IT has long been known that the outside skin of tool steel frequently exhibits properties widely different from the interior of the mass. Within the last few years it has been generally recognized that many of these properties were clue to surface decarbonization. The origin and effects of this altering of the composition have been but little studied. C. M. Johnson' arrives at the conclusion that, in annealing, "the most active agent in surface decarbonization is the rust or scale (present on the surface), which is actually reduced to metal at the expense of the carbon in the steel to which it adheres." W. H. Hatfield in his admirable paper, The Chemical Physics Involved in the Decarburization of Iron-Carbon Alloys,' has given us the most tenable theory of the removal of carbon from iron. While Mr. Hatfield's work has been principally clone in connection with the annealing of white cast iron to produce malleable castings, it is frequently applicable to the decarbonization of tool steel. The following equations which he proposed have been fully borne out by the author's experiments: 2Fe3C + 2CO2 = 3Fe2 + 4C0 2C0 + 02 = 2C02 Continuous 2C02 + 2Fe3C = 3Fe2 + 4C0 It is the purpose of the author to show, in a quantitative manner, the effect of various treatments in eliminating the carbon in tool steel. Some of the phenomena of the decarbonized surface will also be described, as well as the practical problems they present to. the manufacturer and user of tool-steel products.

An evaluation of internal stress distribution based on photoelastic studies and destructive testing of simulation models shows that pillar failure is a function of the internal stress distribution, and that stability can be changed by altering the internal stress pattern. Induced stresses in three-dimensional epoxy disks subjected to uniaxial forces were evaluated by photoelastic studies. Stress profiles across different sections perpendicular to the loading direction revealed two maxima for each profile. Based on the stress distribution for the entire column, an attempt was made to explain pillar spalling and the hour glass pattern of failure in a mine pillar. For maximum stability and optimum design of mine pillars, it is necessary to consider the external forces, the nature and distribution of induced stresses and the characteristics of the pillar material as determined in the laboratory. This paper summarizes the research done by N. K. Bohidarl and Ben L. seegrniller2 as partial fulfilment of the requirement for Master of Science degree in Mining Engineering, University of Utah. It is an evaluation of a study to determine the stress distribution in short columns in order that regions of high stress concentration in mine pillars may be found and their effect on pillar failure be ascertained. The ratios of the dimensions of the columns studied are representative of those found in mines located in flat-bedded deposits. The weight of the overburden generally constitutes the major external force. This force is calculated by taking into account specific weight and thickness of the cover. THIS is a story of a mine discovered in the days of the Conquistadores but that remained unimportant until the second decade of this century. Without the usual legendary history of romance and fabulous riches it has become famous for the development of unexpected metals and unusual problems. These developments and experiences, exciting and interesting as any legend, are the substance of the San Antonio mine of the Santa Eulalia district in northern Mexico. Originally opened for its silver-lead content, it developed a tin deposit of singular economic importance and unique geologic interest, a vanadium orebody that for a few years placed it among the leading vanadium producers of the world, and now lead and zinc sulphide ores. It has been the seem of a disastrous flood that brought deep-sea divers into Mexico's desert mountains and raised important problems regarding ground water, demanding unusual measures. Geology and operating questions relating to the above matters will be discussed and much of it is recent history which has become a part of Mexican mining lore. History Dates Back to 1325 Santa Eulalia is the oldest of American cities, founded in 1325 by the Aztecs under the name of Tenochtitlan and devastated in 1521 by Cortes and his rapacious band of iron-willed adventurers. Their lust for gold burned through the Aztec empire and onward into most of North America. Santa Eulalia was in the path of conquest. In 1591 the district's first ore discovery was made near what is now the San Antonio mine. The ores carried no gold and the silver-lead content was unattractive to the early pioneers. Not until 1700 was real mining activity undertaken.

Geologic exploration, which has experienced an upward trend in the United States since 1962, continued with increasing activity through 1965. New, spectacular discoveries of recent years and continued questionable economic and political climates in many areas of the world have continued to focus the exploration attention of an increasing number of companies on the United States. Traditional geologic field methods are being bolstered by development of new methods, techniques and geophysical instruments. Reports from the states emphasize that successful exploration is dependent upon the combined effort of geochemistry, geophysics and geology, with high quality laboratory support of the field effort becoming increasingly necessary. PROGRAMS NOW UNDERWAY IN WEST During 1965 mineral exploration reached an all- time high in Nevada. Although examinations are being carried on throughout the State, much of the work is limited to two areas. The first area to attract recent exploration interest, initiated by discovery of the Carlin gold mine by Newmont Mining Corp., is an area of windows near the leading edge of the Roberts Mountains thrust fault in northeastern Nevada. Included in this area are the old camps of Mountain City, Battle Mountain, Cortez, Mineral Hill and Eureka. Major mining companies are using a combination of surface mapping, geochemistry, geophysics (largely induced potential surveys), following up with drilling. The second area of exploration is along the Walker Lane, a wide shear zone that parallels the Nevada-California boundary from Virginia City to Las Vegas. Activity has been intense in the Tonopah-Yerington area. Discovery of a large copper-iron deposit following an airborne magnetometer survey first focused recent attention on Walker Lane. Sixteen major companies are involved in exploration in the State.

A preceding paragraph treats of the irregular manner in which ore deposits occur and the complex factors that control their distribution; the occurrence of metals in oreshoots in individual deposits is equally irregular, and the factors that control such segregation are equally complex. While the dimensions of oreshoots in individual deposits may not be foretold with any degree of accuracy, the occurrence of ore in shoots is not accidental, but is controlled by laws some of which are understood. Any one familiar with permutations and combinations who stops to consider the variety of factors that control ore deposition, and their varying relative importance, will admit that the science of economic geology must advance greatly before the occurrence of oreshoots may be predicted accurately in advance of exploration. The segregation of minerals in any oreshoot must be referred to some condition, or combination of conditions, local to the oreshoot as compared with the remainder of the deposit of low- grade or barren minerals. Among the localizing factors that have been recognized are, in filled fissures, the amount and distribution of open spaces available for ore deposition, and in replacement deposits, the degree of brecciation giving access to the replacing solutions; the intersection of veins with other veins, dikes, sheeted zones, or porous strata; the impounding of solutions by impervious strata; and the differing precipitative influences of enclosing rocks. A large proportion of important and well- defined oreshoots, especially in deposits of deep-seated origin, are not assignable to any of these factors. One session of the annual meeting of the American Society of Civil Engineers-the first since this society became a Founder society with representation on the Board of the United Engineering Society-was held on Jan. 17, 1917, in the Engineering Societies' Building. Mr. Charles F. Rand, Past-President of this Institute, and President of the United Engineering Society, welcomed the new Founder society in the following words: "As one who has looked forward very earnestly to this clay, and who has made a modest effort in favor of the new arrangements, it is a peculiar satisfaction to be the representative of the Trustees of the United Engineering Society and to welcome you on the occasion of your first meeting in this building in which you now own' a quarter interest. "'As this is your annual meeting, I cannot take your time for extended remarks, yet it seems proper that I should call attention to a few facts respecting the United Engineering Society, with which you are now identified. "The United Engineering Society exists for the purpose of holding the legal title to certain of the property of the societies of Civil, Mining, Mechanical and Electrical Engineers and to act for them in certain matters. "The value of its property, including real estate, the Library and the Reserve and Endowment funds, exceeds two million dollars, all free and clear. "The total membership of the four Founder societies is 29,000 and the membership of associate societies is 23,000, making a grand total of 52,000 engineers who now have headquarters in this building.

The strength of a jointed-rock mass is not well-understood. It is believed, however, that the behavior of a rock mass is governed by both the intact rock properties and the properties of the discontinuities. Rock research in the past has been concentrated on the determination of intact rock properties. Several studies are presently underway which should provide more insight into the properties of the discontinuities. Few research programs, however, have been undertaken with the intent of studying the composite rock mass behavior where either the intact rock strength or the properties of the discontinuities may control failure. There are three approaches available for studying the behavior of a rock mass, namely, field studies, mathematical models (finite element), and geomechanical models. A geomechanical model has been developed in this study where the strength and failure modes of a model rock mass are studied as a function of intact block geometry, joint orientation, joint properties, and confining pressure. The objective of this study is to gain some insight into the parameters that govern the behavior of a rock mass, which parameters are most important, and when these parameters control. This chapter describes only one phase of the study, the development of equipment for use with the rock-blocks model. The models being tested are approximately 22 x 22 x 6-in. The size varies slightly depending upon the joint orientation used. The equipment developed includes model material molds, reaction frames, loading apparatus, measuring and recording instrumentation, and other accessory equipment pertinent to the operation of a successful study. BRADEN, the most southerly of the three big Porphyries in Chile and the first to start production (in 1910), is a remarkable mine. It would be interesting to know just how much it has contributed, and will contribute, to the earnings of the Kennecott Copper Corporation, which acquired 95 per cent of Braden stock in 1915 by an exchange of shares and which subsequently obtained the remainder. Because of this complete ownership no separate annual report is published (as is the case with Anaconda's South American subsidiaries, Chile and Andes). Income, taxes, operating costs, earnings, and other financial data, including the balance sheet, are consolidated with corresponding items applying to Kennecott's manifold operations in the United States and other foreign countries. If Braden were in the United States it would be possible to arrive at a pretty accurate estimate of revenue realized each year from the sale of copper simply by applying the average published market price to the production as reported by the company. However, because of the restrictions on sales imposed by the Chilean Government and the almost fantastic regulation of exchange rates in the past, no estimate of the sort would be reliable. This point is illustrated by the following comparison made by Charles R. Cox, president, in Kennecott's report for 1955: In each year, 1954 and 1955, Braden supplied about 30 per cent of Kennecott's total copper deliveries; but Braden's operations contributed 16.7 per cent of consolidated net income in 1955 against only 6.2 per cent in 1954. This paper is a discussion of a part of the mineral wealth of the States of Oaxaca and Paebla, Mexico. It does not refer to the precious metals, sonie mines of which, in these States, are said to have been worked before the advent of the Spanish conquistadores in the sixteenth century, as my purpose is to invite attention to the exploration of deposits of coal and iron-ores in the Mixteca region. The prominence given to coal is warranted by the great effect of the scarcity of fuel upon the industrial development of Mexico. Under the progressive administration of President Porfirio Diaz, the Republic has made wonderful advances in the past three decades; and this progress would have been greater but for the limitations imposed by expensive fuel. In the spring of 1906 I was detailed by the Birkinbine Engineering Offices, of Philadelphia, to accompany A. B. Adams, of New York, in a reconnoissance of reported deposits of iron-ores in the State of Oaxaca. The result of this expedition was the formation, in 1907, of the Oaxaca Iron & Coal Co., of which Mr. Adams became, and has remained, President and General Manager, and I have spent the past three years as Chief Engineer of this company in Mexico, principally in western Oaxaca, where field-headquarters were established. Sub boundaries and micropores, as well as certain other imperfections, may be revealed in aluminum by the formation of pits on the surface during cooling from elevated temperatures. The pits are attributed to the condensation of vacancies from supersaturated solution. This "vacancy pit" phenomenon has been used as an etching technique for studying the structure of aluminum specimens grown from the melt. Three fundamental structures were studied: stria-tions, cells, and dendrites. Two types of striations, as well as a crosswise structure are reported. Mic-roporosity is observed to occur in the cell walls on freezing. Subboundaries between primary, secondary, and tertiary branches are observed in dendritic growth. A special case is cited in which cellular growth suppresses the formation of striations. SMALL, well-defined pits have been observed to form on the surfaces of electropolished aluminum specimens during cooling from elevated temperatures.' This phenomenon was attributed to the condensation, from supersaturated solution, of vacancies at particular points on the surface. It was shown that the amount of cooling required for the formation of pits increased exponentially with decreasing holding temperatures in a way that was consistent with the thesis that a critical supersaturation of vacancies was required for the pits to form. Pits do not form in the vicinity of certain imperfections, namely, subgrain or normal graind boundaries, phase boundaries, certain surface irregularities, and pores. The width of the pit-free region increases with decreasing cooling rate. This observation suggests that the imperfections in question are effective sinks for vacancies and that the pit-free region around them is material that is not sufficiently supersaturated with respect to vacancies to nucleate the surface pits during cooling.

Stress control methods of mining have been developed separately in at least four different parts of the world in entirely different types of mining -- coal, trona, salt and potash -- during the decade of the 1960s. They all utilized yield pillars as tools for ground control. Today, yield pillars are becoming widely used in under- ground mines in a variety of geological conditions. Stress control methods are effective in stabilizing openings in weak, complex grounds, especially at greater depths. Their advantage is that they utilize existing ground media to stabilize mine openings by altering the stress distribution patterns around the openings, by controlling design parameters such as room width, pillar geometry, and excavation sequence, rather than by using a conventional means of artificial ground support such as roof bolts, cribbing, or arches. Stress control methods, therefore, are suitable for both advance and retreat mining, including total extraction mining. Adaptation of these methods results in substantially greater safety, productivity, and ecnomy over conventional methods. These methods are based on scrutiny of the actual stress conditions in the ground, by both in-situ measurement and computer simulation. This paper provides a summary of stress control methods as developed over the last ten years. The field examples are limited largely to salt and potash mining applications, although the method has been used successfully in other mining applications. The examples illustrate that stress control methods actually address general ground weakness problems -- separation at discontinuity planes, swelling by shale expansion, deterioration by brittle fracture, and interference by ground water. That is, although the principle is developed mainly with reference to salt and potash applications, it is generally applicable to weak ground.

Said Plutarch a long time ago, ?To appreciate a man's work at the full, it is well to know the man himself, his circumstances and the incidents of his career." He might as truly have said "gift" instead of "work." Ambrose Swasey, engineer, collaborater with scientists, promoter of engineering research, patron of Engineering Foundation, advancer of the good of mankind, modest gentleman and generous giver, is, happily, well known to a great many engineers, who will therefore more fully appreciate his recent additional gift, for the use of the Engineering Foundation, which; purpose is "the furtherance of research in science and engineering, and the advancement of the profession of engineering and the good of mankind." But full appreciation of a gift of money necessitates more than acquaintance with -the giver and knowledge of the amount. Its timeliness; its inspiration; the character and continuity of its benefits, all must be comprehended. But whose imagination, though far-visioned as the great telescopes Mr. Swasey has built, can see the limits of benefit of such gifts as he has made to the Engineering Foundation, attracting-as they will-other gifts and evidences of, devotion to a great cause-? Every such gift lays responsibilities upon the recipients. Will American engineers grasp not merely, their pecuniary value but also emulate the spirit of fraternity and desire for harmony which have accompanied them? Shall we not work together and with Ambrose Swasey to advance still further the good of mankind, thus to demonstrate an acceptance of our obligations to humanity which is a counterpart in a democracy of the noblesse oblige of aristocratic tradition?

IN evaluating coals as steaming fuel on the basis of chemical and physical properties of the coals, the only properties that can be used are those for which the methods of determination are well established and standardized, and those that affect all methods of burning the coals in the same way. The discussion is written from the standpoint of the coal consumer. The production of steam is the largest field for the use of coal. It includes stations for generating electric power, central heating plants, industrial power plants where steam is used for power generation, factory processes and heating. The field also includes steam locomotives. Small house-heating boilers are not included in this field because such small boilers generally burn specially prepared domestic fuel. The plants using the steam coal are equipped to burn the coal when fired by one of the three general methods: namely, hand, stoker, and pulverized coal. The hand firing is now restricted to small plants and to locomotives. Central stations and larger industrial plants use either stoker or pulverized-coal firing. Some locomotives also use stokers. Pulverized-coal firing has been tried in locomotives but so far its adapta-tion to this use has been handicapped by practical difficulties. The coals used for steaming purposes are generally of the bituminous and semibituminous classes, with volatile matter ranging from 15 to 35 per cent. Coals belonging to these classes are produced in many parts of the United States and form by far the largest part of the total coal production of the country. THIS survey is one of the more recent tests of geophysical methods of prospecting by the Dominion Observatory and the Geological Survey of Canada, of which the purpose is to find out what application such methods may have to geological problems in Canada. The Malagash salt deposit lies on the north shore of Nova Scotia about 40 miles east of the New Brunswick boundary, and forms a part of faulted and folded Carboniferous strata. The salt beds are exposed only in the mine workings, which are about 1000 ft. deep and at one place extend for 1000 ft. along the strike. Lack of rock exposures, complicated folds, and faults make it impossible to predict the location of salt away from the mine. A survey of an area in the vicinity of the mine was therefore undertaken to find out whether the salt could be located by the torsion balance and whether its extension from the mine workings could be traced. As the gravitational effects at Malagash may be fairly typical of those at other concealed salt deposits in the Carboniferous rocks of the Maritime Provinces of Canada, the survey has a direct bearing on prospecting for other deposits. The survey was made in 1934 by A. H. Miller in collaboration with Dr. W. A. Bell, of the Geological Survey of Canada. Observations began on June 15 and were completed four months later, on Oct. 15. Definite gravitational effects including a lowering of gravity were observed over the deposit. The survey also disclosed one other area of low gravity east of the mine but whether this area is underlain by a large body of salt is not yet established.

Knowledge of the basic properties of rocks-strength, structure, and permeability-is prerequisite for the success of foundation work for masonry dams, large bridge piers, and tunneling as well as for excavation in rock and special underground construction. Strength of engineering materials depends upon texture and structure as well as the environmental conditions to which they have been subjected. Failure in its widest sense implies the transition of a material from elastic to plastic state (yield strength), from continuous to discontinuous state (rupture strength). The compressive strength of a material such as rock is the stress at which a sample, loaded and unconfined at the sides, fails by rupture. Some of the external factors that control strength of rocks are the nature and type of stress, whether uniaxial or triaxial, compression, tension, or torsion. Another important factor is the rate of stressing-whether constant, impact, or gradually increasing. Of the internal factors, the effect of texture upon strength is obvious. Generally, fine-grained rocks have higher compressive strength than coarse-grained prototypes. Among metamorphic and igneous rocks those with better and higher degree of interlocking of their crystals are generally stronger than the ones with poor or lower degree of interlocking. In sedimentary rocks, the degree and type of cementation has a great influence upon their strength. Structurally, the existence of fissures, cracks, and seams of argillaceous or organic materials in a rock specimen will greatly reduce its strength. The occurrence of oil seepages in Venezuela has been known since the early days of Spanish occupation. It was not until 1912, however, that any serious exploration work was undertaken. In that year, the Caribbean Petroleum Co., then a subsidiary of the General Asphalt Co., employed a large staff of geologists to make a systematic survey of large areas in eastern and western Venezuela, selecting the most desirable localities out of the immense area covered by the Valladares concession. This preliminary work was completed in the fall of 1913, and in February, 1914, the company completed its first commercial well at Mene Grande. Development work has progressed slowly, for various reasons, but petroleum in quantity has been encountered in nine widely separated localities. The Mene Grande field has been put on a producing basis and approximately 4,000,000 bbl. of oil is being shipped annually. Increasing quantities of oil are now being drawn from El Mene and La Rosa. In the light of these developments, the world's need for oil reserves, and the proximity of Venezuela to the United States, American capital is being attracted more and more to Venezuela. Although considerable careful geological work has been done in Venezuela by the various oil companies now operating, most of the data is buried in the company files, and the published literature has been extremely meager. The most valuable contribution to date has been a map and report by Jahn, which, as it was printed in Spanish, is not generally available to the American oil public. Ore deposits of commercial grade are local concentrations of great rarity when considered in relation to the area of unmineral¬ized land surfaces, and they must therefore be considered as the products of exceptional and complex conditions. The data collected from a great number of individual deposits are sufficient to permit certain broad generalizations in regard to the conditions favorable to ore deposition which even numerous exceptions do not invalidate. The broadest general relation of ore deposits is with intrusive rocks, and while there are notable exceptions, the great majority of ore deposits have a visible or closely inferred connection with intrusive rock masses. Conditions that permit the dissipation of the ore-bearing vehicles do not permit the concentration of metals in deposits; the prime factor to consider in this connection is that structural conditions must be such as tend to concentrate and not to dissi¬pate the ore-bearing solutions. The disadvantage of extrusive rocks is at once apparent; any metals the magma may have contained are dissipated at the surface and are lost; with the exception of tiny vugs and cracks in quickly cooled flows, no concentrations of metals are known in extrusive rocks, and the lack of confinement and quick cooling apparently do not permit extrusives to exert mineralizing effect upon the rocks with which they come in contact. The close mineralogical similarity between extrusives and intrusives, and the great difference in mineralizing power is a proof of the ease with which magmas part with their metallic content, and of the mobility of the ore-bearing vehicles in comparison with the parent magma.

INTRODUCTORY. THE presentation to the Institute, eight years ago, of the paper of Pošepny on " The Genesis of Ore-Deposits " has borne fruit in much fresh: investigation, as is evidenced, for example, by the group of very valuable papers, by distinguished members" of the United States Geological Survey, read at the Washington meeting-discussions of general principles particularly suggestive to those who are engaged in mining. Pošepny, in the discussion of his famous treatise, said that the present writer seemed to look at every new conception in ore-deposition" from the sole standpoint of its immediate usefulness in mining."* Protesting mildly against " sole " and "immediate," I accept the impeachment. It calls for no defence. THE DEVELOPMENT OF RECENT THEORIES. Given the idea of an underground water-circulation as the chief factor in the deposition of ore, the next step in the inquiry as to the genesis of such deposits is, the endeavor to determine which particular part of the general water-circulation is responsible for the results. Around this question have centered the controversies of a generation, and to these controversies we owe the gradual clarification of our ideas upon the processes of ore-formation. It is unnecessary to sketch here their progress from Werner to Le Conte, who combated in 1883 the extreme views of the lateral-seeretionists, and in 1893 opposed the narrow interpretation of the ascensionist-theory. The generally accepted opinions of to-day are a well-deserved tribute to his philosophic discrimination. Alunite [KA13(S04)2(OH)6] is a promising non-bauxitic aluminum resource, the domestic reserves of which are estimated to be 800 x 106 tons at 35 percent alunite. The major gangue mineral associated with alunite is quartz. The thermochemical process that has been developed for treatment of this ore does not provide for the initial removal of gangue prior to processing. In this regard, it may be desirable to concentrate the ore to gain significant technical and economic advantages. Experimental results indicate the effectiveness of an oleic acid flotation technique and exemplify the problems encountered in fine particles processing. These results show that the quality of separation studied as a function of temperature, collector addition, and depressant addition is dependent on the degree of liberation achieved during size reduction. At coarse grinds the quality of separation was limited by the presence of locked particles while for finer grinds where more extensive liberation is achieved, better separations were obtained. The degree of liberation for each size interval was determined by an SEM/energy dispersive x-ray technique and found to be independent of the extent of size reduction, suggesting that liberation occurs by indiscriminate fracture and not by detachment. Up to 89 percent liberation was realized for a minus 400 mesh grind. Under these circumstances, the quality of separation appears not only to be limited by the remaining locked particles, but, also, by contamination of the alunite concentrate with fine quartz gangue (< 2µm). The best separation for the minus 400 mesh grind was a rougher recovery of 88 percent with a grade of 65% alunite at 50°C.

In addition to the localities in which tin-ores have been found in Mexico, mentioned in my paper on the a Tin-Deposits of Durango," presented to the Institute in March, 1895,* the following should be recorded. I am indebted to Captain Henry Freeman, of Durango, for the notes as to these occurrences. In the Sierra de la Candela, west of the Sierra de Sail Frailcisco and El Promontorio (the Llano de Guatimape intervening between the two ranges), cassiterite is found in veins and stream-beds. The veins are narrow, and the ores have the same characteristics as those of Potrillos. They were exploited by miners from Coneto in 1882-86, the more extensive work having been done on the northern side of the mountains. In the Sierra de las Palomas, on the western edge of the Otinapa, ranch, about 25 miles W.N.W. from the Diablo mine in the Cacaria district, there are several small veins, of which the ore, gangue and country-rock are similar to those of the Cerro de los Remedios, near the city of Durango. The latter are essentially the same as the Potrillos veins. In the Cerritos del Olote, in the Murphy grant, about 50 miles W.S.W. from Durango, there are old mines, now partially filled. The veins are narrow and poor; the ore is highly ferruginous; the country-rock is rhyolite, with some granite; immense quantities of chalcedonic rubbish are strewn along the course of the veins. In the Cerro Blanco, overlooking the pueblo of Mezquital, 48 miles south of Durango, tin-ore is mined by the natives.
