The relationships between Aboriginal Traditional Owners and mining companies have often been mired in dispute, particularly since the High Court Mabo decision and the Native Title Act of 1993. In the Pilbara region, Rio Tinto Iron Ore (RTIO) impacts the traditional country of 12 Aboriginal Traditional Owner/language groups. Over the past 12 years the company and the Traditional Owners have negotiated and settled several significant land use agreements including the Yandi Land Use Agreement over the Yandicoogina mine in 1997, between Hamersley Iron (now Rio Tinto Iron Ore) and three language groups û the Bunjima, Nyapaili and Innawonga people and the Eastern Guruma Indigenous Land Use Agreement (ILUA) of 2006. These substantive agreements are now being followed by a new generation of region wide ILUAs which are close to conclusion. Arising from these regional agreements is a new framework for engagement which has been informed by the implementation of the previous agreements in the Pilbara and across the Rio Tinto group of companies. They are driven by both a company desire to have a consistent approach to engaging with Traditional Owners and the Traditional Owners wanting to have a similarly transparent and consistent standard of performance by the company in implementing the agreements which can deliver improved employment, cultural heritage engagement and direct and indirect benefits for the life of mining by the company. During the past three years the growth in the Pilbara, Western Australia brought new opportunities with people flocking to the region for employment flowing from the mining boom. Housing was at a premium and FIFO (fly-in, fly-out employment arrangements) was developed as a method to manage the general growth and demand for skills. Despite the recent down turn in the world economy since September 2008, which has reduced demand for minerals, the Pilbara continues to enjoy high levels of employment and as a result there is still significant pressure on housing and services provision. Although there has been vast economic growth in the Pilbara not only by mining companies but also oil and gas companies, the 2006 census data indicated that the direct benefits of improved employment, business development and engagement in the mainstream economy continued to exclude Aboriginal people. Indigenous people constitute a significant proportion of the population in the Pilbara region, some 6000 people û currently 14 per cent of the population rising to 18 per cent by 2015 û yet they remain at the bottom of the socioeconomic scale. More than 40 years of mining has returned relatively little to this group of people who are the permanent residents of the region and are connected through their traditional culture to this country (Taylor and Scambary, 2005). Ensuring local Aboriginal participation in the mainstream economy has been a challenge for resource companies, Traditional Owners and local residents in the Pilbara. The case study explores the relationship between a mining company û Rio Tinto Iron Ore and the Traditional Owners of the Pilbara. It examines two projects that have been developed to engage Indigenous people in the development of their region and through regional representation and business development to build a sustainable future for themselves and their future generations and at the same time ensure social cohesion to support social licence to operate. The case study also examines the process that was followed by Rio Tinto Iron Ore and its operations in undertaking a regional agreement for land access, participation and the integration of local Indigenous people into their business and the local economy.

The porosities of fractured limestone reservoirs can be divided into two broad types in accordance with their effects on fluid distribution and fluid flow. In the coarse porosity, gravity segregation lakes place freely and the resistance to fluid flow is very small. In the fine porosity there is no segregation and a high resistance to flow, and it has relative permeability characteristics similar to tight sandstones. By analyzing the affect of the two porosities it is concluded that in some cases to recover the maximum amount of oil it is necessary to remove large quantities of gas from the reservoir by producing at high gas-oil ratios. In this manner the fine porosity is drained of its oil and the gas-oil contact drops slowly permitting higher production rates from the oil leg. Since this conclusion is contrary to widely accepted principles of conservation, a mathematical model (Fig. I) was constructed to duplicate the conditions desired. The behavior of the model indicates that under certain conditions it is possible to recover more oil by producing at high gas-oil ratios than by production at low gas-oil ratios, and that the rate of production is affected more by gas shut-offs than by the decrease in pressure (Figs. 2, 3, 4 and 5). INTRODUCTION It has been noted that certain limestone reservoirs behave in such a way as to indicate that there are two distinct types of porous spaces available for fluid storage and fluid flow. Regardless of the nature of these porous spaces the distinguishing characteristic is that in one type of porous space there is definite gravity segregation between the oil and the gas; while in the other, the gas evolved tends to remain distributed equally throughout the reservoir. For the sake of simplicity the porosity in which gravity segregation takes place at a fast enough rate to affect the behavior will be called "coarse po- rosity", while that in which this is not so will be termed "fine porosity". The behavior of a reservoir of this type would be different than that of a sandstone reservoir, especially if most of the oil is in the fine porosity. The process for which it is to be used is too often the only consideration in the design of a vessel. A de-sign allowing for practical manufacture and erection, as well as for proper maintenance, can often give over-all economies. Most platework in-stalled today is of welded construction. Therefore, metallurgical control is important in its manufacture. Also, because many concentrating and re-fining processes tend to be corrosive, the subject of protective coatings as a part of the manufacturing process is extremely important. The plant de-signer should know how to evaluate and specify controls for the metallurgy and for the coatings. Mining operations are becoming more sophisticated in the field of mechanical engineering. More and more emphasis is being given to preventive maintenance. The first step in any maintenance program, however, is good inspection service. This paper will suggest methods for the inspection of platework, and outline methods for repair and replacement.

Mr. F. W. Gray: It is not my intention to read my paper as it is too long, so I will touch only on the high lights. The Sydney field is the most favourable example of undersea coal mining that exists, and I have not been able to find anything like it elsewhere. The nearest approach to it is a field in England where the Whitehaven collieries are operating, but it has a lot of faults. The net result of these faults so far met with in the seaward advance of the workings has been to increase, by something over 100 feet, the gain in depth of cover, in a distance of approximately three and three-quarter miles. In the Sydney field there are no faults of any consequence. On the east side, the English measures rise. In Australia the sea bottom fell and the cover became too light. On Vancouver Island the coal ran out, and in Japan the seams are steep and contorted. The Chilian fields resemble our own to some extent. An inundation of two collieries took place there some time ago, due, it is said, to the rise workings being allowed to approach the sea bottom too closely in the vicinity of a fault. The Cape Breton undersea field has been proved over a frontage of about thirty miles and has been attacked and penetrated for a considerable distance along that front. We have passed the prospecting stage and now generally use developed land areas as points of attack to win the undersea coal. Of our mining under the sea, it can be said that, with the exception of No. 1-B and Princess colliery, Sydney Mines, no real attempt has been made to win the undersea coal.

"INTRODUCTION Red-iron-ore deposits in northeast Alabama have been exploited at vari¬ous times for nearly 6o years. About 3-1/2 million tons of ore have been produced in the Gadsden district; but mining activity has been dormant since 1926, and furnaces within this section of the State now suffer a shortage of red ore.To alleviate these shortages, work by-the Bureau of Mines was recommended after preliminary investigations. 4/5/ Diamond drilling, to determine the lateral and vertical extent of ores of known deposits in Greasy Cove and on Shinbone Ridge, was done from August 1946 to May 1947, as Project 9-106, Alabama Red Iron Ore. Three holes were drilled in each area.ASKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of domestic mineral resources to the end that they- make the greatest possible contributions to the national security and economy. Data from seven instrumented pile load tests in Milwaukee, Wisconsin and two other instrumented load tests reported in the literature, one in Evanston, Illinois and one in Houston, Texas were reviewed. The data were for pipe piles having diameters from 9-5/8 inches to 18 inches, driven to depths between 36 and 96 feet. These data were used to develop a relationship between effective vertical stress and unit side friction and unit end bearing. These relationships were based on readily measured soil parameters, undrained shear strength, Cu, and Standard Penetration Test (SPT) values. This Beta (ß) and Nt approach and four other methods were then used to calculate the bearing capacity of the nine cases analyzed. The results from each of the methods are compared with the measured results.

With the expansion of magnetite projects in Australia has come the opportunity to take advantage of newer technologies that were not necessarily available when the magnetite industries of North America and Europe were maturing. One of these technologies is the IsaMill, originally developed for the economic treatment of ultra-fine grind (UFG) duties of Mount Isa Mines. As understanding of the IsaMill has increased, so too has the ability to process coarser feeds while maintaining the same energy efficiency advantage and tight product size distribution that originally made the IsaMill so attractive. In the case of magnetite the hard non-elastic ceramic grinding media is ideally suited to the grinding duty when compared to steel grinding media. The centripetal separator and naturally steep product size distribution curve provide a mill discharge that maximises the critical concentrate grade. This paper analyses the effect of the IsaMill grinding technology on the full-scale Ernest Henry Mine (EHM) magnetite operation along with pilot and lab scale demonstrations of optimisation. Issues encountered and the solutions to maximise the mill throughput and quality are examined in an effort to promote better understanding across the industry. The heat of formation of scandium sesquioxide (Sc203) has not been measured previously, and existing values for gallium sesquioxide (Ga203) are subject to large uncertainties. As a consequence, thermodynamic calculations involving these oxides hare lacked scientific exactness. This paper reports newly determined values of the heats of formation of gallium and scandium sesquioxides at 298.15° K., by combustion calorimetry. The corresponding free energies of formation are derived from heat and entropy data.

Though these projects requires a high capital investment, the returns are regular with minimum maintenance after commissioning of the project and are ecofriendly. Bhutan is situated in the eastern Himalayas and covers an area of 38,394km2 (14824.01sq. miles. It is bordered by India in East, South and West and by Tibet in the North. The hydropower potential of the country is estimated at 30,000MW, out of which around 5% has been harnessed.

A case study was conducted on a metal mine operating in Kazakhstan, in which problems were associated with use of a complicated and outdated ventilation system and its high expenses. The mine needs to reconsider its existing ventilation system and identify the risks associated with operational losses when using this ventilation system. The aim of this study was to develop an efficient risk analysis method capable of estimating operational risks and financial benefits of the existing mine ventilation system. The developed risk analysismethod considers ventilationmodelling, riskmodelling, and financialmodelling.Ventilation modelling comprises ventilation simulation and ventilation financial simulation. In risk modelling, the number of risk events occurring with the use of existing ventilation system and the operational losses during these events is estimated. Financial modelling considers operational losses and ventilation financial simulation benefits and uses a dynamic cash flow model to estimate how cost variability influences the cash flow. As a result, the improved ventilation system attains an additional NPVa ranging from 3.2 to 8.5 million US$ at the corresponding defined probability of 90%. The results of this study reveal that the developed risk analysis method can efficiently estimate the financial benefits of ventilation modelling and consider risk events and their total operational losses associated with use of the existing ventilation system. This approach provides a range of possible outcomes and helps with deciding whether the ventilation system is appropriate or whether it should be updated to better suit the project financial benefits.

The objective of this study is "to assess the impact of surface mining on soil compaction in the Midwest". The study revolves around a unique field sampling program targeted at four mine sites utilizing four distinct types of soil movement of midwestern prime land. Through the preparation of a final report for use as a guidebook, an assessment is made of the degree to which surface mining operations contribute to the soil compaction problem. The final report is formulated through the use of field study data as well as information gathered in an intense literature review. The final report centers on applying collected data to practical field applications. Soil sampling on the four mine sites centers on a comparison of natural and replaced soils for moist bulk density. This characterization evaluates changes in density and texture throughout the soil profile to a depth of 48 inches. Fertility of the topsoil is also assessed for natural and replaced soils. During field sampling and observations, a base of information has been gathered to compile a case study on each mine site. The report accesses the regulations in the prime farmland areas through the use of a matrix. The regulatory matrix allows easy access of mining personnel to State and Federal regulations.

Application of dynamic simulation for a base metal processing plant is discussed. The plant receives ore of variable quality from two pits and blending had to be applied to maximise recovery. The plant employs multiple stage crushing, screening, dense media separation, two-stage milling, flotation and further filtration. Stockpiles and bunkers are used in the plant to cater for breakdowns and operating delays, the latter being appropriately incorporated in the model. A detail dynamic simulation model was constructed from the rock face to the filtration plant to assist the plant design, notably with definition of the ore blending method, sizing storage capacity and in-plant conveyors. The plant model was broken down to capital equipment items and various feed types and mass balances were tested to ensure that the production target is met. The dynamic simulation tested the proposed blending method, identified bottlenecks, produced risk profiles for all strategic storage facilities and overall helped minimise the project risks and improve confidence in the plant design. WITHIN recent years people have begun to realize the importance and significance of the mining and allied industries. The leading part the engineer plays in civilization is becoming recognized. However accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business. It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization, but on the whole, the magnitude of the-industry is underestimated. In this paper I shall call attention briefly to the importance of mining in the United States, in Canada, and in the world. Ordinarily, the annual primary mineral production of the United States is about $5,500,000,000. The average for the last 5 years has been a little over that, but last year, sadly enough, it was less than 31/4 billion. Just now, we are on the decline, and have been for the last two years. In Canada, the 5-year average was about $268,000,000, and last year it was 227 million. Due in part to gold mines (in 1930, for the first time, Canada's gold production exceeded that of the United States), the Canadian average is holding up better than ours. Average world mineral production over the last -5 years has been estimated at about $12,000,000;000 whereas in 1931 it was less than than 8 billion.

TODAY, man uses, at will, the land, the water, and the air to transport himself and his goods everywhere across the face of the world. He no longer thinks with wonder of the magic of conquering these elements - he takes his mastery of them for granted. He is, however, constantly striving to squeeze more and more efficiency from each mode of transport. Man's first method of transporting himself and his goods was, obviously, himself; then he acquired his first beast of burden - woman. Most other two-legged female animals carried their young around clinging to their fur. Human mothers were, generally speaking, furless and their offspring less 'Prehensile, and so slings and other trappings were invented to carry young children. Man's inventive genius soon adopted these devices for carrying other burdens, and for countless centuries woman carried all in order that man could walk unencumbered except by his weapons. Later other ?beasts of burden were trained and used, including dogs, horses, oxen, camels, etc. Man also discovered quite early that he could drag along the ground more than he could carry on his back.

Manganese deposits exist in the Wonder Mountain RARE II area (fig. 1). The manganese mineral is primarily bementite, a silicate. It occurs with Jasper and manganese oxides in tabular or irregular lenses along the contact between red limestone and basalt. There are about 11,000 tons (10,000 t) of indicated sub-economic resources in the northeast part of the study area. Of this, 10,700 tons containing 27.1 percent manganese is at the Apex Prospect and 300 tons averaging 24.8 percent is at the Brown Mule Mine (fig. 1). Another 1,000 tons (900 t) containing 27.0 percent manganese is at the Steel Creek deposit 0.5 mi (0.8 km) west of the area (Wiebelt, 1942, p. 1, 2). Each of these deposits is subeconomic due to small tonnage and high estimated recovery costs. They are in a regional belt of manganese occurrences trending northwesterly through the area. Pardee (1921) reports that manganese ore was shipped from the Triple Trip (Brown Mule) Mine in 1916.

The preparation and subsequent reduction of vanadium trichloride was investigated as a process for the production of high-purity vanadium metal. Chlorine was reacted with vanadium oxide in the presence of carbon to vanadium tetrachloride. The contaminant vanadium oxytrichloride was also formed and later converted to tetrachloride by reaction with chlorine in the presence of activated charcoal. Vanadium tetrachloride was stirred continuously during thermal dissociation to vanadium trichloride powder from which volatile contaminants were removed by distillation. The vanadium trichloride powder was reduced to vanadium sponge by controlled feeding of the trichloride into molten magnesium. Excess reductant and byproduct salt were removed from the vanadium sponge by high-vacuum distillation. Batches as large as 6.5 kilograms of sponge metal were prepared at an average reaction efficiency of 98 percent. Vanadium sponge after consolidation by arc-melting contained 820 to 11330 ppm of interstitial impurities and had a hardness between Rockwell B 40 and 70, This metal exhibited excellent workability at room temperature. The purification of impure vanadium metal by electron-beam melting resulted in lowering interstitial impurities from 1,890 to 504 ppm and hardness from Rockwell B 87 to 28.

"The Alpha Foundation for the Improvement of Mine Safety and Health, Inc. (Foundation) was established as part of a Non-Prosecution Agreement (Agreement) entered in December 2011 by the United States Attorney's Office for the Southern District of West Virginia, the United States Department of Justice and Alpha Natural Resources, Inc. (""Alpha"") and Alpha Appalachia Holdings, Inc. This Agreement was related to the explosion at Upper Big Branch Mine, an underground coal mine owned by Performance Coal Company, a former affiliate of Massey Energy Company, which Alpha acquired in June 2011. Pursuant to that agreement, Alpha agreed to establish a trust to fund projects designed to improve mine health and safety by providing $48,000,000 into the trust. The mission and vision of the Foundation are as follows:Mission: To improve mine health and safety through funding research and development projects by qualified academic institutions and other not-for-profit organizations.Vision: To enable miners in the future to be free of work-related injury or disease by the implementation of the results of the projects funded by the Foundation and undertaken by the best researchers from any discipline that can contribute.The focus of the research effort is not limited to coal mine explosion prevention, and in fact encompasses the entire spectrum of health and safety, addressing issues in both underground and surface mining operations in all mining sectors. Four major focus areas are identified (see Figure 1): 1) Health and Safety Interventions; 2) Mine Escape, Rescue, and Training; 3) Safety and Health Management and Training; and 4) Injury and Disease Exposure and Risk Factors.The Foundation is seeking to expand the knowledge base of mining safety and health information that can lead to resolving complex mining problems. To that end, the projects funded by this effort are designed to provide a spectrum of knowledge potentially encompassing the following:• Surveillance data - Collect and analyze surveillance data that better documents the prevalence and trends of occupational safety and health across the mining industry."
