The Los Angeles, California JWPCP effluent outfall tunnel will transport secondary-treated effluent from the Joint Water Pollution Control Plant in Carson to the White Point Manifold. Upon completion, through ground conditions ranging from soils to hard rock, the tunnel will be approx. 7 miles (11 km) long with a finished internal diameter of 18-ft (5.5 m). This paper will present the Tunneling Condition Assessment Report (TCAR) and Tunnel Operation Plan (TOP) developed prior to construction, as well as the actual TBM performances achieved along the northern portion of the alignment in soft ground, shallow cover, and beneath a densely urbanized area.

[This paper summarizes the more popular mineral valuation techniques being used by the dining industry, and attempts to demonstrate how they are Interrelated and where some are in error when compared to modern methods of financial analysis. The academic community and the larger and more sophisticated raining companies, have largely rejected the older valuation methods such as the, Hoskold and Morkill concepts and replaced them with "discounted cash flow" (DCF) techniques. The relevancy and usefulness of the older methods have been questioned primarily on the basis of their underlying assumptions that mining companies do not have numerous alternative investments and must use sinking funds deposited at market or ?safe" rates of return to recover the purchase price of mineral reserves. The ability to reinvest In numerous (often non-mining} alternative business ventures, the changing purchasing power of the dollar, corporate income and other taxes, depreciation and depletion allowances, and modern financial management practice, all mitigate against the continued use of the older valuation methods, especially for the larger mining companies. Snail mining companies and Individuals still use these methods largely out of habit and familiarity. Fan performance graphs are generated by digital computer using two programs, RUN- FANS and FANPLOT. RUNFANS calculates fan performance data from stored specific-volume, specific-speed data for a given fan type with appropriate allowances for fan diameter, rotational speed and air density. FANPLOT accepts specifications for drawing the graph and accepts either user-supplied pressure-quantity data or RUNFANS- calculated data as input, Operational procedures for both programs are detailed and examples of their interactive query routines are included. The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. Mineral-processing plants commonly rely on homogenization and proportioning facilities to reduce the variability of incoming raw materials and to blend different materials together to satisfy quality specifications. To determine appropriate designs for these facilities, plant designers need information about the variability of the mined materials, measured as the materials enter the plant. But if the materials to be mined in the future differ greatly from those used in the past, only information extracted from exploratory drilling of the materials in the around may be available. Fortunately, useful information for plant design may still be obtained by combining simulated mineral deposits with simulations of likely mining procedures. The output of a mining simulation is a time series of simulated raw-material characteristics that should mimic the behavior of the real materials to be delivered to the plant in the future. This paper shows how conditional simulations of coregionalized ore grades can furnish information useful in the design of homogenization and proportioning systems.

This chapter discusses a new technology for computer control in open-pit mine operations: the real time automatic dispatching of manually driven trucks to shovels. The monitoring of truck activity is accomplished by detection of local radio signals. Computer-operated directives are communicated to drivers by remote controlled digital display units inside the truck cab. The production objective is to maximize tonnage in a cost effective manner. The problem is formulated in the appendix and the solution method is briefly described. Side conditions such as maintaining delivered ore grade aims, balancing waste to ore volumes to keep within stripping ratio tolerances, and meeting production rate requirements temporarily established for certain shovels are also discussed. Experience with a developed event- to-event simulator applied to analyses of several North American mining operations using this technique is summarized. Complete systems employing this technology are now under- going installation at mine sites in Canada and the United States.

In today?s mining environment, improving production, performance, productivity and profitability is crucial. Production, ancillary, plant and shipping equipment need to be monitored and controlled by online systems delivering production statistics and real-time information to everyone involved, including equipment operators. Traditional systems currently in use today, operate in an iterative mode constantly switching between scheduling and execution. However, the real world tends to change in ways that invalidate such advance schedules. Agent based computing has been hailed as the most significant breakthrough in software development and the new revolution in software. Agent systems are being used in an increasingly wide variety of applications, including complex mission critical systems such as Air Traffic Control. This paper presents the possible ways that multi-agent systems can be applied to mine production and rehabilitation scheduling problems with focus on real time fleet management, plant and equipment performance monitoring, downtime and delay reporting, stockpile management, personnel and equipment tracking and product distribution and transportation.

The plate-glass windows in the bus were cracked and mud-coated. Nevertheless, they afforded an excellent view of the many head-on collisions we narrowly avoided along the route from the Magadan airport to town. Apparently the driver thought the left side of the road was smoother than the right side, for he drove in the wrong lane at all possible times, even in the face of oncoming traffic. As far as we could tell, neither side of the road was any better than the other. Either way, we had to hang on just to stay in our seats. We careened past trucks and pedestrians, nearly always in the face of impending disaster. When the bus finally pulled into the parking lot of the Okean Hotel in Magadan, we had to thank the driver, not only for safely delivering his passengers, but also for the lasting first impression he gave us of the Russian Far East.

Mining operations have long been accused of causing a disruption to local, domestic and agricultural water supplies. More recently, concern for water supplies has increased with the advent of high-extraction mining techniques, namely longwall mining. Theoretically, any water-bearing zone in the overburden above a high-extraction mining operation may be affected by mining. In some cases, a confining bed may be fractured causing a loss of water to a particular zone. In other cases, increased fracture permeability may enhance the ability of an aquifer to transmit and deliver water. Unfortunately, only a limited number of studies have been conducted that characterize hydrologic changes and also quantify the magnitude of mining-induced subsidence. The US Bureau of Mines (USBM) conducted such a study at a mine site in Greene County, PA. A total of eight water wells were drilled, and hydrologic parameters, such as specific capacity, transmissivity and well yield, were determined both before and after mining. Electronic water-level recorders were installed on each water well to provide continuous observations of water level fluctuations.

Chemical and physical properties of surface soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the existing surface soils, especially when these soils are classed as prime farm lands. In Texas, materials from the Carrizo, Calvert Bluff, Simsboro, and Hooper Formations overlie the lignite. The Carrizo Formation consists of thick clean sands with poor water and nutrient retention capabilities. These materials are least suited for placement of the surface of reclaimed land. The oxidized, medium textured overburden from the Calvert Bluff and Simsboro Formations possess adequate water and nutrient properties and are better suited for sustained plant growth. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation. However, caution must be exercised in vegetating these materials since they may contain acid forming sulfide minerals.

Case studies are presented in this paper to illustrate the usefulness and applicability of using conditional simulation in under- ground coal mine planning. Conditional simulation is a technique developed in the last five years that allows the building of a simulated ore body (or coal deposit) model. Construction and validation of the simulated model is described in order to show how well the model reproduces the essential characteristics of the deposit. In the model, the thickness, ash, and sulfur content are known everywhere in the deposit and each variable has the same mean, variance, and spatial variability (variogram) as that variable has in the real deposit. Use of the simulated deposit in the design of drilling strategy for long range mine planning is demonstrated in me case study. Determining the potential of short term production scheduling to reduce the fluctuations of sulfur in run of mine coal is described in the second case study.

In late 1965 General Mills announced the availability of a new liquid ion exchange reagent, LIX®-64, for the recovery of copper from various solutions, such as dump leach liquors. Acceptance of this material by the copper industry has been gratifying. A number of pilot plants have been operated, and at this writing there are four commercial plants either in operation or under construction. The properties and operating characteristics of this reagent have been described in previous papers.1,2 LIX-64 is quite effective and selective for copper extractions although partially limited in pH ranges, losing extraction efficiency as the acidity of the feed solution increases to below pH 1.0. Also, the LIX-64 content in the kerosine carrier was limited to about 10 volume percent (except for special cases) because of rapidly decreasing phase disengagement rates above this content. This in turn led to large plant capital costs, as the organic flow rates had to be in- creased (rather than LIX-64 content) to extract the copper from high content liquors. This was true in all circuits where the feed copper content ran above 2.0 g/l copper. A reagent was needed which would extract copper from more acidic liquors (or higher copper content liquors) and which exhibited improved phase disengagement characteristics with reagent contents up to 30 volume percent. General Mills is pleased to announce the availability in commercial quantities of a new and improved reagent, L+-64~. This reagent broadens the pH range in which copper can be extracted, and exhibits superior phase disengagement characteristics. The improvement in the reagent has been noted in laboratory circuits, as well as pilot plant runs and commercial operations.

The Mission Mine is an open-pit copper mine located 18 miles south of Tucson, Arizona in the eastern foothills of the Sierrita Mountains. Mining is done on 40 foot benches using P & H 2100 shovels and 170-ton Terex trucks. Drilling is accomplished With two (2) Bucyrus-Erie 45R?s, one (1) Bucyrus-Erie 60R and two (2) Ingersoll Rand T-5?s. For secondary drilling. a Joy VCR-ISO truck mounted drill is used. The mine is currently operating 3 shifts/day, 7 days/week at 59,100 tons per day, with the mill receiving 28,500 tons per day. The management of the drilling and blasting program requires extensive record keeping in all phases of the operation. This is essential in order to evaluate different products and procedures.

Many portions of the mining industry are under intense pressure to reduce costs while commodity prices languish. In response, global Internet-based marketplaces to deliver business-to-business (B2B) e-commerce solutions are being established to reduce costs and improve efficiencies across the mining industry supply chain as well as with customers. Over time these marketplaces will likely evolve to create an integrated supply chain solution, layer in value-added services, and develop mining community portals with industry content. Significant opportunities to help reduce costs and create value are available in mining e-procurement as well as in on-line product sales. The supply chain for the industry is highly fragmented and many mining companies have numerous inefficiencies in procurement. An e-procurement marketplace (or "exchange") can immediately address these inefficiencies and offer numerous benefits to buyers and suppliers. These benefits include improved sourcing options, inventory cost reduction, transaction cost reduction, access to value-added services, lower customer and supplier acquisition costs, improved reach, and improved information flows.

With the profit squeeze of recent years and indeed the survival of many mines at risk due to low gold prices and declining grades, many inventive solutions have been found of increase production and decrease cost. One of these is the application of process auditing methodology which is essentially a tool to determine systematically whether a process is delivering optimally and, if not, to identify the basic causes. Then a prioritized action plan can be developed with the client. Our experience has shown that problems are seldom what they appear to be and that most processes can operate far more efficiently with relative little effort. A process auditor requires good facilitation skills to overcome initial suspicion, and for sustainable solutions client involvement is essential. Process auditing as it is being applied in Anglogold has evolved over many years to reach its current format. The lessons learned and insights gained in the process are shared here with the reader.

Building a new tunnel to accommodate CN North America's needs for double stacked container traffic for the next 100 years presented new and unprecedented challenges. Innovative approaches to contracting, especially the Negotiated Compressed Process (NCP), TBM design, project management, and the regulatory and approval process, were all required to deliver a new tunnel to meet the needs of CN North America within the approved completion schedule of 39 months compared to a traditional approach of 45 to 48 months. The NCP resulted in trimming 6 to 9 months from the project schedule, at a great saving of direct and indirect costs. The Negotiated Compressed Process is an innovative formalized approach to risk sharing for complex infrastructure projects. Ads were placed in the international trade journals and a short list of "approved" contractors and suppliers was developed. The approval process for this international project involved contacts with over two hundred agencies, departments and interested stakeholders.

Appalachian coal mines include operations in eastern Kentucky, Maryland, Pennsylvania, Virginia and West Virginia. During 1994, they produced a total of about 342.5 Mt (377.6 million st) of bituminous coal. This figure represents 37% of the total production from the United States. This region contains nearly all of the nation's coking coal reserves and high-quality compliance steam coal that will be in demand after the turn of the century as utilities comply with phase two of the 1990 Clean Air Act Amendment. Figure 1 shows the location of the study area and the general regions that supply various coal types. Data for the study reviewed here were compiled and interpreted from Mine Safety and Health Administration (MSHA) production reports, Federal Energy Regulatory Commission 423 reports, King's Export database and additional data from the US Department of Energy's (DOE) Energy Information Administration (EIA). Table I is an overview of the total production from Appalachia and the delivered tonnage to various sales categories.

Mineral activity in Ontario represents an annual production in excess of $4 billion. The Ontario government encourages the mining industry to undertake mineral development through grant programs and incentives offered by mineral resource taxation. Computers are playing an increasingly important role in improving productivity in the administration of incentive programs and the Mining Tax Act in Ontario. This has meant speedier processing of grant applications and tax returns which is resulting in a streamlined approach to incentives and taxation in Ontario. The use of computers has resulted in significant contributions to key areas of concern such as assessment of mining tax returns, analysis of the changes, if any, to the Mining Tax Act and modeling of the Ontario Mineral Exploration Program (OMEP). Implementation of state-of-the-art technology such as Local Area Networks (LAN's), fourth generation languages and integrated micro-mainframe information processing has resulted in improved productivity as well as lower costs. As a result, the respective services provided to the mineral industry by these two programs are now delivered in an efficient and cost-effective manner utilizing the latest available computer technology.

A major R&D programme for the application of bacterial oxidation to the pretreatment of refractory sulphide gold ores was started at Mintek in the early 1980s. This arose from an established expertise base in the bacterial leaching of base-metal sulphide ores. The refractory gold programme has been supported by a number of South African gold-mining companies, but major support has been provided by the Anglo American Corporation of South Africa (AAC) and the AAC Vaal Reefs Exploration and Mining Company Limited · (Vaal Reefs). The Mintek-AAC collaboration has been formalized as a joint-venture technology agreement for the comme;cialization, as well as continued development and improvement, of the bacterial oxidation process (MINBAC). From a process standpoint, bacterial oxidation involves the contacting of slurries of finely ground sulphide concentrate with suitable strains of iron-sulphur oxidizing bacteria, which act as the catalyst to promote sulphide·· oxidation by oxygen from air. Process engineering is simplified in that this reaction is carried out at low temperatures and ambient pressures. The view was taken that the successful development and implementation of the MINBAC technology should be based on parallel R&D aimed at an understanding of the process fundamentals, the process engineering and scale-up requirements, as well as the ancillary requirements for the gold recovery-processes and environmental management. This has represented a major R&D effort at a total cost to date of around US $10 million.
