In January 1995 the Company acquired the Central North and Central South Regions of British Coal consisting of: ? 15 operating collieries -including capital equipment ? 2 care and maintenance mines ? 16 operating Opencast sites ? Interest in 26 prospective and 46 potential Opencast sites ? Approximately 417 million tonnes of proven and probable reserves and considerable mineral resource ? 9 million tonnes of coal stocks ? Long term contracts to supply approximately 90 million tonnes of coal to National Power and PowerGen to the period of 3 March 1998 ?Approximately 7,600 employees and 4,500 mining contractual labour. Up to the acquisition RJB Mining had the capacity to produce 14 million tonnes of saleable output with an approximate 1,500 strong workforce.

INTRODUCTION The Sacramento Regional County Sanitation District (SRCSD) serves unincorporated areas of Sacramento County, parts of the cities of Sacramento and Folsom, and the cities of Citrus Heights, West Sacramento, Rancho Cordova, and Elk Grove. SRCSD maintains 145 kilometers (km) (90 miles) of interceptors that convey a combined total of 0.6 million meters3 per day (160 million gallons per day) or more of waste-water, with additional miles of sewer interceptors that are scheduled to be built by 2020. Wastewater is conveyed to the Sacramento Regional Wastewater Treatment Plant in the southwestern portion of the County, also managed and operated by SRCSD, in interceptors with diameters as large as 3.0 m (120 inches.) As part of its overall expansion program, SRCSD has constructed a number of major interceptors over the last few years with tunneling methods due to concerns associated with either the impacts of open cut construction in an urban environment (traffic, safety, noise, environmental concerns) or the need to achieve a crossing of a stream, river, or transportation corridor. This paper focuses on a specific issue that affected construction of the Upper Northwest Interceptor (UNWI) Sections 3&4 project, located at the northern limit of the SRCSD service boundary and within the limits of the City of Sacramento. This project involved the construction of 3.2 km (2 miles) of 2.1-meter (84-inch) and 2.4 km (1.5 miles) of 1.7-meter (66-inch) diameter reinforced concrete pipe (RCP) using MTBM, EPBM, and 3.3-meter (130-inch) two-pass TBM methods. The owner elected to install the RCP using tunneling for a number of reasons including a desire to avoid traffic impacts in a dense urban corridor, to minimize disturbance to the neighborhood, and to avoid potential dewatering-induced settlement issues along the western one-third of the project. For the western portion of the alignment the 2.1-meter (84-inch) reinforced concrete interceptor pipe was to be installed using a 2.7-meter (105-inch) earth pressure balance machine (EPBM). No external dewatering of shafts or tunnels was permitted for reasons of concern about settlement, discussed previously. At the intersection of Elkhorn Boulevard and Natomas Boulevard (at the extreme northwest corner of the project) the 2.7-meter (105-inch) EPBM tunneled past a recently constructed 11-million liter (3-million gallon) water storage reservoir, passing within 3 meters (10 feet) of the tank?s shallow foundation while tunneling through clean sands with a shallow groundwater table. The paper will discuss the implemented solution to mitigate additional settlement risk that was developed as a joint collaboration between the owner, CM, designer, and contractor.

The Bay Area Rapid Transit (BART) District will be extending BART service south along an 8.7-km (5.4-mile) -long corridor in the city of Fremont, California as part of the Warm Springs Extension (WSX). The WSX project will link the existing BART system to the future BART to San Jose extension. A segment of WSX is located in Fremont Central Park (referred to as the Fremont Central Park Subway Project). The Fremont Central Park Subway is considered the most complicated and geotechnically challenging portion of the project with an underground subway box being constructed near the active Hayward Fault which is capable of ground motions up to 0.75 g and is located in an aquifer which is used for water storage and supply. Soil-structure interaction analysis was used in the design of the subway box to resist deformations due to earthquake ground motions. A water-tight excavation support system has been designed to allow subway box construction while minimizing impacts to the aquifer.

The Turquoise Ridge Joint Venture (TRJV) is located in northern central Nevada, and is situated within the Basin and Range province, near the northeast end of the Osgood Mountains (see Figure 1). The TRJV mine consists of typical Carlin type- gold mineralization characterized by low strength rock of altered limestones, siltstones, and mudstones. The weak nature of the ground facilitates the underhand cut and fill mining methods. TRJV has been working to optimize ground support and mechanize top cut drift sizes and eliminate operating hazards associated with jackleg drilling. Safety Factor analysis based on bolt strengths has allowed us to pursue larger sized top cut drifts and to evaluate bolt length sizes and spacing. Switching from jackleg sized drifts of 10?W x 10?H to a mechanized 12?H x12?W top cut drift design has the potential to decrease overbreak, provide more uniform drift design sizes and bolt patterns, and increase ore production by at least 38%.

This paper addresses the challenges of designing the underpinning of major sub-way station with 4 operating tracks. No. 7 subway extension crosses under the existing 42nd street subway station on the 8th Avenue line. Understanding the history of the original construction, of the current structures and their condition were instrumental in developing a feasible underpinning design that is integrated with the design of the new tunnels. The existing 8th Avenue subway station has a lower abandoned level. Several alignments and corresponding underpinning schemes were studied. The design allows new tunnel construction under the station without interruption of station operations.

Since 2007, a number of Multivariable Predictive Control (MPC) Applications have been implemented on SAG mills, among others, within the Kairos Mining Concentrator Automation Program using ?Profit Controller?? and other tools comprising the ?Profit Suite??. Along this journey, several interesting and challenging issues related to SAG mill operation and control have been faced, which are relevant to be shared with the Mineral Processing community. These advanced control applications have an operational objective whose goal is to increase marginal profit on the concentrator, together with increasing mill stability. In regard to this objective, the issues to be presented and described are in direct relationship with ?Profit Controller? features and the SAG role; they are also stated and linked to get the most of the mill. Some conclusions and findings are also presented, leading to recommended practices on how to use the controller. These findings have also lead us to decide further actions to be taken on new applications to deploy and also on devising and implementing some complementary components to increase robustness of the overall automation solution, as well as reducing the need for operator intervention.

Underground heat issues are mainly focused on the detrimental effects to a workers health. However, working in hot, humid conditions has other negative effects. Studies have shown that safety, productivity, workforce morale and operating cost are also worsened in these conditions. The human body has several mechanisms for rejecting heat and remaining cool. However, once the air temperature exceeds about 34°C, the only effective mechanism is by evaporation of sweat from the skin. This is assisted by acclimatisation which is the human body?s enhanced ability to combat extended exposure to heat. The body has to remain well hydrated when working in heat as even small degrees of dehydration cause significant decreases in the ability to work in heat. There are two ways in which heat load can be reduced: Through use of refrigeration/vent/cooling to reduce thermal stress on workers; Reduce the contribution that heat sources have to underground heat load (e.g. reduce idle time, fleet size, etc). Some of the sources of underground heat have the potential to be more manageable than others. Geothermal heat and heat from autocompression will be found in all mining situations in varying degrees depending on geothermal gradient and surface temperature, however, the use of equipment and blasting may be streamlined to reduce the underground heat load. It is through a combination of the available options that most mines will successfully control their heat related problems. Mt Isa, which has been a focus for heat related study in Australia, has successfully implemented protocols for working in heat. Through combining these with the installation of a surface bulk air cooling plant, Mt Isa has consistently reduced the incidence of heat illness. This is likely to be the most cost effective method of reducing heat load for deep mines in Australia. Shallower mines which may only occasionally encounter hot conditions should consider more portable cooling options. This study will review the heat issues in underground Australian metalliferous mines.

Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.

INTRODUCTION East Side Access (ESA) Contract CQ028 is located in the New York City Borough of Queens. The contract involves construction of a 230-meter (760-foot) long open-cut excavation with a permanent deck supporting Amtrak yard tracks over a semi-circular TBM launch wall on the east end, and the 36.5-meter (120-foot) long Northern Blvd. Crossing on the west end. The Northern Boulevard Crossing will be mined under an existing New York City Transit (NYCT) five-track subway tunnel; Northern Boulevard, a heavily traveled five-lane truck route; and an existing NYCT three-track elevated line; connecting to an existing open-cut shaft adjacent to the existing 63rd Street Tunnel bellmouth. When completed, Contract CQ028 will provide access for future Manhattan and Queens tunnel contracts. The footprint of the open-cut was determined by the geometric requirements of the future Plaza Interlocking facility to be constructed within in another future ESA contract. See Figure 1. This paper discusses design risk mitigations for the key elements of the contract, namely the Northern Blvd. Crossing and the semi-circular TBM Launch Wall. PROJECT OVERVIEW The Metropolitan Transportation Authority Capital Construction Company—East Side Access Project for the Long Island Rail Road will provide Long Island commuters with direct access to Manhattan’s East Side via a new rail line between the Harold Interlocking in Queens and Grand Central Terminal in Manhattan. The project connects the unused lower level of the existing tunnel under the East River at 63rd Street to new connecting tunnels in Queens and Manhattan. Contract CQ028 Scope and Construction Schedule This contract consists of the excavation of an open-cut from the east side of Northern Boulevard, through an existing MTA-owned rail yard and into the western limits of Amtrak’s Sunnyside Yard. The Western Mining Resource Center (WMRC) at the Colorado School of Mines (CSM) received a grant from the National Institute for Occupational Safety and Health (NIOSH) to perform a study that will help reduce the amount of respirable dust generated from the cutting of coal. The study is based upon laboratory testing and field experience. This information is being used to develop a new cutterhead design in conjunction with Joy Mining Machinery. The new cutterhead design is being evaluated with existing computer models developed at CSM. The new continuous miner cutterhead will be tested at the Twenty Mile Coal Company’s Foidal Creek Mine. Baseline testing with the current cutterhead will also be performed. This paper presents laboratory test results, design methodology, and test results performed to date.

"The Netherlands has major resources of sand, gravel and clay, exploited mainly for construction works and the building materials industry. As in most western countries, mineral extraction meets with considerable societal resistance. To this end, Dutch minerals policy aims to prevent extraction by promoting economical use of materials, and the use of alternative (secondary or renewable) materials. Up till recently, it also included a system of production planning to sustain supplies of regionally scarce materials. Dutch policy development is reviewed and discussed in terms of pitfalls and possibilities for mineral planning in general. Promoting secondary substitution has been quite successful, and presents an example. In contrast, the production planning system has been controversial from the start and ineffective as a result, mainly because it attempted to solve supply problems without properly addressing the underlying resistance. In the post war years metals analysts and statisticians have generally tracked the demand for metals in line with changes in OECD industrial production (IP) growth rates because, undoubtedly, the correlation between IP growth and metal demand was reasonable. However the correlation was exaggerated. During times of expanding IP growth metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked in order to reduce costs. Nonetheless, overall, a reasonable correlation between IP growth, over the longer term, and metal demand could be painted. Yet, although this correlation has stood well since the last world war it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, latterly including Japan. The so called "developing world" was of little consequence, whilst countries of the Soviet Union and Communist Bloc were deemed to be closed, self-contained entities which, for each metal, would either be net exporters or importers. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated and takes little account of the worldwide political changes which have occurred since the collapse of communism and the revitalization of China, albeit under a notional communist government. It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs namely, western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are at work and are attempting to satisfy, with some considerable success, the expectations of the great mass of the world's poorer people. Such people, usually located in Asia, Africa and Latin America have aspired to the same standard of living as people living in western Europe, North America and Japan. Now, with free market forces at work their aspirations will start to be met. Consequently, the demand for metals and other raw materials will now rise at a much faster rate than at any other time in the world's history. Not only will the production of raw materials have to keep pace with rising IP in the developed world but will also have to keep pace with the demands associated with the rising expectations of rapidly increasing populations in the developing world, as well as from within the old communist bloc countries. This paper sets out to argue the case that metal demand could well increase at a rate faster than the world's mining companies, governments and financiers can deliver.

Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

"Mine ventilation is in every underground mine a crucial process to ensure mine safety as well as acceptable working conditions. On the other hand is also a major cost factor depending on air requirement and air resistance. Due to the fact that the special layout of mines develop over time, ventilation systems change as well. This may result in complex systems which are suffering severe problems and low efficiency. With attention to the mine safety and costs, ventilation systems have to be controlled repeatedly and optimized continuously to fit changing conditions. The project “Improvement of ventilation systems in narrow vein mines” has been commenced with measuring and data collection in the Bogala Mine, Sri Lanka. This over 150 year’s old graphite mine consists of about 20 levels. The resulting ventilation system is highly complex and suffers problems like high temperatures and humidity as well as a mixing of fresh and used air on lower levels. To solve these problems and to optimize the system the complete ventilation system had been measured on-site first. The gained data have been used for simulations to develop and select an optimal and cost efficient solution. OBJECTIVE As an important process in mining ventilation is a major cost factor and can determine the economic feasibility of a mine. Due to the production mine layouts develop over time and mines increase in size and depth while the ventilation system becomes more complex and may suffer severe problems and inefficiency. Therefore mine ventilation systems have to be controlled and optimized regarding the general requirement of mine safety and health of the miners as well as the costs. Depending on the deposit type, depth, mining method, climate and as well corresponding laws and regulations the possible solutions are varying strongly. The work carried out paid special attention to the improvement of ventilation in narrow vein mines in tropical climate, in this case the graphite mine “Bogala” in Sri Lanka, South Asia."

Investment decision for large mining projects imply an enormous financial risk and therefore, require a more complex risk evaluation methodology taking into account all sources of uncertainty from each process in the project value chain. Generally, the main sources of risk are those related to uncertainty on grade and other techical variables of the orebody. In this study, conditional simulation is applied to develop a risk management model to quantify and to manage financial risk associated to uncertainty on the grade of the orebody. The model was validated in case study on a real porphyry copper orebody in Chile.

Previous studies and research efforts have shown that noise-induced hearing loss (NIHL) is a problem in the U.S. mining industry. This is especially true in surface and underground coal and stone mining where large, noisy equipment predominate. Workers in coal preparation and stone processing plants have also been found to be subject to high sound levels that could potentially cause NIHL over prolonged periods of exposure. National Institute for Occupational Safety and Health (NIOSH) researchers have been conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry to estimate the potential for NIHL within the mining community. One commodity recently surveyed was the extraction of sand and gravel from surface pits and by river dredging. Little is known about the noise environment and worker exposures in these environments, where processing and mining equipment similar to coal and stone are employed. To address the potential for NIHL in the sand and gravel industry, sound levels on and around the dredges and processing equipment were recorded to identify areas of high noise levels. Full-shift worker dosimetry, in conjunction with task observations, was documented to determine the relationship between exposure and source. This paper presents research examining noise on dredges, in several surface mine sand and gravel operations and in the processing facilities. The locations where workers are likely to be overexposed and were found to be most susceptible to noise overexposures are reported. Results indicate that there are areas on the dredges (crane, suction pumps, and diesel engines) where sound levels greater than 90 dB(A) are present. In addition, crushers and screens used in the processing of the sand and gravel also generate sound levels greater than 90 dB(A). Although no surveyed worker exceeded the Mine Safety and Health Administration (MSHA) Permissible Exposure Level (PEL) of 90 dB(A) TWA8, laborers, mechanics, oilers, helpers, pickers, and greasers are the workers likely to be exposed to hazardous sound levels and thus develop NIHL over time. Knowledge of the equipment noise, area sound levels, and worker dose levels is information that management and employees can use to reduce exposures. Exposures can be reduced in certain areas through administrative controls and through engineering controls applied to the noisiest equipment.

India is targeting to boost its electrical capacity from 100 GW to 200 GW within the next 10 years. The National Hydroelectric Power Corporation (NHPC) has decided in2001 to take execution of the 800 MW Stage-II of the prestigious 2,051 MW Parbatihydrol electric project in Kulu district of the northern province Himachal Pradesh. Two parallel 30° inclined underground pressure shafts of 1.542m in length each will be excavated in different geological formations and lined with hexagonal concrete segments by a hard rock double shield TBM. That kind of heading will be a novelty to India and an innovative method for inclined pressure shafts. The 4.88m Mitsubishi DSTBM will be assembled underground on a swivelling steel platform especially designed for the launching as well as for the acceptance of the TBM in the upper cavern of each shaft. The hexagonal segmental lining system causes a significant higher job safety than an open TBM with conventional support. Each ring consists of four honeycomb segments with 20 cm thickness. After finalisation of the excavation a steel liner will be installed and concreted. The Joint Venture Jäger-Seli will perform the two pressure shafts as a sub-contractor for the Indian company Gammon India Ltd.

The use of belt air as an intake source at longwall operations has changed greatly over the past decades. The practical considerations for the use of belt air are controlled by a variety of factors, including airflow quantity and velocity, coal methane content, methane desorption rates, coal mining rate, belt length, stopping leakage and the number of gateroad entries. At longwall operations, the advantages and disadvantages of belt air are different than for gateroad development and longwall panel extraction. During gateroad development, the use of belt air to ventilate the working section will reduce the leakage from the intake to the belt compared to the belt air being ventilated outby the working sections because of lower pressure differentials. A greater quantity of airflow will reach the last open crosscut with the belt on intake than outby, given the same amount of pressure and airflow available at the mouth of the section. This paper will investigate the current ventilation practices regarding the use of belt air during gateroad development and longwall panel extraction. Operating considerations regarding air quantities and pressures to deliver the required airflow will be investigated using ventilation network modeling.

Large reserves of feldspar ore exist in the Aegean region of Turkey. The main colored impurities in these ores are iron- and titanium-bearing minerals such as anatase, rutile, sphene and ilmenite. In this study, a potassium feldspar ore containing mainly quartz and coloring impurities was subjected to beneficiation tests involving magnetic separation and flotation, which were applied either separately or in combination. Bench-scale flotation experiments using cationic collectors G-TAP and Flotigam V-4343 and using HF and H2SO4 as modifiers were employed to separate feldspar from quartz and to remove part of the titanium impurities. The best results were achieved with a combination of high-intensity wet magnetic separation and flotation. A feldspar concentrate containing 16.28% Al2O3, 10.75% K2O, 2.84% Na2O, 69.97% SiO2 and 0.16% Fe2O3 was produced. A quartz concentrate containing 2.30% Al2O3, 0.48% K2O, 0.42% Na2O, 0.07% Fe2O3 and 96.20% SiO2 was also obtained
