The prime objective of geophysical exploration is to promote the economical and rapid dis-covery of mineral or oil deposits of commercial value. To a few this concept as applied in min-ing may signify the direct discovery of ore-bodies, but to the geophysical engineer this latter Idea is one of the most insidious and detrimental misapprehensions which he has to combat. The destruction of this annoying obstacle to the progress of geophysical exploration reveals the kernel of truth behind it, that the exploration geophysicist has for the better part of two decades been concerned primarily with the discovery of mineral formations favorable to the occur-rence of commercial ore. There is a very real distinction here, since geophysical methods are capable of discovering certain mineral formations such as sulphide bodies or quartz veins, but are totally incompetent to predict whether or not they constitute ore; that is. whether or not they contain minerals of economic value in the amounts requisite to repay extraction. The art of geophysical exploration is now, however, rapidly outgrowing these early limita-tions. The rate of this growth will in large measure depend on the recognition by the mining industry of the fact that geophysics can play a role far wider and more important than it usual-ly does now, in guiding the future exploration and development of mineral deposits. It is my own firm conviction that as time marches on we will see the methods of applied geophysics turned more and more to the delineation of both minor and major structural features. The outlining of such features having a bearing on the probable loci of mineral deposition will be of inestimable value in guiding the development of a mining district. In taking up this subject it is first necessary to define our terms. Efficiency, in its engineering usage, means the ratio between actual and theoretical results, and efficiency-records thus involve the use of scientifically determined standards with which all results are compared. Scientific management is the methods used in increasing efficiency, and includes the use of efficiency-records. Efficiencj-records do not alone constitute scientific management, but they are necessary to it, and any so-called system of management which is not based upon standards and standardization is fundamentally wrong. An efficient management and efficiency-methods in management are not the same thing. There are some people who have an instinctive genius for management and accomplish results without exactly knowing how they do it. Such a manager may obtain a very high efficiency without the aid of scientifically determined standards. On the other hand, it sometimes happens that poor results will accompany the use of efficiency-recorcis, due to a weak or indifferent management, which fails to make use of the information acquired. Efficiency-records are only a tool, and like other tools are worthless unless used. The ordinary cost-sheet and production-statement do not go far enough. They tell what has been done, but give no information as to how well it has been done. It is true that the man who is familiar with the industry and the plant in question may draw inferences and form a general idea of good work or bad work, but it can only be a very general and hazy idea. Comparisons with previous records or records of other plants are unsatisfactory, since there is nothing to show the cause of the differences. Efficiency-records supply this need. They compare actual

We cannot expect, within the limits of this paper, to treat this subject exhaustively, but will endeavor, in the following, to present it in as concise a manner as is consistent with a clear exposition of its importance. Ores of titanium, titaniferous iron-ores (that is, iron-ores containing a notable amount of titanic acid, TiO2,, say not less than 5 per cent., generally 10 to 20 per cent., and frequently more, up to 40 per cent. or thereabout), occur all over the world in immense quantity, " in mountain masses," constituting in some localities, as in Sweden, Norway, Canada, the Adirondacks (N. Y.), in North Carolina and other States of the Union, the geological formation itself, the igneous rocks having, in many places, been so permeated with the metallic oxides as to justify their being called iron-ores. As a rule they are Bessemer ores, quite free from phosphorus and sulphur, though not invariably so. When the percentage of titanic acid is very high, that of the iron is low, but the proportions do not necessarily vary in the same ratio; that is, a rich ore may contain more titanic acid than one lower in iron. The percentage of iron varies, being as low as 35 to 36 per cent. in real ilmenite. It is more generally not less than 50 to 55 per cent., reaching often an average of 58 to 60 per cent., and as high as 63 to 65 per cent. It is obvious that if these ores were to be considered in the same light as other iron-ores, equally rich in iron, they would form an excellent stock for blast-furnaces for years to come, as their supply might be called inexhaustible, and they could

The purpose of this paper is to convince the managers of silvermills that their customary reports in regard to the percentage of silver saved are far from the truth. It may be unpleasant for them to have the proofs of this fact brought before the public, and for this rezson the author refrains from giving the names of the mines and mills from which the statistics here recorded were obtained. It may be asked: What is gained by informing the stockholders of our silver-mines that they receive incorrect reports? Will this increase their dividends or lessen their assessments? In the first place, it is always better to publish honest facts than fiction. In the second place, many superintendents believe in the correctness of their reports, and have no idea how much they deceive themselves. Finally, the knowledge that hitherto unexpected losses of silver take place may lead to the adoption of methods by which these losses are greatly reduced. These remarks refer also to smelting-works. The present paper, however, is concerned exclusively with amalgamation and lixiviation. The first and most important error is found in the inaccuracy of the commercial assay; the second in the incorrect sampling of tailings in amalgamation. Further, mills not doing custom-work, but reducing exclusively ores from mines to which the mills belong, are in the habit of weighing the ore only approximately and without making moisture-tests. Thus, a correct basis for calculating the actual percentage of silver extracted is lacking. The superintendent, then, finds it convenient to report the apparent extraction, i.e., the extraction indicated by comparing the value of the roasted ore, minus soluble salts, with the value of the tailings. How many errors are thereby committed it is not necessary to point out.

Ik presenting this paper I will attempt to answer certain questions proposed at this meeting and describe and illustrate methods of producing sound steel in an economical and hence commercial manner, which are adaptable to the production of practically all steel manufacturers, by readily effected rational changes in the methods of casting, cooling, and subsequent handling of the ingots. In some of the high-grade mills of America, where it is essential to obtain perfectly sound billets or blooms, it is the practice to discard from 35 to 40 per cent. of the crop- or pipe-end, and even with this excessive discard, secondary pipe or shrinkage-cavities are frequently discovered during subsequent working of the blooms and billets into their various manufactured products. The usual discard of from 10 to 20 per cent, from the crop-end of the ingot, which is made by the present generally employed methods of form and solidifying of the castings, certainly does not give the slightest assurance of the saleable product being physically sound or chemically homogeneous. I am aware that in the past there has been and at the present time there still is a decided difference of expert opinion as to what constitutes physically sound steel. Physically sound steel, as I would classify it, must be free from blow-holes as well as pipe. The line of demarcation between harmless and harmful blow-holes is exceedingly difficult to define. It is certainly the better and safer practice to eliminate blow-holes from the saleable portion of the ingots and to form a well-defined shrinkage-cavity or pipe at the upper crop-end of ingot. A balanced system of internal stress is set up in any metallic structure by plastic deformation below the annealing temperature. The internaI stress induced by cold rolling or other fabricating processes is generally recognized and its magnitude is known to be, within certain limits, a function of the degree of cold deformation. The plastic deformation that may accompany rapid cooling from elevated temperatures may not materially change the form of the product. The internal stresses so induced are not, therefore, so evident and nonrecognition of their presence has at times led to engineering failures. The heat treatment of aluminum alloys is a relatively new art and little information is available regarding the magnitude of stresses induced during the commercial heat treatment of aluminum alloy products. As the industrial use of aluminum increases, it is inevitable that products of increasingly large volume will be required. It has become necessary in the present commercial utilization of aluminum to heat-treat castings and forgings weighing hundreds of pounds. One of the factors governing the magnitude of internal stresses arising from rapid cooling from elevated temperatures is that of the size of the structure being treated. Some of the other factors are: cooling rate, elastic properties of the alloy, thermal expansivity, thermal conductivity, and the presence or absence of phase changes. Practically all aluminum alloys have a high coefficient of thermal expansion and some are capable of developing relatively high elastic limits. On the other hand, all commercial aluminum alloys have relatively high thermal conductivities, no invariant phase changes, and the quenching temperatures are comparatively low. THIS interesting application of the laws of thermodynamics to metallurgical practice has not been discussed by any writer, within my reading, except the late Prof. Gallon of Paris. In his Cours de Machines,* Prof. Callon has given a short but lucid discussion of this subject in the admirably clear style for which he was remarkable. Although the interest attached to the subject is rather theoretical than practical, I have thought that an attempt to explain the mechanical action exerted in the hot-blast oven might not be entirely devoid of utility, especially in the suggestions which it involves. The statement, that the mechanical work performed in heating the blast is, when high temperatures are produced, considerably greater than the work performed by the blowing-engine, may seem incredible to many who are practically acquainted with the subject, appearing, as it does, to conflict with the results of their experience. It is, nevertheless, literally true, and I shall attempt in this paper to prove it, and to explain why it has not rendered itself palpably manifest in practice. Before proceeding to the mathematical demonstration, it will be well to recall to mind the definitions of some terms employed by writers in mechanics and thermodynamics. The actual energy of a moving body, as defined by Rankine, is the work which it is capable of performing against a retarding resistance before being brought to rest, and is equal to the energy which must be exerted on the body to bring it from a state of rest to its actual velocity. PRORATION in the petroleum industry has come to mean a method for curtailing the production of crude petroleum by artificial effort, and it is in this sense that the term is employed throughout this paper. Although a contrived curb on supply has been invoked at various times in the past in particular fields and to meet specific situations, it is not until the past few years that this procedure has become general and assumed a dominant role in the oil business. In the sense that we now understand it, proration had its inception in the Seminole area of Okla-homa in 1927, from which time and place the practice spread to include practically all the flush oil fields of the country, especially those of California, Kansas, Oklahoma and Texas. At present there is perhaps no phase of the oil business that commands more attention than proration, nor one that engages more time and effort on the part of executives in the business. The practice of proration, indeed, has not only become an integral part of the policy of most companies and operators, but it has also taken on the aspects of a "movement" involving two schools of thought with considerable feeling, and at times some bitterness, on both sides. In this atmosphere it is difficult to find calm, dispassionate consideration of proration, for most discussions are either vigorous exhortations by its proponents, or else sharp condemnations by its opponents; although it appears that the majority of the industry is clearly "in favor of" proration. It is hoped that this analysis will be taken as an attempt to appraise the movement as an economic force, without bias and without regard to the incidence of the conclusions upon any preconceptions that the industry may entertain.

WHEN a subject, such as the manufacture and service of chilled car wheels, as has been fruitlessly discussed for ten or fifteen years, it is difficult to revive interest and action by the mere repetition of statements and arguments that have been made before. And when a situation involves serious responsibilities for conditions that have grown up under circumstances beyond the control of any particular individuals or authority, it is even more difficult to deal with. But there is one phase of every subject that need not involve these particular points if presented in a, proper manner; and that is, " the future state." I will try to present the subject of this communication from the latter standpoint and with the hope that all of those interested will feel disposed to give the matter attention from the basis that it is a, vitally important one to all that travel on railroads, whether as employees or officials, or as dependent on those in charge of the operation, or in the matter of materials and equipment used. The conditions of chilled wheel service have been changed so radically in the past ten or fifteen years by the use of freight cars of 40 and 50 tons capacity, that it is fair to say in the interest of all concerned in the use and in the manufacture of such wheels, that the increased strains and loads have been quite sufficient to account for much of the service results that have transpired. That proper provision was not made for increased possibilities of strength and wear, in fact that previous factors of the kind were allowed to deteriorate, is no proof that such wheels cannot be made equal to heavy service conditions as shown in the data given herein.

Hostility is a characteristic of the environment in underground mines. Nature opposes man's efforts to remove mineral deposits, and this condition is recognized when mining is described as winning minerals from the earth. Evidence of this conflict is the action of natural forces to close excavated passageways. In many mines, this behavior of the surrounding environment is an ever-present and ever-changing problem despite much research and empirical study. Geological conditions change abruptly and may result in rock bursts, the inrush of water, or variations in rock hardness. Although aspects of these problems will become intensified as the rate of mining increases, they are not considered in this discussion. Emphasis herein will be on the changes in the atmospheric environment. Men underground work in an ever-changing, alien, ambient atmosphere. Many conditions are encountered that will affect their health and safety unless properly controlled. Potentially explosive gases are released from minerals as they are mined or enter from the surrounding earth. Some mining methods generate noxious gases. Natural processes and diesel equipment can steal life-sustaining oxygen. Airborne dust may cause lung diseases when breathed by miners in excessive amounts and by affecting visibility, introduce safety hazards. Deep mines pose heat problems that may be aggravated by high-speed mining. The deleterious effects caused by these changes, and their mitigation, are subjects of this discussion. THE UNDERGROUND ATMOSPHERE Health and safety problems from changes in the underground atmosphere have been apparent since the beginning of mining. Alleviation of these problems has been by ventilation with normal air from the earth's surface that flushes away the vitiated mine atmosphere. The objective is to provide atmospheric conditions essentially similar to those that man is accustomed to on the surface.

Selenium is found most frequently as an accessory mineral in the ores of lead, copper, and nickel, and is recoverable as a byproduct in the treatment of many of the ores of these metals. The geographic distribution of the selenium industry closely follows that of electrolytic copper, with the United States and Canada producing approximately 75% of the total output of the non-communist world. This situation is problem number one for selenium-its dependence upon the electrolytic refining of copper- for this byproduct source is not sufficiently flexible to permit a normal supply-demand balance. Furthermore, selenium has become a strategic material in short supply. Thus, new sources are being sought by both government and private interests. Although considerable attention has been given to this effort during the last few years, hardly any research has been published concerning the recovery of small amounts of selenium present in low-grade deposits. In such ores the metal occurs as native selenium or as selenides of iron, copper, silver, lead, and bismuth. In recent years, some native selenium (in both the gray and red form) and selenides, especially iron selenide (ferroselite), reportedly have been found in the sandstones of the Morrison formation near Grants. New Mexico. Similar occurrences have been reported in the Hagan coal basin, in Sandoval County, New Mexico. Samples from New Mexico ores have contained from a trace amount to as high as 0.425% Se. Some of the samples from uranium mines in the Grants area represent mixed ore and mill feed fur uranium reduction plants. In such cases, the selenium usually is reported as an impurity and is lost in the tailings. At present, no attempt is made to recover this waste metal.

The generation and evaluation of solutions to body force problems is of extreme interest to the geotechnical profession, as all natural stress states must necessarily include some contribution from the weight of the material. In this chapter the elastic solution for the stress field around a circular, horizontal tunnel at an arbitrary depth beneath the surface of a half-space is reexamined. The influences of body force, initial stress, and free surface proximity are examined and related to in-situ cases. The solution as presented deals only with an isotropically elastic medium; this medium is further considered only in a half-space configuration. It is readily apparent that these restrictions impose severe limitations if analogies are attempted with in-situ cases where geologic discontinuities, inhomogeneities, and irregular boundaries exist. The question might be raised as to the propriety of geotechnically oriented researchers even considering such idealized conditions. There is, however, much to be gained from study of such solutions. The lack of geologic discontinuities and inhomogeneities allows the investigator to separate and leisurely examine such parameters as are included in the solution, without worry of interrelationships of a host of other parameters. Further, elastic solutions have had extensive usage prior to the development of such techniques as the finite-element solution. It is interesting to compare body force solutions with the external field solutions which in the past have been used for design purposes. Finally, the exact solution may be used to verify the accuracy of the finite-element type of solution. The mathematical solution on which this chapter is based was originally developed by R. D. Mindlin.l Because of the complexity and length of the solution, no attempt was made to determine the resultant stress fields until the advent of the present-day high-speed digital computer. How-

THE Sparrows Point plant of Bethlehem Steel Co., southeast of Baltimore, is the largest Bethlehem plant, with an annual rated capacity of 6.2 million ingot tons. There is considerable diversity of product, but a high percentage is sheet, tin plate, galvanized sheets, and rod and wire. The large amount of light-weight end product requires a number of pickling installations that necessarily consume large quantities of sulfuric acid. In the coking operations sulfuric acid is also consumed in recovery of ammonia as ammonium sulfate and in treatment of recovered light oil derivatives. Total sulfuric acid consumption in the plant is currently approaching 10,000 tons per month, of which 55 to 60 pct is required for pickling. In 1951 the acute sulfur shortage caused grave concern as to future sulfuric acid supply for the Sparrows Point plant. Raw materials for acid making were already at hand in the form of hydrogen sulfide and pyrites sufficient to produce nearly half the sulfuric acid required at that time. It was also known that the Bethlehem mining activities would produce additional pyrites in the future. Late in 1951 Bethlehem management decided to build a 250-ton sulfuric acid plant at Sparrows Point to utilize these raw materials. The plant was built and put in operation in May 1953. The steel plant has expanded considerably since 1951, and it is now necessary to operate the acid plant far over rated capacity in order to supply plant demand. Production of acid in 1954 amounted to 93,000 tons. Raw Materials for Acid Making: Coking operations at Sparrows Point produce a residual fuel gas in large quantity which has a net heating value of 525 to 545 Btu. DURING the past 5 years no subject has aroused more interest or received more attention among mill operators than flotation. One reason for this is, undoubtedly, the remarkable success of the process in Australia where that country has risen to the position of furnishing one-fifth of the world's Supply of zinc. The plant of the Butte & Superior Copper Co., designed by James M. Hyde in 1912, was the first important large flotation plant in this country; other installations have been made since then with considerable frequency, particularly so in the last 2 years. Without going into complete detail, it may be safely said that although flotation is a highly successful commercial process, it is more or less on an empirical basis. Upon scanning the literature, it is found that the flotation investigations have, in the main, dealt with a solution of the problems which accrue to practise; until recently no attempt was made to remove the difficulties in the way of the formulation of a consistent and harmonious theory. Of late this phase of the work has been receiving considerable attention, particularly by the United States Bureau of Mines at its Salt Lake City station, by the Mellon Institute at Pittsburgh, by the General Engineering Co. at Salt Lake City, by many of the mining schools, and private individuals almost ad infinitum. There is, at present, an enormous amount of laboratory work being carried on in flotation research, and probably the time is not far away when a generally acceptable explanation of flotation phenomena can be Set forth. However, at this time, it seems as though the current technology is befogged with a super-abundance of contradictory evidence; this confusion can only be dispelled as time proceeds and the knowledge of the subject becomes more complete.

WHEN phosphate mining operations first commenced in Tennessee the loss of both high- and low-grade material was large, because of the crude hand methods employed. Practically all rock smaller than 2 in. was thrown back into the pits and covered with the overburden of subsequent openings. With the advent of mechanical washers and other mining machinery, together with the abolishing of the contract system, the waste has been steadily diminished, until at present only the finest sand is being rejected; and even this is not lost, for in the majority of cases the water, slime, and sand from the washers are run into large settling ponds where practically all of the phosphate-bearing material is caught and stored for future use, or until it is profitable to ship lower grades. The latest equipment used to recover the fine and lower-grade phosphate sand includes Dorr thickeners, settling tanks, Dorr classifiers and settling ponds served by locomotive cranes with clam-shell buckets, making it possible to save material averaging as fine as 200 mesh. To attempt saving finer material would necessitate a different type of drier, which might be patterned after the multiple-deck roasters. The present tailing runs from 15 to 25 per cent. of available phosphate, which, however, as mentioned before, does not represent a total loss to possible future operations. The demand of the consumer is the greatest factor in regulating the recovery at present. In the mining of blue rock, which does not require washing treatment, the main waste material is the capping of low-grade kidney forma-tion, generally used for backfilling of the rooms. By reason of the introduction of improved methods in the early stages and the re-mining of territory skimmed over at the start, at the present time the net result of all operations is a comparatively small loss.

In offering some data relative to this property, and the treatment of its ores, it is proper to say that a purely scientific article has not been attempted. It is hoped, however, that the economic conditions presented may be of interest to the members of the Institute, and that a discussion upon the concentration of the ore may throw some light upon a very unsatisfactory part of the work. The Smuggler-Union mines are located at the head of the San Miguel river, just south of the water-shed between Ouray and Telluride. The latter town, reached by the Denver and Rio Grande railway, is most picturesquely situated, at ail altitude of 8500 feet, in a narrow valley, the lower portion of which exposes only the sedimentary rocks. Along the sides of the valley, large masses of coarse alluvial deposits are left high above the present channel of the stream. Although much placer-work has been done, and some very rich material has been found, the limited extent of the isolated tracts has made placer-mining in this locality generally unprofitable. The valley terminates two miles above Telluride in an amphitheater around which walls rise abruptly several thousand feet. Here the company's mill is situated, being reached by a Bleichert tramway from the mines and also by a spur of the Rio Grande railway from Telluride. At this point, not only are the reddish sandstone and conglomerate beds exposed, but the contact between the conglomerate and the overlying gray volcanic breccia is plainly in view, even at a distance of many miles. A marked stratification is noticeable, indicating the successive layers of igneous breccia, locally termed trachyte. INTRODUCTION The production of coal is a major part of the mining industry. In recent years the production of clean coal has exceeded 600 million tons per year and is reported to have reached 660 million tons in 1977. Some data on the magnitude and utilization for the year 1975 is given in Table I. In that year 648 million tons of soft coal were produced and of this 267 million tons or 41% approximately was produced by mechanical cleaning. Of the 374 million tons of raw coal sent to the preparation plant, 28.6% or 107 million tons was discarded as refuse. In the same year approximately 6 million tons of anthracite were produced and nearly all of this was cleaned. Table I also gives coal utilization statistics for 1975. Excluding the approximately 20% that goes to the coke ovens or to export, the vast bulk of our production is used for steam power generation and a lesser amount for captive production of industrial power and process steam. While much of the nation's coal (e.g. strip mined western, sub-bituminous coal) may be removed from the ground in relatively pure form by modest selective mining techniques, other coal requires preparation in order to remove ash and sulfur constituents and produce an acceptable steam or coking coal. Preparation is often a valuable adjunct to mining in that rather non-selective, low cost, bulk mining techniques may be used underground while the preparation plant is used to reject refuse at low cost above ground. The principal reason for the use of coal preparation is to convert raw coal into an acceptable commercial product by removing the high ash and high sulfur refuse material.

Homestake's mining methods today are controlled to a con¬siderable extent by that which has been done in the past. The two main operating shafts were begun m 1878 and 1896 respectively, so that the location of shafts, loca¬tions of all the drifts on the upper levels, and a great deal of stoping was done before any of those now connected with the mine had anything to do with it In this paper is described the general plan of development. A table shows percentage of total production mined by the different methods in recent years. Average daily produc¬tion for several years now has been about 3850 tons milled. With the present schedule of 6-day operation of the mine, that means about 4450 tons a day mined This ore is treated at three plants, with respective capacities of 2000, 1200 and 600 tons The principal novelty in milling is at the largest mill where the stamps are used as crushers only, and where in the last two years a notable increase has occurred in the size of screens used A unit has been added to cyanide plant No 3 The construc¬tion of a new shaft is described, as is also the hoist building The company operates its own lumber and timber department It has a well equipped hospital Housing at Lead is an individual matter. I FEAR most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our, Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make "the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law.
