In July of 1974 a study team comprised of the authors was formed by the Department of the Interior. It was supported in part by funding from the National Science Foundation. The purpose of this study group was to visit coal mines and research and manufacturing facilities in England and Germany, to review the status of mining in these countries, and to identify mining technology which might have application to U. S. mining conditions. The duration of the visit was 18 days. The first week of the trip was spent in England. Time does not permit a complete recitation of the team's impressions but a few of the more interesting technologic developments will be discussed. Solution mining, primarily by heap leaching, has emerged as an important method for mining gold and silver in the United States. Heap leaching offers many economic and environmental advantages over conventional production techniques, in particular for lean ores and old mine waste rock. In order to more effectively pursue research on heap, dump, and in situ solution mining of gold and silver, the Federal Bureau of Mines conducted an extensive survey of leaching practices and problems. This presentation summarizes trends and statistics. Leaching is projected to provide 20 pct of primary mine produced gold and 10 pct of primary silver by the end of 1982. Current leaching practices in the United States are reviewed; operational problems and research programs to alleviate those problems are discussed.

The pollution of our water supply, Lake Michigan, is a continuing threat so long as our overflows from combined sewers exist. The problems have become even more acute during recent years, due to the increase of paved area- which accelerates and enlarges the flows of storm water. After each storm, mixtures of raw sewage and storm water spill into our waterways. If the storm is too large for the drainage systems, the mixture backs up into our streets and basements. Under severe conditions, it may even become necessary to open the locks, and discharge the polluted water into Lake Michigan. Consider the scope of the problem, as shown in Figure 1. The area in which combined sewers exist is 375 square miles, located in the central parts of Chicago and 49 suburbs. There are an estimated 640 overflow outlets to the waterways, each requiring attention. The capacity of outlets tributary to the waterways has increased dramatically over the years. Each time a pocket of upstream flooding is drained into the channels, the problem of its rapid disposition increases. Another difficulty is that the bottom of our waterways is covered with a blanket of accumulated sludge, ranging in depth up to 3-feet. This paper presents analysis of damages and rehabilitation design for three major French rail-way tunnels built in mid-19th century. The La Nerthe tunnel underwent ovalization deformation with excessive displacement at the springline, and pinching and bursting of the liner bricks at the crown due to tectonic residual stresses with very high lateral earth pressure. The Saint-Louis les Aygalades tunnel invert was subjected to undulatory deformation resulting in tracks misalignment, which was caused by non-homogeneity of mechanical and hydraulic properties of the ground. The Roches de Condrieu tunnel required widening to comply with the increase in dynamic envelope of trains due to their larger cross section and higher speed. The applied rehabilitation methods and constraints of work in these busy mainline railway tunnels have been discussed in detail.

Propelled by the invention of the transistor at Bell Laboratories, germanium's unique properties have advanced our electronic world by many years. Germanium has found major uses in infrared optics, fiber optics and a revised vigor as a catalyst for PET plastic production. Other advanced applications are in various stages of development. The solid state electronics industry has been the driving force behind the accelerating demand for gallium since the late sixties. Past developments of substrates for light emitting diodes, lasers and magnetic bubble memories are paling in view of the current excitement over the use of semi-insulating gallium arsenide for high performance integrated circuits. This application requires gallium metal and gallium compounds of extraordinary purity.

Water-jet-assisted cutting involves the use of a mechanical cutting bit in combination with a high-pressure water jet directed just in front of the bit tip. Such a jet can offer benefits in terms of improved cutting, reduced dust and fines, and improved bit wear. The Bureau of Mines, through a contract with the British National Coal Board, has researched the use of water-jet-assisted cutting on roadheaders. After several engineering design problems were overcome, this program led to the successful underground testing of these roadheaders. Today, more than 60 water-jet-assisted roadheaders are in operation around the world and numerous others are on order. This paper details the evolution of these machines and the benefits to be gained by their use.

Carbon dioxide sequestration by conversion to carbonates has become a promising option for CO2 storage. Experiments were conducted to determine the feasibility of CO2 sequestration at ambient conditions using a Ca-rich industrial waste in a carbonate solution. The Ca-rich industrial waste used in this study was lignite fly ash. Fly ash was chosen because it is cheap, available near large CO2 point sources, already in powder form, and reactive due to amorphous properties. In the experimental set-up, CO2 absorption was inferred by monitoring feed and exhaust gas CO2 concentrations. The addition of an alkali to a fly ash-distilled water solution provided a 50% increase in CO2 absorption of the solution. Absorption time also increased by 50% compared to a fly ash-distilled water solution. TGA analysis was used to determine the extent of CO2 sequestration in the carbonate form. At a liquid to solid ratio of 20:1, the conversion of ?free? calcium to carbonates was 75%. A CO2 balance on the system concluded that at the current operating conditions 42% of the total CO2 fed to the system was sequestered in the carbonate form. SEM-EDS analysis of the fly ash particles before and after reaction with CO2 indicated that the carbonate compound being formed was calcium carbonate. The analysis identified rhomboidal structures on the surface of the fly ash particles after reaction with CO2, but not before. These rhomboids are characteristic of calcium carbonate formation and they had higher Ca, C, and O concentrations than the host spheres, suggesting calcium carbonate formation.

Minnesota contains a major low- grade copper-nickel sulfide resource within the Duluth Gabbro Complex. Several companies have actively explored this resource. Open pit mining would be required to develop portions of the resource, and as a result, large quantities of sulfide-bearing lean ore and waste rock would be stockpiled. Although the problems associated with high-sulfide tailings and acid mine drainage are well documented, the leaching characteristics of low-grade mineralized stockpiles must be understood for environmental impact assessment, siting, and planning. The Minnesota Department of Natural Resources and AMAX have cooperated in a research program to study leaching and revegetation -of test stock- piles, Six small (1600 'tons) stockpiles were constructed at the MINNAMAX Project Site and they range in composition from 0.29 to 043 g % copper, 0.075 to 0.09% nickel, and 0.6 to 1.45% sulfur. Two of the stockpiles were covered with mineral soil, one was covered with topsoil, and three were not treated Revegetation plots were established on the piles which received a soil cover. Leachate samples and flow measurements were collected at the base of the piles. Initial results indicate that metal concentrations in leachate samples range from 10 to 10,000 times the concentrations found in the streams of the area. During the first growing season, the test pile covered with topsoil yielded 30% less water than untreated test piles. No reduction in yield was observed for the piles that were covered with the less fertile mineral soil. First-year vegetative growth, expressed as biomass, was four times greater on the-topsoil pile than on the mineral soil piles. The long-term effects of vegetation on leachate quantity and quality continue to be investigated.

It is no mystery why the mining industry has such lofty safety standards. In dealing with Mother Nature and gravity, the combination of the two can create significant hazards from high wall and tunnel collapses to huge landslides. The loss of production from a major disruption could be enormous. The price tag on the loss of human life is immeasurable. The evolution of geotechnical instruments and software has been ongoing for years. But the biggest innovations have occurred during the era of cell modems, internet, and wireless networks, allowing for real time data and alarms to be delivered globally anywhere and anytime to one?s computer, laptop and smartphone. Yet in some ways you can thank the urban construction projects for developing much of the technology in use by today?s mines. Due to the density of population and the billions in dollars of structures and infrastructure in cities throughout the US and the world, urban projects have faced intense scrutiny for years. Out of this scrutiny was born the necessity of real time automated monitoring of instrumentation and sensors, a defence against catastrophic failures, and real time early warning systems through alarms that can and do saves lives. It is also possible to identify areas of concern with subsequent remediation prior to failure.

SUMMARY The productivity of drill and blast methods of mining in hard rock is limited by the cyclic nature of the operation, and a plateau of performance has been reached, even with the most advanced equipment developments. Higher mine operating costs and lower metal prices have more than ever generated the need for breaking through these productivity barriers. After initial field testing The Robbins Company has designed and manufactured, on a joint venture basis with Mount Isa Mines, Ltd., Australia, a prototype "Mobile Miner" for continuous cutting of hard rock. This paper describes the cutting concept, the initial application of a completed 1,156 m (3792 ft.) long 14% decline, actual performance and delay analysis, developmental modifications, anticipated performances of a fully developed machine, and possible future applications. Shaft 18B-1 is the second shaft to be constructed as a part of contract C547A along the New York City water supply system Tunnel No. 3. More complex than Shaft 17B-1, this site has an additional 30 m (100 ft) of overburden for a total excavation depth of approximately 78 m (256 ft) through water-bearing overburden soil and 145 m (475 feet) of gneiss bedrock to connect to the underlying Water Tunnel No. 3. round freeing was specied as the method to provide temporary earth support and ground water control for the overburden material. An extensive supplemental geotechnical investigation (SGI) and frozen soil testing program was performed to develop the design of a temporary ground freezing system, consisting of over 7,315 m (24,000 ft or 4.5 miles) of drilling for the installation of 95 freeze pipes. At the start of shaft excavation, the upper sandy silts strata was found to have an unprecedented low thermal conductivity, leaving the frozen soil face approximately 0.6 to 1 m (2–3 ft) behind the cutline. The ground freezing earth support needed to be augmented with ring beams and liner plates to support this soil face and allow for the excavation to proceed and be completed safely.

Numerous problems encountered in the mining of narrow vein deposits challenge the productivity, competitiveness and profitability of many mines. Mechanization of mining operations is one of the most important means to ensure the healthy survival of this mining sector. Vein deposits account for nearly all the world's primary silver production, as well as a significant portion of gold, tin, copper lead and zinc. In North America, narrow vein mining constitutes an important sector of the industry. Operators exploiting such deposits are concerned with the most appropriate mining method and equipment to mine in such a way as to minimize waste rock dilution. Unfortunately, most of the equipment available does not meet the additional geological and economical restrictions typical of narrow vein mining. Thus, mining these deposits is labor intensive and can result in low productivity. Consequently, the profitability of many such mines is reduced. Increased mechanization is one of the solutions to ensure their healthy survival. This paper reviews the state-of-the art in mining equipment with reference to narrow vein mining limitations. Problems encountered Geological conditions and economical factors have a decisive impact on the choice of mining method and equipment. Many ore bodies are relatively small, usually erratically distributed, often less than 2 m (6.5 ft) wide, with dips ranging from 0° to 90°. To make things worse, ore body limits are sometimes difficult to determine and the ground is hard and abrasive.

"Sampling is the process of taking a small portion of an article such that the consistency of the portion shall be representative of the whole," (Baxter and Parks, 1939)."An orebody is a mixture of minerals in proportions that vary in different parts of the mass. As a consequence, the proportion of contained metals also varies from place to place. Therefore, a single sample taken in any particular place would not contain the same proportion of metals as does the orebody as a whole except by a highly improbable coincidence."The probable error, which would be very large if only one sample were taken, decreases with the number of samples, but it never disappears completely unless the samples are so numerous and so large that their aggregate is equal to the orebody itself, in which case the orebody would be completely used up in the process of sampling."Since carrying sampling to such an extreme would defeat its own purpose, some probable error is always present in actual cases and the practical objective is to reduce this probable error to allowable limits. This means balancing the number of samples against the desired accuracy; if there are not enough samples the result is unreliable; if there are too many, the time and expense of taking them is excessive." (McKinstry, et al., 1948).In an actual orebody, the accuracy of sampling depends not only on the number of samples but also on their proper distribution throughout the orebody, for it would obviously be incorrect to take all of the samples either in a rich part or a lean part. Therefore, it is important to select the places in such a way that all parts of the orebody will be represented."

The Downtown Rail Extension (DTX) is principal element of the planned second phase of the Transbay Joint Powers Authority’s (TJPA) Transbay Program. When complete, this regionally critical project will connect Caltrain’s regional rail system and the California High-Speed Rail Authority’s statewide system to the Salesforce Transit Center in downtown San Francisco via a 1.3-mile tunnel. Studied since the 1970s, the DTX has now received environmental clearance, and key stakeholders are aligned on the project’s configuration and its expedited delivery. This paper describes efforts to optimize the DTX configuration and develop an informed project delivery strategy that incorporates construction industry feedback on project phasing, contract packaging, and procurement methods that accomplish the project’s budget goals.

The Electric Power Research Institute (EPRI) is sponsoring the construction and operation of a coal cleaning test facility at Homer City, Pennsylvania. The facility represents a major investment by the electric utility industry to advance the state of the art of conventional coal cleaning technology. The facility is unique in design and can process large quantities of coal in conventional flowsheet configurations, simulate full size plant conditions, and perform open and closed loop performance testing on conventional and advanced coal cleaning equipment. Computer operation will also be demonstrated. The facility objectives, initial complement, and operating plane are discussed as they relate to other coal cleaning projects at EPRI.

Electromagnetic energy emitted from electronic devices has been known to interfere with other electronic systems, hindering their ability to function properly. Mines have many electronic devices critical to the health and safety of mine workers that could be negatively affected by electromagnetic interference (EMI). To ensure that devices are electromagnetically compatible, tests must first be conducted to measure emissions and check for immunity. There are many standards available across multiple industries that prescribe emission limits and test methods for electronic devices. Due to the unique environment of an underground mine, it may not be enough to simply adopt a standard from another industry to mining. A literature review has been conducted, and an overview of EMI standards in other industries will be provided in this paper. Also, an example of how a standard can be applied to mining equipment is presented. Finally, recommendations on standards which could potentially be applied to mining will also be included. This work will inform the mining industry of EMI standards in other industries so that mine workers and technology manufacturers have guidance of the steps that can be taken to investigate and reduce the impact of electromagnetic interference and potentially work toward electromagnetic compatibility. The findings and research involved in this effort can also be used to explore the need to develop mining-specific EMI recommendations and standards.

The Waneta Expansion Project (WAX) is located near the existing Waneta Dam site at the confluence of the Pend d?Oreille and Columbia rivers, approximately 10 km (6.2 miles) south of Trail, BC, Canada. The WAX owners consist of a partnership between Fortis Inc., Columbia Basin Trust and the Columbia Power Corp. This design-build project was awarded to SNC-Lavalin in late 2010 and is expected to be operational in mid-2015. The WAX consists of a new 335-MW powerhouse, including two new Francis turbine units, each generating approximately 167 MW. The powerhouse is located downstream of the existing Waneta Dam, and will make use of excess water that would otherwise be spilled during the runoff season. Water will be funneled to the turbines through an intake structure and two 10.5- m (34.5-ft) diameter, concrete-lined Penstock Tunnels. A 10-km (6.2-mile) transmission line will connect the powerhouse to existing electrical grids. Redpath/FKCI Waneta Tunnelers (RFK) was subcontracted by the heavy civil contractor, the Aecon/SNC Lavalin (ASL) joint venture, to excavate the two penstock tunnels and install the cast-in-place concrete liner. RFK is a joint venture partnership between J.S. Redpath Ltd., an underground mine contractor located in North Bay, Ontario, and Frontier-Kemper Constructors ULC, a heavy civil tunneling contractor based in Nova Scotia, Canada. Since penstock tunnel excavation was planned using drill-and-blast methods with a significant grade of more than 17 percent, the combined experience of these two contractors was a perfect match.

Mineworkers face a challenging and dynamic work environment every workday. To maintain a safe workplace, mineworkers must be able to recognize worksite hazards while they perform their jobs. Though hazard recognition is a critical skill, recent research from the National Institute for Occupational Safety and Health (NIOSH) indicates that mineworkers fail to identify a significant number of hazards. To further the understanding of mineworkers’ hazard recognition ability and to begin to address hazard recognition performance, NIOSH researchers analyzed data collected during a laboratory research study to determine the effect of individual mineworker factors including risk attitude, work experience, and safety training on hazard recognition accuracy. The results of this study show that mineworker risk attitude and safety-specific work experience affect hazard recognition performance while hazard-specific safety training does not. These results suggest that some of these individual factors can be overcome through experience and training. Potential strategies that can be used to address these factors are also discussed.

Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia's underground coal mining industry has reported few new cases of pneumoconiosis for more than 20 years. Mortality from coal workers' pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in X-ray surveillance programs are also lower in Australia. The U.S. National Institute for Occupational Safety and Health (NIOSH) was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among U.S. coal miners. A number of factors, including coal dust exposure, silica exposure and coal rank were examined as potential contributors to the above noted differences. Comparison of coal rank data from each country did not illuminate the issue. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. If quartz is contributing to the greater number of cases of pneumoconiosis in the United States, more effective dust control measures, as well as an independent exposure standard for respirable quartz in coal mining, should be implemented to reduce this potentially disabling condition.

Clay minerals play an important role in the gravitational stability of man-made rock piles by affecting geotechnical and hydrological characteristics of the material. The Goathill North rock pile at the Questa Mine in northern New Mexico has been the focus of a multi-disciplinary study to determine the effect of weathering on rock pile stability and in particular to determine if clay minerals are forming in the rock pile due to surface weathering. The results of x-ray diffraction (XRD) and scanning electron microscopy (SEM) analyses indicate the clay minerals found within the fine-grained soil matrix of the rock pile are of hydrothermal origins and did not detect any neoformation of clay minerals. The foremost mechanism for an increase in clay minerals within the rock pile is the physical break down of hydrothermally altered rock fragments to release hydrothermal clay minerals. The hydrothermal clay minerals within the rock pile show evidence of weathering by the dehydration of smectite from 2-water to 1-water interlayers within the clay mineral structure. This dehydration is most likely due to higher temperatures and low relative humidities in the Goathill north rock pile during surface exposure.
