MOST PEOPLE think of peat as an inferior substitute for coal as a fuel, and will be surprised to learn that it is extensively mined in this country for use as fertilizer rather than as a fuel. Some years ago the Florida Humus Co. began producing it at Zellwood, Orange County, Fla., in a small way for local use. When, however, the company secured an Institute member, M. H. Cuise, to apply his wide experience in mining to the problems here it was found possible to decrease production costs 70 per cent and increase output tenfold. The obvious way in which to decrease costs was to replace shovel-and- horse methods with machinery, much of which, in order to keep down-invested capital, was improvised by remodeling second-hand equipment, changing the design where necessary to meet the special conditions involved.

THOUGH the final figures are not available as this is written, it seems certain that the Institute accounts will show $7000 to $8000 surplus for the year 1951. This is the first time this has happened since 1941. No money had to be taken from any of the Funds to bring about this happy condition. Furthermore, the amounts allowed for depreciation, bad debts, and inventory adjustment were more liberal than in the past. Income increased some $29,000 over 1950. Dues received from old members increased moderately, but dues from new members dropped off $2000 and from initiation fees quite severely-from $17,000 to $11,000. The number of new members did not come up to expectations and a change in procedure caused a delay in getting some of them on the rolls. A large number of the new members paid an installment of $5 on their initiation instead of the full $20. Junior Members, of course, pay no initiation fee. Brightest spot in the income picture was the increase in advertising income-from $103,000 in 1950 to $143,000 in 1951. All three of the journals shared in this, Mining being up $18,000; Metals, $9000; and Petroleum $13,000. Nonmember sales of the journals dropped off slightly, and sales of Transactions volumes more so from $35,000 in 1950 to $27,000 in 1951, with a further drop of $5000 accounted for by a change in accounting procedure. On the other hand, sales of other publications increased by $10,000.

The treatment of the residues from the manufacture of sulphuric acid which contain small amounts of copper, silver and gold, has attracted considerable attention in Europe. They are successfully treated in several works on the continent, and in as many as twenty establishments in different parts of England. As the process must sooner or later attract attention in this country, I have put together my notes made in three of the most important establishments in Europe. These are the works at Hemixem near Antwerp, of Duisbourg in Westphalia, and of Oker in the Hartz. In the last works only, the ores are produced in the vicinity of the place where they are treated. The works at Duisbourg treat ores which come from the Rio Tinto mines in Spain, which often contain considerable quantities of arsenic. They are roasted in a number of different works along the Rhine for the manufacture of sulphuric acid. They are brought by boat and are landed at the works by steam-cranes. They are carried at once by a double-inclined plane worked by steam to the storagehouses to be kept, until treated. The wagons, after being weighed, are dumped. The ore is assayed at once, the assay-sample being taken from the boat while the ores are being discharged. They are all fine, and contain two to eight per cent. of copper and about sixty per cent. of iron, and a small amount of silver and gold. Their average composition is given below:

The occasional occurrence in metalliferous veins of rounded fragments of rock, matrix or ore, lying loose, embedded in clay, or enclosed in some kind of cement, may be attributed to four causes:— I. They have been washed in from the surface, or from an upper portion of the vein.. II. They are of concretionary origin. III. They have been produced by movements in the country-rock or in the walls of the vein. TV. They have been formed in situ, by the upward, downward or lateral flow of water in the vein itself. In this paper the word " conglomerate " is confined to a rock composed of rounded fragments or pebbles cemented together, as distinguished from a " breccia," in which the rock-fragments are angular. * I. Boulders and Pebbles which have been Washed in from the Surface, or from an Upper Portion of the Vein. In this type it is presupposed that the vein at one time communicated by a fissure or open space with the surface, or with the upper portion from whence the fragments have been washed. One well-authenticated occurrence was described long ago by Fournet. Owing, no doubt, to later dislocations in the lode, pebbles from an old alluvium and sands containing titaniferous iron, as well as fragments of wood, were found in a vein at Huelgoet, in France. AN intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies Which tend to confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. ORIGIN OF THE LAW Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb. 11, 1897 (29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims."

The plastering properties of six representative California drilling muds were studied over a temperature range of 70 to 175 F. at several mud weights, using a high-pressure circulating filter press with full size consolidated cores. In all tests, with untreated as well as with chemically treated muds, the filtration rates at elevated temperature were higher than at low temperatures and in nearly every case this increased filtration rate was notably larger than could be attributed alone to the decreased viscosity of water—the flowing medium—at elevated temperatures. It is concluded that no existing method will permit even an approximate determination of the filtration rate at high temperature from data at room temperature. It is necessary to measure filtration at the temperature actually anticipated in the well, or to make a sufficient number of tests at various lower temperatures so that a small extrapolation of these data to the anticipated well temperature may be applied. Such tests should be carried out on the mud as actually used in the well. The viscosity of each of the muds was determined over the same temperature range. While no relationship was observed between mud viscosity and plastering properties, it was found that chemical treatment of the muds for viscosity reduction shifted the temperature of minimum viscosity to appreciably higher values than for untreated muds. Importance of Plastering Properties A survey of the literature on rotary drilling muds clearly shows the growing realization of the importance of plastering properties,'-5 not only from the point of view of the successful completion of the mechanical operation of drilling the well but also from the point of view of minimum impairment of the natural flow possibilities of a given well. IN this survey of the progressive development of education for the mineral industries throughout the United States, the review of the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. PHILADELPHIA Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1853, when the Pennsylvania Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1850-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. In 1863-64 a College of Agriculture, Mines, Arts and the Mechanic Arts was established, but it was not a separate school

INTRODUCTION FEW mineral deposits have in recent years attracted such general and Widespread attention as the Brazilian iron-ore deposits, due mainly to the quantities of rich ore occurring here, in contrast to the ever-decreasing grade of ores shipped from many large producing iron-ore districts of the world. The general average grade of the iron ores shipped from the Lake Superior district' has decreased to approximately 50 per cent., natural, in recent years. The Rubio ore of Bilbao, Spain,2 in 1890 averaged 55.5 per cent. metallic iron, dried; in 1902, 52.8 per cent., While at the present time a large proportion of the ores shipped from Bilbao are obtained by reworking the old dumps. In northern Sweden, where large magnetite deposits have only in recent years been extensively developed, selective mining is even now necessary in order to obtain high-grade Bessemer ores. During the last two years the iron ores of Chile have attracted much attention on account of the activities of the Bethlehem Steel Co. and others in the Chilean iron-ore region. Many of these ores are of good grade, yielding 67 and even 68 per cent. metallic iron, but judging from the Writer's observations in this region a large proportion of them Will be found to he of non-Bessemer grade. The most important variety of iron ore in Brazil is hard, dense to specular hematite, occurring in Minas Geraes. In view of the frequent occurrence of petroleum in other parts of the world, it seems odd that so large an area as is contained within the borders of Brazil should be without this product. This apparent deficiency may be due, however, to our ignorance of the regions in which it may exist. In some places, indications point to the probable existence of petroleum in ages gone by; and while the presence of petroleum pools may be problematic, in several regions conditions not unfavorable to their occurrence exist. Yet, Brazil has enormous oil resources in the rich oil-shales in different parts of the country. Many of these shales are very rich and only suitable processes for the extraction of the oil are lacking. At the present time, only a few small experimental plants are producing oil by distillation from these shales. These plants have been the subject of recent investigations by the Geological and Mineralogical Survey, a preliminary report of which is in the hands of the printer. The only regions where studies have not been made are the upper Amazon, the Acre, the Rio Negro, and the Peruvian frontier, which really seems to be the most promising field for explorations of any in the country. In the vast plateau region of the interior north of the 20th parallel of latitude, granites, gneiss, mica schists, and very old metamorphosed sedimentaries predominate. Later, sedimentaries occupy a minor position and, where found in the interior, represent a thin veneering resting on the older rocks. At several places near the coast they have a greater development and contain considerable beds of oil-shale and may, .in some cases, offer conditions favorable for the occurrence of oil. Such deposits are found in the Permian rocks of central and southern Maran-hao; in the Tertiary and Cretaceous beds along the coast of Alagsas Sergipe, Bahia, and perhaps farther south in Espirito Santo; and in the Parahyba embayment north of Cape Frio and in the interior Tertiary basin of eastern Sao Paulo.

The manufacture of iron and steel is one of the largest of our industries; and in point of size of single plant and equipment certainly the biggest of all industries. By the general public it is generally considered a prime example both of the marvelous technical advances achieved by modern science and engineering in the design and operation of equipment and of the efficiency of big business in the coordination of men and materials. Actually the operation of its basic processes has not changed significantly in either theory or fundamental design of equipment in the past 75 years. Though many other process industries have been born and developed, and not seldom completely revolutionized, during this period, the primary processes of making iron and steel are still carried out along the lines laid down, and in the equipment originated so long ago, by Bessemer, Siemens and Martin, and subsequently expanded to practically the modern scale by Carnegie, Schwab and Captain Bill Jones in the eighteen eighties and nineties. The application of the principles underlying the continuous counter-current physical and chemical interaction of solids, liquids and gases, which have been so successfully used in the rapid evolution of our chemical process industries, has been very largely lacking in the steel industry. In the days of the last-named giants, especially Carnegie, the steel industry made great and rapid technical progress. Carnegie's ever driving idea (as later with Ford in the production of automobiles) was the finding of new and better ways of making cheaper steel. Carnegie himself was a steelman, and so long as he dominated the industry its technical progress was rapid; and he, like Ford, was vastly successful financially as well, since his costs were continually being driven lower than those of his competitors by his advances in steelmaking technique.

The following paper embodies a report which I made on the filter-press treatment of slimes at the Liberty Bell mine, Telluride, Colo. At the time this report was submitted, the management deemed it wiser to defer the installation of so costly a plant as the one required, in the hope that some of the many investigators in the field might soon evolve a cheaper and more perfect method of slimes-treatment, and one better suited to the conditions at Telluride. The Liberty Bell ore consists essentially of quartz and clay, with iron pyrites disseminated through the quartz in very fine particles. There is considerable iron and manganese stain in some of the ore, the latter especially in the clays, which are sometimes quite black. Occasionally particles of galena, zincblende, gray copper and a few other minerals are seen, but they are comparatively rare, and not in sufficient quantity to affect considerations of treatment. Free gold is occasionally seen in the quartz, and one or two instances of mire silver have been observed. The milling-plant consists of an 80-stamp amalgamating mill which crushes through 20-mesh screens; 20 Wilfley concentrating tables, taking out, in iron sulphides, about 2 per cent. of the total ore crushed; and a cyanide plant consisting of two tiers of 33 ft. vats, five in each tier, fed by revolving pipe-die tributers. The slimes overflow from the upper settling tanks through gates with adjustable outlets, and thence to a large canvas-plant, which efects only a small saving. This slimes product, of which about 100 tons escape per day (or 38 per cent. of the total ore crushed), contains about 3 per cent. of dry solids. Of this approximately 93 per cent. will pass a 200-mesh screen. The slimes range in value between $3.90 and $4.87 per ton, the values being about equally distributed between gold and silver. The resultant embrittlement caused by the exposure of oxygen-bearing copper when hot and exposed to reducing gases has been the subject of many studies.' Little attention, however, has been given to the possible embrittling effects due to atmospheres or conditions that under some circumstances might be the source of a reducing gas. At rather infrequent intervals there occur reports of copper becoming embrittled during normal annealing cycles in commercial steam-atmos-phered furnaces such as customarily are used for this operation. As might be expected, several other factors exist—such as oil, dirt on the wire, or in the furnace, or metallic surface contacts—that might produce reducing gases and be the source of the trouble. However, in consideration of the statement made by Ruder,2 it would seem that under some conditions steam itself might prove to be the source of trouble. A consideration of the amount of the dissociation of water vapor up to temperatures of the melting point of copper shows that3 the amount of hydrogen that could come from this source is far too minute to account for any embrittlement. What such information does not tell is what will happen at the surface of copper when subjected to steam at elevated temperatures, for entirely different conditions may persist, which would account for Ruder's observation. Furthermore, there are no data as to what might happen at the surfaces of other materials present, the resultant of which might affect the condition of the copper present. For this reason, it was decided to make a series of experiments comparable to those previously conducted by the writer,' which would clarify the effect of the steam on copper, and in copper in the presence of steel. Material The material used in these experiments was tough-pitch copper wire of rectangular cross section, about % in. thick, picked at random from the regular factory production of material used for windings, etc., in the electrical industry. Assuming that wave velocities in seismic prospecting increase as a continuous linear function of the depth, the authors have derived formulas for computing, from two time-distance observations, the amount of velocity increase, depth of penetration and a graphical determination of the path of the vibrations, and have discussed the ground, reflected and refracted waves. The application of the formulas is illustrated numerically. Earlier Investigations Observations of the energy propagated from the center of an earthquake disturbance have been used to give information about the velocities and paths of elastic waves in the interior of the earth. One method of accomplishing this depends on the use of the times of transmission. Herglotz(7) § and Bateman(3) obtained a solution of the integral equation involved, which determines the velocity of propagation at any point as a function of the distance from the center of the earth, with no assumption as to the manner in which the velocity of the disturbance varies with depth below the earth's surface. The expressions on which the value of the time and the form of the ray of propagation depend contain an unintegrable definite integral, involving the velocity as an unknown function of the distance from the center of the earth. Wiechert and Zoppritz(15) obtained a manageable form for this function by assuming a law of variation which required a constant curvature form for the path within each of a succession of concentric spherical layers of the earth. C. G. Knott(9) worked out the problem for the first time by an absolutely rigorous method from the data of observation (Zoppritz-Turner tables), without making any assumptions as to the functional relationship connecting the speed of propagation and the distance from the earth's center. His method is a numerical solution of an integral equation, giving each velocity and the corresponding distance from the center of the earth in figures.

IN a report upon the geology of Leadville and vicinity, which is still in the hands of the Public Printer, I have given, at some length, my conclusions as to the genesis of the remarkable silver-lead deposits of that region, and the data, gathered during a long and careful consideration, upon which my views were founded. In the brief abstract of this report, published in 1881, the bare conclusions are given, with but few of the facts upon which they were founded. Since that time, these conclusions have been variously criticised, and it has even been assumed that the views I expressed with regard to these deposits were intended as a theory of ore-deposits in general. Had my final report been printed, no such misconception could have occurred; for, in that I explicitly disclaim any intention of general application of the theories there presented. Even in the abstract I am unable to find any statements which would. justify such a conclusion. Since my Leadville work, however, I have had further opportunities of examining ore-deposits, and have given the general subject much thought and study, and, as a result, I have made in my own mind certain generalizations, which, I am conscious, need the test of a far greater number of practical applications than I have yet been able to make, but which, I think, it may be well to present to the members of the Institute as suggestive, that their own observations may further prove or disprove them. I shall use my Leadville observations and the criticisms which have been made upon them as a sort of text for my remarks. The efforts towards curtailment in Texas have been successful, despite the great area covered and the wide variety of oils offered. There are, of course, examples of noncooperation, perhaps of absolute indifference, but of such it can at least be said that they have benefited from the restrictions imposed elsewhere. The prevention of waste is the legal background for proration in Texas. The legislature in 1899 passed the first laws to prevent waste of oil and gas. Subsequent legislatures, especially those of 1905, 1913 and 1917, undertook to regulate the development and transportation of oil and gas to the end that waste would not occur. In 1917 a constitutional amendment was submitted to the people, providing that natural resources of the state should be conserved and requiring that the legislature pass appropriate laws. This amendment was adopted, and the Acts of 1919 and 1929 have been passed, and these have had the effect of making a rather elaborate plan for the conservation of oil and gas and their protection against waste. In 1930 the new pipe line act, designed to provide for ratable purchases, was passed. The administration of these laws has been placed under the Oil and Gas Division of the Railroad Commission of Texas. The Commission can only consider actual waste, not economic waste. The various proration plans in use in the state, while differing in efficiency, are based on engineering principles. In the proration of flush fields, the limiting of drilling and the steady production of oil under restriction are the principal points involved, and these methods are entirely different from those which prevailed until recently in the Oklahoma City Pool, where apparently nothing beyond the restriction of production on a time basis was attempted. There is little to say in defense of proration in the older and smaller producing areas in Texas, except that, inasmuch as the market outlet has been reduced, proration distributes the market ratably among the producers. Information obtained from subsurface pressure and ,temperature measurements in oil wells now is recognized as invaluable to geologists, engineers, and operators of oil properties. Available only during the past few years, data resulting from subsurface-pressure surveys in oil wells already have found widespread application in the estimation of reserves and in the planning of comprehensive oil-field development programs. Subsurface pressure and temperature data, together with measurements of fluid volumes produced by individual wells and specific gravities of the fluids, also are included in the fundamental information essential in studying the movement of oil, gas and water through reservoir sands to wells. Heretofore, laboratory findings were relied upon almost entirely for information pertaining to the mechanics of flow of fluids through porous media, because there was no way to check laboratory results with actual performance in underground formations until subsurface pressure and temperature instruments were developed. Laboratory and field experiments now lend themselves to closer correlation—a fact that will accelerate the interpretation of many phenomena that occur when oil and gas flow through reservoir rocks, thousands of feet below the surface of the earth. This paper summarizes the results obtained thus far in a Bureau of Mines study of certain data pertaining to subsurface pressures and production of wells producing oil and gas (and water). For wells that have been studied, flowing naturally under volumetric or hydraulic control, a simple relation has been found between the mass rate of fluid (oil, gas and water) production and the corresponding drop in pressure in the reservoir sand. The equated relation embodies a productivity factor or "index" expressed in terms of mass rate of fluid production per pound drop in pressure through the sands. The equation as developed is an expression of the ability of a well to produce, which permits comparison on a uniform basis of the productivities of different wells.
