The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

The roles of hydrocarbons and nitrogen oxides in smog formation were investigated by the Bureau of Mines. Samples of automobile exhaust with varying HC and NOx levels were irradiated in a smog chamber under conditions that resulted in smog levels similar to those observed in the atmosphere. Results were used to define the patterns that describe the dependence of a number of smog manifestations on HC and on NOx. Using these dependence data and some simplifying assumptions, estimates were made of the ranges within which HC and NOx must lie in order to obtain specified levels of air quality.

Beasley, the smelter superintendent, and his staff.INTR0DUCTI0NIt has been noted that the gases issuing from the top6 of the charges in the International Smelting Co.'s furnaces at Tooele, Utah, were very similar in composition to the gases from the top of the iron blast furnace, as they contained about 26 per cent of CO and 12 per cent of C02, the rest of the constituents being mainly nitrogen with a very little hydrogen and oxygen. It has been seen that where the column of coke was sufficiently high, the production of C0 gas to carry out the reduction of lead ores was accomplished in about the same manner as in a gas producer. In some cases, there was a little oxygen in the ""top gas"" -- usually not over a few tenths of a per cent, but at times amounting to several per cent. The presence of this gas was attributed to irregularities in operation that permitted air to come up through the tuybres to the surface without meeting any coke that was incandescent. Only a hundredth of a per cent or so of sulphurous oxides was present in the gases issuing from the top of the furnace."

COALTECH 2020 initiated a research project to provide the coal mining industry with a modelling tool to determine the expected types of subsidence, risks and the investment required in post-closure funds to cater for subsidence associated with bord and pillar mines. A detailed literature review was conducted to determine the most important parameters in calculating the cost associated with surface subsidence. A subsidence prediction model was developed to determine the likelihood of different types of subsidence. The study made use of current knowledge of failure mechanisms and its aim is to assist the industry and government in arriving at the most suitable arrangements when authorities require financial instruments to assure compliance with environmental regulations.

In a Nation-wide appraisal of coking-coal reserves and of the practicability of upgrading marginal deposits to metallurgical standards, this study of the preparation characteristics of the coals in Cambria County, Pa. , was undertaken. Over 90 percent of the coal remaining in Cambria Comity is found in the Upper Freeport, Lower Freeport, Upper Kittanning, and Lower Kittanning beds. The Middle Kittanning bed, although mined on a commercial scale in the past, is not an important bed now, as most of the remaining reserves are too thin to be mined over wide areas. For many years, Cambria County has been an important source of coal for industrial and metallurgical purposes. The) principal production comes from the Lower Kittanning bed, which accounts for almost .60 percent of the Cambria County coal output. Table 1 shows the county's coal production, by beds, during 1948.

The detonation reactions occurring during rock blasting result in high pressure gas phase products from the condensed explosives typically used in mining applications. After detonation and the initial fracturing, the work done by the expansion of this gas contributes to burden movement and further rock fracturing. Before all of the energy in the reaction product can do useful work on the rock, some of this energy is lost to crushing and possibly to gas venting to the atmosphere. Borehole gas pressure decreases by three principle mechanisms: (i) expansion of the borehole cavity, (ii) flow into the fracture network, and (iii) flow through the stemming. To simplify the problem and to get a better understanding of the interaction of these mechanisms, a simple model for each of these mechanisms is developed. A comparison is made of the time-scales and the influence on burden movement for each. A comparison of gas flow behavior is made between typical ANFO and emulsion products.

Factors of geological structure and occurrence of coalbeds, plus the resulting mining conditions, have required more care in preparing coals in Alabama than in most other districts almost since mining Alabama coals began. For this reason, literature on these coals may be interesting to those in areas where prime coals have been mined out, and thinner and less regular beds must now be exploited. This literature review has been arranged in order of subject matter. Some references have been listed more than once, but each separate review is limited to the material pertaining to the subject matter being discussed. For those seeking specific information, the authors have indicated which items repeat material and which items are most complete or specific. Geology, preparation, and carbonization of coal have been reviewed the most frequently.

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages—basic (mining), intermediate processing, manufacturing of finished goods and construction. The estimated growth rate for the real GDP of the United States for 2006 was 3.2 percent. The nominal GDP was about $13.2 trillion. The value of minerals mined in the United States in 2006 rose significantly because of increased unit price for some metals—particularly copper, zinc and other base metals. There was also a significant reduction in metals stocks. Infrastructure expansion and manufacturing in China and India have been absorbing a significant portion of world output. Many contributors have added to the fund of knowledge in the basic sciences related to mineral dressing during the past year. During 1964, the French edition of the Proceedings of the VIth International Mineral Processing Congress together with discussions was printed. Also, complete Preprints of papers delivered at the VIIth IMPC were published in September1. Over a third of the papers presented at VIIth IMPC dealt with fundamentals. COMMINUTION It has been postulated by Ponceleta that flaws need not exist before a stress is applied but rather the flaws are created at the tip of a propagating crack at a stress well below the theoretical breaking stress.

Concerns with crest losses have seen changes to a number of design and operating parameters to retain the integrity of the wall and the berms of the Kidston Gold MinesÆ Eldridge Pit. Until trials began in 1999 most final wall designs utilised large diameter blastholes up to the presplit row to achieve the wall angle. The berm crests were being lost, wall support requirements were increasing and affecting mining schedules and several fault areas were putting pit access at risk. Standard designs had been determined during the early mining years and while periodic modifications had been made there was a need for major blast pattern revision. This paper traces the development of wall control blasting programs over the years, relating designs to the geology and the evidence in the walls with the theories of the day and includes the recent trials that were conducted in what is a most unforgiving geology. Trials and improvements to ensure the walls were safe were conducted even as the mine neared its economic life. Instrumented monitoring of trials blasts has greatly increased the understanding of the damage criteria and enabled rapid revision of designs. Recent changes included reduction in presplit energy, charge redistribution and use of smaller blast holes for the trim patterns. Determination of a minimum proximity-to-final wall limit for production blastholes, establishment of the correct standoff to berm crests and walls and selective use of presplitting techniques for protecting crests have resulted in cost effectiveness, improved bench crest retention and an overall reduction in visible wall damage.

THE profitable disposal and utilization of much of our slack coal, lignite, and other low-grade fuels is one of the major problems facing the coal mining industry of Canada today. It is my belief that the pulverization process applied to these fuels opens the door to greater efficiency and greater prosperity, and I wish to discuss briefly with you some features of its development and advantages to date. Indeed, the art of burning pulverized coal under stationary boilers is one of the romances of modern engineering. As a Nova Scotian, I feel some pride in the fact that at Chignecto Mines, N.S., was built in 1906 the first pit-mouth power plant on the North American continent. This was built to make effective for the first time Edison's dream of carrying coal for power by wire rather than by rail. This plant, built by the Maritime Coal, Railway and Power Company, Limited, success-fully utilized underfeed stokers for twenty years but in 1927 was replaced by a more modern plant equipped with machinery for burning pulverized coal, which is now operating very successfully. A further source of pride is the fact that the first boilers on this continent to be operated by pulverized coal were installed by the Dominion Coal Company at New Waterford, N.S., in 1912 and were satisfactorily operated during the lifetime of the plant. It is an acknowledged fact that average living conditions on a large part of the North American continent are far superior to those of any other people on earth. The reason is that we use so much more machinery per capita, and cheap power supply has been a large factor in bringing that about. Statistics show that where one horse-power was used one hundred years ago to assist man in his work, five hundred horse-power is used today. Truly a remarkable development and the key to our present high standard of living. Lack of coal in the chief industrial centres of Canada has forced the extra-ordinary development of the water powers which Providence has placed in those centres. How many of us realize that Canada stands second in the world in the per capita development of hydro power, Switzerland being first and the United States sixth? From this condition, we are reminded of the fact that the per capita foreign trade of Canada far exceeds that of our great neighbour to the South-but another illustration of the benefits accruing from our great power development.

The approach to the disposal and storage of mine tailings is slowly evolving. Tailings disposal has been based on minimising short-term capital and operating costs, with rehabilitation costs discounted by the application of a high discount factor in a net present value approach to accounting. This has led to the widespread adoption of surface tailings storage facilities (TSFs) to store slurried tailings delivered by robust and cheap centrifugal pumps and pipelines. Depending on the site climate, rate of rise of the tailings, nature of the tailings and the extent to which supernatant water is removed from the surface TSF, the tailings may or may not dewater, densify and gain strength. High rates of rise of dilute tailings to a facility used to store both tailings and supernatant water results in a wet, low-density, soft tailings deposit that not only occupies a large storage volume but also presents rehabilitation difficulties. A low tailings density results in high containment wall costs, very high rehabilitation costs and a low potential for future land use or ecological function. Overall, the cost of slurried tailings disposal, thought to be low, is actually high. However, low rates of rise, even of dilute tailings, in a dry climate with efficient supernatant water removal can produce a dewatered, high-density, stiff tailings deposit that may occupy a large footprint but to shallow depth that is relatively easy to rehabilitate. There are advantages in dewatering tailings in the processing plant to recover process water and chemicals, facilitate tailings disposal in a more solid form and facilitate rehabilitation. However, the cost of dewatering in-plant can be high, and the process water may not lend itself to reuse. There are also advantages in removing supernatant water to facilitate solar and wind drying of exposed tailings, although water is lost to evaporation and the dried tailings may best be harvested prior to inundation by fresh tailings or rainfall run-off. This paper discusses the background and trends towards the elimination of conventional surface slurried TSFs, with examples presented of the management of black coal and other tailings, including those that are clay mineral-rich.CITATION:Williams, D J, 2015. "INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

"Nowadays recycling became an important rare earth elements (REE) source, which allows to reduce their demand for extraction from natural deposits. At present, the used fluorescent lamps and old type TV or computer monitors kinescopes are selectively collected and undergo processing in the system of recycling. It has been estimated, that utilization of such waste would be sufficient to cover the REE demand for the next 5-8 years. In the developed process, the luminophores were separated from the electronic and electronic waste materials, and processed by hydrometallurgical methods to obtain concentrated REE in form of oxides. INTRODUCTIONInternational Union of Pure and Applied Chemistry (IUPAC) defines the rare earths as a set of seventeen chemical elements, specifically the fifteen lanthanides plus scandium and yttrium. They are considered the most important indicators of the developed technologies and techniques. Rare earths are used, amongst others, for the production of magnetic and superconducting materials, ceramics, lighting, catalytic converters, advanced electronics and alloys. The demand for RE continually increases, similarly to many other primary raw materials. Globalization, the growing demand for limited resources of raw materials, the policy of the countries controlling the raw material market and the economic crisis became a spur for new programs of socio-economic development of the European Union (EU), with particular regard to EU safety for commodities in intermediary as well as long-term horizons (COM 2008), COM 2011).EU countries import most of metallic and chemical raw materials important for their economy. In 2008 a detailed program named Raw Material Initiative was announced. The increase in demand for most raw materials having special importance for the development of technology, and access to of raw materials security of supply affect the future economies of the UE member states and other developed countries."

Michigan is becomining one off the important oil-producing States of the country, The amount of crude oil produced within its boundaries has increased from only 4,000 barrels in 19253/ to nearly 16 million barrels in 1935.4/ The Bureau of Mines method of crude-oil analysis and classification indicates that the oils from the several producing fields are predominantly paraffin-intermediate-base, wax-bearing crudes. In general, they will yield 25 to 35 percent of highly paraffinic gasoline and about the tame amount of kerosene and gas-oil combined, 12 to 15 percent of lubricating oil stock, and 20 percent of residuum with a carbon residue of about 6 to 7 percent. In addition, there appears to be some correlation between certain properties of the crude oils and both the geographical location and geological structure of the oil-producing areas within the State. These general conclusions are based on the analytical data presented in this report, which is one of a series of papers that record the general characteristics of crude oil from the many producing fields of the United States. This report discusses briefly the oil fields of Michigan and the characteristics of the crude oils produced from them. The analyses of 15 samples are given. The object of this paper is to give a description of the new office and changehouse building and equipment at the Zinc Corporation Limited, the office section of which has now been in full use for approximately three years, and the changehouse section for approximately two years. As the expectations of the design have been fully realized, it is thought that this description will be of interest to members and possibly of some use to others faced with similar problems.GENERALIn the centralization of the surface plant around the new main shaft the combined office and changehouse building forms a prominent feature, being located between the shaft and the mill and facing the workshops on the northern side.The scheme for housing all employees in one building was proposed by the Manager, Mr. A. J. Keast, who was familiar with a similar successful structure built at the McIntyre Porcupine Mines Ltd. in Ontario, Canada.The principal features of this building were adopted as a basis for design, and the present layout evolved to suit the particular requirements of this mine.Some of the advantages of the design are:(a) Economy in first cost and space occupied when compared with plants having separate office and changehouse buildings.(b) Easier and more constant supervision of employees and of the plant by the senior staff members.(c) Close contact between officials of all departments.(d) Close covered connection between changehouse and shaft.(e) Avoidance of duplication of ,essential services such as electric power, water, heating plant, sewerage, etc.The Managing Director, Mr. W. S. Robinson, further instructed that the following requirements be adhered to in the new building:(a) Ample accommodation to be provided for office staff and other employees.(b) Special attention to be paid to lighting, both natural and artificial.(c) Working temperatures to be controlled to facilitate comfort and efficiency.(d) The buildings and equipment' to be of a permanent nature with furnishings and fittings of modern design.

Many industries base their decisions on the assaying of tiny analytical sub-samples. The problem is that most of the time several sampling and sub-sampling stages are required before the laboratory provides its ultimate assays using advanced chemical and physical methods of analysis. As long as each sampling and sub-sampling stage is the object of due diligence using the theory of sampling it is likely that the integrity of the sought after information has not been altered and the generated database is still capable to fulfil its informative mission. Unfortunately, more often than not, unawareness of the basic properties of heterogeneous materials combined with the unawareness of stringent requirements listed in the theory of sampling, lead to the conclusion that massive discrepancies may be observed between the expensive outcome of along chain of sampling and analytical custody, and reality. There are no areas that are more vulnerable to such misfortune than sampling and assaying for trace amounts of constituents of interest in the environment, in high purity materials, in precious metals exploration, food chain, chemicals, and pharmaceutical products. Without the preventive suggestions of the theory of sampling serious difficulties may arise when making Gaussian approximations or even lognormal manipulations in the subsequent interpretations. A complementary understanding of Poisson processes injected in the theory of sampling may greatly help the practitioner understand structural sampling problems and prevent unfortunate mistakes from being repeated over and over until a crisis is reached. This paper presents an overview of the theoretical, practical and economic difficulties often vastly underestimated in the search for quantifying trace amounts of valuable or unwelcome components.
