MUCH has been written and said during the last twenty years about the place of the engineer in modern life, about the fundamental role that he plays both in developing and in maintaining the material foundations of modern civilization, about the advantages, and also the dangers, of the machine age that he has inaugurated, about the Frankenstein problems that he has unconcernedly foisted upon a generation utterly unable to cope with them, and about the obligation that rests upon him to stop inventing machines and turn his almost legendary energy and skill to inventing institutions that will constitute a solution of the problems he has raised, and contrariwise about his utter inability to offer wise or useful counsel in fields outside the narrow boundaries of his technical training.

It is impracticable to prepare for the present number of the Bi-Monthly Bulletin a detailed account of the memorable Joint Meeting of the Iron and Steel Institute and our Institute, held in London, the last week in July, and of the, innumerable festivities, entertainments and excursions which accompanied and followed it, in England, Scotland, Wales and Germany. This preliminary sketch, from which all " useful particulars "' have been carefully omitted, is published unofficially, as a convenient answer to the manifold inquiries of members who did not go, and who are now trying to alleviate their unavailing regret by indulging their curiosity. Perhaps they secretly hope to hear that they did not lose so very much, after all-that the affair was not all that could have been desired or dreamed; that there were serious drawbacks, shortcomings and disappointments; and that it is just as well to have stayed it home, and now to hear about it. Let them lay no such flattering unction to their souls. The month they have missed would have been the time of their lives. They will never, never know how good a time it was, or adequately repent of their folly, if they could have gone with us, and voluntarily did not go of course, those who would but could not, have our immeasurable pity, without blame. I shall present here no consecutive and minute story, but only a series of general paragraphs concerning different aspects and stages of our experience. THE WEATHER. The proverbial good fortune of the Institute attended its visiting members and guests at every stage of the late London meeting and the numerous excursions which accompanied or followed it. THE death of Sir Lowthian Bell removes almost the last of the group of heroic leaders who made their age and ours the Age of Steel-a group which his luster and the luster of his peers, Bessemer, Siemens and Tunner, made one of the most brilliant, perhaps even the most brilliant, in the annals of industry. Born on February 15th, 1816, in Newcastle-on-Tyne, he was the eldest son of Thomas Bell, an alderman of Newcastle, and of his wife Catherine Lowthian of Newbiggin, near Carlisle, in Cumberland, and was christened Isaac Lowthian, the name of his maternal grandfather. His father was born about 1788, and came in 1808 from Newbiggin to Newcastle, where he entered the office of the Cumbrian firm of Losh and Company, manufacturers of alkali and wrought-iron, at the Walker Iron and Alkali Works, at Walker, Dear Newcastle. Young Isaac Lowthian Bell was educated at Dr. Bruce's school in Newcastle, whence he went to Germany and Denmark, learning there German and Danish. On his return he studied at Edinburgh University, and then at the Sorboune in Paris. As a student he already showed the remarkable character and application which later gained him such distinction. After studying the manufacture of alkali near Marseilles, he returned, and when about twenty years old (A.D. 1836) was employed in his father's firm, then called Losh, Wilson, and Bell. After spending a year in their Newcastle offices, and after visiting the important iron-making districts of France, Germany, Poland, and Austria, he took charge of their rolling-mills at Walker, and profited so well by his opportunities, and especially by the teachings of his father and of Mr. John Vaughan (later one of the founders of the great firm of Bolckow, Vaughan & Co.), that he was made manager of the Walker works in or about

GRATIFYING progress continues towards the elimination of the hazards confronting health and safety in and about mines. Employers and employees are diligently co-operating. One of the outstanding movements towards this end is the National Safety Competition conducted by the U. S. Bureau of Mines. William W. Adams, of the Bureau, has stated that "Through 1936 there has passed by a dozen years of this National Safety Competition, as it started in 1925 with an enrollment of 210 mines and quarries in 28 states and 68 million man-hours of employment. In the interesting Institute symposium of the preservation of peace by force, through mineral control, one important aspect of the question was not presented. This is the responsibility the United Nations, and particularly the United States, will incur the through limitation of the economic activities of nations that are now friendly to us, as well as of nations that are enemies or are under the control of enemies. After the war all nations, friends as well as enemies will be poor. Hunger and bankruptcy will, will like the sword of Damocles, hang over the heads of all of us on this blundering planet. When the actual fighting is over, there will be a universal attempt to squirm out from under the sword by resuming production of peacetime goods, for trade as well as immediate consumption.

THE principal interest in the meeting sings arranged by the Geophysical Committee this year centered around the many papers dealing with the practical applications of geophysical methods to solving geological problems in many other parts of the world. The program Wednesday morning dealt with work in South Africa, Poland, and South America. Rudolph Krahmann's first paper gave a perspective of the geophysical investigations upon mineral deposits in South Africa. A striking point in his story was the tremendous increase in magnetic work during the last two or three years. This is largely accounted for by the intensive exploration for the extension of the Witwatersrand gold mining area. The author mentioned many surveys in which other methods were used for the search for ores of copper, lead, and zinc, and in the study of water-bearing and oil-bearing structures.

MOST of us are far .from home, and yet our Japanese hosts- have made us feel very much at home. Here in the Orient we engineers are .learning a new meaning for the word "orientation"- hereafter that engineering term will be a synonym for gracious hospitality, and "to orient" will mean to turn a whole country over to the World Engineering Congress. Mere geographic distance is no longer able to separate nations, for the conquest of distance is one of the triumphs of 'modern engineering. We of the Americas are fortunate in the position of our continents: with their shores lapped by the waves of two oceans, we face' two great civilizations, the' Occidental and the Oriental, and thus we can share the intellectual resources of these two older cultures.

CRUSHING and concentration flow-sheets of western mills have become greatly simplified and more or less standardized of recent years with the introduction of modern grinding methods and flotation. Improvement has not stopped, however, and advancement is continually being made in crushing and milling practice. A case in point, where remarkable improvements in efficiency have resulted from comparatively minor changes in the flow-sheet, is in the New Cornelia mill of the Calumet and Arizona Mining Co. at Ajo, Ariz. This mill, completed in 1924 for the concentration ,of the sulfide ores of the New Cornelia mine, was originally designed for a 5000-ton capacity. T HE year 1920 will be a memorable one in the history of the world's coal supply. The prices reached were the highest of modern times, and as usually happens at such a time, the quality of the output deteriorated. In the last two years of the war, the world's output had risen close to the pre-war level. After the armistice, however, the cessation of munitions manufacture and the delay in resumption of normal business curtailed the demand for coal. Industrial disputes both in Europe and America closed many mines late in 1919 and further reduced the supply. Thus when in 1920 the world set its face to work again and industrial activity was resumed where resumption was possible, consumers' reserves of fuel proved insufficient and an almost universal feeling of apprehension over the coal supply swept around the world. The reasons for this alarm-lately a thing of the past-become clear when the world's production in 1920 is cast up.

Precipitation of FeO from Fe-O solid solutions has been studied by metallographic methods. Such precipitation, which is visible, is composed largely of barely resolvable spheroidal particles. No metallographic evidence has been found for grain boundary oxide films. Oxygen diffusion into a iron does not occur chiefly by inter-granular penetration. IN an earlier communication' dealing with the solid solubility of oxygen in a iron, it was shown that under one set of conditions it was possible to show FeO precipitated from supersaturated solid solution. However, to assist in rationalizing the effect of an FeO second phase upon the mechanical properties of iron, it would be desirable to have more information on the possible modes of precipitation and on the thermal treatments required to produce precipitation.

The degree of automation that has evolved in the dumping and hoisting of ore at the 3A and 3B hoisting shafts of the San Manuel mine is discussed. Motormen underground now dump their own trains at shaft pockets with rotary car dumps which operate semiautomatically. The ore is then drawn out of the 1200-ton shaft pockets into measuring baskets in skip loading stations, loaded into bottom-dump skips, hoisted, and dumped into coarse ore bins on the surface, in a fully automated operation. In an underground control room on the 2075 level midway between 3A and 3B shafts, car dumping, skip loading, and hoisting systems are monitored on lighted control panels which mimic each step in the operation. Here skip loading and dumping are viewed on closed-circuit television.

To THE members of the American Institute of Mining and? Metallurgical Engineers who were fortunate enough to be able to attend the Fiftieth Anniversary at Wilkes-Barre, it was brought home that commercial anthracite requires not only expensive mining but that the milling or preparation of it is also a costly operation, requiring very large capital expenditures and high maintenance and labor costs. The great trouble that coal men meet in discussions of coal problems today is the difficulty the average coal user, especially in the East, finds in distinguishing between anthracite and bituminous coals. They are two entirely separate problems and yet the people who are burning coal complain bitterly of the high cost of anthracite and quote the figures furnished in regard to the prices of bituminous coal and feel that the anthracite operators are making an excessive profit, without realizing the enormous difference in the cost of production in the two fields. The great difference that can be marked is that in this year of industrial depression the prices of anthracite have been not only maintained but have increased during the summer, while the price of bituminous coal has been continually dropping since the first of the year, and yet the same law of supply and demand governs both anthracite and bituminous. In order to understand the situation the two problems must be considered from their separate points of view.

For iron ore sinters to be good blast furnace burden, they need to possess certain basic properties such as cold mechanical strength, reducibility, etc. Relations between such basic parameters and sintering parameters (composition of the mix, fuel consumption, operating conditions of the sintering plant, etc.) are not always well understood. For example, one cannot explain the differences in quality noticed for sinters having the same chemical composition. In this paper a new approach is proposed for the characterization of iron ore sinters by a quantitative description of their morphology. The Texture Analyzer LEITZ T.A.S. is used for this purpose and such morphological parameters as sizes of microstructures and the size distribution of phases are measured on samples of sinters. The results indicate that these measurements can be correlated with the sinter quality.

This paper examines the difficulties of applying the finite element (FE) method of analysis to quantitative design of cable bolt systems. Cable bolt systems are in general use for ground control in VCR (Vertical Crater Retreat) topes throughout the world. However, despite their widespread use and importance, design of cable bolt systems is highly subjective. Two difficulties with the FE approach are examined: (i) the use of standard elements with a high aspect ratio (slender elements) to represent bolts, and (ii) the influence of cable bolts on hanging wall stability of a VCR study stope. Analysis results indicate that the use of slender elements for bolts is practical in large scale finite element analyses of VCR stopes. There are significant advantages in this approach to the engineering design of cable bolt systems in underground mining.

Around 4500 B.C., the Pharaoh of Egypt ordered a military campaign to the Sinai Peninsula and the shores of the Red Sea, to search for copper deposits which Egypt needed for jewelry, vases and weapons.5 To my knowledge, this is the first recorded expedition aimed at the discovery of minerals. The diligent Egyptian soldier-prospectors made discoveries through visual detection and manual effort, the approach which has given us the bulk of our mines to date. In the Rio Tinto District of Spain where Roman miners followed the Phoenician traders, we find the first evidence of discovery of hidden ore bodies in the absence of mineralized outcrops. This is how Joralemon 13 describes these Roman discoveries to the southwest of the Rio Tinto hills, under the flat plain of Seville:
