Prior to assessing potential for in-situ leaching, it is advantageous to identify the nature of the probable reactants in the ore horizon, including both the uranium species and those in the gangue material. We report mineralogical data on an areally-broad suite of samples from the Westwater Canyon Member of the Jurassic Morrison Formation in the Crownpoint area of the Grants Mineral Belt. Optical microscope, electron micro-probe, X-ray diffraction, spectroscopic and wet chemical analyses were conducted. In these samples, the uranium occurs predominantly as either coffinite or uraninite. The host rock is arkosic sandstone, comprised mainly of detrital quartz and feldspar. The minerals kaolinite and chlorite are present in claystone clasts and calcite occurs as a cement. Major trace elements include molybdenum, vanadium, iron, selenium and sulfur. Carbonaceous organic material is present in the ore and is intimately associated with the uranium mineral when it is coffinite. Geochemical, pyrolytic and 13C NMR analyses indicate organic material is probably a very mature, coaly-type kerogen derived from plant components.

THE principal producing areas of fire clay in Missouri are: (I) the east central district, which includes Audrain, Callaway, Montgomery, Warren, and Boone Counties [ ] (Fig. I); (2) the St. Louis district, which includes St. Louis and St. Louis County; (3) the north central Ozark district, which includes Franklin, Gasconade, Osage, Maries, Phelps, and Crawford Counties. [ ] Most of the semiplastict fire clay is found in Audrain, Callaway, Montgomery and St. Louis Counties, and in St. Louis. Flint fire clay is found in Callaway, Audrain, and Montgomery Counties and in most of the north central Ozark district. High-alumina [ ] diaspore clay is found only in the north central Ozark district, except a few deposits found in Montgomery County. This paper is concerned with the semiplastic fire clay that occurs in the east central Missouri district near Mexico, Audrain County, Missouri, which is mined by the open-pit method as practiced by the A. P. Green Fire Brick Co. About one-fourth of the semiplastic fire clay in that district is mined in shaft mines, and three-fourths in open pits.

IN this paper it is shown that when the tensile strength of a given steel in various states of heat-treatment is plotted against its elongation, a straight line results. The equation of this straight line can be computed with considerable accuracy from its chemical composition. The appropriate equations are given. The logarithm of the slope of the tensile-strength locus is shown to be proportional to the cumulative effect of the total alloy addition and the position of the line to be directly proportional to the cumulative effect of the alloy content. It is further pointed out that heat-treatment is more effective than composition in determining yield ratio. The latter enters mainly by its effect on hardenability, which is briefly discussed. Reduction of area and Brinell number are given some incidental attention. The data are applicable only to steels that have been normalized and/or quenched. The steels, if normalized, may or may not have been tempered. If quenched they must have been tempered at or above 400°C. (750°F.).

THE law of supply and demand is, in general terms, that law which governs the price of any commodity in an unrestricted competitive market. There are several variables which, for the purpose of this discussion, will be defined only as they apply to the petroleum industry: Production: The volume of petroleum that is moved from leases. Stocks: The volume of petroleum that is in the hands of the tank farm and pipeline companies. Inventory: The value of the stocks at the market. Consumption: The indicated delivery of oil to others than those who hold stocks. Demand: The potential absorbing power of the consuming market. Demand is the expression of the needs of the consumer and may depend on the economic value of the oil to the consumer. In times of low prices, the demand is the same as the consumption but during periods of high, prices or deficiency in supply, the demand may be greater than consumption. Meramec Mining Co., a joint venture of Bethlehem Steel Corp. and St. Joe Minerals Corp., mines and pelletizes iron ore at the Pea Ridge mine. The Pea Ridge property is located near Sullivan, Miss., about 113 km (70 miles) southwest of St. Louis. The ore body was delineated in the mid-1950's by St. Joe during a lead exploration program. The first test holes drilled on the Pea Ridge magnetic anomaly revealed the presence of a large magnetite deposit; further drilling in 1956 and 1957 confirmed that the ore body was mineable. Meramec Mining Co. was incorporated in 1957 and shaft sinking began late in the year. Production began in April 1964. The ore body is overlain by about 400 m (1300 ft) of flat-bedded sediments. It is tabular, about 800 m (2600 ft) long and up to 180 m (1600 ft) thick. It dips about 80° and is of unknown depth. The ore is mainly high-grade magnetite with small zones of specular hematite. The wall rock is a Precambrian rhyolite porphyry.

Any type of agitation within a confined vessel is primarily concerned with two parameters: a level of agitation describing the homogeneity of the constituents (whether it be suspension or mixing), and the energy efficiency with which this level of agitation is accomplished. The following is an attempt to present a solution to the problem of adequately defining and optimizing these properties. A discussion is included of the application of good design practices to the determination of a mechanically efficient shape to the blade elements of the propeller. These practices, excluding several appropriate modifications, have been known, but not well understood, in aircraft fluid mechanics for a number of years. Having optimized the direct impartation of energy to the medium being agitated, attention is turned to one of the more perplexing phenomena of multi-phase systems - definition and prediction of agitation levels. The result of recent study and testing is a method of scaling that the authors believe provides a lucid understanding of governing physical parameters within the agitator itself, allowing one to scale up and down with confidence.

IN THE Southwestern copper region the event of greatest interest was the starting up of the new Hurley, N. Mex., smelter of the Chino Mines division of the Nevada Consolidated Copper Corp., which occurred in May. This plant, built as a wet-charge smelter for treating largely an all-concentrate charge, embodies in its de- sign the latest in materials-handling equipment. Noticeable around this smelter is the absence of tram cars and trackage for the handling of charge, dust and other materials. Concentrate from the mills is received in bottom- dump cars which are unloaded into a series of concentrate bins. Concentrate is then reclaimed through the bottom of the bins and discharged through a feeder on to a conveyor belt. Flux for the charge is fed on to the conveyor ahead of the concentrate charge. The belt-mixed charge is conveyed to the furnace building and discharged into the furnace charge bin ready for feeding to the reverberatory furnace. As in the McGill plant, the furnace is fed by vibrating conveyors, one down each side of the furnace.

THE burden a man can endure depends on its magnitude and the number of tunes it is applied, as well as on many other factors. The resisting power of steel likewise is dependent on many factors. The maximum load it can support indefinitely is much less than its possible momentary burden. A light load straining the metal far within its elastic limit, if repeated indefinitely, ruptures the metal. The magnitude f the stresses that may be alternately applied and removed without rupturing the material depends on the number of repetitions of the cycle; the intervening periods of rest; the thermal, electric, and magnetic conditions, as well as the presence of secondary stresses. While we are unable to formulate the law between the magnitude f repeated stresses necessary to produce rupture and the length of time during which these alternating stress may be applied before rupture, my experience is that the time increases as the magnitude of the force decreases, according to a law which, to a first approximation, is exponential. In other words, F = Ce-t where F = magnitude f alternating stresses; = time for which stresses are continued; C = constant, which' depends on the conditions under which the operations are carried out. It is quite probable that the same type of law holds for the magnitude of a continuous force and its duration. When a rod of steel is subjected to the blows of a drilling hammer several things happen. First, one end is struck by the hammer and the other end is driven into the rock, thus causing a bodily displacement of the entire material of the steel drill. The greatest stresses involved in this bodily displacement are located at the two ends of the steel and manifest themselves by the distortion of these parts. Second, after the blow has been delivered the steel drill, due partly to its own resiliency and partly to the resiliency of the rock, experiences a vibratory motion as a whole, this motion is quite similar to the bouncing of a rubber ball thrown violently upon a smooth pavement. Third, the free vibration of the drill is determined only by its own natural period of vibration. This motion involves all the characteristics f any vibrating body emitting sound. The knowledge-feigning, theory- straining mining engineer." -Anonymous INTRODUCTION Taxes levied against mining properties and operations are a critical cost in the economic evaluation of mining investments. Indeed, taxes represent a substantial cost of doing business in the minerals industry and often have a significant impact on corporate investment decisions. A good example was the postponement of mineral development in the state of Wisconsin, primarily because of what was perceived to be excessive taxes imposed by that state. In many respects mining investments are no different from other industrial investments. Astute taxing authorities should recognize that geologic endowment is a necessary but clearly not a sufficient condition for mineral investments. The fact that a mineral deposit exists does not necessarily mean that it will ultimately be developed-a point that many taxing authorities fail to recognize. While it is true that ore deposits are not mobile in the sense that they cannot be physically moved to a district having more favorable taxes, corporate investment capital certainly is mobile and flows to ventures which maximize wealth to the firm. In short, higher taxes reduce project yields and tend to drive investment capital elsewhere. The appropriate type and level of taxation imposed upon the mining industry continues to be a very controversial and emotion-charged topic. Mining activities have been taxed at various levels over the years due to widely differing taxation philosophies. Location has also influenced taxation policies, as evidenced by the diversity of tax laws and assessment procedures applied to mineral deposits by the various states. Indeed, mineral taxation varies from state to state, from county to county, and from one mineral commodity to another. Whether or not a given tax is appropriate for a specific mineral deposit, or even an industry, is a difficult problem to assess. First, the type or kind of tax which should be imposed must be considered. Second, it is most important to define a fair and unambiguous base against which to levy the tax. Finally, one must consider the tax rate to be applied to this base. It is the combination of these two components

Through wide experience at numerous mills in the United States I have found that there is a decided difference of opinion among the producers of steel as to what constitutes commercially sound steel. Some metallurgists insist upon having, for certain grades of steel, a so-called "open steel," i.e., one which contains numerous blowholes of varying sizes, and consequently but little volume of true pipe, although a central intermittent shrinkage cavity often extends well down into the ingot. Such blowholes and pipe are expected to weld up during rolling or forging, because their surfaces are not oxidized. Even if this be admitted, included slag particles and a high degree of segregation are bound to be present in the product of such ingots. Blowholes are the result of an oxidized heat, and all heats, unless made or finished in the electric furnace, are oxidized more or less. Subsequent deoxidation, or rather degasification, either in the ladle or in the mold, or in both, is necessary to reduce or prevent blowholes. As is well known, a greater yield of billets or sheets is secured from the ingot by allowing the formation of blowholes, but this is undoubtedly obtained at the expense of the quality of the product. Decided segregation of carbon, phosphorus, and sulphur, as well as small included slag particles, undoubtedly exists throughout the greater portion of all so-called open steel, and cannot be removed by cropping. The first requisite for sound, homogeneous steel ingots and blooms is therefore, in my opinion, so to treat the steel in the furnace, ladle, and mold that "piping" steel is produced. The line of demarcation between harmful and so-called "harmless" blowholes is practically impossible to define. Is it not, therefore, the better and safer practice to use means for the elimination of blowholes and correspondingly reduce the segregation and allow the formation of a well-defined shrinkage cavity or pipe at the upper end of the ingot? With the relatively cheap deoxidizers available at the present time, e.g., ferro-silicon, aluminum and titanium, there is no commercial reason why all steel should not be thoroughly degasified. A degasified steel being provided, the method of freezing or solidifying the liquid steel into an ingot, and the subsequent working into blooms and thence into various products, is of great importance in reducing the crop or scrap portion of the steel, due to segregation and pipe. This paper describes a series of experiments leading to the development of a method for leaching the mixed ores of the Inspiration Consolidated Copper Co., containing chalcocite and silicates of copper, by the use of solutions acidified with sulfuric acid and carrying ferric sulfate. Iron is added to the solutions and ferric iron is regenerated electrolytically to a percentage high enough to act as an effcient solvent. The decreased yield is partly compensated for by a higher current density. An important problem in modern copper metallurgy, particularly in the Southwest, has been to obtain good recoveries from what are commonly known as mixed ores; that is ores in which the copper occurs partly as oxide and partly as sulfide compounds. The dividing line between mixed ores and ores commonly accepted as concentrating is not definite. In other words, much ore now being concentrated carries considerable copper in non-sulfide form, on which recoveries are not so good as on ores carrying less of these constituents. While treatment by concentration may be commercially profitable on ores carrying oxide copper within certain limits, there are large deposits for which the application of concentration could not be considered, and yet which have not been considered amenable to leaching because they carried too much sulfide. The Inspiration Consolidated Copper Co. has large amounts of such mixed ores, and this paper is an account of the experimental work by which a method was developed for their treatment, and for which a large plant is now being erected by the Inspiration Co. It is not claimed that the method is a general solution of the problem of mixed-ore treatment but it is apparently well adapted for leaching the ores of the Inspiration Co., for which it was designed. The work done has covered preliminary laboratory and test-plant investigation, and a pilot-plant run, extending from March to the middle of December, 1923. Thoroughly consistent and satisfactory results were obtained continuously for more than six months in the pilot plant; and it is believed that the results and probable costs that can be had on a large scale have been definitely proved. The method, however, was designed for local conditions; and while the basic principles are general, there are ores on which it will not work and other ores for which considerable modification may be required.

I fear most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution- to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make ((the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law. At this point it seems to me that we may profitably devote a paragraph or two to the subject of the origin of law in general, as we are presumed to be considering the subject from the high viewpoint of the general welfare of the nation. The most comprehensive and accurate definition of law in the legal sense is, that it is the body of rules for the regulation of human conduct which is enforced by the State, that is, by the nation.l Legal

(written discussion *).-The principle involved in the Crowe vacuum precipitation process is so elementary and the apparatus required is so simple, that the whole subject affords scant material for a technical discussion. As. one prominent Colorado metallurgist recently remarked when asked to contribute to this paper: "The Crowe process is the biggest step forward since the early clays of the cyanide process, but there is nothing to write about; just put it in your mill and try it." The writer confesses to a similar feeling, but having been closely identified with the process since its inception in 1916, he is perhaps in a position to at least comment on the theory involved and to record some of the results that have been achieved in actual practise. In practising the Crowe process, the solutions to be precipitated are first vacuumized in a suitable dispersion tower; that is, thin films of the liquid are subject to the action of a vacuum within a receiver. INTRINSIC and extrinsic stacking faults may be formed in fcc structures by similar processes with bounding S-and D-Shockley partial dislocations respectively.' The only difference between these two dislocations is that the side on which the fault lies is reversed. The number of nearest and next nearest neighbors of atoms is identical for the two faults, but that of next next nearest neighbors is different. Thus, the energies associated with intrinsic and extrinsic faults may be expected to be different but of the same order of magnitude. An extrinsic fault can be constructed from two intrinsic faults on adjacent close-packed planes. This suggests that the extrinsic fault energy is higher than the intrinsic fault energy. It is, therefore, surprising that extrinsic faults have not been detected in X-ray studies2 of deformed alloys of low stacking fault energy. These have, however, been observed in cerium3 by X-ray diffractometry and in Au-4.8 at. pct Sn4 and Cu-16.6 at. pct A15 alloys by transmission electron microscopy.

As this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a foremost industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry, protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no doubt creations of merit at the date of their birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machinery by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to, the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If, this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

This paper is based on the formula that the petroleum industry is sick—find the cause, eliminate it, and the industry will get well. There is perhaps no difference of opinion that the cause is overproduction, actual or potential. But that, again, is a result rather than a cause. The problem is to study the influences that serve to keep production and consumption out of balance. Production control is a popular theme and a natural one at this time when the whole world is unstable; but production control in its popular sense means little more than the application of emergency measures while danger threatens. Economists differ as to the effectiveness of these, most of which are designed to alleviate and not to cure, but we assume there are none who question the wisdom of promoting conditions under which economic forces are permitted to operate freely in bringing about stable conditions. The petroleum industry suffers from two classes of economic ills that serve to promote overproduction; namely, those which are common to all industries and those which are peculiar to this industry. It is of the latter I wish to speak. Strange to say, government is responsible in large part for this latter class of ills that affect the petroleum industry and we are coming to recognize that only through the assistance of government can they be corrected. Instability of the petroleunl industry, in so far as human agency was involved, had its inception in 1875 when a Pennsylvania jurist, called upon to make a decision for which there was no precedent and fancying he noted some resemblance between the so-called fugitive nature of oil and gas and that of wild game, made mention of that resemblance. Other courts being impressed by the analogy enlarged upon it, and gradually fixed upon oil and gas a legal status in certain important respects similar to that of wild game. Although later the courts abandoned this analogy, certain practices that developed out of that early concept have continued to this day and are largely responsible for the industry's present plight. Micro-and macro-scopic deformation mechanisms are discussed and constitutive laws being considered are reviewed. More information is available for rocksalt under expected repository conditions and, consequently, it receives more attention in our review. A brief comparison is made between the creep and constant strain-rate tests leading to a hypothesis that there may be systematic differences between steady-state conditions developed by the two test types. This difference is explained by considering specific power dissipated and work done on the sample. The hypothesis is tested against data for wet Westerly granite. In conclusion, progress has been made during the past five years but research and development should continue.
