Points out differences between the new, more liberal, law passed by the Colombian Congress and the law passed in 1919, gives a few facts about the pipe-line concession granted to a Canadian company, and tells of new drilling developments. PROBABLY the most important development in the Colombian oil situation during the past year was the passage by Congress of a new petroleum law, which went into effect Jan. 31, 1923. The principal points of interest in which this new law changes or improves the previous one are as follows: Law 120 of 1919 provided that one person or corporation could not acquire more than three exploitation zones. of 5000 ha. each, and royalties were based on a sliding scale, to wit: 6 per cent. royalty on lands 400 km., or more, from the ocean; 8 per cent. on lands 200 but not over 400 km. from the ocean, and 10 per cent. royalty on lands located less than 200 km. from the ocean. Rentals were fixed at 10 centavos per hectare for the first year; 20 centavos for the second year; 50 centavos, third year, and $1 (one peso) yearly thereafter. Under this law the term of the lease was fixed at 20 years and, at the discretion of the government, could be extended for 10 years additional. After the expiration of the lease and its corresponding extension, the machinery and other material placed upon the property would vest in the government. A bond of 20,000 pesos was also required of the lessee to guarantee faithful performance of his contract.

THE Institute of Metals Division of the American Institute of Mining and Metallurgical Engineers appointed a Research Committee in 1925 to de-termine what could be done by the Division to promote research work in the United States on non-ferrous metals. It was recognized that a considerable volume of use-ful research work in this field was being carried on by individual industrial companies as well as by the uni-versities and other research institutions, such as the Bureau of Standards. One need only refer to the recent research literature on non-ferrous metals in the TRANS-ACTIONS of the A.I.M.E., and elsewhere, to be con-vinced of healthful research activity in this field. The appointment of the Committee, however, voiced the impression that what was being done was, however excellent, inadequate for the needs of the industry. It was felt that the Division could usefully devote some of its time and effort in stimulating activity in this field. The deliberations of the Research Committee have not failed to develop wide differences of opinion even on the simple questions: (1) whether the Division can aid in any practical manner in this cause and (2) what the features of such aid might be. However, it was clear that there was only one type of research activity with which it could be very usefully concerned, viz., that on subjects of fundamental interest and general application. It was obvious that research work having special objects and more immediate commercial appli-cation should best be left to the industry itself.

Self-diffusion in single-crystal tungsten and diffusion of rhenium tracer in single-crystal tungsten have been measured over the temperature range 2660° to 3230°C by direct sectioning and radio-chemical analysis of W185 and Re183 and Re184 tracers. The initial radioactive layer was produced on the diffusion specimens by bombardment with 9.0-mev deuterons. Diffusion heating of the samples in high vacuum was accomplished by induction heating. Temperatures were measured by optical pyrometry, and the system was calibrated ALTHOUGH a considerable body of experimental information has been accumulated on self-diffusion in solids, the major part of the detailed work has by reference to the melting points of tantalum (2996°C), molybdenum (2620°C), niobium (2468°C), and rhodium (1966°C). The diffusion coefficients for the two systems, obtained by least-squares analyses of the data, are well-represented by the equations thus far dealt with relatively low-melting systems. Diffusion studies on the high-melting elements niobium,1 tantalum,2,3 and tungsten4'5 have been limited to polycrystalline material, for which data interpretation and theoretical analysis are sometimes difficult. Only recently, a study has been made with single-crystal molybdenum.6 The present work deals with the measurement of self-diffusion in single-crystal tungsten at temperatures approaching the melting point (3410°c).7 Since the method chosen for producing the radioactive tracer layer-bombardment with deuterons—produced detectable isotopes of rhenium as well as of tungsten, the diffusion of rhenium was measured also.

IN a previous publication from this laboratory1 the conclusion was drawn that the embrittling effect of occluded hydrogen on iron and steel must result from the precipitation of the gas within small openings through the crystal structure. A review of the literature then published indicated the real existence of crystal sub- structures of the mosaic type and gave presumptive evidence that the "rift openings" associated with hydrogen occlusion are the same as the "disjunctions" of the mosaic theory. Inasmuch as no clear conception of the actual nature of the crystal fragments and openings inherent in these theories has been established, it was considered desirable to obtain direct micrographic evidence of their true configuration. In this direction the standard methods of metallographic attack have proved useless. Recourse was had, therefore, to the direct examination of the surfaces upon which failure by cleavage had resulted from the presence of hydrogen. It was expected that such a surface, un- affected by chemical attack and undistorted by polishing, would reveal the fine openings penetrated by the gas and thus indicate the real nature of the substructures. MATERIALS STUDIED In commercial steels, defects caused by hydrogen take various external forms ac- cording to such factors as structure and purity, and to the extent to which hydrogen either occludes or produces chemical changes. The present work relates only to the well-known transcrystalline hydrogen embrittlement-"pickling brittleness"-in which elemental hydrogen occluded within the grain develops cleavage characteristics. For example, hydrogen embrittlement resulting from hydrogen reaction products is excluded from detailed study. It was also desirable, as far as possible, to have the study uncomplicated by other elements which themselves cause brittleness. Three types of iron were used. These included ingot iron, decarburized free- machining steel, and a specially prepared, aluminum-killed, electrolytic iron. This , choice allowed a comprehensive selection of unavoidable minor impurities and inclusions, which could subsequently be shown to have no specific effects on the structures within the grains. Carbon, and any other impurities free to react with hydrogen, were first removed by a preliminary annealing treatment in hydrogen. Subsequent treatment in vacuo extracted much of this hydrogen and its gaseous reaction products. The resultant ductile iron was then embrittled either by a second anneal in hydrogen, followed by rapid cooling, or by cathodic electrolysis. Group I: Prepared from Armco Ingot Iron As shown in Table I, the principal impurity in this iron was oxygen, which survived the purifying treatment to a large extent. Two series were prepared. The work reported in this paper represents the first of a series of investigations of the factors governing notch toughness in ferritic materials. This paper is concerned with two of these factors, namely, the effect of ferrite grain size, and the effect of an alloy content of 3.64 pct nickel. Every effort has been made to hold other variables constant in order to isolate the effects of these two. The compositions chosen for study were 0.02 pct carbon in order to eliminate the variable of carbide distribution, one steel being a plain carbon steel and the other alloyed with 3.64 pct nickel. Both steels were fully killed with silicon, without an aluminum addition, so that the variable of deoxidation practice was held constant. Finally, all samples were water quenched from 1200°F and tempered 24 hr at 300°F in order to hold the quench aging variable constant and to decrease the tendency for grain boundary carbide precipitation. The ferrite grain size was varied by heat treatment over the range of A.S.T.M. grain size numbers of about 2 to 6 in each steel so that the effect could be evaluated individually and the notch toughness of each steel could be compared at comparable ferrite grain sizes. Materials and Experimental Procedure MATERIALS The materials for this investigation were obtained from Battelle Memorial Institute as 250 Ib induction melts which were forged into 134 in. square bars and then rolled into 0.6 in. square bars. Both steels were deoxidized with silicon, the aluminum content being held to a minimum. Check analyses of these materials are shown in Table 1. HEAT TREATMENT FOR GRAIN SIZE The grain size was varied by varying both the cooling rate and the austeni- tizing temperatures. The heat treatments used and the corresponding grain size values are tabulated in Table 2. A semicontinuous network of grain boundary carbide was observed in the microstructure of both the plain carbon and nickel steels in the as rolled condition and an additional heat treatment was necessary to eliminate this variable. Therefore, all samples were water quenched from 1200°F and tempered 24 hr at 300°F as a final treatment before testing. This heat treatment served to eliminate to a great extent the grain boundary carbide network and to hold the quench aging effect constant. IMPACT TESTING Standard keyhole Charpy impact tests were machmed after heat treatment. A bath of acetone and dry ice was used for refrigeration of the samples down to temperatures of —94°F (—70°C) and a bath of either methyl-cyclohexane or isopentane, cooled by

ALTHOUGH considerable information has been published concerning manganese additions to the aluminum bronzes, these data refer principally to the two-phase alloys containing 8 to 11 pct aluminum, with some incidental information on the single-phase alpha solid solution alloys. Strauss1 gives an excellent review of the literature on aluminum bronzes up to 1927 and a bulletin2 of the Copper Development Association brings the bibliography up to 1938. The most extensive work on manganese addition is that of Rosenhain and Lantsberry,3 who investigated alloys ranging up to 10 pct aluminum and up to 10 pct manganese, and presented data on the physical properties of sand-cast, chill-cast, and several wrought alloys. The greater portion of the work, however, concerns alloys ranging from 7 to 10 pct aluminum in the cast condition and sheds little light on the properties of wrought single-phase alloys. Corson4 notes that alloys containing 10 pct manganese and 4 pct aluminum are not hardenable by heat-treatment, while one with 15 pct manganese and 5 pct aluminum can be hardened, but he gives no tensile data on it. In fact, no systematic study of the properties of single-phase wrought alloys containing substantial amounts of manganese has been reported. It should also be noted that most of the investigators worked with alloys containing significant amounts of iron and silicon, and that these impurities, whether intentionally added or accrued from the raw materials used in the preparation of the alloys, may be expected to have a direct bearing on the resultant properties. In the work on alloys made with electrolytic manganese, the Bureau of Mines has undertaken an investigation of the copper-manganese-aluminum system for the purpose of establishing the constitution and properties of high-purity alloys. In a recent paper5 the authors reported a metallographic investigation of the alpha solid solution area and the adjoining fields of the copper-manganese-aluminum system up to 50 pct manganese. This study established the alpha-phase boundaries at 50° temperature levels from 400° to 850°C. It was found that the addition of manganese to copper-aluminum alloys decreases the solubility of aluminum in the alpha phase (Fig I), curving the boundary toward the copper-manganese base line. The greatest change occurs in the first 20 to 25 pct manganese, which decreases the solubility of aluminum to approximately 4 pct. With larger amounts of manganese the alpha boundary tends to parallel the copper-manganese binary. At 1300°F and higher,

METALLURGISTS have used borax as a fluxing agent traditionally, but until recently elemental boron has played an insignificant role as an alloying element. Neither the metal nor its compounds have been regarded as important metallurgical materials and there is a surprising lack of knowledge concerning their metallurgical behavior. The new applications to steelmaking of both boron and borates, which arose in part from wartime incentives and restrictions, have been seriously handicapped by this lack of data. For example, rasorite, a naturally occurring sodium borate, has been shown to be an effective substitute for aluminum as a ladle deoxidizer in rimming steels.1 Likewise, the effectiveness of boron as an alloying agent has been demonstrated, 2,3 giving deep hardening when used in restricted amounts. The exploitation of both of these uses has been retarded by the difficulty of attaining suitable metallurgical control. Recognizing that the most important information required was a knowledge of the equilibrium between boron and oxygen dissolved in liquid iron, Gurry4 calculated this relation from the best thermal data available. However, estimates of the entropy of melting of boron, the activity coefficient of boron in liquid iron and the activity coefficient of B203 in slag were involved, and experimental work on this problem was obviously desirable. The experiments to be described were planned to establish the boron-oxygen relations in liquid iron and to demonstrate at the same time the ferroborate slag compositions in equilibrium with various amounts of oxygen in liquid iron. Accordingly, slags containing varying proportions of iron and boron oxides were held in contact with molten iron, and samples of both slag and metal were analyzed. The limitations upon the accuracy of the data will be considered, but in a practical sense the oxygen levels that can be attained in iron by iron borate slags, and the amounts of boron in iron at these oxygen levels were established. EXPERIMENTAL PROCEDURE No entirely suitable refractory was found for the mixtures of iron oxide and boron oxide used as slags. Crucibles of silica, magnesia, Ramix, beryllia, and zirconia were all tried unsuccessfully. The most satisfactory method discovered for handling them was the rotating-crucible technique, which creates a parabolic crucible of liquid iron 5,6 Even this was not entirely successful, for at steelmaking temperatures (1600°C.) the slags had such a low surface tension that they crept up to the refractory and slowly dissolved it. These difficulties made it impossible to maintain a constant slag composition for an unlimited period of time. However, by using the rotating

A BRIEF study of the effects of material and processing variations upon the tensile properties of steel formed from mixtures of iron and carbon was made in order to provide information regarding the .properties obtainable in iron-carbon compacts as influenced by forming pressure, sintering temperature, and graphite particle size. Sintered steels formed from mixtures of iron and graphite have been studied by Stern,1 who investigated the effect of various percentages of graphite on compacts formed from electrolytic iron that were repressed and heat-treated after sintering. A further study, by Stern and Greenberg,2 is concerned with the heat-treatment of steels formed by the carburization of iron compacts, and Margolies3 has reported work on the simultaneous sintering and carburization of iron-powder parts. Glauch4 investigated the effect of various types of graphite on the properties of iron-carbon powder alloys but did not determine the effect of different particle sizes of the same graphite alloyed with different types of powder. In the investigation reported in this paper, powders typical of those produced by electrolytic deposition and the decarburization of shotted steel scrap were used. The powders were mixed by tumbling in a jar mill with graphite powder ground to an average particle diameter of 2, 4, 6, and 16 microns (as determined by microscopic measurement). The properties of the iron and graphite powders are presented in tabular form as Table I. In order to obtain the maximum information from a minimum number of test specimens, the study was divided into two sections with one set of specimens treated identically in each section as a basis for comparison. In the first section, iron powder produced by the shotting and subsequent decarburization of scrap steel was mixed with 2-micron graphite powder, pressed at 50,000, 100,000, and 200,000 psi, and sintered in hydrogen at 1200°C for the periods of time ranging from 15 to 120 minutes. In the second section of the investigation, electrolytic iron powder was mixed with graphite of an average particle diameter of 2, 4, 6, and i6 microns, pressed at 100,000 psi, and sintered at temperatures ranging from 1000° to 1200°C. for periods of time of 30 to 180 minutes. By following this procedure an indication of the effect of the following variables upon the density and tensile properties of iron-carbon powder compacts was obtained: (I) forming pressure, (2) sintering time, (3) particle size of graphite powder, (4) sintering temperature, (4) type of iron powder.

Thermal etch patterns developed on poly crystalline 3.5 pct Si-Fe by heating in hydrogen or in argon have been examined. The most prominent feature of the etching is the development of striations on grains with (100) planes near the plane of the surface. These striations are probably produced by the resoution of a random, high-energy plane into (100) facets of lower energy. THE thermal etching of iron and iron-base alloys has a long history. The phenomenon was observed by Osmondl more than 70 years ago. The literature on thermal etching between that time and 1951 was reviewed by Olney,2 and a briefer review appeared in 1958. 3 The only articles which have been found dealing with the thermal etching of silicon iron are those of Dunn and Lionetti4 and of Dunn, Daniels, and Bolton,5 and they reported only grain boundary etching. EXPERIMENTAL PROCEDURES A cast 3.5 pet Si-Fe alloy was given a metallo-graphic polish and etch, then placed in flowing purified hydrogen for 6 hr at 2200°F. The same specimen was later repolished and etched to remove the thermal etching. The specimen was then held in flowing purified argon at 2200°F for 72 hr. In both instances the specimen was rapidly cooled by being pulled up quickly into the cold zone of the furnace. All photomicrographs shown are of the surface as removed from the furnace. Oblique illumination was essential for observation of the thermal-etching effects with a light microscope and was used for all the photomicrographs. RESULTS AND DISCUSSION Grain boundary etching, grain boundary movement, and contouring within grains are illustrated in Fig. 1. The contours within a single grain followed behind the advancing grain boundary. To determine the average contour interval, or step height, white light was used in an interference microscope. The steps were of the correct magnitude to separate while light into its spectrum of colors. A green light was focused at the top of a contoured area, shifting to red across the field. By using the difference in the dominant wave length of red and green light,6 and counting the number of steps across the area, it was possible to obtain a value of about 80A for the average step height. Laue back-reflection patterns of four grains with contour lines showed that the grains had a (100) plane slightly inclined to the plane of the surface (± 5 deg). Insofar as this could be determined from their irregular traces, the contour lines within a grain had a common direction, <100> ± 5 deg.

THE study of the high-temperature oxidation of pure metals, intensively pursued experimentally since the pioneer work of Pilling and Bedworth1 and supplemented by the recent theoretical work of Wagner2 is now well advanced. The important field of low-temperature oxidation-i.e., oxidation extending only through the temper color range of thicknesses with the formation of thin oxide layers in the range from o to 1000-2000 Angstroms-has not, however, reached so satisfactory a state, owing largely to the experimental difficulties that attend the formation and study of thin films; most of the work has been performed on abraded specimens whose surface irregularities approximated the thickness of the films formed. It has been pointed out that the rates of oxidation of different crystal faces are different and that the difference may be related to the orientation relationships that obtain between the metal crystal and the superimposed oxide crystal; it has also been suggested that this orientation dependence should manifest itself in rates of oxidation and perhaps also of corrosion in aggregates bearing preferred orientations. 3,4 An attempt to measure the rates of oxidation of different crystal faces of alpha iron demonstrated this difference in rate,4 but the dependence of rate on orientation was not simple; the method of measuring thickness, consisting of a color comparison with barium stearate multi-films of known thickness, was not wholly satisfactory. For these reasons it was felt that a study of the rate of oxidation of single crystals prepared with surfaces as smooth as possible, using a sensitive method giving true film thickness, should be profitable. Copper was chosen because of the ease of reduction of the primary oxide film and because the orientation relationships between metal and oxide and the composition of the oxide films formed at low temperatures are known; for thin films formed at low temperatures, Cu2O alone occurs.22-24 EXPERIMENTAL PROCEDURE Various methods of surface preparation were attempted in order to obtain a surface that would oxidize uniformly and reproducibly. Electrolytic polishing by the method of Jacquet5 and electrolytic and mechanical polishing followed by annealing in vacuum and in purified hydrogen at various temperatures were tested. The procedure finally adopted consisted in a fine metallographic polish followed by an anneal in purified hydrogen at temperatures of 900º to 1000°C. for 12 hr. or more. The surface so produced was very bright and smooth, with no trace of specular etching (though some grain-boundary etching was observed); indeed, fine scratches produced by the final polish were entirely removed by the high-temperature anneal.

Mixtures of&apos; MnS, ZFeO-SiO,, ZMnO.SiO, FeO, and MnO were prepared synthetically and used to study the planes ZFeO. Si0,-ZMnO.SiO,-MnS, FeO-MnO-MnS, and Fe0-MnO.Si0,-MnS in the quaternary system. Because the oxides and silicates studied flux MnS, inclusions in this system are partly liquid during rolling. Also, oxygen can modify subsurface inclusions through the reaction MnS + FeO—FeS + MnO during the soaking of ingots and the reheating of blooms and billets. NONMETALLIC inclusions in steel have long been a subject of study and conjecture because the properties of many steels are known to be affected by the the kind and amount of inclusions present. In free-machining steels, the type of inclusion present has a direct bearing on their machinability; in other steels, cleanliness is important and metallurgists direct their efforts at reducing the amount of non-metallic inclusions. Thus, the accumulation of knowledge about the formation and behavior of inclusions during all stages of steelmaking and processing should aid in improving the quality of steels and decreasing the production costs resulting from rejections. Previous studies of inclusions have contributed greatly to our understanding. The investigators have generally examined inclusions in finished steel. Boulger, Moorehead, and Garvey1 found that in Bessemer steels, low silicon contents results in globular sulfide inclusions with attendant high machin- ability ratings. Van vlack2 also found that low silicon contents favor inclusion morphology that contributes to high machinability ratings. Boquist and Stoll* found that silicon content affected sulfide inclusions and machinability of blooms, billets and bars more than did the finishing temperature in the range between 1775° and 2075°F. Carney and Rudolphy3 studied the distribution of sulfur, manganese, silicon, and carbon in a commercial ingot of resulfur-ized steel and found that silicon was concentrated near the bottom. This helped to explain why bottom cuts had poorer machinability. Klinger and Koch4 developed techniques for extracting inclusions from steel, and the technique devised by Gurry, Chris-takos, and stricker5 for extracting carbides can also be adapted to the study of inclusions. A different approach to the study of inclusions in steel consists of synthesizing the constituents that form inclusions and determining the phase eauilibria in the system that contains the constituents. The resulting phase diagrams can then be used to determine the effect of the various constituents upon each other. In this way, it becomes possible to under-

ON JUNE 7 the German Government handed to the French and Belgians a new proposal for reparations, which offered 1,200,000,000 gold marks annually, to be guaranteed as to 500,000,000 by a mortgage on the national railways, as to another 500,000,000 by a mortgage on industry, commerce, land and factories, and as to 200,000,000 by a luxury tax. The number of years for which this payment should run to be left to settlement by an international conference. This offer was taken under consideration by the French and Belgians, who instituted conversa-tions with the British in the hope of arriving, at some joint action with respect to the Germans. Up to the end of June nothing had been determined. In the meanwhile, the continued French and Belgian occupation of the Ruhr seemed to develop a condition of guerilla warfare, considerable bloodshed occurring throughout the region. The second Lausanne Conference dragged on, the Allies being apparently unable to take any firm, joint stand, while the Turks increased their importunities and managed to get concession after concession. Early in June a revolution occurred in Bulgaria, the previous Government under Premier Stambulisky, based on the agrarian party, being forcibly thrown out by a bourgeois and military combination. This pro-duced considerable disorder in Bulgaria, outside of which country the nature and purpose of the revolution does not appear to be well understood. Stambulisky&apos;s partisans offered feeble, isolated resistance to the revolu-tion; in connection with which there was some blood-shed and Stambulisky himself was reported killed, although this was later contradicted. Professor Zan-kof, the new Premier, issued a statement, that the change of the Government was the result of discontent, that the foreign policy of the new Government would be peaceful, and that Bulgaria would continue to fulfill her international obligations, particularly the treaty of Neuilly. It was the opinion of London that the immu-nity from taxation enjoyed by the farmers under the agrarian regime is likely to he superseded by more equi-table taxation, and in general that the bourgeoisie will be better administrators of the public affairs In domestic affairs industrial activity continued at a high rate, but there was distinct relaxation in the demand for raw materials, and also in some manufac-tured goods. During June there were reductions of prices by many of the automobile tire manufacturers. There seemed to be also further contraction in the demand for automobiles.

department, first as a practical miner, next. as rodman on the survey corps, of which he soon became chief, then draftsman and mining engineer in the company&apos;s office. In January, 1916, he was promoted to the position of district engineer in charge of mining engineering work. He became a member of this Institute in September, 1917. Captain Ba.llamy&apos;s military experience began at the same time as his engineering practice. He was a charter member of Company A, Engineers, N. G. P., which was organized ten years ago. He saw service on the Mexican border as First Lieutenant of this Company, and remained in that position until November, 1916. In July, 1917, he was again called into service and was sent to Camp Hancock, Ga., with the 103d Regiment of Engineers. Before joining this regiment he attended a school for officers at Fort Sill, Okla., where he received special training in field fortifications. In December, 1917, he was commissioned Topographical Captain on the Regimental Staff, and in April, 1918, preceded his regiment by about six weeks to France, where he again attended an officers&apos; training school. He rejoined his regiment on July 15, near Chateau Thierry and was killed near Fismes on Aug. 9, 1918. Lieutenant Martin F. Bowles Martin F. BOWleS, born Apr. 25, 1893, at Bonne Terre, Mo., and graduated from the Neodesha, Kans., High School, had finished all but one month of a four-year course in metallurgical engineering at the Missouri School of Mines, Rolla, Mo., when on May 12, 1917, he entered the first Officers&apos; Training Camp at Fort Riley, Kans. At the close of the training period, he was commissioned a Sccond Lieutenant and assigned to Co. B, 355th Infantry, 89th Division, and stationed at Camp Funston. He left this camp with his company on May 21, 1918, and sailed from an eastern port on June 4, ayriving in England on June 15, 1918. After a short stay at a rest camp there, he proceeded to France. On August 14, he wrote that he was with Battalion Headquarters as Gout Officer, 1st Battalion, 355th Infantry, 89th Division. The last letter received from him, dated September 2, was written in his dugout and contained the following: "Here it is 2.45 a. M. Sitting in a dugout waiting for some patrols to report back in, I am writing this by the light of two candles." He was killed in action on the night of Sept. 3, 1918. The letter of notifi-

THE writer&apos;s first experience with flotation was during World War I, in the beneficiation of Alabama graphite schist ores. One plant used a cone with a peripheral overflow; dried ore was distributed by a rotating disk onto the surface of the water. No reagents were added. The flake-graphite film floated along with some fine silica. Dewatering screens separated the flake. Naturally unit capacities were low but results were satisfactory. Minerals Separation mechanical flotation machines were used in another graphite mill. Pine oil was added directly to the head cells, with very good results. All the graphite concentrates from both types of flotation were carefully refined after drying by passing through burr mills, followed by very close sizing on sifters. In March 1927, the writer ran a very successful flotation test on minus 28-mesh, deslimed, Tennessee brown phosphate "sand,"[t] using a mechanical laboratory machine built in the shops of the Anaconda Copper Mining Co., through the courtesy of Ernest Klepetko. The machine was soon converted to a subaeration type, with improved results. This phosphate research program was greatly enlarged and led to the formation of the Phosphate Recovery Corporation. The development of nonmetallic flotation followed rapidly. The first flotation machine for beneficiation of phosphate was installed in January 1928, in a pilot mill, by International Minerals and Chemical Corporation, at Mulberry, Florida. These machines were Minerals Separation, 24-in., subaeration types, with weir control of pulp between cells. The sand bleeders were very small-about 1 ¼ -in. diameter. As the feed contained 15 to 25 per cent plus 28-mesh material, the cells choked up frequently. This was corrected by cutting a 2 by 6-in. bleeder opening above the impellers, at grid level, which short-circuited the coarse fractions directly into the feed of the next cell. The matter of size classification and grinding was a considerable problem, which does not come within the scope of this article. Because of the troubles noted above, cascade-type roughers were installed in the second flotation plant, built about 1930. Experimental cells had been tried in 1928. General plant layout is shown in Fig. I and details of the cascade construction in Fig. 2. The cascade installation in plant No. 2 gave good results and eliminated troubles due to choke-ups and coarse feed. The capacities and metallurgical results equaled those of the modified 24-in. Minerals Separation flotation machines in plant No. I The objections to the cascade installation are the floor space and mill height required. The Ti-Pb diagram was investigated in the region 0 to 58 pct Pb and from 500°C to liquidus temperatures. Three reactions were encountered: I—ß?a+Ti Pb at 725 10°C; 2—ß+L?Ti4Pb at 1305+ 10°C; and 3—the possible eutectic L-+Ti,Pb and y between 1200" and 1300°C. LEAD-RICH alloys have been investigated by Nowotny and Pesl,&apos; who used sintered compacts and studied the region from 37.5 to 100 pct Pb by X-ray diffraction analysis. The only phase found in addition to titanium and lead was the hexagonal compound Ti Pb. Alloy systems of lead with metals of the transition group, such as iron, chromium, tungsten, cobalt, nickel, or manganese, generally show little liquid or solid solubility.&apos; Craighead et al.,3 however, indicated that lead is soluble in a and ß titanium to at least 2.1 pct. They also found that approximately 50 pct of the lead added was lost during the arc-melting of Ti-Pb alloys. In the present investigation, are-melting also was used to prepare Ti-Pb alloys and similarly large lead losses were encountered. Experimental Procedure Alloy Preparation: Considerable difficulty was encountered in the melting of the Ti-Pb alloys and a number of experiments were performed before the method described was developed. Alternate layers of lead and titanium were wrapped with titanium sheet and compacted. This "sandwich" was annealed at 300" to 350 °C and was melted according to the procedure described by Cadoff and Nielsen.&apos; Using a low current, 150 amp, and an argon atmosphere, four to eight 10 to 20 sec melts were made on each alloy, with the button being turned over between each melt to insure homogeneity. In the high lead range, the preliminary sintering was found to be of doubtful value and was eliminated. In the region above the nominal composition of 70 wt pct Pb, the alloys prepared in this manner always consolidated into two phases. The outside appeared to be composed entirely of lead and the inside was a Ti-Pb alloy. In order to determine whether this phenomenon was caused by a miscibility gap, master alloys with a nominal composition of 40 wt pct Pb were machined and mixed with various percentages of lead sheet. This mixture was compacted and melted in the same manner as the other alloys. Although these alloys were not homogeneous, they did not show the layering that was observed

The U. S. Geological Survey has been actively engaged in work on coal for more than 50 years. During this long period we have released more than 300 publications containing information about coal and coal reserves, including details on the thickness, distribution, and quality of coal, and the structure and stratigraphy of the coal-bearing rocks. We have also cooperated with state surveys on many similar publications. For many areas these reports are the only reliable published data on our resources of coal. During the last several years we have substantially increased our activities above the wartime low. We now have field work in progress, or reports in preparation, on 13 detailed mapping projects distributed as follows: 1. Pennsylvania anthracite field 2. Casselman Basin, Md. 3. Leslie County, Ky. 4. Deep River field, N. C. 5. Coosa field, Ala. 6. Powder River field, Mont. 7. Spotted Horse field, Wyo. 8. Yampa field, Colo. 9. Paonia field, Colo. 10. Trinidad field, Colo. 11. Durango field, Colo. 12. Chaco River area, N. M. 13. Lewis and Thurston County fields, Wash. For two of these areas; the Paonia field, Colo., and the Coosa field, Ala., we have published recently preliminary reports, and final reports are in preparation. In addition, we are nearing completion of a coal reserve study of Montana, and are beginning similar studies in several other states, as part of a program of revising our estimate of national coal resources on the basis of presently available data. Factors Involved in Making Estimates Our responsibilities include detailed field mapping to secure information on areas of outcrop of coal beds, their range in thickness, nature of roof rock, amount of overburden, correlation of the beds, stratigraphy and structure of the coal-bearing rocks, and the preparation of coal reserve figures based on these data. The computation and estimation of resources of coal in the ground, like that of resources of other mineral commodities, involves consideration of many additional purely geological factors that can be appraised best through such regional studies. Regional variations in the thickness and texture of rocks overlying and underlying coal beds, for example, give evidence as to the probable position of the edges of the basin of coal deposition, or may aid in the delineation of sand-filled channels that sometimes cut out coal beds. It is apparent that the detailed field studies, in which data are gathered, are the basis for coal reserve studies, and in our present program these two phases of work are being carried on together. weight, and deflection, and recommends that the Pennsylvania Railroad Company denland that rails be made on specifications, based on these six variables, so narrow, that to fill them would cause the constant rejection of enormous quantities of steel, and a consequent enhancement of the price of rails, probably ten or twenty per cent., without any certainty that such rails would be any better than those the steel-mills are now making. I earnestly hope that the investigation which Dr. Dudley has so ably carried on will be continued. I hope the Pennsylvarlia Sailroad Company, or preferably a combination of several railroads, will institute the prolonged investigation which I think will be necessary to solve this deep problem; that they will take a hundred or more rails, watching and noting down carefully every detail of their manufacture as well as their analysis; that they will be carefully weighed before, during, and after service; that their crop-ends will be tested before service, and the rails themselves after removal; that all the sources of error which Dr. Dudley admits in the present investigation may be removed, and that enough facts may be gathered and tabulated so that the conclusions which may be drawn from them may be apparent to every one without labored discussion or heated argument. But I venture to prophesy that after this investigation shall have been completed, and a formula adopted which shall be satiefactory to both manufacturers and consumcrs, that formula will not be the one now under discussion. I hope Dr. Durlley will pardon me if I have been unduly severe in my criticism, and consider that I have written my remarks hastily and at a time which should have been given to needed rest. I differ with him only as regards the conclusions which he has drawn. I appreciate the value of his labors, and only make public my own conclusions in the hope of contributing to the advancement of the science of steelmaking, in which we are ail so deeply interested. Dr. August WENDEL, Troy, K. Y.: Dr. Dudley&apos;s last paper gives, certainly, very valuable and interesting information regarding the wear of rails under different conditions. His results concernillg the composition of rails, explotle, rather startlingly, some old theories regarding the wear of rails, and 1 think after his formula is silnplified it will be one good formula to work by. Joseph William Richards, was born in Oldbury, Worcestershire, England, on July 28, 1864, of English-Scotch parents, Joseph and Bridget (Harvey) Richards. In 1871, he came to this country with his parents. He attended the public schools of Philadelphia, Pa., where his father was a manufacturing metallurgist, and in 1882, graduated from the Central High School with the degree of A. B. The same year he entered Lehigh University, from which he received the degree of A. C. (Analytical Chemist) in 1886; M. S. in 1891, and Ph. D. in 1893. His connection with the university was continuous from 1887 until his death, and he therefore adds another to the list of names of men Prominent in the A. I. 11. E. who have helped to develop Lehigh University to the important position which it now occupies in mining and metallurgical education in respect of world-wide fame. It is fitting to recall in this connection that, Eckley B. Coxe, a fonnder of the A. I. M. E., four times its vice-president,, and president in 1878-79, was literally a pillar of the university for several years prior to his death; Thomas M. Drown, founder, vice-presi(lent, secretary for 11 years, honorary member, and president in 1897, was president of Lehigh University from 1895 to 1904; and Henry S. Drinker, founder, manager, vice-president, and honorary member, was president of the university from 1905 to 1920. Doctor Richards was no less active in both institutions. With the exception of the years 1886 to 1887, when he was superintendent of the Delaware Metal Refinery of Philadelphia, his professional life was devoted to the upbuilding of the metallurgical department of the university, in part through his continuous services as a member of the teaching staff, and in part through the international renown won for the department by his achievevements as author, investigator, expert and rerognizcd authority in metallurgy, especially the metallurgy of aluminum, metallurgical-chemical calculations, and electrometallurgy. He was assistant instructor in metallurgy and blowpiping in 1887; instructor, 1888-90; instructor in metallurgy, mineralogy and blowpiping, 1890-97; assistant professor, 1897--1903; professor of metallurgy, 1903-1921. He died at his home in Bethlehem, Pa., on Oct. 12, 1921, of heart failure. To the A. I. M. E., for a continuous period of a dozen years, his services were equally loyal and effective. He was vice-president, 1910-11, and 1916-17; councilor, 1912; dirctor, 1913-15; chairman of the Iron and Steel Clommittee, 191-1-21; he was one of the framers of the Insti-
