Chairman, MRS. JESSE SCOBEY The Foreign War Relief Committee closed its dispensary fund during the past month with a contribution to the American Fund for French Wounded of $1720.51, balance on hand, principal and interest, as a gift from the New York Section of the Woman's Auxiliary for pressing emergency dispensary work in France. The American Fund for French Wounded was authorized to cable this sun at once, in consideration of the fact that their existing dispensaries, including the one established by the New York Section at Briey, were in excellent condition, while their mobile dispensary fund was confronted by the most urgent need for work among the refugees now returning in pitiable condition and in great numbers to certain distressing centers. The committee sewing at Fund headquarters every week has had seven working days, with an enrollment of twenty: The average attendance was ten; largest attendance for any one day, thirteen; smallest attendance, eight. Interest in this activity is growing steadily and it is the intention of the committee to push the work vigorously for the next few weeks.

A lag apparent in the mining engineering field. While mining will continue as an essential industry, a revitalized profession will be required for national well-being. Specific problems facing the profession include: - a conflict between its design, production and management components, which affect the engineers on a daily basis; - a credibility gap in public matters that is so extreme, government action approaches punitive in degree, and - historical decreases in the number of degree-offering departments in the face of an increasing demand for graduates. A turnaround in these areas could result in attracting into the industry, highly creative, capable, and socially concerned engineers. By improving the quality of undergraduate education, the effectiveness of each entering engineer would be multiplied. This is another way to combat the chronic shortage of trained mining engineers. At the same time, it would set a significant example for other professions in the throes of overspecialization. A revival of the mining profession can be accomplished only during the formative training years of its future practitioners. An educator's role would be pivotal in this effort.

[ ] For President-Elect Leo F. Reinartz has been nominated for the Presidency of AIME in 1954. Mr. Reinartz is now vice-president, special operating development, Armco Steel Corp. He was born in East Liverpool, Ohio, and graduated from the Carnegie Institute of Technology as metallurgical engineer. He joined Armco in 1909 as a chemist and then became open hearth foreman; assistant superintendent, open hearth dept.; superintendent, open hearth dept.; assistant general superintendent; works manager, East works; manager, Middletown div.; and assistant vice-president, successively. Mr. Reinartz has been active in many technical societies and delivered papers before several. He has been the recipient of the Alumni Award from Carnegie and holds life honorary membership in the AIME National Open Hearth Conference. One of the organizers of the National Open Hearth Conference, Mr. Reinartz was Chairman, Executive Committee (1927 to 1946) and is presently Chairman of its Finance Committee. In October 1951 he was an American Conferee at the First World Metallurgical Congress held in Detroit. An AIME member since 1925, Mr. Reinartz has been active on numerous committees of the Institute.

The first step in processing municipal solid waste (MSW), principally household waste, for resource recovery is usually shredding. A trommel has been investigated as a step to precede shredding. This way abrasive inorganic materials, such as stones and metals, would be removed prior to shredding, thus lowering the amount of feed and hence maintenance on the shredder. In addition, friable materials such as glass would be removed in large pieces, rather than pulverized too mall to process for recovery. The utility of a trommel for these purposes was investigated on a pilot scale using a unit 9 ft diam by 10 ft long with 4-in. square clear openings. Experimental results indicate that up to approximately half of the MSW may be removed as -4-in. material prior to shredding. The -4-in. fraction contains approximately 70% of the metals and 95% of the glass present in the MSW feed to the unit. Scale-up and cost information necessary for the design of a 60 to 70 tph unit is developed.

The strong upward curve of fluorspar consumption continued through 1968, with domestic producers unable to furnish more than 30% of U.S. requirements. Stocks of all grades were quite short at all points during most of 1968. This resulted in price increases as both domestic and foreign producers sought to cover spiralling labor costs. Further increases are probable for 1969. All Illinois mines were closed by strikes in January and February. The strong trend in metallurgical imports reflects the increased use of fluorspar in steelmaking, as new oxygen process steel plants come into production. The growth of use of all fluorocarbon chemicals continues to require additional acid grade fluorspar, with military uses a major factor. Several new aluminum smelting facilities coming into production are adding to the aluminum fluoride needs, bringing further pressure upon the world supply of acid grade fluorspar. The world-wide consumption pressure on all grades of fluorspar is pushing prices up, and no end to the tight supply is in sight, even assuming that all the new projects cited here are finished on schedule.

"For his vision, determination, dedication, and leadership in the conquest of the remote and rugged Ertsberg and the technical and human barriers to its development and for his lecture ..." It is a great honor for me to be included among the Jackling Award recipients, many of whom have been close friends and associates. My subject is the development of the Ertsberg, a copper mine located 4' south of the equator, 70 miles (113 km) from the south coast of Irian Jaya---the easternmost province of the republic of Indonesia at an elevation of 12,000 ft (3658 m) in an area which was inhabited by a few "stone age" people when I first arrived there in 1960. Persistence, tenacity, immagination and innovation were all required to bring the Ertsberg into production. The technical, financial and political problems that have been faced over the past 16 years were unique in many respects. I hope that my paper will give some encouragement and help to future developers of mines in difficult and inhospitable surroundings.

Production of both metallurgical and thermal coal represents a significant sector of the mining economy of British Columbia. The coal measures are located in the Rocky Mountains, and the majority of the coal is produced by open pit mining. The coal seams occur interbedded with siltstones, sandstones, mudstones, and shales. Consequently, large volumes of waste rock are generated in the course of open pit mining. The waste rock is consigned to waste rock piles that of necessity must be developed on moderate to steeply sloping terrain. Some of the waste dumps currently under development will ultimately contain in excess of 500 million cubic meters of material, and some of the proposed waste piles will attain heights in excess of 300 m. These waste piles must be developed in a manner that will assure their stability through all stages of development, as well as over the long term after mining operations have been completed. This paper describes methods of waste dump development, factors affecting stability, modes of potential failure, and a simple method for monitoring movements to provide a warning of pending unstable conditions.

In an interesting article on evaluation of the water problem at Eureka, Nev., W. T. Stuart describes how a difficult water problem, or one phase of it, may be evaluated by means of a small scale test. Test data are plotted by a method rendering, under certain conditions, a straight-line graph that can be projected to show how much the water table will be lowered by pumping at any specified rate for a given time. A formula is then used to determine the size of opening, or extent of workings, necessary to provide sufficient inflow to enable pumping to be maintained at that rate. At first glance this might seem the answer to a miner's prayer, but a word of caution is in order. It may not be the whole answer. Moreover, results obtained by the method described are reliable only for conditions approximating those assumed. Even where conditions do not meet this requirement, however, it may be possible to draw helpful inferences from the results, perhaps enough to facilitate another approach to evaluation of a problem.

Fujiwara quarry had been operated by the glory-hole benchcut mining system, but as it became difficult to meet expanding demand with this system, a central-shaft mobile crushing plant (MCP) system was introduced in 1979. This MCP is equipped with a hydraulic walking system manufactured for the first time in Japan. Central-shaft mining is now the common mining method of Japanese limestone quarries. With this method, crushing facilities are usually installed at the bottom of the shaft. But at the Fujiwara quarry, MCP was adopted and installed on the quarry surface. Many MCPs are operated in foreign countries, but few examples exist in Japan. Normally, Japanese limestone deposits lie in high mountain, obviously making it inconvenient for MCPs to walk in and around the quarry. This difficulty, however, was overcome, and the MCP has operated satisfactorily and efficiently for two years since its installation. To overcome difficulties in the central-shaft MCP mining system, two mining methods are employed: the slice-down method and the block-cut method.

The parent ultramafic of Nickel Mountain is an alpine-peri-dotite. Compositional layering and late stage dunites suggest the intrusive crystallized in the upper mantle or lower crust. The ultramafic mass was fault emplaced in the upper crust, probably during upper Jurassic time. Soil, saprolite and silica boxwork nickeliferous ores were formed over the Nickel Mountain peridotite during the development and later destruction of the Klamath peneplane. A complex fault pattern was produced by irregular gravity displacements along fault surfaces during the relative uplift of Nickel Mountain. The majority of the ores occur in the fractured hanging wall of these gravity faults. Consequently, structure mapping is important for mining purposes. Ore types at Riddle are classified on the basis of MgO, Fe, and Si02 contents as well as textures. The chemical, mineralogical and textural differences of the various ore types reflect differences in weathering histories. Satellitic ore bodies occur peripherally to Nickel Mountain. These are erosional remnants of landslides and large gravity fault blocks from Nickel Mountain.

THE anthracite industry can be divided into two parts-the underground, or mining, and the outside, or preparation or manufacture. To understand recoveries in the two branches, some of the history of the industry and the changes that have taken place in the past century should be considered. It is a long step from 1807, when 55 tons were produced in the Wyoming field, to 1917, the peak year, when 80,841,223 tons were shipped to market from all the fields. In 1820, the Lehigh Coal Co., the predecessor of the Lehigh Coal & Navigation Co., shipped 365 tons in arks down the canal of the Lehigh Navigation Co. The Schuylkill field was not opened until 1822, when 1480 tons were shipped. The Wyoming field really became a producer in 1829, when 7000 tons were mined and shipped. It is well to note, at this time, the passing of the Coleraine colliery after a life of 88 years; in collieries of this age will be found the. romance of the region, as well as the history of the changes to date.

Mining of the red iron ores of the Birmingham district has been carried on energetically during the past 60 years, and their development has created a large iron and steel manufacturing center, the only important one in the South. The district produces approximately 10 per cent. of all the iron ore of the United States (80 per cent. of the Alabama ore mined is red ore); also, 40 of the 400 blast furnaces of the country are in the district tributary to Birmingham. The rapid growth of the district has been made possible through investigations that resulted in radical changes in furnace practice, and a still greater impetus will come from the study of the low-grade, high-silica ores, as a result on which they will be made amenable to treatment by concentration. Mining practice in this district has been comparatively simple because of the occurrence of the ore; but with the rapid extension of the workings and the disturbed condition of the ore bed at some distance from the outcrop, more difficult conditions are encountered and the tendency is toward worse rather than better conditions. Should the high-silica ores of the lower bench of the Big Seam become available through beneficiation, mining practice will have to be modified to meet the new conditions, which will be rendered more difficult by the increased weight of cover that will exist at considerable distances from the outcrop. Support of workings will require greater attention and the efficient and economical operation of the mines will depend largely on the successful solution of the problems of working and handling the ore. History and EaRly Development The first explorers of the coal and mineral lands of Alabama were blacksmiths and mechanics mustered out of the army after the war of 1812. These men recognized the red rock of the Birmingham district as iron ore, and utilized it in making cooking utensils and farm implements. The first blast furnace was built and operated at Russellville in 1818, where also was a foundry and rolling mill. Soft ore was used at that time, but, in 1864, the first red hematite ore of Red Mountain was smelted, near Irondale. The mining possibilities of the volcanic area south of Bel-mont, Nye county, Nevada, have long been known. Some of the old-time prospectors knew that gold existed there. Its remoteness from any source of supplies, its long distances from water, the absence of game, and more, perhaps, the lack of grass for animals to subsist upon, has made this an unattractive region in which to search for mines. The decline of the Comstock mines, the exhaustion of sundry large and rich ore-bodies, the high cost of mining, marketing, and, particularly, the ruinously high freight-charges upon refractory ore that had to be shipped to distant smelters, have kept investors out of Nevada for the last few gears; and mining people have hardly yet awakened to the importance of To-nopah, Goldfield, and perhaps the newer and less developed districts. The discovery of Tonopah by J. L. Butler, who located the Mizpah claim in May, 1900, and the fortunes soon realized there, attracted many people. As the boom declined, many went away, some scattering out into the surrounding country, and the population is now about 7,000. In the fall of 1902 a discovery of gold was made 23 miles south, in what is now known as the Sandstorm group, 4 miles NW. of Goldfield. In the winter of 1903—4 the Combination, January and Florence mines were discovered, and shipments of high-grade ore soon followed. In January, 1905, there were 10,000 people in Gold-field. In June, 1904, rich gold-ore was found 85 miles SE., at the foot of the south end of the Kawich mountains, but this discovery was kept quiet until a re-location could be made. On August 10, 1904, the Bullfrog claims, and a month later the Ladd mountain and neighboring claims, were located. The Shoshone group was located September 24. This district is

WITHIN the past two years, a number of publications have called attention to the double peaks, or stages, that appear in the hardness and strength curves of certain aging alloys. The author has shown the existence of double hardness peaks during the aging of a high-purity silver-copper alloy;' and on the basis of electrical resistance, microscopic, dilation and lattice-parameter measurements, he concluded that the initial hardness peak occurs prior to precipitation while the secondary hardening is due to precipitation. It was suggested that the general mechanism of age-hardening involves two consecutive processes, the first consisting of nucleus or knot' formation, and the second consisting of actual precipitation and particle growth. It was further held that the two stages are interdependent, but because of nonuniform precipitation they may overlap each other to an extent that increases as the aging temperature is raised. At high aging temperatures, the effect of the first stage cannot be detected because of the rapid occurrence of precipitation. . The general theory of age-hardening recently presented by Dr. M. L. V. Gayler3 is in close agreement with the picture outlined above. With reference to work done on duralumin, copper-beryllium and copper-silver alloys, Dr. Gayler also concluded that age-hardening takes place in two consecutive steps: first, diffusion (in which the solute atoms migrate to certain crystallographic planes), and then precipitation. However, W. L. Fink and D. W. Smith4 have shown that the double aging peaks that appear in the strength curves of high-purity aluminum-copper alloys may be explained without recourse to pre-precipitation phenomena. By means of very careful metallographic technique, Fink and Smith demonstrated that during aging the precipitation takes place at an accelerated rate along the grain boundaries and slip planes as a result of the plastic deformation caused by the drastic quench from the solution heat-treatment temperature. † The general precipitation occurs at a

In the death of Sir William Siemens, the Institute loses its most distinguished honorary member, one who, without exaggeration, may be ranked among the greatest Men of the century. In justification of this claim, I quote in part the words of two other men eminent in the walks of science. Professor Huxley, addressing the Royal Society, spoke of Siemens as "a marked example of vast energy, large scientific acquirements, and intellectual power of a high order," and as one " who had no superior in fertility and ingenuity of invention, while hardly any living man so thoroughly combined an extensive knowledge of scientific principles with the power of applying then] in a commercially successful manner. The value of his numerous inventions must be measured, not merely by the extent to which they have increased the wealth and convenience of mankind, but by the favorable reaction on the progress of pure science which they, like all such inventions, have exerted, and will continually exert." Dr. Wedding, in his address before the Verein zur Befarderung des Gewerbefleisses in Preussm, speaks of Siemens as being "so fortunate as to combine German erudition with British activity in such a manner that both nations, Gertnan as well as English, were equally proud of him; and, now that his rich life is ended, regret is expressed on both shores of the North Sea, first by the Germans that his entire life had not been spent in Germany, and his powers dedicated to Germany, and by the English that he was not born a Briton." Germany may well be proud of being the birth-place, not only of such a man, but of such a family; for where in history shall we find in a single family such a wide range of knowledge so successfully applied to the arts? PAN AMERICAN PETROLEUM CORP.TULSA, OKLA. CASPER, WYO A field test has been made in which additional oil recovery was obtained from a previously-waterflooded "oil-wet" sandstone reservoir. This recovery improvement was accomplished by adjusting the reservoir wettability through chemical treatment of the flood water. The test was made in the Muddy sand of the West Harrisburg Unit, Neb. The chemical used, sodium hydroxide, was injected as a slug of dilute caustic solution through a water-injection well. The natural wettability of the reservoir and the chemical requirements for reversing wettability were determined in the laboratory from contact-angle studies using field water and oil samples. Laboratory flood tests with a synthetic system had shown that reversing the wettability of an oil-wet consolidated core would lead to improved oil recovery. The field performance indicates that the mechanism by which increased oil retovery is obtained in the field is the same as that observed in the lahoratory. Laboratory studies indicate that higher ultimate recoveries and decreascd water-injection requirements result when the adjusting agent is added early in the life of the flood. However, a previously waterflooded area was intentiorzally chosen for the field test so that unambiguous conclusions could be made about the effects of chemical injection on wettability and the extent of oil-recovery improvernent afforded by wettability reversal. Forces existing at the fluid-solid and fluid-fluid interfaces in a porous medium have an important effect on oil recovery during a water flood. Modifying these interfacial forces in the reservoir to improve oil recovery has been the object of much research. Several papers' ' have discussed the use of surfactants to lower the water-oil interfacial tension. This paper describes work concerned with improving oil recovery by modifying the forces at the fluid-solid interfaces— that is, by changing the preferential wettability. An earlier paper: presented evidence to show that some reservoir systems could be changed from preferentially oil-wet to preferentially water-wet by the action of simple chemicals added to the water to increase waterflood oil recovery. The process was attractive for further study because it used only inexpensive chemicals and because it called for a gross "wettability reversal" rather than for a precise adjustment. The present paper is an extension of the earlier work. Laboratory flow tests were made using treated water and oil in a consolidated core to determine the amount of additional oil recovery and the producing performance which might be expected from reversing the wettability of an oil-wet reservoir during a flood. A contact-anglc study using water and oil from the Muddy "J" sand of the Harrisburg field, Banner County, Neb., indicated the reservoir to be preferentially oil-wet and susceptible to wettability reversal through chemical injection. Based on these studies, a field trial of wettability-reversal water flooding was initiated. in the Harrisburg field. The primary purpose of the trial was to determine if wettability-reversal flooding would improve oil recovery in an actual field situation. The field trial was also an important test of the laboratory tecnique used to determine the effect on oil recovery of certain wettability manipulation, as well as a test of the contract-angle method of determining reservoir wetra-bility. The paper is presented in two parts. The first part covers the laboratory experiments leading up to the field trial, and the second part covers the field trial. PART I—LABORATORY STUDY The laboratory experiments consisted of displacement tests using an idealized fluid system and of a contact-angle study with crude and water from the Muddy "J" sand of the West Harrisburg Unit, Banner County, Neb. The displacement tests were designed to determine the effects of a particular wettability manipulation, oil-wet to water-wet, on oil displacement in a water flood. The contact-angle measurements were made to determine the natural wettability of the reservoir and to determine if beneficial wetting changes could be brought about by a chemical addition to the flood water. THE correct sampling of coal and coke is becoming important to an ever increasing number of producers and consumers. This, therefore, may be an opportune moment to examine where we stand with regard to existing and proposed methods. In this paper an attempt will be made to review, as briefly as possible, some of the considerable amount of painstaking research which has been done in the last 10 years, and which has unquestionably led to a much better understanding of the subject. In so doing we shall try, on the one hand, to make clear where substantial progress has been made, and on the other hand, to draw attention to points that require further investigation. The paper is divided into sections in order to emphasize the major divisions of the subject; further, in order to retain this emphasis, detailed consideration of some of the points has been relegated to appendixes. No attempt has been made to give a complete survey of the literature, as this has already been done by L. A. ONE of the well-known and important uses of the noble or precious metals has been for electrical contacts. In fact, the elements of this group, comprising gold, silver and the six platinum metals, have been called "noble" because of their ability to resist- heat and corrosion, properties which were early found to be of importance in good contacts. Of these, platinum and its iridium alloys, palladium, and silver, have been extensively used. In recent years the electrical industry has been responsible for about one-eighth of the total consumption of the platinum metals in the United States. Information is not available as to what part of this one-eighth has been used for contacts but it is certainly an important one. SUBSTITUTES FOR PLATINUM During the past 20 years a considerable number of contact alloys have been proposed in the patent literature largely with the aim of more or less replacing platinum by gold or silver, and some of these alloys are finding increasingly widespread application as the reliability of their performance becomes established.. From even the partial data at hand it appears that this substitution by the less precious metals has replaced at least one-half of the amount of platinum that the entire electrical industry would otherwise be consuming at the present time.

A paper on this subject can cover but a limited range. A thorough visualization of the subject would contemplate a comparative analysis of haulage machines and batteries of various types; the relationship of the storage-battery locomotive to other types of mine haulage should be considered and limiting factors in each case should be carefully developed. This paper will deal briefly with these factors. So far as the writer has been able to determine, the first storage-battery locomotives for mine haulage were manufactured in 1897 or 1898 and were tried out in the Pocahontas coal field, but they were not sufficiently satisfactory to justify their continued use. Battery explosions were frequent and caused serious damage to the wiring, electrical equipment, and the clothing and bodies of the motormen. Sulfuric acid was used as the electrolyte. Experiments were then conducted with locomotives bearing reels of flexible cable through which connection between the motors of the locomotive and the trolley wire was maintained. At first, these reels were turned by hand. Later, the reels were revolved by contact with the wheels of the locomotive, being raised out of contact with the wheels, by a lever, when necessary. About 1902, the plan of operating the reel, by chain and sprocket wheels, from one of the locomotive axles, as is still the practice, was devised. The popular floating motor-driven reel had its inception in the Pocahontas fields prior to 1906. The maximum radius of operation of the reel-type locomotive is about 500 ft. (150 m.) from point of connection with trolley wire. This is ample for room work and certain entry work, but the need for a machine that would operate entirely independently of the trolley wire was so great that, with the development of the storage battery, renewed efforts were made to manufacture a successful storage-battery locomotive. About 1908, the gasoline locomotive was introduced. In spite of many objections to this type of machine for such work, the fact that hundreds of these machines were purchased was proof of the need for a machine operating independently of the trolley.
