For the first half of the 21st century, the United States will rely on the same mix of fuels it has for the past 50 years. Petroleum for the United States will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in stress on the gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging “piggy-back” trailer haulage, co-generation for manufacturing and expanded passenger service.

Langer Asbestos-related disease is increased with cumulative exposure (the concentration of asbestos in the air and duration of exposure). The maximum duration is assumed to be a working lifetime so federal agencies control cumulative exposure by limiting the airborne concentration of asbestos fibers equal to or greater than 5 lm in length. Air samples are collected in the environment of interest by entraining the airborne particulates including fibers on membrane filters and then counting the number of fibers using phase-contrast light microscopy. In addition to length, the fibers must have a length to width ratio of at least 3 to 1. This ratio is also referred to as the aspect ratio. Some counting strategies placed an upper limit on the fiber width restricting the counting to respirable fibers. Airborne asbestos is controlled by monitoring a sub-population of the airborne asbestos. No asbestos fibers shorter than 5 lm or fibers of any length having widths less than the resolution of the light optical method are counted. In the non-occupational environment, the Environmental Protection Agency requires the use of analytical transmission electron microscopy and fibers and counting fibers with lengths of 0.5 lm or greater and aspect ratios of 5 to 1 or greater are counted. The permissible exposure limit for asbestos has been reduced by more than 120-fold since 1969, when the standard was 12 fiber/ml and the current monitoring methodology was developed. The manufacturing and mining worksites are regulated by two different federal agencies and the asbestos exposure limit was higher in the mining environment until recently (Mine Safety and Health Administration 30 CFR Part 56, 57, and 7, Federal Registry, February 29, 2008). Currently the permissible exposure limit (PEL) is the same in both types of workplace and it is 0.1 fibers per milliliter (fiber/ml) over an 8-h shift as a time-weighted average (TWA). A milliliter (ml) is equivalent to a cubic centimeter (cc) and sometimes this standard is reported as 0.1 f/cc. As the phase-contrast methodology was used to monitor lower exposures and environments, other fibrous mineral particulates were incorrectly characterized as asbestos. These occurred in talc deposits and taconite ores from the Eastern Mesabi Range.

ELECTRIC smelting tests were conducted at the Northwest Electro-development Experiment Station, Albany, Oreg., to develop a feasible process for producing silicomanganese from siliceous manganiferous material. The Jackson County, Oreg., material used was massive and contained rhodonite as the most abundant mineral. Both raw and beneficiated materials were tested; various proportions and types of fluxes and reductants were used to make up the furnace charges. The silicomanganese product was used successfully in manufacturing various steels at industrial plants. The manganese content of the samples ranged from 23 to 28 percent; silica plus alumina content was as high as 55 percent-about four times the maximum specification for Metallurgical-grade ore. Sink-float laboratory tests indicated that the manganiferous material was amenable to beneficiation. Over 2 tons of rhodonite concentrate was prepared for smelting tests in a sink-float operation. Only the minus-3/4-inch, plus-8-mesh fraction was fed to a heavy-medium cone; over 97 percent of the manganese was recovered in the sink product, which contained 32.4 percent manganese and 44 percent silica plus alumina. About 25 percent of the silica was removed in the float product.

This report describes the development of guidelines for design, inspection and maintenance of automatic couplers. In order to devise the guidelines, performance requirements for automatic couplers were carefully established. This was done through a comprehensive survey of coupler manufacturers and extensive observation of automatic couplers in service in a broad spectrum of mines. The capability of the couplers to withstand the demands of the mining environment in terms of strength characteristics, gathering range, curve negotiability, and other factors were all carefully evaluated. An analysis of coupler related accidents for the years 1972-1976 was carried out to provide information on the safety and reliability of existing automatic couplers. This formed an important input to the development of the guidelines. It is expected that these guidelines will be useful to coupler manufacturers for establishing designs for improved automatic couplers, and to mine operators for maintaining their couplers in a safe and good operating condition throughout their expected lifetime. Placer Dome is learning from experience in Latin America, Asia and Africa, as well as in North America, that contributing effectively to sustainable human progress in the areas of its operations presents unending challenges to think creatively, communicate effectively and remain culturally sensitive. People must be better off in terms of their economic circumstances, their social conditions and the quality of their natural environment not only during the life of the mines, but after mines close. Stakeholders, all those who are directly or indirectly affected by a mining project, should be able to participate in decisions which affect them. The development of sustainability strategies, the monitoring of sustainability performance and the implementation of sustainability programs are best done in partnerships with governments, communities, nongovernmental organizations and multilateral development institutions. Ultimately, the success, if not the survival of mining, will depend on our ability to get the sustainability equation correct.

A foundation value engineering redesign is a collaboration between the project owner, original design team, general contractor, foundation contractor and redesign team. Without the acceptance and collaborative effort of all the stakeholders, the redesign process is doomed to failure. For the addition at the Hackensack (New Jersey) University Medical Center (HUMC) we had just such a collaborative effort for the drilled shaft redesign. For a successful redesign effort, the collaboration between the foundation contractor and their redesign team needs to fully exploit the contractor’s specific equipment and experience and convey how to apply this to the project as a whole to ensure everyone is confident that the project design goals are being met. For the HUMC project, applied load testing of the drilled shafts (bi-directional and lateral) were used to provide ultimate geotechnical design values for the redesign effort. By utilizing the contractor’s preferred equipment and the redesign team’s testing and application expertise, the redesign collaboration was able to enhance a good design and make it into a great project.

"MillMapperTM is a new 3D laser scanning technology that has only recently been introduced into the North American mining industry. It enables mill operators to gain a much more complete understanding of the condition of their mill internals and to more accurately predict how liners will perform in the future. This paper describes the technology and techniques used to obtain data on internal mill conditions, how this data is processed into meaningful information which enables better prediction of liner life and gives examples of the reports provided by the software. Examples are given, using client sites data, on how this information is being used to reduce the costs and improve the revenue from SAG and ball mills.INTRODUCTION Scanalyse Pty Ltd developed the MillMapperTM technology in Australia over a number of years and has recently introduced it into North America with a significant take-up in Canada. The technology was commercially released in Australia in late 2006 and there has been significant technical development in the features provided since that time. MillMapperTM has been accepted as a useful technology in the Australasian region and more recently has been introduced to sites in Chile, Peru, Brazil, USA, Canada, Laos and South Africa. Over 100 different mills have been scanned and the technology has been thoroughly tested and validated. It has become an integral tool in condition monitoring and improvement programs for SAG and Ball mills across many sites and is now providing significant and measurable benefits to the mining industry. Some of these benefits will be described in this paper using actual examples."

BENEFICIATION of iron-bearing formations is one of the major problems of research at the Michigan College of Mining arid Technology. Funds for this purpose hate been supplied by the State of Michigan supplemented by contributions of labor and some supplies from the Federal Government during the depression. The iron-mining companies have cooperated in securing samples and have also furnished much valuable information relative to the various formations.

This report describes research carried out by the Bureau of Mines to develop new technology for electrorefining metals at much higher current densities than those normally used in commercial practice, preliminary studies using rotating-ring and cylinder electrodes to increase the mass transport of copper are discussed. Following this work, single- and multichannel cells were developed that utilized a high electrolyte flow in the channels formed by the anode-cathode pairs. Using these cells, copper was successfully refined at current densities in the range of 70 to 300 amp/ft2. The effects of flow rate, electrolyte composition, and grain-refining and leveling agents on the morphology and purity of electrodeposited copper were determined.

I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. The aim of the present study was to determine the thermal oxidative behavior of materials used in coal mines, with emphasis on the type and relative concentration of the products, in particular the toxic species formed. To supplement this work and to gain understanding as to the type of products possibly formed and also to assess the limitations and advantages of the various analytical methods used a literature survey of the past investigations performed on the compositions of direct interest to the subject program was conducted. The compositions thus covered were cellulose, polyvinyl chloride, neoprene, urethanes, polyamides, polyesters, polyethylene, epoxy, phenoxy, urea-formaldehyde and melamine formaldehyde resins. The results of this review are compiled in the Appendix. The experimental work consisted of thermal oxidative degradation of 36 materials and 4 composites using a stagnation burner apparatus developed in these laboratories which affords a dynamic system approximating somewhat the conditions encountered in underground coal mines. This technique as employed during this program gave only the relative product concentration at specific periods of the decomposition process, The advantage of this approach is that in this manner screening of materials can be accomplished in conjunction with some assessment of the decomposition rate as influenced by temperature and material composition. Limited static tests were performed using a sealed tube method. The materials studied were grouped according to their compositions. The following were the main groups: (a) polyvinyl chloride-containing materials, (b) neoprene compositions, (c) rigid foams (urethanes, isocyanates), (d) miscellaneous materials (including jute, fiberglass, polyethylene and some articles of unknown composition), (e) coal and fluids (phosphate esters, organic esters, oil-water emulsions), and finally (J) composites. The latter comprised a mixture of a phosphate ester fluid with (a) coal, (b) a representative polyvinyl chloride sample, and (c) a neoprene type composition.

This study is a continuation of previous work in which the responses of tall structures to close-in construction blasting at two rock excavation sites are evaluated. A total of eight buildings were instrumented to calculate blast-induced wall strains. Of these structures, five high-rise buildings measuring 166 ft (51 m) to 294 ft (90 m) in height (15 to 24 stories), were included for this study and compared with the results of previous studies that included one to three story residential structures and mid-rise structures (four to six stories). All five structures were built between 1908 and 1940 with interior walls comprising aged plaster. Three of the structures are designated Landmark, subject to a 0.5 in/s (12.7 mm/s) regulated peak particle velocity (PPV) limit. The regulated PPV limit for the two other structures was 2.0 in/s (50.8 mm/s). To date, a total of 450 close-in construction blasts have taken place over six months at the two adjacent projects, blasting three to six times per day at each site. Seismograph instrumentation included tri-axial geophones in the ground and bi-axial geophones (horizontal components only) mounted on structure exteriors at the corners closest to blasting. Peak global wall tensile strains were calculated from time-correlated differential structure displacements in two horizontal directions as measured by upper and lower geophones mounted near the roof and at street levels. Wall strains were correlated with ground excitations to establish a stiffness factor for each structure defined as the upper bound linear regression slope for strain as a function of ground displacement. In addition, a structure-specific regression best-fit function was established to relate horizontal components of displacement to velocity. These two functions were used to determine the maximum ground motion velocity for a desired limit placed on wall strain. A 25 ?-strain limit was suggested for both projects to protect interior plaster walls. To date, global wall strains have not exceeded 0.53 ?-strains (or 47 times the project limit) for peak particle velocities up to 3.49 in/s (88.6 mm/s). This demonstrates the low strain response of tall structures to ground velocities well above regulated limits. The stiffness factor computed for the most flexible high-rise building was 688 in-1 (17475 mm-1). In comparison, stiffness factors for the most flexible residential and mid-rise structures previously studied were 8651 in-1 (219735 mm-1) and 4387 in-1 (111430 mm-1), respectively. Based on a large number of measurements made at these study structures, the maximum horizontal ground velocity needed to achieve 25 ?-strains in walls ranged from 36 in/s (914 mm/s) to 192 in/s (4877 mm/s) because of the high stiffness of these buildings. Such high amplitudes of ground vibrations can never be safely achieved during close-in blasting in urban environments. These excessive values stand to show how unfounded the current limits of 0.5 in/s (12.7 mm/s) and 2.0 in/s (50.8 mm/s) are when applied to massive, tall structures. This study demonstrated that upper structure motions are highly attenuated from the lower (street-level) motions because of the long travel distances up the buildings. High-rise structures are far stiffer than mid-rise and residential structures and can withstand ground vibration amplitudes far greater than the currently enforced blasting limits in New York City.

The use of walk-through inspections, approvals and ad hoc investigations to ensure risk is kept within acceptable levels is reaching its limits of effectiveness. Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

Approximately half of all the fuel energy used in the United States is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal/and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

IF a straight line should be drawn on the map (See 1, page 96) through the northern half of the South Island of New Zealand, from Mt. The United States depends mainly on foreign imports, principally India, for an adequate supply of sheet mica suitable for its many uses in the electrical and electronics industries. Sheet mica has, in fact, played an indispensable role in developing these industries,4/ and, in turn, the products of these industries (radio, radar, electric motors, and many others) have become indispensable to the military forces. Because or these conditions, sheet mica in its better qualities long has been classified as a strategic and critical material, and from this stems the wide-spread interest in substitute materials of which synthetic mica is one potential type. The United States Departments of the Navy and the Army entered into a cooperative agreement with the Bureau of Mines in 1947 to study ways and means of synthe-sizing and growing mica crystals. This is one of a series of reports5/ that describe the results of this program.

The Statnamic loading test is a new and innovative method for testing deep foundations. The test is relatively inexpensive, quick, easily mobilized, provides for direct measurement of applied load and corresponding displacement, and is capable of very high loading capacities. The long duration of the applied loading, as compared to a dynamic loading test, allows for a straightforward determination of the static behaviour of the foundation tested. A new method of analysis of the Statnamic loading test, the Equilibrium Point Method, is presented. A description is given of the pile-soil model and a demonstration of how the static load-displacement behaviour of deep foundations may be predicted from the Statnamic loading test data. The Equilibrium Point Method of analysis is applied to three types of deep foundations in soils which respond differently to fast loading rates. These case histories, from Canada and the United States, include data from static loading tests for direct comparison, and demonstrate the ability of the Equilibrium Point Method to predict static behaviour of the deep foundations.

Five different types of drilling systems were developed under the flexible drill program that was initiated by the Federal Bureau of Mines to protect roof bolter operators. The systems were designed for underground coal mines with seams as low as 30 inches, and with roof bolts longer than the height of the seam opening. Four of the developed systems were true flexible drills; the fifth was a remote-controlled, automatic rod changer concept. Only two of the five firms successfully completed testing requirements under the original contracts: BendixCorp.,4 with a true-flex drill; and Ingersoll-Rand Research, Inc., with the rod changer concept. The Bendix drill was rated best, and the Ingersoll-Rand drill was rated second. Because of the closeness of the ratings and the vast differences in the two development concepts, both systems had sufficient potential to justify further development funding for design updating and testing. Also, both systems warranted consideration for inclusion into other ongoing development projects under both safety and energy directed programs.

The mining industry will face numerous challenges over the next 10–15 years as new deposits are likely to be more remote and lower grade and existing deposits will be mined deeper. As a result, mines and mining contractors operating in deep-mine conditions will need to focus on the quality of drilling and blasting to minimise unnecessary waste rock excavation to keep costs at an acceptable level. In addition, increased demand for improved safety and operator ergonomics will set greater demands on original equipment manufacturers of mining equipment. Finally, difficulties finding a skilled and experienced workforce, particularly in remote mine locations, have already negatively impacted mines’ ability to achieve high productivity and low operating costs.This paper introduces techniques and shares practical experiences in increasing productivity and reducing the costs of excavation in underground face drilling. The paper uses Sandvik’s new DD422i automated mining jumbo as an example of the type of equipment needed to deliver the features and corresponding benefits for future mine development. The report desribes the prospecting, exploration, and test methods used to locate raw material sources and covers processing methods, cost factors, and trends. Also, the geologic and ceramic factors are considered in a general discussion of the economics, potentials, and requirements of clays as raw materials for ceramic tile manufacturing.
