Within the past decade, incidents of mining–community conflicts have grown dramatically and represent one aspect of a phenomenon known as social risk. Research published in 2014 indicates that a lack of social acceptance is now a leading and costly cause of delays for mining projects.The rise of social risk, complemented by the need to earn the trust of an increasing number of stakeholders so that mining projects can be developed effectively, is problematic for the industry. Conflicts are occurring in situations where companies are fully compliant with regulatory and legal requirements, despite initiatives by mining companies to earn social acceptance and despite the proliferation of tools to support corporate social responsibility. Intensifying the impact of social risk is the fact that it has increased during a time in the global mining sector when companies have had to grapple with declining commodity prices, increasing capital costs and debt levels and the challenges of mining lower-grade deposits.This paper will explore a hypothesis that in today’s interconnected society, social risk in the mining sector constitutes a legitimate business risk that must be managed strategically. The reality facing mining companies is that information, once considered confidential, now travels quickly on social networks and via a growing number of groups and individuals that have earned a legitimate right to be classified as stakeholders in projects that affect their communities. To be successful, it is suggested that companies will benefit from increasing internal collaboration and providing training to equip teams to mitigate social risk to mining projects and protect reputation capital. "INTRODUCTION The Bureau of Mines Synthetic Liquid Fuels Program again forged ahead during 1952, and important technical advances led the way to improved methods of converting coal and oil shale into liquid fuels. Marking the eighth year of activities under this program, the past 12 months brought a new domestic industry nearer realization.The increasing demand for gasoline and oil and the rising cost of finding new petroleum, coupled with America's growing dependence on imports and the unsettled international situation, have continued emphasize the importance of the Bureau's Synthetic Liquid Fuels Program. Oil, the indispensable material of wartime, likewise has critical importance in peacetime, touching as it does the life of every individual. Supplementing petroleum with synthetic liquid fuels will not only conserve this Nation's petroleum reserves but also will bring into greater use its tremendous reserves of coal, as well as the vast deposits of oil shale for which no other practical use has yet been found.The Bureau of Mines Synthetic Liquid Fuels Program is one of the most important and far-reaching of the Government's research projects. Through development, of commercial synthetic liquid fuels, the United States can obtain oil products from its great inland reserves of coal and oil shale to supplement petroleum in any quantity that may be necessary, consistent with economic and other requirements, such as national defense. The use of raw materials from such deposits would be of highest importance in wartime, when shipping lanes are menaced by the enemy. The Synthetic Liquid Fuels Program of the Bureau of Mines and research efforts of industry have advanced American technology to the point where it is now possible to begin the design and construction of prototype plants. Certainly, significant improvements will be made as the program continues, but this prospect in no way alters the fact that the start of prototype plants should be encouraged. These plants, as the first step in the development of a synthetic fuels industry, would serve a threefold purpose:"

The Iron Ore Company of Canada (IOC) is the largest manufacturer of iron ore pellets in Canada and its customer base covers North American, European and Asian steel producers. The company operates a mine, concentrator and a pelletizing plant in Labrador City, Newfoundland and Labrador, as well as port facilities located in Sept-Iles, Quebec. It also operates a 418-km (260-mile) railroad that links the mine to the port. IOC has approximately 1,900 employees. Its shareholders are Mitsubishi Corp. (26.18 percent), Labrador Iron Ore Royalty Income Fund (15.1 percent) and the international mining group Rio Tinto, which is its major shareholder (58.72 percent) and operator, with activities in more than 40 countries throughout the world. The IOC was incorporated in 1949 and by 1954 it had completed the Quebec North Shore and Labrador (QNS&L) rail line. IOC began mining in Schefferville, Quebec by 1954 and closed those operations down in 1982. In 1962, IOC commissioned the present day Carol Project consisting of mining, concentration and pelletizing facilities in Labrador City, Newfoundland. In 2004, IOC shipped its one-billionth tonne of ore on the QNS&L Railway. In 2005, IOC celebrated 50 years of mining history. The company expressed an interest in reducing the amount of oversize material (>1 m x 1 m x 1 m or 3.2 ft x 3.2 ft x 3.2 ft) being produced and its subsequent downstream effects, including in-pit sorting and reduction, damage to mobile equipment and significant delays in the loading pockets and the primary crushers. To achieve this goal, an oversize reduction project was undertaken by the mine that, to date, has significantly improved upon baseline measures. One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion provided more resistance to the forces created by dynamic water and reduced the infiltration of the emulsion into the cracks and fissures of the rockmass, resulting in reduced amounts of oversize and more consistent fragmentation throughout the muckpiles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realized. To determine the effectiveness of the oversize reduction project, IOC used a first-of-kind technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with GPS locations. A large population of digital images were analyzed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor -- will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

This report describes the initial feasibility, the development and the field demonstration of a system for shaft sinking employing a high energy mechanical impact rock breaker and a compatible muck disposal system. The increased shaft sinking rates, decreased costs and improved safety conditions obtainable by the elimination of the less efficient conventional drill-blast-muck cycles are discussed. Four shaft sinking concepts utilizing the impact rock breaker in various shaft configurations are developed and the field demonstration in a rectangular shaft is described. The progress achieved, the problems and their remedies and the proposed modifications to improve the machine are described.

The critical importance of tap-hole design and management to furnace performance and longevity is explored through examining some of the specific matte, metal and slag tapping requirements of non-ferrous copper blister and matte converting and smelting, ferroalloys smelting and ironmaking systems. Process conditions and productivity requirements and their influence on tapping are reviewed for these different pyrometallurgical systems. Some critical aspects of the evolution of tap-hole design to meet the diverging process and tapping duties are examined. Differences and similarities in tapping practices and tap-hole management are reviewed. Finally core aspects of tap-hole equipment and maintenance are identified that are considered important to securing improved tap-hole performance and life, so pivotal to superior furnace smelting performance.

Extracting lunar ice, to be processed into pure water or hydrolyzed into oxygen and hydrogen, faces many challenges. On the Moon icy-regolith deposits that contain up to 10% water are found within Permanently Shadowed Regions (PSR) at both lunar poles, where temperatures approach -220 ⁰C. NASA has identified several technology gaps that exist in developing these resources including: • Excavating large quantities of icy-regolith • Delivering large quantities of acquired resources • Hardware that is lightweight and energy efficient • Hardware that is reliable and durable. NASA uses public challenges to incentivize innovative approaches to closing these gaps. The Break the Ice Lunar Challenge provides over three million dollars in prize money to teams that compete in developing solution to mining the Moon. This paper describes the rules for this challenge and presents some of the proposed solution.

This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

The Newmont Boddington Gold (NBG) processing plant was designed for 35Mt/y with ball mills expected to deliver a combined new mill feed rate of 4837 tonnes/hr. Since beginning commercial production in late 2009, the plant has steadily increased throughput to meet design capacity in 2014 and reached 37 Mt/y in 2015. Through improved efficiencies, changes to the milling circuit have taken place since commissioning to take the plant beyond its design to an actual throughput of 39.0 Mt in 2017 and a budgeted throughput of 39.4 Mt/y this year.The NBG milling circuit has four parallel ball mills, each consisting of a 7.9 x 13.4 m ball mill with twin 7.5 MW fixed speed motors in closed circuit with twelve 650 mm cyclones. Each mill is fed by two wet screens with the undersize gravitating to a mill discharge hopper where it is combined with the ball mill discharge and pumped to hydrocyclones for classification. The cyclone underflow is re-ground to a target P80 of 150 µm.This paper will focus on process improvements made to the NBG milling circuit which include cyclone reconfiguration, fine screen panel redesign, implementation of an expert control system, mill power draw increase and grinding media changes to take NBG beyond its design throughput.CITATION:McCamley, C, Petrucci, P and Blay, K, 2018. "The index A*b, determined from the Julius Kruttschnitt Mineral Research Centre (JKMRC) drop weight tester (DWT) results, has become well-known in the mining industry as a reliable measure of ore hardness in impact or crushing, having the inferred units of t/kWh. This index evolved from a long history of comminution studies at the JKMRC, including the development of the now superseded JKTech twin-pendulum, the industry standard JK Drop Weight Tester (JKDWT) and the faster alterative JKMRC rotary breakage tester (JKRBT). A reduced version of the DWT, the semi-autogenous grinding mill comminution test (SMC test®), also provides estimates of the A*b though the testing of only one particle size at five specific energies. Experimental determination of A*b using the above devices/tests requires samples, with sufficient mass, to be sent to designated laboratories, registered to conduct such tests. This protocol is fine for bankable and commercial testing, where material characterisation data is used in conjunction with machine specific data in modelling and simulation, and power based calculations. However, for comparative testing, where results are required at the time of sampling (eg for plant troubleshooting or spot-surveys), or for rapid ranking of geometallurgical samples, these existing tests simply do not provide a timely, viable and cost-effective solution. In order to address this critical void in the realm of comparative testing, a new device has been developed, exploiting a central feature of single particle impact testing – that the A*b can be reliably estimated using one precise low energy test. This device, for which a patent is currently pending, called the HIT (Hardness Index Tester), has been precision engineered to allow users to break narrowly sized fragments at a set specific energy, in a safe and easy manner. The manufacturing materials have been chosen carefully to ensure compatibility with the intended use and portability to any site, whilst minimising cost. The device is supplied with a novel quality assurance / quality control (QA/QC) feature, to ensure that the targeted potential energy is consistently delivered. The product from the HIT breakage test can be quickly sized using a single screen to determine the mass per cent undersize, from which the A*b index is calculated directly at site – eliminating the need to send the raw data off-site for analysis. On presized fragments, a single test using 20 fragments takes less than five minutes to complete, and the results are immediately available. The HIT is currently being tested at a major mining laboratory in the US and the results to date have proved it can deliver on all fronts. This paper describes the new prototype device, which offers users a low cost in-house mechanism for estimating the A*b at any mine site, with potential applications on fragments up to 25 mm from drill core, blast chip rejects or the grinding circuit feed. It also outlines the results of field tests carried out by an objective third party mining group and compares the results with those from current industry standard tests conducted on the same material.Citation:Kojovic, T, 2016. This Workshop was held at the Doubletree Inn, Seattle, Washington from September 26 to 28, 1997. Run under the auspices of the Deep Foundations Institute (DFI), it was co-funded by the newly formed Japanese Association of Micropiles (JAMP), and the Federal Highway Administration (FHWA). The Workshop was jointly organized and facilitated by Fujita Research Corporation and ECO Geosystems, Inc., with close support by Donald B. Murphy Contractors, Inc. DFI kindly consented to publish these Proceedings. As is clear from the list of attendees, 42 specially invited engineers from all aspects of micropile technology were present, representing Japanese, European and American practice. This proved to be a most friendly and interactive group of people, who freely exchanged ideas, views and close comradeship, not only during the technical sessions, but (and especially!) during the numerous social events. Perhaps the best illustration of this came in Day 2 when the attendees were divided into five competing teams, each comprising representatives from the different geographic groupings. These teams had to quickly devise solutions to two technical problems (using standard data previously provided. A team of "referees" (who also acted as "coaches") later determined the most apposite response, based on constructability design concept, cost, schedule and so on. Not only were the winning team very liberal in distributing the prize (vintage California champagne) among themselves, but the whole Workshop soon benefited from their generous division of the spoils of victory.

The Bureau of Mines surveyed unit trainloading and storage installations in the midwestern, eastern, and southeastern coalfields. Nine individual operations were studied in detail as a representative cross section of unit train operations in these areas. Of the nine operations studied, three were in Illinois, two in Kentucky, and one each in West Virginia, Tennessee, Ohio, and Pennsylvania. Information was obtained from coal producers, coal sale agencies, railroads, construction and equipment companies, and power companies.

Based on the relationships between severity measure vs. productivity and other factors, this paper presents a comprehensive analysis of US underground coal mine injuries in 1996 by mine size. From the 1996 data, it was concluded that, generally, the larger the mine, the more productive it is (in tons per employee-hour) but the more severe is its injury experience (r = 0.65). However, within very large, large and medium mines, the more productive the mine, the less severe is its injury experience (r = -0.43, - 0.36 and -0.26, respectively). For small and very small mines, a deeply nested analysis would be required to understand relationships. Other interesting relationships and comparisons are presented.

Nowadays more infrastructure tunnel projects are procured using design-build method. In this environment, the Owner’s engineer would typically provide performance requirements for the design-builder, and the Contractor’s designer would work with the contractor to design the tunnel lining based on the Contractor’s means and methods and manufacturing process. This paper will describe the typical requirements provided by the Owner based on its design objectives, and the means and methods by the Contractor that would significantly impact the design. Project examples and recommendations for Owner’s requirements will be provided that can optimize the design and still achieve the Owner’s performance objectives.

The identification of the major subsidence areas in the Eastern Kentucky Coal Field has been made to distinguish the subsidence phenomena on the basis of geographical location. Further, this identification process is based upon selected critical geological, topographical, and mining features in the coal fields. The proposed identification of the regions is derived from a comparison of the subsidence potential in a particular area. The most likely severe subsidence areas are compared to those with the probable low subsidence severity. The combination of certain geological and mining parameters involved allows for the derivation of a classification of the subsidence potential.

This report contains a description of the contract activities performed by ENSCO, Inc. under contract No. H0178069. The purpose of this project was to enhance the Bureau of Mine?s Cableless Electronic Survey System use to aid in the drilling of long (approx. 2000 feet) boreholes in coal. This drilling is performed as part of the methane drainage program. The system that was ultimately developed was field tested 2nd demonstrated in actual in-mine drilling activities. The significance of this system as compared to previous drill survey systems is the fact that it surveys without having to be inserted and removed for each survey point. It is so designed that it can withstand the shock and vibration experience by the drill string during drilling. This means an increased productivity is now possible in that drill operators can determine drill bit positioning in a near real-time environment.

"The increased costs of exploration and drilling of new oil fields and the continued success of water flooding in nearly depleted oil fields have created a demand for information on the results obtained from individual projects. The Bureau of Mines has published several reports concerning water-flood activity in the Midcontinent area and at the request of the industry has continued to collect and disseminate this information. This report was written in response to these requests. It describes in detail the water-flooding projects in Anderson, Franklin, Linn, and Miami Counties, Kans., and includes methods of water treating and the results obtained. The production histories of each county and many water-flood projects are shown graphically from the date of the first development. Maps of most of the major projects, showing their status as of January 1, 1953 are presented also.The practice of injecting water to stimulate oil production was legalized in Kansas in 1935, and the first water-flooding project authorized in this four-county area was initiated by the Texas Co. in December 1935 in Linn County. Forty-nine projects2/ initiated in the area to January 1953 are estimated to have recovered approximately 10 million barrels of oil that would not have been produced by methods used previously. About 7,900 productive acres had been, or are, flooded by these projects, and approximately 136 million barrels of water had been injected.These four counties in the eastern Kansas shallow production area3/ were an important factor in the early history of the Kansas oil and gas industry. This position has been maintained from the very beginning through the early period of vacuum and air injection and into the era of water flooding. The location of the area and the relative position of the four counties and water-flooding areas in each are shown in figure 1.The first drilling for oil in this area in 1860 resulted from investigations of the existence, and use by the Indians, of so-called tar or oil springs. The first wells drilled were nonproductive, and the impending Civil War caused the search for oil to be discontinued. In 1884 a few shallow oil wells were drilled near Paola, and completion of several gas wells near that city led to subsequent drilling of an oil well, which was completed in June 1885, having an initial flow of 10 barrels of oil daily.In 1904 the original Paola gas field became a good oil-producing field. In 1905 the Rantoul field in Franklin and Miami Counties was opened; and drilling activity spread throughout the adjoining area, resulting in development of several shallow oil pools in Linn and Anderson Counties. The first ""shoestring"" pool in eastern Kansas to produce oil was probably the Paola or Pressonville shoestring, which was discovered in 1917. The rate of oil production from the area declined until 1919, when the Centerville shoestring pool was discovered. Discovery of the Colony gas field in 1921 was followed within a few months by drilling of the Garnett and Garnett and bush City shoestring pools. The Schermerhorn pool (now part of the Centerville field) s discovered in 1927, and the Kincaid shoestring pool was first drilled in 1931. The oil-production histories of the individual counties are discussed separately."

"INTRODUCTION This report deals with a comparatively simple application of some of the engineering principles involved in the evaluation, installation, and operation of air- or gas-injection projects and well-clean-out and repair methods to increase the producing rates of oil wells in partly depleted pools during the war. The methods suggested for developing gas-injection projects take into consideration that in general no new wells will be drilled because of wartime restrictions of equipment and manpower and that only existing wells and second-hand machinery will be used. Because air will be employed as the injection medium in secondary-recovery operations where natural gas is scarce and expensive, the disadvantages and hazards accompanying, its use are discussed. Engineering techniques recognized as best modern practice are discussed in relation to the effect of simple air-injection development of properties on postwar operations and Probable ultimate recovery of oil. The report is an introduction to where, when, why, and how an air-injection project should be installed and operated; it is not intended to be an engineering manual for technical guidance in the selection, development, and operation of simulative methods of oil recovery.The report is intended mainly for these thousands of operators in the Appalachian region owning a few wells prodding small quantities or oil daily. Many such operators are anxious to increase their production rates by simulative means and to rehabilitate their wells so that they will produce more oil to help win the war but, in general, are unfamiliar with secondary-recovery operations and cannot afford to hire technical assistance."

In 2004, the engineers at the Deer Creek Mine located near Huntington, Utah initiated the ventilation planning to exploit a remote area of the mine?s reserves. This area was located under a mountain which would not allow for the incorporation of an additional shaft or portal access near the proposed longwall panels. With this constraint along with the desire to maintain a two entry gate road system and the expected condition of frequent coal wash outs a ventilation plan was established. Different options were examined that included; increasing the current exhaust fan power, adding another exhaust fan installation, converting the ventilation fans in the active portion of the mine to a forcing system, and modifying the ventilation system in the active area of the mine to a push-pull system. The push-pull ventilation system was ultimately selected. This paper details the design process of the ventilation system upgrade, the procurement process for the new fans, and the new fan startup testing.
