The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000 cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

The Larox Power PF Pressure Filter has been developed to meet the challenges of ever increasing output tonnages demanded by the minerals processing industry. This paper will highlight recent experiences at the Rudna Copper Concentrator in Poland, the Escondida Copper Concentrator in Chile and some large zinc concentrators in Australia. Detailed maintenance and operating cost information will be disclosed. Emphasis will be placed on economics on scale gained from higher machine throughputs.

"Horsehead Metal Products is a zinc refinery in Mooresboro, NC, treating crude Waelz oxide (WOX) to produce special high-grade zinc by a hydrometallurgical process comprising leaching, zinc solvent extraction/electrowinning, melting and casting and bleed treatment. Cadmium removal by zinc-dust cementation plays an essential role in the bleed treatment circuit to prevent cadmium buildup in the circuit. Silica, though present at a low level of approximately 0.3 percent in the WOX feed material, had a significant impact on the efficiency of cadmium cementation with zinc dust, most likely due to the passivation of zinc dust particles with silica gel. Solid/liquid separation efficiency by filter press was also affected. To identify the source of the silica issues, silica levels were mapped throughout the circuit, and adjustments, including using pregnant leach solution as the feed to cementation, and pH control in the WOX leaching and neutralization were introduced to mitigate the issues created by silica gel in the circuit. Missouri is a state rich in mineral commodities. There is a variety of types of mining as well as minerals in the state. Different phases of mining are controlled by a variety of state and federal laws. What I hope to do today is to present briefly some of the interaction and interplay that has occurred in the recent years between the mineral industry and the Missouri regulatory agencies, as well as some of the interactions by federal agencies. First a little history which dates back to the late 1600's. For many years Missouri has been a leader in the production of lead and zinc. In fact, recent studies have indicated that Missouri produces better than three-fourths of the nation's present lead supply. Less well known but important resource is iron mining. Some of these operations were the source of confrontation during the Civil War. Major battles were fought in and around Ironton, Missouri where iron mining has occurred for many years. One of the largest pelletizing operations in the state is currently located within the city of Ironton. Joplin, Missouri, the home of Thomas Hart Benton, the famous Missouri painter, has a history of lead and zinc mining, going back to the later 1800's. Many of the paintings by Benton contain reference to the early days of mining in Missouri. There is a Benton mural in the City Hall at Carthage depicting the early days of lead mining in that area. Later, the center of lead mining moved to southeast Missouri near Bonne Terre and Flat River. The names of the towns in this area reflect the history of mining, examples - Leadington, Old Mines, Rivermines, etc. The history of lead mining in Missouri has been referred to in some detail in various publications(l).

Silicosis among metal miners is an ancient disease, probably as old as mining itself.' However, the primitive forms of mining were not productive of much silica dust, and the short life span of slaves used in mining probably precluded the development of more than a few sporadic cases of silicosis. Early diagnostic terms of miners' asthma and miners' phthisis suggested an occupational relationship and a tubercular component, but little attention was given to silicbsis until the turn of this century when epidemics of silico-tuberculosis arose due to the great expansion of the mining industry in the United States, especially silver and gold mining. The expansion was accompanied by mechanization and the introduction of pneumatic tools, which generated increasing amounts of fine silica dust. Mining communities were crowded and hygiene was poor.' The tubercle bacillus would probably have flourished even without the predisposition of silicosis.' As is so often the case in occupational health, biostatistical analyses first called attention to the problem, and environmental-medical studies later confirmed its existence. The bio-statistical analyses were occupational mortality statistics compiled by the Prudential Life Insurance Company in 1907, showing evidence of excessive mortality from tuberculosis and relationship to dust exposure. Pyritic sulfur in coal occurs as discrete mineral particles, and its liberation and physical rejection is the primary target for coal desulfurization. An acceptable solution to the pyrite removal problem from fine coal is not found in the standard methods of coal cleaning such as jigging, heavy-medium separation, tabling, and hydro-cycloning. Although fine coal is an ideal size for froth flotation, this method, as currently practiced is also unsuitable as the fine pyrite usually floats with the coal. One possible solution to this problem may be the froth flotation of pyrite from coal. This reverse flotation scheme would have the major advantage of removing both free pyrite and locked pyrite-coal combinations. With this possibility in mind, we have, as a first step, compared the flotation and adsorption. characteristics of an ore-pyrite and coal-pyrite with potassium-ethyl-xanthate as a collector 1 Related Research. The action of ethyl-xanthate on coal has been studied 2 by Horsley. He measured the contact angles of coal in distilled water and in the presence of purified ethyl-xanthate. The results indicated that the xanthate was not adsorbed by the coal. Additional contact angle data were obtained to determine the effects of cupric, ferric, and ferrous salts on the system. Then either the ferric or cupric salts were in, solution with the xanthate, there was an increase in the natural contact angles of the coal. This indicated that these heavy metal ions activated the flotation of the coal with xanthate. However, ferrous iron did not act as an activator. Horsley stated that the most attractive explanation was that the xanthate is oxidized to dixanthogen in the presence of the ferric and cupric ions.

The efficient and acceptable disposal of fine coal refuse (28MxO) is one of the highest priority problems facing the coal industry today. For many years the established system for the disposal of this fine refuse slurry has been to concentrate the solids in a static thickener and pump the resulting 20-40% solids underflow to lagoons or impoundments. Although this technique has served the coal industry well, increasing environmental concerns and refuse related disasters, such as Buffalo Creek, West Virginia and Aberfan, Wales, Great Britain have resulted in federal and state regulations which now control fine refuse disposal methods. As a consequence of these regulations, the capital costs of constructing, maintaining, and operating regulatory complying impoundments has become in many cases economically unattractive. Areas processing topologies similar to those coal preparation plants of the Appalachians are particularly burdened by these regulations and are consequently turning to alternatives for handling and disposal of their fine coal refuse. The basic requirements of impoundment alternatives as defined by environmental and plant demands are: (1) A relatively solids-free liquid (1000 ppm or less) to serve as plant make-up water in a "closed circuit" system, and (2) a sufficiently dewatered solids product which can be combined with the coarse refuse to form a compactable stable land-fill.

Performance monitoring, operational practices and ongoing collection of geologic data in open pit slopes all provide valuable information for quantifying potential steepening of subsequent slopes. Mining at the Goldstrike open pit has been ongoing since the early 1980’s, with its share of slope instabilities. In areas where slopes have remained stable, consideration has been made for potential slope steepening of final walls. With the proper available equipment, steepening of bench face angles via pre-split blasting is not an uncommon method for steepening of inter-ramp slope angles. As an alternative at Goldstrike, the commonly used Modified Ritchie Criteria for empirical catch bench width has been adjusted resulting in quantified, rock specific formulas for bench width and rock fall berm placement. The result is an inter-ramp slope angle increase of 2 degrees on a 300m high slope, without the necessary purchases and procedural changes that would be required for pre-split drilling and blasting. The result has shown significant net benefits through reduction in mined waste tons and an increase in gold reserves. Location The Goldstrike open pit is located on the Carlin Trend gold belt in northeastern Nevada USA (Figure 1). The mine has produced over 43 million ounces (1.2M kg) of gold during the past 30 years. Engineering Geology Stratigraphy Figure 2 is a stratigraphic section of the rocks in the Goldstrike open pit. Quaternary alluvium and Miocene materials typically are poorly indurated stiff soils and are not present in all locations. Bedrock units consist of siltstones, mudstones, sandstones and cherts. From top down the major units exposed in the open pit are the Vinini Formation, the Rodeo Creek Unit, and the Popovich Formation. In general, rock mass strength increases with depth.

The study investigates the effects of high-velocity impacts of common mine materials on a reinforced mine seal rated to 120 psi. It found that materials propelled during an underground explosion could generate enough stress to crack or damage seals, even with little visible damage. This highlights the need for careful evaluation of mine seals after any impact or high-pressure event.

Mill #4 processes mildly refractory ore from Carlin Trend deposits. Diagnostic analysis of plant operating data was used to generate a mathematical model containing the key parameters influencing the gold recovery. The model was used to direct modifications to plant operating practice. The cyanide dosing strategy was changed to reduce preg-rob gold masses and cut reagent consumption A finer grind was achieved without capital investment. The density in CIL was lowered, and tighter control was exercised over plant throughput. These changes resulted in a recovery increase of at least 2%, worth $111,000/month at $300/oz, and concomitant reagent cost savings of $55,000/month.

The first form is fine silicate particles. The size of the particles can vary from one to twenty microns (1). Fine silicate particles can lead to the formation of crud in solvent extraction circuits (2, 3). At Mooresboro, crud has been observed in Depletion, which is part of the solvent extraction circuit. Silica content in the solution in this section is high. The second form of silica is monosilicic acid Si(OH)4, which begins to polymerize almost immediately upon being leached into solution. Monosilicic acid polymerizes to silica gel or a silica precipitate dependent primarily on supersaturation (5). Factors that influence the rate of polymerization include temperature, sulfuric acid concentration / pH, hydrofluoric acid concentration, seeding, and dissolved salts concentration such as zinc and aluminum in the solution (4, 5, 6). In sulfate systems, silica solubility is reported in the range of 150 to 450 ppm of SiO2 (3, 5, 7)."

The property is located in the Porgera Valley 600 Km North West of Port Moresby. The remote location is 2500 m above sea level. The mine area has 3,600 mm of annual rainfall and a temperate climate with temperatures ranging from 10" C to 22° C throughout the year. Alluvial gold was reported in the Porgera area in 1938 and has been an important source of revenue for the area for many years. Intermittent exploration was carried out until the 1960's when Placer (PNG) Pty. Ltd. with Mt. Isa Mines commenced an extensive exploration program. The property was brought to production in 1990 by the Porgera Joint Venture group consisting of Mount Isa Mines Ltd, Rennison Goldfield Consolidated Ltd. and Placer Dome Inc, each with a 30% ownership and the Government of Papua New Guinea with a 10% share. Placer Dome Inc. is the manager of the property with construction under the direction of the Placer Dome Technical Services group.

Through the early stages of metamorphism, when diffusion is the predominant mineral forming process. there is a tendency toward homogenization of rock units; but there is also zoning resulting from differing primary lithology and structure. Later stages of metamorphism, when infiltration occurs, tend to intensify zoning within the rock mass. The above concepts have been borne out in exploration of talc deposits and skarns. Initially, geologic mapping and soil sampling are directed to understanding mineralogy and petrology. Later, seismic methods are employed to further define lithology in the subsurface. Magnetometer surveys can also define some metamorphic units efficiently. Then, drilling must ensue to confirm lithology and determine extent of mineralization.

Prior to the commissioning of the Sansu Sulphide Treatment Plant (STP), Ashanti Goldfields' treatment facilities were capable of producing some 700 000 ounces of gold per annum. Ore sources were underground refractory sulphides, surface oxides and old tailings dams. In order to increase the mines production to 1 million ounces per annum and to accommodate the change in ore sources as surface mining moved into fresh sulphides, a part of the strategy adopted was -the construction of a new sulphide treatment plant with a capacity to mill 2.2 million tonnes per annum and produce 400 000 ounces of gold. The STP has been designed, built and commissioned. and has been in operation since February 1994. The Plant boasts the world's largest Bio-oxidation facility which is capable of treating 790 tonnes of sulphide concentrate per day at a grade of 11.4% sulphur and is currently undergoing an expansion to increase its capacity to 1050 tonnes per day. The following sections describe the reasons for selecting the BioX® Process, the plant design, the commissioning experience and the plant performance to date.

These are exciting times for those of us involved in the discovery, development, beneficiation, sales and end uses of industrial minerals. The known sources of traditional raw materials are rapidly being consumed or covered up with highways and urban developments. We would never knowingly cover up a source of gold, silver, diamonds, or even base metals with a shopping center, but it has been difficult to justify not locating construction atop a limestone, granite, or sand dune deposit. During the last ten or so years most of the users of significant amounts of industrial minerals have established task forces made up of geologists, mining engineers, beneficiation experts, ceramic and refractory scientists, and senior members of their purchasing departments whose duty it is to determine where the raw materials for their particular finished products will come from now and farther down the road, like 20 years from now. Likewise, these same ceramic and refractory scientists are developing new materials which require a never ending change into different raw materials and the traditional materials must be refined by selective mining, exotic beneficiation practices and expensive but necessary post-beneficiation treatments to produce minerals for commercial use that were either theoretical minerals or at best showcase specimens when most of us here today were in school studiously acquiring a vocabulary which included Calcite, Magnesite, Dolomite , Feldspar, (Labradorite had the play of colors the prof could see but which I rarely focused on) Wollastonite, Celestite, Chromite, Olivine, Barite and Lepidolite to name a few.

In the past decade a principal growth area in refractory technology has been the development and use of extra high alumina refractories. The refractories user is asking for, and is prepared to pay for, higher purity, more dense materials with longer life, less maintenance, and better dimensional tolerance to meet the exacting demand of high output processes. High alumina and bauxite refractories are being used more and more to keep pace with the demand for guaranteed performance. The steel industry, for example, is starting to place great reliance on these products. A unique material now available with all the requirements for extreme purity and density is tabular alumina, already proving itself in many refractory applications.

Good morning gentlemen. My name is George Dials, and I am [vice] president of the Mining and Reclamation Council of America (MARC). The Council is composed of various companies, individuals, and affiliated state and regional trade organizations representing nearly 3,000 companies directly and indirectly involved with surface coal mining in the United States. I am very glad to be here today to address the Society of Mining Engineers of AIMS. While I do not pretend to be an expert in either geological or geotechnical engineering, I am infinitely familiar with the provisions of the Surface Mining Control and Reclamation Act of 1977 (P.L. 95-87) and the Federal regulations that have been promulgated pursuant to that Act. The Office of Surface Mining Reclamation and Enforcement (OSM) was created by P.L. 95-87 within the responsibility for implementing the provisions of the Act and "to ensure that society and the environment are protected from the adverse effects of surface and sub-surface coal mining operations."

T e mechanization of industry to reduce labor costs and to improve product quality is affecting he scale industry as it has affected many other industries. With increased emphasis on higher production rates many operators are experiencing difficulty in overcoming production problems where weight is a factor. Unfortunately, the scale industry has not shown the development over the last twenty-five years that other instrument industries have. For centuries the balance scale has been the standard and the workhorse of most weighing operations. In recent years considerable effort has been applied to designs to make balance scales more acceptable to industries employing automatic or semi-automatic processes. For the most part the designers have not attempted to replace the basic scale but toautomate functions of material handling and human judgement. Modern dump scales, for example, will accept material from a conveyor until a preset amount of material is on the scale, At this time the scale turns off the conveyor, dumps the load of material and repeats the operation with any desired timing. These improvements have helped industry. Even the scale observer has been replaced with devices which observe the scale reading and operate on weighed objects according to their weights. In spite of' the application of automation to the material handling, the balance scale has not been completely satisfactory. One reason for this is fairly evident when one considers the construction of the scales. Inherently, they are slow devices because of the inertia of the beams. The beam scale, primarily a static measuring device, is at the best limited to slow dynamic measurements.

The well-known method of C. Schlumberger, Mise a la masse, has become a popular method again in ore exploration in Norway after many years of dominance by EM methods. The principle of the method is to place a current electrode within a conducting ore body and remove the other electrode to a great distance. (Figure 1). Often it is convenient to place a return electrode on each side of the area explored. The method is best suited for ores that have a conductivity contrast, relative to the host rock, of several orders of magnitude. The potential drop within the ore itself may then be neglected and the ore contact against the rock may be regarded as an equipotential surface. One may say that the ore body is electrically charged. Therefore, in Norway the method is now most often called the Charged Potential Method (abbreviated CP). The most usual way to present data obtained by CP, is to draw equipotential lines based on potential values measured in profiles on the surface. Such a potential map gives an immediate picture of the outcrop of the ore and also indicates disturbing conductors in the neighborhood. It may also be useful to look at the potential profile and its horizontal gradient along the strike axis of the potential map. These profiles may give information about the strike length of the conductor. Figure 2 shows the theoretical profiles of potential and gradient along the axis of the potential picture on the surface over a charged line plunging 15 degrees. It may be seen that the maximum of the gradient curve clearly indicates the lower end of the conductor. Figure 3 shows the corresponding pro- files over a charged line plunging 45 degrees. In this case, it is not possible to see an indication on the curve of the lower end. Only curve fitting could help interpretation in this case.
