A combined physical/biochemical process for the precombustion removal of 13 inorganic hazardous air pollutant (HAP) precursors, i.e., Sb, As, Be, Cd, Cr, Cl, Co, F, Pb, Hg, Mn, Ni and Se, from coal was tested. Biochemical processes for removal of HAP precursors from coal potentially offer advantages of deeper cleaning, more specificity and less coal loss. The slurry column is a second-generation process for the beneficiation o f fine (60-mesh x µm coal by a combination of physical separation of mineral matter and biooxidation of pyrite. Sixty-seven percent removal of pyrite from a 60-mesh Pittsburgh #8 coal was achieved at a 35% (w/w) slurry concentration and a five-day reactor residence time. Ninety percent of the heating value of the feed coal was recovered. Among the HAP precursors of most concern, over half of the Se, As and Hg were removed from the feed coal. From 40% to 70% of most HAP precursors were removed from the feed coal. Hg in the feed coal was reduced from 0.12 to 0.054 ,µg/g in the product coal, while waste coal contained 0.24 µg/g.

[An innovative framework is proposed which most efficiently and systematically handles the large quantity of information needed for equipment failure and other non-performance analyses. It is based on the accepted engineering dimensions of mass (material), length (geometry), and time (MLT). To these are added human and machine factor. Several failure "Modes" are identified for each dimension, which are then subdivided into specific "Types". Material Failure Modes such as Separation and Slip are easily recognized, but others had to be established. Geometric Failure Modes are usually straight-forward, Obvious ones include Geometrics Design and Stability with more synthesized. Time Failure Modes are again largely self-evident such as Life and Chemical Effects, others are needed. Human and Machine Factors as failure modes are loosely assembled. The results contain strengths, but also organizational weaknesses which are noted. Lacking a better alternative its use is recommended.]

Introduction Amidst the apparent chaos of the final push to complete a major construction project, a small group of specialists works with great intensity. Armed with yellow "in test" and green "turned over to operations" tags, these startup engineers follow detailed preoperational test procedures to confirm that a plant is ready to operate. They follow a test schedule designed to complete individual process system in the order they will be needed by operations. After extensive preliminary testing, the startup engineers begin the truly exciting part of their work - initial operations. The thrill of engaging the clutch for the first time on a 10,000 horsepower grinding mill makes all the long hours worthwhile. Preoperational testing and startup are of critical importance to the success of a project. No other aspect of a construction project allows such opportunities for success or failure, and no other aspect is so critically influenced by careful planning. At Bechtel, the tasks of preoperational testing and startup are among the responsibilities of the Mine and Plant Operations group. The Preoperational Testing Process Preoperational testing is the transition phase between constructon and startup on a new plant. It includes the preparation of detailed test schedules and procedures. The schedules are used to coordinate construction completion activities, so that systems are available for startup and operations in a rational sequence. The procedures form the basis for performing the testing and documenting its completion. Tests include instrument calibration, wire insulation tests, wire termination verification, mechanical alignments and inspections, and system cleaning and flushing. Where possible, the systems are then operated on water and their performance recorded. Normally, either the construction contractor or a team of specialists has the responsibility to perform preoperational testing. Witnesses to the testing may be owner operations and maintenance personnel, engineers from the design firm, or specialists assigned to the project who provide assistance and guidance to the contractor in addition to witnesing the work.

The relationship between bauxite and energy has two distinct aspects. On the one hand, since virtually all of the bauxite that is mined winds up as aluminum metal, the economic health and future of the bauxite industry and of the bauxite-producing countries depend on the continuing vigour and competitiveness of aluminum against alternative metals and materials. The price of aluminum is, in turn, particularly dependent on the price of energy. Hence, the need for bauxite is ultimately affected by the price of energy. The second aspect relates to location of the bauxite industry. There is no shortage of bauxite resources in the world. For various reasons, as we shall see, there is a growing tendency toward the integration of bauxite mining, bauxite refining and aluminum smelting in those countries that have the resources both of bauxite and of energy necessary to support the entire production chain. Thus, the availability of attractive energy supplies will increasingly favour development of bauxite mining: the traditional export of bauxite as a simple raw material is likely to diminish in relative terms. In short, both the amount of bauxite mined and where this mining will take place are related to energy considerations. Let us first have a brief look at the four basic activities that are involved in our integrated operations: A. The bauxite is mined and moved to an ore plant. This step does not require more than relatively modest amounts of energy normally associated with excavation, loading and shipping of any bulk material. We need about four or five tonnes of bauxite for every tonne of metal produced.

Over a period of eight years (1989 through 1997) the Mineral Industry Research Laboratory (MIRL) at the University of Alaska, Fairbanks, AK, has investigated the effects of temperature, residence time and particle size on the degree of low-rank coal (LRC) upgrading for a nonevaporative, hydrothermal drying process, also known as hot water drying (HWD). The following three Alaskan LRCs were used in this study: Usibelli coal (Seam No. 4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10 to 20 min of residence time. Thereafter, the upgrading process slows down, and more than 100 min of additional residence time is required to produce percentage increases equivalent to what was achieved in the first 10 to 20 min. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove gindabilities all appear to change linearly with temperature within the 275°C to 325°C (525°F to 61 5 OF) range.

The increasing popularity of column flotation as an efficient and profitable mineral beneficiation technique has resulted in the need to perform a study of basic column operating parameters in order to understand mineral behavior in a column. Variation of column rougher flotation parameters on the Nevada Fish Creek fluorite and Utah Collins manganese ores enabled characterization of four beneficiation zones within a column flotation cell. Although specific mineral behavior in each zone was peculiar to the mineral system involved, particle retention time predominantly affected both manganese and fluorite recoveries in the collection zones of the column while enhancing mineral grades in the cleaning zones. Column parameters such as column length, feed injection location, and tailings recirculation velocity were inherently linked to particle retention time and retention time distribution, both of which affected mineral recovery. Froth depth had a discernible effect on fluorite concentrate grades; as froth depth increased, fluorite grades increased. Wash water additions affected both fluorite and manganese recoveries and fluorite grade. Axial mixing drastically reduced fluorite and manganese recoveries due to short circuiting of some of the feed slurry in the column.

INTRODUCTION Designers of major public works projects in the past have displayed varying degrees of environmental consciousness, and tunnel designers in particular have always had to deal with certain environmental considerations - ventilation, lighting, aesthetics - as matters of primary design. Today, however, with a widening sector of the public becoming environmentally aware, tunnels are treated as elements of whole transportation systems, and are subject to increasing environmental scrutiny. The Route H-3 tunnels in Hawaii are examples of the time, care, and detail involved in a major rock tunnel project. Project Description The Route. Interstate Route H-3 is a proposed 10-mile highway crossing the Koolau Mountain Range on the island of Oahu, Hawaii, providing a direct connection between the Pearl Harbor area and the windward part of the island in the vicinity of Kaneohe. It is designed as a dual highway with provision to accommodate mass transit. As shown on Figure 1, the project includes two sets of twin bore tunnels (through the Main Koolau Range and through Red Hill), three highway sections of which two are through largely undeveloped mountain valleys (South Halawa and Moanalua), a viaduct, and three interchanges. From the Halawa Interchange to the Kaneohe Interchange, the proposed highway consists of two 3-lane roadways separated by a median where the highway is at grade. Computer techniques for open-pit limit analysis were introduced into Kennecott Copper Corp. (KCC) during the early 1960's. The first computerized approach used block matrix mineral and economic models, and a removal increment mining simulator. A detailed description of the approach was published in the May issue of Mining Engineering (Carlson, et al., 1966) and also in Chapter 30.3 of the SME Mining Engineering Handbook (Pana and Davey, 1973). Since then, many refinements have been made to improve the system and the resulting pit limit design. The fundamentals, however, generally remain unchanged. Computerized open-pit limit analysis is presently used by Kennecott's open-pit copper properties and by the Quebec Iron and Titanium Corp. The system and the fundamental evaluation techniques it represents are cornerstones of all open-pit mine planning activities within KCC. This case study describes a typical example of open-pit limit analysis within KCC. The case involves a copper sulfide porphyry deposit with additional minor amounts of molybdenum, gold, and silver. The ore-grade mineralization within the pit design will be mill feed for a sulfide ore concentrator, and subore grade mineralization will be classed as waste and placed on dumps. The contributions to production and profits from dump leaching are insignificant, having minimal effect on the pit economics and design, because the material responds poorly to leaching solutions.

The Grasberg copper-gold deposit was discovered in the spring of 1988, one year before the planned closure of Freeport Indonesia's original Ertsberg openpit copper mine. In spite of Grasberg's remote location, 600 m (1968 ft) above the Ertsberg, atop a hitherto inaccessible mountain, Freeport-McMoRan brought its latest open-pit mine into production in the last week of 1989, less than two years after discovery. Freeport Indonesia's (FI) copper-gold mining operations are located in Irian Jaya, the easternmost province of Indonesia on the western side of the island of New Guinea. Fl's six ore deposits are all located within a 10- x 10-km' (3.9- x 3.9-sq mile) Contract of Work area. They are all between the elevations of 2900 and 4300 m (9515 and 14,100 ft) above sea level, some 96 km (60 miles) from the island's southern coast. A 118-km (74-mile) access route connects FT's port site of Amamapare on the Arafura Sea to the project area. The first section is an 18-km (11-mile) barge waterway. The final 100-km (63mile) is a two-lane gravel highway. The highway terminates 9 km (5.5 miles) beyond the FI townsite at the project's central mill, some 2850 m (9250 ft) above sea level. The mining areas are separated from the mill by a 780-m (2560-ft) sheer cliff face. The world's longest free span tramway system, with a total length of more than 1.6 km (1 mile), is the only means of access for men and materials between the mill and the surface mines. Weight restrictions for the tramway for equipment considered for the project are 15.4 t (17 st). The minimum clear width dimension of two tunnels along the portsite access road is 5.6 m (18.4 ft).

Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

1. INTRODUCTION Roadheaders have a shadowy origin - probably in Eastern Europe - but were introduced to Europe and the West by the importation of a Russian PK3 machine by the National Coal Board in 1961. A number of features rendered this type of machine an attractive tool for coal mine operators: its flexibility of operation, its combined cutting and loading ability, the opportunity it provided of making any shape of roadway, as well as its ability to cut some rocks. Encouraged and sponsored by the National Coal Board, the development of roadheaders was taken up in Great Britain, notably by Anderson Strathclyde and Dosco; in Europe, predominantly in numerical terms by Voest Alpine and Paurat. Over the 24 years since the importation of the first PK3, evolutionary development has taken place to the extent that machines are now available in many forms up to 120 tons in weight. Machine design has altered, partly as a result of increased power requirements and partly in line with the use of a ripping or a co-axial head. However, the basic concept remains: a boom containing a motor and transmission gear, with a driven cutting head at its extremity and capable of universal movement urged by hydraulic rams mounted on the boom turret and on the machine deck. Generally, the turret, hydraulic powerpack and all other necessary equipment are mounted on a chassis, which contains a discharge conveyor, the whole being carried on caterpillar tracks so that a complete machine entity is provided. Gold mining has undergone a massive revival in Australia within the past decade. With very few exceptions, these operations are involved with the development of deposits which have been previously and partially worked by underground methods. In most cases, current operations have involved the open cut mining of near-surface remnants or low-grade hanging wall and footwall mineralisation. A growing number of mines are, however, progressing to the development of underground workings either as extensions of existing open cuts or as "stand alone" projects. These operations vary in scale from the Kalgoorlie operations of North Kalgurli Mines Limited and Kalgoorlie Mining Associates to the small scale "gouging" operations of individuals and partnerships. The individual production rates rarely exceed 200 000 tonnes per year, primarily because of the magnitude of reserves or the style of access available for rehabilitation. The narrow-vein mines were initially re-opened using the traditional methods, in particular shrinkage stoping and cut-and-fill stoping. As a result of experience gained in various ground conditions, certain variants have become popular. This paper investigates the fate of the traditional methods in Australian practice, and reviews some of the recently applied variants. This involves not only a perusal of current practices, but also an assessment of the influence of recent technological development on the economics of narrow-vein mining. Some consideration is also given to the effects of previously employed stoping techniques on efforts to access remnant blocks in the re-development of old mines.

The nature of business in a free enterprise system is to maximise the return on an investment i.e. to maximise the wealth of the shareholders. This is normally achieved within constraints dictated by many agencies, one of which is the health and welfare of the employees. In the mining industry considerable effort has been expended in improvements in this field, however, the major problem still confronting the practicing ventilation or environmental engineer is the determination of what standards he should design for, which satisfy both the economic and health requirement s. Normally the basic health requirements are satisfied by the minimum standards defined in regulations and codes of practice. These are, however, based on an acceptance of a certain risk or lower production potential. A prime function of the ventilation engineer is therefore to financially justify and implement improvements to both standards and systems. The main purpose of this paper is to examine the basis and techniques of providing this financial justification. Changes in existing methods to achieve the same standards but at lower costs are also covered.

The Gatineau shaft described in this paper was an excavation of about 38 m diameter and 21 m depth constructed in Gatineau, Quebec, across the Ottawa River just north of Ottawa, Ontario. A large sewage lift pumping station-was to be constructed in this excavation. Subcontractor for the shaft excavation and initial support was Beaver Underground Structures Ltd., of Dorval, Quebec. Mr. William C. Cox of Beaver conceived the idea for the support system used in this excavation, and was responsible for the construction activities. Initial analysis and design concepts for the lining system were developed by Mr. Ronald E. Heuer. Detailed lining design and construction monitoring were the responsibility of Mr. Jean-Michel Loignon. Geologic conditions indicated by two borings within the shaft area are illustrated in Fig. 1. The shaft excavation would be in the sensitive Leda silty clay. The clay is of stiff to very stiff consistency, with an insitu vane shear strength averaging about 115 KPa (2400 psf) and a reported low value of about 87 KPa (1820 psf). Low strength values were from the middle of the clay layer, with higher strengths at the top and bottom. Average shear strength at the level of the base of the excavation was about 137 KPa (2860 psf). Remolded vane shear strength averaged about 20 KPa (420 psf), with a reported low of 13 KPa (270 psf). Based upon average strength values, the clay sensitivity is 5.8. The clay has an average water content of 53% (range 43 to 66%), which is near its liquid limit (average 56%). The clay unit weight is about 1760 kg/m3 (110 pcf). Underlying the shaft site at shallow depth is limestone bedrock within which the piezometric head is approximately equal to the original ground surface elevation. For shaft support, a -cast-in-place concrete wafer system was considered, but was discarded because of time restrictions imposed by concrete placement and curing. Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. A long recognized goal in high speed tunneling and mining has been the development of a continuous drill and blast excavation capability. Both the advance rate and the economy of drill and blast tunneling can be significantly improved if the conventional cyclic process can be carried out continuously. Obviously, any continuous drill and blast tunneling machine must be an "all function" device, performing drilling, explosive loading, initiation, mucking, ventilation, roof support (if necessary), and perhaps other functions, essentially simultaneously, while remaining at the face throughout. Furthermore, such a machine must do all these things under remote control. THE SPIRAL BLAST PATTERN Several continuous drill and blast tunneling concepts have been proposed. Of these the Rapidex spiral blast pattern, taking advantage of a partially self-shielding geometry, seems to require the least shielding and hence offers the maximum access for mucking, although from the outset it was clear that remote mucking would present a major design challenge. The Rapidex continuous spiral blast concept uses an unusual blasting pattern that, under the geological conditions tested, has proven to be an effective and efficient means of fragmentation. The concept has a self-shielding characteristic which permits a lightly shielded machine to remain at the face during blasting. The pattern produces a spirally proceeding tunnel face, much like one turn of an auger. The leading portion of the spiral surface is connected to the trailing portion by an axially extending plane surface or bench. The ideal geometry is illustrated in Figure 1 for a horseshoe tunnel section.

The mining industry has indeed gone global. International minerals producers are spending big money to move into countries that were off limits a few years ago. Due mostly to political reasons, these countries' huge mineral deposits - worth billions of dollars - were locked up and mining companies could only sit on the side and wonder "what if." Now much of the world is going the free market route. Once closed countries and developing nations are rewriting their mining and tax laws hoping to attract foreign investment to develop their natural resources. And big businesses - mining companies included - are lining up to get their share. But with new opportunities come new risks. While emerging nations are slowly accepting the free market concept and the privatization that goes along with it, many remain plagued with political instability and violence. Even developed nations carry their unique risks. Some of these include inadequate or contradictory legal and regulatory infrastructures, political patronage and outright corruption. So companies hoping to expand into new regions of the world must do more than examine the market. They must study the political stability and structure of a country, as well as its tax and environmental laws. And they must guarantee the safety of their employees. Control Risks Group is an international management consulting company that assists companies preparing to move into a new country. It employs about 225 people in 14 offices throughout the world. Control Risks personnel include lawyers, bankers and former law enforcement officers and intelligence people. The company held a one-day seminar in Washington, DC to update some of its clients on the state of affairs in various regions of the world. The seminar also covered extortion, corruption and product diversion. About 175 people attended the seminar. Speakers included Control Risks' operators, analysts and investigators. Contract required excavating 2,000 If of 14' horseshoe tunnel in rock, a 95' deep work shaft on shore, and a 50' deep intake shaft located in the middle of the Niagara River just above Niagara Falls. Large quantities of H2S were encountered in the range of 20 PPM with ventilation. Peak levels of 40 PPM were recorded. The original designed ventilation system required only a volume of 10,000 CFM to meet OSHA requirements. The volume of air was increased to 50,000 CFM to dilute the H2S to al- low workmen to work and comply with OSHA H2S action levels. The second phase of the tunnel consisted of placing 72" ID X 20 foot long concrete reinforced pipe in the tunnel. When the tunnel was holed through and both shafts were open, a substantial amount of work was required to take place in the shafts which eliminated the possibility of placing a bulkhead to secure proper ventilation. The ventilation team designed a jet system airlock. The design of this system was to bring fresh air down the work shaft in two duct systems; one 30" diameter and one 24" diameter. Following the excellent work of Jan Wolski (7th Mine Ventilation Symposium chapter 58) our design incorporated nozzles located approximately 100' in by the work shaft. The velocity of the 24" diameter duct was 6,365 FPMD2.2 MPH. The velocity of the 30" diameter duct was 6,117 FPMl69.5 MPH. Both systems were on blow and being that air expands at 3112 degrees per side this high velocity of air expanded and created an air bulk head through which men and the large sections of concrete pipe could be passed without any delay or additional cost to the project.

The expansion of surface mining has led to the development of very large off-highway trucks capable of hauling payloads in excess of 290 t (320 st). Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Because truck haulage costs can account for 10% to 50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, but vehicle operating and maintenance costs would increase prohibitively. Thus, there is a need for improved design technologies encompassing the construction and management techniques of mine haul roads appropriate for the wheel loads of vehicles now in use. This paper presents the different components of a mine haul road design and management system and demonstrates the value of its application through case studies. The system has been applied at several South African surface mines, and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and provided better service, while the optimal selection and management of wearing course materials provided better functionality at lower total transportation operating costs.
