The fabrication characteristics and properties of phosphorized arsenical Lake copper have been compared with phosphorized prime Lake and phosphorized electrolytic seamless copper tubing, in a series of mill-scale tests employing commercial drawing schedules. Phosphorized arsenical coppers containing as much as 0.20 per cent arsenic were drawn with various reductions into 7/8and 3/8in. seamless tubing along with billets of the two types of arsenic-free copper. The effect of arsenic was determined by the average power required to draw given compositions and by the final properties of the respective materials in the annealed condition and after various degrees of cold reduction. Power consumption data show that no more power is required to draw arsenical coppers of this type than the arsenic-free copper. The result? of tensile tests indicate that arsenic increases the strength of cold-drawn tubing somewhat, but has no measurable effect on the properties of annealed tubing; the ductility of the tubing as evidenced by the elongation and other prescribed tests is unaffectetl by 0.20 per cent arsenic.

September steel production established a new record for a 30-day month with 9,034,000 tons. It was the highest of any month since March. Output of ingots and steel for castings was 535,000 tons more than was poured in August 1952, and 373,000 tons over the total for September 1951. Prime Minister Daniel F. Malan touched a gold button to start South Africa' a first uranium plant into production on the premises of the West Rand Consolidated Gold Mine, near Krugersdorp, Transvaal, 25 miles west of Johannesburg. Uranium oxide is being extracted from mine tailing after removal of the gold. Thirteen gold mines in the region are scheduled for uranium production. Defense Materials Procurement Agency signed an agreement-with the Bagdad Copper Corp., Bagdad. Ariz., for expansion of the firm's facilities to enable delivery of at least 27 million lb of copper a year and 91,0000 lb of molybdenite. It is said that the company will spend about E million on the expansion.

The Oregon School of Mines Society held its regular monthly meeting on the evening of October 23. This meeting was an informal reunion at which members gave accounts of personal experiences during the last three months. Many members of both junior and senior classes answered their country's call to arms and so did not return to college. The senior class is particularly well represented in the Army, as two men hold lieutenant's commissions and a third is already in France with a hospital unit. The junior class has also contributed men to various branches of the service. Plans for the regular meetings include discussions by members and lectures by outside authorities oil mining and allied topics. These meetings are open to the lower classes and all others interested. The Oregon School of Mines Society, composed of members of the junior and senior classes, has, joined with the sophomore and freshman relining students in purchasing a Liberty Bond under the name of the Miners' Club of 0. Benjamin B. Thayer was elected as representative of the Institute on the John Fritz Medal Board of Award vice Albert Sauveur, whose term expires. Robert M. Raymond was confirmed as member of the, Engineering Foundation Board for two years in accordance with the By-Laws of the United Engineering Society. The following preambles and resolutions were passed: WHEREAS, the Chamber of Commerce of the United States is taking a vote, through the Chambers of Commerce, Boards of Trade and other constituent members of the National Chamber situated throughout the country, on the question whether or not the primary natural resources, comprising timber, the ores and deposits of useful metals, and' the deposits of minerals, which are a source of heat, light and power, should he exempt through remedial Congressional legislation from the restrictive limitations of the Anti-Trust Acts, and WHEREAS, a Committee of the National Chamber, the Chairman of which is a Past President of the American Institute of - Mining Engineers, has recommended favorable action upon this question, and

Stanley C. Bullock, Captain, Royal Engineers, has been awarded the Military Cross. Charles L. Cantley was commissioned Lieutenant in the Fifth Royal Highlanders of Canada and went to France with the first Canadian contingent early in 1915, being Quartermaster of the Battalion. He went through the second battle of Ypres, Festubert, St. Eloi and the other engagements in which the Canadians were engaged up .to July, 1915, at which time he was promoted to the rank of Major. He was later ordered home by General Sir Sam Hughes, then Canadian Minister of War, and his services were loaned to the Nova Scotia Steel & Coal Co., suppliers of shell steel and forgers of shells in Canada. He continued with this company as chief officer in charge of munitions until the latter part of 1917, when he sailed for England with his old regiment. John D. Cooner was wounded on Apr. 9, 1918, by shrapnel, and is now in a hospital in Paris. He is getting along nicely. T. C. Gorman was killed in action in France on Mar. 18, 1918.

The smoker, Monday evening, was an unusual success. It was held in the beautiful gold room of the Congress hotel, which was very elabo-rately decorated with American flags. More than 500 were present. The gallery was filled with ladies, who responded to the request of the song leader and helped in many ways to grace the occasion. The enter-tainment, was a varied one and was original with the Chicago Committee, which deserves great credit for the unusual success of the event. Al-though it was mostly funmaking, Dr. F. B. Cottrell and George S. Rice of the Bureau of Mines gave some very interesting talks, illustrated by flags and moving pictures, of their trip through Europe since the armis-tice. Mr. Rice's talk dealt particularly with the demonstrative coal and iron regions and Doctor Cottrell's was devoted almost solely to that part of his trip in Northern Italy where he was investigating the application of volcanic steam to power purposes. This steam is derived from boracic-acid springs and helium is secured as a byproduct.

The effect of small additions of oxygen on the hardness, density, and lattice parameters of high purity zirconium has been investigated. Precision parameter values and density of oxygen-free zirconium are given as: a,, - 3.2258 kX units, C = 5.1373 kX units, O23 = 6.507 g per cc. THE effect of oxygen on the hexagonal-phase lattice constants of pure zirconium is of interest for several reasons. The extensive hardening effect of oxygen noted by previous investigators' must be due in part to the lattice distortion accompanying its introduction and possibly to the preferred position of the oxygen atoms. De Boer and Fast' have shown that oxygen is taken into solid solution in large amounts, appearing to occupy an interstitial position. These authors also found that expansion of the lattice was not uniform since the a axis attained a constant value after the addition of 10 atomic pct while the c axis continued to expand. I have the honor to submit herewith the report of the Secretary for the year 1915 showing the principal activities of the Institute: Meetings.-The 110th Meeting, including the Annual Business Meeting, was held in New York City, Feb. 15 to 17, 1915. The full report of this meeting is given in Volume LI of the Transactions. The number of papers presented was 53, and the attendance was 357 members and guests. The 111th Meeting was held in San Francisco, Cal., Sept. 16 to 19, 1915. Sixty-eight technical papers were presented, and the attendance was over 400 members and guests. The full report of this meeting is given in the Bulletin for December, 1915. Local Section.-A new, strong Local Section of the Institute, with head-quarters in Arizona and known as the Arizona Section, was formed during 1915. One hundred and twenty miles of hard travel over steep ridges almost due east from Fayetteville, on the St. Louis and San Francisco Railroad, about 100 miles from Eureka Hot Springs, or 75 miles northwest from Batesville, will bring the traveller to the waters of the Buffalo Fork of the White river, in a wild, thinlysettled, heavily-timbered country, now being prospected quite actively for zinc, and known as the Buffalo or Rush Creek district. Excepting here and there a piece of bottom land, patented before the discovery of zinc, the land is unoccupied Government land, and subject to entry under the United States mineral laws. Claims are now being taken, 600 by 1500 feet, but a movement made this summer, if successful, will largely modify the position of claim-holders. A few claims are now being filed under the Placer Act on the ground that as the zinc occurs as a horizontal, sedimentary deposit, etc., it can only be properly so classified. LIEBERMANN.-As mentioned in my paper, a special investigation was made on the effect of dirt on the track, for the -express purpose of educating mine operators to the advantage of keeping their tracks clean. As to the benefit of clean tracks to the saving in battery consumption, that can be easily determined if the rate of discharge is known under existing conditions, that is, on dirty tracks. The tests have shown that tracks covered with coal dust cause an increase in draw-bar pull of about 30 per cent. The battery discharge table will show the capacity corresponding to the new rate of discharge and will thereby disclose the possible saving in battery consumption. The difference between dirty tracks and clean tracks will be found large enough to have an appreciable effect on the size of the storage-battery locomotive, and for a locomotive of any given size it may mean

Lying approximately 110 miles east of Toronto, Canada, the Marmora mine produces iron ore with a content of about 40 pct Fe, primarily in the form of magnetite. Operated by the Marmoraton Mining Co., a subsidiary of Bethlehem Steel Co., the orebody is mined by open pit methods. The ore from the pit is crushed, cobbed, ground to -100 mesh, magnetically concentrated to 67 pct iron, and then pelletized in shaft furnaces. The pellets are normally shipped by rail throughout the year from Marmora to Picton on Lake Ontario where they are unloaded and stored. Subsequently, during the navigation season, the pellets are shipped to Bethlehem Steel's Lackawanna plant in Buffalo, New York, for use in the blast furnace. At Marmora, the pellet plant demand and the concentrator output are not usually equal. To counter this problem, surge capacity in the form of storage pits in combination with a 30-ft diam thick¬ener has been provided between the concentrator and the pellet plant. It will be generally agreed that the most important accessory to a rail haul operation is the railroad type locomotive crane. The oldest and still most common type is the steam crane, a self-contained steam power plant, coal fired, complete with boom and hoisting machinery and mechanical drive capable of propelling the unit on its own power at speeds up to 15 mph on the level, and hauling, if necessary, a car for transport of the objects being handled. Usually, for greater mobility and safety, this crane and flatcar are moved around the pit by a switcher locomotive. Crane capacities range from 25 to 40 tons, these loads being handled with the shortest radius of boom and with outrigger. Boom lengths are 55 to 60 ft long, usually with heavy lift main blocks at 40 ft boom lengths. Lifting capacities with booms at maximum radius are approximately 20 % of maximum rating. Free capacities, namely without outriggers, range from 65 (at minimum radius) to 55% (at maximum radius) of the above capacity values.

MORE than 2500 members of the AIME from all sections of the U. S., Canada, Central and South America are expected to attend the 175th General Meeting scheduled for Los Angeles Feb. 16 to 21, 1953. The Southern California Section will be host for the meeting. It will be the first time the Annual Meeting has been held in Los Angeles. In keeping with the historic nature of the event, headquarters will be the fabulous Statler Hotel, recently opened in downtown Los Angeles. Meeting plans are under the direction of Henry T. Mudd, General Chairman, assisted by members of the Southern California Section, headed by Basil P. Kantzer. The annual business meeting is scheduled to be held Tuesday, February 17, at the Statler Hotel, at 4 pm. Minerals Beneficiation Div. has planned a very important program, with 10 technical sessions, the famous Scotch Breakfast, divisional luncheon, and participation in the Mining Branch and All-Institute activities. The MBD business meeting is set for the morning of Feb. 16, 1953.

THE Hog Mountain mine is a pyritic-gold property in the north central part of Tallapoosa County, Alabama, at an elevation of 800 ft. in the southern Appalachian region. It is 13 miles by a good secondary road from Alexander City, a station on the Central of Georgia Railroad. Since its discovery in 1839, the mine has been worked intermittently. The records of past operations are few and are scattered over a long period of time; however, available information indicates a production of approxi-mately 12,000 oz. of gold prior to the present company's activities, which started in 1933. Additional 7844 oz. has been produced under the direc-tion of the present management. The ore from stopes has averaged 0.200 oz. gold per ton; the ore from development, 0.136 oz. gold per ton. Silver, copper, iron and sulphur are also present but to date are of minor importance. The grade of ore in comparatively narrow veins makes necessary extreme vigilance in the methods of mining.

THE purpose of mine-hoist safety con-trollers is to prevent hoists from being operated at speeds above those considered safe and expedient, to ensure proper accel-eration and retardation near the ends of travel, and to prevent overwinding. In other words, they are to safeguard the normal speeds and movements of the hoist-ing drums and cages. The object of this paper is to explain the fundamental principles of hoist controllers, and to aid in their selection, installation, and maintenance. There have been many designs of me-chanical hoist controllers, the basic ele-ments of which as ultimately developed consisted of a flyball governor and another movable member supported by a frame and arranged to move in a vertical, horizontal, or rotary direction, depending upon the particular design, the whole mechanism arranged to be driven in synchronism with the hoist drum. In case of overspeeding, inadequate retardation, or overwinding, a pawl or catch controlled by the governor would engage teeth or dogs on the moving member, which through mechanical con-nections would cut off the power and set the brakes.

A STRIKING testimonial to the value of safety was contained in an ad- dress given in May, 1936, by A. R. Young, vice-president of the United States Steel Corp.: In the period from 1906 to 1935 we have spent $24,860,540 on safety work. By comparing the cost of "prevented" accidents by the cost of settling similar accidents, we found that we had made a saving of $117,224,238. Even if those figures are 50 per cent wrong, at least we got back every dollar we paid for safety and another with it. I don't think anyone has to blush before his board of directors for an investment of that kind.

THE BULOLO gold-dredging operations were described at some length by Frank W. Griffin at the Oct. 11 meeting of the San Francisco Section. This enterprise is on the island of New Guinea, about 1800 miles north of Sydney, Australia. The area in which the present placers exist originally was German territory but later the location was taken over by Australians. Gold was discovered in 1923 by prospectors who required 8 to 9 days to pack into the country over severe mountain trails. In 1926 a rich discovery was made on Edie Creek and in 1927 the deposit on the Bulolo River was discovered.
