The usual concurrence in time and space of intrusive igneous activity, favorable structural disturbance and mineralization, which is so manifest in the mineralized district necessarily indicates a close interrelationship between these events. Evaluation of available evidence leads to the recognition that an appreciable time interval exists between the emplacement of the igneous intrusive and the formation of associated ore deposits. During this interval known portions of the intrusive are completely solidified, highly differentiated magma facies are injected as dikes, and important faulting occurs, which may fracture and shatter the solidified intrusive body. The highly differentiated dike types could only have originated in some deep portion of an underlying plutonic body that had reached an advanced stage of magmatic differentiation. Appearing after these dikes, the mineralizing solutions may likewise be presumed to have originated at great depth. Certainly no source for these solutions can be found in near-by portions of the intrusive igneous body. The association of igneous intrusives and clustering ore deposits must be recognized as resulting from structural control. The emplacemerit and the subsequent solidification and cooling of the intrusive set in operation forces that are responsible for the favorable structural disturbances that control the mineralized district. The emplacement of the body of fluid magma weakens the crustal rocks to the extent that failure due to strains originally present in the rock body may occur. Faulting of any type and of any magnitude may be the result. Subsequently, owing to the change of state from fluid magma to crystalline granitic rock, volume decreases approximating 10 Per cent may Occur, with resultant shrinkage and collapse within the rock body. Following solidification, thermal contraction, induced by cooling of the rock body, causes a further volume reduction of 6 per cent. This thermal contraction, extending over a lengthy period of time, results in a succession of minor fault movements. These small fault movements, occurring progressively throughout the period of mineralization, are responsible for maintaining the permeability of the rock body, without which access of the mineralizing solutions and the formation of the ore deposits of the mineralized district would be impossible. Introduction A proper understanding of the causes that have localized our mineralized districts should be of considerable value to geologist and engineer alike. under current conditions the known ore reserves of productive mining camps are being rapidly depleted. Although ore of the future will be derived in part from deposits now known and from Ore bodies that are still to be discovered within the limits of productive mining districts, in part at least it must come from mineralized districts whose existence or importance yet remain to be recognized. The mining geologist is thus faced with two problems of paramount importance: (I) the location of new ore bodies within known mineralized areas and (2) the location of new mineralized districts within whose confines, previously unknown, valuable Ore deposits may occur. James Gayley, Braddock, Pa. (communication to the Secretary) : Mr. Potter has made reference to our practice at the Edgar Thomson works in the direction of increasing the life of the lining, and mentions the product of one of our furnaces as having reached a total of 370,000 tons. It may be interesting to know that this furnace has been put out of blast with a record of 452,685 tons, after a run of three years and nine months. A companion-furnace to this will produce, hefore the present year is ended, half a million tons. As Mr. Potter has quite correctly designated this as " the newest problem in furnace-practice," a description of the construction of this furnace lining may be Welcome to members. The bricks used in the lining are 9 and 134 inches long, with the requisite quantity of straight and key-shapes to turn the circle. There bricks are well suited for enclosing the numerous bosh-plates used for cooling. The bosh-plates (the efficient fortress of the lining) extend from the top of the tuyere arch to the mantel, and are inserted in rows, 18 inches to 2 feet apart. These form a perfect defence against encroachment on the bosh-lining, and leave the bosh at the end of the blast of the same thickness as at the beginning. The protection afforded by these bosh plates is the principal cause of the increased duration of the furnace-lining. But it must be noted that the shape and material of the plate are essential elements. The most serviceable plate is that made of bronze or copper. We have tried every form of iron plates without obtaining satisfactory results. These were replaced with bronze plates, built into the lining, which gave excellent results so long as they did not leak; but when this occurred, as it did in time, the water was shut off, and, since the plates could only be removed with difficulty, they were allowed to burn off. This permitted encroachment on the bosh-walls, which thus became enlarged beyond the limit required for economical practice. I AM glad to join with my fellow-members in this celebration of the fiftieth anniversary of the founding of the American Society of Mechanical Engineers. It would be a difficult task to measure the blessings brought by this association through the stimulation to invention, the improvement of methods, the adequate training of engineers and the advancement of knowledge in a large sense. During its span of life it has contributed a great part in the development of an art into a mighty profession upon whose capacity and fidelity rest so much of human progress. "I feel especially honored that the association should, through the beneficence of Mr. Lauer, have established a new distinction among engineers, and should have designated me as its first recipient. The purpose of this medal is to mark the public service of men who have gone outside their strictly professional work to interest themselves in civic and humanitarian affairs. And the engineers have something to contribute to public service. . "With the development of our great national tools -our engines, our railways, our automobiles, our airplanes, our steamships, our electric power and a score of other great implements, together with the supplies of material upon which they depend-the engineer has added vastly to the problems of government, for government must see that the control of these tools and these materials is not misused to limit liberty and freedom, that they advance and do not retard equality of opportunity among all our citizens.

Samules of liquid and gas were obtained from the primary separator of a well in the Paloma field. The volumetric properties of the samples and of six systematically chosen mixtures of the samples were experimentally determined at 100°, 190°, and 250°F. at pressures up to 5000 lb. per sq. inch. From these data the influence ,of pressure and temperature upon the composition and specific volume of the bubble-point liquid and of the retrograde dew-point gas was established, The formation volumes and gas-oil ratios of the rnixtures investigated were calculated on the basis of the plant-product oil, which is defined as the isobutane and less volatile portion of each mixture. The results are presented in graphical and tabular form. The volumetric behavior of the mixture corresponding to that produced by the well at the time of sampling was determined for 235ºF., the reported reservoir temperature, by graphical interpolation of the experimental data with respect to composition and temperature. The results indicate that the well-production mixture probably existed as a gas at its retrograde dew point under the conditions of temperature and pressure believed to prevail in the producing zone at the time of sampling. The effect upon the phase behavim occasioned by the omission from the well-production mixture of certain components of intermediate molecular weight was investigated. In the first case, all of the isobutane and 11-butane, and substantially all of the iso-pentane, were removed from the mixture of trap samples corresponding to the well production. In the second case, all the propane, isobutane and n-butane, and substantially all of the isopentane, were removed. Both modifications led to considerable increases in the retrograde dew-point Pressure at 235ºF.; an increase of 558 lb. Per sq. in. above that of the unmodified well-production mixture in the first case, and an increase of 1208 lb. Per sq. in. in the second. It was concluded that the material? remaining after the removal of certain components of intermediate molecular weight could not be injected back into the reservoir in the saqe proportion in which they were produced without entailing appreciable loss of liquid material through condensation within the formation. Introduction Under the usual conditions of production practice, petroleum arrives at the surface of the earth in a physical state considerably different from that in which it existed in the underground reservoir. The relative rates of production and the properties of oil and gas measured at surface conditions do not constitute, in general, even a qualitative description of the fluids existing in the reservoir. The estimation of reserves and the attainment of optimum efficiency with regard to rate, quantity, and cost of production require accurate data concerning the physical properties of petroleum throughout large changes in pressure and temperature. Many schemes have been devised for predicting the behavior of propane, as it is encountered in nature? but the experimental work upon which these predictions are based has not, for the most part, been extended to the higher pressures that occur in practice, nor do these methods permit, as yet, the estima-

IT was said by many who discussed Professor Posepny's admirable paper on the " Genesis of Ore-Deposits," read at the Chicago meeting of the Institute, in 1893, that its most valuable feature was the clear distinction which it drew between the influence upon ore-deposits of the "vadose " circulation of waters descending directly from the surface, and that of the deep underground circulation of waters generally coming from the depths, and assumed by the author to be ascending through more or less open spaces under the influence of heat. A little later the effect of the oxidizing action of the vadose circulation upon ore-deposits was ably and exhaustively treated by Prof. R. A. F. Penrose, in a paper on " The Superficial Alteration of Ore-Deposits "f-the only one, so far as I know, which has been exclusively devoted to this important subject. My own first detailed study of ore-deposits was made at Leadville, in 1880, at a time when almost the only minerals visible in those deposits were in oxidized forms. That this form was the result of the alteration of earlier sulphides by surface-waters had to be proved at the time by induction or analogy, the general correctness of which was, however, abundantly confirmed by subsequent developments. Thus I was early impressed with the importance of distinguishing, in the study of an ore-deposit, the alteration-products, resulting from the action of oxidizing waters descending from the present surface, from the earlier-formed sulphides; and, assuming that the latter were primary or original, I called the former secondary. A new metallurgical treatment for capturing as much of the values as possible from zinc refinery feed has been devised by personnel in Cerro de Pasco's Peruvian operation at La Oroya. Results from a pilot test illustrate that 50 metric tons of throughput can be maintained whereby substantially all the silver and copper report in the sponge iron while zinc and lead with indium and cadmium volatilize in the fume. This new technique named the Zileret (zinc leach residue treatment) process complements the electrolytic system used in the refinery so that all values in a zinc concentrate are economically recovered. In the system, dried zinc leach residue is pelletized with soluble zinc sulfate which already exists in the leach residue and a finely divided reducing agent such as anthracite coal. Upon heat addition, the loose anthracite in the charge maintains a reducing atmosphere while the free space above the charge has an oxidizing nature. When the charge reaches the reaction zone at about 1100°C, metals such as zinc, lead, cadmium and indium volatilize from the pellets, are oxidized in the upper kiln atmosphere, and are then carried in suspension as an oxide fume to the cooler and baghouse. The copper and silver content in their reduced forms, along with the iron, discharge from the kiln as a calcined product which is then cooled to below 130°C before being exposed to the air.

THOUGH at an earlier period brief studies had been made by the Lehigh Navigation Coal Company Inc., it was not until 1924 that J. B. Warriner, then general manager, called for a comprehensive study of timber treatment, treating solutions, and related operations. Because of the impossibility of procuring accurate costs and other pertinent treating data, the American Wood Preserving Co. agreed to treat a car of mine timber at the Port Reading plant of the Reading Railroad. Fig. I shows the treating data collected at the treating plant on this timber, which was installed in two of the Lehigh mines in 1925. [ ] In the latter part of 1925, a survey of the tunnels and gangways of the company's Panther Valley mines was made to determine the proportion of gangways or tunnels timbered, cause of timber failures, approximate life of the average wood set and the approximate percentage of treated timber that it would be profitable for the company to use. Results of this survey appear in Table I. Because of the high percentage of timber that gave evidence of failure by rot, as noted in Table I, and a further study of the life of the sections where timbering was necessary, it was deemed advisable to fill 25 per cent of the yearly gangway timber requirement with treated timber. QUANTITIES AND TREATMENTS OF TREATED TIMBER PURCHASED In the early days of the program, none of the large treating companies would accept orders for small quantities of treated timber and the company was compelled to state the quantity of timber it would require at each operation in each month of the year. Table 2 is an example of the tabulation given to the various treating companies to assist them in making a yearly bid on the minimum quantity of timber required by the company during the year 1931. A bill of timber was calculated for each car, the weight of which would be between the minimum and maximum weight permitted for railroad-car loading. The treating company was paid for timber upon delivery at the operation specified. As extra cars of timber were required, they were ordered from the treating company, and payment was required on their receipt, on the basis of the piece or tonnage

The purpose of this paper is to present a contour map that shows the geographical variation in geothermal gradients in the Mid-Continent and Gulf Coast oil fields. Introduction Frequently there arises the need for an estimation of the temperature to be expected at a predetermined depth in working with a wildcat or in deepening old production into 'Ones that are relatively unknown. The study of geothermal gradients in oil fields has been made previously by many investigators. One of the pioneers in this work was C. E. Van Orstrand,' who, as well as most of the other investigators, was primarily interested in the relation between temperature and depth in a given locality. Between 192r and 1929, American Petroleum Institute Research Project NO. 25 fostered a thorough study of earth temperatures.2 K. IV. French did some work in California, the results of which were published in 1939.3 In most of these studies, an attempt was made to correlate temperatures in a rather localized area. This paper will show the results of an attempt to correlate temperature gradients over rather large Portions of the Mid-Continent and Gulf Coast area. Method of Obtaining Data It has been found that for complete thermal equilibrium to be established in a well, the well must stand undisturbed for a period of several hours to several weeks, depending upon the way the well was produced prior to the shut-in period. The data in this paper were obtained in conjunction with running pressures in wells or in taking samples of reservoir fluid. Glass maximum recording thermometers were used in all but a few instances. The wells had been shut in from one hour up to I. or 12 days. Since the wells were normal producing wells, some of the shut-in times undoubtedly were insufficient for complete thermal equilibrium to have been established and the temperatures measured do not necessarily represent the true earth temperatures. They do represent the temperature conditions that will be encountered in a well that is producing oil. The data, therefore, can be useful in working with or in estimating the temperatures to be expected in producing reservoirs. In obtaining a thermal gradient by dividing the difference in temperature of the formation and the mean annual surface temperature by the depth of the formation, one is assuming the depth-temperature line to be straight. Depth-temperature curves are almost straight lines (Fig. I). However, on close examination of accurate data, a slight curvature usually is observed. Most wells yield curves with slopes increasing with increasing depth. These curves are believed to be from wells that are in and are underlain by sedimentary material. Some few curves have slopes that decrease with increasing depth. These curves are believed to be from wells that are underlain rather closely by granite or some other igneous rock. Secondary blast holes are now being pierced in quartzite and sandstone quarries, using multiple hand-operated Jet-Piercing units supplied with oxygen, fuel and water from a compact mobile carrier. A unit of this type, operating in a Canadian quarry, enabled four Jet-Piercing blowpipes to pierce blast holes for two hours without shutdown. The piercing blowpipes used were developed by Linde Air Products Co., a division of Union Carbide and Carbon Corp. The mobile supply carrier was constructed by the quarry from specifications supplied by Linde and modified by the quarry operators for their particular use. Employment of the new self-contained unit, which allows up to four operators to pierce approximately 450 ft of blast hole without shutdown, accelerates rock removal operations. Normally, only two blowpipes are in operation at one time. Large boulders or ledges, which sometimes remain after primary blasting to hamper loading operations, can, in the case of certain hard rock, be prepared for reduction more rapidly with these new units than by any other means. A special feature of the new manual Jet-Piercing unit is the mobile gas and fluid supply carrier. It consists of a standard truck chassis fitted out with four banks of large standard-capacity oxygen cylinders, a steel-holding tank for fuel oil, and a gasoline-driven air compressor and tank for pressurizing the fuel oil tank. Cooling water for the blowpipes is supplied to the unit from a hose extension to the quarry supply line. Feeder lines from the oxygen cylinder manifolds and the oil and water tanks terminate in four sets of take-off stations on the control panel at the rear of the truck. As many as four hand Jet-Piercing blowpipes can be connected to the take-off panel by high-pressure rubber hoses. The hand Jet-Piercing blowpipe used with the mobile supply carrier is a highly portable device which can be manipulated comfortably by one operator. The blowpipe can pierce blast holes at rates up to 60 ft per hour, depending on the properties of the rock. Blast holes can be pierced at any angle from the vertical to the horizontal, making it necessary for the operator to drill from the top of the boulder. Hole diameter is held to approximately that which allows the use of a standard 11/8-in. diameter dynamite. The manual Jet-Piercing blowpipe has these important design features: a burner from which the combustion gases emerge at supersonic speeds (in excess of 6000 ft per sec); a hole-sizing shell which controls the minimum size of the hole and protects the copper burner; and a sliding shield which protects the operator against the steam and spallings ejected from the hole during the piercing. The Jet piercing process has been applied successfully in United States and Canadian quarries within the last several years as an advanced method of "drilling" blast holes.

The coal concentrates studied contained clay slimes which would not flocculate on the addition of a polymer flocculent alone. The mechanism of the flocculation process is interpreted on the basis of the flocculation of lyophobic colloids. The filtration rate characteristics are shown to deviate slightly from certain basic filtration equations. Cake moisture was shown to decrease with cake drying time and vacuum, and increase with cake thickness. Filtration is a commonly accepted method of dewa-tering the fine coal concentrates produced in coal cleaning operations. Dewatering of these concentrates, using drum or disc vacuum filters, usually presents few technical difficulties and will result in the production of a filter cake containing some 20 to 25 pct moisture. In many coal cleaning operations it is common practice to add flocculants to the coal concentrates prior to filtration to increase the filtration rate. The mechanism whereby flocculation increases filtration rate has been summarized by Gaudin,4 while Geer, et a15 have compared the effectiveness of starch and synthetic flocculants as filter aids for a variety of coal concentrates. Coal concentrates, containing appreciable quantities of expanding lattice clays of the montmorillonite-illite group, sometimes prove impossible to filter without flocculation of the pulp prior to filtration. The fine coal concentrates produced at the Newcastle washery of The Broken Hill Proprietary Co. Ltd. fall into this group. Coals mined in this district contain appreciable quantities of expanding lattice clays which break down in the washery circuit waters and, by processes of mechanical inclusion, contaminate the coal concentrate thickener feed. Despite the classifying action of this thickener, the underflow which is pumped to the filters contains sufficient clay slimes to render filtration of the unflocculated pulp impossible. Filtration leaf and plant tests were carried out to develop effective and economic flocculant combinations and to determine the filtration characteristics of the flocculated coal concentrates. The determination, by leaf testing, of the filtration characteristics, and the analysis of these characteristics in the light of the equations of Brown2 resulted in the successful trial operation of the filters in the Newcastle washq. Although the filtration characteristics are not entirely in agreement with the theoretical treatment of Brown, the equations developed made it possible to predict, from leaf tests, the effect in the plant filters of pulp density, form vacuum, and form time on filtration rate and filtrate volume. EXPERIMENTAL PROCEDURES The sample used for leaf testing was the coal concentrate thickener underflow, which in plant operations would form the feed to the two 12-disk Dorr-Oliver filters. The feed to the coal concentrate thickener comprises the undersize produced by dewatering the Diester table concentrate on 5-mm dewatering screens and the overflow produced by cycloning of the froth flotation concentrate. Studies of the V-U system have been made to determine the constitutional diagram. The diagram is fairly simple, since no intermediate phases are formed. Additions of vanadium lower the uranium melting point and allotropic transformation temperatures. The maximum solid solubility of vanadium in uranium is 12 atomic pct and the maximum solid solubility of uranium in vanadium is about 4 atomic pct. WITH the advent of high purity iodide vanadium,' it became of interest to study the alloying characteristics of vanadium and uranium. Alloys were prepared covering the entire system and were studied using a combination of metallographic examination and thermal and X-ray analyses. As a consequence of this work, the V-U constitutional diagram was evolved. In order to prepare suitable alloys for equilibrium-phase studies, it is desirable to have the purest possible starting materials. For this investigation, calcium-reduced vanadium, de Boer process crystal-bar vanadium, and good Mallinkrodt Chemical Co. uranium were used. The first work was done using the best vanadium then available, that being calcium-reduced vanadium produced at Knolls Atomic Power Laboratory. Subsequently, the important features of the diagram were checked using alloys made with crystal-bar vanadium produced at Battelle. These checks are in agreement with the earlier work. Analyses of the starting materials are contained in Table I. Only minor amounts of any impurities were present in either the vanadium crystal bar or uranium. Nevertheless, care was exercised in selecting the uranium for the alloys. The procedure followed was to section the stock into suitable pieces for melting, and macroetch each piece. Only those pieces which appeared to be clean by macroetch examination were used for alloying. Experimental Procedure Melting: Alloys with 0 to 50 atomic pct V were induction melted in beryllia (BeO) crucibles under vacuum of 10 microns pressure or better. A number of remelts was frequently required to insure uniformity of the individual ingots. Although no visible reaction between the alloy and crucible was found in any of these operations, the alloys were checked by spectroscopic analysis. Only trace amounts of beryllium were detected in the alloys. Alloys containing 50 to 100 atomic pct V were arc melted in a water-cooled copper crucible under an atmosphere of helium. A tungsten electrode was used. Ingots of 10 to 15 g were produced readily by turning and remelting a few times. Such small ingots were necessary because high purity vanadium was not available in appreciable quantities at this time. After melting, the ingots were examined metal-lographically for segregation and were consolidated by remelting before fabrication was attempted. Spectroscopic analyses showed that only small amounts of tungsten were picked up during the arc-melting process. Production of crude oil in the U. S. S. R. during 1939 is estimated at, 226,111,000 bbl., as compared with 219,778,000 bbl. in 1938, an irlcreasc of 2.88 per cent but some 6.00 per cent under the planned output. During the past year a major readjustment took place in Russian oil fields, with the Grozny district falling into the third place, its former place having been taken by the fields of the Maikop-Kuban area of northwestern Caucasus. Production continued to grow in the Ural-Volg:t district and further large increases in this province in the coming years are certain. The drilling operations continued to be most unsatisfactory, falling far behind the plan, possibly as much as 25 per cent undvr the set objectives, and thereby interfering with the production plans, mora particularly since the Soviet oil industry is still based primarily upon the production from the naturally flowing wells without any proration whatsoever rather than upon stabilized production from either prorated oil wells or those operated with various mechanical lifts. The year 1939 started with the fulfillment of the drilling programs to the extent of about 90 per cent, but the situation rapidly deteriorated arid by the second half drilling programs were being fulfilled only to the extent of 60 per cent or less. Such breakdown in drilling operations was possibly due to poor equipment, which has not been able to stand increasing demands upon it, and this is substantiated by the rccent orders plaeed in the United States by the Soviet Government for some 60 drilling rigs of the latest design. Production Baku District.—-The fields of the Apshcbron Peninsula (Baku district) made a notable progrress during the past year and were able slightly to increase their production, to 166,000,000 bbt. as compared with 164,692,-000 bbl. during 1938. The c.rnphasis of production in the Baku district remained on the flowing wells, about 20 per cent of the total number of wells flowing about 70 per cent of production. WHILE Mr. Fahrenwald has been working on the fundamentals of ore-dressing, in Idaho, the Northwest Experiment Station of the U. S. Bureau of Mines, in cooperation with the University of Washington, has been studying the corresponding fundamentals for the closely-allied subject of coal-washing. In this work many of the principles outlined in Mr. Fahrenwald's paper have been touched on, one important exception being that phase of his studies where conditions were approximated between those existing on a table and those existing in a hindered-settling classifier. During the past three years this work has been given over almost exclusively to a study of coal-tabling to devise better methods of cleaning fine sizes of coal, particularly the coals of the Northwest, which are very difficult to wash. One important result of this study thus far has been the development of a satisfactory hindered-settling coal classifier, now in use in several commercial plants. Recently table stratifica-tion has been the subject for study. This latter phase of the work with coal,. as well as the earlier portion dealing with hindered-settling classification, has in a measure paralleled Mr. Fahrenwald's work with ore. Without going into details about the results of the coal experiments, I shall merely say that, from a quali-tative standpoint, they are, in general, concordant with Mr. Fahrenwald's, but that from a quantitative stand-point the results, particularly those with, table strati-fication, are somewhat different. These differences may disappear as the work progresses-Mr. Fahrenwald is further ahead with his experiments than we are at the Northwest Station-but if not, the disparity would not be surprising, and indeed would be what one might reasonably expect when investigators work on two very dissimilar materials and use different apparatus and methods of study. However, this- mention of our coal-washing experiments is made only in passing. A principle of general application that may be estab-lished from Mr. Fahrenwald's paper is that different types of stratification should be used in successive' gravity-concentration processes to. obtain best results.

THE present method for the ultrapurification of boron involves the formation, distillation, and decomposition of boron tribromide.' However, the boron tribromide prepared contains several impurities in the ppm range, even after distillation. Some of these impurities, notably carbon, can be reduced after decomposition by zone refining. In this study, a comparison of the purity of boron tribromide at various formation temperatures is presented. The apparatus employed consisted of a bromine flask connected to a 22 mm ID horizontal quartz reaction tube packed with amorphous boron powder, which was in turn connected to a receiving flask cooled with an ice bath. Argon was used as a carrier gas. The approximate rate of passage of bromine to the reaction tube was 25 g per hr. The reaction was first investigated at several temperatures in order to determine the lowest temperature necessary to produce a colorless product which was assumed to be an indication of complete reaction of the bromine. The lowest temperature found in this study was 420oC. The amount of impurities found in the boron tribromide at various formation temperatures is shown in Table I. The data presented are emission spectroscopic results of boric oxide produced by the hydrolysis of 2 to 3 g of boron tribromide in 10 ml of distilled water. After hydrolysis, the samples were dried several hours on a hot plate. Assuming equilibrium conditions in the reactor, one can make approximate thermodynamic calculations estimatling the completeness of reaction of bromine with boron and its impurities at various temperatures. Data for these calculations were taken from Rossini,3 and must be taken as approximations since the T?S factor was not included in the calculations. The results of such calculations indicate that, with the exception of carbon bromina-tion, all impurities would react almost to completeness (> 99 pet) at all temperatures between 400" and 900oC. In the case of carbon, which cannot be accurately analyzed spectroscopically, it is estimated that only about one sixth as much carbon tetrabromide would be formed at 400" than at 900°C. In the southern field of the anthracite region of Pennsylvania, many of the coal seams dip at angles of 40" to 50" from the horizontal. For transportation purposes, "tunnels" are driven across the coal measures and, occasionally, "rock gangways," beside the seams and parallel with them. The use of gangways driven in country rock appears to be increasing, as they avoid the maintenance of long gangways in coal, which eventually are driven to the colliery boundaries, and permit mining from a number of intermediate blocks without interference. The rock consists of slates or sandstones of moderate hardness, which may range into very hard, highly siliceous, fine-grained conglomerates. In this distinctly bedded formation, the direction of the heading, whether parallel with or across the structure, makes it necessary to distribute the drill holes in a different pattern to break the ground, but does not change loading conditions. In 1932, practically all the mucking was done by hand, and it was the established custom to use four men on two drills for drilling and breaking the ground, and five for loading it out. A driver and mule was needed in addition, to assemble the rock cars at a siding or branching track in the rear, pending their final disposal. This might occupy the driver's whole time, or if the length of haul were short, he might be able to do other useful work. It was thought possible in 1932 to reduce the cost of driving such headings in rock by mechanical loading, and to investigate this subject a scraper loader was used in a section of tunnel then being driven. Operations while driving 195 ft. of this tunnel using a scraper loader were carefully observed. Time studies were made of the loading, and records made of the routine of breaking ground, but not in such detail. Tunnels or gangways in the colliery are 7 ft. high above the rails, by 10 ft. wide, which requires a minimum of 8 ft. in height, broken to allow for rails and ties. This cross section is of sufficient size to permit the use of any one of several types of power loaders, but for this demonstration it was found most convenient to use a scraper loader.

(communication to the Secretary): In presenting some notes on the "Heine's Blue Test" Mr. Smith expresses a preference for fresh standards and a cheaper bottle; but this is rather a reversion to the old method, since I devised in 1897 the newer method of preparation and preservation of' permanent standards, which were not used with any success in the original method. Many busy western assayers no doubt value a method for preparing a permanent set of standards in air-tight glass-stoppered bottles, whose use brings the method as near perfection as one could desire as regards rapidity of color-reading and avoidance of unnecessary work. Mr. Smith notes that his color-readings were compared with an electrolytic assay of another ore-sample, and that my electrolytic assays were made on the " blue test" solution from colorimetric assay. During the year 1939, Mexican production totaled 42,479,000 bbl.; a daily average of 116,381 bbl. or a little over 2 per cent of the estimated world production. The Mexican Government operates 100 per cent of the refining branch of the industry, 100 per cent of the domestic distribution, 96 per cent of the crude production and 92 per cent of the total exports. No discussion of the Mexican petroleum industry in 1939 is adequate without reference to the "expropriation" of the foreign-owned oil properties in Mexico by executive fiat on March 18, 1938. The forcible seizing of the properties culminated a long series of efforts on the part of the Mexican Government to obtain control of the oil properties developed through foreign initiative and with foreign capital in Mexico. The heart of the issue is whether the Mexican nation or any nation may with impunity confiscate the legally acquired properties of American citizens. The Department of State of our Government has in its communications to Mexico emphasized the fact that its "expropriation" of American properties was confiscatory because Mexico had failed to make "adequate, effective and prompt compensation"; that the taking was no less confiscatory "because there may be an expressed intent to pay at some time in the future," and that, consequently, "Mexico has assumed and continues to assume to exercise a right without compliance with the condition necessary to give such exercise a recognizable status of legality." Mexico has professed its willingness to pay for the oil properties but at the same time through its Supreme Court it has declared that the owners or lessees do not have the exclusive right to extract and dispose of the oil in the subsoil. This is a reversal of the Mexican position with respect to oil as set forth in the Mexican mining laws, affirmed by Mexican Supreme Court decisions, and as clarified in the Warren-Paync and the Morrow-Calles agreements, as well as in diplomatic correspondence.
