible R&D in addressing problem areas in waste disposal techniques and management.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

This is the final report on a research program to develop a pilot plant gasifier for slagging gasification of lignite at high pressures and to obtain process data under various operating conditions. An operable pilot plant was developed, and the test results show that lignite is well suited for the process. Tests were run at pressures from 80 to 400 psig, and the results indicated that pressure had little effect on gas composition or the material requirements per unit gas produced. Gas production rates as high as 26,000 scfh/sq ft of reactor area were obtained at 300 psig, but limitations on auxiliary equipment prevented full-capacity operation at 400 prig. In several tests lignite having a 37-percent moisture content and 2,500° F ash-fusion temperature was successfully gasified. Refractory materials were found to have a short life in contact with high-temperature slag, and a water-cooled taphole was developed. Exploratory tests with coking coal were unsuccessful.

With the increased use of mechanized equipment in mining bituminous coal, production panels are mined out rapidly. To keep current with the rapid completion of production panels, development work must be speeded up also. Although the same type of equipment usually is employed in development as in production places in the same mine, past output per man for development usually was less than from production panels. A study of development practices in 14 mines reveals a tendency toward equalization of the output per man between development and production.

The purpose of this investigation was to develop an alloy of columbium for use at high temperatures and for nuclear applications. The properties of possible alloys were determined, and the more promising ones were selected for further improvement. Criteria for selection were machinability, hardness, workability, tensile strength, and oxidation resistance. Thirteen 100-gram ingots, ranging from 100 percent columbium to 100 percent vanadium, were prepared and subjected to various tests. Also included for comparison were zirconium and the zirconium alloy, zircaloy-2. Test results showed that a columbium alloy, containing 10 atomic percent vanadium merits further development. Besides being workable at room temperature, the columbium-10 atomic percent vanadium alloy has oxidation resistance superior to the other alloys of the series and is also superior to zirconium or zircaloy-2. The latter two materials have comparable neutron-absorption cross sections. The strength and hardness values of the alloys tested were found to increase with increasing vanadium content, reaching a maximum at 50 atomic percent vanadium and decreasing with further increase in vanadium. This behavior is typical of binary alloys wherein each element will retain any proportion of the other in solid solution. INTRODUCTION There is an increasing need for alloys for service at high temperatures. Since current world reserves of columbium metal approximate 1,500,000 tons (1),4 this metal is now readily available. Columbium can ties; be considered a practical base material for high-temperature alloys required in nuclear reactors and in aircraft and space vehicles. General requirements chosen are: (1) Workability, (2) satisfactory mechanical properties at temperatures approaching 1,000° C., and (3) resistance to oxidation at such temperatures.

"Introduction.Several hundred thousand open lights are daily carried in coal mines of the United States, each lamp being a menace to life and property through fire or explosion. They have been responsible for many disasters in the past, and will be again. Flame safety lamps have been available for over a hundred years, but during the last ten years safe and practical electric lamps have been perfected. These have eliminated many of the flame safety lamps, and in a few mines have replaced open flame lamps. But there are still more than twice as many open lamps as electric lamps in our mines, and the open lamps should be discarded in favor of an approved type of electric lamp. There are several electric miners' lamps which have been approved by the Bureau of Mines for safety and efficiency, give good light, and are easily maintained and carried, some flame safety lamps will always be used, hut mostly for detecting gas; although they might be supplanted if some simple, reliable, and cheap gas detector were developed.Explosion Hazards from Open Lights.An open light and gas*** constitute a vicious hazard; while if there be coal dust present in the vicinity the consequences are multiplied many times. An open light and black blasting powder also constitute an explosion hazard, vividly attested by several serious disasters."

To aid industry and Government in planning water developments the Bureau of Mines in 1963 canvassed mineral producers to determine water use in 1962. Water use by the mineral industry comprises only 2 percent of the water withdrawn by industry as a whole. The major water-using mineral industries are natural gas processing, phosphate rock, sand and gravel, and iron ore. Analysis indicated the following conclusions: 1. Total water use and new water intake is dependent on the quantity of material processed and the process water requirements of the particular indus- try or commodity. 2. Recirculation is dependent on the processing requirements of a par- ticular commodity, the manner in which the water is used, cooling and condens- ing requirements in certain large industries, the quality of new water intake, and the need to treat new and discharged water. 3. Consumed water is dependent on the quantity of water recirculated, the temperature and humidity in the area, and the proportion of water used for cooling and condensing. 4. A threefold increase in water use by the mineral industry by 1985 is forecast.

The Federal Bureau of Mines reviewed the status of tungsten deposits of Utah in 1959. Industrial requirements of tungsten during emergencies have exceeded the domestic supply, and a knowledge of the sources of this strategic element may be helpful in the future. Tungsten occurs as the mineral scheelite in deposits that have been developed or explored on approximately 60 properties in 10 of the Great Basin ranges of Utah, none of which were being worked in 1957-59. Ores from most of the productive areas are similar in that they are contained in tactite deposits on or near the contact of calcareous and acidic intrusive rocks. The tactite ores consist predominantly of the silicate minerals garnet, epidote, and diopside and the carbonate rocks limestone or dolomite. Scheelite, where present, is disseminated irregularly in the tactite. Tungsten ores from Utah mainly have been produced from small deposits worked in World Wars I and II and the Korean campaign. The ores were either hand sorted to a grade ranging from 0.5 to 1.0 percent tungsten trioxide (W03) or were beneficiated in small mills to higher grade concentrates. The largest reserve appears to be in the area of the Notch Peak intrusive in the House Range, Millard County. A large part of the reserve in the House Range is mineralized tactite containing 0.2 to 0.3 percent W03. Research on flotation by the Bureau of Mines has indicated a method of concentrating scheelite in tactite ores that average 0.25 percent W03, with at least 85 percent recovery. The concentrate assays more than 5 percent W03 and can be processed into artificial scheelite ready for industrial use.

This report describes the development of skip and guide desings for vertical shafts in deep vein mines. Skip and guide systems for bottom dump skips are identified as being used in current practice. Mine visits were made to obtain current information on the needs and problems of operating mines. Methods of structural and mechanical analysis of skip bodies and bails are outlined. A dynamic computer model was written to find the dynamic interaction between skips and guides for guides with geometric misalinements. A materials evaluation section identifies currentavailable and applicable materials that can be used effectively for new skip construction. Guide materials are also presented. Analysis includes the economies resulting from streamlined buntons and from low skip payload ratios. Selection of materials is based on strength, abra¬sion and corrosion resistance. Design requirements related to the shaft environment are presented. Consideration for the selection of guides and buntons is also given. Conceptual design includes the concept of cylindrical skips, center-seeking guide rollers, and asymmetric bail design to decrease dynamic interaction. An outline for field tests is presented. Future research areas are: testing, guide geometry measure¬ment, advanced suspension, dynamics, and structural configurations.

One phase of Bureau of Mines health and safety work is promotion of the use of safe and effective dust-collecting devices in connection with rock drilling in coal mines. To insure that adequate equipment of this type is available to the coal-mining industry, the Bureau of Mines conducts investigations and issues approvals for dust-collecting equipment that meets the requirements of a schedule established for testing dust collectors intended for use in connection with roof drilling for roof bolting and for other rock drilling. 6/ Performance tests are conducted under the provisions of this schedule by engineers of the Branch of Health Research. This circular describes briefly the requirements and procedure for approval and lists drill-dust collectors that have been granted approval as of January 31, 1956. The addresses of manufacturers of approved devices are listed alphabetically at the end of this circular.

"FOREWORDFerrograde manganese ore or its equivalent is essential to the manufacture of every ton of steel produced; although it is well known that there are large deposits of low-grade are in the United States, the production of substantial amounts of ferrograde material from domestic sources presents a problem that becomes more and more critical as the stockpiled ore depleted through inability to procure adequate supplies from foreign sources. Consequently, a program of laboratory,and pilot-plant investigation designed to solve the problem of obtaining a domestic supply of manganese has been undertaken by the Metallurgical Division, Bureau of Mines.This paper is one of a new series that include reports of results obtained in the various investigations conducted under the manganese program. During World War II the shortage of ore revived interest in eastern iron deposits, among which -!2..c "Ile Massachusetts and Connecticut limonites. The Cheever mine, in the Richmond-Salisbury area of Massachusetts, was formerly a large producer of limonite ere. The Bureau of Mines investigated the lateral and downward extensions of the Cheever ore body, which was mined from about 1850 to 1892, by ap open cut 1,000 feet long and also by underground workings. even holes aggregating 1,723 feet, were drilled by the Bureau during the winter of 1943-44. They comprised three diamond-core drill holes, two churn-drill holes, and two rotary-drill holes. A geophysical survey of the Cheever mine area and adjoining ground was made in conjunction with the drilling program. Although this survey did not locate the limonite ore beds, the data were of considerable assistance in locating the limestone contact which forms the footwall of the ore beds. Drilling disclosed two beds of limonite with a heavy overburden of glacial till.

This Bureau of Mines report compares the availability of federally owned minerals in Arizona with lands considered favorable for discovery of mineral resources, to deter-mine the extent to which Federal mineral lands in such areas have been withdrawn by legal action or restricted by management practice. Of particular concern are restraints on Federal lands in areas identified as highly favorable for occurrences of valuable mineral deposits. Excluding Indian lands held in trust by the Federal Government, about 32 million acres, 44%, of Arizona's mineral estate is federally owned. This total includes lands with partial Federal mineral ownership. Approximately 16.5 million acres, or 52% of these lands, are available for location or lease. This includes 496,000 acres, 62%, of the lands highly favorable, and 2.6 million acres, 57%, of the lands moderately favorable for locatable minerals in Arizona. All other Federal mineral lands are either withdrawn or restricted, reflecting a wide range of purpose, authority, and impacts on mineral exploration and development.

This paper describes the methods and costs of deepening the 3-compartment underground shaft in the Hooper Tunnel adit at the Bunker Hill & Sullivan Mining and Concentrating Company Crescent mine in the Coeur d'Alene mining region, 7 miles east of Kellogg, Shoshone County, Idaho. The work was done with the aid of a Defense Minerals Exploration Administration contract (No. Idm-E493, Docket No. DMEA-2764). Preparation for deepening the shaft was begun March 26, 1953, and sinking was completed May 27, 1954. The shaft, bottomed at 1,275.5 feet in 1939, was deepened to 3,276 feet, using mechanical mucking and intermediate pockets. A total of 50,349 man-hours was required to complete the work of sinking 2,000.5 feet, cutting 7 pump stations, and driving 2 pocket raises. The rate of advance was 7.1 feet of shaft per operating day, or 8.4 feet per day of actual sinking. The total direct cost for sinking was $205.20 per foot.

This report presents the results of a program demonstrating the technical and economic feasibility of hydraulic borehole mining of uraniferous sandstone. This mining technique involves the drilling of a borehole from the surface down into the ore body. A borehole mining tool consisting of a high-pressure cutting jet and a slurry jet pump is lowered down the borehole. Water from the high-pressure cutting jet cuts into the sandstone formation generating a water-sand slurry which flows to the slurry jet pump and is pumped to the surface. The cutting jet is rotated and moved up and down from the surface, thereby generating a cavity in the formation. When the cavity size reaches a point beyond the effective radius of the cutting jet, the mining tool is moved to an adjacent borehole and the process is started again. This program was carried out in four phases. Phase I included modifications to the borehole mining system (built and tested under a previous contract, No. H0252007, for the mining of coal) and factory tests of the jetting system. Phase II covered the field tests and a public demonstration. Phase III involved nozzle and equipment modifications and factory tests. Field testing continued under Phase IV along with an evaluation of this method. The field tests were conducted successfully on Rocky Mountain Energy Company's Nine Mile Lake property near Casper, Wyoming. Results indicate that; hydraulic borehole mining of uranium is technically feasible (300 tons of uraniferous sandstone were mined from a depth of 90 ft) and the hydraulic borehole method is economically attractive. However, additional testing is required to clearly define the economic feasibility.

The objective of Contract J0295041 was to determine if the addition of a surfactant (wetting agent) to the water used for dust control in underground coal mines results in the reduction of airborne dust. Laboratory wettability tests, including the capillary rise test, a coal dust sinking test and zeta potential measurements, were used to select a coal seam/surfactant combination for in-mine testing. Four surfactants were selected for underground testing: Surfynol 465, Aerosol MA-80, DC-13, and Dustallay. The underground tests in the Lower Kittanning seam, Indiana County, PA, involved a Wilcox Mark 20 auger mining system, equipped with spray nozzles located on the cutting augers, Conflow venturi sprays, and a spray manifold. Respirable dust samples were provided by MSA Model G personal samplers and Simslin II instantaneous dust monitor; total airborne dust samples were provided by MSA Model G samplers with UNICO filter cassettes. Based on data obtained from 24 test periods surfactants, as compared to plain water, reduced the airborne respirable dust an average of 27 percent and total airborne dust an average of 36 percent.

In general, these crude oils are characterized by their high sulphur, high asphalt, and low gasoline content and are called black oils because of these properties and their color. Characteristics of the various Wyoming black crude oils, as determined by the Bureau of Mines Hempel method of analysis, have been published.4/

In general, these crude oils are characterized by their high sulphur, high asphalt, and low gasoline content and are called black oils because of these properties and their color. Characteristics of the various Wyoming black crude oils, as determined by the Bureau of Mines Hempel method of analysis, have been pubished.4/
