The high-grade orebody at Miami was mined successively by top-slicing, shrinkage, stoping and under caving. The method described in this paper was developed to enable the low-grade orebody (36,000,000 tons assaying 1.06 per cent copper) to be mined at a low cost without further dilution of the grade. The method is clearly described and illustrated by drawings and photographs, and the original paper should be consulted as it is impracticable to abstract it, beyond noting that the mining cost is just under 40 cents per ton and the average grade of ore now being produced yields less copper than the mill tailing of 1915, the tons mined per day having increased from 4000 to 18,000 in the same period. Metal Mining, No. 36) THE main shaft of the North Star mine is an inclined one following the main vein at an average dip of 26 deg., a vertical shaft intersects it at the 4000-ft. (incline) level, the incline continuing to the 6300-ft. level. At this point the vein was found to give out and a new vein, called the No. 1, was found to dip in exactly the opposite direction.

In mineral processing practice, flocculation is largely established as an engineering technique of waste water treatment and the study of parameters increasing the settling velocity of particles is still of great importance to improve the process. Further investigations were made using quartz (Q89) and fluorite samples (F91) which included 58.8% and 65.8% of -2.3 µm particles respectively. In all the experiments the flocculation phenomena were observed varying the pH value of the aqueous suspension. In contrast to quartz particles (Q89) which did not flocculate for all pH values, it was, noticed that fluorite particles (F91) flocculated in the alkaline range of pH over 11. With an aqueous suspension containing equal quantities of Q89 and F91, a hetero-flocculation of particles was observed at a range of pH below 10. In this case, the maximum floc size of the hetero-flocculation was 37.0-26.2 µm This size was about three times larger than when quartz (Q84) and fluorite particles (F85) were used with 32.4% and 40.4% of -2.31 µm particles respectively. Besides, in the experiments using Q89 and F91, the maximum size of hetero-flocculated single particles was found to be 6.54 µm instead of 3.27 µm as obtained with Q84 and F85.

This proposed legislation is discussed this month in Tax Notes.IntroductionIn a flurry of legislative activity at the end of 1985, the federal government tabled legislation which includes the introduction of new rules which will have a notable effect on investors in flow-through shares and on companies that issue such shares.First, on November 26, 1985, Bill C-84, the legislation to implement most of the changes announced in the May budget, was introduced in Parliament. This legislation includes the rules for the $500,000 capital gains exemption, a matter of considerable interest to flow through share investors.Next, on December 2, 1985, the government tabled a Notice of Ways and Means Motion which would extend the time horizon for spending flow-through share funds to include the 60-day period following the calendar year. But all news was not good news. On December 4 the government released its proposals for a minimum personal income tax, which would include rules that would catch an investor's CEE expenses and capital gains."

During the 7-1/2 years (January 1945-June 1952), immediately preceding enactment of the Federal Coal Mine Safety Act, 26 major disasters3/ in the coal mines of the United States caused the deaths of 491 persons. In the next 7-1/2 years under the act (July 1952-December 1959), only 12 major disasters occurred. The total killed was 148. This improvement is commendable. However, the continuing frequency of minor fires and gas and/or dust ignitions in the Nation's coal mines, many of which could have been of major consequence, are cause for serious concern to the coal-mining industry and those affiliated agencies engaged in promoting safety in the industry. The data presented in this report have been prepared to make available to the coal-mining industry and related groups an overall perspective of the disaster potential from mine fires and gas and/or dust ignitions in coal mines after 7-1/2 years under the Federal Coal Mine Safety Act. This act, effective July 16, 1952, which amended the original Federal coal-mine investigative act of May 1941, provides under Title II certain enforcible mine-safety provisions designed to prevent major disasters caused by explosions, fires, inundations, and man-trip and man-hoist accidents in coal mines that employ 15 or more individuals underground.

A laboratory investigation was carried out to study the influence of asphalt, bentonite and corn starch binders on the pelletization kinetics of coal fines and on the quality of the resulting pellets. Pellet quality was evaluated in terns of the compression strength, impact resistance (drop test), abrasion resistance and resistance to severe weather conditions. The amount of binder addition did not significantly influence the pellet growth kinetics. However, the pellet quality varied markedly depending upon the type and the amount of binder used. Experimental results are explained on the basis of the mechanism of interaction between the coal particles and the binders. Of the three binders tested, corn starch proved to be the best in all respects but for the resistance to water penetration. Finally, a combination of corn starch (imparting strength) and asphalt emulsion (imparting resistance to water penetration) was found to yield the best quality coal pellets.

ALEXANDER BRYDEN Alexander Bryden, clean of engineers in the anthracite mining field, and a member of the pioneer Pittston family, was claimed by death Wednesday, September 26, 1917. The announcement was not a surprise, as he had been in a critical condition for several days. Mr. Bryden had been in failing health for a year past, but his indomitable will kept him at his accustomed duties until quite recently. Two weeks before his death he attended the regular weekly meeting of the Board of Directors of the Miners' Savings Bank in Pittston, Pa. At that time he apparently felt that his end was fast approaching, as he bade farewell to his associates on the bank board. Until a few days before the end, he continued to give attention to business matters at his home, in preparation for the end, which he met unflinchingly. In the passing of Mr. Bryden, northeastern Pennsylvania loses one of the best-known mining engineers, and the community, a man who, throughout his long life, was actively interested in its social welfare and business prosperity. He was for many years prominent in the management of the mining operations of the Pennsylvania Coal Co., and at the time of his death held the position of consulting engineer of the Pennsylvania and Hillside Coal. The alkalic igneous province of Montana consists of centers of laccolithic and stock-like intrusive complexes with associated sills, dikes, and breccia pipes (e.g., Judith, Highwood, Little Belt Mts.); isolated plug-like mafic bodies (e.g., Smokey and Eagle Buttes); and clusters of kimberlitic diatremes and ultrabasic dike swarms (Missouri River Breaks). The province extends in a belt throughout central Montana from the North Absaroka Range in the south to the Sweetgrass Hills on the Canadian border. Intrusive activity ranged in age from Late Cretaceous to late Miocene, peaking at about 50 m.y, ago. Diverse types of significant epithermal gold mineralization occur at many of the laccolithic centers. This mineralization took place in large part during the waning stages of, or following, igneous activity. Large remnant travertine blankets in the region attest to comparatively recent hydrothermal activity. The quartz-pyrite-gold mineralization ranges from igneous- hosted stockworks or fracture sets (Zortman-Landusky and Neihart districts) and breccia pipes (North Moccasin Mts.) to replacement zones in flanking and upwarped Madison Group limestone (Gilt Edge and Kendall districts). The latter are mostly localized by intraformational solution breccias in the upper Madison, notably near porphyry contacts. Gold mineralization in the province was accompanied by varying amounts of silver, base metals, sulfosalts, and tellurides, with quartz, fluorite, carbonate, and barite and gangue. Gold occurs as auriferous pyrite, sylvanite, or in native form. Since the 1880's, primary gold production from numerous scattered deposits in the Judith, Moccasin, and Little Rocky Mountains, along with byproduct gold from the Neihart silver district (Little Belt Mountain), has totalled around 2 million oz. The major deposits were in the 1-2 million ton range at an average gold tenor of 0.3-0.6 oz per ton. Most of the ore was mixed oxide or carbonaceous sulfide ore and was treated either by amalgamation or by roasting-cyanidation. Current activity includes heap-leach operations on bulk- tonnage low-grade (approximately 0.03 oz per ton) ores at Zortman-Landusky, and several small-scale, experimental leach or mining operations on carbonaceous replacement ores, as in the Kendall district and Spotted Horse mine. Current exploration efforts for gold are focused not only in the old established districts, but also in and around other alkalic centers, which have been unproductive to date, such as the Crazy Mountains, Sweetgrass Hills, and Bearpaw Mountains. Target concepts in these efforts are porphyry-hosted stockwork or disseminated gold ores and Carlin-type replacement lodes in the flanking Madison or other favorable carbonate units.

"There has been a number of new developments in British Columbia's industrial minerals field over the past few years. Several new industrial operations were started to diversify the line of British Columbia mineral production by magnesite, perlite and fuller's earth. Industry activities and geological projects have identified occurrences of rare earth minerals, niobium, kaoline, fireclay and zeolites. The Geological Survey Branch significantly improved its database on industrial minerals. New geological concepts based on recent work are opening a number of new opportunities f or further industrial minerals' exploration and development in British Columbia.IntroductionTraditionally, the value of industrial minerals produced in British Columbia in any given year comprises between 100/0and 15% of the combined value of minerals, coal, petroleum and natural gas. Over the years a wide variety of industrial minerals has been produced , often with different levels of marketings success. For some products, such as dimension stone and clay or shale products, initial strong demand gradually dissipated; for others such as asbestos and magnesite, new discoveries or new industrial activities created demand and new markets . In some cases, such as fluorite , talc, pyrophyllite and perlite, wider use has been prevented by small size, poor quality or remote location of the deposits. Also, British Columbia , with 2.6 million inhabitant s, provides only a limited market and the industry therefore has to look beyond provincial borders."

"The high rock pressures at the deeper levels of the Tsumeb Mine have necessitated the changing of the mining methods and the introduction of cable bolts. After two rockfalls in the cable-bolted stopes, the mechanics of cable bolting were investigated. Practical methods were developed to find the best grout mixtures, the bond stresses between cables and cement, the bond stresses between rock and cement and the load on the cable bolts, which was mathematically calculated from data observed underground. The design of the cable bolt support system as used at the Tsumeb Mine is explained. GeneralThe Tsumeb Mine is in northern South West Africa/Namibia, approximately 400 km by road from the capital city, Windhoek, at an elevation of 1300 m above sea level. Mining operations in Tsumeb were started in 1905 by the Otavi Minen und Eisenbahn Gesellschaft and continued, with an interruption during the Depre ssion, until 1940, when the mine was closed and taken over by the Custodian of Enemy Property. The present owner, Tsumeb Corporation Limited, obtained the mine in 1947 and restarted the underground mining operations in 1949 after the mine was dewatered. Currently, the stoping operations are between 26 Level (840 m below surface) and 38 Level (1260 m below surface). In addition, the mine is an important silver producer and has produced 670,100 kg of silver since 1947."

An electromagnetic (EM) system for the location of trapped mine workers at coal-mine (300 m) depths has been developed. The use of such a system in deep mines (1-km depth) requires transmission at extremely low frequencies (ELF) and a reduction in the effective noise level beyond that which can be obtained by acceptable Integration times. Automatic-noise-cancellation (ANC) techniques reduce the effective noise level by combining several received signals that contain correlated noise. Such signals can be obtained either from a remote magnetic antenna or a local electric antenna. During Phase III of this program, real ELF noise data were acquired and used to test the ANC algorithms developed during Phase II. The ELF noise data were obtained from analog recordings made by Develco under another Bureau-of-Mines contract. Digitization was accomplished by an ND converter that was added to a GMRR computer. Phase III tasks Included preparation of software for digitization, computer-computer communication, data processing, and statistical analysis. Useable data were obtained from eleven half-hour tapes containing noise from one axis of the primary antenna and three axes of the remote antenna. The overall average Improvement in SNR was 4.1 dB. However, the average Improvements for the Individual X, Y, and Z axes were 4.2, 11.9, and -1.9 dB, which roughly follow the observed noise power. Nonlinear processing was not effective with this noise.

"INTRODUCTION Bauxite, in Appalachian Alabama, occurs in the Rock Run and Goshen Valley districts in Cherokee County; in Nences Creek Valley near Jacksonville; near Anniston in Calhoun County; north of Fort Payne in DeKalb County; near Ashville in St. Clair County; and near Talladega in Talladega County.In February 1942, Preston E. Cloud, Jr., assistant geologist, Federal Geological Survey, began a study of these bauxite deposits and the geology relating thereto.The Bureau of Mines established field headquarters at Piedmont, Calhoun County, in July 1942. Mineral agreements covering a total of 11,097 acres were executed with 15 landowners in the Rock Run district; 38 in the Goshen Valley district, covering 7,575.5 acres; and 3 in the Nances Creek Valley district, covering 988.5 acres. Drilling was done on.the properties of 9 land¬owners in the Rock Run district, and on the property of 1 landowner each in the Goshen Valley and the Nances Creek districts. Drilling began October 26, 1942, and ceased on May 17, 1943.Power drilling was supplemented by a labor crew that drilled hand-auger holes in shallow deposits and sampled .old shafts, mines, and mine dumps.In all, 222 holes for a total of 13,250 feet were drilled. Of these toles, 88 penetrated bauxite but too low in grade to constitute ore."

The current state of the mass transit industry in America will be examined. How and why this important urban activity shifted entirely, or almost entirely, from the private sector to the public sector. Who pays for transit? For day to day operating costs? For capital investment? The prospects for transit's future will be the next major issue addressed. In a word, they are rather good. Over the past decade there have been major new transit investments made in Atlanta, Baltimore, Washington, D.C. and Miami, as well as constant re-investment in such cities as New York, Boston, Philadelphia and Chicago. While the current administration has put a temporary halt on the initiation of any major new rail transit projects using Federal funds, there are several mechanisms localities have for using other resources for such projects. These will be explored.

Canada is a world class producer and exporter of minerals and mineral products. Canadian open-pit mines are highly mechanized and use state-of-the-art equipment and support technology. During the past few years, productivity improvements at Canadian open-pit mines have been achieved by taking advantage of larger equipment, in-pit crushing and conveying, truck dispatch systems and electronic management tools. The most recent developments are related to hydraulic transportation and the application of global positioning systems (GPS). Mine planning has become computerized. Environmental issues are dealt with in all phases of planning. Equipment modifications are pursued with vigor to keep the equipment functioning in the hostile Canadian north. In 1997, the mining and mineral processing sector employed 370,000 Canadians, contributing $26.2 billion to Canada's gross domestic product (GDP). The value of production of the Canadian mineral industry, including coal, amounted to $19.1 billion in 1997. Gold remained Canada's leading mineral with production valued at $2.8 billion. This was followed by copper ($2 billion), coal ($1.9 billion), zinc ($1.6 billion) and nickel ($1.9 billion). [ ] Synthetic crude oil from oil-sands mining operations in Alberta represents an important part of Canada's petroleum production. In 1997, the value of synthetic oil production was $2.87 billion. Canadian oil-sands mining has contributed significant technology developments in Canada.

This paper highlights two aspects of the mineral sands industry in Australia: the development of the industry from approximately 1870 through to 1980, and the author’s experience in the industry from 1966 to date.The first real heavy mineral (HM) mining in Australia started in 1870 with the mining of heavy mineral slicks on the beaches along the east coast of Australia. The real potential of Australian heavy minerals was however only realised in the 1920s with the first production of a heavy mineral concentrate that was shipped to Canada for processing. Post WW 11 and the Korean War, Australia was the largest producer of mineral sands products in the world as well as a significant developer of associated separation equipment and technology. The number of producing companies in the east coast peaked at 33 in 1957, was reduced to ten by 1965, and subsequently further reduced to five in 1980 as a result of potential mining areas being declared National Parks or Conservation Reserves. Today there is one company, Unimin Australia Pty Ltd (formally Consolidated Rutile Ltd) operating on the east coast. In contrast there were three companies on the west coast in 1965, four companies in 1980, and four companies today (albeit not the same companies).There have been considerable ups and downs for the industry in Australia, however world wide it was renowned in the past as being an industry that attracted numerous interesting and innovative characters that played a major role in developing it into the vibrant industry that it is today. This, given the current climate, is predicted to continue into the future.The author has been continuously involved in the industry for over 45 years from 1966, initially as an electrician at Consolidated Rutile Ltd culminating in the role of General Manager/President of Iluka Resources Limited USA, prior to his retirement in 2009. His exposure has been world wide and has covered all aspects of the industry but in the main focused on project development and operational areas. During this time there have been significant technological advances, yet to some extent the basic principles have not changed at all. Some of the most noteworthy advances include the development of the Wright Spiral in 1977, the development of the Reading High Intensity Wet Magnet (WHIMS), the rare earth magnets, the CRL floating thickener and the improvement of analytical techniques. From a safety, health and environmental perspective there has been significant advances that the industry has much to be proud of. These include wetland restoration both in Australia and in the US, the restoration of farmland in Virginia and Capel, and the re-establishment of native species, for example at Eneabba and Richards Bay to name but a few.

"A new pile driving and drilling navigation system has been developed. It utilizes the commonly used surveying total station, combined with an innovative reticle. Conventional crosshairs have been replaced by a concentrically circular reticle called Baum. It allows for easily performed measurements of central axes of cylindrical objects such as piles, chimneys, electricity poles, etc. This provides several significant advantages compared to other existing systems. It is cost-effective as only one operator is required to control deviations in positioning and inclination. Furthermore, repetitive reinstallation of the instrument is not required for every pile driven or hole drilled. It is also a safer method, as workers have no need to be near a pile driver or drilling machine to perform the measurements. With Baum Station, necessary measurements can be performed away from the actual work area. Moreover, it is highly accurate with real-time solutions, as three-dimensional orientation information for the pile/drill is obtained simultaneously with the pile being driven or the hole being drilled. This allows for the highest levels of precision-control and correction to minimize eccentricity of the intended center positioning.INTRODUCTIONBackgroundIn foundation construction for structures, pile foundations are widely used for deep bearing strata. There are two patterns to driving piles: vertically or obliquely to the ground. The shapes of the piles are normally cylindrical. Vertical pile foundations are employed as the foundations of many structures due to their high workability. There is a problem however, which is that this method does not bear measurement data as construction accuracy is visually checked. On the other hand, tilted pile foundations are rarely employed because it is too difficult to ensure construction accuracy. In addition, commonly used percussion methods create noise and vibrations when the piles are hit, while there are advantages that thinner piles are available, ensuring earthquake-resistance, as tilted piles curb horizontal displacements of structures, which may be caused by earthquake ground motion. However, current requirements of cost reduction bring professional attention to tilted pile foundations, which can be driven reasonably and economically with much research of tilted piles having been carried out to improve their capacity. Also, a method of screwing piling has been developed, which produces small amounts of noise and vibrations. This method has solved tasks of workability and environmental burdens, and is becoming more and more common. However, there is a necessity to develop a method to accurately measure angles of piles’ axes in order to drive piles into the ground with appropriate angles. It is also expected to find out a way to control construction information, such as correction amount and driving record."

The Kiruna area is an important mining province in northern Sweden, which is dominated by Fe- and Cu-Au deposits. Economically most important for the region, are the apatite iron ores with an annual production of c. 43 M ton of crude Fe-ore and a total production of more than 2000 M ton of ore the last 100 years. The apatite iron ores in the Kiruna area are dominated by either Magnetite or Haematite and contain varying amounts of apatite giving them a content of Fe and P, which varies between 30-70 % and 0.05-5 %, respectively. A typical geochemical feature of the ores is the strong enrichment of REE that is caused by a high content of REE in apatite and the occurrence of Allanite and Monazite containing 22.4 and 69.8 wt% REO, respectively. At Kiirunavaara, the content of REE in apatite varies between 0.07 to 1.57 wt% REO with a dominance for the light rare earths. The variation in REE-content of apatite depending on textural and paragenetic aspects is not known but apatite grains may display a strong LREE-depletion due to hydrothermal alteration. Monazite occurs as rod-shaped or tabular inclusions in apatite and is suggested, to have formed in response to hydrothermal alteration of apatite after the emplacement of the ore. Inclusions are mainly found in the central part of apatite grains occurring in veins and schliren, while they are rare in apatite occurring disseminated in the ore. Monazite also occurs as larger grains outside apatite and together with Allanite is found in texturally and paragenetically different settings within the ore. These occurrences of REE-minerals may largely be a product of LREE mobilized by alteration of apatite after the emplacement of the ore. However, REE-minerals including Allanite and Monazite might also have formed directly from late magmatic fluids. I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.
