"The presence of the naturally occurring radioactive elements uranium and thorium in rare earth (RE) resources can present challenges in achieving regulatory and social acceptance. The discovery and awareness of radioactivity in mineral resources radioactivity typically generates strong public intuitive responses that may be project prohibitive; a significant proportion of such resources contain radioactivity.The objectives of this paper are to demystify the presence of uranium and thorium in RE resources and to demonstrate how a RE project can be safely developed, operated and closed from a radiological perspective. Radioactivity in RE resources is principally thorium-based. Thorium is interesting and challenging from a metallurgical perspective – one of those stubborn metals commonly assessed as refractory. Thorium is difficult to mobilise into solution and easily precipitates out. Thorium is a common element in the earth’s crust – about 10 ppm on average, and natural geophysical systems conclusively demonstrate its immobility. Specific mine tailings contain elevated levels of thorium, but the contained thorium is neither a significant ecological nor a personal hazard.Waste management for a hard rock rare earth project includes the management of mineral processtailings, waste rock, and metallurgical residue. Proven strategies are available for tailings and waste rockfor all climate conditions. The management of the metallurgical residues is potentially more challenging.Example robust strategies for addressing these challenges are presented.A potential way to reduce the radioactivity of rare earth metallurgical wastes is to selectively remove uranium and thorium. Uranium oxide is readily marketable, but its concentration as a byproduct typically triggers extensive regulatory processes. Thorium is presently not marketable, but may be so in the not-too-distant future with the development of thorium-based nuclear energy. The pro’s and con’s of uranium and thorium byproduct recovery are summarized."

In 1994, the East Bay Municipal Utility District (EBMUD) commenced a system-wide Seismic Improvement Program to protect their facilities from catastrophic damage. A primary focus of this program has been on retrofitting the 75-year old Claremont Tunnel, which crosses the active Hayward Fault zone. A large earthquake on the Hayward Fault could generate enough right-lateral fault slip to effectively sever this important lifeline. The retrofit project involves construction of a new bypass tunnel through the Hayward Fault zone, together with systematic contact grouting and localized structural repair of the existing concrete liner. Several innovative design measures have been incorporated into the seismic retrofit design, including an oversized tunnel cross section, backfill concrete side drifts, seismic isolation of an internal structural pipe, and shear fuses in the final lining.

Design of cost effective engineered solutions to complex problems requires the team efforts of the owner, the designer and the specialty construction contractor. The basic ingredients of success required to remain competitive and still produce a quality product are creative design based on experience and sound engineering principles, plus practical aspects of constructibility. The three case histories describe creative design/construct approaches that benefited all parties. 1. Introduction The increasing demand placed on specialty contractors to provide cost effective buildable solutions to complex construction problems compels us in the industry to be highly innovative. The practice of geotechnical engineering is considered more of an "art" than perhaps the other disciplines within civil engineering largely because of the basic nature and variability of soil and rock. The geotechnical design engineer must have the knowledge of the components of his design and know the limitations of his equipment and labor force. Thus, for the design/build specialty contractor the potential for creation of unusual solutions to difficult problems is quite high.

This final report reviews installation, maintenance and inspection of mine pager telephone installations. A Technical Handbook was developed and distributed. Certain commercial telephone test equipment was modified and a tone source and switching circuit were developed for use in the testing of mine pager phone systems. Descriptions are included of the modifications to a commercial test set and of a tone source/ switching unit.

Numerical simulation of the fluid flow and heat transfer has been carried out for a waste-heat boiler in an Outokumpu type copper flash smelter. In this boiler, SO2-containing off-gas flows into the waste-heat boiler radiation section at about 1350°C. A fraction of cooler off-gas from the electrostatic precipitator at about 200°C was recirculated into the radiation section, and a small amount of ambient air was leaked into the boiler from the bottom. The computational results show that the flow is strongly recirculating and distinctly three dimensional in most of the boiler, particularly in the radiation section. The hot off-gas cooled down rapidly after entering the radiation section due to radiation. The predicted flow pattern and temperature distribution were in a good agreement with laboratory models and industrial measurements.

"Metallurgical extraction processes often call for the heating of aqueous slurries. Indirect heat exchangers are generally not feasible for service with high yield stress slurries because of low heat transfer rates. It is more appropriate to heat the slurry by direct contact, typically with steam as the heating medium. Although having a long and successful history, direct-contact heat transfer to aqueous slurries has been used without the support of pilot plant research. This paper provides results of the needed research, the work being done at a scale large enough to enable direct scale up to commercial operations. A pilot plant heater was constructed and tested to develop an understanding of the slurry heating process and to ensure that commercial scale heaters were appropriately sized.INTRODUCTIONPressure Leaching OperationsPressure leaching operations are often used to oxidise sulphide gold ores, or for extraction of nickel and cobalt from laterite ores with sulphuric acid. Where there is sufficient sulphur available, the exothermic pressure oxidation reactions can be self sustaining at temperatures as high as 225 ºC, without having to preheat the feed slurry. At lower sulphur levels, slurry preheating is required. This is typically achieved by utilising the flash steam released from the slurry letdown stages and contacting this directly with cold incoming slurry ahead of the autoclave. The vessels where this slurry-steam contact is made are known as heaters or condensers, with the number of pre-heat stages varying, depending on how much heat is evolved in the oxidation reaction (Mason, 1990).In nickel laterite pressure acid leaching processes, which operate between 245 and 270 ºC, the only significant exothermic reactions are those associated with dilution of sulphuric acid in the leach. As a consequence, slurry preheating with flash steam is always used commercially. In practice the number of flash steam preheating stages required varies from 1 to 3, driven by a number of factors, including other uses for flash steam and the upper temperature limit at which preheated slurry can be pumped. A diagram of a typical pressure acid leach train is shown in Figure 1.For pressure acid leaching operations and at low sulphur levels in pressure oxidation, boiler generated direct steam addition to the autoclave is required to sustain the reaction temperature. For this reason it is imperative that the flash steam – slurry heat transfer is efficient and the slurry temperature approaches that of the flash steam closely."

THE Dominion Steel and Coal Corporation, as a coal mining concern and as a steel industry, has much pumping to do, and the conditions are as varied as it is possible to make them. We are faced with handling large quantities of water at low heads, and small quantities of water at high heads. We have fresh water, we have salt water, and we have highly acidulous water (see Table II). Our pumping problems are concerned chiefly with mechanical reliability, continuous, reliable operation, first cost, and operating cost. The Corporation is actually expending more than 15 per cent of its power consumption at the mines in pumping water, and at the steel plant about 17 per cent; that is to say, 16 per cent of the Corporation's entire power consumption goes into pumping water ( see Table I). We are pumping out of the mines 2 ½ tons of water for every tan of coal that is produced. At the Steel Plant, we are pumping 188 tans of water for every ton of steel we produce. (See Tables III and IV). The mine is pumping at high heads, up to as high as 1,400 feet in one lift ; in the Steel Plant it is, fortunately, at lower heads, 250 feet or 110 lb. being the general maximum. It behooves us, therefore, to look into the question of efficiency. In whatever direction we can gain something, it will be worth while. The centrifugal pump is not an adaptable machine. That is, a pump designed for some particular location and purpose will not always work efficiently if installed in some other place and used for some other purpose. It must generally be designed for the particular job it has to do. Reciprocating pumps are not so sensitive. We have Cameron plunger pumps that can be set up almost anywhere in a mine and they will work, but for big jobs they are apt to be clumsy and the driving power becomes a factor- which is, in fact, the controlling factor in deciding the type of pump we use. One disadvantage of the a.c. induction motor, however, is that its speed cannot easily be controlled. At its rated speed and output, it is a highly efficient machine, but, with any change in these, its efficiency goes all to pieces.

The Sensor Based-Sorting technology is an emerging technology applied in mineral separation and concentration. The technique consists in using a method known as Dual Energy X-ray Transmission sorting (DE-XRT). The particle's position over the conveyor belt was evaluated and, despite de variability of results, shows that there is no a position with greater accuracy on the sensor's reading. Results obtained indicated that DE-XRT sorting technology was able to significantly reduce the mass and the ash content of the ore feed, being an interesting option for reduction of costs and improvement of coal quality in beneficiation plants.

Radioisotopes of selenium (se78) and tellurium (Te123) were successfully employed by the Bureau of Mines as tracers in metallurgical research directed to developing improved methods for volatilizing these elements from low-tenor raw materials. Prior research, guided and controlled by conventional analytical methods, was seriously hampered by inconsistent selenium and tellurium analyses, by the slowness of the conventional chemical methods, and by the poor accountability of these volatile elements in test products. Methods were devised and evaluated for admixing the radioactive tracer with typical raw materials and then following the deportment of the selenium and tellurium by radiometric methods with occasional chemical analysis checks. These techniques were found unusually effective in (1) quantifying the completeness and the rate of volatilization of selenium and tellurium while heating the raw materials at different rates to different temperatures and (2) accurately tracing and quantifying the distribution of minute amounts of these volatile elements in the several products made by high-temperature treatment and in the several units comprising the experimental equipment.

Flame cutting and welding is one of the major causes of fires and explosions in underground U.S. coal mines. On May 20, 2006, a flame cutting operation at the Darby Mine No. 1 led to an explosion that resulted in five fatalities. On January 22, 2003, another explosion caused by flame cutting at the McElroy Mine resulted in three fatalities and three serious injuries. On June 22, 1999, a flame cutting and welding operation at the Loveridge Mine caused a fire that resulted in sealing of the mine for an extended period. Finally, on March 19, 1992, an explosion at the Blacksville No. 1 Mine that was caused by welding resulted in four fatalities. The National Institute for Occupational Safety and Health (NIOSH) conducted a study on fires and explosions in underground U.S. coal mines that were caused by flame cutting and welding operations to determine the root causes of these types of fires and explosions. The methodology included interviewing mining personnel who perform flame cutting or welding operations in underground U.S. coal mines and visiting mines to observe these operations, and MSHA reports of investigations and accidents statistics were analyzed. The results were used to identify and compare differences between flame cutting and welding practices and techniques in small and large mines, Eastern and Western mines, low seam and high seam mines, room and pillar and longwall mines, and between experienced miners and new miners. As a result of this study, best practices and interventions were developed to reduce the number of fires and explosions caused by flame cutting and welding. This paper provides a summary of this work. Process mineralogy focuses on the chemical components and mineral composition of ore, dissemination size of valuable minerals, the occurrence of valuable and detrimental elements as well as the behavior of each mineral in the process. Through determining process mineralogy parameters and analyzing the characteristics of minerals, the results of process mineralogy study can provide mineralogy data for making a reasonable mineral processing technology program and optimizing the process. A detailed process mineralogy study is carried out for a complex rare metal ore in this paper and the results show that niobium mainly exists in the form of ferrocolumbite as well as nioboaeschynite and zirconium primarily occurs as zircon. The valuable minerals including Th-nioboaeschynite, ferrocolumbite, zircon, etc. have the characteristics of fine dissemination size, wide size range, complex chemical composition and variable physical properties, which mean it is a refractory ore. According to the results of mineral composition of ore, chemical composition of minerals, dissemination size of minerals, magnetism ranges of minerals and the distribution of niobium and zirconium, the process of ?desliming-Nb-Zr bulk flotation? is designed for this ore and the niobium-zirconium bulk rough concentrate with the grade of Nb2O5 9.43%, ZrO2 24.95%, Ta2O5 0.36% and the recovery of Nb2O5 77.66%, ZrO2 76.70%, Ta2O5 75.13% to crude ore can be obtained in the whole process closed-circuit test.

Much interest has been shown recently in the possible utilization of dolomite as a source of magnesium metal, a large production of which is deemed essential for national defense. As a result, many inquiries have been received by the Bureau of Mines as to sources of dolomite. This report has been prepared primarily to augment the Bureau's present published information on the occurrence of high-grade dolomite deposits in the United States. To supplement such data, the report also defines dolomite and related rocks and describes their properties and uses. The uses are covered in some detail in Information Circular 6524 entitled "Utilization of Dolomite and High-Magnesium Limestone," published in 1931 but now out of print. All essential data on uses contained in that report have been incorporated herein, and. have: been supplemented by data developed during subsequent years. DEFINITION Dolomite is a mineral composed of calcium end magnesium carbonates combined in equal molecular proportions, expressed by the formula CaMg(C03)2. "The name bentonite has been applied to a group or series of clay-like materials characterized by an alkaline oxide and alkaline earth content of 5 to 10 per cent, fine grain Giza, high absorptive powers, and usually very strong colloidal properties.Bentonite probably represents no mineral of fixed composition, and its physical properties vary considerably. The type material from Wyoming is light yellow or greenish yellow in color, but from other localities it may be cream colored, white, gray, pink, dark brown or even black. It is exceedingly fine grained, very plastic and highly absorbent. The appearance may be dull or powdeay, but a freshly cut surface usually has a waxy luster. Some varieties have the appearance of wax and may be cut into very thin, translucent shavings. The fracture of the type material is roughly conchoidal, that of other varieties is platey and shale-like, while still others have no typical fracture. Bentonite is highly absorbent; .hen wetted it will absorb more than three times its weight or seven times its volume of water. Some varieties when wetted with water expand to more than six times (some experimenters report eight times) their original volume. The wetted material is exceedingly smooth and soft and feels like soft soap. Unlike most clays, bentonite is easily fusible at a comparatively low temperature.Under a high-power microscope bentonite seems to consist of extremely small, more or less rounded, grains of uniform size, but the texture of most varieties is so fine that individual grains can not be distinguished.Some varieties when finely ground and thoroughly agitated with water will stay in suspension indefinitely, forming a translucent gelatinous mass. The addition of small amounts of acids or sodium chloride seems to have little or no tendency to raid coagulation or settling. Other varieties of similar analysis and appearance go into suspension more easily, but settle out again in a comparatively short time. It has been suggested that the material which stays in suspension indefinitely is a true colloid of the emulsion or lyophilic type."

In modern iron pelletizing plants fuel consumption has been optimized to such an extent that only minor savings can be expected in the future. Inspite of this fact, different process parameters were studied with a mathematical model and firing tests. The influence on fuel consumption and productivity was established. Furthermore, the adoption of simplified firing patterns was investigated, in particular for coal firing. In view of high costs of oil and natural gas, only substitution of these fuels by coal can substantially reduce production costs. In existing plants partial replacement of oil and gas can be achieved by addition of coal to the iron ore feed and by firing the pellets with pulverized coal. Two systems have been developed for the Lurgi- Dravo travelling grate process which enables coal to completely replace oil or gas. This paper describes in the first part the potentials for fuel savings available in the Lurgi-Dravo process. In the second part, different techniques for the use of coal as fuel in iron or pelletizing plants and in particular the recently developed Lurgi Multistage Coal Injection and Combustion Process (LMC) are discussed. Combined with the LMC process, a wide variety of iron ores and coals - also with high ash contents - can be used in the Lurgi-Dravo travelling grate process.

The report is too voluminous to be considered in detail within the scope of a single paper, so I will confine my consideration of it to the broader aspects, leaving other members to deal with points of particular interest. The method of presentation leaves one with an uneasy sense of prolixity and confusion of thought; the foreword by the Chairman may well be accepted as a true index of the whole. His argument amounts to this: Recognizing at the outset the futility of divided counsels, it was deemed advisable to arrive at unanimity. To this end, some members subscribed to views to which they do not whole-heartedly assent, thus giving weight to conclusions with which they were at variance. Unanimity cannot be qualified-either it exists or is absent-and, moreover, in the text of the Com-mission I can find no word that unanimity is required. Surely it would have been preferable to have a unanimous report covering such aspects as were acceptable to all members, with minority reports by individual members on such other aspects as were controversial, leaving it to the Government to give such weight to the divergent views as the personality of their sponsors might warrant. In the final analysis the value of an opinion varies directly as the personality of its exponent.

The procedure suggested in this report is intended for the use of engineers, esters, accountants, etc., in estimating the cost of chemical-type operations. It is intended to over operating costs, not investment costs, as the latter have been covered numerous other publications. However, as capital investment costs are reflected to a high degree in operating costs, it is important to point out that accuracy of investment costs is highly essential. Therefore, all factors that might be included under plant -capital costs should be considered, such as requirements of shops, employees' housing, etc. The procedure is designed primarily for use in types of chemical oper¬ations, such as the production of synthetic liquid fuels, anhydrous ammonia, and others of like or similar nature. Yet, no attempt has been made to cover the entire chemical industry.

The Karangahake deposit was the second largest producer of gold-silver bullion in the Hauraki Goldfield, New Zealand. New mapping of a 2 + 3 km (6 km2) area demonstrates that hydrothermal alteration surrounds productive veins. Wallrocks proximal to veins are intensely altered and alteration decreases toward the margin of the system.   At Karangahake, distinct zonation of adularia, calcite, epidote, illite and illite-smectite surrounds gold-bearing lodes with unaltered rocks containing magnetite and plagioclase occurring on the margins. Adularia, illite, illite-smectite, and calcite zonation defines hydrothermal alteration extending 2 km to the east of productive lodes. Epidote and adularia zonation occurs proximal to veins. The adularia zone compares well to potassium/thorium studies conducted in the area. Illite zonation is well developed to the east of the veins grading into interstratified illite-smectite containing 5 to 40 per cent smectite 1.5 km from the Maria Lode. Calcite is restricted to the east of the study area occurring in 18 per cent off surface samples. Less altered rocks containing plagioclase and magnetite occur distal to veins. The magnetite occurrence compares well to aeromagnetic studies conducted in the area.   Adularia and coexisting adularia and albite indicate the host rocks were highly permeable. Epidote, illite, illite-smectite and previous fluid inclusion evidence implies temperatures graded from >240¦C in the core of the system to approximately 150¦C on the periphery. The alteration association of quartz, adularia, calcite, pyrite, chlorite, illite and illite-smectite reflects a near-neutral to weakly alkaline water. Calcite occurrence and the absence of zeolite imply the fluid contained significant dissolved CO2.
