Conventional and advanced coal preparation technologies were investigated through both a literature search and through direct contact with investigators and developers. In addition to a brief description of each process, performance characteristics including feedstock type, ash and sulfur reduction, thermal energy recovery and cost are provided in a tabular form. Seven of the most commonly utilized conventional coal preparation processes, including those respectively accepting coarse, intermediate and fine coal feed, were reviewed. It was found that certain properly implemented and well maintained conventional processes were capable of better than 75 percent ash removal while recovering 90 percent or more of the inherent thermal energy. Almost 50 advanced coal preparation processes were investigated based on biological, chemical and physical principles. Physical processes investigated included cycloning, homogeneous heavy media, electrostatic, high gradient magnetic, flotation and selective coalescence. Using pulverized coal as a feedstock, some of these processes are respectively reported to be capable of removing better than 95 percent ash. 95 percent pyritic sulfur, and 50 percent organic sulfur while incurring energy losses of less than 5 percent.

"New tax rules that can apply to the repayment, extinguishment, or other settlement of a company's debt are finally taking shape. These new rules are far-reaching in their application, and can affect mining companies in a serious, negative way.IntroductionIn his February 1994 budget, Finance Minister Paul Martin announced changes to the Income Tax Act that could have an adverse impact on a company that restructures its debt. Since then, the new rules have undergone considerable transformation during their fetal stage: draft legislation was introduced in July 1994; revised draft legislation was introduced December 1994; and a third version of draft legislation was introduced February 1995. It seems that the new rules have now been pretty well finalized, and they contain some serious traps that the unwary could fall into. The new rules are of particular importance to mining companies, because a mining company's resource pools will be caught under the new rules, whereas these pools escaped the wrath of the old rules. The following commentary summarizes the new rules that are generally referred to as the ""debt forgiveness"" rules."

A 1995 RETC paper of similar title presented a method for estimating rock tunnel water inflow based on semi-empirical correlations with borehole water pressure tests. Since that time the author has found the method to be very useful, and it has been used by others in the industry. This current paper is an update which is intended to: A. More clearly explain assumptions and limitations of the method. B. Describe some case history examples. C. Respond to questions which have been raised; and extend the method to other considerations including distribution of inflow along the tunnel, panning requirements, interpretation of tunnel probe hole water inflow, and estimation of potential effectiveness of pre-excavation grouting to reduce water inflow.

The vibration response of a 30 in. diameter high-pressure (845 psi) natural gas pipeline to 11 coal mine blasts was measured. The X-52 steel pipeline was buried 7 ft. below the ground surface. Ground and pipeline motions in terms of velocities were recorded on the pipeline, in the ground adjacent to the pipeline, and near the ground surface directly above the pipeline. These data were used to estimate the maximum stresses and strains in the pipeline occurring during the blasts. Pipeline standoff distances varied from 264 ft. to 3720 ft. Two blast hole layouts and timing schemes were used. One represented highly confined blasts to limit movement of the shot overburden that generated high ground motions at the pipeline. The second represented patterns that provided greater relief and lower the ground velocities at the pipeline.

The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among workers. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy construction equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. One hundred and eighty nine operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, the need to perform a larger survey to further substantiate the outcome, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future, To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

The power plant of the Burro Mountain Copper Co. is located near Tyrone, N. M., at 5,950 ft, elevation. It is interesting because it uses the largest stationary Diesel engines in the United States. The general layout of the plant is shown in Figs. 1 and 2. The building is of steel-frame construction with hollow-tile walls and corrugated-iron roof; the floor is concrete and all windows have steel frames, making a fireproof building. The building is made to accommodate one more electric generator unit, which is being installed; also two 4,000-cu. ft. air compressors direct-connected to three-cylinder engines with the same size cylinders as the electric units. The power plant consists of two 815-kva., 60-cycle, three-phase, 6,600-volt, 180-r.p.m. generators, direct-connected to five-cylinder, two-cycle Diesel engines; the necessary circulating pumps for cooling water, cooling towers and oil storage tanks. A portion of the power is used in the same building as the generating units to run one of two 200-kw. rotary converters delivering 260-volt direct current, and a 2,500-cu. ft. air compressor, delivering air at 95 1b.-pressure, direct-connected to a 400-hp., 6,600-volt, three-phase synchronous motor. The remainder of the power is used to run a 1,500-ton concentrating mill 3 1/2 miles from the power house, various hoists, pumps and motors about the mines and the lighting and water-works of the town of Tyrone. The direct current is used for electric traction in the mine, also to run hoists and motors that were installed before the new power plant was built. Due to the large hoists that take starting peaks of 250 kw. and the 10-ton electric locomotive that takes at times 150 kw., the load is extremely variable, as shown in Fig. 3. Thallium is an uncommon heavy metal that may be found in concentrations that exceed regulatory limits in mining influenced water associated with processing cadmium, copper, gold, lead, and zinc ores. This study evaluated cost-effective modifications to lime precipitation treatment to reduce thallium concentrations to below the EPA drinking water MCL of 2 ppb. The oxidative precipitation of Tl+ to Tlß+ by potassium permanganate was explored for thallium removal at low concentrations (1 ppm initial thallium). Laboratory batch tests were performed to evaluate the removal of thallium from synthetic solutions. Three ratios of potassium permanganate to oxidizable metals in solution were used (one-half, one and two times stoichiometry). Thallium was removed to less than 1 ppb for all stoichiometric ratios evaluated within 10 minutes of reaction. The efficacy of oxidative precipitation for thallium removal is presented.

The Mineral Park Mine is an open pit copper-molybdenum mine located in northwestern Arizona, approximately 74 miles southeast of Las Vegas, Nevada. The property has been owned by the Duval Corporation, Cyprus Mining Company and Equatorial Mining of Australia. Mercator purchased Mineral Park from Equatorial in 2003. Mineral Park commissioned a 25,000 tpd copper and molybdenum concentrator in November and December of 2008. The process includes two stage milling (SAG and Two Ball Mills) fed by primary crushed ore. Metals are recovered in a copper-molybdenum flotation circuit consisting of mechanically agitated roughers and cleaners. The copper- molybdenum flotation concentrate is thickened and further processed in the molybdenum flotation circuit which separates the copper and molybdenum minerals into salable concentrates. The molybdenum circuit also uses mechanically agitated cells. This paper describes the plant and some of the highlights of the commissioning process.

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. The experimental work described in this report is part of a continuing study by the Federal Bureau of Mines of the fundamental physical processes involved in breaking rock with explosives. Six explosives were tested for their strain-producing abilities in a dolomitic marble. The explosives selected for testing had a tenfold variation in detonation pressure and a fivefold variation in characteristic impedance (product of loading density and rate of detonation). Strain pulses produced by the detonation of small charges of the explosives were recorded at distances of 5 to 130 feet. Peak strain, ?, was found to decrease with distance, R, in accordance with an exponential propagation law previously determined for other rock types, namely ? = (K/R)e ?aR The absorption constant, a, did not vary significantly with the explosive and was of the same order of magnitude as that for other rock types. The different explosives produced a fivefold variation in the value of the intercept constant, K.

The Bureau of Mines investigated the availability of fluorspar from 35 domestic and 50 foreign, mines and deposits in 13 countries. Only 6 domestic properties are considered to be economic reserves, as 29 domestic deposits were found to have an average total cost of production that was uneconomical at a breakeven (0 pct) DCFROR. The 50 foreign properties evaluated were selected to represent at least 85 pct of the known demonstrated fluorspar resources located in market economy countries and China. All evaluated foreign operations were found to be economic to marginally economic in January 1984 dollars. World demonstrated ore reserves of 344 million metric tons (mt) containing 123 million mt of CaF2 were evaluated for the 56 operations. Average total costs needed to cover all costs over the life of each operation were determined for all recoverable fluorspar products. Comparisons of mining, beneficiation, and transportation costs per mt of fluorspar concentrate illustrate advantages between countries. Of the three largest producing countries, China, with its high-grade, low-cost operations had the lowest weighted average total cost of production ($38/mt concentrate). Mexico was next at $54/mt concentrate, and South Africa needed an average of $90/mt of concentrate to cover all costs of production for its low grade deposits.

A major problem during shovel excavation in oil sand mining is the variability of material diggability resulting in varying mechanical energy input, cycle time, energy consumption, wear, and stress loading of shovel dipper-andtooth assembly. This variability greatly influences the mining equipment performance. Different approaches such as empirical ground classification systems, analytical methods, and performance monitoring that are used to determine diggability of groundmass are reviewed. It is concluded that the existing empirical diggability classification systems are site specific and mostly based on rock and therefore, cannot be used for shovel excavation in oil sands. The O&K wedge test is a simple and useful index test for establishing correlations between cutting resistance and geotechnical properties of coal and other soft rock overburden material. But this test, when performed on small size unconfined oil sand samples, may not give reliable indication of diggability because of the boundary conditions on the specimens. Digging predictions made using analytical and laboratory digging models need to be verified with performance monitoring data to better understand the digging effort in oil sands.

Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

FOR some time past keen interest has been shown in both America and South Africa in the mining drill-steel problem. This interest has extended to Australian mining fields, and Australian drill users, ever desirous of increasing efficiency, are vigorously attacking the problem. The writer has recently been engaged in the investigation of the problem on two of ,the biggest mining fields in Australia, and has formed very definite conclusions concerning the causes of many drill-steel casualties. He puts these views forward in the hope that they may be of interest to, both drill manufacturers and drill users. The subject is here dealt with mainly from the aspect of the properties of the steel and the modifications of these properties whensubjected to various manipulations. It is generally admitted that the drilling machine has greatly increased in power and efficiency during recent years, and the consequence is that the machine is demanding better service from the steel. This is being impressed on the drill users by an increase in steel casualties. This fact has led many mining people to the view that the machine has developed so rapidly that the steel maker has not been able to keep pace, and that consequently the steel isfailing by fatigue 0:1; so-called crystallization. This view is rather depressing. The writer, on the other hand, is inclined to discountenance fatigue as a serious factor under good normal working conditions where the steel is carefully manufactured and supplied to the user under suitable structural and sound conditions, and has subsequently received kind treatment at the hands of the drill sharpener and the drill user.It is not reasonable to attribute failures to fatigue until it has definitely been proved that the steel is fundamentally sound and is in the best structural condition to resist the stresses it is called upon to withstand, and, this being so, that all fundamental principles of...

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

This contribution introduces the fundamental concepts of wave propagation and fracture mechanics which form the basis of electronic blasting, i.e. precise initiation timing using electronic detonators. The concept of Lagrange diagrams will be frequently used for the calculation of the delay time between blast-holes in a row and rows of blast-holes. The effect of burden and structural geology will be briefly touched. It is found that the advanced blasting technology based on the use of electronic detonators introduces a change of paradigm. It will be shown that knowledge in wave propagation and fracture mechanics is essential for the successful application of the new blasting technique in industry. In particular, the delay time, the wave speeds in the rock mass, the shape of the wave pulse and the acoustic impedance mismatch have become decisive parameters in advanced blasting. Utilizing the wave speed and wave shapes of detonations, large scale tests Utilizing the wave speed and wave shapes of detonations, large scale tests in various countries (Australia, Chile, etc.) have shown that optimal delay timing requires shorter delay times in conjunction with allowing for a wider drilling pattern and the use of a reduced amount of explosives, i.e. a lower powder factor. This seemingly contradictory arrangement is fully justified by using scientific principles in blasting, and converting blasting from an art to a scientific discipline.
