Operational readiness is a commonly used term in mining and many other industry settings. However, translating this term into a coherent scope of work that is practical and meaningful is a challenge faced by many mining projects. This inhibits the allocation of resources to the work and its completion. The problem is with understanding how the terminology applies to establishing a mining operation. Resolving this problem requires clarity around what operational readiness means for a mining project’s transition to operations and who owns the tasks of completing operational readiness. The motivation for resolution of this problem is in appreciating the consequences arising from any lack of clarity in definition of this task, the timing of the work, and ownership for its completion. In broad terms, these consequences amount to an erosion of value at a critical time for both the new mine and the company and shareholders. This situation often arises where operational readiness is not adequately addressed in project’s study phases. As a result, neither time, resources nor money are adequately provided to complete the work required. In other cases, operational readiness is sometimes assimilated with the delivery of the project’s physical assets by the project’s construction team, rather than aligned with the establishment of the operating team to deliver the desired operational outputs. This paper argues that operational readiness starts in a project’s study phases and flows through into the start of operations. The definition of operational readiness is discussed as a task, and a model for its planning and completion is presented. This discussion includes assigning ownership for operational readiness planning and delivery to the General Manager of a new operation and the operations leadership team, who are central to the success of this work. After all, the reputations of this leadership team depend on the performance of the operation in its first few years. The author’s work over the last 20 years, leading operational readiness programs and the preparation of feasibility studies for mining projects, has provided the insights and evolution of ideas that are central to this paper. Operational readiness is fundamentally directed at ensuring a new mining operation gets away to a successful start and builds a solid foundation for the future of the mine/operation/province. It requires clarity of purpose, ownership and coordination by people in the operating team, and their preparation of the requisite process definition and establishment of the significant relationships required for operations. Without its successful completion, it is unlikely the new operation will meet and sustain its start-up targets. This paper discusses a practical approach to operational readiness for mining projects.

The Bureau of Mines actively conducted a well-coordinated research pro- gram during the past fiscal year on problems dealing with the production of oil and gas, transportation of natural gas, chemistry and refining of petrole- um, thermodynamic properties of hydrocarbons, and the processing and utiliza- tion of incombustible helium gas. These particular reserach phases, compris- ing the presently scheduled activities, are integral parts of a broad program selected soon after the war as suitable for Bureau of Mines study, to meet immediate needs for specific information on petroleum and natural-gas problems of national scope. Important progress was made and many technical reports were finished during the year. Several reports were published on gas-condensate production problems, one giving the results of laboratory tests of relative merits of various steels and alloys for rosisting the corrosion that occurs in high-pressure gas- condensate wells. Research was continued, using the Bureau's windowed cell, to determine the characteristics of gas-condensate fluids, and an important paper on the phase relations of these fluids at low temperatures was published. An important part of the Bureau of Mines petroleum production research program for many yoars has been the engineering study of type oil fields. This year reports waro completed on the Lake Creek, Sheridan, and West Rod River fields, Tex.; the Atlanta field, Ark.; and the Bogge field, W.V. Othor fields under study and for which reports will be issued are the Carthage and Now Hope fields, Tex., and the Weber pool, Okla. Spocial studios to determine the characteristics of the oil-gas solutions as they exist within the native reservoir rocks have been in progress in the North Lindsay field, Okla.; the Elk Basin field, Wyo. and Mont.; and the Rangely field, Colo. The North Lindsay study brought to light several un- usual physical proporties of the oil as it is found in this deep-seated reservoir. For instance, its viscosity is less than that of water, and more than 2 barrels of the initial reservoir oil must be produced to yield 1 barrel of "stock-tank oil." In the Elk Basin and Rangoly fields the oil-gas solution varies in composition within the reservoir, depending upon structural location. Engineering studies were continued on woll spacing and on drilling fluids with special emphasis on obtaining uncontaminated cores, or coros for which the flushing action of the drilling fluid can be dotormined accurately. In connection with research on production of oil by secondary recovery methods, progress was made in studies of conditioning water for subsurface injoction, of input ratos and pressures for water-flooding oil sands, and of the selective plugging the more permeable mediurs to prevent or retard channel- ing of the injected fluid. The availability of fuels for all types of internal-combustion engines still is tho primary resoarch project in potroleum chomistry and refining. This rosearch program is subdivided into a sorios of problems under four main topics: (1) Raw-material studios; (2) relationships of fuel consumption, proporties, and performanco; (3) utilization of potroleum products; and (4) analytical mothods, which include chomical and physical property detorminations.

An attempt has been made in this investigation to define the conditions under which ammonium nitrate (AN) might detonate as a result of involvement in fire. The initiation of detonation by shocks derived from explosives or from projectile impact was investigated as a function of temperature and charge diameter. A new technique was devised to investigate the burning of raw and contaminated AN under pressure. No transition, to detonation in AN was obtained in the burning experiments. The critical diameter for detonation of fertilizer-grade AN was found to be quite small when the AN was at temperatures just below melting point; this indicates that initiation of detonation may be less difficult at elevated temperatures but such initiation by gas-phase detonation was shown to be unlikely. Transition from burning to detonation was obtained with AN intimately mixed with fuels that included polyethyl-ene, paper, and fuel oil when these were contained in vessels with restricted vents. However, the experimental results supported by an analytical study indicate that the initiation of detonation in AN from fire exposure in normal storage and from transportation incidents is quite improbable. The detonation of AN in recent incidents more likely may have resulted from the effects of adjacent explosions.

During the past three years, a new rear-dumping dragline bucket technology has been patented, developed and tested at North Dakota coal mines. Field testing has shown that this new concept in dragline bucket technology can improve strip-mining efficiencies by reducing cycletimes and increasing dumping radius. This article details the process, participants and the results for the development of a rear-dumping dragline bucket. Participants in the process In November 1995, the board of directors of Dakota Coal authorized the execution of a field test and option agreement and a license agreement with the partnership of D.F. Schmidt, electrical/maintenance supervisor, and Bill Lengenfelder, president of Modern Industrial. The board also authorized entering into a dragline bucket field-testing agreement with the Falkirk Mining Co.

"Location. The copper mines of Michigan are all in the northern part of that state on the Keweenaw Peninsula, which extends from the (Michigan) mainland for about seventy miles northeasterly toward the middle of Lake Superior. The mines occur in a belt or zone occupying the central portion of the peninsula from end to end.. The most productive mines for many years past have been those located not far from the city of Houghton in' the central part of the zone, in a section extending about ten miles southwest of Houghton and fifteen miles northeast. The most important mines in order of location, from the northeast to south¬west, are the following: Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet. and Hecla, Osceola, Franklin, Quincy, Hancock, Isle Royale, Superior, Baltic, Trimountain, and Champion. The first three named are in Keweenaw county and all of the others are in Houghton county. Still farther to the southwest are the Lake, Mass, Adventure, Michigan, Victoria, and White Pine mines. These are in Ontonagon county.History. The exploitation of these copper mines extends back into prehistoric times. There is little evidence that the American Indians carried on mining operations in this region in the period shortly before the advent of white men, but there is abundant evidence that the ancestors of the Indians, •or some earlier inhabitants of the region, carried on primitive mining operations. For example, Mr. S. O. Knapp, Agent of the Minne¬sota Mining Company, in the winter of 1847-48, made the first discovery of prehistoric mining. As the mining industry moves further into developing countries in search of new resources, its role in international development is coming under increasing scrutiny. This is a trend that is likely to accelerate, along with the potential for headaches among managers in the industry. Public interest in development and environmental issues is rising as faith in “big business” falls. This has strengthened nongovernmental organizations (NGOs) campaigning for sustainable development. And it has put more pressure on banks, governments and development agencies to curb corporate misdemeanors. Developing world governments are also becoming emboldened to reject previously agreed terms they do not consider equitable. The mining industry has begun to formulate a response to these pressures but must go much further. Societal and environmental issues must move from public relations to core strategic thinking. Abiding by rules or codes is not a relevant response. Instead, genuine support for sustainable development is required. This will involve delegating the responsibility for engaging with local communities to on-the-ground staff and developing a dialogue with local stakeholders rather than conducting an initial assessment and disengaging.

Rock property tests were performed on NX-size diamond drill core from the roof, floor, and coal from the longwall mining section of Federal No. 2 mine, West Virginia. The purpose of these tests was to determine the engineering properties of the various strata as part of a ground control study of the longwall operation. The following tests were performed: 1. Uniaxial compressive strength, Young's modulus, and Poisson's ratio 2. Triaxial compressive strength 3. Brazilian tensile strength 4. Modulus of rupture 5. This paper describes mining methods and practices of the Morenci Branch, Phelps Dodge Corp., Greenlee County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts in the United States. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed substantially to improving the efficiency of mining operations. The morenci open-pit mine (see photograph, fig. 1) is in southeastern [zona] (fig. 2), on U.S. Highway 666 about 5 miles north of Clifton, county at of Greenlee County. The concentrator and smelter are near the mine at an altitude of about 4,400 feet. Figure 3 is a map of the mine and plant.

"Introduction Many operators in western Canada, with a background in the minerals industry, talk of ""coal beneficiation"", whereas the coal industry generally uses the term ""coal preparation"" . The sophisticated cleaning circuits and thermal drying units found in western Canada makes the term beneficiation particularly appropriate. This chapter uses standard coal preparation terminology(l,2J and assumes general knowledge of coal preparation unit processes and equipment(3,4,5). The geologic setting and mining methods of western Canada, described elsewhere in this volume, present for preparation run-of-mine coals which have particular problems. As a result the cost of preparation is a higher proportion of the total minesite production costs than in other coal fields . Preparation requirements are determined by the types of coals being produced and the markets in which they are sold. Western Canadian coals have a low sulphur content and do not require cleaning on this account. Prepared coal from western Canada has to be shipped vast distances -to the Pacific Rim countries and Ontario in particular -and the savings in transport costs justify the high costs of preparation. Factors which dictate selection and operation of the preparation processes are: i) Market specifications and coal rank. ii) Size distribution of particles and particularly the liability of coal and refuse particles to degrade during handling and processing. iii) Quantity and characteristics of the associated refuse. iv) Washability characteristics (the distribution of particles by specific gravity within each size fraction). v) Surface characteristics of the fines. vi) Variability of the raw coal. Where the product (coal or discard) has a high fines content special consideration must be given to dewatering, the removal of surface moisture, to give acceptable handle ability characteristics. In the severe winter climate of the western foothills and mountains thermal drying is necessary to prevent freezing of washed coal in stockpiles and railcars."

An overview is given of two new developments in mine atmospheric monitoring. A new personal dust monitor (PDM) that gives real-time respirable dust readings is discussed. The unit is mounted within the minerÆs cap lamp battery and internally measures the true particle mass of dust collected on its filter. Samples are available for later mineralogical analysis and results do not exhibit the same sensitivity to water spray as optically-based measurement approaches. The technique achieves microgram-level mass resolution even in the hostile mine environment and reports dust loading data on a continuous basis. The monitor has been evaluated under an Australian Coal Association Research Program (ACARP) grant and is being adopted for statutory mine respirable dust determinations in the United States (US). The monitor has particular application for determining location of high dust sources. It can evaluate the efficiency of engineering means of suppression and other approaches to reducing dust levels. It has been recognised that the PDMÆs unique measurement approach has application to allow real-time atmospheric diesel particulate matter (DPM) monitoring. The industry has no real-time atmospheric DPM monitor at present. Recent surveys in New South Wales and Queensland show significant numbers of miners continue to face full shift DPM exposures in excess of internationally accepted levels. Real-time DPM monitoring will allow the industry to pinpoint high exposure zones where a number of trucks and other vehicles work in areas of poor ventilation. Knowledge of high DPM concentration zones allows efficient modification of work practices to reduce underground minersÆ exposure. Approaches to uses of the DPM form of the monitor and the design of tag boards are discussed. Some outcomes from mine tests with both these new instruments are given.

Definition and delineation of in-pit ore and waste material are the most significant tasks for an open pit production geologist; adding or destroying value in the mining value chain. Anglo American’s Mogalakwena Platinum mine, an open pit operation in South Africa moving 100 Mt/a, has recognised the value of improved material definition and is in the process of changing from blasthole to reverse circulation (RC) sampling for in-pit grade control. This is aimed at obtaining more representative samples, which are required to maximise ore recovery, minimise waste dilution and to increase the accuracy and confidence of production forecasts. Early in the project, it was realised that the key risks for implementing RC grade control were related to change management processes, rather than failure of technology. Recognising the importance of this issue, Mogalakwena chose an integrated implementation approach that incorporates all stakeholders of the mining cycle in order to develop a process that delivers maximum value and is sustainable within an active mining environment. The following core goals were addressed over five phases of project implementation: extensive definition and design of integrated project implementation, comprising: project buy-in and ownership from all key stakeholders, including survey, geology, mine planning, drill and blast, load and haul, maintenance, supply chain and finance; and detailed analysis of all potential issues and possible solutions, allocated to stakeholders as part of the scoping process; optimising hole patterns and drilling procedures, focusing on delivering maximum value for minimum cost using multiple scenario analysis from borehole data and operational sequencing requirements; and evaluation of lessons learnt during project implementation in order to optimise the technical solution and operational efficiencies. Although this project is not yet finalised, Mogalakwena Platinum Mine is already providing a blueprint for the effective development, implementation and optimisation of sustainable in-pit grade control RC drilling for other open pit mines within Anglo American plc.

In recent years, there has had a greater recurrence of studies and projects that consider tailings filtration followed by dry stacking to reduce the consumption of fresh water, the space required for disposal, and, eventually, to reduce the costs of the project. In addition, this technique could be required to meet new environmental restrictions to extend the life-of-mine of existing plants or to enable the development of new projects, especially in areas of high social interest. This article is intended to describe the most relevant technical aspects of the design and implementation of an iron ore tailings filtering system and its final overland disposal as well as physical and metallurgical surveys, and laboratory and pilot testing. Furthermore, it is presented how these activities are inserted in the project development to rationalise the resources. The case under study considers an iron mineral wet magnetic concentration processing plant. The outcome tailings are dewatered by means of thickeners, where the overflow water is recycled back to the plant. The underflow slurry is pumped into intermediate storage tanks before proceeding with further dewatering and final disposal. The project consists of a tailings filtration plant, belt conveying systems, a temporary stockpiling system, trucking loading and transportation system, moisture-conditioning facilities (spreading and airing), and final disposal facilities (compacting). Due to the stickiness of the filtered tailings that governs the belt conveying system design, the operating moisture range must be established. Besides, proper technical aspects such as planning, executing, and analysing both the laboratory and the pilot testing data to validate process design parameters; selecting filters; defining spare filtering capacity; handling the out-of-range filtrated moisture; sizing the belt conveying system; configuring the equipment involved, must be considered.

THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to "disseminate information concerning these subjects 'in such manner as will best carry out the purposes of this Act.'" In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960,4 from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963.7 The leading general and technical libraries of the United States maintain files of the Bureau's publications. The latest downturn in the world’s metal prices has forced many mining companies to focus on cost reduction and productivity improvements to remain competitive. Maintenance represents a significant part of the overall operating costs in the mining industry. A structured, proactive maintenance approach, such as reliability-centered maintenance, can achieve cost reductions and productivity improvements. Remote condition-monitoring systems are becoming commonplace because they have the potential to identify problems before failure. Detection of equipment degradation before failure will enable repairs to be scheduled, thereby reducing costs and interruptions to production. The mining industry is in the midst of uncertain times. Decreasing commodity prices, demand, head grade and capital availability along with increasing environmental requirements have put pressure on mining companies to significantly reduce costs to maintain short- and long-term viability. Corporations are looking at expansion, merger/consolidation and financial/hedging programs to achieve these cost reductions. Mines are reducing costs by eliminating all but essential expenditures, increasing production levels, reducing overtime and investing in new technologies.

Os efeitos de elevadas temperaturas e do tempo de exposição sobre as propriedades mecânicas de um ferro fundido cinzento hipoeutético foram avaliados em amostras de dois ferros fundidos da classe FC300, de mesma base, com diferentes percentuais de molibdênio. Ensaios de tração até ruptura a quente foram realizados em corpos de prova com diâmetro de 10 mm, usinados de um pino bruto de 30 mm de diâmetro. Os ensaios foram realizados a frio (temperatura ambiente) e a quente (200°C, 300°C, 350°C, 400°C, 450°C, 500°C e 550°C). Os tempos de exposição a elevadas temperaturas, após homogeneização térmica do material, foram de 0, 60, 90 e 120 minutos. As amostras com maior percentual de molibdênio (0,27% em peso) apresentaram melhores propriedades mecânicas para todas as condições ensaiadas. De acordo com a literatura a redução na resistência mecânica com a elevação da temperatura é atribuída à ocorrência de decomposição da perlita, como resultado da difusão do carbono vindo da cementita às lamelas de grafita, que é o responsável pelo aumento da quantidade de grafita no material. As análises metalográficas evidenciam a ocorrência deste fenômeno. Aumentos no tempo de exposição a temperaturas elevadas também contribuíram para a degeneração da perlita.

"Minerals, minerals, minerals. Elements occur in the earth as minerals. If local physical, chemical and structural conditions are conducive to concentrating these minerals to sufficiently high abundances in the earth’s crust, a mineral deposit will form. If technology is available to extract metals from the minerals economically, then you have a mineral resource that will be mined and processed. Determining which minerals are present and quantifying their abundances, textural characteristics (grain size and shape) and how they are intergrown with each other is the realm of the mineralogist. Geologists use this mineralogical data to understand how the mineral deposit formed, how to find high-grade zones within the deposit and where to find other mineral deposits. Metallurgists use this data to design, operate and optimise processing facilities to extract metals from the minerals. The types, quantity and precision/resolution of the mineralogical data required by geologists and metallurgists are different, but are not mutually exclusive of each other. "INTRODUCTION Outer space technology and exploration have reached a tipping point so that mining and mineral processing in outer space is now a certainty and not a dream. Several competing companies, worldwide, are well on the way to building spaceships to land on the Moon and eventually mine the Moon and asteroids for volatiles, rare earth metals and Helium-3. The Google Lunar XPrize offers a $30 million prize1. China has recently landed a spacecraft on the Moon. The European Space Agency, with cooperation from the United States, has landed a spacecraft, Philae, on a comet. And, Mars One is planning a one-way trip to establish a settlement of humans on Mars. How and why are the Moon and asteroids and their resources of interest to private space industry and companies? Why are the Moon and asteroids viewed as a potential business venue? GEOLOGY OF THE MOON AND ASTEROIDS –WHY DO WE WANT TO MINE THERE? Space enterprises are actively working towards establishing and operating lunar and asteroid mining locations for resource extraction, resource processing, conversion to salable products, and distribution of the products and services in space and to Earth and beyond2. Forty-five years ago, the Apollo manned missions to the Moon returned rocks and regolith to Earth, which were studied and analyzed. What they found was that the Moon contains valuable minerals and resources. These minerals are largely due to meteor and asteroid impacts, which have, over eons, created this mineral rich regolith. These impacts have occurred on Earth as well, for billions of years, particularly early on in the history of the solar system. However, on Earth, wind, water, and vegetation have erased most of these impacts. On the Moon, in contrast, the only weathering is caused by subsequent impacts and the solar wind. The Moon regolith contains valuable rare earth minerals, platinum-group minerals (particularly where the Moon has been impacted by asteroids), volatiles (useful for processing and habitation), Helium-3 and titanium. Almost non-existent on earth, Helium-3 is abundant and accessible on the Moon and can be used in nuclear fusion power plants, producing much more energy than fission reactions and with much less radioactive waste. One of the main reasons Helium-3 is sought after as a fusion fuel is because there are no neutrons generated as a reaction product. Governments and private companies focus on mining of Helium-3 on the Moon as a basis for their economic models. Moon Express, one of the private companies who is planning on mining on the Moon, will recover moon rocks to fund its early operations25. Subsequently, it will recover Helium-3, platinum, and rare earth metals, as it engages in surface mining operations."
