The timing was right for SME to celebrate its 50th anniversary in February as a member society of AIME. The mining industry is in the midst of a commodities boom that appears to have legs. Not only is the demand for metals, construction materials and the like increasing in developing nations, but developed nations have also seen the demand for those materials increase at impressive rates. So, in addition to networking and seeing old friends, attendees at the SME Annual Meeting and Exhibit in Denver, CO. Feb. 25-28, had several reasons to enjoy the week — a healthy industry and their society’s landmark anniversary. This annual meeting was held jointly with the Colorado Mining Association’s (CMA) 109th National Western Mining Conference.

International regulations exist to manage the concentrations of mycotoxins such as Ochratoxin A (OTA) and deoxynivalenol (DON) in grains and prevent health risks from excessive exposure to OTA and DON. Since the permitted levels of these mycotoxins are very low (existing maximum levels are in the range of 5 ppb for OTA and 1–2 ppm for DON), sampling for these mycotoxins is potentially challenging. Given that the distribution of infected kernels in a consignment of wheat can be highly heterogeneous, detection by current sampling methods is subject to a high variance. Furthermore, the concentrations of mycotoxins in individual kernels vary over orders of magnitude, intensifying the heterogeneity of the bulk grain.In these circumstances, there is much interest in developing sampling plans that inform regulatory agencies, and mitigate the risk of misclassifying grain shipments as compliant or non-compliant within the global grain trade, when correctly implemented.Experimental data from laboratory and field studies describing individual wheat kernel concentrations of OTA and DON were combined with experimental data describing the variance due to the analytical methods used for OTA and DON to calculate the sampling distribution for wheat having various levels of contamination. This work has focused on quantifying the heterogeneity of samples at the point of submission for analysis and within subsequent sample preparation to arrive at total sampling distributions that include uncertainties due to the intrinsic heterogeneity and the analytical uncertainties. "The Permanent Canal Closures and Pumps (PCCP) project is the capstone piece of New Orleans’ extensive hurricane risk-reduction system constructed following Hurricane Katrina. The project consists of three discrete pump stations and flood gates on the shore of Lake Pontchartrain which provide a storm surge barrier and pump rainwater from the City of New Orleans’ primary drainage canals. The depth of the pump station structures ranged between 39 and 45 feet below sea-level. USACE developed the PCCP project for design-build delivery; granting the project team latitude to develop innovative, cost effective solutions for the project. The use of OPEN CELLTM cofferdams to construct the pump station structures was one such innovation. OPEN CELL structures utilize the strength of the retained soil to anchor cellular sheet pile face arcs; allowing a free-field of construction within the cofferdam. This cofferdam design did not require ground improvement or dewatering around the perimeter of the cofferdam. The free-field cofferdams streamlined construction and large equipment installation within the structures with no encumbrance from internal bracing. Meticulous force-based design, soil-structure numerical modeling, and physical testing were all techniques used to present and gain USACE acceptance of the design on this vital element of the work.PROJECT DESCRIPTIONThe Permanent Canal Closures and Pumps (PCCP) project is the capstone piece of the City of New Orleans’ extensive hurricane risk-reductions system constructed following Hurricane Katrina in 2005. The project encompasses three separate pump stations and floodgate structures located at the mouths of three outfall canals (17th Street, Orleans, and London) on the south shore of Lake Pontchartrain. These three canals, running from the south to north, act as the primary conduits for discharging water from the New Orleans area. Prior to Hurricane Katrina, these canals were operated with pump stations two to three miles upstream of the mouths at Lake Pontchartrain. This left long stretches of levee on each side of the canals exposed to storm surges entering from the lake. Three levee failures occurred along these canals during Katrina; two at London Canal and one at 17th Street Canal. The failures resulted in major flooding of the surrounding neighborhoods, significant damages, and loss of life.Following initial canal levee repairs after Hurricane Katrina, USACE, in partnership with the Louisiana Coastal Protection and Restoration Authority (CPRA), took action to move the line of flood protection to the mouths of these three canals at the edge of the lake. By cutting off the storm surges from Lake Pontchartrain at the entrance to the canal, over ten miles of canal levee would no longer be exposed to storm surge water elevations, significantly decreasing the risk of failure."

Tables of 28 positions for all the transitions for nine common analyzing crystals for first, second, and third order reflections were compiled by the Bureau of Mines to facilitate elemental X-ray fluorescence analysis on multi-element systems. The tables are based on a compatible set of wavelengths for 2,346 observed X-ray transitions of the elements lithium to americium. The results are tabulated in order of increasing wavelength as well as by increasing wavelength for each element.

This paper outlines the complete failure of the U.S. in status and relevance in Rare Earth Oxides (REO). Although rare earth oxides are strategic and critical in their own right, refining these REOs into elements and alloys is even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any heavy rare earth elemental or alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering the United States and the world in its quest to control the rare earth oxides, elements and alloys, and the many industries dependent upon REO. What can be done?

In 2001, 14,623 mining operations reported employment statistics to the Mine Safety and Health Administration (MSHA). This was an increase of 210 mining operations compared to 2000. Almost half (49%) were sand and gravel mines, followed by stone (29%), coal (15%), nonmetal mines (5%), and metal mines (2%).

A series of small scale tests have been conducted to evaluate the effect of blasting on the grinding resistance of rocks. The samples consisted of homogeneous blocks of granodiorite and limestone while blasting was performed using single and multi hole configurations. Grinding resistance was evaluated using relative ball mill tests, rod mill tests and the SAG Performance Index test (SPI) developed by Minnovex. It was shown that the grinding resistance was affected by blasting. However the effect depended on the final product size. In the case of the coarse grained granodiorite, a negligible effect was observed for grinding below the natural grain size of the rock, while the fine grained limestone exhibited more significant changes, in the range of 13-16%. Grinding of granodiorite in the coarse size range indicated a general reduction of its work indices, as evidenced by the results obtained from the ball mill, the rod mill and the SPI tests.

"The results of Mr. Klymowsky's research confirm the essential role played by oxidation products in the flotation of base metal sulphides. They invite a discussion on the subject of aeration which I may open by a brief description of the development and current practice of aeration. The first installation of pre-flotation aeration in Canadian milling practice was undertaken during the years 1928 and 29 at the then new Noranda Mill. C.G. McLachlan and his collaborators demonstrated that the flotation differential between chalcopyrite and iron sulphides was enhanced by aeration in soda ash alkaline pulps. The ores treated contained more than 80 per cent sulphides. It was proposed already then that the products of mineral oxidation assisted copper and retarded iron sulphides, at least pyrrhotite flotation. The concentration of thiosulphates was used as a measure of the progress of oxidation. Several papers by C.G. McLachlan elaborate on this subject.The aerator was also used as classifier since it was held that aeration, i.e. controlled oxidation, should go hand in hand with creation of new mineral surfaces. Grinding mills and aerators were placed in closed circuit. Figure 1. This aeration was essential for successful separation at Noranda.Following the application of aeration at Noranda the technique was applied to existing mills in N.W. Quebec. Impressive improvements in concentrate grades and recoveries were obtained. It was observedthat the zinc flotation benefitted from aeration as much as the preceding copper float. In the late forties and fifties the aerator classifier was installed in new mills associated with the Noranda group. A diagrammatic sketch of the Quemont flow-sheet (figure 2) may serve as a typical example."

Key variables that govern the jet cutting process are examined based on fundamental theories of jet hydrodynamics and soil mechanics. Under normal conditions of jet grouting operations, lift speed and rotation speed are found to be of less importance than the depth of jetting, nozzle pressure, nozzle diameter, and the soil bearing resistance, with regards to their influence on jet cutting distance. An analytical equation linking the governing variables is proposed, which allows for the possibility of evaluating column diameters achievable in different ground conditions based on theoretical calculations. When used in conjunction with shallow jet grouting field trials, the equation can provide a means for extrapolating trial results to conditions at actual depths for production jet grouting.

I. INTRODUCTION. THIS old and once famous district played, through its enormous production of silver and gold, an important part in the history of the State of San Luis Potosi. According to a pamphlet prepared under the direction of the Governor of the State, Sr. Don Blas Escontria, and presented to the visiting members of the Institute during the Mexican meeting of 1901, this district is situated 20 km. east of the city of San Luis Potosi, in a range of mountains of moderate height, extending 135 km. N. and S., and 16 km. E. and W.; and the mineralized area hitherto developed is about 600,000 sq. m. The history of the district,. as given by the record dated 1778, and formerly kept in the San Francisco convent, says that it was discovered in 1575 by Sr. Don Pedro Irarte, and adds that the city of San Luis Rey de Francisco del Potosi received its name (in allusion to the famous Potosi mines in Bolivia) by reason of the remarkable productiveness of its gold- and silver-mines in the first period of their exploration, during which they paid to the Crown, as " quintos " (the fifth part of the product), $97,000,000, as appears from the accounts of the royal treasury. The amount of the quientos paid during the " bonanza period " of 80 years was $72,000,000. The larger sum first mentioned probably represents a longer series of years. But either will suffice to indicate the great wealth of the mines. The immediate roof lithology at United Colliery is extremely variable and provides a challenge for the design of secondary support. Support design in recent longwall installation roads at the mine has been carried out using strata management techniques. These techniques allow a robust yet economical secondary roof support design to be achieved. Analysis of roof lithology and roof displacement during first pass driveage are used as a basis for the optimisation of the secondary support design prior to roadway widening. This paper will demonstrate the application of practical strata management techniques in the optimisation of secondary roof support in six installation roadways at United Colliery. The experience gained from the installation roadways for LWs 1 to 5 will be briefy discussed. The experience from LW 6 will be discussed in greater detail. The paper will describe the strata management system that was used, including mapping, borescoping and extensometry, as well as the development and application of a Trigger Action Response Plan (TARP).

Roof bolter operators may be exposed to high respirable dust concentrations on continuous miner sections with blowing face ventilation when bolting is performed downwind of the continuous miner. One solution to reduce the high respirable dust concentrations is to use a canopy air curtain (CAC) to deliver clean air from a filtered blower fan directly to the bolter operators under the canopies. The influence of CAC installation on the airflow and dust dispersion around the location of the roof bolter operator can be evaluated by using computational fluid dynamics (CFD).

"Toxic fumes cause fatal andnonfatal incidents in underground mining, where the working environment tends to trap the fumes, hindering the restoration of non-harmful conditions. Workers can underestimate the residual fume toxicity and return to the work site too quickly. The toxic fumes from charge explosions depend upon a number things: formulation ingredients, mixture uniformity, water resistance, hole contaminates, rock hardness, and dust interactions. Transitory hole-to-hole waves can cause partial desensitization, ruin the reaction kinetics, and worsen the fume toxicity.Traditionally the toxic fume hazard for a candidate explosive is resolved from a requisite tally of fume components. The resolution starts with the fume spectrum, a tabulation of specie concentrations, transformed to standard reference conditions and readjusted to remove the air dilution. The resultant influence, which is referred to as relative fume toxicity RFT, is deduced by a formula rule with some chosen constants and the requisite concentrations. The RFT result is normally compared to an RFT criterion that represents the worst-case (maximum) tolerable fume toxicity, as stipulated by regulations or otherwise."

"The Phosphate Rock Market:Indications, in the fertilizer market, point to a prosperous condition, caused chiefly by the growing demand for all classes of fertilizer material in spite of a shortage of supplies. Both of these conditions have been caused by the war. The shortage in phosphate rock is being relieved as production increases, but the supply has not caught up with the demand for this spring's trade, at least. Reports from Florida are to the effect that more than half the necessary quota of laborers are at work. This may not appear to be a very good showing, but even this situation is en¬couraging because there is a larger force now at work than has been the case for some time, and it is steadily, though slowly, increasing. Some of the producing companies are conducting advertising campaigns to get laborers back to the phosphate fields and attractions in the way of better housing and living conditions are being offered.Producers are far more confident about the situation than they were two months ago, and though the shortage will not be met before the end of 1920, theme is a surplus accumulating over what is going out on existing contracts.Quotations are now being offered on all Florida rock excepting land pebble and this, it is expected, will be soon quoted.Quotations on Florida rock per ton are as follows:"

Drill core is preferred as the sample material for metallurgical and mineralogical characterisation and flowsheeting of an orebody. The question arises as to how to do this at the economic optimum, since geologists have several other strategic uses for their drill core. The limiting factors are the cost of extra drilling for the metallurgical testwork and the need to preserve the drill core record. In this study, the representative sampling of drill core at an economic optimum for metallurgical testing is addressed. This phase of the drill core work is preceded by earlier drill core characterisation - for which other appropriate sampling protocols are used - that has provisionally categorised the orebody into geometallurgical units. In stratified sampling of drill core, use is made of a version of the stratified approach to compound distributions proposed by Cochran in 1946. Use is made of Gy’s 50-piece minimum sample mass model to estimate minimum requisite sample mass. In the case where sampling and testwork are required on a Lifeof- Mine blend of a given ore deposit, whereby defined ore types or geometallurgical units are present, the sample mass requirement is significantly reduced by working from drill-core at the geometallurgical unit level. A case study using Raglan drill core is discussed. Using nickel as an indicator paymetal, and sampling at a fundamental variance level of 8%, the minimum sample masses for disseminated sulphides, net-textured sulphides, and massive sulphides are 3.80, 7.37 and 4.39 kg respectively. When the same drill-core is sampled as a Life-of-Mine mixture without knowledge of the geometallurgical units, the minimum sample mass increases to 84.28 kg. It is thus possible to assemble a representative Life-of-Mine sample of drill-core more economically, at the same time validating its representativity. Equivalent calculations for copper, platinum and palladium are discussed, with outcomes consistent with this finding. When all four paymetals are considered, one selects the largest minimum mass out of all four cases. This results in minimum sample masses of 11.67, 74.90 and 175.16 kg for disseminated sulphides, net-textured sulphides and massive sulphides respectively. The simulated Life-of- Mine blend would require a minimum sample mass of 377.33 kg to cover all four paymetals.

The ground forces generated by a properly installed and tensioned mine roof truss assembly can provide permanent mine roof support, even in severe ground conditions, either by direct suspension of the rock loads within the potential failure zone above the mine opening or indirect reinforcement of the natural rock arch that tends to form within the immediate mine roof. Notable advancements in mine roof truss support systems hardware and design technology have occurred since the introduction of the in situ mine roof truss concept for permanent mine roof support in 1966. The systematic installation of mine roof truss support systems has proven to be a very effective method of mine roof control room and pillar mines under a wide variety of ground conditions, even in areas otherwise considered unmineable because of severe roof control problems. Properly designed mine roof truss systems have also been used for permanent support of mine slopes and haulage tunnels.
