In March 1937 the entire country was shocked by news of an explosion of gas in a New London (Tex.) schoolhouse, which resulted in the death of 280 pupils and 14 t eachers. The Government investigators of this disaster believed that the cause was the ignition and explosion of a large volume of explosive natural gas-air mixture that had accumulated in a poorly ventilated space beneath the first floor of the main school building and that this accumulation was due to leakage from gas lin suspended underneath the floor to carry the gas supply to the school.!i/ For some years there has been a potential explosion hazard in school houses and other buildings that are supplied with water from deep wells in certain parts of Illinois. Notwi thstand.ing the disaster at New London, Tex., and the fact that there had been gas ignitions at four water wells in different parts of the State, the explosion hazard in schools and other buildings was not fully recognized until a few months after the disaster in Texas, when an explosion occurred in the settling basin of the municipal water works of Clinton, Ill., and another in a pump house of the municipal water works in Normal, Ill, The explosion in the settling tank of the municipal water works in Clinton, Ill., occurred on August 12, 1937, and a.id considerable damage to the settling tank, but fortunately no one was injured. At the time of this explosion rapairs'and aJ.terations to the water plant were in progress, and 10 men were employed in the immediate vicinity of the settling tank. Two of these men were enlarging a hole in the concrete side with an air hammer for the installation of a larger discharge line.

The Munsch National First-Aid Instructors Association had its inception during the teaching of a Federal Bureau of Mines first-aid instructors' class at McPherson, Kans., under a cooperative plan of first-aid training. Upon completion of- the course on July 1, 1938 members of the class organized the charter chapter of the association under the name of McPherson (Kans.) District Charter Chapter No. 1. On July 1, 1941, 3 years after the founding of the association, there were 15 chapters in the national council -7 in Kansas, 3 in Oklahoma, 2 in Texas, 2 in New Mexico, and 1 in Arkansas. Although the pioneer work of the association was done in the petroleum industry, the plan will be of even greater benefit to a district in which there are various types of plants, mince, and operations of the mineral and allied industries. "Introduction.The Bureau of Mines has taken up the problem of determining a method or methods whereby underground compensation insurance rates for metal-mining companies can be equalized in proportion to the underground hazards involved. This study has been started by the writer with the assistance of Mr. I. M. Wolfin* as consultant.The present paper briefly reviews the origin of accident compensation, gives a digest of State compensation laws, and describes types of insurance carriers. This will be followed by study of the basis of premium rate, risk differentials, and cost of compensation insurance to mine operators. These data will be supplemented by an analysis of the accident hazards in different mining methods and practices, and the severity and frequency of accidents classified by time lost and period of exposure to hazard, for different States, mining methods, occupations and nationalities. Attention will be given to standardized preventives for underground accidents in metal mines, and, finally, the classification of underground metal-mining hazard for workmen's compensation insurance premium rating."

As part of the U.S. Bureau of Mines (USBM) program to characterize subsidence this combination of software and hardware has been used to remotely monitor overburden response to longwall mining. Background The principle of time domain reflectometry (TDR) is being used by the USBM to monitor strata displacements induced by mining. This capability has been enhanced by the availability of cable testers with serial communication modules that allow users to get TDR records in digital form. Actual field installations involve coaxial cables that arc hundreds of meters long, and the many records obtained when monitoring such long cables on a daily basis motivated development of software to view interactively and compare waveforms and to analyze signature changes. Time domain reflectometry (TDR) was developed in the 1960's as a method to locate discontinuities in coaxial transmission cables. The concept has been extended to measurement of properties of materials into which probes are embedded, such as water content of soil, and evaluation of coaxial cable dielectric behavior. This technique was adapted by the USBM in 1975 for use in checking the movement of rock during underground mining. Coaxial cables are grouted into a rock mass that is expected to cave, and progressive rock movement causes the cable to deform. Consequently, there is a progressive change in cable electrical properties that produces changes in TDR pulse reflection signatures. TDR technology has been advanced by Northwestern University to the point where it is now possible to distinguish shear deformation from tensile deformation, and to quantify rock mass displacements, by analyzing these changes in TDR signatures.

"Standard rock dust for use in the rock dusting of coal mines might be defined tentatively as powdered mineral, light colored and free of carbonaceous matter and free silica, all of which will pass a 20-mesh screen while 50% of it will pass-through a 200-mesh screen.Such dust may be prepared from limestone, gypsum, anhydrite, or shale free of sand and flint. For the initial rock dusting of the average nongaseous bituminous mines enough standard rock dust should be applied so that the combustible content of the resulting mixture of rook dust with mine dust shall not exceed 45%, a range somewhere between 35% end 45% being the practical objective sought.All entries, slopes or passageways and room necks should be rock dusted.Additional safeguards are:a.,Rockdusting roomsb.,Scattering of dust in vicinity of shots before firing.c.,Placing of barriers in the mouths of panels, cross-entries and other key positions.Redusting becomes necessary whenever the combustible content of the mine dust exceeds the permissible maximum. This should be determined by regular, systematic sampling, followed by a simple analysis of the samples for combustible content. A Bureau of Mines volumeter for measuring the density can be used for the determination of combustible content."

The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests. The added hazards to mining incident to oil and gas wells penetrating the coal measures in proximity to mine workings , have long been recognized in those fields where the extraction of oil , gas , and coal , has been in progress for a number of years . The history of these fields is replete with stories of serious mine fires , explosions , and miraculous escapes from both fires and explosions due to either oil or gas finding its way into the mine workings through the strata , or by mining into an unknown or uncharted and abandoned oil or gas well that had not been properly plugged . The Director of the Bureau of Mines , in response to numerous requests from coal operators and oil and gas operators , called a meeting in 1913 to discuss necessary precationary measures to take when drilling oil or gas wells through workable coal beds and to try, if possible . to formulate a set of regulations that might serve as a guide to those persons preparing regulations covering the drilling of oil and gas wells in the various coal producing States . This meeting was attended by representatives of the coal , oil , and gas industries , State geologists , State mine inspectors , and representatives of the Bureau of Mines . A committee was appointed to prepare a set of regulations , which was later published as U.S.Bureau of Mines Technical Paper 53 ; the discussions and results of the meeting werepublished as U. S. Bureau of Mines Bulletin 65 . Later , the American Institute of Mining and Metallurgical Engineers appointed a committee to draft a model law for the use of the legislature of any State concerned . This committee made its report on April 27 , 1928 . Several of the coal mining States now have more or less comprehensive regulations governing the drilling of oil or gas wells through workable coal beds , others have regulations that are inadequate , while some have no regulations . The State of West Virginia recently enacted a law containing reg lations which are the result of a comprehensive and careful study of the problem .

Sound experimental ingots of zinc alloys for use as rolling slabs were cast with a specially constructed, semicontinuous casting machine. Nominal alloy compositions of Zn-1.0 percent Cu, Zn-0.12 and 0.36 percent Ti, and Zn-1.0 percent Cu-0.03 to 0.36 percent Ti were cast. This Bureau of Mines study was conducted to evaluate the suitability of the casting procedure for providing stock for rolling into sheet. Microscopic examination of ingot sections revealed structures in which grain size varied from the outer to center ingot zones. Columnar grains present in the center zone of the Zn-1.0 percent Cu ingot were absent in the titanium-containing ingots. The ingots with titanium displayed a finer grain size and eutectic structure in the center ingot zone than in the outer zone; the transition in grain size between the two zones was quite abrupt in some ingots. The overall grain size of the titanium-containing ingots was finer than that of alloys cast by more conventional methods. Chemical analysis revealed that compositional segregation is not a significant factor in the formation of the ingot structure. Microstructural studies of small ingots of similar alloys solidified at slow, fast, and intermediate rates confirmed that the ingot structure in the semicontinuous-cast ingots is related to cooling rate, which is, in turn, related to the particular casting machine design and the influx of cooling water on the withdrawing ingots. Microstructures of thin sheet hot-rolled from slabs of the semicontinuous-cast ingots demonstrated that the ingot structure does not preclude the rolling of sheet having a uniform microstructure. Results of hardness surveys of the semicontinuous-cast ingots demonstrated that copper and titanium exert essentially additive hardening effects in these cast alloys.

The Bureau of Mines investigated flotation methods for recovering fluorite and byproducts from two samples of the Fish Creek deposit in Eureka County, NV. The preferred method for tre.ating a fluorite-beryllium sample included (1) fluorite rougher and cleaner flotation, (2) desliming at 20 um, (3) muscovite flotation, (4) silicate flotation, (5) sodium hypochlorite wash of silicate concentrate, and (6) beryllium rougher and cleaner flotation from the silicate concen-trate. Laboratory results showed that over 94 pct of the fluorite was recovered in a recleaner concentrate containing 98 pct CaF2, Beryllium flotation produced concentrates containing in excess of 5 pct BeO with recoveries over 70 pet. The preferred method used for a fluorite-mica sample consisted of (1) fluorite rougher and cleaner flotation, (2) desliming at 20 um, and (3) mica flotation using an anionic-cationic collector system. Laboratory results showed that 84 pct of the fluorite was recovered in a recleaner concentrate containing 96 pct CaF2, Mica flotation produced a concentrate containing 95 pct mica at 85-pct recovery.

About mid-December 1936, the safety director of a large coal corporation visited the authors at the Bureau's Experimental coal mine to discuss a rock-dust barrier he had invented primarily for use in trackless entries of coal mines. The rock dust in this device was carried in its original paper containers and means were provided for ripping these open so that the dust might be scattered in the path of an explosion. The inventor termed the device a "bag barrier", and this term has been adopted in the present paper for convenience. At that time the device was in an early stage of development, and the inventor felt that the barrier should be tested to determine whether it had enough promise of being successful to justify further development. The matter was taken under consideration and finally three tests were made during the week of February 15, 1937. It was concluded that while the device did stop an explosion in two of the three tests, it was much loss effective than ordinary rock dusting, and that too few data were obtained to permit direct comparison with tests of other barriers. Apparently, the conditions under which the device could, be successful were somewhat limited, out the limits could not be defined without additional tests.

This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate-mines in various foreign countries. This interpretation of the mining laws of Greece was prepared from information furnished by Ralph B. Curren, American assistant commercial attache, Athens, in reply to a questionnaire of the United States Bureau of Mines, transmitted through the courtesy of the commercial laws division of the Bureau of Foreign and Domestic Commerce. INTRODUCTION In his report,3 Mr. Curren states that the source of his information was the Director of Mines of the Greek Ministry of National Economy and the Mining Code of Greece, which was, compiled from existing laws in 1929,4 and which has since been modified by several acts of Parliament.

Because economic and geographic factors have focused particular attention on the use of anthrafines in blends containing Lower Kittanning coal as the low-volatile component, samples from this particular bed were selected for experimentation whenever practical. Carbonizing tests were carried out in accordance with standard procedures, using the Tuscaloosa and sole-heated ovens. Most of the results are in general agreement with those reported by previous investigators. Specific findings are as follows: (1) The effectiveness of anthrafines in reducing coal expansion is such that even highly expanding, low-volatile coals can be carbonized safely with suitable additions of anthrafines and careful control of charge density. (2) Increases in coke size, resistance to shatter, and apparent specific gravity appear to be characteristic for additions up to approximately 15 percent to a fixed base blend. When anthracite of minus-48-mesh size was used and the proportion of low-volatile coal simultaneously increased, these indexes increased only slightly or remained substantially constant. (3) No increase in breeze formation was noted for additions in amounts up to 15 percent. (4) Abradability of coke was increased by additions of anthracite of No. 5 Buckwheat size, but it either decreased or remained sub¬stantially constant when the inert was ground to pass a 48-mesh screen.

The use of oxygen breathing apparatus during rescue and recovery operations at both coal and metal mines has become so commonplace that there is a tendency for the industry not to give such apparetus the full measure of credit that it deserves in any particular disaster , therefore , the data presented herein should give some idea of what has been done in this regard during the past 15 years that is , up to 1910 by the Technologic Branch of the U. S. Geological Survey , and thence ( to the end of 1922) by the U. S. Bureau of Mines .

[The term "nonmetallic minerals? as commonly used is the mining industry, refers to those minerals of industrial importance that are mined essentially for uses other than for the metals contained. The field comprises several hundred rod minerals of industrial importance, of which 70 have can adequately described in the textbook Industrial Minerals and Rocks. A few o f the more important nonmetallic products are sand and gravel, salt, phosphates, clays, refractories, limestone, and cement materials. Some of the minerals, such as bauxite and pyrolusive, have both metallic and nonmetallic applications, but in this report only the nonmetallic mineral phases are considered. In the organic field of nonmetallics only coal is considered, as, the others - petroleum, natural gas, natural bitumens, and hydrocarbons - are of no importance in water softening.]

"INTRODUCTION Laboratory mineral-dressing investigations covered by this report show that ores from Montgomery County, Ark., and Morgan County, Mo., are potential sources of barite and zinc. Fine grinding and froth flotation yielded drilling-grade barite from the former and chemical-grade barite and zinc concentrates from the latter.Samples from these deposits were subjected to a laboratory investigation to develop an economic and feasible treatment. The Arkansas ore, submitted by the Husky Refining Co., consisted of an intimate mixture of the economic mineral and quartz. Fine grinding and fatty acid flotation were utilized to effect a good recovery of a drilling-grade product. The other was a zinc-barite ore submitted by the Rocky Ford Mining Co., Stover, Mo. There was no problem in the recovery of zinc (most of which occurred as sphalerite), but the recovery of barite by flotation was complicated by the presence of gangue carbonates. Ultimately, an excellent recovery of barite was achieved with a relatively new type of flotation promoter, petroleum sulfonate.In recent years, barite has become one of the major industrial minerals as an essential ingredient in heavy drilling fluids, pigments, and chemicals. New sources of this important commodity are always interesting; thus, it is the purpose of this report to present information that may permit commercial exploitation of two deposits not in production."

As a portion of a general program for the synthesis of hard materials, a method was sought by which the hardness and density of tungsten carbide (WC)-cobalt compacts could be increased. It was demonstrated by Cotter that these improvements in quality could be made by employing an electric-resistance sintering process in which heat and pressure are applied simultaneously to presintered compacts composed of powdered tungsten carbide and cobalt. This conclusion was based on tests of material prepared by Cotter on welding equipment in use at the U. S. Naval Engineering Experiment Station, Annapolis, Md., and at Rensselaer Polytechnic Institute, Troy, N. Y. Rockwell-hardness tests made at Norris and core-drilling tests made at the Mount Weather Station of the Bureau of Mines indicated that, for some purposes, carbide material made by this process might be superior to the chemically analogous commercial products prepared by ordinary sintering methods. A program to develop optimum conditions for the electric-resistance sintering of tungsten carbide-cobalt compacts was initiated. The program was followed by a systematic evaluation of the hardness and density of compacts prepared by this method along with a series of carbide compacts furnished by various manufacturers. This paper presents a description of the electric-resistance sintering of tungsten carbide-cobalt compacts and the results of comparative physical tests.

MINE fires are usually extinguished by constructing seals in the approaches to the areas to exclude air from the fire areas, which smothers the fires in an oxygen-depleted atmosphere. Seals should be substantially constructed and made as nearly airtight as possible and should be provided with a sampling pipe so that samples of the atmospheres behind the seals may be collected at regular intervals. Methods of constructing seals and of sampling and analysing mine atmospheres are fully described in Bureau of Mines publications. (1, 2). Information obtained on the composition of atmospheres behind fire seals is helpful in determining if a fire has been extinguished or if there is any danger of an explosion when a fire area is being sealed or unsealed. The progress of a mine fire can best be determined by studying percentages of carbon dioxide, carbon monoxide, and hydrogen in the atmosphere behind the seals. Hydrogen will be formed in a bituminous- or subbituminous-coal mine when the temperature exceeds 480° F. and in an anthracite mine when the temperature exceeds 660° F. (3). Carbon monoxide and carbon dioxide are both products of combustion of coal, wood, or other organic compounds. The presence of carbon monoxide has long been accepted as an indication of a mine fire. A sealed fire area should not be reopened until the carbon monoxide has disappeared. Trends in the percentage of carbon dioxide are also useful in determining the status of a mine fire. Carbon dioxide is sometimes liberated by rock strata. In this case, carbon dioxide in the atmosphere behind a seal will be from two sources-the rock strata and the fire. When the, fire is extinguished, carbon dioxide will be liberated from only I source, the rock strata, and when the percentages of carbon dioxide are plotted, the slope of the curve will not be as steep as when this gas was being liberated from 2 sources. If the only source is the fire, the percentages of carbon dioxide will gradually decrease after the fire has been extinguished. By studying analyses of a mine-fire atmosphere, it is possible to determine if the atmosphere is explosive; if the mixture is capable of becoming explosive when mixed with air; and if the mixture can be made nonexplosive or be prevented from becoming explosive by being mixed with an inert gas. These factors can be computed mathematically or determined graphically. The mathematical calculations advanced by Ash and Felegy (7) are discussed, and graphical solutions of their equations are presented. It is believed that the graphical solution will be extremely helpful in determining the characteristics of a mine-fire atmosphere when fighting a fire, because the results can be obtained in a matter of minutes, and there is less likelihood of an error being made under the stress incident to control efforts. The experimental and theoretical work upon which the formulas are based have been adequately described and are not discussed at this time (5) (6).

The last previous Bureau of Mines publication relative to details of permissible methane detectors (Bulletin 331, published in 1930) describes detectors of four different types, namely flame, combustion, catalytic, and a combination Weatstone-bridge and catalytic type in which catalytic action at the surface of a platinum filament when in methane causes a change in the temperature and resistance of the filament, thus unbalancing the bridge circuit and giving a reading proportional to the methane concentration. Three detractors of the latter type have been approved since 1930. A brief description of each follows: U. C. C. Detector Approval No. 902, covering the U. C. C. indicating detector, as described in Bulletin 331, was extended. January 27, 1930, to cover important changes in design that permit checking the calibration of the detector at any time whether in gas or fresh air. Essential features of the detector are shown in figure 1.

"INTRODUCTION Accurate determination of carbon monoxide in concentrations ranging from 0.2 to about 0.5 percent by volume is troublesome, because such concentrations are too high for some analytical methods and too low for others. Methods that are sensitive to concentrations of carbon monoxide considerably less than 0.2 percent are approaching their upper limit of usefulness when applied to the analysis of samples containing 0.2 percent or more of carbon monoxide, and it may be necessary to resort to dilution of the sample with a known proportion of air, or otherwise modifying the analytical technique, to obtain satisfactory results. Such methods include the determination of carbon monoxide by reduction of heated iodine pentoxide 3/4/5/ by the ""Pyrotannic acid"" method 6/ and by the so-called ""phosphomolybdic acid"" method. 7/ The use of conventional gas-analysis equipment, such as the Orsat type, in the determination of carbon monoxide in concentrations ranging from 0.2 to 0.5 percent is not desirable, as possible analytical errors may be of about the same magnitude, thus producing results of little quantitative value.For several years prior to this publication, the Gas Analysis Laboratory of the Health Division of the Bureau of Mines has used a modification of the Haldane type 8/9/10/ gas-analysis apparatus for the determination, by absorption in a chemical reagent, of carbon monoxide in low concentrations that are not readily determined by other methods. The method is applicable also to the determination of higher concentrations. As the procedure has proved successful and has been adopted by others, this report was prepared to describe the method and to present results of analyses obtained with it."
